3 Facts You Need To Know About...
The New Off Road Vehice Act 1.
After 14 years of study & consultation with ORV user groups, government has decided to do what many other provinces and states did years before - create a management regime for ORV use on crown land to support responsible use but reduce irresponsible use.
2.
ORV’s must have a license plates (same ICBC system as auto’s) to identify the few irresponsible riders. ORV owners can now voluntarily obtain a onetime registration for their ORV for $48. Registration becomes mandatory on June 1, 2015.
3.
Sales tax has been payable on purchase of ORV’s for decades but at registration, only those ORV’s purchased after July 1, 2010 are subject to sales tax. This covers quads, snowmobiles, off road bikes. School Districts ratify staff agreement Submitted Nine more school districts and more than 4,000 support staff workers have recently ratified new agreements under the B.C. government’s 2014 Economic Stability Mandate, including School District 5’s support staff workers. The nine school districts are: * SD 05 (Southeast Kootenay) - 336 support staff workers (CUPE Local 4165) * SD 20 (KootenayColumbia) - 216 support staff workers (CUPE Local 1285) * SD 27 (CaribooChilcotin) - 488 support staff workers (IUOE 959) * SD 35 (Langley) 754 support staff workers (CUPE Local 1260) * SD 35 (Langley) 224 support staff workers (CUPE Local 1851) * SD 44 (North Vancouver) - 914 support staff workers (CUPE Local 389) * SD 48 (Sea To Sky) - 239 support staff workers (CUPE Local 779) * SD 69 (Qualicum) 277 support staff workers (CUPE Local 3570) * SD 78 (FraserCascade) - 154 support staff workers (CMAW 2423) * SD 91 (Nechako
Lakes) - 474 support staff workers (CUPE Local 4177) To date more than 29,000 support staff workers in 55 school districts have fully ratified agreements in place. This represents about 87% of the total support staff workers in B.C. school districts. The remaining districts are working to ratify agreements by November. Within 30 days of ratification of a new collective agreement by a board of education, the local union and BCPSEA, the board will reimburse each employee for all scheduled hours that the employee and has not otherwise been paid during the BCTF strike. The term of the new agreement for each district is from July 1, 2014, to June 30, 2019. It provides for a modest 5.5% wage increase over the five years of the term, with potential for additional increases if the B.C. economy exceeds the annual forecasts set by the Economic Forecast Council during the last four years of the agreement.

Flu vaccine less effective against mutant strain
Photo submitted
Dr. Danuta Skowronski, epidemiologist, said that a flue shot is still recommended despite the current strain having changed its genetic makeup. by Jeff Nagel This year’s flu shot may prove less effective than usual because the dominant virus now
circulating has mutated significantly in the months since the vaccine was devised. The H3N2 strain – one of three targeted
in this year’s flu vaccine – is thought to have changed its genetic makeup enough to possibly thwart the antibodies that the vaccine activates. D r. Danuta Skowronski, an epidemiologist with the B.C. Centre for Disease Control, is still recommending the vaccine, particularly for the elderly, the chronically ill and those with compromised immune systems. “It’s not a perfect match,” she said. “But for the high risk, even an imperfectly matched vaccine is going to give cross protection. And for some people it could be life-saving.” She said the H3N2 strain tends to be particularly nasty to the elderly and may bring a deadlier flu season than usual. “We may see more hospitalizations or deaths this year,” Skowronski said. She said it’s particularly concerning that
the flu has struck B.C. surprisingly early this season, causing outbreaks in eight seniors’ care homes. The vaccine was formulated last February because it takes six to eight months to produce in large quantities and the H3N2 virus is thought to have since mutated while circulating in the southern hemisphere. Skowronski said it’s still not too late to get the shot and some protection when flu activity peaks in the weeks ahead, including any later surge of cases of influenza B, which tends to peak in March or April. The vaccine also targets the influenza B and H1N1 viruses, but they’re considered less likely to cause illness this flu season. Even in years when the vaccine is a better fit – last year’s was about 70 per cent effective against the thendominant H1N1 strain – Skowronksi says
everyone should wash their hands frequently and avoid touching their eyes, nose and mouth. People who get the flu shot often mistakenly think any illness they contract can’t be flu and sometimes fail to get appropriate treatment. “It doesn’t make you invincible,” Skowronski said. Anti-viral medication can stop or fight an influenza infection but must be given quickly, ideally within 12 hours of the start of symptoms. An estimated 3,500 Canadians die each year from flu complications – mainly seniors and others with underlying conditions. Flu shot locations: http://www.fraserhealth.ca/flushot.
Multi-vehicle accident near airport Submitted On November 21st, 2014, at approximately 9:18 p.m., Cranbrook RCMP received the report of a vehicle roll-over on Hwy 95A near the intersection for the East Kootenay International Airport. When police arrived on scene the roads were found to be extremely icy. Several other vehicles began sliding into the ditch, some colliding with each other. At one point a pick-up truck slid around the corner and into the front of the police vehicle that was sitting on the roadside.
Officers from Kimberley RCMP Detachment attended to assist as the highway had to be shut down for approximately an hour while road crews applied sand and salt to highway. In all, 8 vehicles were involved in the accident however fortunately there were no injuries. S/Sgt. Dubnyk would like to remind the motoring public to allow extra time to reach your destination. “It is that time of year that weather and road conditions can change without warning so better to slow down and arrive safely” Dubnyk added.

