Tough choices ahead PREMIER SAYS LOW OIL PRICES PUNCH $6B-$7B HOLE IN BUDGET BY DEAN BENNETT THE CANADIAN PRESS EDMONTON — Premier Jim Prentice says if oil prices continue to remain low, they will blow a $6 billion to $7 billion hole in the $40-billion provincial budget and no Albertan will be spared the pain. “A return to extremely volatile energy prices has created conditions that we cannot ignore,” Prentice said Tuesday in a speech to the Edmonton Chamber

of Commerce. “Tough choices are going to have to be made and they will be made.” Prentice was reacting to the price of oil that was around the US$100 barrel mark in the summer but has since fallen to the mid to low $60-range this week due to a supply glut caused by OPEC and increased production in the United States. The price trough forced the province last month to revise its revenue forecasts for the current fiscal year from a surplus of $1.1-billion to $933 million. The province forecast oil at US$95 a barrel in the

spring budget but last month revised that to $75 a barrel. Prentice has promised to keep the operating side of the budget balanced, but when asked later by reporters if that balance is in jeopardy, he said, “It remains to be seen. “Clearly it makes it more challenging to balance the budget even in this fiscal year, let alone the fiscal year that we’re facing,” said Prentice.

More victims seeking help BY MURRAY CRAWFORD ADVOCATE STAFF The number of people seeking help from the Central Alberta Sexual Assault Support Centre has recently doubled. The centre’s executive director, Patricia Arango, said recent media attention brought to the issue may explain why they have seen such an increase. “Everybody is talking about sexual assault,” said Arango. “It is helping people come out and look for help. “Unfortunately this has to happen to open doors for other victims to look for help.” In a typical three-month span, the centre will see 47 people seeking its services. In the most recent quarter, that number doubled to 100. “There are a lot of kids coming forward, it’s not only adults,” said Arango. “We have cases of people coming looking for help for abuse that happened in the past. Now they feel ready to come and find some help. “We know the reason they don’t report is because they aren’t ready. It’s not easy to talk about sex. There are so many reasons victims stay quiet, they come out when they are ready and we are there when they are ready to talk.”

On top of that, the vote on Anglin’s bill was unanimous — granted there were some lastminute amendments he made before the final vote. Anglin became the independent MLA for RimbeyRocky Mountain House-Sundre after leaving the Wildrose Party caucus early last month following a dispute about the constituency’s nomination process. Anglin said on Tuesday that he was extremely pleased that the bill passed. “It shows you can work across party lines and get things done.” One of the things in his favour was a report just released — but after his bill was introduced — by Alberta’s Market Surveillance Administrator (MSA). The MSA’s mandate, as a watchdog, includes “surveillance, investigation, and enforcement to help ensure fair, efficient, and openly competitive electricity and retail natural gas markets in Alberta,” according to its website.
