Once again the North Thompson Fall Fair and Rodeo Association can congratulate one of its board members on being awarded the Canadian Fair Champion Award for Western Canada on behalf of the Canadian Association of Fairs and Exhibitions (CAFE).

Leslie Stirling, NTFFRA’s outgoing treasurer, is this year’s recipient reports president Jill Hayward.

Hayward says the awards don’t stop there though.

ELECTOR REGISTRATION AND ELECTOR QUALIFICATIONS Registration of all electors will take place at the time of voting.

In order to vote, an elector must be eligible either as a Resident Elector or a Non-Resident Property Elector.

1. Flu season could be early this year

By Tom Fletcher Black Press It’s a good year to get a shot of influenza vaccine early, says Provincial Health Officer Dr. Perry Kendall.

“We’re already starting to see some influenza activity around the province, which suggests that this flu season may be coming earlier than past flu seasons,” Kendall said this week.

Kendall joined Health Minister Terry Lake and other MLAs who rolled up their sleeves to receive their annual flu shots at the B.C. legislature.

Lake said flu vaccination is on the upswing in B.C., with last year setting a record for doses of vaccine administered. That includes 76 per cent of health care workers, who are now required to get vaccinated or wear a mask in patient care areas during the winter flu season.

Contrary to popular misconceptions about “stomach flu” or “24-hour flu,” influenza is a severe respiratory disorder caused by a group of viruses that circulate globally.

Teacher strike cheques in the mail

By Tom Fletcher Black Press The B.C. government has sent out 165,000 cheques to B.C. parents to compensate them for school days lost in the teacher strike in September, accounting for more than half of the students eligible for the $40-a-day payments.

The finance ministry reports that nearly

230,000 families have registered for the payments, which cover 13 school days missed in September before a contract was reached and teachers returned to work. Those families represent 295,000 children aged 12 and under enrolled in public school, 97 per cent of the total eligible.

Church and a fellow defence lawyer Bill Sundhu asked Dickey to sentence their clients to a lesser conditional discharge, saying the arrests and publicity have left the boys socially isolated — in particular because they were banned from using cellphones for eight months.

Defence lawyer Don Campbell argued the Crown is using the case as an example to stop similar behaviour among teens.

“It’s not the purpose of the court to use these young men as examples,” he said.

Under the Youth Criminal Justice Act, the sentencing judge is not permitted to cite general deterrence in order to stop others — a common sentencing principle in adult court.

Firestone cited a story in Atlantic magazine called Why Kids Sext, a practice it called “‘not universal or vanishingly rare.’”

But, she added, the Crown is not prosecuting for images sent in confidence between boyfriend and girlfriend.

“We’re prosecuting pressured sexting,” Firestone said.

In one instance, one of the boys texted a girl, saying she she was “frigid” after she refused to send a photo.

tured on cellphones. In two instances, parents turned the phones over to school authorities after some information and applications were deleted.

Firestone said among harm to the victims is they do not know how wide the distribution of their images, nor whether they will appear elsewhere online.

Dickey reserved sentencing until November.

Court also heard the school district meted out its own discipline, including suspensions.

When the information about the police probe became public in January, Terry Sullivan, the then-superintendent of the KamloopsThompson school district, said the probe involved a “significant number” of students at multiple secondary schools in the Kamloops-Thompson school district — not only in the Tournament Capital itself.

At the time, Sullivan urged parents to speak with their children about appropriate behaviour.

“Adolescence is a time where we test boundaries and we test authority and we’re looking for new experiences,” he said.

“These poor decisions could have very significant impacts that could last a long time.”

Three teenaged Kamloops boys have pleaded guilty to criminal harassment in connection to a criminal investigation involving the texting of nude photos of teenaged girls.

The police probe garnered headlines across Canada and prompted the Kamloops-Thompson school district to bring an expert from Vancouver to talk to students about the danger of sharing too much information online.

The three boys — all 15 years of age — entered the guilty pleas in what the Crown called a “sexting” case involving demands to young girls for nude photos — demands that were in some cases persistent and involved threats to share the photos with other people.

In exchange for the plea to the charge under the Youth Criminal Justice Act, original charges of possession and distribution of child pornography were dropped by the Crown.

The names of the three teens and their victims are banned from publication under a court order.

The three boys appeared in court on Tuesday, Oct. 28, for a sentencing hearing.

The police investigation began in January, after a Kamloops high-school student informed a staff member at a local school about an alleged incident.

In court, Crown prosecutor Sarah Firestone said the three boys traded images of girls who were between 13 and 15 years of age and who attended different Kamloops high schools.

The exchanges of photos and texts with girls used a variety of social media, including Snapchat, Kik and iMessage.

Firestone said the girls in some instances were under the impression the photos would disappear using Snap-

chat, but there are methods to retain images — methods used by the boys.

“This is strange new ground,” Firestone said. “It comes with recent developments in technology. These are things that would never happen faceto-face. I have a hard time thinking young men would come up to random strangers and asked them for nude pictures.”

In some instances, the boys sent pictures of their genitals.

In sentencing submissions, the Crown has asked for a period of 12 months of probation for the three boys, including 50 hours of community service.