Holiday Arrangements Winter Greens & More
1. Show Your Holiday Colours. At this time of year, when plants in the garden are sound asleep and snow is starting to cover the landscape, one way of bringing a dash of life into your yard and home is by creating a natural holiday arrangement. From wreaths to decorated planters or centrepieces for your table, you have a myriad of options and your imagination is the limit. 2. Forever Green. The main ingredient for most traditional holiday arrangements is usually an evergreen such as cedar, fir or pine. Cedar especially are so lush and healthy looking at this time of year, they make a great base to cover the container and to provide some height. Using evergreens is also a very economical way to literally get the bases covered. 3. Freshening Up. Especially when you keep evergreen arrangements in the dry and warm indoors, they can dry out rather quickly. To keep them looking fresh, you can mist the arrangement with water. Even better for extending the longevity of your evergreens is spraying them with an antidesiccant to seal in the moisture, 4. Waste Not, Want Not. Besides winter greens, there are many other natural materials you can use for your creation. Chances are you won’t have to go far to get them either. Nice grass left over from a summer planter, dried poppy stems or flower heads as well as pruned stems of dogwood bushes are great ingredients for adding colour and height to your arrangements. 5. Merry Berry. What traditional holiday arrangement would be complete without berries? This could be anything from sea buckthorn, cranberries, crabapples or mountain ash. If you don’t have real berries or worry about attracting undesirable wildlife closer to your home, try some artificial berries. They are amazingly realistic looking and come in a wide range of colours. 6. An Eye for Design. The design theories which dictate how to design blooming containers and baskets in summer are the same for winter containers. An important concept to consider is having a taller center element if the container is to be viewed from all sides. If the container is to be viewed from only three sides, that taller focal point can be located more to the back of the container. 7. All That Glitters. Besides natural materials, there are many other accessories you can incorporate into your creation. From romantic candle-lit lanterns to pre-lit “branches” with battery-operated LED lights, little details give your arrangement that certain touch. 8. A Firm Foundation. A great base for your arrangement is florist’s foam, also known under the brand name Oasis. You can use it by itself or in conjunction with the root bound soil from your summer planters. When you are putting your arrangement together, stick the freshly cut ends of the stems in the soaked foam to absorb the moisture. One word of advice: Place the stems once. Removing and placing them again will destroy the foam’s integrity. 9. Round and Round. Nothing gives a home that old world charm like a holiday wreath gracing the front door. It is best to start with a wreath frame and a solid base of evergreen stems fixed to it with wire. After that decorate with ribbons, bows and other accessories. For a more modern look, you can look at burlap or woven twigs as the base for your wreath. 10. Indoor Elegance. Evergreen arrangements are also a great choice for dressing up your mantle or holiday dinner table. From wreath-inspired candle displays to decorated branches in containers, it will make your home look and smell like the holidays.

Approaching a tragic 25-year anniversary Submitted by CFUW Cranbrook This December 6th marks twenty-five years since fourteen young women were senselessly murdered at l’École Polytechnique de Montréal. Since then, Canada has marked the date annually as the National Day of Remembrance and Action on Violence against Women. Over the last several weeks, Canadians have been reminded again and again that violence against women and sexual harassment are still persistent problems in this country. Even Parliament Hill and our public broadcasters’ offices are not immune. These high profile cases have helped shine a light on the complexities of genderbased violence and have sparked important discussions. But discussions must also lead to action. On any given day in Canada, over 8200 women and children are living in emergency shelters and transition houses to escape violent partners. Annually over 400,000 women and girls report sexual assaults, yet an approximate 90% of assaults go unreported. Nearly 1,200 Aboriginal women and girls have been murdered or gone missing over the last 30 years. We cannot let this continue to happen. As we reflect on the events on December 6, 1989 across Canada, we must ask ourselves why our current criminal laws, labour codes, and programs have proven inadequate to eradicate this problem. Last year the Canadian Network of Women’s Shelters & Transition Houses did just that - they released

