Staff layoffs spark debate among candidates KEVIN PARNELL A restructuring within Lake Country municipal hall that saw staff layoffs over the past three year municipal term was the hot topic of discussion Thursday night in Oyama as the Oyama Community Club hosted a candidate’s forum in advance of the upcoming municipal elections.

Candidates were grilled on a variety of questions—gates being closed on regional district parks in Oyama, the lack of park facilities for young kids, gravel

pits, the future of Pelmewash Parkway and the restructuring plan within the district that has come under fire in the past year.

“How many years will it take to recoup the hundreds of thousands of dollars in severance packages the district had to pay out for the restructuring?” asked Allan Gatzke, a former councillor and one of about 60 Oyama residents who showed up to hear from candidates.

Councillor-at-large incumbent Penny Gambell said it may take up

to 18 months before the district is able to pay off the severance while incumbent Oyama councilor Owen Dickie defended the changes at municipal hall.

“What happened is a significant streamlining that has resulted in an increase in production and better staff relations,” said Dickie.

“There are costs and those costs are difficult to avoid when you eliminate positions.”

Mayor James Baker also defended the moves within city hall, saying the restructuring ac-

tually began before the last three-year municipal term and is now complete.

“We may have to do some rehiring, we may have to look at increasing staff, but right now we are managing to provide all the services,” said Baker.

“It may be hard in some of the departments that are a bit short but we can look at that.”

Baker is running against long-time Lake Country businessman Jayson McCarthy, who told the crowd gathered that it was time for

a change in leadership within Lake Country.

“I heard all of council talk about saving money and streamlining in this (restructuring) process and we’ve all been talking about how much we love Lake Country,” said McCarthy.

“But the department that felt the most of council’s wrath was the parks and rec department.

“It has been decimated so I don’t know how you can say we are looking after the taxpayers when parks and rec has been cut and those parks

are a major reason why we all want to live here.

“The very people that help us keep Lake Country beautiful are the people that have been restructured or in some cases moved out the door.”

In the Oyama ward, Dickie is being opposed by newcomer Keli Westgate, a self-employed newcomer to the area who was born in Vernon and moved to Lake Country last year.

Rae said Lake Country is at a key time in its development.

“We are at a cross roads,” he said. “The economy is on the rise and business is on the rise but those opportunities are being lost to drive-thrus and strip malls.”

Issler, who fought to save the Aspen Grove Golf Course and says the current council did not listen to the public on the issue, says it’s a major reason why he is run-

ning.

“I have zero political experience and to be honest I’m not fully up to speed on the current issues Lake Country is facing,” he said.

“But I think the current council has failed in listening to its constituents.”

The Lake Country Chamber of Commerce will host an all-candidates forum on Nov. 3 , 7 p.m., at George Elliot Secondary School.

The highway move last summer affected everyone here in one way or another and I plan to support the businesses in helping people find Oyama with new and better signage.

Families need to be able to safely travel along the new Pelmewash Parkway so I would seek to include traffic-calming measures, preferably roundabouts, in the future design plans.

I support the Okanagan Rail Trail proposal, which will give people a choice to run, walk or ride between communities instead of just driving or taking the infrequent bus.

I’m excited about the potential of creating a beautiful and accessible recreational corridor for alternative transportation that will facilitate a healthy, active and connected community.

I’ll work to preserve the agricultural heritage of Oyama while promoting agri-tourism so that more people have the chance to know where their food comes from and how it is grown.

I’d love to see more young families here, as well. We need to be an inviting community, and one way to do that is by increasing affordable housing and creating a welcoming environment in terms of attracting new business.

As Lake Country evolves we must work to ensure Oyama maintains its place as one of the four distinct communities that make up the district.

The current council of the District of Lake Country has accomplished much.

The following list gives an idea of the amount of work and accomplishments achieved between the 2011 election and today.

Brenner said her goals for Lake Country are for the community to become the best in many different areas.

She said her dream

is to see Lake Country have more features that would help those with disabilities live more comfortably in Lake Country and said she would love to see a new home for seniors in the community.

“I’m a good listener for your concerns and your feelings,” she said.

“I’m a positive person with a good attitude and believe we can change for the better.”

Lake Country Mayor James Baker welcomed Brenner into the race

and said the district is becoming more open for people with disabilities.

“We have become more inclusive,” he said.

“We have formed an age and access committee. We’re the first community to have interpreters at our events like Canada Day and Remembrance Day so we could include hard of hearing or the deaf.”

