The Greenwood all candidates meeting on Wednesday, Oct. 29 attracted 110 people but only six residents stood to direct questions to the five council candidates and three mayoralty candidates. During her opening statement, Councillor Darla Ashton pledged to work for safety of citizens and visitors in pursuing marked crosswalks in the downtown corridor and rebuilding a community gathering place in Lions Park. First-time candidate Christopher Yates kept his opening statement brief, simply introducing himself and saying he is looking forward to meeting the voters both at the meet-
ing and over the next weeks of the campaign. Incumbent mayor Nipper Kettle took credit for locating doctors who will continue to serve the public at the Greenwood clinic. Barry Noll praised community pride and teamwork. First-time candidate for mayor Ed Smith pledged to work under a banner: “Business with leadership– working for a better community; with decisions based on facts, but without “lone rangers.” Nola Tutti, running in her first campaign for a seat on council. reviewed her list of qualifications and said she’d put her name forward to force a debate and election, explaining that, had she not run, council would have been acclaimed.
When the floor was opened to the public, Jerry Gagnon asked for assurance from council that should a water bottling plant be opened in the city that residents of Greenwood and Anaconda would have their needs met first. Kettle responded that the aquifer, “which is about 60 or 80 feet under the city has seven trillion cubic litres refillable— so I don’t think we are going to run out of water. We have plenty of water. Whatever we do it will be Greenwood first for water.” When questioned about the tax rates levied to Greenwood property owners only Ashton argued for cuts – citing labour costs as one area that should be looked at. Others candidates said that the taxes provide for services and that,

with no industrial base to help share the burden, there is little opportunity to cut taxes. Yates said he would like to see a water bottling plant opened to help bring in revenue. Lang said that only once in her years on council did they opt for a zero per cent increase in taxes, and they had to follow up the next year with an eight-per-cent increase to catch up. Resident Byron Goch asked present council if the proposed bottling plant would create opportunities and employment for the residents. Kettle answered, “We are in negotiations with a company to invest in a water bottling plant for the city of Greenwood that will provide jobs—

My name is Earl Lehmann and I wish to be your representative on our village council. I am a retired engineer, having been employed by the B.C. and federal governments for over 26 years. I also managed an apartment with my wife
sense of humour to the business of the village. I do my utmost to make things happen and purposefully make every effort to represent all interests in the community. I understand the need to make Midway visible to the world around us and view Midway as a cooperative, equal player in the Boundary. We need to plan around the aging demographics of our community, keeping in mind the need to entice younger people to call Midway home. Volunteers are the lifeline for many local community services and as the population ages, the village may have to come up alternative strategies for services like our fire department. As a member of council I am proud of our accomplishments over the past few years, namely: reopening of the Midway sawmill, a community for-
est, village revitalization bylaw, village beautification including the community garden, village website upgrade, arena up grade and expansion, museum up grades and riverfront park expansion and upgrades. I ask for your support on Nov. 15 in order to continue to build on our successes and look for new initiatives that will endeavour to make Midway a town that does survive and prosper. In order for small towns to survive the urbanization onslaught we must: form alliances with nearby urban regions, go global, welcome immigration, build a strong social infrastructure, exploit all of a town’s assets, think regionally and finally If you’ve got it, flaunt it. portive relationship with our fire department as they deal with training regulation changes, inevitable changes in leadership, and partnering services with Area E is a must. The village needs to do some serious planning and marketing. We cannot wait for business to find us. We can: • Load more information into our website • Identify the lands that are available for development • Have a ready-to-present plan for the airport lands that includes domestic, business, recreational, agricultural, lowincome, and ecological aspects. Over the past three years, I have attended many council meetings to keep myself abreast of council decisions and community concerns. I would appreciate your vote to bring my energy, experience, vision, and determination to council.