Defence lawyer Kevin Church told Judge Roy Dickey the three are being made “scapegoats” for what was a widespread practise among teens in the city.

Church said 25 other boys were named in disclosure to lawyers, but Crown did not lay charges against them.

Images of as many as 32 girls, semi-clothed and topless, were circulated, according to Crown information provided to defence.

“They’ve been dragged through court to say, “‘You can’t keep doing this,’” Church said of the trio.

Editorial;

Take the time to vote wisely Congratulations to those who showed up to the All Candidates Forum held in Barriere. The turnout from area voters was encouraging, and we hope that all those who are eligible to vote will do just that.

For those who did not attend this opportunity to hear what the people who will be running your community have to say, we’re sorry you weren’t there. You missed a chance to help you make an informed decision before you go to the polls on Nov. 15.

Those who were unable to attend for whatever reason, have hopefully been reading the interviews and information provided in the Star/Journal to get you thinking about whom you are going to vote for.

We hope the candidates have caught your attention by knocking on your doors and talking to you, or through their advertising, literature and promotions.

If you have questions for the candidates, don’t be shy. Give them a call, an email, or talk to them when you meet them in one of the local businesses or on the sidewalk.

They will answer your questions or get back to you with answers because they all want to serve the public. And because of that, we need to take them seriously, listen carefully to what they have to say and what they are promising to do.

Civic elections should not be popularity contests because there is far too much at stake. The people we send to the district council, and for some voters the Regional District, are the people who are going to be making decisions on how best to spend our hard-earned tax dollars.

They will also decide on what will and what will not be built or repaired.

They all say they will listen to what we want, but we have to be confident they will follow through on our wishes or tell us what we need to know and not what we want to hear. Sometimes the truth hurts, but the sustainability of the community should be first and foremost. These are difficult times and communities are facing problems that need to be fixed, whether it’s economic development, water and sewer concerns, or aging infrastructure.

We hope everyone will mull over what’s needed in his or her community and vote for the person who will bring it to fruition.

Stand behind our troops To the editor; While one must appreciate the efforts of national defence to safeguard our armed-forces personnel from the harm inflicted by radicalized, homegrown jihadists (or, in some cases, people with illness and too much time to surf the web), telling Canadian soldiers to not wear their uniforms in public seems like a knee-jerk reaction.

If the prime minister maintains these recent attacks on our soil will not deter our resolve, then our armed-forces personnel should proudly wear their uniforms in Canada as they do abroad and within bases.

We do not hide. We remain vigilant.

There is another consideration to the wearing of that military uniform — contin-

ued public support.

Canadian civilians have, and have had, a somewhat detached relationship with our military.

We never seem to be quite sure of what to make of it and Canadian armed-forces administration has only served to further the disconnect.

During and after the Iraqi and Afghanistan campaigns, I noted in myself and others a greater respect for our military personnel.

Sure, it was there before, but it was more dormant. We had embraced Lester Pearson’s concept of international peacekeeping, not bloodletting.

Stand behind our troops... a moment of silence, but generally equated the military more or less with my father’s experiences during the Second World War and with the Middle East; hence my personal sense of disconnect.

With news articles related to the poor treatment of our vets, post-traumatic stress disorder, the reported poor state of preparedness and lack of equipment, you felt sorry for them and wondered who would want to enlist with these reported poor conditions prevailing.

Yet, people still did and continue to do so.

Working on McGill Road and passing the armoury every day for the past 14 years, I sense a slow and welcome change.

I think now in the early morning — when I chance by a training group heading out as I head to my comfortable office — that I continue to enjoy my freedoms, my Canada, because they are there.

It does not matter that our military footprint is small. It does not matter that our comrades to the south have the largest and most technologically advanced military in the world.

They are not us.

We may disagree with the politics.

We may disagree with the campaigns being waged. They are separate issues resolved at the ballot box.

Our troops still do their duty.

Those armed-forces personnel I chance by, whom I will never know, may be maimed or killed so we can continue to enjoy everything we take for granted.

I am more apt now to tip my hat and sound my horn in the pouring rain as they trudge by.

I buy their coffee at Tim Hortons when the opportunity is provided and I say thank you. I cannot do very much, but I can show my support — and so should you.

This year, wear your poppy early in honour of not only those who have fallen in the past, but for Cpl. Nathan Cirillo and Warrant Officer Patrice Vincent.

I’m sure they were good people senselessly killed by cowards on our soil.

The Government of British Columbia is encouraging eligible voters to participate in the local government election process and to vote in local communities on Saturday, Nov. 15, 2014.

To support voters, the Voter’s Guide to Local Elections in British Columbia, is now available online at: http://www.cscd.gov.bc.ca/lgd/elections_ home.htm The guides are available in English, simplified and traditional Chinese, Punjabi, French and for the first time, Farsi and Korean, and answer basic questions eligible voters might have as they prepare to vote including: * who can vote * how to register to vote * voting as a non-resident property elector * identification required The guide also covers advance voting. New warning from BC Hydro to customers about telephone scam Submitted VANCOUVER – Fraudsters posing as BC Hydro employees continue to contact customers across British Columbia by telephone in an attempt to steal money from residents and small businesses – particularly restaurants.

