NOTICE TO ELECTORS OF THE CITY OF CRANBROOK OF AN ALTERNATIVE APPROVAL PROCESS FOR BORROWING FOR Replacement of the Irrigation Pump Station Motor Control Center Motor Control Center (MCC) – Spray Irrigation Facility Loan Authorization Bylaw No. 3812, 2014 Notice is hereby given that under Sections 86 and 179 of the Community Charter the Council of the City of Cranbrook proposes to borrow up to $700,000 for the replacement of the Irrigation Pump Station Motor Control Center at the Spray Irrigation Facility.

To finance the Motor Control Center replacement Council proposes to borrow from the Municipal Finance Authority of British Columbia (MFA) a sum not exceeding $700,000. The borrowing will be amortized over a maximum twenty (20) year period.

The estimated impact of this borrowing on a taxpayer with a 15.25 meter (50 foot) lot is an annual charge of $8.

A Public Information Package on this proposal is available at City Hall reception, 8:30 am to 4:30 pm Monday to Friday, except Statutory Holidays, at 40 – 10th Avenue South, Cranbrook, BC, or on the City website at www.cranbrook. ca.

If less than ten percent (1,481) of municipal electors submit an Elector Response Form the borrowing proposal will be deemed to have the approval of the electors and the Council of the City of Cranbrook may proceed to adopt Motor Control Center (MCC) – Spray Irrigation Facility Loan Authorization Bylaw No. 3812, 2014. For the purpose of conducting the alternative approval opportunity, the number of electors is calculated as 14,810.

Resident Elector – You are entitled to submit an Elector Response Form as a resident elector if you are age 18 or older on the day of submission, are a Canadian citizen, have lived in BC for at least six months, and have been a resident of the City of Cranbrook for the past 30 days or more.

Non-Resident Elector – You are entitled to submit an Elector Response Form as a non-resident property elector if you are age 18 or older on the day of submission, are a Canadian citizen, have lived in BC for at least six months, have owned and held registered title to a property in the City of Cranbrook for the past 30 days or more, and do not qualify as a resident elector.

NOTE: Only one non-resident property elector may submit an Elector Response Form per property, regardless of how many owners there may be. If there is more than one registered owner of the property (either as joint tenants or tenants in common), only one individual may, with the written consent of the majority, sign an Elector Response Form.

“We’re already starting to see some influenza activity around the province, which suggests that this flu season may be coming earlier than past flu seasons,” Kendall said this week.

Kendall joined Health Minister Terry Lake and other MLAs who rolled up their sleeves to receive their annual flu shots at the B.C. legislature.

Lake said flu vaccination is on the upswing in B.C., with last year setting a record for doses of vaccine administered. That includes 76 per cent of health care workers, who are now required to get vacci-

nated or wear a mask in patient care areas during the winter flu season.

Contrary to popular misconceptions about “stomach flu” or “24hour flu,” influenza is a severe respiratory disorder caused by a group of viruses that circulate globally.

The Public Health Agency of Canada estimates that 3,500 people per year die of complications from influenza, particularly seniors and people with underlying conditions such as asthma. There are more flu-related fatalities than from all other vaccineprevented diseases combined.

Flu shots can be

obtained from doctors’ offices, pharmacies and public health facilities. To find the nearest flu shot clinic, call HealthLink BC at 8-1-1 or visit the influenza clinic finder at www. immunizebc.ca/clinics/ flu.

Flu shots are free in B.C. for all children between six months and five years of age, seniors 65 and over, pregnant women, aboriginal people, anyone with a chronic health condition or compromised immune system and those who live with or plan to visit a person with high risk of complications.

you had access to me I brought in monthly Coffee with the Mayor sessions, reinstated monthly Brown Bag meetings, brought in an open door policy (“sure you can see the Mayor”) and attended over 300 community events. I will continue these over the next four years.

Potholes and the longstanding poor condition of many of our streets remain a challenge. This is a problem Council inherited, as keeping up with old and failing infrastructure has not always been a priority in the past. This Council committed to the principle that the first 1.75% of any annual increase in property taxes would be dedicated to improving roads and replacing aging infrastructure.

We now have a 15 year Capital Plan that lays out what infrastructure will be replaced and when.

The challenge remains that every 1% increase in property taxes only results in $219,000 in new revenue, and replacing sewer, water, storm drains and road surfaces can cost $500,000 or more per block.

Our economy is on the upswing. Comparing January to September 2014 with the same period in 2013 the indi-

cators are up in every category. Airport passenger numbers are up 10%. Building permits are up in every category with construction totaling $27.9 million in 2014 compared to $8.6 million in 2013. 132 single family homes sold in Cranbrook between January and September, up 34% over 2013.

There are almost 1400 businesses licensed in Cranbrook with 98 new licenses issued up to September, an almost 30% increase over 2013.

Much has been accomplished but there is more to do! We must continue to invest a minimum of $3,000,000 annually into fixing potholes and improving roads. We need to: grow our tourism economy and ensure that serviced lots are available for new industries; leverage “Sunniest City in BC” into new solar energy and greenhouse economies; find a permanent home for the arts and continue to improve the appearance of Highway 3/95 through Cranbrook; protect Joseph Creek and expand our walking/ cycling networks; help in the recruitment of new family doctors and continue the upgrades to our sidewalks and buildings to improve access for those with disabilities; promote non-lethal management of our urban deer while harvesting them as required for public safety; ensure that Cranbrook is an Age Friendly and Youth Friendly community.

