The city needs to spend twice what it does to keep its deteriorating infrastructure from degrading even more, said city engineer Guy Cicon.

“On average, the city expends $2 million a year on roads, sanitary, storm and water capital construction [not accounting for inflation],” said Cicon. He could make full use of that $2 million figure for roadwork alone, instead of the approximately $750,000 he receives.

With those budgetary constraints and a cost of $125/metre of asphalt, Cicon has to prioritize GUY what stretch of CICON the city’s 153 kilometres of paved roads need fixing up the most. Over the years, he’s learned to prioritize what he needs from council so that he gets most of what he asks for.

“It’s not like I ask for the moon and they give me a comet.”

One of the projects on the table for 2015 is repaving Ninth Avenue, a road that hasn’t been repaved since it was first done 50 or so years ago, Cicon said.

Paving will take place between China Creek Road and Montrose Street at a cost of $175,000 (pending council review) for the paving and roadwork alone.

“We will replace the asphalt on a less than ideal base. The road will last, but it won’t last as long” as it would if the base were also replaced, Cicon said.

“We’re just not keeping up,” he added. “The work we do is superficial in terms of the roads.”

The situation below the ground is not much better.

At the end of 2013, the Port Alberni had 261 kms of sewers, 102.2 kms of which are for storm water alone while the other 158.8 kms are combined storm and sanitary sewers made of either cement or PVC pipe.

As well, while the overflow that ends up in the canal is heavily diluted, having the two systems combined means that some sewage ends up in the canal. Port Alberni is not the only city to allow some untreated sewage to end up in the waters off Vancouver Island; Victoria allows all of its raw sewage to flow into Juan de Fuca Strait.

While separating the storm and sanitary systems is important, budgetary constraints mean that the city can only do a limited amount each year.

Even when the city is able to separate the two lines, they still need cooperation from residents on that street. Unless the lines are separated at the very beginning (where the houses tap into the system), the sanitary lines will still function as combined ones.

As the process is expensive and must be paid for by the homeowner, Wong says that residents usually only upgrade to the separated system when doing other repairs.

Another effort to both save on expenses and be more environmentally friendly is the gravity force main that the city installed in 2005.

Located just before the tracks at Johnston Road, it eliminated the need to pump sewage from the part of North Port above the tracks.

Instead, the sewage is carried by gravity down Southgate Road and out to the sewage lagoon across from Catalyst Paper.

The rest of the city’s sewage is handled by five pump stations, two on the southern half of town, two on the northern and one off of River Road.

From the pump stations the sewage is sent to the sewage lagoon, which in 2013 treated an annual volume of 5,818,926 cubic metres, down from 6,897,032 cubic metres in 2011.

The reduction in volume can be linked to the city’s continued separation of storm water and sanitary systems.

Any money that can be saved means more money for sewer and water system priorities, from clogged to leaking pipes to complete water line replacements.

Anything from debris—both gravel and from houses—to roots growing in from either above ground openings or cracks in the pipes can clog the pipes.

The city commissions videos of the inside of the sewer pipes, which lets them attend to clogged or cracked pipes before they

cause a more severe problem.

“Water mains that are leaking too much you can go down and just patch, it leaks again you go down and patch and it leaks again and you go down and patch,” Cicon said. “The cost of operating and maintaining those patches at some point would exceed the cost of going in and replacing that water line.”

While the city’s infrastructure isn’t at that point yet, it could become an issue in the future if nothing changes.

situation but without investing in the replacement of our older deteriorating assets the demand for repairs accumulates,” said Cicon, adding that “there’s a lot of infrastructure that was developed in the 1950s that’s coming to the end of its life.”

One piece of infrastructure that’s nearing the end of its life is the water line underneath Neill Street, between 14th and 17th avenues.

While the city’s not at a crisis point, “projects like these do indicate that this underground pipe network is nearing the end of its life.”

The cost of replacing the water line will be approximately $225,000.

While he’s repaving Ninth Avenue, Cicon also hopes to separate the combined storm water and sanitary lines underneath Ninth Avenue at a cost of $80,000 for each line.

