Border changes may mean delays Aldergrove Star

The Canada Border Services Agency (CBSA) advises travellers that northbound traffic patterns at the Aldergrove border crossing have changed to accommodate the redevelopment of the port of entry.

This major redevelopment project will continue for the remainder of the year.

Border delays may increase as a result.

‘Hot’ Styles on a Cold Night

Developer in trouble over ‘clear-cut’ land

A windy rainstorm outside failed to keep the attendance down the annual fall family fashions show held Nov. 6 at Otter Co-op’s main store on 248 Street. A record sized crowd enjoyed light snacks and beverages while watching the Otter Co-op staff show off the latest in women’s, men’s and children’s winter styles with the help of uniformed Langley Township fire fighters who escorted the models down the catwalk.

A decision on a proposed development in the Gloucester Estates industrial park has been delayed by Township Council after the builder admitted 82 trees were cut down without proper permission.

A spokesman for the developer, Beedie Development Group, said the clear-cutting of the property near 55 Avenue and 272 Street was the result of a “miscommunication.”

Under the terms of a restrictive covenant with the Township, the trees were not supposed to be touched until council had a chance to review the proposal to construct two buildings totaling 8,000 square metres.

While it is likely most of the trees would be coming down, the elimination of them all left council with nothing to decide.

“Everything is gone,” neighbour Lynda Lightfoot told council’s Oct. 27 evening meeting.

Langley to get new school buses Aldergrove Star

Through its annual fleet renewal program, the provincial government is providing the Langley School District with $232,944 for the purchase of two new school buses.

“Safety is the number one concern when transporting our students to and from school,” said Fort LangleyAldergrove MLA Rich Coleman.

The new buses will be delivered next spring.

Christmas kettle campaign needs volunteers Aldergrove Star

The Salvation Army Gateway of Hope’s annual Christmas kettle campaign is their biggest fundraiser of the year.

All proceeds go to fund the Family Services Department at the Langley shelter. Family Services helps those in need with community meals, clothing and material assistance, Christmas hampers, school supplies, and the Skillet 101 cooking class, just to name a few.

Every year the Christmas kettle campaign runs from mid-November thru till December 24. This year’s campaign starts on November 13.

Every day of the campaign, the 20-plus locations need at least five volunteers each to cover the two hour shifts. That results in over 3,000 shifts to be covered.

“I really enjoyed my time as a kettle host last year,” says Natalie de Haan. “It’s an easy way to give back to my community and it’s a fun

experience.”

A volunteer is asked to stand next to a red kettle while greeting customers as they enter the shops.

The kettle bells are rung to remind community members what time of year it is and to remember those in need.

If you play an instrument or enjoy singing carols, they welcome you to share your talents at a kettle this season.

“The number of volunteers we

have for the 2014 Kettle Season can make all the difference in this fundraiser. We ask community members to consider giving a small amount of time to this important cause,” says Troy Gaglardi, director of community resources at Gateway of Hope.

Lightfoot was asking for a delay to allow site drainage issues to be addressed.

There will be a delay, but it’s to allow Township staff and the developer to discuss some form of compensation for the tree-cutting.

Councillor Kim Richter said the developer ought to be required to replace the trees and not be permitted to build anything until the new timber was the same height as the old.

“I just don’t think it’s OK to break the rules,” Richter said.

Councillor Bev Dornan said the trees would have gone anyway, and it made no sense to hold up a “good, job-producing” project.

“We should move forward and not get hung up,” Dornan said.

When it came to a vote, a majority of council opted to hold off a decision on the development permit to give staff time to discuss some kind of make-good with the developer.

Tea an outpouring of love

Fiddler wins ‘Traditional Country’ music award

Mike Sanyshyn and his wife Tianna Lefebvre-Sanyshyn of bluegrass band Jackson Hollow were among the featured acts of the B.C. Country Music Association Showcase at the Aldergrove Fair on Sunday afternoon, July 20. Mike Sanyshyn, a man with a long history in country-roots music, has been awarded the prestigious Gaylord Wood Traditional Country Music Award by the B.C. Country Music Association.

The late Gaylord Wood played guitar and fiddle for many years in western Canada, and was best known for his work with the band Backseat Driver.

Sanyshyn is a “first call” studio musician, respected fiddle instructor and judge. As an artist he has released three CDs and an original book of music.

