Enrolment issues continue

At last week’s inaugural meeting Superintendent for School District 20 Greg Luterbach said the district’s enrolment continues to decline.

He said the board was not too surprised by the fact that 85 less students are currently enrolled than this time last year.

Luterbach commented that this is a recurring trend and although they were hoping they were reaching the bottom of the decline, numbers have been dropping since before he arrived at the board ten years ago.

“When we started kindergarten enrolment last February we knew our kindergarten numbers would be less than we projected and so slowly over the summer we revised them down so it wasn’t a complete surprise. We sorta had our fingers crossed hoping for more though,” he added.

Luterbach said, “The government has guaranteed no matter how many students, we get a baseline.”

In addition the district won’t see any facility changes based on the enrolment numbers.

Out of these 85 students the board stated that 50 of them came from kindergarten.

He elaborated on how they come up with this data.

“So, what we do is we get the birth data from Interior Health and then over the last seven years we look at how many kids are born in that area. Then ultimately how many kids, four or five years later end up in kindergarten. So we look at that trend and then project how many kids will be at each one of the schools based on the Interior Health data.”

He added, “Sometimes it’s above, sometimes below; that’s why we call them projections.”

help cover salary, benefits, and other increases.

However, Luterbach said this funding is a one time deal.

What the ministry has done is provide an amount of funding to each district in the province but this funding is a one time thing so the board won’t be able to progress much further with budget planning until the middle of March when the funding amount is announced.

“Until we know the funding numbers we can’t get too far ahead of ourselves,” he commented.

Safeway bomb threat a hoax CHRIS STEDILE Castlegar News

Safeway customers and staff were evacuated from the building on Thursday after a bomb threat was received.

Local RCMP, Kootenay Boundary GIS, Trail Detachment, Castlegar Fire Department and emergency services responded to the complaint, which was called into the manager.

Police swiftly evacuated the Canada Safeway and attached shopping plaza.

We responded very quickly and we evacuated the entire plaza, A threat assessment was conducted and based on similar threats to other Canada Safeway stores across the country, the threat was deemed low risk.

Shortly after the area was blocked off, Cpl. Deb Postnikoff confirmed that the issue was related to a bomb threat

but, fortunately it was only a hoax.

The store was contained and the entire parking lot was blocked off while the area was searched.

Officers observed that there were no explosives in the store and shoppers were able to return just after 3 p.m.

“We responded very quickly and we evacuated the entire plaza,” Postnikoff said, “We conducted a search of the business and it’s now deemed fit for customers to come in and go shopping again.”

She continued to say that these types of situations do

take up a lot of their resources and time and although many shoppers were displeased with the police intervention, precautions do have to be taken to assure it is just a hoax.

“I know it was a huge inconvenience for a lot of the shoppers and what not — which we apologize for — but we want to make sure everybody is safe.”

The Kootenay Boundary General Investigative Section are continuing with the investigation.

CUPE and City resume talks Both sides met with mediator on Monday CHRIS STEDILE Castlegar News

Mediated talks were scheduled between the City of Castlegar and CUPE 2262. The city agreed to meet with the union on Monday, Dec. 22.

David Schuab, the Labour Relations Board mediator who wrote recommendations for settlement on Sept. 22 will be mediating the talks.

Chief Administrative Officer John Malcolm said, “We’re

looking to see if there might be some movement by either of the two parties for the welfare of our workers and the city.”

As of now it is unclear whether the city will be bringing a new offer to the table or not, but they do wish to have the issue resolved before this holiday season kicks off.

CUPE Local 2262 President Leford Lafayette said he is “cautiously optimistic” about the meeting.

“A lot has occurred since we took full strike action on the eighth,” Lafayette said. “It’s good to see we’re getting back to the table. We’ve been asking for that for some time.”

The Union commenced job action on Aug. 22 and escalated to a full-scale strike on Nov. 8.

Cafe Books was host to yet another successful local author this past week.

Originally from the Florida Everglades, Rosa Jordan now resides in Rossland with her partner Derek Choukalos.

Jordan has authored several books over her life, for young readers and adults, covering subjects from wild cats to Rossland’s history. It was her books on Cuba though that were at the forefront Friday night, most prominent her newest novel, The Woman She Was. Ever since her first trip to Cuba, Jordan has been fascinated with the country.

“I first went to Cuba in 1995,” she said, “and after biking most of the way around the island’s coast, my partner Derek and I decided to co-author a cycling guide to Cuba.”

Cycling Cuba was published in 2002 and is no longer in print, but is available at local libraries.

“What fascinated me about Cuba from the start was the fact that it was so different from other places I’d traveled.

A lot of what I had heard or read was wrong — either too positive or too negative. It wasn’t easy to figure out how things worked. So I kept returning, seeking insights into the Cuban way of doing things.”