The Ninth Avenue roadwork, storm and sanitary separation and the Neill Street water line replacement are slated to cost $560,000 altogether, already over a quarter of what Cicon receives from

the city on average.

Cicon’s total request for infrastructure improvements will cost $2,690,000, not counting $2 million in Harbour Road Route Phase 1 construction that would be taken from borrowing, but is unlikely to go through in 2015.

It’s unlikely that he’ll get all of the funding he’s looking for, something that’s been occurring for years as the city struggles to find enough money to keep its infrastructure in passable shape.

“The concern with delaying improvements to the

infrastructure for a long period of time is that we won’t be able to effectively manage the replacement with the tax levels that the people provide,” he said.

Concerns over the delay mean that water and sewer rates will increase in an attempt

“to try to meet the expenditures required for the replacement of this deteriorating infrastructure.”

But for now and for the foreseeable future, Cicon will continue to pick and choose what’s necessary, what can wait and for how long.

“The time to act is now” was the message delivered by outgoing Shawnigan Lake director Bruce Fraser on protecting the Alberni Valley’s watershed.

Bruce delivered that message to a packed Search and Rescue Hall that included local residents, Island Timberlands (IT) representatives and city officials during a watershed forum organized by the Watershed-Forest Alliance and AlberniPacific Rim MLA Scott Fraser.

Bruce Fraser said that the concerns he’s heard voiced in the Alberni Valley about watershed protection are similar to the worries people are having all around the province, as well as the issues he dealt with in Shawnigan Lake.

“Shawnigan is feeling that human footprint, everything from climate change to gravel beds,” said Bruce, comparing the situation there to the Alberni Valley’s, both in terms of industry encroaching on the watershed and the provincial government’s seeming lack of initiative in terms of dealing with any problems that may arise.

“We had to create local civic infrastructure [in Shawnigan Lake] to try to gain some authority to be involved in watershed planning,” he said.

“Here you already have a council and you are a municipality, you don’t have to reinvent that.”

Road focus must change Nisga’a proving their critics wrong The City of Port Alberni’s infrastructure— roads, sidewalks, water, sewer pipes and more—is degrading at twice the rate the city is paying to fix it. And that could spell trouble for taxpayers down the road.

The Town of Comox, northeast of Port Alberni, is a prime example of what can happen. Three years ago, Comox went public with its infrastructure deficit, which the Comox Valley Conservation Society (CVCS) estimates is 10 times what the town can afford to pay.

In 2012, Comox’s public works superintendent was quoted as saying Comox was facing costs of $160 million to upgrade its infrastructure—when the town’s entire budget for 2010 was only $16 million.

The CVCS noted that only 20 per cent of new development infrastructure costs was being paid for by developers, leaving 80 per cent for the community to pay for.

In May 2013, Comox raised residential taxes 2.7 per cent (about $43 in additional property taxes) but it was hardly enough to pay for all the fixes.

Port Alberni residents are already taxed to the max, so adding significantly to that pain is not the solution. Much was discussed during the recent municipal election about keeping taxes low but facing the reality that funding and service cuts would be the other side of the cause and effect balance.

It is time to take our infrastructure deficit seriously, and to do something about it before we end up like Comox—costs rising to the stratosphere with no correlating increase in the tax base.

Nisga’a President Mitchell Stevens has patiently and repeatedly explained that Nisga’a legislature rules were relaxed to allow every hereditary chief to speak to elected leaders on this pivotal move. After that it received the required twothirds majority support.

Gosnell, the revered chief negotiator who carried the treaty over the goal line in 2000, moved slowly with the help of an ornately carved cane to speak at a reception.

He seemed genuinely surprised that he has lived long enough to see the fruits of generations of labour.

Gosnell recounted the 1887 paddling trip down the B.C. coast from the Nass Valley to Victoria to present the Nisga’a territorial claim, where the tribal leaders were turned away on the steps of the legislature by Premier William Smithe. It would take until 1910 for Prime Minister Wilfrid Laurier to promise a settlement.

According to a recent interview, mayor-elect Mike Ruttan believes in teamwork and in increasing our population through new economic activity. He seems to think that the new executive team (council) can function like a well-oiled machine with minimal conflict.

