Alternative to the Site C dam

By Tom Fletcher Privately developed run-of-river, wind and solar power remains a possible alternative to a third dam on the Peace River, Energy Minister Bill Bennett says.

Bennett was responding to this week’s decision by the federal and B.C. environment ministries to recommend construction of the Site C dam, which would flood another 83 km of the Peace River valley near Fort St. John.

Bennett said some people have incorrectly interpreted the environmental assessment certificates as a green light for the project, which BC Hydro has considered for 35 years.

Studies of natural gas power generation and private clean energy projects are continuing, and a recommendation to cabinet will be made in November, Bennett said.

Studies have shown that equivalent natural gas power plants would be “marginally cheaper” than Site C, which would provide 8.5 per cent of the province’s electricity supply, but that option would require amendment of the province’s clean energy legislation.

“I believe there would be significant public opposition to utilizing gas to generate all of that electricity,” Bennett said. “It’s not totally off the table but it isn’t something that I think has legs.”

Outside experts have endorsed BC Hydro’s forecast that its electricity demand will increase by 40 per cent in the next 20 years, with most of that met through conservation.

Bennett said that forecast may prove to be low if liquefied natural gas production, new mines and other industrial developments proceed.

The government acknowledges that seven aboriginal communities in the Peace region oppose Site C. Environment Minister Mary Polak said they do not have authority to veto the project.

Bennett said the cost of wind, solar and other renewable energy is coming down, but any private alternative would have to include the additional costs of power lines and backup power for intermittent sources.

If you are not on the list of electors, you may register at the time of voting by completing the required application form available at the voting place. Jumbo: a community without residents

by Troy Sebastian Amid the succulent smells of turkey and spice this Thanksgiving weekend, another season draws near.

In every municipality in British Columbia, lawn signs are popping up like plywood pumpkin patches. Door knocking has begun in earnest and no baby is safe from obligatory photo ops. Handshakes and promises - the currency of democracy reign once more.

Every town in the province is gearing up for municipal elections a month from now, except for one - the Jumbo Glacier Mountain Resort Municipality.

The reason is simple: Jumbo is a town without residents.

Jumbo is heavy on bravado and weak on substance. The project is sold as a 6,000-bed resort at the foot of a receding glacier that promises year-round skiing. Yet it is relying on taxpayer dollars to keep afloat. What Jumbo does have is the limitless support of the province in every request imaginable.

During the past five years, the province has: Extended the Environmental Assessment Certificate (2009) Approved the project (2012) Amended the Local Government Act to allow the creation of Jumbo municipality (2012) Established Jumbo Glacier Resort Municipality with appointed mayor and council (2013) Provided $260,000 in funding. The municipality’s five-year financial plan relies solely on taxpayer dollars, asking for $1 million from the province through to 2018.

very little to show for its support.

The developer is under significant pressure to demonstrate it has “substantially started” the project. Otherwise its Environmental Assessment Certificate will soon expire. That is why a bridge and a shack are quickly being thrown together in the Jumbo Valley.

Years of government time, money and effort in support of this project have resulted in a taxpayer-funded bridge to nowhere.

When it comes to Jumbo, the red flags are plentiful. For starters, the East Kootenay region is awash in ski resorts that are rarely at full capacity.

The closest municipality, the District of Invermere, has been officially opposed to the project for years.

At the recent Union of British Columbia Municipalities, Invermere Mayor Gerry Taft put forward a motion to oppose provincial funding for towns without residents.

It was adopted unanimously.

The Ktunaxa Nation is opposed to the project as the ski resort would be located in a sacred area known as Qat’muk.

Jumbo is also critical grizzly bear habitat. The NDP are opposed, as are the Greens. Heck, Hockey Hall of Famer Scott Niedermayer and Olympic Gold medalist Beckie Scott are opposed.

