Petronas LNG delay not due to Province, says Minister Coleman
“This is vital in light of the current intense market environment and for Pacific Northwest LNG not to lose out on longterm contracts to competitive United States LNG projects,” Abbas said. Malaysian oil and gas giant Petronas has put off its final investment decision on a largescale liquefied natural gas project until some time in 2015, but it’s not because of B.C.’s taxes and conditions, says Natural Gas Development Minister Rich Coleman. Pacific Northwest LNG, a consortium led by Petronas for a pipeline and terminal at the Prince Rupert
port, issued a statement Wednesday citing construction costs and federal approvals it still needs for a pipeline and plants worth $36 billion. “Costs associated with the pipeline and LNG facility remain challenging and must be reduced further before a positive final investment decision can be undertaken,” the statement says. “At the same time, Pacific Northwest LNG will continue to work to secure neces-
sary regulatory and other approvals from the government of Canada.” Coleman said he was consulted on the statement and remains optimistic about the project going ahead. The province set its tax and greenhouse gas rules for LNG projects during the fall legislature session, and completed agreements with the Nisga’a Nation to allow a gas pipeline to pass through their territory to the coast.
“It was always clear that once they got our piece completed, they would move on to making sure their numbers across the board with their partners work,” Coleman said. “That’s the pipeline, the upstream cost for gas plants, that’s the LNG plant itself, which they would build in Port Edward.” Petronas CEO Shamsul Azhar Abbas said the decision will be made as soon as possible.

Opinion: Same old story on highways by Brian Coombs This past Santa Claus Parade in downtown Cranbrook was another awesome event, even though it poured rain. The following day it got very cold, snowed and the highways turned into skating rinks. A week later, the roads are still in the same shape. If that sounds familiar to you, that’s because it is the same story as last year. And part of the story last year was Fernie Mayor Mary Giuliano who was extremely critical of Mainroad East Kootenay Contracting LP. “For the past several years complaints have been expressed regarding the lack of road maintenance on Highway 3 by Mainroad (Contracting). At one time four – four employee crews worked in our area to make sure the roads were clear and safe for travelers. Today, there are four part time people, two from Fernie, one from Jaffray and one from Marysville and one manager full-time who lives in Fernie,” said Giuliano in a letter written to MLA Bill Bennett at the time. It was so bad, that the Regional District even wrote a letter expressing their concerns over the lack of maintenance. At the end of November, this year, Mainroad was part of a pre-winter meeting where the company tried to stem any concerns. A representative from the company assured the people present that standards have not changed since 1980 and that the company would carry on their tradition of excellence. This seemed to assuage the concerns of Mayor Giuliano, who commented, “Changes were made that resulted in better conditions of roads and for that I am

very grateful as I am sure the commuters are.” And then this latest dump of snow and ice hit. Well, a group of citizens have taken to Facebook to let as many people as possible know that they are not grateful commuters. The “Taking Back East Kootenay Highways” page is filled with videos, pictures and comments from people who have spent some extremely scary times on our local highways, most of whom blame the highway maintenance contractor. And many of them point to some of the platitudes received last year, such as ‘You have to slow down during winter,’ or ‘Our service hasn’t changed, the weather was extremely difficult,’ or ‘Salt doesn’t work in this cold, but we are trying other chemicals.’ The problem with those answers is that the company is dealing with people who have lived here all their lives and have driven these roads in all kinds of weather. Speaking personally I never used to worry about the highways a day after a snow or ice storm. I do now and like many who drive these roads in the winter, after a week or two of white-knuckling to get anywhere, I would love to see more windshield-cracking sand or gravel on those roads if Mainroad can’t get the ice off. But the problem with the rage people feel about the roads at the moment is that after a few days of good weather, the roads will be clear again. Like last year, the anger will subside and this issue will fade from memory until next season. This is why the people behind the above-men-

