Common sense measures for law-abiding firearms owners

Star/Journal Staff The B.C. Wildlife Federation (BCWF) is pleased that the Government of Canada has placed the Common Sense Firearms Licensing Act before Parliament for approval. This legislation is an important step in reducing the burden of excessive regulations for Canada’s hunting and target shooting communities. Cathy McLeod, Member of Parliament for Kamloops – Thompson – Cariboo supports the newly introduced Common Sense Firearms Licensing Act. “This bill meets the Government’s objective to cut red tape for law-abiding firearms owners and provide safe and simple firearms policies,” said McLeod. “Changes to the Criminal Code and the classification regime would enable the Government to take steps to ensure the rights of lawful firearms owners are respected.”

The amendments to the Firearms Act and Criminal Code would: • Merge the Possession Only

License (POL) and the Possession and Acquisition License (PAL); • Restrict the ability of Chief Firearms Officers to make arbitrary decisions; • Create a 6-month grace period at the end of the five-year license to stop people from immediately becoming criminalized for paperwork errors; • End needless paperwork around Authorizations to Transport by making them a condition of a license; • Require mandatory firearms safety courses for first-time gun owners; and • Strengthen firearms prohibitions for those who are convicted of domestic violence offences.

“Our Government is committed to maintaining a strong firearms licensing system and controls over restricted and prohibited firearms.

It is also committed to a balanced approach that protects the safety of Canadians while reducing administrative burdens for law-abiding hunters, farmers and sportshooters,” concluded McLeod.

Enrolment up at Barriere Secondary

Keith McNeill The Times After declining gradually for many years, enrolment at Clearwater Secondary School appears to have stabilized.

The number of students in the school appears to be down just two from what it was last year, and that number likely will go up when the count is finalized.

Barriere Secondary School is one of several in School District 73 that saw its enrolment go up when school finally started in September.

That was part of a report by superintendent Karl deBruijn during a school board meeting held Monday evening at Clearwater Secondary School.

According to deBruijn, the number of Kindergarten students in the school district is 1,089, up 118 from one year ago.

There are 7,012 in grades 1-7, an increase of 124 over October, 2013.

Secondary school enrolment is just 5,481, a decrease of 407 from the year earlier.

DeBruijn noted that, because of the delay in starting school because of the dispute between teachers and government, the numbers are still preliminary.

The numbers of those in secondary school are particularly hard to calculate, as students can be counted as more or less than a full-time equivalent, depending on the number of courses they take.

Some students might have been lost to the school district because of the dispute, but the superintendent hoped to get them back.

Theme of presentation is “collaboration” Principal Darren Coates started the meeting by welcom-

ing the school board to Clearwater Secondary School.

He felt a good theme for his presentation would be collaboration.

He noted that over 100 students took part in a school barbeque held earlier that evening – about twice the number as when the event was held for the first time the year before.

A community garden that involves several community groups is proving a success.

An alternative school is to start up in the former community resource center next to Raft River Elementary, in cooperation with Yellowhead Community Services.

YCS is also collaborating in a nutrition program with the school.

Wells Gray Community Forest has donated significant amounts of money to CSS over the years, and student are reciprocating by doing a

video for the community forest.

Former PAC chair Shelley Sim continued on the collaboration theme, noting that the students council had contributed money to buy guitars for the school’s guitar band – and then challenged local businesses to do the same.

Every year the school hosts a turkey dinner at Christmas.

“For some students, it’s the only Christmas they have,” Sim said.

With declining enrolments, the school has been forced to be innovative in how it offers it trades and academic courses.

This often involves video-conferencing, and so more and better broadband for CSS should be a priority, she told the board.

The first part of the meeting also included the school’s guitar band, led by teacher Steve James, performing “She Never Spoke Spanish To Me” - a song they

had started practicing just the previous Wednesday.

Despite the lack of practice and it being close to the start of the school year, the band impressed the school board.

“Are all the grades in this school so talented?” asked board chair Denise Harper.

In his comments, North Thompson school trustee John Harwood reported that he had recently attended a fundraiser held for North Thompson Aboriginal Sharing Center.