And yet, the neverending saga of the Jumbo Glacier Ski resort continues to push the boundaries of expectation, common sense and straight-forward believability.

belongs: in the dustbin of loony B.C. ideas with the likes of Fantasy Gardens, Fast Ferries and the myth of Cascadia.

Should Jumbo Glacier Resorts by found to be in violation of its obligation to substantially start its project by October 12, the province will finally be in line with realities that are impossible to ignore. No one wants it. It does not make sense. It is a costly mess.

However, should the province continue its support for Jumbo, it will embrace a level of absurdity usually reserved for governments of global ridicule. Often, democracies beset with allegations of corruption and graft are known as ‘banana republics.’ It is an unfortunate term that usually refers to countries in the developing world. Bananas do not grow in Jumbo.

The continuing saga of the Jumbo Glacier Resort symbolizes all that is wrong with British Columbia’s politics and economy. Where else but in Jumbo would we find a mayor without residents, a town without homes or a ski hill without investors?

Welcome to the Jumbo Republic!

The only people who could truly give thanks for this debacle are the mayor and council of Jumbo who are not encumbered with the weight of democratic accountability. Nor are they required to express their gratitude for the largesse they enjoy at the expense of the citizens of British Columbia.

It is time for B.C. Premier Christy Clark to stop the Jumbo Glacier Resort gravy train and bring accountability and sanity to the situation once and for all.

Keep Jumbo wild.

Local journalist and first-term City Council member Gerry Warner says he’d like to serve another term as an independent on Cranbrook City Council.

“My constituency on Council is the people of Cranbrook, who I believe deserve an independent representative who puts their needs first and is not afraid to be contrary representing their concerns.”

Warner says he demonstrated his independence the past term by publically criticizing Council, including himself, for making an in-

camera decision to cull deer prior to it being revealed to the public.

“I don’t think people on either side of the urban deer debate liked that decision being incamera and it’s a mistake I’m not going to repeat.”

The one-term Council member also opposed Council’s initial decision to demolish the former Water and Electrical Building behind City Hall on the basis it had heritage value. “I realize some disagree with me on this, but when a citizens’ group came forward with a plan to save the building, I supported them because if they succeed this could be part of a move towards downtown revitalization.”

As a member of the City’s Cranbrook in Motion Committee, Warner moved a motion which resulted in Council lowering the posted speed limit to 30 kph in all school zones in the City. He also moved motions in

opposition to Canada Post ending door-todoor mail delivery, privatization of provincial liquor stores, cancellation of the Meals on Wheels program and in favour of stronger legal measures to protect workers on the job.

Near the end of his term, Warner introduced a notice of motion calling for a City bylaw to regulate the dumping of harmful substances in the City’s storm sewer system with penalties for polluters. “The City spent millions to upgrade its award-winning spray irrigation sewage treatment system so it only makes sense to protect it from harmful substances being dumped into the storm sewers which may be responsible for recent fish kills in Joseph Creek.”

Warner promises the same kind of representation if he’s elected again. “I believe we’ve got to do more to upgrade our basic infrastructure and provide the services our residents need, especially seniors, while marketing Cranbrook to the rest of the world to boost business. It won’t

be easy but we must try.”

To do this, Warner says he’d like to see a boost in the roads maintenance budget with the funds coming from other City spending and not by raising taxes. “It will be a tough decision but that’s what we’re elected to do.”

The City should also take a tougher stand with Victoria on funding to deal with urban deer. Warner says. “The deer are owned by the Province and it’s time Victoria stepped up to the plate and provided the funding we need to make our streets safe again.”

Warner was a reporter with the Cranbrook Townsman for 15 years before retiring and being elected to Council. He served on the board of the Railway Museum for three years, was President of the East Kootenay Outdoor Club for five years, is a member of the Joseph Creek Streamkeepers and an active Rotarian. He has been married to wife Sandra for 29 years and the couple have two grown children.