tioned Facebook group have started a petition. The first item on the list is to ‘Relieve Mainroads Contracting from its role in highway maintenance for the East Kootenay of British Columbia and elect a different contractor for at least one term.’ Sure, road maintenance is expensive. Hiring people for part-time work that they know will end after three or four months is difficult for a company too. But the government spends millions on things such as the $3 million spent on the rock ‘n roll Jobfest tour a while back, or the $64 million the Province spent on advertising a year or two ago to name only a couple of items. Isn’t keeping people safe on our highways as important? Our highways are our lifeblood. Whether you commute to work or enjoy products brought by trucks from across the continent, these roads have to be in top shape at all times. Good conditions or bad, there will always be crappy drivers out there who make life miserable and dangerous for the rest of us. There doesn’t seem to be anything we can do about that, (besides hiring tons more RCMP to patrol the roads, of course) but winter highway maintenance is something that can be made better. There just needs to be the political will to make this a priority. That won’t happen until enough people make it known that if their concerns aren’t met, there will be a new party in office next time round. Letter: Sparwood generosity appreciated Heartfelt thanks to the kind people in Sparwood. On Friday, November 29, after a fun-filled, well-organized day of volleyball at Sparwood Secondary School, we found ourselves unable to travel due to the extreme weather that moved in. Vice Principal and tournament organizer, Mr. Mike Kelly invited us to stay in the school gym and set up mats for the girls and parents to sleep on. Mr. Kelly
made us feel very welcome, despite the fact that he had to stay with us for the night. Mike went above and beyond to assist our group and before we knew it there were many residents of Sparwood showing up at the school with bedding, blankets and pillows. Several people from the community even offered us a couch or bed if we needed one. We had previously
booked hotel rooms in Fernie with the intention of staying the night, but after assessing the weather and road conditions we felt it was unsafe and did not want to take any unnecessary risk with our girls or the parents. The Best Western in Fernie cancelled our rooms without penalty and said if plans changed the rooms would be available for us. We cannot thank A&W enough for their incredible service. With just 3 people working they took our group order and filled it quickly and accurately.
The customer service they offered us was excellent. Starbucks in Fernie also took great care to get us served quickly on Saturday morning as we headed home. The support and kindness we received from the residents and businesses in Sparwood and Fernie will not be forgotten. Mainroad Contracting issues an area winter situation update Submitted
The past few weeks have been very challenging for highway maintenance operations throughout the Kootenays. Two occasions of warm weather, followed by rain, snow, and rapidly dropping temperatures left ice buildup on the travelled lanes. Though not uncommon for the area, more severe conditions have been seen over the past two years than in previous years. Mainroad crews were aware of the impending weather situation well in advance, they understood what the challenges would be, and were fully prepared. However, regardless of all the effort put into proactively dealing with the situation by pre-salting, ice built up on the road surface due to the severe climatic conditions. In order to enhance our winter operations even further this year, the Mainroad operation implemented the following: • Reorganized our Sparwood crews to concentrate their efforts on Highway 43 to the Teck Mine while Fernie crews focus on the highway to the Alberta border; • Changed our shift
patterns to provide better coverage 24/7; • Installed GPS systems into all plow trucks and automated vehicle locators so that we can monitor progress and performance; • Are trialing a salt brine calcium mix which we have had great success in our Calgary Service Area. Additional brine storage tanks are in place. Monitoring weather events Mainroad monitors weather forecasts very closely. We track weather events three days out so that we can be as ready as possible to respond to whatever the road condition is. When a weather event occurs, our crews are working around the clock plowing, sanding and/or salting as conditions warrant. Rapid weather conditions are not a localized phenomenon Snow, rain, warming trends and then sudden drops in temperature plus a heavy snow event all in the course of 72 hours are not unique to Mainroad’s Service Area. This phenomena is consistent throughout Eastern BC. Weather systems such as these require quick transitions to alternate product application. The Mainroad