He is also an accomplished mandolin player.

Sanyshyn is a third generation fid-

dler, following in the tradition of his father and grandfather. Born in the beautiful and rugged peaks of Coleman Alberta, in the Crowsnest Pass, he began playing fiddle at eight years old.

As well as learning various styles, from Canadian Old Time to Bluegrass, Celtic, Swing and Metis Fiddle, Sanyshyn also studied classical music for five years which helped him “get the proper technique… Learning to play classical music has definitely impacted my career in a positive way,” he says.

Sanyshyn was named the B.C. provincial champion four times, placed in the top three at the Canadian Grand Masters Fiddling Championships, the best finish ever for a B.C. fiddler to date.

It’s a four stringed instrument no longer than your arm but for Mike Sanyshyn its meant 30 years of steady, varied and fascinating work.

If you’d like to make the holiday season a little bit brighter for local families who struggle financially, and help to put smiles on children’s faces come Christmas morning, here’s an event that might be just your cup of tea.

On Sunday, Nov. 23, the wives of Langley’s two mayors will once again host the annual Thank You for Caring — A Christmas Tea Fundraiser.

The afternoon, which mixes high tea and high fashion, is held each November to support the efforts of the Langley Christmas Bureau.

Last year, the bureau served more than 800 families, including 1,650 children, by providing them with gifts and Christmas food hampers — all of it made possible by a generous community. See story here.

Although the first Thank You for Caring Christmas tea presented by the mayors’ wives, happened in 2012, the fundraiser was actually inspired by a gathering of about 30 people held at Debbie Froese’ home a year earlier, as her husband, Jack, was running for the office of mayor in the Township.

“It was a meet and greet, but I did it as a British tea,” said Froese.

“The next year I thought, I can’t hold more than 30 people in my house, so I told Jack that I wanted to do it for charity.”

The Langley Christmas Bureau was the obvious choice, she said, because it’s a cause that is very close to her heart.

It sold out quickly and organizers realized they needed to find a larger venue. The following year, they moved it to the ballroom at the Coast Hotel, which can hold 500 people.

Froese’s goal this year is to fill it to capacity with guests — all of whom are encouraged to dress up, perhaps even going so far as to don their fanciest hat or fascinator and maybe an elegant pair of gloves. In addition to tea, coffee and sandwiches, a selection of sweet treats will be provided by Frosting Cupcakery.

Jim McGregor, who along with Christmas tea committee member, Leigh Castron, coordinates the Langley Christmas Bureau, will emcee the event.

Entertainment will be provided by Langley country music sister act, Robyn and Ryleigh, along with musicians from the Langley Community Music School, who will perform as guests arrive and provide background music during the tea.

Last year, Jean Schaffer whose husband,

Ted, now serves as acting mayor of the City, joined Marilyn Morgan — the Froeses’ daughter — to organize the tea, along with a committee of helpers. Debbie was ill and needed to take time away from community activities.

Although it is mostly women who attend the annual tea, men are of course welcome, too, Schaffer said. And, she added, it’s an event that is fun and appropriate for children and adults alike.

“It’s nice to see a lot of young girls, between seven and nine, in fascinators and dresses,” she said. “Girls that age are quite interested and it’s nice to see.”

By developing an interest in events like this early in life, it’s possible they will want to become volunteers themselves once they’re older, she said.

For her part, Schaffer has volunteered with the Christmas Bureau for the past six years.

“I think it’s important to help families in need at Christmastime,” she said.

“It’s fun and very heartwarming.

Although the event

well surpassed its goal of raising $20,000 last year, Morgan has set her sights even higher. “I’d like to make it an even $25,000 this year,” she said.

In addition to bidding on dozens of silent auction items, guests will be invited to purchase one of 500 “raffle” Christmas crackers for $10.

Whoever holds the winning cracker will receive a three-piece set of silver jewelry — including an open heart necklace, lantern crystal quartz bracelet and rainbow moonstar earrings — created and donated by artist Susan Rind.

A limited number of fascinators will be available for purchase at the event Doors will open on Sunday, Nov. 23 at noon.

Extreme weather shelter spaces here Aldergrove Star

The B.C. government will fund 30 extreme weather shelter spaces in Langley this winter to help those whose health and safety may be threatened by cold, wet weather.

