Province announces Site C dam construction to start next summer

By Tom Fletcher The B.C. government has given the go-ahead

for BC Hydro to start construction on a third dam on the Peace River, with a delay of six

months to try to work out settlements with area aboriginal communities and landowners whose properties will be flooded or cut off.

Energy Minister Bill Bennett said a review of construction costs upheld the $7.9 billion estimate for the Site C dam that was developed in 2010, but the overall price tag has risen.

Delaying the project six months from its original start date adds inflation and interest costs, and calculating the effect of the provin-

cial sales tax replacing the HST brings the total to $8.34 billion.

The province is establishing a “project reserve” of $440 million to bring the total estimated cost to $8.77 billion. The project reserve is in case of unforeseen events such as a rise interest rates during the eight-year construction period.

BC Hydro CEO Jessica McDonald said the six-month delay provides time to work out compensation agreements with Treaty 8

First Nations who have declined settlement offers. The federal-provincial environmental review panel gave the go-ahead for the project in May, but noted its unavoidable impacts on aboriginal hunting, fishing and trapping rights that are assured by the 1899 treaty.

A group of Peace valley landowners has already started legal action against the project, having refused offers from BC Hydro to buy their land. Aboriginal groups in Alberta, downstream

of the project, have also started court action against it.

NDP leader John Horgan called the decision “a $9 billion gamble” and repeated his call for a review by the B.C. Utilities Commission to see if the additional power is going to be needed by the time the dam is operating in 2025.

The BCUC will determine BC Hydro rates in the years ahead, and how much they will go up to pay for the most expensive public con-

struction project in B.C. history. The government plans to mitigate BC Hydro rate impact by reducing the dividend the government takes from the power company’s operations each year.

Bennett said a review of alternative clean energy sources, including wind, solar and geothermal power, showed they can’t compete on price because they are intermittent sources that would require backup power.

NDP blasts lottery corporation spending, and executive perks

By Tom Fletcher A financial review of B.C. Lottery Corp. put a sunny face on an organization that continues to waste money and have significant gaps in control of illegal activities, NDP gambling critic David Eby says.

Among the findings of the review were that BCLC costs have been rising faster than revenues from casinos and lotteries, four depart-

ing executives received 18 months severance pay regardless of their length of service, and a test of retailers found that 40 per cent of them sold lottery tickets to minors.

Finance Minister Mike de Jong released the report Wednesday in Kamloops, with BCLC board chair Bud Smith describing an overhaul of the corporation’s human resources department after a staff buy-

out program that was designed to save $6.6 million, but ended up costing $25 million.

The corporation offered early retirement and severance packages to employees aged 50 and older, expecting to eliminate 68 positions.

The offer was accepted by 142 employees, and de Jong admitted that BCLC will have to hire more staff to fill some of the unexpected vacancies.

The program was “not a particularly shining example” of management, he said.

Eby also noted that since BCLC stopped paying for a dedicated RCMP group to investigate money laundering, suspicious cash transactions in B.C. casinos have doubled, “and to my knowledge there has not been a single charge at a B.C. casino related to money laundering.”

“There are some big rollers out there who travel from Macao to Vegas to Vancouver, who are used to transacting their gaming in cash,” de Jong said.

Eby also highlighted an “employee recognition” program that paid out $217,000 last year in cash, gift cards and merchandise, and a catered corporate box at the Rogers Centre in Vancouver.

“This is money that is taken from hospitals, schools and pub-

lic programs to pay for BCLC executives to go to Canucks games,” he said.

The audit also showed that BCLC’s venture into online poker and gambling, PlayNow. com, is bringing in only three per cent of the corporation’s revenues after five years of operation.

be the Electoral Area C Director’s fourth term as RDEK Chair. He has been on the Board since 2005.

Electoral Area F Director Wendy Booth was re-elected as Vice Chair for a third term.

Opinion: The pain and joy of Christmas

by Brian Coombs Christmas means something different for just about everyone, but there is some common frustrations and joys about this holiday that we all share.

Following is chronological list of what Christmas is for many of us.

November 1: Christmas is—not even on my radar.

November 30: Christmas is—a nagging feeling that I should be doing something on my weekend...shopping perhaps?

December 5: Christmas is—jealousy at finding out that your best friend and their family will be spending the holiday in Cabo. That nagging feeling from the end of November intensifies, but you go out to a movie instead.

