While a $5 million dollar vehicle bridge connecting both sides of Port Alberni is already on the Nov. 15 ballot, some residents are looking for a greener option.

John Mayba, an avid cyclist and member of the Alberni Valley Transition Town Society (AVTTS) thinks that the city needs to see the Roger Creek ravine as an opportunity rather than an obstacle.

Having a bridge there would make the ravine “a real asset,” said Mayba.

While a cycling bridge would still be expensive, it would be both cheaper than the $4.9 million vehicle bridge on the ballot currently and also suitable for grant money through the provinces’ Cycling Infrastructure Partnership Program (CIPP) through Bike BC. The program would cover up to 50 per cent of the cost of the bridge or 20 per cent of the CIPP budget, which was $360,000 for 2014/2015.

While Mayba has wanted a cycling bridge for more than a decade, the project

– John Mayba has never qualified for the funding requirements, which include having a shovel-ready project with public consultations and design work already completed that is part of “an adopted bicycle network plan.”

The cycling bridge is in the very preliminary stages and will only be presented to city council for the first time at the Oct. 27 meeting.

Mayba doesn’t have a specific location for his proposed green crossing.

The city has an Active Transportation Plan now.

City engineer Guy Cicon said that the plan, adopted in July 2014, would allow

the city to apply for the CIPP grant should Cicon receive council direction to go forward with design work and a public consultation process.

According to Mayba, the plan has also created some momentum for cycling and pedestrian

infrastructure improvements in the city that he would like to take advantage of to get the process of designing a bridge started.

Cicon couldn’t comment on the design of the bridge and said that an engineering firm would

need to be hired for any bridge planning, but the bridge would likely need to be a suspension bridge in order to reduce costs.

As Mayba wants the bridge to be able to accommodate cyclists, pedestrians, scooters and wheelchairs, the

bridge would need to be 3.5 metres wide in order to comply with Ministry of Transportation bridge standards and procedures for two-way bridges for both pedestrians and cyclists.

While Jim Rhodes’ $4.9 million vehicle bridge proposal does include space for cyclists and pedestrians, Mayba is not sure that Rhodes’ plan would accomplish the same goals as a pedestrian and cyclist bridge.

When Mayba started his “Bridge to Unite Us” campaign in 2008, he outlined six ways in which the project would benefit the city: • a focal point for the community, something to take pride in • health benefits for the people walking and cycling across the ravine • a connection between shopping districts in North Port and South Port • connect ADSS, North Island College and Echo Centre to North Port and Pacific Coast University to South Port • a tourist draw that would increase Port Alberni’s profile.

Port Alberni fire Chief Tim Pley had some strong words for the Alberni Valley School District this morning after fire crews were called out at 7 a.m. to extinguish a blaze in an empty building on the former Alberni District Secondary School site.

Firefighters from Port Alberni, Beaver Creek and Sproat Lake responded to the site after a call came in that there was a fire in the building.

Because of challenges in accessing the site— the library building site in the centre of the site, which due to last night’s storm was covered in mud—Pley said crews took an immediate defensive stance in fighting the fire.

Pley said the Port Alberni Fire Department warned the school district “repeatedly” that this would happen.

“My frustration is with the school district’s lack of commitment to the buildings,” Pley said. “They’ve left two buildings here unprotected. The sprinklers aren’t active...”

For the first time, municipal election candidates have permission to place campaign signs on city boulevards in Port Alberni.

According to Section 3.9 of the city’s sign bylaw, “no signs shall be erected or placed on city owned property and no signs shall be tacked, posted or otherwise affixed to the walls of any structure, tree, pole, hydrant, bridge, fence or any other surface within a public place, except with written permission of the city.”

However, for the Nov. 15 election, the city has made an exception for signs on city boulevards “as long as the signs do not create a safety concern” for either vehicle or pedestrian traffic, according to a press release.

Candidates should keep in mind that Johnston Road is under provincial jurisdiction and their policy states that any election signs must not simulate traffic signs, must not be closer to the road than traffic signs and

Hira has served on city council for 18 years and was for five years the Alberni-Clayoquot Regional District board chairperson.

Hira is employed at Alberni Pacific Division (APD) Sawmill and owns several successful local businesses. He also has served on the board of the chamber of commerce for 15 years, the board of the USW Local I-85 for six years, the Island Coastal Economic Trust for five years and is a longtime member of the Port Alberni Rotary Club.

He has a Bachelors of Economics, a Masters degree in history and a diploma in physical education. He was a teacher in India for six years before emigrating to Canada.

Hira’s vast experience provides him with the necessary tools to be a

There is an urgent need to re-balance the residential tax which in 2000 amounted to 37 per cent of all taxes collected and which has now ballooned to 67 per cent, as a result of the transfer of $2,125,000 from industrial to residential taxes.

