Town council seeks grants to lift ‘financial burden’

“[This project] could have a huge financial impact,” councillor Tim McGonigle said at a Public Works and Environmental Services meeting.

“Council has been wrestling with this for half of the time I’ve been at the table.”

Mayor Ross Forrest added that many small municipalities are “in the same boat.”

“We’re hoping to find grants,” Rizk said, “but we’ll have to go ahead whether we do or not.”

Councillor Bob Day suggested the town apply for a grant from the New Building Canada Fund. Lake Cowichan would likely qualify for the Small Communities Fund, which grants $1 billion to communities of under 100,000 residents in order to pursue projects that meet local needs.

Horgan on LNG, climate and farmland

Tom Fletcher: The B.C. Liberal government has given every indication they’re going to proceed with the Site C dam on the Peace River. What do you think?

John Horgan: I’ve always maintained that it’s a good project, but it’s a question of when to add another $8-9-10-12 billion onto the backs of ratepayers.

First of all, go to the B.C. Utilities Commission and find out if this is the power you need and if this is the time to build it. The government refuses to do that, and I think that’s just an Achilles heel in this process.

TF: You voted for the liquefied natural gas income tax to provide certainty, and then you immediately said you would work to increase the LNG tax in 2017, before any major project could be started. How is that certainty?

JH: I thought it was important that the investment community in this sector knew there was bipartisan support for LNG in British Columbia. But we went from a seven per cent [tax] to a 3.5 per cent because of a softening market.

If there is a decline in return to the province because of a softening market, then surely over a 25-year period – not just between now and 2017, but if the market conditions change and prices go up – I think British Columbians would want their government to make sure they were getting a fair share of that benefit.

TF: Why did you vote against the LNG environmental legislation?

JH: They said prior to the election that LNG would be the greenest in the world. And then when they tabled legislation they left out 70 per cent of the emissions from upstream activity.

TF: Gordon Campbell’s great

goal for greenhouse gases, 33 per cent reduction by 2020, can that be reached assuming a substantial LNG development?

JH: I find it difficult to believe that they’re going to achieve those results. [Environment Minister] Mary Polak has a different point of view, and our job as opposition is to hold them accountable to the numbers that they passed into law, and we’re going to do that.

One of the three sectors, housing, energy and transportation, where emission profiles can be managed downward is transportation. And the government has wasted 18 months talking about a referendum on [Metro Vancouver transit.]

TF: What’s your top priority for 2015?

JH: I think the public is going to increasingly find affordability issues to be the challenge. We didn’t spend as much time as I had hoped to on hydro rate increases, ICBC. When the government balanced the budget, they did it by selling assets, and by increasing costs at their Crown corporations and then pulling that revenue in for budget purposes. We’re going to have to use new technologies and means of communication to better explain to people what the government’s doing to them.

TF: What should happen with the agricultural land reserve?

JH: I don’t think there was a groundswell of opposition to the ALR, quite the opposite in fact, and the commission has in my opinion, infinite flexibility to meet the demands of development in northern areas as well as urban centres.

I’m going to make sure that [agriculture critic] Lana Popham, who as you know is fearless on this issue, is let loose on [Agriculture Minister] Norm Letnick, and we’re going to dog this issue up to the next election.

Lake Cowichan’s Public Works and Engineering department is coordinating with local RCMP on a speed board installation — though the new gadget does more than warn speeders.

Equipped with an on-board computer, the speed board collects and stores data on nearly all aspects of traffic, such as the number of drivers using a particular road, the date and time they’re using it and of course their speed.

Nagi Rizk, superintendent of Public Works and Engineering, said the speed board’s abilities will have a huge impact on how the town plans new road improvements.

On prior projects, such as the roundabout on South Shore Road, the town relied on traffic personnel to physically count traffic, whereas the new speed board does so automatically.

Aside from data collection, the speed board can also be used to deter speeding in pedestrian-heavy areas like school zones.

“We don’t need to wait for contractors to collect data for us,” Rizk said. “It’s a handy tool for us and it’s handy for the community. I’ve already noticed people slowing down, it’s a visible difference.”

While no traffic projects are currently in the works for the town, Rizk said the information being collected now is invaluable for looking at traffic design

Because the speed board doubles as a safety initiative, the device and its installation were funded by ICBC.

