EDMONTON — Alberta is slashing its oil forecasts for this budget year as the world price remains mired in a trough around $75 a barrel, Finance Minister Robin Campbell announced Wednesday. Campbell said while the operating budget for the current fiscal year remains in the black, he and Premier Jim Prentice are promising “tough decisions” so that Alberta is no longer captive to the whims of the international marketplace. “We have to get to a position where we’re not listening to OPEC to decide on how many schools we’re
going to build,” Campbell told reporters as he delivered the second-quarter budget update. “If oil stays at $75 (a barrel) next year, we’re going make some tough decisions. “One of the things the premier has tasked me with is that we have to get off the oil (price) train.” Campbell said he has not looked into changing taxes right now but is focused on balancing the budget for this year. In the March budget, the province forecast West Texas Intermediate oil to average around US$92 a
barrel. For the first six months of the year, it was higher than that, around $100 a barrel. But higher production in the U.S., coupled with instability in other oil producing regions, has sent the price plunging to $75 with no end in sight. Campbell said the province will now assume that price won’t rise for the rest of the fiscal year, bringing the revised forecast average to almost US$89. The budget forecast an overall budget surplus of $1.1 billion this year. That is now down to $933 million, said Campbell.

City to spend $800K on library fixes BY CRYSTAL RHYNO ADVOCATE STAFF The Red Deer Public Library is getting some upgrades. Thanks to $750,000 from the city, the downtown library is getting a new roof, up-to-date security cameras, an air conditioning unit, and new lighting and ceiling on the second level. As well, city council set aside $600,000 for MICHENER FEASIBILITY a community library for STUDY, RIVER BEND the planned Ironside Elementary School in Ingle- FUNDED C1 wood as part of the 2015 capital budget approved on Tuesday. The library board has not approved the Inglewood project and is in talks with the city and the Red Deer Public School District about the feasibility of the library. Library CEO Christina Wilson said she was thrilled with the city’s continued support and the recognition of the importance of the building. Wilson said the library has been simply maintaining the roof on the downtown branch for several years. A recent engineering study commissioned by the city recommended a total roof replacement ($510,000) for the entire downtown library. The security cameras and telephone system require updating because it is old technology that is failing in some cases. The cameras will cost about $8,000 while the telephone system rings in at about $62,000. Wilson said the cameras are in place to protect the collection from theft and to allow people to feel they are in a safe and welcoming environment. She said the cameras are a back-up for the security guards. “We do from time to time get incidents from all manners of people,” said Wilson. Neither the Timberlands Library nor the G.H. Dawe branch have security cameras and there are no plans to install them at those sites. Wilson explained that those two libraries are a different situation because they have only one floor level and there are better sight lines compared to the downtown branch.

Woman used as bait in escort scam pleads guilty to robbery charge BY BRENDA KOSSOWAN ADVOCATE STAFF A Red Deer woman offered as the lure in an escort scheme will be sentenced in March after pleading guilty to a single count of robbery. Lindsey Rae Mazzei, 32, and two male suspects were arrested in B.C. on June 13, 2013, as the result of an investigation of complaints in Red Deer that men attempting to hire escort services were beaten and robbed instead. Mazzei was set for trial on eight charges by
judge alone in Red Deer Court of Queen’s Bench on Wednesday, represented by defence counsel Patty MacNaughton. However, a charge of armed robbery was reduced to robbery and other charges, including extortion, kidnapping and identity theft, were withdrawn as a result of her last-minute guilty plea. Reciting an agreed statement of facts, Crown prosecutor Carolyn Ayre told Justice Kirk Sisson that a visiting businessman was looking for escort services while staying at a Red Deer hotel on June 12, 2013.