While at the fundraiser he had told them about the success the school district’s First Nations council and First Nations support workers have had in increasing graduation rates for First Nation and Metis students.

Harwood said he had also attended a BC Boundary Commission held in Kamloops on Monday.

Where are the unemployed?

McDonald’s had 500 positions to fill last month and held a job fair in Vancouver. The turnout was underwhelming. Far from having lineups of eager job seekers, it was hard to find a potential employee in the room.

What does this have to say about workers? What implications does it have for government policies? What can McDonald’s and similar companies do to meet their staffing needs in the face of such indifference to their job offerings?

It is surprising when jobs are available and no one is seeking them.

In British Columbia, we have over 152,000 unemployed workers. These are people who are actively looking for work. The unemployment rate is 6.1 per cent. The rate among people 15 to 24 years old is roughly double that, and young people make up a big part of the work force in the fast food industry.

Going beyond those actively looking for work, we still have a lot of potential workers in the province.

Only 63 per cent of the working age population in B.C. is either working or looking for work. In Alberta, that number is over 70 per cent. Why weren’t at least some of these folks at the job fair?

In Canada, there are options for people out of work like employment insurance and income assistance that can be more attractive than a low paid job, especially if one has to consider child care. Or the option might be staying at home with Mom and Dad until the ‘right’ job comes along.

This can be dangerous. People who reach the age of 25 and have never held a job very rarely end up having a successful career or even steady work.

Employment insurance and income assistance are examples of government policies that give Canadians more choice about which jobs to take and not take. Some employers feel that these programs are too generous and too many people are choosing not to work. Others claim that these programs are not generous enough and that employers should be offering better wages if they can’t attract workers: to which employers

reply that higher wages mean higher prices, fewer options for consumers, less business and less jobs.

Changes in policies about temporary foreign workers (TFW) may have been a factor in the need for a job fair. Jobs considered low status and low pay in Canada are highly sought after by people from poorer parts of the world. Canada has benefitted from TFW, enjoying goods and services which Canadian workers are not providing. However, some employers have abused the program with substandard wages and working conditions. Rather than having more comprehensive enforcement of our labour standards, access to TFW has been reduced. This was also supposed to result in more work for unemployed Canadians, but this does not appear to be happening.

Policy changes may not come quickly or at all, so what can companies like McDonald’s do to meet their staffing needs now?

First, they can do a better job of retaining their current workers and thus have fewer positions to fill.

There are many reasons people leave a job, but a bad boss is right at the top of the list. Giving first line supervisors the training and tools to be good bosses will make work places more attractive for present workers.

They will be more likely to stay and even to recommend jobs to friends and family.

Second, the ‘McJob’ image is in serious need of improvement. Opportunities for promotion need publicity. Stories about people who started work at McDonald’s and now have successful careers, whether in the company or outside, would help.

Since one in three Canadians have worked in a restaurant, such people should not be too hard to find.

A third option is higher wages.

Basic economics teaches us that when the price of anything goes up, demand for it goes down. If workers are more expensive, McDonald’s and other companies will not hire as many. Capital in the form of technology and automation can and will be used to replace higher cost workers.

Maybe fewer and better jobs is the future that we want.

Mining and exploration critical to our economy To the Editor, Recent events have prompted a lot of discussion about mining in B.C. lately. I have seen many letters, articles, comments/discussions online and even heard from friends who have concerns and think that maybe we don’t need mining in B.C. I find this very disconcerting. Mining and exploration are critical to sustaining our provincial economy and creating jobs.

Mining, and the businesses that service the mining and other resource industries, are the real job creators in this province.

The mining sector alone has the potential to create 17,000 new jobs in the coming years while the mineral exploration sector could

create another 4,000 jobs.

Not only does mining and exploration activity create jobs, in 2011 alone it generated $10 billion worth of economic activity in BC and provided $800 million worth of revenue for the government.

The mining sector helps to generate the revenue the provincial government needs in order to be able to spend on the services that we, as citizens, need and want. Rather than shooting ourselves in the foot by hinting that we should shut it down, let’s find ways to address concerns and make the industry even better than it is today.