Brenner is a member of the district’s age and access committee.

Difficult birth for Liquefied Natural Gas cash cow

D

ebate is underway on the B.C. Liberal government’s tax and environmental plan for liquefied natural gas exports, amid the usual political theatre.

Most media reported that the government “slashed” its proposed seven-percent LNG processing income tax by half, caving in to demands of international energy giants led by Petronas of Malaysia.

The 3.5 per cent tax wouldn’t even take full effect until the massive capital investment is written down, and would rise to five per cent after 20 years of production.

All of this casts further doubt on Premier Christy Clark’s extravagant election campaign promise to use LNG revenues to wipe out B.C.’s debt, currently approaching $70 billion, and provide an Alberta-style “prosperity fund” to perform further miracles.

This cash calf hasn’t been born yet, and it remains to be seen if it will survive.

Finance Minister Mike de Jong pointed out some of the shifts in the global gas market that have reduced expectations.

Japan, one of the potential investors, is considering restarting its nuclear plants as it recovers from the 2011 Fukushi-

ma earthquake.

China’s manic growth is slowing, and it has signed a long-term deal to import cheaper Russian pipeline gas. Oil prices have dropped.

The government’s change of tone started with the recent throne speech, which emphasized the fate of B.C.’s only current export market.

“Like forestry, B.C.’s natural gas industry has relied on exports to the United States,” the speech observed.

“But the American shale gas revolution has meant the export south has dried up – and is never coming back.”

So before B.C. gets to that prosperity fund, it’s got to stop the bleeding.

You may recall it was a U.S. hurricane-induced spike in gas revenues that allowed the province to spread an extra billion to calm its labour waters for the 2010 Olympics.

The finance ministry estimates that after the startup period, a me-

dium-sized LNG export operation would pay total taxes of around $800 million a year to the province.

De Jong notes that this is more revenue than B.C. will collect from the entire forest industry this year, from a single plant.

There are 18 currently proposed.

This new LNG income tax is nowhere near the biggest source.

It’s bigger than the carbon tax that LNG producers will pay on fuel use, but only a fourth of what B.C. collects in royalties for selling the gas.

The biggest source of revenue from this hopedfor plant is “other taxes,” which include sales tax and corporate income tax, which B.C. increased to 11 per cent last year.

University of Calgary economist Jack Mintz, who supported B.C. on its ill-fated harmonized sales tax, says this additional LNG tax is wrong-headed at any rate.

“If other provinces take the same view with respect to resource taxation, new levies would be applied to oil refining, forest product manufacturing, mining processing and a host of other activities linked to resource industries,” Mintz wrote last week in the Financial Post.

If B.C. does get a substantial LNG export industry, it will include gas from Alberta, with royalties going there, not here.

And companies are also wrangling with the federal government over its taxes, with local governments and First Nations still in line for their cut.

The big question isn’t whether B.C. will get its fair share. It’s whether there will be anything to share.

The foam begins to dissipate….

Every time I watch a Guinness sorting itself out, I think of Angela Tilby’s book, Science and The Soul. Tilby visualized the origins of our universe as “the foam of spacetime.”

In that explosive beginning she imagined a foam of still undefined energy particles—what would eventually form quarks and bosons, leptons and gravitons— frothing wildly in every direction, creating space and time as they expanded.

I try to imagine how the foam on my Guinness might behave if there were no “down” for the heavier beer to settle into. If there were no “up” for the lighter bubbles to rise towards.

Because in the beginning, when that first explosion of energy occurred, there was no up or down.

MP encourages Lake Country residents to get out and vote

I

t’s a familiar refrain during a provincial election campaign— citizens being encouraged to take part in the democratic process and cast a ballot in favour of a candidate, a government, and a direction for the province. It’s no different as our municipal elections draw near.

But consider these statistics from the last municipal election in 2011.

In Kelowna, voter turnout was 33 per cent; in Lake Country, it was 29.5 per cent; and in West Kelowna, it was just over 26 per cent.

Low voter turnout isn’t just a Kelowna issue; it seems to come up whenever we talk about our provincial and federal elections as well.

Elections BC reports ”70.5 per cent of eligible

voters cast a ballot in the 1983 B.C. election.

In last year’s provincial vote, it was just over 55 per cent.

Nationally, Elections Canada says just over 75 per cent of eligible voters turned out in 1984.

In 2011, that number fell to just over 61 per cent.

So how do we compare to other countries?