that he had retained legal council and would be ready for trial election proceedings in January. Oler forwarded a similar message through Crown counsel. In an unrelated case, Emily (Crossfield) Blackmore appeared before Sheard. She and her husband, Brandon, are charged with unlawfully removing a child under 16 from Canada with the intent that an offence of a sexual nature would be committed outside of Canada. They, too, will appear on Jan. 29 to choose their form of trial. Charges were approved in the cases in August, and the four previously appeared in court on Oct. 9.
Service Area is not alone in dealing with snow and ice covered highways at this time. People may not be aware that de-icing product is not effective when air and road temperatures fall below -6C. When this occurs, snow and ice will compact onto the highway surface creating a challenge, even for graders equipped with steel blades to clear the surface. The surface then must be sanded continuously in order to maintain traction. In order to keep up with the sanding needs, multiple work shifts around the clock are required. This season, Mainroad East Kootenay Contracting is trialing a salt brine calcium mix in the communities of Cranbrook and Sparwood. The expectation is to have a quicker reaction and at lower temperatures. This trial will be moni-
tored closely. We encourage all motorists to drive according to winter conditions. As temperatures warm, Mainroad crews will be working to clear the highway surfaces as quickly as possible. Rock star Booked! at the Fernie Library kicks off literary series by Sarah Kucharski Fernie Free Press
The Booked! series continued at the Fernie Library recently by welcoming rock star Dave Bidini to discuss his latest novel Keon and Me. Bidini isn’t a stranger to Fernie, having played here with his band The Rheostatics at The Gathering Music Festival back in 2001. Emma Dressler, library director and Booked! organizer, noted that to have someone of Bidini’s writing
caliber and name recognition brought a variety of new faces of all ages to the library. “It’s interesting looking at the crowd right now, I’m seeing a lot of people that aren’t usually here … [and] there are people here in their 20s and then also in their 70s,” she noted. Prior to appearing at the Booked! event, Bidini put on a small house concert to generate funds for the event. “He was a very generous performer, very charismatic,” said Dressler. “He played

for much longer than he intended to. It was great, everyone was singing along with him. It was a really special evening.” The concert ultimately raised $400 for the event. Bidini’s book Keon and Me is meant to capture the moments of Bidini’s life that parallel alongside famous Toronto Leafs hockey player Dave Keon. The duality of the narratives depicts the history of the famed athlete as well as a biography of Bidini’s life in relation to his hero. “I came across these kids wearing a [Dave Keon] sweater on the corner of my street and it just brought me back to all sorts of memories