The yellow bins in the RDEK and the curbside programs in Fernie and Invermere all take the following: • Mixed paper – including paper, phone books, magazines, envelopes, post it notes, flyers, soft and hard cover books, and newspapers. If it’s made of paper, it goes in the yellow bin.

• Aluminum or tin cans – this includes all beverage and food cans (ie/ soup, tuna). Cans should be well rinsed. Remove labels if possible.

• Cardboard – from big boxes to cereal, toothpaste, and cracker boxes.

Please flatten all boxes. The only time cardboard can’t be recycled in the yellow bins is if it is covered with wax, foil, or food waste.

• Grocery Bags – make sure there are no receipts or other garbage and that the bags are clean.

• Plastics #1-#6 – plastic must be clean and must have a number on it.

The Blue Bag Curbside Programs in Invermere and Fernie accept the same materials as the yellow bins.

The RDEK’s Transfer Stations and Landfills will be closed on November 11, 2014 for Remembrance Day.

There are currently four paint collection depots in the East Kootenay. The Cranbrook Bottle Depot and Fernie Bottle Depot accept paint products during regular business hours. In Invermere, paint can be taken to Northstar Hardware and Building Supplies on Borden Street during regular business hours or to the Invermere Fire Department on Tuesday from 7:30pm to 9:00pm and on Sunday from 10:00am to 2:00pm.

Electronics Recycling

The Cranbrook Bottle Depot is also the only household "paint plus" depot for the East Kootenay. Accepted wastes include flammable liquids, pesticides and gasoline. It is recommended you call ahead to make sure the product you have is accepted. The Cranbrook Bottle Depot’s phone number is 250-417-0306.

Electronics Recycling Depots are located at the Cranbrook, Invermere and Fernie Bottle Depots. These depots are for small volumes only.

The RDEK’s Transfer Stations and Landfills will be closed on November 11, 2014 for Remembrance Day.

There are currently four paint collection depots in the East Kootenay. The Cranbrook Bottle Depot and Fernie Bottle Depot accept paint products during regular business hours. In Invermere, paint can be taken to Northstar Hardware and Building Supplies on Borden Street during regular business hours or to the Invermere Fire Department on Tuesday from 7:30pm to 9:00pm and on Sunday from 10:00am to 2:00pm.

Electronics Recycling

The Cranbrook Bottle Depot is also the only household "paint plus" depot for the East Kootenay. Accepted wastes include flammable liquids, pesticides and gasoline. It is recommended you call ahead to make sure the product you have is accepted. The Cranbrook Bottle Depot’s phone number is 250-417-0306.

Electronics Recycling Depots are located at the Cranbrook, Invermere and Fernie Bottle Depots. These depots are for small volumes only.

The BC Used Oil Management Association runs the collection system for used oil and antifreeze in BC. Depots accept oil, filters, and containers.

Milk Carton Recycling

The Cranbrook and Fernie Bottle Depots are also the drop off locations for the ElectroRecycle Program, which accepts more than 120 small electrical appliances ranging in size from electric toothbrushes to microwaves. Products are divided into the following categories:

Milk cartons are NOT accepted in the yellow bins; however milk cartons and all milk substitutes (soy, rice, etc) can be recycled at the Cranbrook, Kimberley and Fernie Bottle Depots. It’s a free drop off (you don’t get a deposit back).

Plastic milk jugs can go to the bottle depot or the yellow bins.

Fluorescent Light Recycling LightRecycle is the new BC fluorescent light recycling program. Each recycling location will accept residentially generated compact fluorescent and tube fluorescent light bulbs, free of charge.

Waste Reduction Week October 20-26 Take action on waste The Recycling Council of British Columbia is asking everyone to consider how they handle waste for this year’s Waste Reduction Week in Canada campaign.

Across the nation from October 20 to 26, 2014 schools, businesses, governments, and individuals are challenged to change their habits to

reduce waste.