BC Hydro initially warned customers of the scam in early September. Since then, more customers have come forward with additional details.

According to reports, the fraudulent calls may come from a 1-800 phone number. The customer’s call display may show BC Hydro or display a legitimate BC Hydro phone number.

This is done through “spoofing.”

The caller demands immediate payment to avoid disconnection and suggests the customer purchase a cash gift card and call back to provide the serial number on the back of the card.

BC Hydro is reminding customers that it does not collect credit card or bank account information over the telephone and BC Hydro does not take payment from cash gift cards. Customers are

also reminded that if they receive a call from someone representing BC Hydro and they doubt the authenticity of the call, they should hang up and call back BC Hydro at 1-800-BCHYDRO or 1-800-224-9376.

If an account is in arrears, BC Hydro will send several notices through the mail asking for payment and also use an automated dialer to remind customers to make a payment before electricity supply is impacted. Customers can check their account status online through bchydro.com.

One measure in the bill increases the maximum amount that may be claimed under the child fitness tax credit and makes that credit refundable beginning in 2015.

Another extends the existing tax credit for interest paid on student loans to interest paid on a Canada Apprentice Loan.

The bill extends a tax deferral for breeding animals to bees and to all types of horses over 12 months of age that are kept for breeding.

The bill makes a handful of changes to the Investment Canada Act, which governs foreign takeovers of Canadian companies.

The amendments will allow Ottawa to disclose more information about its decision when it denies a takeover due to national security concerns as it did when it rejected a deal Manitoba Telecom Services had signed to sell All-

stream to Egyptian investment group Accelero Capital for $520 million.

Ottawa has been criticized for the lack of disclosure about the review process under the act.

The changes also will require foreign companies to disclose to Ottawa when they acquire a stake in a Canadian business through the conversion of a loan or other financial assistance.

The bill also includes measures with little connection to the budget.

One bans broadcasters and cable and satellite providers from charging customers for paper bills, a measure the Conservatives have promised and touted as a consumer-protection measure.

Another part of the bill establishes the Canadian High Arctic Research Station, a federal research organization that is to be

responsible for advancing knowledge of the Arctic.

There is a section expanding the DNA data bank.

It will now include DNA profiles from missing persons, their relatives and from human remains.

The idea is to help police, coroners and medical examiners to find missing persons and identify human remains.

The legislation specifies the purposes for which the commissioner of the RCMP may communicate the results of comparisons of DNA profiles and details what DNA comparisons can be used for.

The omnibus bill also enacts the government’s promised EI tax break for small businesses.

The Oct. 29, All Candidates Forum for District of Barriere candidates was a great opportunity for area voters to come out and hear what each candidate had to say, what their views were on local issues and to ask questions regarding personal concerns for the future of the community.

The event was

hosted and sponsored by the Barriere and District Chamber of Commerce, with assistance in the form of sponsorship provided by the North Thompson Star/Journal and the North Thompson Fall Fair and Rodeo Association.

With almost 160 people in the audience it was obvious that voters are eager to be informed.

Some drivers found negotiating the detour maze on Barriere Town Road in front of the Employment Office last week a tad confusing. The detour was to accommodate work on the installation of the new sewer system.

Kamloops area labour market study to include North Thompson Valley North Thompson Star/Journal Barriere, Clearwater and Blue River are among 16 communities that are to be included in a human resource strategy being developed by Venture Kamloops.

According to a media release from Ministry of Social Development and Social Innovation, Kamloops’ economic development agency is receiving more than $108,000 in Labour Market Partnership funding. It has hired a consultant to look at a 10year forecast of trends and emerging labour market issues. This includes the future needs of local employers, skills gaps, training requirements and barriers to hiring and retention.

An end-of-project report will be created by Aug. 31, 2015. Besides Clearwater, Barriere and Blue River, the report will provide a human resource strategy for 100 Mile House, Ashcroft, Cache Creek, Chase, Clinton, Lone Butte, Kamloops, Logan Lake, Lytton, Merritt, McBride, Sun Peaks and Valemount.

“Looking into the future to determine what communities need, and the types of workers required, is what these Labour Market Partnerships are all about,” said Minister of Social Development and Social Innovation Don McRae. “This kind of information is crucial for the future growth and health of communities and their workforces.”

Labour Market Partnerships are a component of the Employment Program of BC’s Community and Employer Partnerships fund for projects that share labour market information and increase employability throughout the province. Labour Market Partnerships help local employers, employee and employer associations, and communities develop ways to deal with worker shortages or changes in the job market so they can prepare for the future. Projects that provide opportunities for people

who are often disadvantaged in the workforce, such as Aboriginal people, people with disabilities and youth, are encouraged.

In 2014-15, the ministry has committed to investing $331 million in employment and labour market programs under the Employment Program of BC.

KAMLOOPS - Current weather conditions make it safer for private landowners, Wildfire Management Branch personnel and industry partners to reduce wildfire risks by burning piles of wood debris.

Many burn registration numbers have been issued in the Kamloops Fire Centre in recent weeks. This means that these burning projects may occur until open fire restrictions come into effect again next spring.