Upside Down, Inside Out and Backwards
Most of what we believe to be true about the dangers and health risks of fat is upside down, inside out, and backwards. Since the 1950's there has been a war on fat that has resulted in a health disaster, particularly affecting women. The story starts with one bullying, egocentric, charismatic and highly respected pathologist named Ancel Keys. His quest for recognition and his belief that fat was the cause of the heart-disease epidemic of the time led him to cherry pick data to prove his point. He published the "7 Countries" study that strongly correlated fat and cholesterol to heart disease. The complete data, however, was collected from 22 countries. The 15 countries excluded from the study showed that fat intake had no correlation to heart disease. Ancel Keys excluded these 15 countries from his study because they did not match his deeply held belief (and his claim to fame) that fat caused heart disease. The combination of his respected position, influence and the rush to solve the heart-disease epidemic caused experts to jump the gun and launch dietary guidelines based on bad science. Critics were silenced and research chal-
lenging this position lost funding. Since then these guidelines have become deeply entrenched not only in government policy but in the psyche of our society. The result has been the recommendation that we eat low fat and high carbohydrate foods and oils. We are now eating 25% more carbohydrates than we did in the 1950's and vegetable oils like corn and canola are encouraged. Carbohydrates are complex sugars and eating more has largely contributed to our diabetes and obesity epidemic. Vegetable oils are easily oxidized and cause inflammation which is the underlying primary cause of heart disease. Women have been particularly hard hit by low-fat dietary guidelines as they tend to diet more and follow guidelines more closely. It just so happens that HDL cholesterol (aka "good" cholesterol) drops significantly in women on low fat diets and increases their risk for heart disease. What's a person to do? NDP wants to increase LNG tax by Tom Fletcher As negotiations for B.C.’s first large-scale liquefied natural gas export project reach their critical days, NDP leader John Horgan has a message for investors: expect to pay more tax under an NDP government. Executives of Malaysian state energy company Petronas were in Vancouver Monday for what may be their final meeting with B.C. officials before deciding whether to proceed with an $11 billion investment in a pipeline and LNG processing at the Prince Rupert port. Pacific Northwest LNG is a cornerstone of B.C.’s bid to enter the Asian energy market. The fall legislature session was devoted almost entirely to the emerging industry, setting in place a tax structure, carbon emission rules and a series of agreements with the Nisga’a Nation to enable TransCanada Corp. to build a 900-km pipeline from northeast gas fields to the North Coast. Horgan said he instructed NDP MLAs to vote in favour of the 3.5 per cent LNG tax that emerged from negotiations with inves-
tors, because they need “certainty” to make final investment decisions. The surprise support came after NDP MLAs denounced the tax arrangement as a sellout of provincial resources, leaving Green Party MLA Andrew Weaver and independent MLA Vicki Huntington alone in voting against it. “If we’re going to get to final investment decisions, we need to have a tax framework,” Horgan told reporters after the LNG legislation was passed into law. “I believe the framework is inadequate, I’ve said that, I will say that to the companies when I meet with them, and they should know that when the government changes in 2017, I’m going to be wanting to look at those agreements.” In debate, B.C. Liberal MLAs repeatedly questioned the NDP’s professed support for LNG, referring to the party’s call for an investigation of hydraulic fracturing that has been conducted in B.C. since the 1960s. And the NDP denounced and opposed the government’s move to regulate greenhouse gas “intensity” rather than cap emissions for LNG plants. Petronas CEO
Shamsul Azhar Abbas has been outspoken about the cost of LNG development in B.C. In October, Abbas warned that federal and provincial rules and taxes “threaten the global competitiveness of the Pacific Northwest LNG project.” In his quarterly financial update last week, B.C. Finance Minister Mike de Jong said the low and fluctuating price for natural gas in a shale-gas-rich North American market still indicates the Asia export market is viable. “The proof of that, of course, will be final investment decisions from proponents,” de Jong said. Horgan sparked controversy on a recent trip to Prince Rupert, where he expressed doubts about Petronas and another LNG proposal for Prince Rupert that has been delayed by lead proponent British Gas Group. Petronas is leading a consortium that includes Chinese, Japanese, Indian and Brunei investors. Petronas paid $5 billion last year to take over Progress Energy Canada, which has major shale gas holdings in northeast B.C. and Alberta.

