Oak Bay Police Const. Davinder Dalep has mentored and supported Oak Bay Police Reserve Const. Divjeet Maholtra through the younger man's service to the community.

Const. Davinder Dalep has a passion for policing and his community.

Since starting work with Oak Bay police in 1998, Dalep has made it a personal mission to share his passion with others.

As part of his mission, he often attends the Sikh Temple to speak to children attending summer camps.

“We do a Q and A, the kids usually have a lot of questions and I cover the basics, alcohol and drug awareness, bullying, social media awareness and I talk about recruiting and the reserve program,” he said.

Dalep spent part of his career as the school resource officer, teaching the WITS and DARE programs to youngsters.

Dalep was the last recruit hired by the Oak Bay department 16 years ago. The majority of its

members have previous experience with the RCMP or other municipal departments.

He was inspired to join the police through his cousin Dillon Sahota, a sergeant with Central Saanich Police. “I was watching the news and I saw the graduating class of BC Police and the camera panned to one person and my heart (jumped) it was my cousin,” said Dalep. “I asked him lots of questions. How to get in – he told me education.”

Dalep received a diploma in criminology and volunteered at the youth custody and sobering centre, before being hired on by Oak Bay Police.

Oak Bay will stay the course on a deer cull pilot project after an update from municipal staff this week, despite one dissenting voice.

The report from staff was to keep council in the loop on Oak Bay’s progress in the ongoing Capital Regional District Deer Management Strategy.

The district is still fine tuning its application for a permit to cull 25 deer in the district in the pilot project that is part of that management plan.

Coun. Pam Copley was the lone member who was opposed to moving forward with the pilot project – by simply receiving the report – though all of council expressed at least some concern.

“I think we need to vet the pros and cons through a public process,” Copley said.

Oak Bay are “loners in this pilot project,” she added, a sentiment echoed by her peers on council.

“I just don’t see how it’s going to be effective if we don’t have co-operation.”

The report outlined yearly increases in deer deaths along

with management strategies other than the planned cull including signage and speed boards and strengthening bylaws by increasing fines for feeding deer and reviewing fence heights (they were deemed appropriate).

Public education included two CRD awareness brochures as well as ongoing meetings with concerned residents.

Staff plan to discuss the Regional Deer Management Strategy budget with the CRD this week as there is added cost to meat processing that would come out of the Oak Bay 2015 budget.

Oak Bay staff have met with Esquimalt and Songhees Nations who indicated they’re keen to use the deer for their own programs.

Oak Bay staff is also attempting to ascertain the amount of aid that would come from the province.

Council originally agreed to the pilot project to cull, over concern for the health and well being of the community with human interaction with aggressive deer and vehicle collisions.

No action could lead to a population boon that creates unhealthy and desperate animals, said Coun. Murdoch.

“No matter how many signs we put up the deer will keep having babies,” Murdoch said. “There’s a cost here of not doing something.”

A recent tour of Our Place in downtown Victoria opened a new avenue of giving for one Oak Bay resident.

Britt Swoveland thought to herself, “this is just amazing” post-tour. It inspired her to get involved in the Greater Victoria Coalition to End Homelessness winter program, Project Connect.

It’s one-day service and information fair for those experiencing homelessness and extreme poverty. Attendees get lunch and a wide range of free services, including care packs, medical attention, ID replacement, haircuts and pet care.

“They put together these winter packages,” Swoveland said. Collecting items for those care packs seemed an easy way for Oak Bay residents to respond to the need.

“The concept really is just connect with people in your community.”

The most in need items include new socks, gloves, hats, toques, toothbrushes, toothpaste, deodorant and other small travel size hygiene products.

The public is invited to drop donations at the collection box in the main foyer of Oak Bay municipal hall until Oct. 20.

“It’s fantastic to see the municipality supporting this cause to collect essential items for those experiencing extreme poverty in Greater Victoria,” she said. “Homelessness is difficult enough but to be homeless in the winter and to be cold,” Swoveland said, taking a moment to think of the right

The kits are critical for those experiencing homelessness or extreme poverty because what are deemed everyday essentials are actually “luxuries” said Andrew Wynn-Williams, executive director at the Greater Victoria Coalition to End Homelessness.