Just wait for the discord when the politicians have to deal with the harsh realities of budget cuts, especially at Parks, Recreation, & Heritage.

Wages increases for CUPE employees are built in for the next four years, but management’s cost of living increases could be cut. Then there’s the question of RCMP and fire department costs. Also there are the additional costs of water, garbage, and sewer.

Just watch your taxes go up again with possible rent increases for the poor.

Everyone knows that the way to economic growth is to bring in new industry with well paying jobs which in turn will attract small businesses. But does

The modern alternative, of course, is to bring in businesses that depend on computer technology such as the making of video games and other new programming. But it’s unlikely that such will happen here.

Lastly, we’re in a medical crisis, especially with the lack of a new multilevel facility of 30–60 beds. And city council and the regional district along with Island Health are sitting on their royal duffs.

Hospital expansion is needed and more doctors, so at present the last thing we need is an expanding population.

Time to drop the criticism To the Editor,

Two unsuccessful council candidates, one official—Paul Pley—and one ghost candidate—Stacey Gaiga—have been postulating on the election referring negatively to certain councillors and potential development initiatives as well as existing services.

Other social media sites have

continued with the post-election vitriol and misinformation peddling, especially regarding a second highway connection to the East Coast.

It is time to bury the hatchet and put all the negative rhetoric behind us and get on building a positive future for Alberni.

It is too bad that Paul takes pot shots at some very good people who the public voted into office as well as some of the initiatives that, clearly, the electorate support.

Neither Paul nor Stacey have been involved (nor chose to) with the regional district/port authority transportation committee or Alberni First so they criticize from an uninformed position.

The transportation committee and its many and varied participants has been working and doing due diligence on routes and alternatives for another connector to the Inland Island Highway for the past four years now.

Alberni First did not promote a second crossing, an aquatic center, airport expansion, district municipality, etc.

They did, however,

find and support open minded candidates who promised to investigate the viability and practicality of these and other potential initiatives and not rule them out, off hand.

These candidates also committed to being diligent with the local taxpayer and look at all possible funding sources for such projects, if viable.

We have a newly elected council and a lot of potential. Let’s get behind them and leave the sour grapes behind.

The Advent wreath is regaining popularity in the celebration of Christmas in many churches as well as homes.

It is a circular evergreen wreath (real or artificial) with five candles, four mounted in or around the wreath and one in the center. Since the wreath is symbolic of the Christmas story, there are various ways to understand the symbolism.

The exact meaning given to the various aspects of the wreath is not as important as the story to which it invites us to listen, and participate. The circle of the wreath reminds us of eternal God Himself, and His mercy, which has no beginning or end. The green of the wreath speaks of the hope that we have in God of renewal, of eternal life. Candles symbolize the light of God coming into the world through the birth of His son. The four outer candles represent the waiting for Christ. One is lit each of the four Sundays leading up to Christmas. The fourth candle in the centre is often called the Christ Candle and is traditionally lit on Christmas Eve.

and fold for amazing versatility. The same 1.8L 4-clinder engine with 138hp will power this vehicle, either with FWD or AWD, through a continuously variable transmission or 6-cpeed manual. Pricing will be introduced closer to the introduction this coming spring. Built in Mexico, the HR-V will give Honda the same leg up that the original CR-V did for the small SUV segment.

There are many reasons for this, mainly the fact that the Volt provides all-electric transportation for 65 kms but with the aid of a small 4-cylinder generator to extend the range over 300 kms. This car has all of the upside of an electric car with none of the range limiting restrictions. In 2015, Chevrolet will introduce the second generation of Chevrolet Volt, one that hopes to improve on the usability of the car in terms of comfort and electric driving range. General Motors will showcase the next generation car in January at the Detroit Auto Show and the company’s CEO has stated that the new car “will store more energy in its battery pack with fewer cells, yet go further on a charge.”

General Motors claims that 80 per cent of current Volt owners commute entirely on electric power, so any improvement to range will help increase this number.

The Volt isn’t a huge volume seller for General Motors but this new model will help the company to showcase what it can do technologically. General Motors has the capability to produce some the most advanced cars on the road.