Blue Lake Goblin Gallop raises funds On October 26, Blue Lake Centre hosted the 1st Annual Goblin Gallop Walk/Run for Camp in partnership with the Bigfoot Running Club. 100% of the proceeds were donated to Blue Lake Centre to support environment education camp programs for

youth. The walk/run began at the College of the Rockies and continued along 4km or 8km trails through the Cranbrook Community Forest. Thank you to the Bigfoot Running Club, Cranbrook Community Forest Society, Cranbrook Search and Rescue, volunteers and

participants for making this fundraiser a success and raising over $1,200 for Blue Lake camp programs!

This fall, Wildsight hosted community apple harvest days in Kimberley and Cranbrook. A group of volunteers picked apples from unloved local trees and then invited everyone to come help with the apple juicing process. Seeing the apple juice start to flow from the press is always an exciting moment for the kids. The harvest days are a chance for anyone to try out Wildsight’s free loaner equipment including orchard ladders, pickers, apple juice presses, apple sauce makers, and dehydrators. Bat Bio-Blitz detects endangered species Submitted Conservation groups have answered a request from the B.C. government to help study a group of species soon to face devastating population die-offs -- bats – and have released a report about bats in the Flathead River Valley just in time for Hallowe’en.

The groups organized a formal inventory in July that brought together 10 bat biologists and seven citizen scientists to conduct the firstever BioBlitz dedicated exclusively to the study of bat species in the Flathead. The BioBlitz follows a public plea made in June by B.C. Environment Minister Mary Polak, who asked citizen scientists to count bats because “there is surprisingly little known about local bat species and their numbers.”

These two species have been decimated by the millions in eastern Canada by a fungal disease called White Nose Syndrome, which attacks bats while they are hibernating. The disease, introduced from Europe, is spreading westward in Canada.

Dr. Cori Lausen, a bat specialist at Wildlife Conservation Society Canada who led the Flathead Bat BioBlitz, said White Nose Syndrome has not yet been detected in B.C., but could arrive any time. If spread by bats alone and not humans, Lausen said the disease is expected to arrive within the next decade.

Lausen and her team captured seven different bat species during the BioBlitz, including the little brown myotis, silver-haired bat and hoary bat. They acoustically detected three more species, including the highly-endangered northern myotis and eastern red bat. Lausen’s report, “July 2014 Bat Inventory of Flathead River Valley,” says if the eastern red bat is present in the Flathead it would represent a provincial range extension of 850 kilometres south.

This species resides east of the Continental Divide, in Waterton Lakes National Park adjacent to the Flathead, so if the eastern red bat moves over high altitudes it could be present in the Flathead.

Flu Vaccine Update

It is that time of year again when we all start moving indoors due to cold and inclement weather (although I must admit I am resisting the end of summer, a couple friends and I were out waterskiing last weekend…yes, a few screws loose indeed).

Wetsuits and waterskiing aside, we all know that along with more time spent inside and less sun exposure (and less Vitamin D production) comes cold and flu season. And leading the way is the call to get your annual flu shot.

In March of this year an updated flu vaccine review was published by the Cochrane Collaboration, a not-for-profit group of health practitioners and researchers who publish accessible health information that is free from conflict of interest. In this latest review that uses evidence up to the end of 2013, 119 research studies that compare the effectiveness of flu vaccines with placebo were reviewed.

According to this review, flu vaccines have a very small effect on reducing the incidence of flu and flu-like

with assistance from COSCO

symptoms. More specifically, 40 people need to be vaccinated in order to prevent one case of Influenza Like Illness (ILI). ILI has all the symptoms of the flu but is caused by any one of 200 organisms other than influenza A or B. Even worse, 71 people need to be vaccinated in order to prevent one case of actual influenza. The data shows that getting a flu vaccine does not reduce the number of days missed from work or school and does not reduce the number of people hospitalized for influenza or ILI. The protection given to pregnant women, according to this review, is uncertain and at best very limited. On the brighter side, getting a flu vaccine is not associated with the onset of MS, optic neuritis or Guillain-Barre. The bottom line, according the Cochrane Review, is that flu vaccines are safe and largely ineffective. Exercise, reducing sugar intake, regular hand washing and supplementing with 2000IU's of vitamin D3 are simple, effective steps you can take at home to reduce your risk of getting influenza or ILI.

Operation Christmas Child in Elk Valley It’s full steam ahead for the Operation Christmas Child Campaign in the Elk Valley.

Operation Christmas Child local media spokesperson Gary Cavers announced the locations for pick-up and drop-off centres in Fernie and Elkford. This year only, Sparwood residents will need to pick-and drop-off their boxes at a Fernie location.

Extra Foods in Fernie is back again as a pickup and drop-off centre and Kootenay Custom Interiors at 402, hwy #3 in Fernie has been added to the list.

Overwaitea Foods in Fernie will be a dropoff centre and the Community Credit Union in Elkford is a distribution and drop-off business.

Some local churches will also have boxes available.

A new committee needed to be formed in the East Kootenay. Most of the former group retired or stepped down due to health, job and personal obligations that

prevented them from continuing. Their tireless enthusiastic efforts over the years have been appreciated by the com-

As a result of the slow start-up, families in the Elk Valley will have to hurry to pick up their Christmas Child Shoeboxes and fill the boxes with gifts for needy children living in poorer countries around

the globe.

The deadline for returning your shoebox to a drop-off location near you, is between November 17th and 24th.

Remember to enclose a $7 donation in each shoebox you send. The

money is used to help towards the expense of getting your shoebox into the hands of a needy child. In your box you can place cash in a sealed envelope or make a cheque or money order payable to Samaritans Purse.