The temporary spaces, located at the Salvation Army, will be available from now until March 31, 2015 as communities issue extreme weather alerts for their area.

“The combination of cold, wet weather conditions puts vulnerable people at risk,” said Langley MLA Mary Polak. “It is important to provide them with a warm safe place.”

“Langley is a caring

community and it is critical to have emergency spaces available for people in need,” said Housing minister and Fort Langley-Aldergrove MLA Rich Coleman.

Each community decides what weather conditions warrant an alert and how many spaces to activate on a given night, depending on the capacity of existing shelters and the estimated need.

Throughout the province, the B.C. government will provide up to $1.6 million this winter to make more than 1,100 temporary emergency shelter spaces serving more than 90 communities.

VICTORIA – On most issues this column discusses, the feedback I receive is generally negative.

One exception has been human-caused climate change, where my mail runs three to one in favour of a skeptical approach. Most express relief at having someone question the exaggerated or false claims advanced by environmentalists who strive to paint Alberta and B.C. as home to uniquely evil climate crimes.

As mentioned last week, this is an urgent issue in B.C. as the government pushes to develop liquefied natural gas exports.

The B.C. Liberal approach to limit only the “intensity” of greenhouse gas emissions from LNG production, and make no commitment on the majority of emissions from upstream gas production, looks like the effective end of Gordon Campbell’s crusade to lead North America in “climate action.”

The government has also abandoned Campbell’s collapsed effort to set up a capand-trade system with various U.S. states to regulate emissions. Which brings me to a key reason for public skepticism.

Going back to Jean Chrétien’s lip service to the Kyoto Accord, the worldwide effort to rein in fossil fuel emissions has been a smog of hypocrisy, hollow promises and failed experiments.

Paris next summer, although the vast international green bureaucracy will first have to jet to Peru for a pre-summit summit.

The European Union has just agreed to a Campbelllike new target to reduce greenhouse gas emissions 40 per cent by 2030. But that’s dependent on the Paris summit reaching a legally binding international deal, something the United States remains unwilling to do. Meanwhile, Germany is building new coalfired power plants.

In Ontario, a grandiose scheme to replace coal-fired power with wind, solar and other renewables has produced steeply rising electricity rates and a political scandal over a cancelled plan to build gas-fired capacity.

The public continues to be bombarded with ginnedup stories of environmental destruction. You may have seen shocking TV reports in October of a “haul-out” of thousands of walruses on beaches around the Chukchi Sea in Alaska and Russia, with animals trampling each other.

The World Wildlife Fund and U.S. biologists rushed to media to frame this as a crisis caused by a lack of sea ice.

This claim has been demolished by Susan Crockford, an evolutionary biologist who teaches at the University of Victoria.

If you Google “Walrus mass haulout hype refuted” you will find Crockford’s brief video showing a long,

pre-industrial history of these events. She concludes that they are a sign of overpopulation in the now-protected walrus herds.

Crockford’s website, polarbearscience.com, debunks similar claims made about supposedly disappearing polar bears that have been a mainstay over the years to drive the global warming catastrophe narrative.

In terms of actual reduction of greenhouse gas emissions, there are signs of progress. The United States has made considerable strides, thanks to abundant shale gas that has allowed it to switch from some of its 600-odd coal-fired power plants.

Which brings us back to B.C.’s push for natural gas exports. The NDP claims to support this, but has spent hours in the legislature warning of a giveaway of the resource, imagined fracking disasters and LNG tanker explosions and everything else they can dream up to throw at it.

This is the same party that campaigned against the carbon tax in 2009 and hasn’t had a coherent energy policy since.

But this isn’t some partisan game. It’s about whether B.C. maintains its gas industry. And so far natural gas is the only thing that has substantially cut carbon emissions.

Here’s a simple request for candidates seeking election in the upcoming school board and municipal election: Only promise what you can deliver.

That might seem an obvious request. But all too often, candidates vow to achieve things they clearly cannot. They either fail to provide the true cost of their promise, or they promise something outside the legal mandate of the office they seek.

Call it exuberance. Call it ignorance. Either way it doesn’t serve the voter and it disrespects the process.

For example, there are some fairly severe limits on what a city can and cannot do.