I have volunteered as a director in a salmon enhancement program in Abbotsford, with the Abbotsford Police Department as well as a volunteer teacher in a local school. My hobbies over the years have included farming and volunteering as a prison counsellor. Being one of the founding directors of the Abbotsford Crime Prevention Society also found its way into my time schedule. Since moving to Midway seven years ago, I have come to love the Boundary country and hate to see Midway die under the strains of today’s fast moving progress. I would like to see
us move forward in a sustained but slow growth without losing our country atmosphere. I wish to go forward with the help of our people. We deserve to be well known as a stopping place for tourists. We need to advertise ourselves as the community people like to live, work and play in. We have so many amenities here. I am a people person and am interested in representing your needs and desires for our village and to be available for you at all times. Questions hopefully asked The Greenwood All Candidates meeting raised more questions than were answered about the negotiations the city is involved with to bring a water bottling plant to the community. Mayor Kettle made the comment that the aquifer has, “seven trillion cubic litres refillable—so I don’t think we are going to run out of water.” It is somewhat worrisome that he didn’t cite a report or study that will give the residents some assurance this is a reliable number. Given that the province currently has no law in place regulating groundwater in B.C. (though new legislation is in the works), how would Greenwood be compensated for the removal of this water from the groundwater table? Here is a quote from a news article about District of Hope and the Nestle water plant they have there: “If you walk into Cooper’s Foods in downtown Hope— less than 5 kilometres away from Nestlé’s bottling plant—and buy a 1.5 litre bottle of Nestlé Pure Life water, it will set you back $1.19. That’s $1.19 more than Nestle paid to the government last year for withdrawing more than 265 million litres of fresh water from the well. “ What protection does the city have that this company won’t just set up their own bottling plant outside city limits where they might save taxes? Have feasibility and environmental impact studies been done to ensure extraction of large volumes of water would not harm the aquifer? What rights would local government retain to shut the tap off on water exports if they should prove detrimental? These questions weren’t asked at the all candidates forum last week. Hopefully they have been asked at the council table in their in-camera meetings on the subject.

I will start off by telling you about myself. I moved to Midway, British Columbia in 1981. I live with my loving wife and two amazing children! I cannot think of a better community to have started my family, or raise my children. I own a small business, Pourboys Mechanical, and have seen good times and bad. I believe that small business is the heart and soul of any community. Such businesses offer jobs, peace of mind and even financial
security to the very people that live in these communities. Most recently we have had the opportunity and good fortune to have Vaagen Fibre Canada invest in our community. Opening the community to new businesses, big or small, is a benefit for all citizens and will bring new opportunities to many. With more people, comes more growth, which is a benefit for the community as a whole. I myself welcome all newcomers to the village and think that an
amazing place such as this has a lot to offer anyone considering the area as a place for them and their families. I would like to express my sincere thanks and gratitude to all past and present mayors and village councillors for helping shape this community into what it is today. I would also like to thank the local citizens for all their volunteer work and dedicated time to the groups and societies that are in this community.

My name is Marguerite Rotvold and I have lived in Midway since 1981. I was employed at the Port of Midway as a customs officer for 21 years and retired five years ago. I am a member of the Midway Seniors, Citizens on Patrol, RCMP Consultative Committee that sponsors the Mountie for a Day for Grade 7 students, and the free New Year’s Eve Family Fun Skate. I am village council’s representative to the Regional District of Kootenay Boundary and West Kootenay Boundary Hospital District
and have been elected chair of the 29-member board for the past five years. I am also on the Kettle River Advisory Committee that is doing a study for the sustaining of the Kettle River. I believe that you must be active in your community and contribute as a volunteer to sustain the growth of our community. Thank you to each and all the volunteers that give their time and service to the organizations and groups that make Midway the community we have today. Thank you to the businesses and owners
that work hard to provide services, products and jobs that help sustain our community and residents. As a member of council I will work towards a sustainable and healthy community and promote Midway as a vibrant and prospering village to work, raise a family and retire in. I will do my best to be aware and act on the concerns and needs of the citizens of Midway. My door is always open to hear issues you may have. I ask the citizens of Midway to allow me to use the knowledge and experience that

My name is Gary Schierbeck and I am running for councillor for the Village of Midway. The reason I am running for council is that I care about Midway and I believe that I can help make Midway a better place. Midway has so much to offer now through sports and recreation but it could offer so much more if we develop it in a positive and responsible way. I believe that we have to work harder promoting economic development, we have to recruit industry, small and large to invest in our community
which creates jobs and jobs are what it will take to get families to move to Midway. Midway is a great place for retirement and we have to promote it. We have to have growth to keep our community prosperous and sustainable. We also have to continue on having a good working relationship with our neighbouring communities and regional district agencies such as Interior Health, Boundary Economic Development Commission and the Boundary Country Regional Chamber of Com-
merce. Midway has now been awarded a community forest and the next few years is an opportunity for Midway to grow and prosper. We still have a lot of work to do and I want to be a part of that, so on Nov. 15 I ask you for your vote to help make that happen. Thank You.