a report analyzing current government policies and programs focused on violence against women. The results were not all that surprising; on a whole Canada is lacking coherence and coordination between the federal and provincial/ territorial levels. As with any complex social issue, we might expect our governments to ensure they are addressing the root causes, conducting ongoing research, evaluating existing measures, and facilitating coordination between all relevant stakeholders. All of this takes planning, both in the short and the long term. CFUW Cranbrook Club has been diligent in sending letters to their MLSs, MPs and our Prime Minister asking them to address the issues of Violence Against Women all across Canada and support local efforts to stop violence in our East Kootenay community. So why is it that with such a widespread problem like genderbased violence, that affects one in three women, Canada has no comprehensive plan or strategy? With Canada less than a year away from a fixed federal election date, this is certainly a question we should be asking politicians. The public discussions we’re having right now are building — perhaps to a tipping point where real societal change will occur — but we simply can’t afford to let the conversation lapse. We need politicians to join the discussion and make changes. That’s exactly what a new campaign, led by an alliance of more than 100 women’s or-

ganizations and allies, hopes to accomplish. The campaign, dubbed Up for Debate, wants to make sure women figure prominently in how we make the decision about the future of our country. It challenges political party leaders to participate in a televised leaders’ debate on women’s issues once the election is called, the first in 30 years, and more broadly urges politicians to commit to make meaningful commitments to make women’s lives better. Twenty-five years have passed since Canada was shaken by the École Polytechnique tragedy. Isn’t it time we got serious about ending violence against women? If you are a woman in the Cranbrook area who wishes to join CFUW Cranbrook Club, please go to our website at www.cfuwcranbrook.com. We also welcome anyone interested in knowing who we are and what we do, to visit our website. The Cranbrook Club has 12 members locally and is a member of CFUW National, a non-political, voluntary, self-funded, bilingual and non-governmental organization of women university graduates in 110 clubs across Canada that works to improve the status of women and girls, education, peace, justice and human rights. CFUW holds special consultative status at the United Nations (ECOSOC) and belongs to the Sectoral Committee of education of the Canadian Commission for UNESCO. Letter: A message from the outgoing Mayor Congratulations to Lee Pratt, Tom Shypitka, Ron Popoff, Isaac Hockley, Danielle Cardoza, Norma Blissett and Wes Graham on being elected. It will be challenging to live up to your election promises but I do wish you all the best! Thank you to James Elliott, Bob Faiers, Anna Hudson, Brian Kostiuk, Alan MacBean, Brad Scriver, Lynn McIntosh and John York for running – democracy is best served by having choices, and it was great to see your sincere interest in Cranbrook and its future. A special thank you to Councillors Sharon Cross, Bob Whetham, Angus Davis, Diana J.
Scott and Gerry Warner for your support – you are much appreciated! Collectively, including Councillor Pallesen, I believe the seven of us represented the diverse interests of our citizens well. I want to leave the new Mayor and Councillors with a couple of challenges. You all had a group of people helping you to get elected. After you are sworn in on December 8 you owe them a big Thank You, but that’s all. Once you are in the seats as Municipal Leaders you are Public Servants and your loyalty is to all of the people of Cranbrook. You need to move our community forward for Youth and
Letter: Councillor thanks Cranbrook I would like to thank everyone for their support over the past six years. It has been an honour and pleasure to work with and for you as a City Councillor. I have enjoyed learning more about our
beautiful city and have come to appreciate how much our citizens care. Never stop caring about Cranbrook! A huge thank you to all City staff in Public Works, Leisure Services, Engineering,
Seniors, for Arts and Culture, for Recreation and the Environment, by helping to recruit family doctors and to reduce poverty, and yes, of course, by building the economy and fixing infrastructure, including potholes. Every decision needs to be made in the context of “Is this in the best interest of our citizens and our city?” That can be challenging but in reality that is what you signed on for and what the people of Cranbrook expect from you. I want to issue a special challenge to incoming Mayor Lee Pratt. Over the last three years the Mayor’s office has become a place where every citizen has a voice and every concern is listened to. My focus has been on accessibility, transparency and respectfulness and ensuring everyone contacting my office
knows that they are valued members of our community whether they are happy with the City or not. I encourage you to keep your door open and to follow that same approach, including holding Saturday Coffee With the Mayor sessions and monthly Brown Bag Meetings. A special thanks to the 2192 voters who share in my vision of what Cranbrook can be, and thanks to all of the people of Cranbrook for three great years. It is you who made the job so enjoyable and it has been an honour to work for you and with you. Together we have made Cranbrook a great place to call Home! I realized very early on in my first term how hard our City staff work each and every day on behalf of our citizens. They are dedicated women and