Task Force on aging needs to focus on Generation Squeeze Paul Kershaw Troy Media Nobody wants unearned inequality between older and younger Canadians. I don’t. My mom doesn’t. Nor does my grandmother.

Problem is, this inequality is on the rise.

A new study by the Conference Board of Canada reports that Canadians age 50 to 54 earn 64 per cent more today than do 25 to 29 year olds. In the mid-80s, the age gap in earnings was only 47 per cent.

The BMO group published a study in July showing that the typical senior now enjoys nearly nine times more wealth than the typical 25 to 34 year old. In the early 1980s, the wealth gap was only four times.

In August, RBC released a study concluding that the neardoubling in housing prices over the last decades has generated much more wealth for Canadians age 55+, while leaving those age 35 to 44 especially burdened with debt, and most vulnerable to interest rate

hikes and drops in housing prices.

A recent Maclean’s magazine cover story summarized these trends, stating: “We’re treating seniors like they are financially frail.

In fact they’re the most prosperous generation.”

Sadly, my research as a professor at the University of British Columbia and Founder of the Generation Squeeze campaign shows that governments are largely ignoring the deteriorating economic circumstances facing younger Canadians.

Provincial and federal governments combine to spend between $38,000 and $45,000 per Canadian age 65 and older, compared to approximately $12,000 per person under 45. As the population ages, maintaining these spending levels per senior is no small task, yet provincial governments representing all parties, as well as the federal government, found billions of new dollars in 2014 to pursue this goal. At the same time, they generally claim that public coffers are too bare to do much more than tinker around the edges for Canadians in

their mid-40s and under (including children) who are squeezed by lower incomes, higher housing costs, less time and a deteriorating environment.

Given this context, you might excuse me for being underwhelmed when the Premiers recently agreed at the Council of the Federation to establish a new national Task Force on Aging. What the Premiers didn’t mention is that we’ve been talking about and adapting to Canada’s aging population for decades. That’s a major reason why we spend around $50 billion more annually on medical care today than we would have had we maintained spending levels from 1976. And it’s also why we spend around $30 billion more each year on the Canada/Quebec Public Pension Plan and Old Age Security.

So if we need a new Task Force on Aging, let it focus on what has been much less considered in political circles: “Generational Equity and Aging.” The new Task Force would be useful if it asks: Have Canadians found the right balance

in adapting policy to the contemporary realities of old and young alike? How do we finance policy adaptations that reduce the squeeze on younger generations while simultaneously adapting to the needs of an aging population?

Although hopeful, I’m not confident these questions about generational equity will become the Task Force’s primary focus. Younger generations influence politics less than our parents and grandparents.

Not only because we vote less, but also because we’re less organized in between elections when political parties design platforms, and refine government priorities.

By contrast, the Canadian Association of Retired Persons (CARP) has lobbied for decades on behalf of people like my grandmother and retired mom.

Generation Squeeze speaks up for those of us who are younger, growing the clout of younger generations in both the marketplace and politics.

Writer applauds Barriere senior’s facility president To the Editor, In regards to your letter to the editor in last week’s edition of the Star/Journal “Seniors’ facility defended”, way to go Darlene. I am a resident at this facility (and a happy one). I live in the assisted living side of the facility and really don’t think there is a better one around. The suites are roomy and bright and very private. The staff here are all angels or next to it, there is nothing they wouldn’t do to comfort or

assist you, even beyond the requirements it seems. The food is great and plentiful and I am staying till they kick me out.

So, Mr. Mayor, I really don’t where you are coming from, have you ever visited here? For a town the size of Barriere I think we are more than fortunate.

Wealth created by mining and forestry keeps taxes low To the Editor, I was pleased to hear that Premier Christy Clark spoke strongly in support of our province’s resource economy recently at the Vancouver Board of Trade. She reminded BC’s urban politicians to take note of something BC’s rural politicians already know: namely, that the wealth created by the mining and forestry industries, and soon LNG, is what keeps taxes low for urban dwellers and provides the money for health care and education.