The non-partisan American organization FairVote notes countries like Australia, Belgium and Chile have had the highest voter turnout, hovering around 90 per cent throughout the 2000s.

However, it should be noted that these countries have compulsory voting.

FairVote says other countries like Austria, Sweden, and Italy saw

Overall, FairVote says OECD countries experience turnout rates of about 70 per cent, while in the U.S., about 60 per cent of the eligible population votes during presidential election years, and about 40 per cent votes during midterm elections.

These figures may help us reflect on our low

voter turnout. Whatever our reasons, perhaps we need to set a better example.

I’d like to take a moment to thank all outgoing mayors and councillors from Kelowna and Lake Country.

They have dedicated their time, energy and skills to making our communities better, and I wish them well in their future endeavours.

I encourage voters to take some time to learn more about this year’s candidates.

Elements of our bodies make us all intimately related TAYLOR FROM A4 exist until the foam started expanding. They were formed by the foam itself, rather than existing independently.

And then, like the foam in my glass, the spacetime foam began settling into its components.

Sub-atomic particles coalesced into atoms, into molecules. Gravity began pulling molecules together.

Crushed closely, they generated heat; com-

pressed, they began fusing into more complex molecules.

The fusion created more heat. In the fullness of time, it blew some of those new stars apart and blasted heavier molecules out into space.

Gravity clumped some of those heavier molecules together, and formed rocky planets.

Like ours.

On which some complex carbon-based molecules continued fusing. But instead of creating heat, they created

life. Plants. Which exhaled oxygen as a waste product.

The oxygen levels of this planet increased from zero to around 20 per cent.

New forms of life emerged from the seething stew to make use of this un-utilized raw material. Animals. Us. Everything that exists today derives from that original “foam.” Everything, alive or dead. Everything that was, or is, or will be—we are all related by our common or-

igins.

Bob Sandford, chair of the UN’s Water for Life Decade, started one of his speeches by saying, “Every time you take a breath, you inhale the exhalation of every living thing on this planet since the beginning of life.”

As a corollary, of course, every time I exhale, or burn a log of wood in my fireplace, or propel my car with the remains of plankton that lived 300 million years ago, I add to the atmosphere by-products that

every living thing will have to contend with indefinitely.

We are all intimately related. By our breath. By the elements that make up our bodies.

And by the fact that every molecule, every atom, can trace its origins back to that original foam.

I can get quite intoxicated just watching the foam in my glass, even without drinking it.

Okanagan Centre’s charm protected To the editor: I have been an Okanagan Centre resident since 1984 while my husband has lived here his entire life.

Over the past few years, we watched with varying degrees of interest/trepidation as the winds of change swept through the sleepy-hollow of little Okanagan Centre.

New life has been emerging as more and more individuals make this community their home, or home away from home.

Very few of the old cottages have disappeared, but numerous new homes have joined their ranks.

Those of us who, over the years, considered this area our personal turf have had to make room in our hearts and outlook for the ongoing transformation.

We tried to hold fast to our old ways, but find it is futile. In today’s society, change is inevitable.

One person to tackle the task of the emerging new community, head on, was our elected civic representative, Lisa Cameron.

I saw and heard the anger that was directed towards her as people fought change, most particularly in regard to the beach access, and the issue of personal wharves, structures, pathways, etc. This is where I want to di-

rect my editorial comment.

Though we did not have a wharf, my family did have chairs a picnic table and a pump house, all of which came under the changing view of our democratically elected District of Lake Country.

Our chairs had to go, our picnic table had to go, our pumphouse underwent close scrutiny for compliance with regulations.

We watched, one by one, as the wharves of our friends and neighbours disappeared.

We witnessed the arrival of porta-potties, a nature path, and the occasional unobtrusive bench or sign.

Now I reflect on what has

unfolded. I walk the beach of Okanagan Centre from end to end, an approximate five kilometres of meandering pathway, through native plants, beside lapping water, twists and turns of a new focus unfolding.

It is beautiful. It is natural and less tainted with human impact.

There are few intrusions left behind to mar the perfection nature provides in such bounty.

Seldom do I now stumble across offensive disposable diapers in the brush, or step in dog-droppings.

Small business is the economic heart that keeps economy ticking

was happy to be back in the riding last week for Thanksgiving, to spend time with family and to serve dinner at the Kelowna Gospel Mission.

Thanks to all the volunteers, staff, and generous donors we were able to feed more than 800 people.