“British Columbia has a long history of recycling and waste diversion, but individually we still sent on average almost 600 kgs. of garbage to landfills last year. We can definitely do better,” said Brock Macdonald, Chief Executive Officer, Recycling Council

of British Columbia.

“Waste Reduction Week is a campaign that asks British Columbians to rethink how we as consumers contribute to the waste stream by what we purchase and how we dispose of those products at the end of life. This is how we can individually make a difference.”

Waste Reduction Week inspires British Columbians to take

action and reduce waste in their own creative and effective ways. For example, many schools are organizing wastefree lunches; communities are hosting Trash to Treasure events; a scout group has created a special Waste Reduction badge.

“British Columbians of all ages continue to make recycling a part of their daily lives by embracing the many great programs in

schools and communities across the province,” says B.C.’s Minister of Environment Mary Polak.

Waste Reduction Week’s National Sponsor, Recycle My Cell, is hosting a contest for schools and postsecondary institutions to collect and recycle as many old wireless devices as possible through the Recycle My Cell Student Challenge.

On Aging Suffice it to say that this has not been a great health year for me. As a health care provider one could say that the shoe has been on the other foot. These experiences have changed the way I think and feel about aging and death, something that I didn't give too much attention until my daughter was born 4 years ago. Her arrival in my life made me acutely aware of my mortality.

I suppose having a child puts one in their place in the cycle of life and death. Here, right in front of me and requiring my daily care, is the next upcoming generation, leaving my generation as one that is on its way out. Perhaps being middle aged when she was born also contributed to my awareness of mortality. Whatever it was, since then I have been feeling sad and angry about how quickly time goes and how short life is. Aging has felt like a depressing curse. A very important teacher to me calls this "the rage of age" and now I understand more

of what she means. I really do not want to die anytime soon. I have a child to raise, a wife that I would like to grow old with and way too many things to experience and accomplish. Going through the health issues I have faced over the last few months has shifted things around. While it still saddens me that we age and that life is so short I am also happy to be aging. I suppose coming closer to the alternative has made me more appreciative and pulled me out of my moping about getting older. I am not sure there is any way around the "rage of age."

My experience is that, like any journey, one has to travel the length of it. In hindsight it seems that I needed to struggle through (and I am in no delusion that it is entirely over) the sad and mad feelings I have about aging for something new to emerge. I remember being bummed out about turning 40. If I am lucky enough, I hope to celebrate the arrival of 50.

By Tom Fletcher Large grocery stores are the only retailers eligible to add a separate liquor store under new B.C. government regulations set to take effect in the spring of 2015.

To qualify for a space to sell alcoholic beverages, stores must have at least 929 square metres (10,000 square feet) of floor space and groceries as 75 per cent of their sales, Justice Minister Suzanne Anton announced Friday.

The restrictions are designed to exclude general merchandise and “big box” stores as well as convenience stores, according to a ministry statement.

Eligible stores will be

permitted to create a “store within a store” with separate cash registers and staff, or “co-brand” with liquor stores outside their existing facilities.

The government plans to maintain its cap on the number of liquor stores, with 670 private stores now in operation. Liquor stores are currently restricted to relocating no more than five km from their original location, but that restriction is being lifted so a licence can be sold or moved anywhere in the province.

That would allow existing government or private liquor stores to relocate in partnership with grocery stores, while maintaining the regulation that no two

liquor outlets can be closer together than one kilometre.

Licensing to sell B.C. wine directly from grocery store shelves, a second recommendation from a provincewide consultation on liquor policy reform conducted earlier this year, is still being studied.

Anton said the system “strikes a balance of added convenience for consumers and support for B.C.’s business sector, while at the same time respecting health and public safety considerations.”

Annual Smile Cookie campaign overwhelmed by local support

Hospital recently with its annual Smile Cookie campaign. For one week in September, Tim Hortons (two

Cranbrook locations), the Cranbrook Health Care Auxiliary and East Kootenay Foundation for Health were busy

selling smile cookies with a goal of raising $15,000 to purchase a patient transfer glidescope for the hospital’s

High Acuity Response Team (HART).