Burnaby mayor Derek Corrigan and Vancouver’s Gregor “the green” Robertson are two prime examples of ideologically blinded urban mayors who need to heed this message about resources. Robertson and Corrigan have repeatedly shown themselves to be thoroughly ignorant and antagonistic to the rest of the province and to the development of the natural resources, such as BC’s mineral wealth, that form the basis our province’s entire economy.

Imagine what Vancouver and Burnaby would look like if the misguided duo of Robertson and Corrigan were to actually succeed in shutting down BC’s

resource economy. For example, mining. Think of all the technical jobs and professional services supported by the mining industry that are located in Vancouver and Burnaby – innumerable engineering, legal, financial, environmental, and supply companies. They would all have to close their doors and move away to greener pastures without this key resource industry.

Well, that’s the dismally sad future that residents of urban

Metro Vancouver would have to look forward to if politicians with the narrow mindset of Robertson and Corrigan have their way. With municipal elections fast approaching, let’s hope urban voters in Vancouver and Burnaby understand BC’s economy better than their current mayors do. It’s time for urban BC to get in synch with our rural wealth creators.

Election 2014: Multiple candidates seek local government seats Star/Journal Staff Nominations closed on Friday at 4 p.m. and it appears there is going to be plenty of electioneering in the North Thompson Valley over the next few weeks.

In Barriere, Lower North Thompson (Area O) TNRD director Bill Kershaw is being challenged by Mike Fennell, a former mayor of Barriere.

Bill Humphreys, the incumbent mayor of Barriere, is being challenged by Virginia Smith, a longtime councillor.

Ten people are running to be on Barriere’s town council: Harry Eberts, Donna Kibble, Glen Stanley, Amanda Sabyan, Ward Stamer, Mike Fennell, Al Fortin, Shane Quiding, Pat Paula and Christine Janis.

The only incumbent North Thompson politician to avoid an election this time around appears to be Rhonda Kershaw, the school trustee for the Little Fort-Barriere area. She was returned by acclamation.

Further north, incumbent Clearwater mayor John Harwood is being challenged by council member Jon Kreke.

Because he is running to be mayor, Kreke cannot also run for town

council. However, all five remaining council members: Barry Banford, Merlin Blackwell, Gord Heisterman, Ken Kjenstad and Shelley Sim, are running again.

They face two challengers: Dennis Greffard and Melanie Harwood.

Incumbent Wells Gray Country (Area A) director Tim Pennell is being challenged by former director Carol Schaffer for a seat at the Thompson-Nicola Regional District table.

In the Blue River-Avola area, incumbent Thompson Rivers Headwaters (Area B) TNRD director Willow MacDonald is facing off against former director Max Lentz of Kamloops.

MacDonald is also running to be the School District 73 trustee for the Clearwater-Blue River area.

She is competing against Clearwater councillor Shelley Sim. In Kamloops, four are running for mayor, 28 for council, and 15 for school board. The list of school board candidates includes former Clearwater resident Bowen Cooluris.

Election day for local governments and school boards will be on Saturday, Nov. 15.

Yellowhead Pioneer facility the cornerstone of seniors’ care First off this week I want to extend thanks to Darlene Hagen, president of the Yellowhead Pioneer Residence Society for her remarks in her letter to the editor. Ms. Hagen and the rest of her team have an unbridled passion and dedication to the Yellowhead Pioneer facility which forms the cornerstone to the success of Barriere’s existing senior care centre. Without the dedication of residents like Ms. Hagen our community would most likely have been without a seniors’ facility long ago. They have done an outstanding job maintaining the facility and should be commended for their efforts.

Bill Humphreys needs to grow and indeed will grow if we make the proper planning decisions now. That growth in population will include a number of residents that in the near future may require housing suitable for seniors no longer able to care for their own homes unassisted. The statement I made earlier around “the creation of a firm plan around building the initial level of a senior care facility” points to that need for planning for future

growth. The plan would be to build in stages as the need for facilities grows and changes.