Socks are always a top donated, and top sought item.

“When you’re outside and your stuff gets wet, it’s really, really bad for your feet. Having extra socks to have something dry to put on is critical,” said Wynn-Williams.

They also hope to hand out USB drives this year.

“People who don’t have any place to put their things, it helps them keep their stuff that’s critical like resumés and tax documents, family photos and stuff like that,” WynnWilliams said. “If you have a

USB drive to keep these things on, it’s a small way to carry things around.”

Almost 700 people attend to visit the more than 50 booths providing information on topics ranging from housing to substance abuse to street soccer, during the Project Connect event run by about 100 volunteers. Newer offerings include portraits added last year, and flu shots added this year.

Along with municipal hall, donations of new items from toothbrushes to USB drives, can also be dropped off at the Oak Bay United Church office (the house behind the church at 1355 Mitchell St.) between 9 a.m. and 3 p.m. Tuesday through Friday. Social media already plays role in election Facebook and other social media have played supporting roles in the last few elections, but the 2014 municipal election may be the first where they can be seen to have a direct effect on the outcome.

It’s already had a direct effect on one young aspirant to the mayor’s chair in another community, who declared his intention to run last Friday morning and withdrew that evening, after some inappropriate Facebook posts he made last year came to light.

That’s a lesson learned for the young man, and one way social media has already affected the outcome of the Nov. 15 municipal election.

There will certainly be others.

People are talking about the change they want to see in politics using these platforms, which is a good thing and will make them a force on Nov. 15.

Still, watching the discussion on social media, you see how often opinion gets substituted for fact, and how fast discussions get hijacked or devolve into personal attacks and other forms of abuse.

The lesson here for voters, as social media becomes evermore a source of political information free from checks and balances, is to do your own research.

As with all information that comes your way in life, fact-check and examine the source supplying it before deciding if it’s reliable, especially when using it to decide where to make your mark on a ballot.

Most importantly, never vote based on someone else’s beliefs and judgements.

Learn to separate opinion from fact, and remember that even the most wellmeaning people may be sharing inaccurate information.

Shebib wants to be mayor in all 13 municipalities Steven Heywood Black Press

Don’t expect David Shebib to remain in power very long if, by some outside chance, he is elected mayor.

It’s an outside shot at the mayor’s chair because he’s registering to run in all 13 Greater Victoria municipalities.

Shebib is approaching the campaign from well outside of the mainstream and he knows it. He ran a similar campaign in 2011 in Victoria and Saanich and garnered only 161 and 173 votes, respectively.

He didn’t get any campaign contributions and he didn’t

report any expenses. And like the last time, he says he’s not planning on attending any candidate forums in any jurisdiction.

Shebib, who said he’s a member of the Garden Party, said he would only stay in office for a month-and-a-half.

Presumably, that would give him enough time to dismantle local governments and force citizens to live in a state of self-governance.

“I am like the government already,” he said in an interview.

“I could never have any more power than I do right now.”

Shebib said too many people have vested interests in the current political system.

His ideas include declaring autonomy from government – not just amalgamating the 13 municipalities into one. On amalgamation, Shebib said that just doesn’t go far enough.

“The whole process is one of delay. To go faster, one vote changes everything.

“Government is supposed to be there to serve the people, to adapt to the people and to the environment,” he said, adding he would like to see all candidates from every municipality get together in one place to talk about who they are and what they stand for.

“Then we could all see what they’re made of.”

The only visible minority officer in the 25-member organization in 2010, Dalep charged that he was unfairly criticized, overlooked for a promotion and left out of a special assignment due to his Indo-Canadian ethnicity. The case was resolved in 2012 and Dalep withdrew his complaint.

“It’s not an easy process for both sides,” he said of the B.C. Human Rights Tribunal. “The changes I have seen have all been positive.”

He credits former Chief Const. Mark Fisher for the change in attitude, calling him “a positive influence in the organization.”

That positive influence continues in the Oak Bay force today, he added.

Dalep himself, helps drive the cultural diversity of the police.