I also took the opportunity to meet directly with concerned constituents, make funding announcements in Lake Country and at UBCO, and to welcome both Minister Michelle Rempel (Western Economic Diversification) and Minister Tony Clement (Treasury Board) who met with the Kelowna-Lake Country

“It was a tragic week in Ottawa. Our thoughts and prayers are with the family of the fallen soldier Corporal Nathan Cirillo, who died while protecting the National War Memorial, and the injured guard on Parliament Hill.

“To suddenly hear a series of gun shots outside the room while in our caucus meeting was alarming.

We thank our Sergeant-at-Arms Kevin Vickers and our security team for acting so swiftly and with such bravery. I would like to thank the community for all your prayers and kind thoughts.”

Canadian small businesses employ approximately 70 per cent of the total labour force in the private sector.

To illustrate that point, while meeting with the fine folks at Restaurants Canada this week, I learned that the

food services sector in Kelowna-Lake Country provides 5,390 local jobs.

Another eye-opener is that small business represents nearly 90 per cent of Canadian exporters, contributing about 41 per cent to Canada’s private sector Gross Do-

mestic Product.

This speaks to the importance of our government’s robust trade agenda.

Canada’s newest trade deals with South Korea and the European Union are expected to boost the Canadian economy by $1.7 billion and $12 billion respectively.

By opening access to markets, our goods and services have the ability to reach populations of 50 million customers in South Korea and a whopping 500 million customers in Europe.

With that kind of market access potential, it is more important than ever that small and medium sized business know how to tap into

opportunities in these new markets.

On Sept. 25, our government announced a new website called Enterprise Canada Network (ECN) which will make it easier to find contracts abroad.

The website works by matching profiles of companies selling their services and products with companies buying services and products.

The Enterprise Canada Network will not only help local business find buyers and opportunities suited to their specific interests and abilities but information about all publicly funded trade support and promotion programs across Canada.

The website is a joint venture between the Canadian Manufacturers & Exporters (CME) and Export Development Canada (EDC).

Both organizations agree there is a need to better support and promote Canada’s business community abroad.

Oliver councillor impressed by Cameron To the editor: My name is Dave Mattes and I am currently a municipal council member for the Town of Oliver.

This is an unsolicited, unabashed reference letter for one of Lake Country’s councilors, Lisa Cameron.

I first met Lisa at a board meeting for the Okanagan Regional Library (ORL).

We were both newly elected and were curious about the mo-

tivation we each had for running for election.

I had run on the platform of no tax increases and modernizing our infrastructure.

Lisa explained that she had run on the single issue of returning parkland and lakeshore to the citizens of Lake Country.

Apparently a public park and lakeshore had been taken over by the neighbors and there were moves afoot to transfer rights and title to them.

I was immediately taken by her enthusiasm and passion for the issue.

She saw the issue as being the needs of the greater community over the wants of a few.

At the ORL, Lisa has taken the same view of what is best for the greater community over her own wants.

I understand she is taking that same passion to finding where the community infrastructure can be improved and

where the money to do it can be found. When I was first elected, a former councilor said that if I could accomplish one thing in three years, I would have done well. I didn’t believe him, but now know he was right.

Lisa Cameron has accomplished the one thing she aimed for three years ago—to be a strong advocate for the greater good of Lake Country.

I no longer have to debate if I walk on someone’s wharf whether they will yell at me (and yes it happened prior!)

People seem to be developing a new respect.

I used to cross to the beach in the morning and be disgusted by what visitors left behind.

This seldom happens now. I am more likely to encounter a warm hello from an early morning couple walking the pathway.

In the summer months, rather than congregating in small beach areas (beaches 1, 2 and 3 as the teens call them), visitors now seem to

spread out across the entire linear park area.

I personally find less disturbance at our residence, less need to call the police or fire department over late night concerns.

I don’t miss the wharves, I am content to carry down my backpack chair and depart with it when I’m ready to leave.

I no longer feel I have a small private beach of

my own, rather, I have five kilometers of lakeside beauty to share with others of similar mindset.

I would like to thank Lisa for her courage and vision. I would like to commend her for carrying out a difficult task in the face of much resentment, anger and public diversity.

In the face of hardship, that at times was very personal, she remained focused, reso-

lute and to the best of her ability, tried to meet a goal for the future betterment of Okanagan Centre.

In my view, Lisa has increased the beauty and enjoyment I have in my community—a little hamlet in the process of growth.