Although residents next to burning operations may see and smell smoke, burning is permitted only on days when the venting index indicates there is good ventilation and the smoke will disperse quickly.

Earth Rangers wow the kids at Barriere Elementary

By Jill Hayward North Thompson Star/Journal Earth Rangers made a stop at Barriere Elementary School on Oct. 27, to educate and inspire students to get involved in protecting Canadian wildlife and preserving their natural habitat.

Using the extraordinary power of live animals to teach students about the issues facing Canadian wildlife, Earth Rangers travel to schools across Canada to share their conservation message and get kids excited about protecting animals and their homes. Earth Rangers will visit 600 schools during the 2014/2015 school year.

On the visit to Barriere Elementary, students had the opportunity to meet some of the Earth Rangers Animal Ambassadors demonstrating their natural behaviours. These included a large red Tegu lizard called Dora, a six month old red fox called Finn, a European Barn Owl called Sonic and a Harris hawk called Linus.

All of the animals were presented in the gymnasium, with the owl and hawk being an especially thrilling presentation as they flew over the heads of all the students who were sitting on the floor of the gym at the time.

There was also a video presentation about what Earth Rangers do, and another about the four animals that are currently being helped by the group; the Eastern Wolf, Western Screech Owl, Bobolink and the Swift Fox. The presentation was very dynamic, fun and a great interactive experience for the students as well as the school staff. The presentation communicated a positive, science-based message about the importance of protecting biodiversity while introducing students to different conservation initiatives across Canada.

Earth Rangers travel all over Canada telling students about animals. Currently there are over 40,000 young Earth Rangers signed up as members in Canada. They all have a passion for wild animals and the study of reptiles and amphibians. Earth Ranger members try to save the animals by helping to protect wild animals in their natural homes or habitat.

Earth Rangers has visited schools in Kamloops and surrounding communities including Barriere thanks to the generous support of Teck.

In the battle against breast cancer, early detection is a woman’s most powerful weapon. In fact, according to the National Cancer Institute, when breast cancer is detected in an early, localized stage, the five-year survival rate is 98 percent. That’s why it is so important for all women to make breast health awareness a regular part of their healthcare routine.

mammogram can detect breast cancer in its earliest, most treatable stages, and many major health organizations recommend annual mammogram screenings for women beginning at age 40 . Experts also recommend clinical breast exams and breast self-exams to check for breast abnormalities on a regular basis. Any woman noticing unusual changes in her breasts should contact her healthcare provider immediately. Women of all ages should speak to their doctor about his or her personalized recommendations for breast cancer screening.

As we recognize Breast Cancer Awareness Month, we remember the women who have lost their lives to the disease, and we voice our support for those in the fight of their lives.

Royal Canadian Mint shoots and scores with Hockey Canada silver collector coin

North Thompson Star/Journal The Royal Canadian Mint is commemorating the 100th anniversary of the founding of the Canadian Amateur Hockey Association, which was the precursor to Hockey Canada, with a silver collector coin.

The unveiling took place at the Fairmont Chateau Laurier, which was the venue for the association’s inaugural meeting on December 4, 1914.

“Hockey is Canada’s national winter game and is played by young and old on frozen ponds and arenas from coast to coast to coast,” said The Honourable Bal Gosal, Minister of State (Sport). “The centennial of Hockey Canada gives us an opportunity to understand and learn more about hockey’s roots in Canada and this stunning coin by the Royal Canadian Mint is a wonderful tribute to a sport we hold dear in our hearts.”

“The Mint commemorates Canada’s history, culture and values and we are delighted to celebrate this important milestone for amateur hockey in Canada,” said Marc Brûlé, Interim President and CEO of the Royal Canadian Mint. “This new collector coin is the perfect keepsake for any hockey fan and collectors of sports or hockey-themed memorabilia wanting to mark this centennial.”

VICTORIA - Deer hunters in the Cherryville area (Wildlife Management Unit 8-23) are being asked to assist with a project to confirm deer in the area are not infected with bovine tuberculosis.

Hunters are encouraged to drop off the heads of any whitetailed or mule deer at collection freezers set up at Frank’s General Store (1139 Highway 6, at the junction of Sugar Lake Road and Highway 6) or the RT Ranch Sausage and Custom Cutting (39 Byers Road, off Highway 6, between Lumby and Cherryville). Bags and identification tags will be provided at the freezers. Arrangements can also be

In 2011, seven cases of bovine tuberculosis were found in local livestock.

Rigorous monitoring is in place, and there have been no reported cases since then, but a working group of the Canadian Food Inspection Agency, the Ministry of Forests, Lands and Natural Resource Operations and the Ministry of Agriculture are undertaking this study to ensure that the disease has not transferred to deer in the area.

So far, there is no indication that deer in the area are infected, but undertaking the study is an important step to confirm the disease is not present.

There are no specific signs of early infections of tuberculosis in animals. In some cases the only signs are microscopic so an apparently healthy animal may be affected.

Because of this, testing for tuberculosis in wildlife is challenging. Examining lymph nodes (glands) in the head and the lungs can give an indication of disease presence,

The bacteria are primarily transmitted through close contact, coughing and sneezing, although fecal and urine contamination of shared feed and water sources can be involved.