A glidescope video laryngoscope provides consistently clear air-

way view of routine and difficult airways, enabling quick intubation.

The HART program operates in the East Kootenay Regional Hospital emergency department.

What can only be considered amazing is that by the end of Smile Cookie week 15,680 cookies were purchased by Tim Hortons Guests, visitors and patients at the hospital, and from donors who shared their cookie smiles with other charities in the community.

Charities benefitting from the smile cookie generosity include the Cranbrook Society for Community Living, Cranbrook Boys & Girls Club, Cranbrook Food Bank, Cranbrook Kimberley Hospice Society, Dr FW Green Home & Daybreak Program, EKRH Psychiatry Unit and the Salvation Army.

She explained that The Search Institute research shows that there are 40 developmental assets, positive experiences and qualities. The P.A.R.T.Y. Program emphasizes those.

“If we can empower youth to develop these assets, they will thrive,” said Bessie.

The Children’s Shopping Party is linked with the P.A.R.T.Y. Student Council, noted Bessie.

“These young ambassadors are great,” “They often feel like they are taking the road less travelled and it does make a lot of difference.”

This event is for families with kids.

It is scheduled for early December at the Heritage Inn. A meeting room is turned into a winter wonderland.

Parents go to another area for coffee and snacks while Student Council members dress as elves and take the kids for a shopping experience around the room. Items are donated by local businesses.

• Dr. James Beck, Professor Emeritus for Medical Biophysics at the University of Calgary and coauthor of ‘ The Case Against Fluoride’, who is a vocal advocate for removing fluoride from the water system.

Runners came out on October 5 to enjoy the 14th Annual Fernie Half Marathon.

The start and end of the race was marked for the Annex Park, putting the Fernie’s trail system to full use on its 21 km course. The classic run winded along the Elk River, to the base of Mount Fernie, through David White Park and onto the finish.

There were 408 registered runners who came out to enjoy the crisp fall day, a slight increase from last year’s registration numbers.

Run by the Fernie Academy, what made this race unique was the inclusion of the Fernie Academy students.

“The students and the families are on the route, cheering on the runners and handing out water,” organizer Wendy Howse said dur-

ing the race.

The Fernie Academy students also made this year’s awards for the top runners. The Grade Six boys from the Fernie Academy even won one of their own trophies after winning first in the male relay team.

This year, the race also incorporated bratwurst and beers as part of an Oktoberfest celebration.

“With our Oktoberfest theme we’re using, one of the water stations by the Bridge Bistro has German singing and some of the students have learned polka dance so they’ll be dancing in costume,” said Howse.

The race was also kick started by some traditional yodeling, which continued on throughout the day, as a professional yodeler and accordion player provided music for the

event.

Next year, they hope to go even bigger with that theme by including sausages, t-shirts and a beer tent.

Open to more than just solo marathon runners, the half marathon can also be run as part of a three-person relay team, and last year, a 10 km run/walk option was added to the race.

Overall winners were Jeremy Duchan of Lethbridge and Cherie Cooper of Kimberley for the male and female top spots, respectively.

Duchan timed in at one hour and 22 minutes and Cooper at one hour and 33 minutes.

In the 10 km category, the male and female winners were Bertrand Bourgeois of Fernie (47:23) and Robyn Vance Halvoson (49:05) of Medicine Hat.

The Burn Fund Centre will be located at Main St and 23rd Ave. in Vancouver; it will provide a home for the Burn Fund Head Office, a meeting place

On October 5th, members of the Ktunaxa Running Club travelled to Pablo Montana to attend the Salish Kootenai College Basketball Clinic.

Based on age and skill level, participants were put through a day of drills and skill testing events.

Organizers anticipated 150 registrants, but were pleasantly surprised when 300 youth and approximately 900 parents showed for the event. While there for the Camp, most admit being drawn there to see special guest Shoni Shimmel.