Kelowna cabbie sets an example for all of us to follow To the editor: I would like to send out a big “Thank You” to Yellow Cabs driver Noel who recently helped two distraught women whose dogs had run off.

These separate incidents were a few weeks apart in the north and south end of Kelowna.

He saw the women’s plight, told them to jump into the cab, and helped them search for the

dogs.

I met him as I was helping to find the second dog, and told him that I had just heard a story about a Yellow Cabs driver helping a woman a few weeks

back, and he told me it was him.

Good going Noel. The earth needs more people like you!

Voting in a civic election is a hard habit to develop Did you vote in the last civic election? How about the one before that?

Voter participation in municipal elections across the country can,

Municipal coverage, however in depth or voluminous it may be, doesn’t have the same penetration—even when it lands on your doorstep.

Efforts to put local politics online or on social media channels seems to be similarly falling on deaf ears.

It was considered a resounding success when 33 per cent of voters turned out for the 2011 election.

But what of the remaining 67 per cent?

Increasingly poor voter turnout is a problem that’s confounded political pundits, academics and civil servants alike for the better part of 20 years, said Hamish Telford, a political science professor and the author of Rules of the Game: An Introduction to Canadian Politics, which examines that issue, among others.

“There’s very much a hierarchy depending on each level of government,” said Telford, noting that percentages of voters is very similar all across the country.

Turnout is best in federal elections, hovering at around 60 per cent.

Provincial election turnout sits at the 50 per cent mark and, if a city is lucky, municipal elections garner around 30 per cent of the population.

“People have a sense that the biggest level of government is the most important,” he said.

tending to choose things that are more entertaining,” said Telford.

“Everyone is on social media, but they’re following Justin Bieber.”

It’s a phenomenon Telford has become all too familiar with in his professorial role.

“Curiously, you would think students involved in political science would be interested, but the Introduction to Canadian Politics course I teach is required for other programs. So many of my students are not interested in politics, not engaged and not participating,” he said.

“It’s been very difficult. I think that over the duration of a course I can make the case for voting, but whether I change behaviour or not, I don’t know.”

All is not lost, however. Perhaps the best way to get people engaged is to give them a sense of ownership in their community.

“Studies have shown people are more likely to vote when they have a vested interest,” said Telford, pointing out that property tax is something that piques the interest of every home owner. “(Municipal governments) are taking your money and spending it, you want to know what they’re doing with it and you want them to be accountable.”

Professor Telford may be fighting an uphill battle, but he’ll continue to try and engage young people to get involved and vote.

“Just vote,” he said.

“If you pick up the habit then you will start to pay attention. I’d encourage people to vote even if they’re not confident they know the issues. It’s a learning process.”

My dirty little secret is out there. Once a proud member of the voting minority (you can’t complain unless you vote, blah, blah, blah), my faith in politics is at an alltime low.

I feel like my vote doesn’t matter, hence I have kept it stored in my back pocket for the past few elections.

I mean, I really like former Kelowna city councillor and now Con-

to me like I’m a real person and he’s not some sort of robot, and I’m sure he works his tail off trying to do good things.

But if Stephen Harper wants to sign a shady trade deal with China or send our troops into war or sell our resources off to his buddies in the states, Mr. Cannan isn’t going to be able to stop him, no matter how good of a person he is.

And so I haven’t voted federally and that apathy has continued to the provincial election and

New food bank building clears first contest hurdle KEVIN PARNELL If organizers behind an online campaign to try and raise money for a new Lake Country Food Bank building can garner enough public support to win an online contest, construction for a new building could begin in the spring.

But that’s a big if.

The Rotary Club of Lake Country has qualified for the semi-final round of a national online contest being held by the Aviva Community Fund. The winning project will receive $100,000 from Aviva.

“We’re absolutely delighted we’ve made it to the semi-final round,” said Dave Colquhoun, Lake Country Rotary Club secretary.

“We’ve got a large number of supporters who are helping us build support for the project by voting for it on the web site. We are hoping they will continue to vote and push us into the finals.”

The first round of the contest completed earlier this month and Lake Country received enough votes to move onto the next round of the contest. Now it will be up against 120 other projects across Canada with only 40 advancing to the final round.

“It’s only one in three projects that will advance so we are in a very tight race,” said Colquhoun. “We’re hoping to rally all of the community behind us to vote on the project.”

During the past two years the Ro-

tary Club in Lake Country has raised over $100,000 to go towards building a new food bank building.