December 12: Christmas is—finding out that the Christmas lights that you left hanging on your house from years past no longer work. This prompts a mad dash to the store and numerous cuts and abrasions as you try to hang them using the same rusty nails and rickety ladder you promised you would replace two years ago.

While you were shopping for Christmas lights, you forgot to shop for presents. Nagging feeling now mixed with

sense of hopelessness.

December 19: Christmas is—another mad rush to the mall to find last-minute gifts for friends, family and the people you work with. Absolutely nothing appeals to you as a gift for the special people in your life, but you are able to find the most perfect present possible for that annoying but friendly delivery guy you see twice a year. You run into your friends at the mall, who inform you they are just there to see a movie. They did all their Christmas shopping on November 1.

Hate is not too strong a word. Then you feel bad for that thought...sorta.

In talking with your family, you stay away from the subject of presents that weekend because you know that your sister will positively not need or want the cheap bunny slippers you ended up getting her and that golf book you got for your Dad just proves that you are a bad, thoughtless son.

You take some solace in the thought that you could bake something awesome and everyone will be so astounded with your nanaimo bars that no one notices your lousy presents. This feeble hope enables you to carry on.

December 24: Christmas is—driving home late at night from

Creston during a snowstorm because you finally thought of a gift for your spouse that is only available there. You got the last one and allowed yourself a moment of private celebration. You felt a warm bond with the store’s proprietor that ends as you pray that the red lights of the car in front of you stay where they are to guide you through the driving snow. You curse yourself for your lack of preparation.

That Christmas song, 2,000 Miles from The Pretenders, comes on the radio and you find its even harder to see the road through teary eyes as you think of your beautiful wife. Man, she deserves better.

December 25: Christmas is—easy laughter with your friends and family.

Your older neices and nephews actually get the jokes for the first time while the younger ones run amok. Sons and daughters alternate between good-hearted groans and squeals of delight at the gifts and the company. Dad sits in a chair by the fire, nearly overcome with the warmth of family and the nostalgia of past Christmas mornings.

Then, amidst the goodhearted chaos, you lock eyes with your wife from across the living room. She smiles and mouths ‘I love you’, your heart melts and Christmas is wonderful.

Filling a community’s need

by Brian Lawrence Creston Valley Advance The Creston Room at the Creston and District Community Complex was a flurry of well organized activity on Monday as over 130 volunteers spent most of the day sorting food and donations, and then packing 400 Christmas hampers for the Creston Ministerial Association’s annual project, now running for well over 40 years.

“There was a real sense of teamwork,” said ministerial association president Tom Greentree. “It was a fun time.”

After sorting of food items — both nonperishable, as well as fresh apples, carrots and potatoes — toys, books, wrapping paper and more, Greentree started the day with a prayer and led the volunteers in singing Joy to the World. And then they went to work, rolling boxes down an assembly line where they were filled to overflowing with food.

Three hundred sixtynine hampers were requested prior to packing day, and the extra 30 didn’t go to waste, with over 20 being requested on Tuesday — pickup day — and a few trick-

ling in later.

“People really go out with a real abundance,” Greentree said. “It’s not just a box with a few canned goods.”

Included in the family boxes is a $25 gift card to help with the purchase of a turkey if they so choose — and those gift cards, combined with food purchases add up to about $25,000, which makes cash donations just as important (excess funds are distributed throughout the year to help the community with medical and dental expenses).

Volunteers of all ages took part in the packing, with children and seniors working side by side to get the job done.

“Some kids’ parents even pulled them out of school today,” said Greentree.

For many volunteers, hamper packing brings them back year after year. Paul Bartlett, for example, was helping last week for his 20th year.

“People need this and somebody has got to do it,” he said.

For 17 years, Shirley Armstrong and members of the Girl Guides Trefoil Guild have been volunteering, having started when boxes were lined up and filled on Trinity United Church pews.

“It’s something that makes us feel good,” Armstrong said.

Tanya Bilcik works at Pyramid Building Supplies, which annually collects children’s toys for the hampers, and she’s been volunteering since she was 16.

“It gives you a really nice feeling,” she said.

“There’s a lot of giving people in this town. …

It’s nice to know there are a lot of warmhearted people around.”

It’s become a tradition for almost a decade, the gesture of saying thanks to their staff and customers by illuminating stars at the East Kootenay Regional Hospital.