In 2012, Jordan published The Woman She Was. The novel begins with a triangle affair between Celia Cantu, a doctor in modern Havana, and two brothers,;one a “godless Communist,” the

Stay seen, stay safe

It’s a familiar refrain this time of year.

No, not the holiday wishes.

Rather, the plea to motorists and pedestrians to take special care while they’re on the streets.

You may be rushing off to that special holiday party, but how are you getting back?

Local police detachments have already geared up for the CounterAttack program to combat impaird drivers, but it isn’t always drunk drivers that are involved in accidents.

Every December in B.C., an average of seven pedestrians are killed and another 269 are injured.

The dark rainy weather, slippery streets and poor visibility all conspire to make driving more difficult.

There’s little we can do about that. But what we can do is make the extra effort to see and be seen.

ICBC has a few suggestions.

They’re made every year, but

they’re worth repeating.

To motorists, remain attentive at all times. Not only is it illegal to use a hand-held device while driving, the consequences can be deadly.

Pay particular attention around intersections where 75 per cent of all pedestrian incidents occur. Watch while turning left or right for pedestrians who have already begun to cross.

For pedestrians, never assume that just because you see the vehicles, their drivers see you. Headlights, traffic and other distractions compete with your visibility. Fight back by ensuring you are dressed to be seen; wear reflective clothing, a reflective arm band, or carry a light.

The holidays are a hectic time of year. We all have places to be and things to think about.

But they’re also meant to be a happy time; don’t let an accident or injury spoil that.

Spots in Time Gord Turner A youngster asked me a couple of years ago how there could be so many Santas in malls, at concerts, and on street corners. He was concerned about one Santa from the North Pole blossoming into Santas everywhere for about a month before Christmas.

I told him that Santa had to assign many substitute Santa Clauses. In some cases, he had to hire surrogate Santas to sit in malls for kiddie pictures. It got so Santa spent more time interviewing prospective Santas than making toys.

My first call from Santa to replace him occurred when I was a Grade 12 student. I had hitched a ride to a country-school Christmas concert. Country schools had big concert programs, each grade putting on a few skits and several plays. A few precocious students quoted long poems from memory.

proached me and asked if I could come outside for a bit. They said they’d heard I was a good drama student in high school, so could I do Santa Claus for them and their kids? After saying “no” several times, I agreed reluctantly to do it.

The only problem: there was no Santa Claus suit. They had a Santa Claus whiskers-mask and hat but nothing else.

One guy went to his nearby truck and came back with a brown furry overcoat about two sizes too big for me. He said, “Here, wrap yourself in this, and with the whiskers, you can be Father Christmas instead of Santa Claus.”

So I roared into the hall with my best set of “ho-hos”. I noticed a few quizzical looks from parents, but the kids didn’t bat an eye. They sat on my knee, told me about their dream gifts, and ran off with bags of candy. And when it was all over, I “ho-ho’d” my way back out into Christine Esovoloff Sales Associate

the snow and to the trucks to get rid of my Father Christmas outfit.

Since then, I’ve been asked by Santa Claus to represent him at about 100 venues — from elementary schools to colleges to Christmas parties. In these later instances, I was provided with a red suit and a stunning white beard. I was clearly a substitute Santa — not a Father Christmas throwback.

This memory of being Father Christmas so many years ago came sifting back recently as I looked at the Christmas figures my wife set out on the fireplace mantel. For years, she had been collecting Father Christmas doll-like creations, each one about three feet tall.

A few have a bit of red on them, but their beards are greyish and their robes are often a dull colour.

the same name (in other languages) exists in France (Père Noel), Spain (Papa Noel), Brazil (Papai Noel), Italy (Babbo Natale), Turkey (Noel Baba), and many other countries.

Originally, Father Christmas was associated with adult celebrations, not with giving presents to children. His message as early as the 15th Century was to “make good cheer and be right merry.” In a 1686 pamphlet, Josiah King depicts Father Christmas as the personification of festive traditions. He is described as an elderly gentleman of cheerful appearance, and “his cherry cheeks appeared through his thin milk white locks.”

By mid-Victorian times (say 1865), Father Christmas had gradually blended with the traditional gift-giver St. Nicholas and the Dutch Sinterklass to give us Santa Claus with his red suit and his bag of gifts.

Four happy winners announced This year, 1,000 tickets were sold but only four winners were drawn for the Castlegar Selkirk Lions Club raffle.

On December 5, members of the Lions Club set up a tumbler and called Mayor Lawrence Chernoff down to pull the names of local residents who entered the contest.

The winners were contacted that night and have since received their prizes.

First prize was a $1,000 gift certificate from Safeway and was awarded to Geri-Lynn Rempel of Castlegar.

Second prize was a $500 gift certificate from Kootenay Market and went to Peggy Offin of Castlegar.

Alan Sherbbitoff of Castlegar won the third prize of $250 cash.

Rob Conkin of Castlegar received the fourth prize of $250 cash.

The remaining $2,500 raised from the raffle tickets will go towards various projects sponsored by the Lions Club in January.

