Province gearing up for B.C. wines to come to some grocery stores By Jeff Nagel

The province’s latest liquor reform will make it easier for wine stores to relocate into grocery stores – provided they offer only B.C. wines – but there’s no sign the government is rethinking its change to wholesale wine pricing that will sharply drive up the price of more expensive bottles. Friday’s announcement by Justice Minister Suzanne Anton in Langley at Chaberton Estate Winery is being hailed by B.C. wineries because some supermarkets that can begin selling wine come April will be barred from stocking foreign wines. Under the change, existing VQA and independent wine stores can relocate or transfer their licence to an eligible grocery store as long as 100 per cent B.C. wine is sold. Those licence transfers won’t be limited by a rule that disallows new outlets if there’s an existing one within one kilometre. Liquor policy reform leader John Yap called it a “winning combination” to allow grocery shoppers to also buy B.C. wine and support the local industry. “The B.C. wine industry is entering into a new era of winemaking,” added Chaberton coowner Eugene Kwan. The new model is different from the storewithin-a-store model in that it allows B.C. wine to be on regular grocery store shelves and shoppers would pay for it at designated registers staffed by trained employees who are at least 19. Anton said a limited number of new licences – she would not specify how many – will be made available to sell just B.C. wine in grocery stores. The extra licences will mean more competition for private wine stores that have already been critical of some of the province’s liquor reforms. Vancouver lawyer Mark Hicken, who acts for wine industry clients, predicts there will be “no takers” on wine stores relocating under the new B.C.-only model because they would lose most of their see Wines page 4

international product lines. Hicken said the B.C.only rule may violate Canada’s international trade agreements. Pricing change worries restaurants A major concern for wine stores and B.C. restaurants is the change

unveiled recently to the province’s wholesale pricing formula for wine that ends the discount advantage for independent wine stores. It may mean little change or even cheaper prices for wines that now cost $15 and under. But the final retail price of

said restaurants must pay retail prices and usually charge their patrons double, so the price of a nicer bottle when having dinner out will soar, putting more pressure on an already struggling service industry. Tostensen said restaurants are bracing for 10 to 20 per cent wine price increases on bottles over $17 or $18. He hopes

the province will realize it has made an error and correct the wholesale pricing formula. “I think they’re going to do some adjustments,” he said. “This is supposed to be a revenue-neutral exercise. Government doesn’t want to be seen to be putting prices up. So there seems to be a miscalculation somewhere.” In a statement emailed

Monday, December 29, 2014 Kootenay News Advertiser by her staff, Anton said the standardized wholesale price is to level the playing field for all liquor retailers and enable more competition. “Trying to guess what each individual retailer will charge per product at this point is complete speculation,” she said, predicting consumers will see little if any change for most products. Anton said the province is watching to ensure the new policies have no unintended consequences.

Piles of materials to be used in the ongoing new intensive care unit construction and electrical upgrades at the East Kootenay Regional Hospital. Submitted Progress continues on a new intensive care unit (ICU) and major electric upgrades to East Kootenay Regional Hospital. The new building structure is complete and work has moved to putting on the roof and constructing the exterior walls. Major equipment is on site, including two new die-

sel generators that will provide back-up power to the entire hospital in the event of a broader power outage in the community. The framing of the interior walls continues alongside the installation of the electrical, plumbing and heating services for the new ICU. The rebuilding of the corridor to link the new ICU to the rest of the hospital will be a

main focus going into 2015. Work will continue on site from approximately 7 a.m. to 9 p.m. throughout the winter and will steadily be more focused on the interior of the new structure. There will be periodic interruptions to normal traffic patterns during construction. Interior Health is working with the proj-

ect contractor to minimize these impacts and appreciates the ongoing patience of local residents and visitors to the hospital as these major improvements to EKRH move forward. Project Background: The approximate total project cost of the redevelopment project at EKRH is $20 million. Funding is provided by the Province, Kootenay East Regional Hospital

The Weekday View

Opinion: Giving it all away—again by Brian Coombs There are plenty examples of this and other provinces, and even the country, giving money and resources away to people who don’t live here. Well, the Province is doing it again with its new hunting regulations. The regulations greatly increase the amount of animals that non-resident hunters can bag. This is great news for the Guide Outfitters Association of BC (GOABC), and according to the B.C. Wildlife Federation, bad news for resident hunters. The regulations mean that there will be less available elk, moose, mountain goat and grizzly tickets available for resident hunters. However, there are no hunting quotas for mule deer or whitetail deer. So lets look at these changes in perspective. If you are a person who hunts for food, there is still plenty of opportunity to fill your freezer with venison. And in these expensive times, going out to bag a whitetail makes good economic sense in terms of feeding a family. That does not however, excuse this recent legislation. This office has received many letters over the years stating that while some hunters say that they do hunt

elk and moose, and even bear for food, that is a preference, not a need. They say that the hunters who go after these animals do so for the trophy and prestige of bagging big game, with the meat being a secondary consideration. But while trophy hunters, which much of this new legislation is for, may be considered by some to be making up for inadequacies by killing something much more magnificent than themselves, that is not the point. GOABC claims that the 5,000 non-resident hunters that visit the province each year generate around $120 million. In total, the revenue generated by all hunting in the province sits at around $350 million. The numbers trotted out by the Province say that resident hunters bring in around $7 million in license fees, but this doesn’t come remotely close to the economic benefit brought in from the more than 100,000 hunters who live here, hunt here and spend their paychecks in the local economy. What is at stake here is the same principal behind all of the resources this province possesses. Experts have argued for decades that if all the timber harvested here was given extra value by local indus-