Rocky Mountain Diesel and Collision and the Thom family have been a part of EKFH’s Starlite Campaign since the beginning. Over the years, their financial gifts have supported many facets of health care in the East Kootenay including medical equipment and patient comforts for hospitals; residential care facilities and community programs (occupational therapy, speech therapy and more). It has been a relationship with EKFH that has truly strengthened the quality of care in every community in the region.

“There are no words to describe how you feel when you meet the people first hand that are providing the services to patients that use the equipment we have helped to purchase,” shares Chris Thom, owner at Rocky

Mountain Diesel & Collision. “Last year we were able to fund a neuro-bungee jumper and some audiology items for the community therapy programs.

Seeing it in use left a huge impact as to what our thank you really means.”

This year the collision side of RMD is focusing on their annual fundraiser Crashed Cars for the ICU. A simple and heartfelt thank you note is left inside every vehicle that Rocky Mountain repairs advising them of their gift.

The $10,000 donation is being directed to support EKFH’s fundraising effort not just for the Starlite Campaign but also for the larger capital campaign for equipment for the new 6-bed ICU currently under construction at the East Kootenay Regional Hospital.

For the first time in the history of the Starlite Campaign, the star makers (old and new) will introduce a series of smaller stars. EKFH is thrilled that Rocky Mountain Diesel and

but with EKFH taking on the equipment fundraising the funds previously allocated by the Kootenay East Regional Hospital District have been rededicated to improvements and enhancements for the EKRH neo-natal/maternity and pediatric unit.

For RMD the large star represents all those adults and the smaller stars the children who benefit from having the best in care at the regional hospital.

With the holiday cheer in full swing we aren't the only ones having a party. Candida albicans, a normal inhabitant of our digestive system that we usually live in peaceful coexistence with, is celebrating too. It is an opportunistic critter that loves sugar and alcohol and thrives at this time of year. When it grows and gets out of balance it can cause a wide variety of symptoms, affecting multiple organ systems, that are often misdiagnosed. It can affect our digestive system causing gas, bloating and alternating diarrhea and constipation. Sometimes it is associated with brain fog, mood swings and irritability. Candida can trigger allergic symptoms like postnasal drip, stuffy nose and asthma along with unexplained fatigue and sleep that isn't refreshing. Overgrowth of Candida in the digestive system can cause skin rashes, itchiness, diaper rash and even dandruff. Antibiotics are the most common trigger of Candida proliferation and what I find interesting is that the symptoms can start soon after their use or they can develop

over a number of years. I have seen patients in various stages of adulthood for whom the triggering event was antibiotics for ear infections as a toddler or tetracycline for acne as a teenager. Sometimes the triggering event is an infection, mould exposure, stress or trauma.

Regardless of the cause, there are three components to treatment: • Anti-yeast medication to kill some of the Candida • Dietary restrictions to inhibit yeast growth • Probiotics to restore healthy bacteria The best natural medicine for reducing yeast levels comes from the castor bean. It is called Undecenoic acid and it is very effective at preventing yeast from replicating.

The general dietary plan is to reduce the intake of sugar and carbohydrate in general. A diet made up of fish, meats, vegetables and some fruit works very well in combination with anti-candida medicine. Candida related complex is a common cause of many nagging, general symptoms that may have gone undiagnosed for years.

Submitted The Kimberley Health Care Auxiliary continues to show its commitment to the regional hospital with

a third leadership gift for the Intensive Care Unit.

In 2013, the KHCA and its members made an unprecedented gift of $20,000 through EKFH’s

Starlite Campaign, lighting four stars atop the regional hospital.

That Starlite gift combined with several other donor gifts is purchasing two ceiling booms for the new ICU in Cranbrook. With the recent funding realignment between Interior Health, Kootenay East Regional Hospital District and EKFH, a resurgence and focus for additional equipment for the ICU is taking centre stage.

Upon hearing the news, members of the KHCA took no time to decide that they wanted to continue their focus on equipment critically needed for the Intensive Care Unit.

At today’s KHCA Christmas luncheon President Jacquie Perrault on behalf of the KHCA members announced a second gift of $40,000 to the Starlite Campaign and the ICU redevelopment project. In total

the KHCA has dedicated $60,000 EKRH’s intensive care unit.

“Thanks to the many donations to and purchases from our Thrift Shops in Kimberley and Marysville our Auxiliary is very fortunate to be able to not only support health care in Kimberley but the regional hospital as well,” reports KHCA President Jacquie Perrault.