The district of Lake Country has given land for the building to be built on, in the same complex as the Winfield Curling Club and arena.

Local building contractors are ready with in-kind donations while Okanagan College and UBCO are also stepping forward to help with labour.

But the project won’t go ahead until another $100,000 is raised and the Aviva project would put the fundraising efforts over the top.

“We need a little over $200,000 to initiate construction,” said Colquhoun.

“If we are successful in this contest that would take us most of the way there to the point where we would need very little more to get going. If we are unsuccessful we will continue fundraising for it.”

Plans to build a new food bank building were given even more of a push recently when a for sale sign went up on the Lake Country Boys and Girls Club, property owned by the Central Okanagan School District and the building where the current food bank operates out of.

into local politics. Surely one vote doesn’t matter.

Call it apathy or whatever you want, but the sense that our vote doesn’t matter is a big reason why voter turnout is low in Canada, lower in B.C and the lowest in municipalities across our province.

“What the public has increasingly been seeing is that their input (vote) fails to produce the kind of outcomes that they would like to see,” said Wolf Depner, a political science instructor at UBCO. “When people see their input not producing the outcomes they desire they are increasingly going to turn away from the political system. People see their vote doesn’t matter.”

It’s just one part of the

problem, said Depner.

Turns out the economic disparity between the well-to-do and the working class has a big impact too.

Rich and retired people have more time to properly investigate political candidates and parties and make an informed decision to vote than working folks who are working two jobs and running kids around.

“Political participation requires a certain degree of material comfort,” said Depner.

“If you are struggling to make ends meet, out hustling a couple jobs trying to put food on the table, you are not going to have time to follow politics and eventually you’re going to turn around and say it doesn’t matter.”

So young, working class folks don’t have the time to care or properly participate in politics and aren’t voting while retired people and folks living in luxury do.

They are holding the power (big shocker) and this is not a good thing.

It results in the few making the decisions for the many. It’s the very opposite of what democracy stands for.

“Democracy means ‘rule of the many’ but what we have instead is an elected aristocracy which means “rule of the few,” said Depner.

“You can get elected with a relatively small number of people voting for you.”

Depner also said withholding your vote actually gives more power to the votes cast

by those rich folks, even though they too, only get to cast one ballot.

So if ‘rule of the few’ (hello, Mr. Harper) isn’t enough to make you get out and vote, maybe giving more power to people who don’t share your philosophy or your social status will. Or perhaps you just don’t care.

But for me, I’m not happy with what Canada is doing under this elected aristocracy so I’ll be back in the minority of the voting public from now on out.

Here’s hoping more working class folks will join me. And what better place to start than in the upcoming municipal elections?

closed doors adjacent to Arrivals, where the suspect was taken. A police dog trained to sniff out explosives and his handler followed.

While Kelowna RCMP spokesman Const. Kris Clark would not say what the specific threat to the fight was, or how it was received, it is believed a bomb threat was made just after noon, before the plane arrived from Edmonton. The airport immediately instigated its emergency response protocols.

Clark said following a search of the plane, the baggage of passengers arriving on it from Edmonton and the luggage to be loaded on for the flight bound for Calgary, nothing concerning the threat was found.

“But the investigation is continuing,” said Clark.

Airport director Sam Samaddar said as a safety precaution, the plane later flew from Kelowna to Calgary with only the flight crew on board and the Calgary bound passengers were accommodated on other later flights.

He said at no time was there a threat to the airport terminal or anyone inside and the airport continued to operate throughout the incident with just a few flights delayed.

There, the passengers from Edmonton were kept on board for two hours while their bags and the bags that were to be loaded on for Calgary were checked by the bomb-sniffing police dog.

Some of the arriving passengers were angry about the delay they faced in getting off the plane and the fact they were kept on the plane during what they believed was a bomb threat.

They were eventually transferred to buses and driven a short distance

away from the plane, but had to stay on the buses for another hour.

“The first indication we had that there was a threat came from the captain,” said passenger Steve Vadnais of Edmonton.

He said passengers, who were well-behaved and orderly despite their frustration, were concerned when they were locked in the plane, but could see police officers and airport staff “standing around outside talking and laughing.”

He said he was told there were 186 people on board the flight from Edmonton. Samaddar said the Calgary flight was supposed to have 98 passengers on board.

He said the airport

has emergency protocols in place to handle threats such as the one Saturday afternoon and they were activated and ran properly.

The threat to the Calgary fight came amid heightened security at the airport in light of last week’s shooting of a Canadian soldier in Ottawa.