try, the amount of extra money coming into the province would be enormous. Refining gas or bitumen here, rather than shipping raw product, would also generate a huge amount of funds, but in both cases, the province seems to want to ship the raw materials out as quickly as possible before buying back the refined product for a much great cost. Call it the Canadian way, but we are selling ourselves short. The same is true for these new regulations for hunting. Regardless of whatever reasons for the switch, people can be forgiven for thinking this is yet another example of the Province that prefers to sell out to non-residents rather than give the people who live and spend here an even break. As a note for GOABC, this organization may want to watch what it asks for. More hunting permitted for nonresidents will open up your market to newcomers. When more people feeling they can make a living as a guide outfitter under the new rules, the prices charged today will go down. Discount outfitters will crop up and before you know it, owners of these operations will be fighting to make minimum wage. And no matter what some feel personally about hunting for anything other than food, the Province has blown an opportunity to show the residents of B.C. that it has their back.

Celebrating the season with song and handcrafted decorations by Katelyn Dingman The Fernie Free Press

Children from the Frank J Mitchell Elementary school choir drew in a crowd as they sang many carols in the center of Greenwood Mall.

The Greenwood Mall was filled with locals and an abundance of holiday spirit last Wednesday as students from Frank J Mitchell Elementary School hung handcrafted Christmas decorations on indoor trees and sang Christmas carols. The annual event was not only effective in spreading some holiday cheer, it also helped to bring a little more business to the small community of Sparwood. “It was great because we had tons of people in the mall,” District of Sparwood Business Development Liaison

Jude Smith said. “It was good to help increase the traffic.” He went on to say, “We see little informal events like that as a stepping stone towards more long term strategies and concepts that will get people into places like the mall.” The Sparwood community worked together to make this possible, with Buds & Blooms owner Sherry Benko travelling down to the school a week prior to the event to help children with their handmade decorations, the Causeway Hotel providing hot chocolate for the eager carolers and Overwaitea donating cookies to the chil-

Committees, CBT, working to stop spread of aquatic invasive species Submitted Four invasive species committees and Columbia Basin Trust have come together with the goal to develop one cohesive strategy and implementation plan to address Aquatic Invasive Species (AIS) in the Columbia Basin. The goal of this collaboration is to reduce the spread and prevent the introduction of invasive species that pose signif-

icant risk in this region. This month, Central Kootenay Invasive Plant Committee (CKIPC), East Kootenay Invasive Plant Council (EKIPC), Columbia Shuswap Invasive Species Society (CSISS) and North West Invasive Plant Council (NWIPC), along with 20 other participants came together to discuss how to address and prevent AIS in the Basin. Participants

represented provincial and local government, hydro-electric power, First Nations fisheries, non-profit societies, stewardship groups and compliance and enforcement officers. “Aquatic invasive species such as zebra and quagga mussels can be extremely damaging to our ecosystems and economy,” says Crystal Klym, Executive Director of CKIPC. “Once they arrive here

they are extremely difficult to get rid of so developing strategies to prevent them is key.” Zebra and quagga mussels have infested waterways as close as Manitoba and Colorado. Boats traveling from these waters into the Columbia Basin can transport these mussels and introduce them into local waterways – something that many partners are trying to prevent. “Residents identified invasive species as one of the priorities to address in our strategic planning sessions last year,” says Tim Hicks, Columbia Basin Trust, Manager of Water and Environment. “We are really excited about the collaborative efforts of the local invasive species councils. We’re adding our support to help enhance and expand these efforts to implement a strategy that will reduce and prevent the spread of

choking out native species and impacting wildlife habitat.” This Steering Committee will guide the development of the strategy and implementation plan which is expected to be completed by spring of 2015. A $15,000 gift to EKFH’s Starlite Campaign is the latest donation to light stars atop the regional hospital. What makes this particular gift extra special is that it comes from a very grateful heart and one that wants to give back to the very team that reinforces its commitment to the best in patient care each and every day in surgical care. The gift is succinct in its intent and is to be utilized to assist in funding clinical skills development for nurses who work in surgical care in the East Kootenay. Earlier this year two registered nurses were able to attend the 27th Interventional Course on Therapeutic Endoscopy in Toronto. The 3-day high intensity course focused on live demonstrations by experts performing a wide variety of endoscopic techniques. Real time video transmissions from the state-of-the-art Endoscopy Unit at St Michael’s Hospital and talks focused on practical issues. Upon return to Cranbrook the feedback from the attending nurses and put into practice results from the training have been nothing but beneficial to the surgical teams at the East Kootenay Regional Hospital. With such a positive impact and result created from that development training opportunity the miracle of giving back began. You see, the miracle in a gift to health care takes many shapes. This is a gift of thanks, an acknowledgement of the talent within and surrounding the team and a desire to give back so that others can explore, learn and lead. Your support of the Starlite Campaign helps light a path for others. Please consider a gift to health care this holiday season, visit www.ekfh.ca.