Government of Canada announces new tax credits for families The past few weeks have been full of new and exciting tax credits for families.

Several weeks ago, the government announced two major changes to the Child Fitness Tax Credit: the maximum expense claim has doubled from $500 to $1,000 for the 2014 tax year. Even better news; this credit will be refundable starting in the 2015 year, which means you will get money back even if you have no taxes payable. Other big announcements include expansion of the Universal Child Care Benefit to include a new benefit for children age 6 – 17 at $720 per year per child per year. As well, the yearly benefit for children under six has increased from $1,200 to $1,920. Both of these measures will be in effect for the 2015 tax year. On October 30, 2014, the Prime Minister and several MPs announced new measures to help ease the tax burden on families. Documentary discovers past through eyes of veterans The Veterans: Discovering Our Military Past Through The Eyes Of Those Who Were There is a 62-episode online documentary series illustrating the impact of Canada’s participation in foreign conflicts and crises on Canada, Canadians and the military from the First World War up to and including Afghanistan. The documentary is presented as an oral history providing a look at Canada’s veterans and the serving men and women of the Canadian Forces, their experiences during time of service and what impact it had on them. All branches of service are included. By examining this series episode by episode you will discover how Canada’s military evolved into the modern, welltrained and highly capable military it is today. You’ll hear from
those who were directly involved in that transition process. The men and women interviewed in the documentary series served selflessly to help make this a better place for everyone. They served to protect our freedom, champion human rights, promote Canada’s values and preserve democracy. Let us never forget what they have done and how much we owe them. The design of the commemorative pin and the illustration on the certificate are based on the original “Victory Nickel” which features a flaming torch and a large ‘V’ standing both for victory and the coin’s denomination. The coin was originally in circulation from 1943 to 1945 and was re-issued in 2005 to commemorate the 60th anniversary of Victory in Europe Day. Today’s ceremonies were held in conjunction with Canada’s World Wars Commemoration period, which was launched last month to mark the Centennial of the First World War. Between now and 2020, the Government of Canada will organize and support events and initiatives that pay homage to the many Canadians and Newfoundlanders who served during the World Wars, and will recognize the enduring legacy of these historical events.

Letter that sits on the bar at the Greenwood Legion ~ It reads:
The average age of the Canadian military man is 19 years. He is a short haired, tight-muscled kid who, under normal circumstances is considered by society as half man, half boy. Not yet dry behind the ears, not old enough to buy beer, but old enough to die for his country. He never really cared much for work and he would rather wax his own car than wash his father’s; but he has never collected unemployment either. He’s a recent high school graduate; he was probably an average student, pursued some form of sports activities, drives a ten year old jalopy, and has a steady girlfriend that either broke up with him when he left, or swears to be waiting when he returns from half a world away. He listens to rock and roll or hip-hop or jazz or swing and 155mm howitzer. He is 10 or 15 pounds lighter now than when he was at home because he is working or fighting from before dawn to well after dark. He has trouble spelling, thus letter writing is a pain for him, but he can field strip a rifle in 30 seconds and reassemble it in less time in the dark. He can recite to you the nomenclature of a machine gun or grenade launcher and use either one effectively if he must. He digs foxholes and latrines and can apply first aid like a professional. He can march until he is told to stop or stop until he is told to march. He obeys orders instantly and without hesitation, But he is not without spirit or individual dignity. He is self sufficient. He has two sets of fatigues: He washes one and wears the other. He keeps his canteens full and his feet dry. He sometimes forgets to brush his teeth, but never to clean his rifle. He can cook his own meals, mend his own clothes, and fix his own hurts. If you are thirsty, he’ll share his water with you; if you are hungry, his food. He’ll even split his ammunition with you in the midst of a battle if you run low. He has learned to use his hands like weapons and weapons like they were his hands. He can save your life – or take it, because that’s his job.
He will often do twice the work of a civilian, Draw half the pay and still find ironic humour in it all. He has seen more suffering and death than he should have in his short lifetime! He has stood atop mountains of dead bodies, and helped to create them. He has wept in public and in private, for friends who have fallen in combat and is unashamed. He feels every note of the National Anthem vibrate through his body while at rigid attention, while tempering the burning desire to ‘squareaway’ those around him who haven’t bothered to stand, remove their hat, or even stop talking. In an odd twist, day in and day out, far from home, he defends their right to be disrespectful. Just as his Father, Grandfather, and Greatgrandfather, he is paying the price for our freedom. Beardless or not, he is not a boy. He is the Canadian Fighting Man that has kept this country free for over 200 years. He has asked nothing in return, except our friendship and understanding. Remember him, always, for he has earned our respect and admiration with his blood. And now we have women over there in danger, doing their part in this tradition of going to War when our nation calls us to do so. As you go to bed tonight … ‘Lord, hold our troops in your loving hands. Protect them as they protect us. Bless them and their families for the selfless acts they perform for us in our time of need. Amen’