It must work within the provincial legislation that governs its existence. A promise to silence every train whistle within the city boundaries might sound attractive, but trains are a federal responsibility. City council can’t make them do anything.

Likewise, a promise by a school board candidate to hire more teachers won’t happen without an explanation of where the money to pay for those new employees will come from. School districts (unlike the federal or provincial government, or even a city), cannot, by provincial law, run a deficit.

Which brings up the second point: money.

Rarely does a promise come without a cost, and candidates have an obligation to identify what that cost will be.

A promise to double the number of parks in the city, for example, might draw support. But what will it cost to maintain those parks, and what impact will the removal of that land from the tax base have on city finances?

A promise to cut taxes, or at least hold them at zero, must also include details on where the cuts in services will be made (or alternate revenue found) to accommodate that plan.

None of this is to suggest candidates can’t have ideas or voice creative and imaginative solutions to the problems communities face. But they have an obligation to voters to ensure that what they promise is practical – or more particularly, possible.

And we as voters have the responsibility to do the research and ask the tough questions to ensure these lofty ideas have some grounding in reality.

Citizenship 101: vote!

Editor: Congratulations! It’s election time. Each of us are like the CEO of a company and we’re about to hire the staff to run our community. On Saturday, Nov. 15, Aldergrove will be choosing who we want to hire to run our community for the next four years. We’re going to be hiring our staff for Township Council as well as who we would like to guide the vision for our schools.

Local elections might not be as glamorous or exciting as federal elections but in many ways, the decisions made at the local level affect us more directly in our day to day lives than often the federal and international issues do. Local elections are important.

If we don’t choose who will run our community, someone else will do the choosing. And if we are not willing to run ourselves, then it’s vital that we find someone who shares our ideas and convictions and that we then go and support them and help them with their campaign. It’s important to attend the community meetings, forums and debates. Once we find a candidate that we can support, we need to be their champion and help them hand out fliers and share their posts on Facebook and Twitter.

Step #1. Ask ourselves: What local issues do I really care about and do I feel are important for Langley? We can talk about national issues later. #2. Do I live in the Township or the City and who are the candidates I must choose from? #3. Go to their websites and Facebook pages and see what they stand for. Compare the candidates’ stands on issues. Call them, there is always a phone number listed, and get to know them. Ask them some questions. #4 When you find a candidate that most closely represents your stands on issues, offer your support. #5. Get to the advance polls if possible, so you can help your candidate get other voters to the polls on voting day, Nov 15. Every vote matters. It’s unbelievable how many major elections over the centuries and past years have been determined by just one vote.

Let’s not become another apathetic local statistic regarding voter turnout. Let’s show Canada that Aldergrove cares. Let’s get engaged now and help Aldergrove and Langley have the highest voter turnout in the Valley and in the nation.

It’s not just our right, it’s our duty.

Water line behind schedule

Work on the $33.5 million East Langley water line has fallen behind schedule.

Township engineering and community development manager Ramin Seifi said Monday that “challenges and site conditions encountered in the field” will delay the scheduled completion by a “few weeks … from late 2014 to early 2015.”

One of those challenges was running the line underneath the Salmon River near 56 Avenue and 240 Street, when crews encountered large boulders deep in the ground.

Work was held up for about seven days because the contractor digging the line had to switch drilling methods to punch through the rock, driving a pilot pipe horizontally through the ground rather than using an auger to drill it out.

Because the new method is less precise, the pipe ended up three feet lower than it was supposed to when it emerged on the other side of the fish-bearing stream.

That will require an adjustment to the pipe alignment, but it is not expected to mean more delays.

On Nov. 4, when a Black Press reporter visited the site with a group that included three local residents and a member of the Township engineering staff, trees in the densely-forested valley had been cleared along the pipe route on both sides of the waterway (Two candidates for Township council, Clint Lee and Kevin Mitchell, also attended).

The cleared-out path runs beside the properties of residents Don DeVoretz and David Gilroy, who said the Township should have considered using less disruptive methods that would have preserved the trees.

DeVoretz called the clear-cutting “horrific.”

Gilroy said while the Township has told him saving the trees would have cost considerably more than clear-cutting, replanting the area won’t be cheap, either.

Gloria Stelting, who lives across the river from DeVoretz and Gilroy, on the east side in the North Otter area, is concerned the excavation of the pipeline could hurt the wells in her neighbourhood.