To correct this imbalance, city expenses need to be cut and applied towards the residential tax.

My name is Kevin Wright and I want to get Port Alberni “Back to Business”. We have a lot of work to do to get this city back on its feet as far as stabilizing the economy and reducing the tax strain. I want to bring small business and light industry back to the city.

This election is going to signal a turning point and I believe I have the skills, know how and drive to make things better.

I believe we must develop small business as soon as possible to share the load otherwise the taxation levels will continue to rise applying more pressure on the mills to pay more. This could force them to consider leaving to find better tax incentives elsewhere.

LNG and the container port—these big projects sound great and may or may not come to fruition but they are at best estimate 10 to 15 years away and would certainly be a home run for our

railways and air; last but not least, spearheading the concept of Port Alberni as a regional and international distribution hub for Vancouver Island in the decades to come.

With all of this the aim has been to bring jobs, education, training and growth to our region, thereby increasing our population, increasing our tax base, making taxes more sustainable.

Ensuring Port Alberni is a community where industry and liveability go hand in hand, side by side, is a priority in all of this plan.

I have learned a great deal while having the privilege to serve as mayor. I have been travelling along a very steep learning curve; now it is time to move forward. Singles, bunts and stolen bases define a winning team. The current coaching staff keeps sending in their big gun and confidently insist that this will win the game.

The smelter, the coal port and half a dozen other at-bats have resulted in us being in last place. (Worst Place).

When will we change the strategy?

We need to put runs on the board and it does not matter how. One hit does not win the game but if we get a few people on base and if the port comes though we will have a grand slam. If it does not, we have a team that is still in the game to win.

Mike Ruttan is putting his experience, leadership skills, and vision before the people of Port Alberni in the 2014 election for mayor.

He was born and raised in the Alberni Valley. He and his wife returned here to teach and raise their family. He had the privilege of completing his career as principal of Alberni District Secondary School, a position requiring him to be responsible for the expenditure of a complex budget and work with a large, diverse staff.

Ruttan’s responsibilities as administrator ranged from chairing committees to communicating regularly with ministry officials. Under his leadership new programs were developed at ADSS, a series of entrepreneurial initiatives that yielded both academic and fiscal benefits for the school and district.

Ruttan believes that

our greatest asset is the people who live in this city. Capitalizing on this, the city can reach out more fully to include residents in establishing a road map for the future.

Once having set that direction, the city needs to regularly review the plan and report the progress to taxpayers.

Port Alberni is looking for change. The next four years are crucial for its future. The growth of the community is dependent upon a diverse and vibrant economy.

The city needs equitable supports for business, a tax structure that welcomes investment, fiscal responsibility, and thorough planning for investment in infrastructure.

Electoral organizations are usually seen in bigger cities but Alberni First co-chair Darren DeLuca believes that it’s time to bring the cohesiveness of a united group of candidates to Port Alberni.

To that end, the electoral organization approached a variety of candidates prior to the nomination period for the 2014 municipal election and chose four to endorse in Port Alberni: Huu-ay-aht executive director James Edwards, incumbent councillor Jack McLeman, mortgage broker Sharie Minions and former Parks, Recreation and Heritage recreation programmer Ron Paulson.

Minions said that she joined Alberni First because she “liked the issues that they were in favour of” as well as their focus on job creation.

She also stressed the importance of having a team she felt she could work well with, something that Edwards also believes.

The rest of the membership is largely made up of friends and family living within Port Alberni who signed up in order to get Alberni First the required 50 members to get onto the ballot.

Alberni First’s platform is two-pronged, with both regional and local initiatives.

While the regional initiatives such as improved Highway 19 access, the SteelheadHuu-ay-aht LNG facility, the transshipment hub and regional airport improvements aren’t under the city’s jurisdiction, DeLuca says that the city brings political support to those issues and can help investors see that Port Alberni and the surrouding region has “a political climate that supports development, that’s progressive, that wants to see the region grow.” Also that through board positions on the Alberni-Clayoquot Regional District the city will have influence over what happens in the region.

Alberni First is also focusing on city issues, including replacing the Echo Aquatic centre pool, finding alternatives and funding for a Roger Creek crossing and the possible creation of a district municipality in the region.

The district municipality is a big issue for the group, DeLuca said. “It’s been sort of whispered about for a long time but no one’s willing to put it on the agenda and debate it in front of the people and our candidates are willing to do that.”

Detractors of the district municipality, including Beaver Creek and Cherry Creek residents, have expressed fears that increased taxes will outweigh any benefits.

Social media and elections Facebook and other social media have played supporting roles in the last few elections, but the 2014 municipal election may be the first where they can be seen to have a direct effect on the outcome.