Noll suggested infrastructure for hiking, biking and ATVs. “It is something we can work on to help drive our community and make it a destination location,” Noll said. When resident Ron Sather asked why the city doesn’t have a public campground Ashton rose to say she had drawn up a rough plan when she was first elected. “Grant opportunities don’t come along a lot. But if anything comes along that I could sink my teeth into that is something I would love to see.” A written question asked how to improve communication between council and residents. Currently the city publishes a quarterly newsletter in the paper and hosts a website, though the meeting was told that training for office staff to keep the website updated is needed. Smith pledged to consult with citizens during the campaign to find out how they would like to communicate with city hall. I know our labour is about 50 per cent of our entire budget.” Resident Edgar Robinson asked for an accounting of the costs for the 2012 Greenwood Gold bottled water project that was done after the city won first place in the Berkeley Springs water tasting competition. No one on current council was able to provide the numbers. Kettle said it had been a council decision to try and entice a company and build something in Greenwood. He said the city spent between $22,000 and $25,000. “We did the community very proud.” Robinson replied that he too was proud of the water, but, “I just want an accounting.” “I am sure if we went through the records we would find an accounting,” said Noll.

He said the city has changed to a new accounting system that should be able to provide the figures needed. Resident Lynn Thomas rose to make sure the candidates were aware that the community would like the sewer treatment plant repaired. Kettle replied, “I am committed to getting a grant that will replace the current system and two lift stations. Our infrastructure is 60 years old or more.” Closing statements were followed by a mingling of voters and candidates. Voting takes place from 8 a.m. to 8 p.m. at City Hall on Nov. 15.

I was interested to read the story in last week’s Boundary Creek Times about the attempt to have me not moderate the all candidates forum in Greenwood by Mayor Kettle and Councilor Lang. Though the event is now past and went very smoothly as expected, I want to
clarify the comments made by Councilor Lang. The single letter (not letters) I wrote about the mayor was from my position as President of the Rock Creek Medical Society, calling him on his handling of communication with regard to a cooperative health care effort we were involved in along with Interior Health. In that letter I stated that I did not fault Mr. Kettle at all for trying to get health services for Greenwood, only that he did not live up to his agreed upon

My biggest concern was that for the most part the public was there to hear something and was told nothing. Only four people of about 100 asked any questions. I caught one ladies comment as she was leaving the meeting: “This was a (explicit) waste of time.” To that poor lady I suggest if you did have a question and did not ask it perhaps you indeed wasted your own time! We did hear very clearly about how many committees they have all been on and how they have worked so hard on these committees. I quietly asked myself, isn’t that what they are supposed to do? The fence for example is part of our cemetery trust fund and the RD renewal project. What did they do to make a difference? They have overspent the legal budget by well over $10,000. We have two

Bylaw 462, a bylaw to amend the Village of Midway MIDWAY Discharge of Firearms Regulation, came up for final adoption. It was being amended to include bows, making them illegal to shoot within municipal limits. Councilor Marguerite Rotvold took a strong stance against adding bows to the bylaw, stating it is a recreation that many people enjoy in the area, and has never been an issue before. Council disagreed, and the bylaw was adopted—a bow is now considered a firearm in that bylaw. “Talking to a mayor from a small community,” Rotvold argued during discussion of the amendment, “he said they went through their bylaws and got rid of about a third or more of them.” Rotvold said they eliminated those bylaws they couldn’t enforce. “The fact that we had no complaints about these bows, I do not
support it being included,”