Stelting said in 1976, the installation of a drainage line in the same area to take storm water to the Salmon River accidentally drained the groundwater supply and dried out wells.

Even after the damage was repaired, Stelting said water levels remain “permanently down about two feet.”

Stelting said she and her neighbours have decided against connecting to the new water line because of the cost, estimated at $30,000 or more (payable over several years).

Township engineering technologist Tara Macrae said the area on both sides of the Salmon

will be replanted and will look considerably better in about a year.

“When you’re in the midst of construction, it’s not pretty,” Macrae said.

Another issue cited by Macrae and Seifi concerns a section of pipe that turned out to be too thin.

“I understand a section of pipe through the casing [of the line] had to be replaced due to incorrect specifications,” Seifi said.

“The correct water main pipe (as per the design) has been installed.”

There was also a Sept. 13 incident where a subcontractor using a boring machine to push pipe under Michael’s Brook, upstream from the Nicomekl Enhancement Society hatchery, caused a collapse, dumping sediment into the water.

The Department of Fisheries and Oceans required restoration of both the collapsed area of Michael’s Brook and everything downstream before salmon started spawning.

The remediation work was done “by, and under the super-

vision of, qualified professionals that specialize in the various related fields, under the approval of senior government,” Seifi said.

Seifi described the setbacks as “temporary disturbances, that are not uncommon with a construction project of this size, scope and complexity.”

Seifi added the project is still within budget “with no indications that it will not be completed within budget.”

On Nov. 5, Township Water Resources and Environment Manager Kevin Larsen said another potential glitch involving a crucial pumping station has been resolved.

There were concerns the Metro Vancouver pump station being built in Maple Ridge, which is required for the operation of the East Langley Water Supply, was behind schedule.

There is now every indication that the Metro Vancouver pump station will be done by June, Larsen said.

That should mean there will be no Stage Three watering restrictions in Aldergrove and Gloucester this summer, just the same lawn sprinkling regulations as the rest of Metro Vancouver.

“There are always challenges and bumps along the way, when you take on a complex project of this size and scope,” Larsen said.

The project, the largest ever undertaken by the Township, will bring Metro Vancouver water from Willoughby to Aldergrove through 14 kilometres of pipe.

The Aldergrove-Gloucester area is currently served by seven groundwater wells, which will be retained in order to keep water supply costs down. The new Metro waterline will supplement this supply to ensure that adequate water supplies will be available at all times for the Aldergrove-Gloucester area.

Priorities include highway widening

Widening Highway 1 and Fraser Highway are among the city’s transportation priorities put forward to the province for consideration in its 10-year plan.

The province announced in October that it is developing a 10-year plan to identify short, medium and longer-term projects. Abbotsford will submit its proposal, outlining the first priority as widening Highway 1 to six lanes between 264 Street and Whatcom Road, stretching about the length of Abbotsford.

That is followed by improvements to Mt. Lehman Road between Highway 1 and the Abbotsford International Airport boundary and a railway overpass at an urban arterial road with a location

The fourth priority is the widening of Fraser Highway to five lanes between Station Road and Mt. Lehman Road.

A city staff report said the priorities were drawn from the transportation master plan, the Fraser Valley Regional District’s draft list of regional transportation priorities, and feedback from the airport and residents, including the recent petition for upgrades to Fraser Highway.

Ministry of transportation officials are consulting First Nations, local government, transportation authorities and other community leaders across to the province, which will be considered in the development of the provincial 10-year transportation plan.

falls for misleading propaganda from development interests and changes the East Langley pipe route from 64th to 52nd Avenue. This despite TOL having just sold the right of way at 52nd and despite the 52nd route likely requiring a difficult, expensive and environmentally damaging crossing of the important Salmon River.

2013 and early 2014 SRES’ fears turn out to be wellfounded as TOL plans to drill under the river from the bottom of the ravine. These plans would result in extensive damage to the ravine and its habitat. SRES points out that directional drilling from the top of the bank, as was done recently by TOL for the water line to TWU, would route the line under the ravine, leaving the ravine and the river intact.

April 2014 An incomplete and misleading report from TOL Engineering to council downgrades directional drilling, claiming a vague risk of hydraulic fluids getting into the river, despite also saying that directional drilling is a common means of crossing under rivers.