“He is a big mentor to me personally and on the job. He has a very helpful personality,” said Divjeet Malholtra, a 21-year-old Reserve Constable with Oak Bay Police.

Malholtra’s family came from India’s Punjab region in 2008 when he was a 15-year-old with his heart set on becoming a police officer.

“The sole purpose we came to Canada is so I could follow my dream,” he said. “I had total support from my parents. My

mom was a bit hesitant from the danger aspect of it, but I didn’t have to convince her.”

Malholtra, a Saanich resident, attended both Belmont and Spectrum secondary schools and is now a criminology student at the University of Victoria.

“Coming to a different country you have to adapt to change,” he said. “There were many challenges at first, especially for my parents, they are still adapting after six years.”

While Dalep is a Sikh, he does not wear a turban. Malholtra on the other hand, will not give it up.

“My dad wore a turban, he was in the military a little bit before his banking career. My grandfather did military service and he wore a turban. … My family is not religious, I’m not baptized a Sikh, I don’t have a long beard, it’s more a cultural thing to have it on. I believe in it and I don’t see it as a negative aspect of my life, I cherish it. If it makes a difference to people, that’s their problem,” the young man said.

The people of Oak Bay don’t seem to have a problem with it though.

“Canada in general is becoming more multicultural,” said Oak Bay Police Chief Const. Andy Brinton. “A lot of the time we find people

who come from a place where they’ve had a bad experience with police in their home country. We have to gain their trust – if we’re trying to investigate a crime and (they’re afraid) to talk to investigators … the crime is not solved and they continue to be victimized. Having people with different backgrounds in the organization gives us the ability to bridge that gap and gain their trust – that’s huge for us.”

“I work alongside a lot of wonderful colleagues,” said Dalep. “I take a significant amount of pride in my profession as a police officer on and off the job.”

Malholtra spends 20 hours a week on reserve duty. “I love everything about the community: the events, the people I meet, building relationships,” he said. “Doing ridealongs you get to know a lot about the job. It’s continuous learning. The officers you work with are happy to give you all the knowledge they have.”

A new fuel consumption rating system kicks in for all 2015 model year new cars and light trucks. The Government of Canada has finally approved the five-cycle test method, already used in the US since 2008. In general, those predicted fuel consumption figures on the EnerGuide label (on every new vehicle) will increase somewhere in the 10 to 20 per cent range, compared to a similar, or even identical, 2014 model year vehicle.

As before, vehicle manufacturers are required to submit fuel consumption data to the federal government based on controlled laboratory testing procedures. This is done in order to produce results that are consistent and repeatable and includes the use of standardized fuels, test cycles and calculations. The underlying objective is to give a Canadian consumer making a new vehicle purchase decision an accurate and reliable way to compare fuel consumption.

The three additional test cycles, added to the old two-cycle testing method, include cold temperature operation, air conditioner usage, and driving at higher speeds with more rapid acceleration and braking. Cars, roads and motoring habits have changed over the years and the new five-cycle test was designed to better simulate modern driving.

That said, and also as before, an owner’s actual on-road fuel consumption is still likely to be different, although closer to the new government test numbers. Real life fuel consumption not only varies depending on how and where you drive, it can also change with traffic, the weather, after dark and a bunch of other less obvious factors.

If you want to check how your current vehicle would fare (and compare) in the five-cycle test, Natural Resources Canada (nrcan.gc.ca) has an online calculation tool

that gives approximate fuel economy numbers for vehicles going all the way back to 1995. This is the web link: http://oee. nrcan.gc.ca/fcr-rcf/ public/index-e.cfm The more fuel a vehicle burns is directly related to the amount of carbon dioxide, a greenhouse gas, it pumps out the tailpipe.

So, not only does a more fuel efficient vehicle cost less to operate, it also has reduced environmental impact. Fuel economy now transcends the small car market and is an important concern for buyers in just about every vehicle market segment.