After a serious injury occurred to a resident on Florence Street, more crosswalks may soon come to the community, the ‘Bow Debate’ goes into its final round, and Vaagen Fibre is starting to feel the heat this winter season. These are just some of the topics discussed at the Midway council meeting on Nov 3. Vicki Feist, president of the West Boundary Senior Housing Society, wrote to council asking that two crosswalks be installed across Florence Avenue—one at Ninth Street and the other at Sixth Street. She wrote that a Parkview Manor resident was injured crossing Florence. Council agreed that having a crosswalk would be a good idea, especially with seniors housing nearby. Council will write a letter to Emcon Services and follow up to put this into further debate.

It was also argued to be a safety issue. “Discharging a bow in a city lot is terribly, terribly unsafe,” said Councilor Gary Schierbeck. “It can bounce off of something, hit somebody, or go through their target. These things are not toys, they’re weapons. I think safety is of the utmost here.” Finally, Councillor Richard Dunsdon reported millworkers are beginning to get worried as they are now down to only three days a week. Schierbeck told council that he had phoned and discussed the matter with Vaagen Fibre mill manager Chris Waters, and asked him what happened, and why the

mill was down to three days a week. “Primarily their policy to keep low inventory… and they fell into dire straits when they had a couple of cutting permits that were not approved on time,” Schierbeck said, “so that put them behind the eight ball.” Schierbeck continued, “Weather changed and again that put [Vaagen Fibre] behind. Kind of a perfect storm.” Mayor Randy Kappes said in response that it was brought up that it “should be a management thing,” and that Vaagen has been in business long enough that that it may be just a story. “Maybe they’ll change their policy now that they’re behind.” Schierbeck said. Dunsdon said he was approached and asked what Midway council can do to help, but as Dunsdon put it, “We’ve done just about every-dang-thing we can do as a council. They have to step up and deal with that.”

Predators getting lots of ice time The Boundary Predators teams now have two weekends under their belts. Last Sunday saw a full day of action with three games on home ice in Midway. The Predator Pee Wees played a great game against the Nakusp Falcons that ended in a 5-5 tie. Rylonn Elliot got a hat trick and Marcus Getz and Sarah MacDonald each scored a goal. Assists went to Elliot (1), Stephen Kohler (1), Ben Macfarlane (1) and Getz (2). Boundary Predator Atoms fell 11-5 to the Nakusp Falcons. Danny Macfarlane scored four goals and Aiden Colin got the other. Two assists apiece to Wade Macdonald and Charles Foy. The Midget House team were defeated by the Spokane War Horse1 by a score of 7-2. Patrick Cudworth scored both Predator goals and Tanner Watson got an assist. The previous week (Oct. 25) home ice action saw the Midget Predators outscore a tired Coeur D’Alene team 5-3. The Coeur D’Alene Thunder team was finishing up a weekend on the road, with two games in the Kootenays on Saturday; and they were light on the bench as well, with only
nine players dressed for the game. In that game the Predator Midgets Derik Launier got one goal. Patrick Cudworth scored the other four for the home team. Assists went to Kari Durban, Derik Launier (2), Sheinah Bosovich, Adam Tereshita, John-Thomas Boltz and Tanner Watson. Also on Oct. 25 the Pee Wee Predators dropped their first game of the season to Grand Forks2 by a score of 8-2. Elliot scored both goals for the Pee Wee Predators; with one assist going to Grayson Fromme. The Predator Midgets team have two away games on Saturday. They are playing Greater Trail1 at 10:15 in Rossland and go up against Greater Trail 2 at 4:15 in Beaver Valley. This Sunday (Nov. 9) there are three games scheduled at the Midway arena. The Predator Novice team is on the ice at 10:45 a.m.; Atoms take on Kaslo at noon and the Pee Wees are up against Greater Trail1 at 2 p.m. On the fundraising front, Rick Lindseth won the Boundary Minor Hockey World Series Grid Raffle.