The speed board is currently located on South Shore Road, though the RCMP plans on regularly changing its location to other areas where with high crosswalk traffic, particularly in school zones.

The board runs on a combination of solar and electric power, though due to the recent cloudy weather, it was temporarily taken down for charging.

The staff at Cowichan Lake Sports Arena are preparing for the annual Winter Wonderland, one of Lake Cowichan’s most popular family events.

Guests are invited to skate or walk on the ice, go on a sled run, play a pick-up game of hockey, sit by the fire in the middle of the rink or even paint their own decorations on the ice.

While organizers may not be innovating on the ice, Arena supervisor Rob McFarlane said the event remains very popular with former Lake Cowichan residents coming home for the holidays.

“I’ve been a part of [Winter Wonderland] for ten years, and I’ve never heard of anything negative, shy of Santa not being here long enough,” McFarlane said. “Last year we had people lining up to get in File Photo an hour before we opened.”

Water consumption takes a dive, according to recent report

Last week, the Town of Lake Cowichan released an update to the municipalities water consumption rates, which shows a significant decrease in the amount of water drawn from the system this year.

According to Public Works superintendent Nagi Rizk, the steadily decreasing consumption rates can be attributed to several factors, such as the water meter program implemented last year.

“I wouldn’t say we were surprised with the results,” Rizk said. “We were expecting it from talking to other municipalities [who implemented water meters].”

Water meters, which monitor usage and in turn allow for a

scale of payment based on usage, are partly responsible for what may turn out to be the sharpest drop in water usage for the town since 2010. Numbers currently sit at 582,260 cubic metres (c.m.) as opposed to last year’s 761,660 c.m., a 24 per cent reduction.

Though numbers won’t be final until 2015, the current count includes statistics from January to the end of November. As residents tend not to turn their taps on much in December, Rizk said he’s confident that water usage will remain well below 700,000 c.m. by the end of the year, staying in line with or even exceeding the 15 to 20 per cent decrease originally projected in mid-2012, before water metering began.

Water metering was an initiative brought forward by the BC Climate Action Charter,

signed by town council on Sept.

26, 2007. Water conservation is just one aspect of the charter, which also includes reducing carbon emissions and purchasing carbon offsets to compensate for emissions. 180 of the province’s 188 municipalities, including Lake Cowichan, have since signed the charter.

Along with water metering, extensive leak repairs within the town have also played a part in lowering consumption.

While 2014 is likely to show the biggest leap forward for water conservation, usage in Lake Cowichan has been steadily decreasing since 2011, when we saw a numbers drop from 899,270 c.m. to 885,750. Usage continued to decline in 2012 and 2013 by about 60,000 c.m. each year.

• Dec. 18: It’s family story time at the Vancouver Island Regional Library’s Cowichan Lake branch.

Kids ages five and under, and their families, are invited to the library for a half-hour of stories, songs, rhymes and fun, starting at 11 a.m.

• Dec. 19: Will be a night of karaoke at the Cowichan Lake Sports Arena Curling Lounge. The 19+ event will be held from 7:30 p.m. to 12:30 a.m. and is free of charge. A concession will also be open until 10 p.m.

• Dec. 23: Cowichan Lake Sports Arena will be hosting their annual Winter Wonderland. The arena will feature a toboggan run, fire on ice, skating, shinny hockey, hot chocolate, and a visit from Santa Claus.

• Dec. 31: Come ring in the New Year with family and friends at Youbou Hall. Ticket price includes hats, noisemakers, balloons and a midnight snack. Tickets are $12 and available at Cowichan Lake Sports Arena or the Youbou Hall. The event runs from 9 p.m. to 2 a.m. and a cash bar will be open.

• Free Public Skating will be held each Monday at the Cowichan Lake Sports Arena. The rink will be open from 3:30 to 4:50 p.m. Paid skate rentals are available for those without their own pair. Skinny Hockey games will also be on the ice for kids 12 and under, helmet required.

• Yoga Sessions for ages 15 and over are will be held at the Cowichan Lake Sports Arena multipurpose room from 6:30 to 7:45 p.m.

• Hiking Club meetups are held every Wednesday morning at 9:30 a.m. starting at Saywell Park.