Hopefully the facility could be designed so that seniors could transition from the initial or first-to-be-built level to the next with no need to move out of Barriere.

Information from Interior Health given in the past was based on the need for funding from the other orders of government. They have very definite constraints on where and

how they invest the taxpayer’s money and so they should. This does not mean that the need goes away.

If we investigate other sources of funding, such as from the private sector, we have a greater level of success. Health care for seniors is a growing and very lucrative industry.

We need to be looking for ways to create partnerships to build additional facilities to keep our residents here in Barriere for as long as they are able. It is not inconceivable in the future that if we are able to build a facility able to provide a higher level of care that the province will help staff such a facility. Getting public funding to build the

infrastructure is a long and often unsuccessful venture. If we look to the private sector and fill a market niche everyone will benefit.

It all hinges on building a proper business case for the project to attract investors to our community. In fact this is true of all future enterprise here in Barriere. We need to adopt the attitude of we can make things work for those that come here to invest and provide services and jobs. Ours is a small rural community and the standard planning models might not work for us to go forward. We need to be innovative and aggressive in our quest for growth in our commercial and services sectors. It is

time to stop remembering all the reasons why we can’t and continue looking for ways we can.

Speaking of ways we can go forward our downtown core has had a long standing problem with any sort of business expansion due in part to a lack of parking. By purchasing the HY Louie property the District acquired a considerable amount of land that can accommodate not only much needed parking areas in the downtown core but the land needed for future expansion of our fire department. Again as we grow not only in the District but in the surrounding area we will need to expand our essential safety services.

While this expansion is not an immediate need the requirement to have the resources, such as land, in place is very much needed.

We are a small community with very limited resources. We need to maximize our efforts both on the governance and operational side.

Promotion of our community to the world, building partnerships with other communities and levels of government and seeking out those that will come to our community to invest are the building blocks to success.

While doing this Council needs to keep a firm grip on what seems to be the ever rising cost of living here in Barriere.

Barriere’s Darby Ewashina receives Tarrant Scholarship Star/Journal Staff On Tuesday, Oct. 7, the Alberta Medical Association’s (AMA’s) Section of Rural Medicine presented the Tarrant Scholarship to two Alberta medical students. The ceremony took place at the University of Alberta Faculty Club (11435 Saskatchewan Drive) in Edmonton.

In its 11th year, the Tarrant Scholarship is awarded to third-year medical students from the University of Alberta and the University of Calgary who have demonstrated a strong interest in focusing their medical career and undergraduate studies on rural medicine and related issues.

The 2014 Tarrant Scholarship recipients are University of Alberta medical student Adam Mildenberger from Beaverlodge AB, and University of Calgary medical student Darby Ewashina from Barriere, B.C. Darby Ewashina grew up in Barriere and participated in many sports and outdoor activities through her childhood, enjoying the active, community-focused life of a small centre. For her undergraduate studies in Cellular, Molecular and Microbiology, Darby attended Thompson Rivers University in Kamloops.

Initially leaning towards a career in veterinary medicine, a volunteer stint as a physician assistant in Guatemala influenced Darby to pursue her medical degree.

“There’s a sense of cohesiveness and community that comes with smaller towns,” says Darby, who plans to acquire advanced skills training in emergency medicine and addictions medicine, and apply these

The scholarship is named in honour of the late Dr. Michael Tarrant, a Calgary family physician who championed rural medical undergraduate education.

Since its inception in 2004, the Tarrant scholarship has been awarded to 29 medical students and provided over $250,000.

By Tom Fletcher Black Press VICTORIA – Large grocery stores are the only retailers eligible to add a separate liquor store under new B.C. government regulations set to take effect in the spring of 2015.

To qualify for a space to sell alcoholic beverages, stores must have at least 929 square metres (10,000 square feet) of floor space and groceries as 75 per cent of their sales, Justice Minister Suzanne Anton announced Friday.

The restrictions are designed to exclude general merchandise and “big box” stores as well as convenience stores, according to a ministry statement. Eligible stores will be permitted to create a “store within a store” with separate cash registers and staff, or “co-brand” with liquor stores outside their existing facilities.