Shimmel is a Native American from the Confederated Tribes of the Umatilla Indian Reservation in Oregon.

She is a graduate from the University of Louisville and in 2014 was drafted to the WNBA Women’s National Basketball Association. She was selected as the eighth

The running club was able to attend the event through partnerships with the Cranbrook RCMP Aboriginal

Policing Unit and the Ktunaxa Nation Council. Making the trip for the Ktunaxa were Jordon Sam, Logan Casimer and Keiden Johnson.

“While our Running club members train for their races individually, it is also important for the club to support the youth in their School Sporting events.”

CVLCF funding is available for conservation projects that result in the reduction to a known threat to biodiversity.

Projects that are technically sound and effective, and provide value for money through partnerships with other funders will have priority. Proponents must be a registered not-for-profit organization, First Nations band, or local government.

Unqualified groups or organizations may partner with a qualified organization. Multi-year projects are acceptable to a maximum three years. A Technical Review Committee will review project proposals and make recommendations to the RDEK for final funding approval.

Employee attraction and retention Submitted According to the September 2014 Business Barometer results from the Canadian Federation of Independent Business, confidence in British Columbia small business owners remains steady, but labour has been identified as one of the biggest concerns.

Small business owners are dealing with labour shortages, and more specifically, a lack of skilled labour, which is contributing to sales issues and production growth of their businesses.

According to Western Financial Group, a local insurance broker that specializes in commercial risk management,

these labour challenges ring especially true in Kootenay.

“We see this concern from our clients regularly,” explains Joan Murach, with Western Financial Group.

“Hiring great talent is only the beginning. Too often a small business owner finds a great employee, trains them and then ends up losing them. Employee retention strategies are key.”

Small businesses are looking for ways to attract and retain employees without just increasing salaries, which is not always realistic in a new enterprise. One major way to support hiring and retention is through an attractive group benefits plan.

“Employee benefit packages are an effective way to stand out in a crowded hiring market,” explains Murach.

“We recently conducted a national study that found more than 60 per cent of Canadians say that benefits are vital when looking for a new position, ranking only behind salary.”

Tellingly, the study also found that 70 per cent of British Columbians are more likely to say that extended health and dental coverage is very important when mulling over a potential job. And although benefit packages can lead to further costs when workers start making use of their policies, small businesses are starting to mitigate additional expenses by taking certain measures.

“For instance, 80 per cent of employ-

ee claims come from prescriptions, but you can reduce the cost by using dispensers with lower fees and allowing for the use of generic prescriptions,” notes Murach.

“Canadian entrepreneurs and the public at large need to be more forgiving about failure.

Failure–and learning from mistakes–is often an important milestone on the path to success,” Bergeron says. “We have to change our perception about failure in order to help business owners stay in the game.”

No business is too big or too small to confront roadblocks. Bergeron cites the example of Groupon, the giant deals website. The company got its start as a social media site called The Point, which was created to help people connect for social activism purposes. After a year of effort and US$1 million in operating costs, the start-up was going nowhere.

“The founders shifted gears and turned their offering into the discount coupon service Groupon. They learned, adapted and made a fortune,” Bergeron says. Two years later, the shift in focus proved profitable: Groupon ballooned from a few dozen employees to 10,000 and was the fastest company in history to make US$1 billion in revenue.

The idea is to engage customers early with a basic product, even if you haven’t worked out all the bugs. The second step: Learn quickly from customer feedback and missteps.

Third: Constantly refine your efforts. And the final secret ingredient: Don’t give up.

How do entrepreneurs turn failure into success? “They have had a knack for seeing failure as an opportunity or challenge,” says Bergeron. “When solution ‘A’ didn’t work, they tried solution ‘B’ if they were still convinced there was a need.

Or they decided to meet a different need and, in the process, found a new path. The setback helped them identify a weakness, and they fixed it.”