While all this is going on, Cantu begins to feel that she is no longer herself, but is disappearing into the persona of the famous Cuban revolutionary for whom she was named, Celia Sanchez.

Jordan has really done a great job with her research and attempts to understand Cuban history and their way of life.

She said, “Chal-

lenges faced by characters in the novel are the ones faced by a great many Cubans. Conflicts within families over socialism vs. capitalism and a schism between the older generation raised in a sharing economy and the much more ‘what’s in it for me’ younger generation.”

Jordan continued to explain, this in turn may cause a retreat into their nation’s romantic revolutionary past rather than adapting to the frightening uncertainties that come with modernization, materialism, and terrorism.

Cuba is a country

rich with culture and can’t be contained to only one or two books. At least that’s what Jordan believed.

“More recently Derek and I wrote a guide to Cuba’s best beaches. I divided the 30 beaches described in the book into three categories: best beaches for a resort vacation, best beaches for a cultural experience, and best beaches for getting away from it all.”

Inspiration continued to flow and Jordan had another book — titled Cuba Unspun — published in 2012.

“Cuba Unspun is partly about the adventures I’ve had trav-

eling around Cuba, but also my understanding of its cultural complexities; for example, how Cubans manage to live reasonably well on such tiny incomes, how racism manifests itself in a country that has a proud Afro-Spanish heritage, and the impact of hurricanes on the Cuban economy.”

David Stanley, the original author of Lonely Planet Cuba, said, “I’ve been to Cuba over 30 times and [Cuba Unspun] taught me as much about the country as I learned on any of those trips. Rosa Jordan will introduce you to the real Cuba.”

Rebels struggle with Nitehawks Chris Stedile Castlegar News

The Castlegar Rebels have dropped down to third place within their division after yet another weekend split.

The first match played out on Friday and saw the Beaver Valley Nitehawks returning after pummeling the Rebels 9-3 last week, This game showcased a more focused and organized Rebels team.

Starting the game out strong, Castlegar held the line through the first and came out with two goals near the end, while allowing Beaver Valley nothing.

Yannis Soukas earned the first point and with one second remaining Ryan Rosich banged another in.

The second period opened with Nitehawks player Lyle Frank scoring on a power play.

Another power play led to the next goal, only this time it was Rebels’ Cal Owens sneaking one past Nitehawks’ goalie, Drake Poirier.

The Hawks answered two minutes later when Braydon

Horcoff scored on yet another man advantage.

From there on out it was all Nitehawks.

In the final period Tyler Hartman and Taylor Stafford found themselves a point each before the Rebels pulled their goalie in a last minute attempt.

Unfortunately for Castlegar, Spencer Mclean was able to put away the final goal on an empty net and finish the game 5-3.

“We knew Castlegar was going to have a determined effort tonight,” said Nitehawks coach, Terry Jones, “and they were definitely tough.”

Jones said their team had a terrible first period but he thanks goalie, Drake Poirier for keeping them in until they could pick up the pace and really take control of the game.

The Nitehawks hold first place in the Neil Murdoch division.

The Rebels second home game was played the night after at the Castlegar Complex.

The Spokane Braves came across border to play but could not keep up with the Rebels, losing 3-1.

Curling Club welcomes all

The sport of curling is living and thriving in Castlegar says Paul Phipps, President of the Castlegar Retirees Curling Club.

The Retirees’ Club, along with various other clubs, have raised the grand total number of curlers to over 250, which is a significant rise from previous years.

Phipps said, “It’s our best year yet.”

The Castlegar and District Curling Club is located on Columbia Avenue alongside the Pioneer Arena and is open to anyone of any age to come and give curling a shot.

“Anyone in the community is welcome, regardless of age,” Phipps said, “For those of us that are up there in years, stick curling is okay too.”

Phipps doesn’t want elderly citizens to feel like they can’t come down and curl just because they may have hip or joint problems.

Stick curling is the same as regular curling only you can stand and use a stick as an extension to move the rock along.

Phipps mentioned it was for those who can’t quite get down all the way, but one facetious member quickly corrected him, “It’s not getting down that’s the problem, it’s getting back up that worries me.”

The Curling Club offers many leagues, teams and times for community members to come down and play a few rounds on the sheets.

Men’s league plays on Mondays and Wednesdays, women on Thursday and Mixed on Fridays.

A fun, instructional league is held on Tuesday nights from 6:30-8:30 p.m. During this time Phipps gives lessons and tips to newcomers and he welcomes anyone to come down as it’s the best way to experience curling. At the

Maloff explained that the clubs’ main focus is on having fun and although there is a sense of competition there isn’t a strong emphasis on it.

Additionally, when Phipps said all ages were welcome he wasn’t excluding the younger generations.

Kids leagues are also present at the club and with the help of coach Terry Cook, those leagues have been growing as of late. This year the amount of kids has shot up from 10-15 to 20-25.