It’s also why fuel economy has become an increasingly important in the marketing of new vehicles, especially in the high-volume market segments. The car business is a highly competitive one and, as you might expect, auto makers try to build vehicles that do well, and get low numbers, in the government fuel economy test. Major technological changes are also happening in the fuel economy race. Smaller and more efficient gasoline engines are available, hybrid vehicle sales are taking off, plugin hybrid vehicles are becoming more common and the pure electric vehicle is a competitive production reality. So, even the term “fuel consumption� may become obsolete, sometime in the future.

Right now, however, if you walk into a new car dealership showroom, you’ll probably find both 2014 and 2015 editions of the same model vehicle for sale, side-by-side. If you don’t notice the asterisked note under the EnerGuide fuel consumption figure on the 2015, it’s easy to assume that it’s a less fuel efficient vehicle and that’s almost certainly not correct.

Camry undergoes major update

Charlotte, NC – The launch for the heavily updated Toyota Camry took place here in the heart of NASCAR country.

Along the drive route, there were several NASCAR stops, one at the Hall of Fame, and another at Joe Gibbs Racing and a third at the Charlotte Motor Speedway. This was all to emphasize just how American the Camry has become.

The chief engineer of the 2015 Camry is from Michigan, not Japan, as was the case with the rest of the crew that updated over 2000 parts on this latest sedan. It is the most popular passenger car in North America and number one in the United States. However, that is not the case in Canada, where it lies third in the Toyota lineup behind the Corolla and RAV4.

Looks

When a car is typically refreshed, the designers add a new front bumper, grille headlights and rear taillights and call it a day. Not the case here, the 2015 Toyota Camry has allnew sheet metal, providing a sleeker and more eye-catching design. The wheelbase remains the same length but the track, side-to-side has been widened for more stability.

The overall length is only slightly longer, in the nose, to help achieve the more polished look. The interesting thing is this new more youthful design actually makes the car look smaller, mostly due to the less slab-sided look used in the previous car and the tightly wrapped lines and shapes.

There is a new trim level in the Camry lineup, the XSE, sportier looking trim that enabled Toyota to lower the price of the, still sporty, SE trim by $2,000 to $24,990. In addition the SE trim has been added to the Hybrid model, enabling buyers of that efficient car to also enjoy a more distinctive design.

trim. The centre stack now has bigger buttons and rotary dials for ease of use, a welcome update for older buyers.

To appeal to younger intenders, the Camry has the latest connectivity and on the top XLE models a wireless charging system in the centre cubby but the phone either needs a special sleeve or integrated wireless charging technology.

Not just happy to make a more appealing looking car, the engineers also went about improving the ride, handling and noise inside the car. The track of the wheels has been widened and the lower end models also get wider wheels for improved feedback but the biggest change is to the steering feel. The Camry is equipped with electric power steering and these systems have been notorious for poor feedback to the driver. This new 2015 Camry is a big step foreword. Straight-line stability has been improved and the car, with a more rigid platform and slightly stiffer springs and shocks, is now sending good feedback to the driver.

What haven’t been updated are the engine and transmission choices. The same 178hp 2.5L 4-cylinder with a 6-speed automatic does duty along with an optional 3.5L V6 putting out 268hp.

Daniel Kipkoech took an early lead and never looked back as he won the Goodlife Fitness Victoria Marathon Sunday in two hours, 20 minutes and four seconds.

He defeated Thomas Omwenga by seven minutes.

Kipkoech went out fast, aiming for a 2:10 finish but at five kilometres he reduced his pace.

“I felt the cool wind off the water and reduced my pace,” Kipkoech said. “I probably hadn’t recovered from running the Montreal Half Marathon last week, where it was hot and humid. I would like to come back next year and run a 2:10.”

The women’s Half Marathon was won

by Anne-Marie Madden from Vancouver in 1:16:35. She triumphed over two local favourites, and Masters athletes, Marilyn Arsenault (1:17:04) and Lucy Smith (1:19:48).

Madden tried not to go out too fast in the beginning.

“My legs were stiff to start but then I settled into a breathing pattern which helped,” she said. “Marilyn was ahead but I caught her at 15K and felt really strong.”

Arsenault was the top Master.

The 8K saw ex-Victoria native Geoff Martinson win in 23:38, just 15 seconds short of the course record and the third fastest time ever. Now living in Vancouver, Martinson was pleased with his race.