KHCA’s 2014 Starlite Gift will light 4 large stars and 8 smaller stars with the funds directed to the key component of the ICU equipment list – the central communications station.

EKFH Chair Brian Clifford, “The efforts of the Kimberley Health Care Auxiliary volunteers and their interest in supporting not just their community but the regional hospital are truly outstanding. The KHCA and its volunteers are stars themselves, the

ICU is going to be the benefactor of their hard work and commitment.”

Submitted A number of community members and dignitaries were on hand for the first “official” puck drop at the newly completed Wasa and District Lion’s Pete Vereshagen Memorial Rink.

The Wasa and District Lion’s Club has always maintained a rink in Wasa and it has been a popular winter fixture in the community; however, without a proper concrete pad at the facility, it was difficult to retain a quality ice surface. The Lions Club and Regional District of East Kootenay (RDEK) applied for funding

through the Provincial Community Recreation Program and received $70,482 in 2012.

Kootenay East MLA Bill Bennett was another advocate for the project. “I am so happy to see the Wasa outdoor rink completed. Jane Walter deserves the credit and I am pleased for Jane as well. She worked so hard to make this happen,” says MLA Bennett. “As senior as I am getting to be these days, I hope that I can come for a skate someday soon on Wasa’s beautiful, new, outdoor ice rink!”

The rink project included building a con-

crete pad, rink boards and a storage shed/ warming hut in addition to the installation of additional outdoor lights.

Columbia Basin Trust (CBT) allocated $8800 to the project through its Community Development Program.

“Being able to access this new, quality rink will help Wasa residents be physically active and increase community well-being,” says Katherine Hamilton, Columbia Basin Trust Community Liaison.

“Skaters of all ages and abilities will be able to take advantage of improved recreation

opportunities and have a lot of fun and enjoyment on this new outdoor rink.”

Prior to being awarded the funding, the Lion’s Club raised thousands of dollars for the rink by selling rink boards with business and individual donators’ names on them. “We are so grateful to the Province, CBT, RDEK and the many businesses and individuals who supported this project. The Lion’s have had a vision of improving this piece of recreational infrastructure for residents and visitors. We are so excited to officially open the rink and have

Wildsight releases annual report Wildsight has recently released its annual report for 2014.

The report details what the organization has worked on in the past year from boots on the ground work to lobbying the government.

It also makes the case that as an organization, Wildsight has much to do in the future.

“But while I can point to many areas that remain intact because of Wildsight, I can point to many others that no longer provide wildlife habitat or pure water.

Climate change continues to move ahead at an ever increasing rate and the human population continues to soar.

Humans are impacting more and more of the

planet daily by the ways we provide for ourselves—fitting perfectly the definition of a weed species,” said John Bergenske, Wildsight executive director in a forward of its report.

“Yet, we continue to enjoy one of the most intact wild ecosystems in the world here in Canada’s Rocky and Columbia Mountains.

International climate experts repeatedly point to this region as having one of the best opportunities on the globe to retain healthy wildlife and plant communities in the face of climate change. This opportunity challenges us to take effective action.”

Some of the highlights of the report include

advising Teck on a 7,170 hectare conservation land purchase in the Flathead and Elk Valleys, organizing the first ‘Bat Bioblitz’ in the region, fighting for protection of the Jumbo Valley and speaking out to help make the Canadian government publish a recovery plan for Southern Mountain Caribou.

It has developed education programs including Beyond Recycling, Classroom with Outdoors, Know your Watershed and Winter Wonder and taken students on a backpacking trip into the wilderness.

The organization has also created a new initiative to provide training for response to

large-scale pollution events, initiated citizen groundwater monitoring and trained and supported local stewardship groups.

The report looks forward to 2015, and states that in that year, it intends to make progress on completing the Waterton-Glacier International Peace park, putting an end to the Jumbo Glacier Resort and continue recovery efforts for the Southern Mountain Caribou.

Wildsight also intends to launch a nationwide blue-green algae mapping project, do more educational initiatives and promote sustainable practices in communities.

The concrete slab is 72 feet wide by 168 feet long and was designed and constructed by Western Recreation Ltd, a specialty ice rink contractor based in Red Deer. The rink will be

The community is planning its first Winterfest Celebration at the Wasa and District Lion’s Pete Vereshagen Memorial Rink on December 31, 2014 from Noon to 4pm and everyone is invited to come out and celebrate this new community jewel.