It’s already had a direct effect on one young aspirant to the mayor’s chair in another community, who declared his intention to run on Friday morning and withdrew Friday evening, after some inappropriate Facebook posts he made last year came to light.

That’s a lesson learned for the young man, and one way social media has already affected the outcome of the Nov. 15 municipal election.

There will certainly be others.

People are talking about the change they want to see in politics using these platforms, which is a good thing and will make them a force on Nov. 15.

Still, watching the discussion on social media, you see how often opinion gets substituted for fact, and how fast discussions get hijacked or devolve into personal attacks and other forms of abuse.

The lesson here for voters, as social media becomes evermore a source of political information free from checks and balances, is to do your own research.

As with all information that comes your way in life, fact-check and examine the source supplying it before deciding if it’s reliable, especially when using it to decide where to make your mark on a ballot.

Most importantly, never vote based on someone else’s beliefs and judgements.

Learn to separate opinion from fact, and remember that even the most well-meaning people may be sharing inaccurate information.

This service provides a much appreciated/ needed water safety education at Sproat Lake Provincial Park boat launch.

The service has been successfully operating for 12 years by the Alberni-Clayoquot Regional District with four local summer students providing assistance and education in boat launching, safety checks, lifejacket loaning, marine distress, boating etiquette plus beach cleanups for public enjoyment.

The $30,000 cost has been basically operating on government grants and assistance with a present three-year commitment to 2016 with a possible local regional tax for

Some Valley voters may consider this a Sproat Lake residents’ benefit, which is far from the truth as most residents have their boats moored at their docks, while most other boaters are using the service on a daily basis.

The safe, accident-free boating at the lake is a record to be proud of and probably to some degree because of the marine patrol.

Let’s keep this valuable service on our lake as a shining example of safe boating.

What if Ebola hit a homeless shelter?

If Ebola is to be thanked for anything, it’s for forcing us to focus on issues powers-that-be have willfully neglected for decades, such as homelessness.

It’s all very well for authorities to ask people to report possible symptoms and to quarantine them in their homes, but what if those infected with Ebola don’t have anywhere to go but a public shelter?

One last holdup on railway tracks TOM FLETCHER B.C. Views

ICTORIA – “Hands up.” That famous command is attributed to Bill Miner, an American career criminal who is also credited with B.C.’s first train robbery, at Silverdale on the Mission border in 1910.

A more genteel, and of course perfectly legal, trackside transfer of wealth is underway in the B.C. legislature. It’s called the Canadian Pacific Railway (Stone and Timber) Settlement Act, and it provides for taxpayers to hand over $19 million to CP Rail to settle a lawsuit over historic logging, rock and gravel rights given to B.C.’s pioneering railway builders.

Students of B.C. history will know that while Bill Miner got the headlines, it was the early coal, lumber and railway barons who really made out like bandits. And CP Rail inherited some of this by 1912 when it took over three early railways that had been granted vast tracts of provincial Crown land.

Columbia and Western Railway began in 1896 to serve the mines at Red Mountain and Rossland and smelter at Trail. The CPR took it over along with its land grant of 10,000 acres per mile of track and merged it with the Kettle Valley Railway.

Deputy Premier Rich Coleman revealed the settlement in the legislature this month.

It seems that when CP Rail took over the B.C. Southern Railway Company, the Columbia and Kootenay Railway and Navigation Company and the Columbia and Western Railway Company, there were some clerical errors along the way.

“I am pleased that Canadian Pacific Railway and the province have recently reached an agreement regarding the disputed ownership and value

of timber and stone rights on 145,000 hectares of Crown land and 68,000 hectares of private land in the Kootenay and Okanagan regions,” Coleman told the legislature.

“The province granted land to three railway companies between 1892 and 1908 to subsidize railway construction.

These railway companies reserved timber and stone rights for their own use when they sold the land to third parties in the early 1900s. These reservations were

not recognized in many subsequent land transactions, and many of them were not registered in the current land title system.”

These discrepancies came to light in the early 2000s. They involve some 1,600 properties, so you can imagine the lawyer fees that would be accumulated to sort through those in court. And Coleman’s statement suggests that the government has conceded its records are in error, rather than those of the railways.

Given the Wild West ways of B.C.’s early settlement and railway development, it’s not surprising there were some loose ends. For a fascinating look at this period, I recommend Barrie Sanford’s book <I>Steel Rails and Iron Men</I> (Whitecap Books, 1990).

Sanford recounts the fateful decision of the CPR to turn north at Medicine Hat and push Canada’s defining railway through the Kicking Horse Pass, leaving the mineral-rich Kootenay region open to competitors for rail freight service.