Infection is more likely to occur when there is close contact between individual animals, so high animal densities can play a role.

The type of tuber-

culosis that occurs in wildlife and cattle can infect humans but this is very rare. To prevent transmission, hunters should thoroughly cook meat and routinely wash their hands and wear gloves when field dressing game.

The Barriere Elementary School boy’s volleyball team won the TRU Wolf Pack tournament. They were undefeated in the round robin and went on to win the final.

Thompson River steelhead fishery extended to Dec. 31 Submitted KAMLOOPS - The Thompson River steelhead fishery has been extended until Dec. 31, 2014, following confirmation of sufficient returns.

The management regime for Thompson River steelhead was changed in 2014 to allow for an extension or an early closure, depending on steelhead stock status. This year’s numbers are good news, and allow for a safe and sustainable extension to the fishery.

The Thompson River steelhead fishery is one of B.C.’s most renowned sport fisheries and at-

tracts anglers from throughout the province, the rest of Canada and other countries.

The Thompson River steelhead underwent dramatic stock declines in the 1980’s, leading to the elimination of any harvest quota in 1989.

Like sport fisheries for all other wild steelhead stocks in B.C., the fishery for Thompson stocks is strictly catch-and-release only.

Sun Peaks: The story of Gil’s Hill Sun Peaks Over 50 years ago, a few pioneering souls eyed a snowy peak from the bottom of Whitecroft valley.

Climbing to the snowline on horseback, they camped in a sheep herder’s cabin before cresting the northeast ridge of what is now Crystal Bowl in the morning.

They were in search of a mountain to meet their vision and they had found what they were looking for.

Thanks to them, Tod Mountain would become a

rough and tumble ski hill and at the time home to the longest chairlift in North America.

Little could those gentlemen know they were building the foundation of Sun Peaks Resort, a four season resort community that would come to annually host hundreds of thousands of North American and international guests and become one of the premier ski experiences on the continent.

Over the years, Sundance and Morrisey mountains were incorporated. And now, it’s with that same explorers’ spirit that Sun Peaks Resort is continuing to redefine its boundaries today.

This year will see the opening of over 500 acres of new terrain, including the area locally known as Gil’s Hill on the upper reaches of Tod Moun-

tain, which has offered deep, backcountry turns for skiers and riders ever since Gil laid down that first set of tracks.

“I have become, more than ever, of the opinion that like the negative, the RAW image file, is now the “score” to the final performance – the photographic print,” John Enman.

The photographic composer I taught photography in the 1980’s and 90’s for the University College of the Cariboo (now Thompson Rivers University) when the only way to make a photograph was using film.

In my lectures I informed students that as well as learning about their cameras, they must become proficient in negative development and printmaking.

I would emphasize that those serious about the medium of photography would come to realize that what they did with the camera and the negative it produced was only the beginning, and that it was their final print that would set them apart as a photographer. And I would quote famous photographer Ansel Adams, “The negative is comparable to the composer’s score and the print…its performance…”

Film has now been discarded by most serious photographers, although I expect artists will use film creatively for years to come, nevertheless, even with advancing photographic digital technology Adams’ words from the past are still significant.

The digital camera isn’t making a picture in the sense of light

permanently imprinting itself with different intensities on a chemically sensitized surface like film. Instead there are sensors and in-camera computers processing light from thousands of photosites that are transferred to computers as data files for conversion into countless pictorial possibilities.

I have become, more than ever, of the opinion that like the negative, the RAW image file, is now the “score” to the final performance – the photographic print.

I know there are those that haven’t bothered to move their camera selector off JPG (Joint Photographic Group). However, choosing JPG files means those images are pre-processed in-camera and the photographer loses control.

I prefer shooting RAW (not an acronym like JPG, RAW is unprocessed data) and choosing RAW is like having the negative Mr. Adams discussed, affording us total control over those data files or, more importantly, allowing a personal vision of how the final photograph will look.

A young photographer that came into my shop last week got me thinking about this

John E n ma n when, with some kind of misplaced pride, he announced he would never use PhotoShop on any of his pictures because he was only into true reality.

Although I didn’t comment, I thought about the manufacturer’s presets that were applied in-camera to his image files, the sensor’s dynamic range of only about five stops from black to white and the very limited number of colour spaces his tiny JPG files gave him.

Some years ago I attended a print-making lecture during which one of the speakers said in the past he would get up early and drive to some scenic location hoping to capture an impressive sunrise, after which he would package up his film and send it to the lab and leave all decisions to an unknown technician’s personal vision.

However, now he shoots RAW and transfers his image files to his computer and the decision has become his to control

how his photograph will be processed for viewing.