For a time Saturday afternoon, anyone leaving the airport terminal had to show identification.

The airport was also hosting a travel expo at the time, so there were more people in the terminal than normal.

When the threat was received, emergency personnel were ordered to stand by.

Q:

Why Won’t She Just Give Me An Appointment?

I know I have been kind of slack at following up on my dental care, but when I called to make an appointment your receptionist wouldn't tell me how long it would take or cost. She should know what I need, right?

A: This situation arises occasionally, and is cause for confusion with many patients. We routinely perform approx. 70 dental services in our clinic, and not all procedures are right for everyone or every budget. When you were in last I outlined 3 alternate treatment plans. I always give patients the option of several treatments – the first being what I would do for my own mother or a member of my team, and this is strictly clinically based without regard for fees, time, or lab cost. The second is a compromise treatment taking into consideration factors from timing to budget and beyond. The final one is usually the most basic – what must be done to get my patient out of pain or to save or extract a tooth. Every treatment is right for someone. We occasionally see patients who opt to do nothing but leave with our diagnosis. We generally hear from them if a situation escalates, and they end up in serious discomfort. It's not unusual for us to 'see' a significant problem that we know will cause a patient pain and grief down the road. Not infrequently, a patient may decide to wait and a tooth may erupt before they react.

Recent events in Quebec and Ottawa have given rise to a multitude of emotions for me personally and for many of my friends, acquaintances and clients. As a nation we are shocked, angered, appalled and saddened.

We are fearful and perhaps most of all amazed that such blatant disregard for human life has taken place in Canada.

For me it has engendered grief, plain and simple, bringing up emotional memory of losses I have suffered, long ago losses and those in the more recent past. I grieve for the families of those whose lives were taken. I grieve for the families of the perpetrators. I am saddened by the senseless killing, the loss of life, the loss of the innocence of Canadians.

So what is grief? How do we grieve? Is there a proper way to conduct oneself in times of grief?

I am often asked these hard questions and quite honestly find them difficult to answer.

Grief is personal. Grief is private or public. Grief is devastating; gut wrenching; screaming; weeping; praying; lying awake all night; remembering; smiling; isolating; connecting. Grief is long walks on the shore; grief is blaming oneself; grief is running as fast as you can for as long as you can; grief is throwing things and weeping as you pick those same things up. Grief is loss; loss of self as well as loss of the loved one. Grief is questions. Why did this happen? How could this happen? What should I do?

How do I do this thing called grief?

Grief is all these and more. So we go back to the beginning. Grief is Personal. There is no one way to grieve. So whether your loss is personal or national do what you need to do to survive. You will come through it. Grief does not end but, like so many other emotions, it does become something we can learn to live with.

What question would you like a qualified professional to answer?

Should I be concerned if one of my pupils is bigger than the other?

The pupil is the hole in the centre of the iris (the coloured part of the eye) and its primary function is to control the amount of light that enters the eye. Pupils do this by contracting and dilating, thus making them appear smaller and larger respectively.

When your pupils are different sizes, it is called anisocoria and there are several different causes. Some people naturally have pupils that are slightly different sizes or shapes, so variations can be normal and harmless.

However, if there is a significant difference or one of the pupils has only recently changed, there could be an underlying issue (migraines, ocular inflammation and several neurologic conditions can all cause pupillary changes).

Sometimes your pupils will return back to their normal size without need for treatment, but you should certainly seek medical attention if the condition persists or has followed a head trauma or injury.

Breakfast cereal staple packs a big nutritional punch It’s an item 90 per cent of Canadians have in their cupboards and it’s one that—when eaten regularly—is associated with an increased likelihood of meeting daily nutrient targets and maintaining healthier body weights.

But, according to the results of a national poll, four in 10 Canadians are missing out on eating this pantry staple.

What is it? The answer is cereal, and according to the results of a national poll conducted by Ipsos Reid on behalf of Breakfast Cereals Canada, 38 per cent of Canadians chose not to eat a bowl of cereal for breakfast within the past week, with one in ten saying they never eat cereal at all.

That doesn’t mean Canadians don’t know cereal is good for them:

when given a list of words they associate with cereal, 46 per cent cited “fibre,” 40 per cent mentioned “whole grains” and 33 per cent responded “nutritious.”

“That Canadians recognize the important place cereal holds in their diet is a good first step,” said Lydia Knorr, a registered dietitian in Toronto.