It’s that time again for A Book Under Every Tree! Left to Right: CBAL Literacy Coordinator for Cranbrook Katherine Hough, Sunrise Rotary Club Angel Tree Coordinator Allan Davis, Librarian Deanne Perreault, Mae Williams with photo of the late Wilf Williams and Captain Linda Green of The Salvation Army, invite everyone to donate gift-quality books. This marks the 5th year that Columbia Basin Alliance for Literacy (CBAL) has partnered with the Salvation Army and Sunrise Rotary’s Angel Tree project and the citizens of Cranbrook to provide gift-quality books for toddlers, children, teens and adults for Christmas. This year’s Book Under Every Tree will be dedicated to the memory of Wilf Williams, who, with his wife Mae, approached CBAL co-ordinator Katherine Hough in 2010 to start the program in Cranbrook. Wilf
passed away earlier in the year. Over 300 children received books last year through this program. Five Year Financial Plan Bylaw
Within Council’s policy direction and key objectives, the Budget process is guided by the Finance and Computer Services Department and spans eight City departments. Each department is responsible for overseeing a multitude of programs that keep City operations running smoothly. Once the City’s Senior Management team completes their review following both the policy direction and priorities of Council, the Budget is presented to Council and the public in a series of open budget meetings. Council debates the issues presented and directs Administration on final Budget decisions. The process begins in early fall of each year and wraps up in March or early April of each year, when Council adopts the Financial Plan Bylaw. Visit our website and click on ‘Bylaws’ for more on all of our City bylaws.

The Austrian Power Ski men’s team warms up at Panorama Mountain Resort in preparation for the season ahead. Submitted
Panorama Mountain Resort welcomes the Austrian Power Ski men’s team after a multi-year absence. The Austrian team will be training at Panorama for five days along with members of the Canadian Alpine Ski Team (men’s & women’s). The 2014 Winter
Olympic Downhill Gold Medal winner Matthais Mayer (pictured below) is training at the resort with Austria team member, Klaus Kroell, who finished second in the 2013-14 World Cup Downhill standings. Today, the teams are speed training on a course set on Old Timer, while other racers are technical training on Showoff. Both
trails are located off the Mile 1 Express chairlift. This will be the Austrian’s only training stop in Canada before they head to Lake Louise Mountain Resort for the World Cup Downhill on November 29, 2014.

Slugs: To the post office for taking my mail to the incorrect address. This is not the first time. Slugs: To the businesses who use this column as free advertising. I’ve been to the shop that does this and other than their high prices, they are unremarkable. Hugs: Helen from Ricki’s Clothing Store in the Tamarack Centre. You always make me feel like I’m the most important person in the store and you are always so helpful and cheerful. Hugs: To the servers at Don Cherry’s Restaurant, you guys make it a really enjoyable time when going out for a snack. Hugs: Go out to our wood stove installer. We had a problem that he came back and fixed free of charge. We will definitely be calling on his services again. (Although not too soon, I hope!) Slugs: To the tailgaters who continue their horrible driving even on icy roads. Love to see the RCMP out ticketing these guys for unsafe driving.

will (and won’t) be coming to the streets near you. Whether it’s an all-new sedan/coupe, a car that will take you from point A to B, or a vehicle that was designed for the virtual world, the Golden State’s auto show had all of the above and more. Here’s a look at what the North American manufacturers have been up to in the last while. Cadillac ATS-V and Sedan
Coupe
The long anticipated “V” series of ATS sedan and coupe is just around the corner. When Cadillac’s ATS hit the streets two years ago, it not only impressed the journalistic community, but buyers alike. It even earned the title of the 2013 North American Car of the Year, and rightfully so. Now the ATS comes with more potency, more performance, and a lot more of everything. The ATS-V will introduce class-leading twinturbocharged power and a comprehensive suite of design and performance systems when production begins in spring 2015. Under its carbon fibre hood – a standard feature on all ATS-V models – is a newly developed 3.6L, V6 with an impressive 455 horsepower

they wouldn’t be disappointed. I am counting the minutes. Ford Explorer
The 2016 Ford Explorer was introduced at 2014 Los Angeles Auto Show to an excited crowd. With a fresh look, a newly available 2.3-litre EcoBoost four-cylinder engine (expected to deliver approximately 270 horsepower and
at least 300 lb.-ft. of torque, an increase of 13 per cent and 11 per cent, respectively, over the 2.0-litre EcoBoost), and an all-new, range-topping Platinum series, this SUV keeps getting better. It improves on many different levels. For example, for the first time, a four-cylinder Explorer
will be available with Ford’s intelligent four-wheel-drive system and will be able to tow up to 3,000 pounds (1,361 kgs.), outperforming the current Explorer equipped with 2.0-litre EcoBoost fourcylinder. Furthermore, this sixth gensee La La Land page B7