As in the days when I processed and altered negatives in special chemicals and manipulated prints by adding and subtracting light, I now use computer programs to process my RAW images in my quest to perfect my vision of each. And I expect the same thing is true now as it was with my students all those years ago, that what they do with the camera is only the beginning, and to repeat Ansel Adams, “The negative is comparable to the composer’s score and the print (is) its performance…”

Fair officers win awards

exhibitions and agricultural societies across Canada to nominate their “unsung heroes” for recognition. Three winners are selected annually from across Canada to receive an expense paid trip to the CAFE Convention, where they will be honoured at a gala luncheon. This year’s convention is in Vancouver, BC. The 2014 winners of the competition are: “Wanda Aultman, nominated by Powassan Agricultural Society in Powassan, ON. “Susan Page, nominated by the Lone Pine Agricultural Society in Didsbury, AB., and “Leslie Stirling, nominated by the North Thompson Fall Fair, North Thompson, B.C. “These three outstanding women were selected from nominations from across Canada. Each of them exemplifies unselfish dedication to community, and has gone beyond and above the “call of duty” for their local fair or exhibition. These very deserving winners will travel to Vancouver, stay at the Hyatt Regency as guests of CAFE, and be honoured at the annual Convention which runs from Nov. 19 to 21.

“The Canadian Fair Champions Competition is sponsored annually by North American Midway Entertainment and administered by the Canadian Association of Fairs and Exhibitions (CAFE). CAFE is a national nonprofit organization which fosters excellence in leadership in the Canadian Fair Industry by providing programs, resources and leadership.”

• The CAFE Roll of Honour, which has been awarded to Donna Kibble, was established in 1979. This award recognizes distinguished service by an individual or organization to the Canadian fair and exhibition industry. Recipients of the award have made significant contributions to the industry through leadership, vision, specific expertise and/or outstanding service, including impact beyond their local community.

The NTFFRA nomination for Leslie Stirling states, “Leslie Stirling is committed to the NTFFRA, becoming a member in 1982. That year she was the home canning convener and that was only the beginning. She became our treasurer in 2000. In this position, which she has held for 15 years, she has been outstanding and therefore deserves this award. In 2002, 2003, and 2004 Leslie was on the Queen Pageant Committee, a very demanding position as well as treasurer. Being on the Queen Pageant Committee for Leslie, meant being Master of Ceremonies for the events and much travelling with the girls. In 2005, 2006 and 2007 she held another two very busy jobs – secretary and treasurer.

She looked after the money, handled all the entries and correspondence and did them all very well. In 2009 she was the corresponding secretary and treasurer.

She has worked tirelessly for our fair. 2010 saw her again as our treasurer. The relief she experienced in having only one job was short lived as the following year we decided it was time to build our Agriplex. The community could see the potential this building held for our suppressed valley after the wild fire of 2003.

We received a multitude of cash and in-kind donations. Leslie looked after all of this, kept the books balanced and held back the exuberant spenders on this building when she had to. Not an easy job to say the least. We now have a building without a cent owing on it. Leslie deserves much credit for this as she kept the books balanced and accurate as we applied for grants, and donations. She diligently keeps all of our accounts balanced. It is Leslie who has the sleepless nights worrying if she has enough money to pay the bills... but she keeps our eager project volunteers in line with the budget. For the past two years Leslie has run the fair’s downtown office in the shopping mall. She puts in long days herself, as well as organizing other volunteers in the office...”

The NTFFRA nomination form for Donna Kibble included the following, “...In 1988, 1989 and 1990 she was in charge of Group Projects, Community Displays and Women’s Groups. In 1991 and 1992 she looked after the Boys and Girls section as well as Group Projects, Community Displays and Women’s Groups. From 1995 to 1998 inclusive she was convener for Poultry, Pigeons, Cage Birds and Rabbits. 1999 saw her convener for Poultry and Pigeons. In 2000, Donna became president of the NTFFRA, holding this position for the next seven years. For 2007, she was “Hall Boss” for the Exhibit Hall. She was president again in 2010 and 2011... Donna has come up with some really good ideas for our fair and she has worked on getting them in place... Donna has served as president of the BC Fairs and Exhibitions Association as well as a director. She also represents us at the Chamber of Commerce, the North Thompson Volunteer and Information Centre, and at the District of Barriere. Donna has been for many years, and still is, one of our major grant application writers.

It is without a doubt, that Donna is a very valuable volunteer for our fair. This lady has done so much. She has made significant contributions to the industry through leadership, vision, specific expertise, outstanding service, and has made an impact beyond our local community.”

Ingredients 4 ½ cups large potatoes, thinly sliced 1 ½ cups onion, finely chopped 6 oz thinly sliced ham 1 ¼ cup milk 2 tbsp flour ½ tsp salt 2 cups broccoli, chopped 2 ¼ cups grated cheese (divided) Instructions: In a greased 2 quart baking dish, layer in order half the potato with 2/3 cup grated cheese mixed in, half the onion and salt, all of the ham, all of the broccoli, remaining potato with 2/3 cup of cheese mixed in, remaining flour. Pour milk over top.

Cover with remaining cheese. Bake uncovered at 375F until potatoes are fork tender, about 50 minutes.

Facilities include Eco Depots, landmlls, septage pits, transfer stations, and the TNRD Shop at 660 Mission Flat Road, Kamloops. All facilities are fenced compounds that have physically restricted access. The PMP applies to areas located within the Thompson-Nicola Regional District, within the vicinity of the communities of Kamloops, 70 Mile House, Clinton, Cache Creek, Ashcroft, Logan lake, Lytton, Merritt, Aspen Grove, Spences Bridge, Savona, Monte Creek, Westwold, Pritchard, Chase, Sun Peaks, Black Pines, McLure, Agate Bay, Barriere, Darmeld, Little Fort, Blackpool, Clearwater, Birch *sland, Vavenby, Avola, Blue River.