College anthropology students have unique learning opportunity

Submitted College of the Rockies’ Cultural Anthropology students were given a first-hand opportunity to learn about different cultures while also building relationships and a sense of community at
the College on Friday, November 21. With the College hosting 203 international students from 34 countries, English Language program instructor Erin Aasland-Hall saw the opportunity for a project with the Cultural Anthropology students
to be an ideal way to bridge gaps between our international and local students. “The sense of community grows tremendously from these types of activities,” says Aasland-Hall. “Often times Canadian and international students
are too shy to initiate a conversation with each other. Activities like this break down that fear and quite often the relationships continue beyond the classroom project. In addition to creating friendships, these collaborations lead to task-specific
assignments for the students. They are not simply having a conversation with other students but they must complete a paper for grading so a great learning opportunity takes place.” Anthropology instructor Avery
Hulbert was excited for the opportunity to participate. She saw the partnership as a chance for her students to gain first-hand knowledge about cultures and experiences that are different than their own while also building a sense of community at the College. The program turned out to be an overwhelming success. “The students were all very nervous at the beginning of the day but came away from the experience not only with a better understanding of different cultures, and research and interview skills but with new friends who they are now connected with both inside and outside of the community. Many of the students came up to us afterward and thanked us for the opportunity,” noted Hulbert. The Cultural Anthropology class, a first-year university studies course, focuses on learning about anthropological research, ethics and how to be culturally
relative, inclusive and sensitive. The existence of the English Language program at the College provided a unique experiential learning opportunity for all the students involved. Extensive preparation was done with both groups to ensure the experience was a positive, accademically meaningful, respectful and safe one for all involved. In the end, students had a great time, discovered valuable information about each other and even made new friends. “This was an amazing experience. I learned a lot about how someone from another culture experiences our own,” adds Cultural Anthropology student Melissa Roberts. “It was a great way to learn about someone else as a person and to make a connection.” Aasland-Hall and Hulbert look forward to expanding this opportunity to future students in the semesters and years to come.

The ‘From Playground to Podium’ fundraising campaign was officially launched recently and Paralympian Josh Dueck (above) has endorsed the campaign as a way to help disabled athletes. Sport giving is in the spotlight this year on Giving Tuesday as the Canadian Paralympic Committee officially launches its “From Playground to Podium” fundraising campaign, inviting Canadians to give a tax-deductible gift of sport. Funds raised through the campaign will support programs and activities that have a lasting impact at the initial point of contact with aspiring athletes. To contribute, please visit Paralympic.ca/ donate. “Only a very small percentage of Canadians with a disability are active in organized sport, compared to the general population, and that is a fact we are working hard to improve,” said CEO Karen O’Neill. “To have a podium full of Canadian athletes, we need a playground full of participants.” Funds raised will help the Canadian Paralympic Committee enhance its world-leading programs, which range from introductory “get involved” awareness programs, to school resources, to adapted sports equipment purchases and many more. Top athletes and corporations are already on board, including Sochi 2014 para-alpine skiing gold medallist Josh Dueck, as well as four-time Paralympic swimmer and Toronto 2015 Chef de Mission Elisabeth Walker-

Not everyone will be a Paralympian, but everyone deserves to be able to dream to be one.” “This campaign is important to me,” added Dueck, “as the CPC has played a significant role in my personal development as an athlete, since I was first injured 10 years ago. Through my journey, the power of sport has helped me to transcend many perceived barriers, both physical and emotional. Because of the opportunities created through sport, my story is one of inspiration, rather than tragedy.” The Canadian P a r a l y m p i c Committee’s quest to be at the top of Paralympic podiums is fueled by a belief that outstanding performances by high performance athletes with a disability will change attitudes and inspire greater levels of physical activity for people with disabilities in Canada. EKFH Phantom campaign raises $12,000 for health The East Kootenay Foundation for Health’s (EKFH) second annual ”Phantom Celebrating Health Care Campaign” wrapped up on October 31 and the outpouring of support from individuals and businesses continues to amaze, with $12,000 being raised! The charitable campaign, which debuted last year, is a unique way for EKFH and signature sponsor Kootenay Savings to continue a fund raising partnership that originated with the now-defunct Celebrating Health Care Golf Tournament. As was the case in 2013, when over $13,000 was raised for the lnvermere Hospital, past sponsors, donors
and many new supporters continued to show just how generous the people of the Columbia Valley can be, donating a total of $6,000, which will once again be matched dollar for dollar by Kootenay Savings. All the funds raised will be used to purchase a variety of equipmentincluding pumps, blood pressure monitors, pulse oximeters, heart rate monitors- for the lnvermere Hospital, Columbia House Residential Care Facility and Community Programs. While the Phantom event has concluded, Kootenay Savings’ commitment to local healthcare continues, with the credit union announcing an additional $5,000