Proposed LNG facility still years away Part of the motion voted upon at the People’s Assembly included a commitment to work with local governments, including the City of Port Alberni, the Alberni-Clayoquot Regional District and local First Nations in the area.

“We need to ensure a fair, honest and open process speaking with our neighbours as well as any affected First Nations in the area and we have a lot of work to do there,” Jack said Admitting that “a significant minority that includes some very influential individuals within our community” in opposition to the proposal, Jack said that work needs to be done within the Huuay-aht “to champion a real, effective example for all of B.C. and Canada in how First Nations businesses, governments and communities can approach economic development projects of this scale.”

If the project goes ahead, it could see improvements in the roads between the proposed facility and Port Alberni, said

Jack, “because you can’t have a road like that with hundreds of people travelling down it everyday.”

Steelhead LNG CEO Nigel Kuzemko said that would be a conversation that they would need to have with relevant stakeholders in the upcoming months, saying that “we wouldn’t be able to send people down there to work without that road being improved.”

While the proposed LNG facility is still

years away from the final decision in 2018, Kuzemko said that the proposal has received positive feedback from government as well as from buyers in India. He said that the partnership with the HFN starting at such an early stage in the project would help allay the concerns of foreign investors.

“The market sees a partnership between the First Nations and the proponent at such an early stage as a differentiator in the market place,” he said,

adding that they’re “finding now that the phone is beginning to ring and we’re sure that once news gets out of what happened here tonight that will definitely improve the chances of success.”

If the LNG facility goes ahead, it will operate for a minimum of 35 years and process 24 million tonnes annually.

However, while the lease of the HFN lands to Steelhead LNG will expire in 35 years, the LNG facility could operate longer.

DEATHS

Our mom passed away peacefully to be with her Lord on Wed. Nov.26 in Abbotsford Regional Hospital. We are so grateful to God for the gift she was to us, her family, and to the many people whose lives she touched. She will be dearly missed. Wil was born in Maassluis, Holland.

She grew up in a loving and kind family. She began nurses training but after a year, in 1953, she married Sjouke Akkerman and left for Canada.

The young couple lived for two years in New Westminster where 2 children were born. They then moved to Port Alberni raising their family of 5.

At the age of 51 Wil went back to school to become a Long Term Care Worker, completing her life’s goal of working in health care. She worked in Port Alberni before moving to Abbotsford where she worked at Bethesda and Bevan Lodge. Aside from working she enjoyed, time with her family and grandchildren.  While in Abbotsford she was blessed by reuniting with her childhood classmate Cory. Although our mom had difficult days in her life, she remained gracious and giving. She had the support of a prayerful and loving family in Holland and New Zealand. For her life and legacy, we are grateful and blessed. Her children; Daughter; Joanne Akkerman (Jack Dekens) Abbotsford. Son; Ray Akkerman (Ginette Pepin) N. Vancouver. Daughter; Marian Vanderwal (Rich) Abbotsford. Daughter Jacqueline Oostenbrink (Brian) Burnaby. Son; Ger Akkerman (Valerie) Surrey. Grandchildren;  Annelise Dyck (Rylan), Jaclyn Cottrell, Matthew Akkerman, David Akkerman, Rachel Slomp (Joel), Jill Hoeppner (Kelwyn), Marie Vroom (Joseph), Lorene Barnum (Michael), Benjamin Oostenbrink, Kathryn Oostenbrink, Noah Akkerman and Drew Akkerman. Great Grandchildren;  Wilemina/ Willa Dyck , Justin Slomp.

Her memorial service will be held Friday, December 5 at 1:30 p.m. at Trinity Christian Reformed Church, 3215 Trethewey St., Abbotsford.

Quality Foods adds AEDs HEALTH: | Automated external defibrillators can help in some cardiac events.

Vancouver Island grocer Quality Foods is making life saving AEDs devices available in 12 communities where they have stores— including the Quality Foods on 10th Avenue in Port Alberni— registering with the BC Public Access to Defibrillation (PAD) Program.

Quality Foods founding partners John Briuolo, Ken Schley and Noel Hayward announced last week that each Quality Foods location, including the main distribution centre, are now outfitted with an Automated External

Defibrillator (AED).