Chevrolet Chaparral 2X Vision Gran Turismo
As a kid, I would envision myself as a cartoon/video game character. Maybe it’s because I often become so animated. Okay, bad joke, but it’s sometimes nice to see make-believe come to life. The Chaparral 2X Vision Gran Turismo concept is a car that was designed for the virtual world, and for young ones, or the young at heart to play with in the comfort of their living room. As cool as the Chev Chaparral concept is, I am not sure I’d really love to drive a car that I sit head first in – think of the Olympic sport – the skeleton! And mid-mounted laser, beamed-energy propulsion system might take some getting used to. But heck, it’s worth a go! Regardless, the concept was developed as part of the Vision Gran Turismo project, which celebrates the future of automotive design and innovation. The Chaparral 2X VGT concept is inspired by the innovative racecars Chaparral Racing and Chevrolet partnered on more than 45 years ago. Gamers can race the Chaparral 2X VGT this Christmas season by downloading an online update for Gran Turismo 6. Chevrolet Colorado ZR2

Ford Shelby GT350 Mustang
A friend of mine named her daughter Shelby. Yes, after the Mustang. She likes cars, too. Aside from it being an icon of North American culture, it also represents how engineers continue to push the envelope in regards to engine development. The GT350 is powered by a unique, high-revving flatplane crankshaft 5.2-litre V8 engine that will produce more than 500 horsepower – the most powerful naturally aspirated Ford production engine ever. No turbochargers necessary! The Shelby GT350 Mustang is the latest in an all-new line of Mustang fastback and convertible models, including the specially designed 50th Anniversary Edition Mustang. Fun fact, more than 9.2 million Mustangs have been sold since the car’s 1964 debut.

Lincoln adds style and sophistication to the truck market
It delivers on ‘‘space, comfort
and functionality while driving like a smaller SUV.
Ian Harwood By Ian Harwood

The 2015 Lincoln Navigator is a people mover designed for those that like to arrive in style. Looks: The Lincoln Navigator makes a statement wherever you take it. The bold split grille with the integrated front bumper and blended
in driving lights brings style to the front of this truck. The body lines help split up the large side body panels. A large LED brake light stretches across the power lift gate and wraps around each corner giving it an interesting look while making it very visible when the brakes are applied. Another feature I found very cool was the welcome mat. When you press the unlock button on the remote the Lincoln logo illuminates the ground. In The Cab:
As you open the door to climb in the cabin, power deployable running boards to help you get in greet you. Don’t stand too close though because they come out right at ankle height! Inside you can choose the optional Trevino leather seats, leather door trim and console accented by Ziricote wood inlays. The dash is hand warped

and stitched giving this cabin a very upscale look. The front bucket seats can be heated or cooled. The second and third rows fold flat with the touch of a button. Both models carry eight passengers. SYNC with My Lincoln Touch is a command centre that control
everything from entertainment to climate. Speaking of entertainment, the sound system is a THX 11 certified 5.1 surround system that features 14 speakers and 600 watts of power. Safety first:

airbags, safety canopy system with side curtain airbags and rollover sensor. Advance-Trac with roll stability, tire pressure monitoring system, and trailer sway control are just some of the standard features on the Navigator. Roadworthy:
This large SUV is perfect for the whole family. It delivers on space, comfort and functionality while driving like a smaller SUV. Very little, if any, body roll. Steering is magnificent and easy while responsive to changing lanes and finding a tight parking space. Verdict:
You may not drive it to be cool, but you can’t help looking cool driving down the road. Power:

This vehicle comes standard with a twin turbo 3.5L EcoBoost V6 engine that puts out 380 horsepower and 460 lb ft of torque. The transmission is a six speed select shift. 4.10 gear ratio. Towing is made easy with the transmission tow/haul mode, which helps keep you from gaining too much speed when towing downhill. The engine maintains its power band while towing up a hill keeping the speed and momentum constant. Ian.harwood@drivewaybc.ca