“I felt very strong and I think I am going to have a good season,” he said.

Kevin Friesen was second in 24:35, and third was Trevor Hofbauer in 25:10.

Victoria’s Bruce Deacon won the Masters in 25:44 – a new record, beating the record he set in 2013 (26:10).

Lindsay Carson from Whitehorse, Yukon, won the women’s race in 27:15. Second was Sarah Macpherson (Victoria) in 29:29 and third and top Master was three-time Xterra champion, Melanie McQuaid in 29:56.

In addition to Kortchaguina’s Masters record, a marathon age-class record was set in the W60-64 by Lee Anderson, from Calgary, in 3:32:38. In the half marathon, Allison Penner set a new record in the W-Under 19 – 1:25:21; Arsenault’s time of 1:17:04 was a new W45-49 record. In the 8K, in addition to Bruce Deacon’s new Masters record, Nancy Baxendale set a W50-54 record of 30:49.

Passionate young minds wanted for Youth Parliament B.C. Youth Parliament is after 95 young men and women to visit Victoria this Christmas, debate important service projects to benefit the youth of the province, and put those plans in place in 2015.

For the next three weeks, BCYP is calling on community and youth leaders across the province to nominate exceptional young people to take part in this opportunity.

“BCYP is education and

that help improve the lives of young people. These include group community service events, partnerships with community service organizations, regional model parliaments, and individual youth volunteer projects.

Veterans honoured by new symphony written by Oak Bay composer As the world recognizes the 100th anniversary of the First World War, the Victoria Symphony will premiere The Piper, a uniquely Canadian work by Oak Bay composer Tobin Stokes.

The concert takes place Oct. 25 at 8 p.m. at the Bay Street Armoury and kicks off a community collaboration entitled Lest We Forget.

With The Piper, Stokes tells the story of J.C. Richardson, a Victoria Cross recipient and a famous Canadian piper who inspired his troops into battle.

He was lost on the battlefield on the Somme although his pipes were eventually recovered and returned to British Columbia where they reside on public display in the B.C. legislative buildings.

While house sale prices remain somewhat flat, a significant increase in sales has the Victoria Real Estate Board optimistic about local market.

Oak Bay sales helped push the regional numbers to 565 properties sold in September, an increase of 16 per cent over the same month last year.

And the quarter ending in September shows a 15 per cent increase in the number of sales overall compared to the same quarter in 2013, Victoria Real Estate Board president Tim Ayres said this week.

“We haven’t seen sales like this in September since 2009,” Ayres said in announcing the numbers.

“The balanced market conditions we’ve seen over the last seven months mean property prices are stable, so it might be more comfortable for buyers and sellers to make a move because they know that property values are predictable.”

This predictability means buyers know if they need to wait to find the right house, they needn’t worry about quickly rising prices, and sellers know that if they’re priced right, they’ll likely find a buyer.

The Multiple Listing Service Home Price Index benchmark value for a single family home in the Victoria core this time last year was $550,900. This month the benchmark value increased to $556,200. The benchmark price for Greater Victoria condos sat at $287,100 this September, compared to $283,900 in September 2013, while the benchmark for townhouses showed a marginal increase to $401,500 in September 2014 from $400,000 in 2013.

In this diverse market with a good mix of both entry-level and luxury residences, single-family homes and multi-family properties, Ayres hasn’t noticed a single sector really outperforming others; the key seems to be in pricing the property appropriately, he said.

At the same time, Greater Victoria does seem to show a renewed interest in condominiums.

“The people I talk to that are in condos are definitely noticing an increase in demand or an least interest that they haven’t seen for awhile,” Ayres said.

“If the projects are smart and they pay attention to what people want, they are going to continue to do well.”

Looking forward, Ayres anticipates more

people in larger markets – Vancouver, Calgary, Toronto, Ottawa and to some extent the prairie cities – selling their homes and moving west. “I think it’s only a matter of time before we see some of them (coming to the Island.)

Locally, Ayres expects the busy fall to continue for realtors.

“It wouldn’t surprise me to see a busier October than we’ve seen in a few years,” he said.