“But when they were polled about why they’re not eating cereal, there were some misperceptions in the role cereal can play within a healthy diet.”

Indeed, when asked which factors would lessen the likelihood of buying or eating cereal, “too much sugar” was the most commonly cited factor with 41 per cent saying sugar is a deterrent.

“Too expensive” was

the next most common reply (35 per cent) followed by “too many preservatives” (24 per cent), artificial colours (23 per cnet) and “it’s a processed food” (18 per cent).

“As a dietitian, it makes me happy to hear that consumers are taking factors such as sugar and additives in their foods seriously and want to know more,” said Knorr, herself a mother of three. “But what many people don’t realize is that cereals can provide more iron, folic acid, zinc, B vitamins and fibre than other conventional breakfast choice.”

For those concerned about sugar, studies have shown that when looking at overall dietary intake, sugar from breakfast cereals—even pre-sweetened brands —accounts for less than five per cent of overall

sugar in people’s diets.

Sodium from cereal contributes just three per cent of the average Canadian intake.

Meanwhile, research has shown that because breakfast cereal is almost always served with milk, having a bowl can help kids get closer to meeting the Canada Food Guide recommendation of three milk servings a day—a target on which more than half of kids over 10 years of age fall short.

And, with the average price of cereal (including milk) at just 53 cents per serving, it’s an economical choice as well.

If your rifle were loaded, you still wouldn’t stand a chance in a surprise attack like that faced by Cpl. Cirillo.

It wasn’t an attack; it was an assassination.

The vehicular murder two days previously of a uniformed Canadian soldier in Saint-Hubert, Que., had not yet sunk in for me in its significance of having been an extremist attack on Canadian soil.

Cpl. Cirillo’s public assassination, striking at the heart of our nation’s symbolism in our nation’s capital, has very effectively “brought home” for me a keen sense of home turf vulnerability that we have never felt before as Canadians.

We have learned a hard lesson that not having “boots on the ground” in an international conflict we choose to engage in does not insulate us from suffering casualties of war.

Standing up for what we believe in comes at a price.

My 13 year-old daughter, Cassidy, was attending a “We Day” event in Vancouver on the same day.

We Day is a global movement of “Youth coming together to make the world a better place.”

The goal, as I understand it, is to turn a day’s inspiration into sustained action.

Cassidy had not heard the news of Cpl. Cirillo’s assassination that evening when she got off the bus from Vancouver.

I wonder to what extent she understood the gravity of the situation from my attempt to explain it to her on the drive home.

I guess I don’t really wonder. How could the child possibly have a clue?

I no longer feel safe.

I feel powerless to do anything more than trust that those deciding, on our behalf, what we will stand up for with our military might, are making the right decisions such that the price we are paying, and will continue to pay, will have been and will continue to be worth it.

I also hope that We Day and other global initiatives will help generate change such that our future generations might once again feel the safety that I felt until this week.

Penalties vary depending on the local jurisdiction, but there’s also the safety hazard and potential for serious burns or injury posed by exploding fireworks.

Halloween festivities can pose some problems for our four-legged friends as well. The Regional District Dog Control program encourages owners to keep their pets indoors while trick-or-treaters are out and about.

Dogs should also wear their license tag on their collars or harness, just in case they make a break when doors are opened to hand out goodies. A dog license will help get your pet back should it unexpectedly get away. The SPCA suggests you might want to keep your dog in a quiet room away from all the door knocking activities.

Free legal information available to newcomers and new immigrants Kelowna Community Resources (KCR) will host a series of free legal information presentations geared towards Newcomers to Canada.

These presentations are made available with funding from the Law Foundation and support from Pushor Mitchell LLP and Touchstone Law. The goal of this project is to promote access to justice for immigrants by educating and supporting immigrants regarding legal issues.

Presentations will be offered every Tuesday until Nov. 25, except on Remembrance Day, Nov. 11.

All are from 6:30 to 8:30 p.m.

Each presentation will be facilitated by a local lawyer who specializes in a particular topic plus an expert in Immigration law.

The District of Lake Country is requesting expressions of interest from organizations interested in operating a Visitor Information Centre (VIC) in Lake Country from May 18, 2015 to October 15, 2015. Proponents may submit expressions of interest for a one or two year term of operations.

The successful proponent will provide a facility, staff and management for a Visitor Information Centre within the District of Lake Country, operating in accordance with Destination BC requirements. The proponent will also be required to provide mobile visitors services to agreed upon locations.