The chosen method is said to be $1 million cheaper and is described as creating “minimal disturbance and disruption”. This makes no sense.

There is no mention in the report of: 1) the risk of destabilizing banks by removing trees and running heavy

equipment on the bank, 2) permanent tree loss down the bank and near the river, 3) a coded (protected) tributary and Pacific Water shrew wetland habitat (also protected) on the east bank that will be destroyed.

There is no proper analysis of the true costs of the chosen method including: 4) the need to pay for right of ways down the bank, 5) the costs to clear a difficult area, 6) the unforeseen costs that may occur working in a wet and unstable area, 7) the costs to rehabilitate the area.

Summer and Fall 2014 1) TOL claims that the top of the bank (used to establish the 30 metre no-go zone to protect the stream) is right beside the stream at the bottom of the ravine. Prior to this TOL has insisted on restrictive covenants on properties with the top of the bank defined as, well, the top of the bank above the ravine.

2) A right of way is negotiated and residents are promised that there will only be a 15-metre working zone down the banks of the river with relatively few trees removed.

3) The working zone ends up being much wider than promised, causing extensive damage to the bank.

4) Massive tree removal, including trees on the neighbouring property.

TOL does not bother to ask the neighbour for permission or give notice.

5) When drilling becomes difficult TOL intrudes well within the 30 metres no-go zone removing trees and digging up the area looking for rocks. The area is backfilled but is now unstable and subject to blowing out when the river rises in November rains.

6) The eastern wetland is turned into a sea of mud mixed with clay.

The coded stream, two other small tributaries, the wetland and its protected habitat are demolished.

7) Attempts by the community to alert TOL to problems at the site are met with inappropriate and combative responses.

8) It becomes clear that TOL has not yet developed a plan for rehab of the area.

9) Drilling and equipment problems galore (what do you expect when you are working in a wetland) put the project far behind schedule and undoubtedly well over budget.

“Minimal disturbance and disruption” and saving money have proven to be far from the truth.

No one else would be allowed to ignore the known no-go zone or start a project ignoring protected streams and habitat while not having any firm plans in place for rehab or compensation.

Meanwhile, the Environmental personnel at TOL are AWOL, letting this environmental mayhem spiral out of control.

TOL has much to answer for.

Grab the kids, strap on some skates, and Try it! at the Langley Events Centre.

On Saturday, Nov. 29, the Township of Langley, the City of Langley, and local organizations are teaming up to offer a number of activities that people of all ages can try for free.

Registration is not required; visitors can simply show up between 11 a.m. and 2 p.m. at the LEC, at 7888 – 200 Street, for a chance to experience something new. “The Try it Fair is designed to get people interested in things

they haven’t done before,� said Township of Langley community recreation programmer Stephany Eby. “We hope they find something new that they can enjoy with their families, something fun that will help keep them healthy and active.� “Our goal is to have everyone who attends try at least one new sport, and this year we are highlighting ice events,� said Eby, noting that participants can try hockey, skating, and ringette.

They will also have the opportunity to meet past Olympians, who will be on hand to share their love

of sport. Visitors can play games with some of Langley’s sports teams, and have a chance to win prizes.

The Township of Langley has been holding Try it Fairs since 2009. This is the third time the free event has been held in conjunction with Sports Day in Canada, a national celebration of the power of sports to build communities and get Canadians moving.

The official day caps off a week of more than 1,000 events across the nation.

Kodiaks split pair on road

The Aldergrove Kodiaks split a pair of road games on the weekend to lift their standing to 16 points after 18 games (%-7-2-4).

The Kodiaks suffered a 6-1 defeat Saturday at the hands of the North Vancouver Wolf Pack but battled to a 2-1 victory over the Grandview Steelers the following afternoon. Dylan Geiger scored the lone goal Saturday, assisted by Nolan Wallinger An overtime power play goal by Aldergrove Kodiaks’ Elvis Jansons lifted the team to a 2-1 win over the Richmond Sockeyes, Nov. 5 at Aldergrove Arena.

The Kodiaks gave the Sockeyes a real game and it was a welldeserved win. It was also a badly needed one as the Kodiaks had been struggling with six one-point games and six losses in 16 games this season. The win was their fourth this season.