“We have made known to 9-1-1 ambulance dispatchers and businesses in the vicinity of our stores through chambers of commerce that there is an AED nearby, and that it’s available should they have a cardiac situation in or around their businesses.”

As part of the new program, a number of employees in each location have been trained on the devices, supplemented with CPR basics.

“Information from the Heart & Stroke Foundation tells us

that, when an AED and CPR are immediately available in certain heart-related circumstances, the patient’s situation is substantially improved,” cites Schley, “so this is one more way that we can give back to our communities, from the perspective of aiding 9-1-1 dispatchers, first responders and the general public.”

The Heart and Stroke Foundation of Canada describes the AED as a small, portable device used to identify cardiac rhythms and deliver a shock to correct abnormal electrical activity in

the heart. As a result of the sophisticated electronics in an AED, the operator is only advised to deliver a shock if the heart is in a rhythm which can be corrected by defibrillation.

If a shockable rhythm is not detected, no shock is able to be given and the provider is then instructed to perform CPR until emergency medical services arrive.

“It gives us peace of mind knowing that we could make a difference in helping a very desperate situation,” Schley said. editor@albernivalleynews.com

The purple ribbons appeared suddenly one Monday morning in late November, the plastic whipping in the wind and rain.

They line the sidewalk along Stamp Avenue, causing drivers and walkers to stop and look.

There are 151 of these purple ribbons, and each one represents an incident of domestic violence against women that occurred between Nov. 2, 2013 and Nov. 1, 2014 in the Alberni Valley.

The ribbons are part of a larger campaign, the 16 Days of Action, running from Nov. 25, which is the United Nations’ International Day of Elimination of Violence Against Women, to Dec. 10, considered Human Rights Day. The campaign spans these 16 days to highlight the link between

This is the second year for the Alberni Community and Women’s Services Society’s (ACAWS) ribbon campaign, says executive director Joanne Silver.

“We did it the first year to be part of the national movement for gender-based violence. We did it this year to look at the same statistic and how it moved,” she said.

“It’s an outward and quiet show to the community that violence still exists.”

The number 151 came from incidents of violence against women reported to Port Alberni RCMP, Silver said: 140 domestic violence files and 11 sexual assault-related files.

It’s a daunting statistic; so is the fact that across Canada, for every 1,000 domestic violence reports only 33 per cent are actually

Wrestling teams from ADSS, EJ Dunn, and AW Neill Middle School travelled to Courtenay on Saturday to compete in the Island Novice Wrestling Championships. The tournament marked the official start of the school wrestling season.

The novice tournament is intended for athletes who are relatively new to the sport and there are restrictions as to who can compete. As a result a number of the Alberni wrestlers either did not travel to Courtenay or travelled down to referee rather than wrestle in the tournament.

Zakkaree Coss was the spark that lit many lives, from those of his blended family to his band, North By Nature Collective.

The Port Alberni man, who would have been 23 on Dec. 7, lived life at his own pace; he grew up around music, but never played a musical instrument.

He loved to write poetry and found rap music was the perfect outlet for his creativity.

“He was good at singing but didn’t do it often,” bandmate and friend Nik Vance said.

“He had an ability to embrace his silly side,” recalls his mother, Kim Blake.

Last April, the unfathomable happened: Zakk died in a car accident, leaving his family and friends stunned.

Blake and Zakk’s brothers, Neil, Dallas and Nolan, were coasting through their

grief when Neil said they needed a focus, so the family began thinking about a fundraiser.

Lance Goddard approached the family about putting on the Five-Acre Shaker, an outdoor concert/party that Zakk and Nik had always wanted to do.

The first event drew 1,000 people over one weekend and featured musicians like DNA6, whose MC Dosia (aka Brett von Brendel) is from Port Alberni.

Blake is grateful that Towers is willing to take on the project.

“The Zattzoo Project is family; it’s family

trying to heal,” says Blake.

“I had a loss and I was looking to heal, hold a focus and have an event.”

Fans of North By Nature are welcome to come to the Rainbow Room this Saturday, Dec. 6 for An Evening With Zakkaree.