The pest management methods proposed for use include manual, mechanical, cultural, and biological control, and the use of herbicides within the area to which the PMP applies. The common name and examples of the trade names of the herbicides proposed for use under this plan include: aminocyclopyrachor (Navius VM), aminopyralid (Milestone), clopyralid (Lontrel 360), dicamba (Banvel), dinufen[opyr (0verdrive), diuron (Diurex 0 WDG), numioxa[in (Payload), glyphosate (Vantage Plus Max), ima[apyr (Arsenal), metsulfuron-methyl (Escort), 2,4-D Amine (2,4-D Amine 600), triclopyr (Garlon XRT), and the surfactant/adjuvant Hasten. Selective application methods include: wick/wipe-on, injection, squirt bottle, cut surface, soil and foliar applications using backpack or handgun (power hose and no[[le).

The proposed duration of the PMP is from May 17, 2015 to May 17, 2020.

Councillor candiate Shane Quiding said he would like to see the community pull together. “I would also like to see a little less red tape for new business in town, make a safe place for teenagers to go, and it would be nice to have a walkway for scooters. I am very glad for the things the previous council has done and will work hard with the new council.”

Incumbent councillor Pat Paula stated, “I have served on council for seven years and want to continue to be your voice for the next four years. I will continue to work on bylaws, policies and programs for our town...

Incumbent councillor Amanda Sabyan stated, “I am invested in the community. I want everyone to feel this is a safe community. I am someone you can approach and I will be honest with you. We need to become proactive about problems in our community. I feel now I have learned enough over the past three years to be of better use to the District.”

dar mill this year... It’s necessary to work with all user groups and associations. If we are going to attract new people we must continue to maintain what we have. We have a total town package and pride in our community. That’s what attracts people here.”

Incumbent councillor Glen Stanley says he has been a resident of Barriere for 57 years and has served on council for the past seven. “When elected I will be fiscally responsible and I believe in transparent government,” said Stanley, “My vision is to make Barriere a safe place to live. For a job done right re-elect Glen Stanley.”

Wright then moved the forum along to questions that had been submitted by attendees at the door before the event started.

One question asked; What expertise do you have that would benefit a well-rounded council?

Humphreys answered, “Council is a business. We have to grow the town, I have the skills to do this; it is mandatory to do this.”

Smith noted that she was a cost control accountant in a con-

struction company, has taught business courses, and firmly believes in fiscally responsibility.

Eberts said he has a background in municipal government having served as an alderman, and has worked many years within a school district as a maintenance supervisor.

Fennell said he grew up with Red Cross, 4H, student council, served 27 years as a firefighter, and served four years as the Mayor of Barriere.

Fortin said his trade is “... a brick layer, I’m pretty good at laying a solid foundation.”

Janis stated she has an administrative degree, has been a mom for 30 years and is “A jack of all trades.”

Kibble noted she has spent 90 per cent of her time volunteering and being a parent, as well as a foster parent for 40 years.

“I have also been the president of the BC Fairs and Exhibitions Association and I believe in working as a team”.

Quiding stated, “I am a mechanic by trade. I find what’s wrong and I fix it.

That’s my trade and I think I could do pretty good for this community”.

Paula said she worked as a coroner for the B.C. Government, is a registered nurse, taught at Cariboo College, and has been in banking, and research.

Sabyan said she has served in restaurants for 14 years and for the past three years has enjoyed working with people as a councillor.

Stamer says he served on council for seven years, before that the Barriere Improvement District and the Barriere Fire Department Committee. “I take responsibility seriously and I am not afraid to ask the tough questions,” said Stamer, “I believe it is very important to have a strong council.”

Stanley stated he spent many years working on the ball parks and with Barriere Minor Ball which had small budgets. “I served seven years on council working with a small budget. I have been married for 40 years, and there again, a very small budget. I am a team player.”

Other questions included what the candidates could do for youth inititatives in the community, what they would consider improvements for the District, their thoughts

on tax exemptions for small business, and what their thoughts were on medical marijuana as a business for the community? They were also asked what their feelings were on home based business and what were they prepared to do to support them?

Closing statements were given, and then voters mingled with the candidates and asked questions of the individuals they wished to make contact with.

All candidates stressed the importance of voting in the municipal election on Nov. 15.

Humphreys stated in his closing statement, “Last election we were one of the highest voting percentages in B.C. I’m really proud of that..

I hope we will get a progressive council..

Part of local government is to foster the environment for local businesses to be successful.”

To the editor; I want to tell you of an experience we recently had with our plumbing.

After many years of washing bits of plate scrapings, garden dirt and maybe a few toothpicks or drinking straws down the kitchen sink, we had a plugged drain. This problem did not respond at all to draino, a plunger or even a drain snake.

There wasn’t a plumber in the Kamloops yellow pages that had the time or equipment to help us.

We thought we were facing a nightmare, having to dig up our front yard to put in a new pipe. But a conversation with Paul Morris

saved us the trouble.