A key figure of those days is James Dunsmuir,

who inherited his family coal fortune and served as B.C. premier from 1900 to 1902. He ended up owning a large part of Vancouver Island in exchange for building the Esquimalt and Nanaimo Railway, which he sold to the CPR in 1905, the same year he locked out miners in his coal operations for their push to organize a union.

Dunsmuir’s hard line provided a boost for a rival, James Jerome Hill, who built the Great Northern Railway in the 1890s and later quit the CPR board in a bitter feud. Hill was happy to supply coal from Fernie.

Dunsmuir took a turn as B.C.’s eighth Lieutenant Governor, sold his coal business and retired to his estate, Hatley Castle, which is now part of Royal Roads University.

He is buried at Victoria’s Ross Bay Cemetery.

As Halloween approaches, it’s easy to imagine a chuckle from his grave as the railway barons once again rake it in.

Despite major rainfall on Tuesday and Wednesday, the only major flooding in the city occurred at the old Alberni District Secondary School property on Burde Street. The city

has placed sandbags along Anderson Avenue on the western edge of the property to protect the homes in the area, some of whom have reported up to a foot of water in their yards.

“So far it’s just been some minor issues with catch basins overflowing,” city streets superintendent Wilf Taekema said, adding that the severity of the flooding will depend

on the weather over the next few days.

The city is also monitoring Third Avenue for risk of a high tide and “backup of some of the storm water flow in that area.”

The Port Alberni Black Sheep scored 17 points in the last 30 minutes of their road game against Velox but the Valhallians managed to squeak out a 32–28 victory in the dying seconds of the game, last Saturday in Victoria.

“We lost on the last play of the game,” coach Jas Purewal lamented.

The Black Sheep struggled with their lineouts—usually a strong point—in the first half but were still ahead 14–11 at halftime.

“We couldn’t get the timing. We lost seven of our own lineouts in the first half so we didn’t get enough possessions,” Purewal said.

Velox scored an early penalty kick, followed with a try and another penalty kick to take a commanding 25–11 lead in the first 10 minutes of the second half.

The Alberni Valley Bulldogs must be glad that Evan Tironese decided to return to the B.C. Hockey League team this year.

Tironese scored 11 points in three games last weekend as the Bulldogs swept a home-and-home with Cowichan Capitals (7–3 on Friday and 8–1 on Saturday) but lost 5–4 to Prince George Spruce Kings at home.

Tironese scored two goals and two assists Friday, had four assists on the road in Cowichan on Saturday and three more assists at home on Sunday.

The loss to Prince George on Sunday snapped a four-game winning streak for the ‘Dogs, who are 6–5 in regular season play— good for second place in the BCHL Island Division (tied with Victoria).

Wilfred Kenneth McKenzie p passed away peaceffully in West Coast G General Hospital on M Monday, October 113, 2014 at 94 years oof age.

PPredeceased by his w wife Ruth (2011), brother Alex MacKenzie and sister Lila MacKenzie. Wilfred is survived by his children: Greg (Cheryl) and Trudee, grandchildren: James, Brett and Braidan, great granddaughter Sophia as well as sister Donna Fitch, sister-in-law Marjorie MacKenzie and the many kids that affectionately knew him as granddad.

Wilfred was an avid outdoorsman who loved to fish and hunt and ski and was even an instructor in his younger days.

He worked in the logging sector before starting McKenzie Sporting Goods and later Alberni Lock and Security. He was also a longtime member of the Royal Canadian Legion and served with the RCEME during World War II. A graveside service to lay his cremated remains to rest will take place at 11:00am on Friday, October 24 at Greenwood Cemeteryâ&#x20AC;&#x2122;s Field of Honour. A celebration of his life will take place from 1:00 until 3:00 on Friday, October 24 at the Royal Canadian Legion Branch 293, 4680 Victoria Quay.

Carve out time for new pumpkin event at the Rollin Art Centre The Rollin Art Centre begins a new tradition this Saturday, Oct. 25 with its inaugural Pumpkin Carving Contest.

This family friendly event takes place from 11 a.m. to 4 p.m. and will enable families to spend the afternoon carving pumpkins on the terrace at the Rollin. Carving tools and garbage cans will be available. When completed, finished jack-o-lanterns will be placed in the gardens for display leading up to Halloween, Rollin arts administrator

Viewing and voting of your favorite lit jack-o-lantern will be Friday, Oct. 31 from 4-7 pm.

“Visit our gardens of all the lit pumpkins and vote as many times as you like for your favourite pumpkin, $2 each vote.” Martin said.

Winners in each group will be announced in the paper, with special prizes created by intarsia artist Bill Townsend as well as gifts from Tim Hortons. Naesgaard’s Market and Farmer Bill are sponsoring the pumpkins this year.