The Quality Contractors crew were at work in my yard right away. With no damage to my kitchen and only a small hole in my front yard.

Paul, Jack and Tim had my water running and my drains flowing freely again in just a few short hours.

I always thought I had to go to Kamloops for help with such problems; it is very good to know we have people right here in our town of Barriere that can handle these things for us. I hope they know how much we appreciate the help they gave us.

Give pause on Remembrance Day, November 11 Throughout history, millions of soldiers have marched into wars to protect the freedoms of their countries. Remembrance Day is a solemn time to commemorate those soldiers’ achievements and sacrifices and to pay respects to soldiers who died in battle.

In the United States, people honor their present and past military on Veterans’ Day. In British commonwealth countries and territories, including Canada, November 11 is known as Remembrance Day. Since the end of World War I, memorials to remember those of the armed forces who fought in battle and perished in the line of duty have been dedicated on this day.

Armistice Day origins

Remembrance Day was once known as Armistice Day because it marks the signing of the armistice that put an end to the hostilities of World War I. On the 11th hour of the 11th day of the 11th month of the year, guns fell silent after more than

four years of continuous warfare between the Germans and Allied troops. The armistice agreement was signed in a French train carriage at 11 a.m. Later, the carriage where the historic event took place was placed in a specially constructed building to serve as a monument to the defeat of Germany.

Although it was moved

by German forces and later destroyed during World War II, after that war ended a replacement carriage, correct in every detail, was rededicated on Armistice Day in 1950.

Remembrance Day evolution

Armistice Day was renamed Remembrance Day after World War II to commemorate soldiers from both world wars. It is now used as a way to pay homage to any fallen soldier.

Each year a national ceremony takes place at the Cenotaph in Whitehall, London, a monument erected as a memorial to soldiers buried elsewhere. The Queen will lay the first wreath at the Ceno-

taph, while others will leave wreaths and small wooden crosses.

In Canada, Remembrance Day is a statutory holiday in many provinces and territories. Official national ceremonies are held at the National War Memorial in Ottawa.

Events begin with the tolling of the Carillon in the Peace Tower, during which members of the Canadian Forces participate and congregate at Confederation Square.

Similar ceremonies take place in provincial capitals across the country.

Very often moments of silence are offered for lost lives.

What about the poppies?

One of the unifying symbols of Remembrance Day is the poppy that is worn to honor lost soldiers. The bold, red color of the flower has become an enduring symbol of those who died so that others may be free.

The poppy became a symbol for a specific reason. Some of the most concentrated and bloody fighting of World War I took place in Flanders, a region in western Belgium. As a result of the fighting, most signs of natural life had been obliterated from the region, leav-

ing behind mud and not much else. The only living thing to survive was the poppy flower, which bloomed with the coming of the warm weather the year after fighting in the region had ceased. Poppies grow in disturbed soil and can lie dormant in the ground without germinating. Without the war, they may have never come to the surface.

John McCrae, a doctor serving with the Canadian Armed Forces, was moved by the vision of poppies flowering in Flanders and wrote a poem titled “In Flanders Fields.”

After the poem was published, it received international acclaim, and the poppy became a popular symbol of those lost in battle.

Men traditionally wear the poppy on the left side of the chest, where a military medal would be placed.

Women wear it on the right side because that is where a widow would wear her husband’s medals.

Remembrance Day is celebrated every year, providing people humbled by the sacrifices of soldiers an opportunity to remember those soldiers’ efforts to secure freedom.

has made it his career of choice. During his career in the Navy he has circumnavigated the world and has been on support missions for Afghanistan operations. This is his third deployment on anti-terrorism patrols.

He presently lives in Halifax, having moved there from Victoria last year. When he is at home, he often spends time sailing on his sailboat.

His job is steward, which entails being an aide to the officers, first responder for first aide and serving during diplomatic and special dinners along with various other duties. Higher ranking stewards manage warehouses, accommodations and nonpublic funds.

The ship spent some time in the Black Sea on Operation Reassurance under NATO’s Operation Active Endeavour, where it was visited by

Russian fighter jets and is presently on anti-terrorism patrols in the Mediterranean as part of Operation Reassurance still.

The Royal Canadian Navy frigate HMCS Toronto is currently on patrol in the

Mediterranean Sea. Canada has committed HMCS Toronto to NATO Standing Maritime Forces as part of NATO reassurance measures.

HMCS Toronto departed from Halifax, Nova Scotia on 24

July, 2014 and arrived in its area of operations in the Mediterranean Sea on Aug. 3, 2014. HMCS Toronto has a crew of about 250 personnel that includes a CH-124 Sea King helicopter air detachment.

Your poppy donations at work for your community veterans For years, you’ve generously donated and proudly wore your poppies to show you remember. Did you ever wonder where the money goes? Although the annual poppy campaign only lasts for a couple of weeks each fall, poppy funds are hard at work all year long.

When it no longer became practical for Veterans Affairs Canada to maintain the “Vetcraft” operations,

the Legion volunteered to take on the continuing responsibility for the production of Poppies. In so doing, Dominion Command has awarded a production contract to a Canadian company to produce the Poppies. All operations are conducted under strict Legion control and oversight.