The government plans to maintain its cap on the number of liquor stores, with 670 private stores now in operation. Liquor stores are currently restricted to relocating no more than five km from their original location, but that restriction is being lifted so a licence can be sold or moved anywhere in the province.

That would allow existing government or private liquor stores to relocate in partnership with grocery stores, while maintaining the regulation that no two liquor outlets can be closer together than one kilometre.

Licensing to sell B.C. wine directly from grocery store shelves, a second recommendation from a province-wide consultation on liquor policy reform conducted earlier this year, is still being studied.

Anton said the system “strikes a balance of added convenience for consumers and support for B.C.’s business sector, while at the same time respecting health and public safety considerations.”

The team gathered in support of Tena McKenzie (Monteith), a former Barriere resident and a Breast Cancer Survivor. Tena’s team consisted of about 15 participants in total, who came from all over the province. This elite

team brought in $3000 for the cause which raises money and awareness for Breast Cancer research.

New agreement promotes B.C. wood in China Submitted Jiangsu Province is the latest Chinese province to sign a memorandum of understanding with the Province of B.C. to increase the use of wood-frame construction, Forests, Lands and Natural Resource Operations Minister Steve Thomson announced recently.

“The fact that China is moving towards greener building policies is a win for B.C.’s forest sector, since woodframe construction is more environmentally friendly, more energy efficient and leaves a smaller carbon footprint,” Thomson said.

“Jiangsu is well-positioned to succeed since two of their universities include wood-frame construction in their curriculum.”

The agreement enhances co-operation and communication between the two governments, and is an opportunity to apply wood-frame construction in Jiangsu, since wood-frame buildings

are energy-efficient and reduce carbon emissions. Benefits of the partnership include wood-frame construction research, exploration of suitable locations for wood-frame building applications for Jiangsu Province, joint promotion of woodframe construction, and enhanced government and industry exchanges.

The agreement was signed by Thomson and Zhou Lan, Minister of Housing and UrbanRural Development for the Province of Jiangsu, which develops and implements policies related to housing and the overall development of the real-estate sector. In China, memoranda of understanding are the first step toward increasing commercial activity.

The memorandum of understanding is the latest advancement of a relationship dating back to 2008, when Forestry Innovation Investment China and Canada Wood China first worked in Jiangsu Province, collaborating on a series of wood

truss roof renovations in the Baixia District of Nanjing.

Thomson made the announcement during the 2014 Forestry Asia Trade Mission. Trade missions secure new investment, propelling

economic activity and job creation throughout the province. In June 2014, Premier Christy Clark re-committed Thomson to co-sponsoring annual trade missions to Asia with the forest industry.

SPORTS Curling registration coming soon Barriere Recreation Society and Curling Club It’s so great to be involved with a community like Barriere! Both the Fall Fair and Provincial Winter Fair have finished recently with huge successes. Many people give time and talents to the many activities to help shape the community of Barriere. Curling Club members were involved with the events. They hosted concessions during both Fairs to raise money for operational costs for the Curling Club building. The building is a valuable asset to the community and these fund raising activities are crucial for sustainability. Thank you to all the volunteers. They bring skills and passion to help with the cause.

Now, the new curling season is about to begin. Curling is not just about the sport but more important meeting friends and developing contacts. There will be a Registration Social on Oct. 24. The evening will begin at 6 p.m. with a pot luck dinner with burgers supplied by the Curling Club. At 7 p.m. there will be a chance to try out the new curling ice. Coaching will be on ice to help anyone wanting to begin

curling or want to touch up their skills. Equipment is available for free use at the rink. There will also be a chance to use the curling ice on Saturday, Oct. 25 from 2 – 4 p.m.

This year, the Curling Club Directors would like to offer an opportunity to help out with league registration fees. Junior curlers can play in any league for $20 for the whole season.

Adult curlers that are registered to play in the Men’s or Woman’s League can register for the Mixed League at half price. We would like to encourage many people to come out and enjoy the sport. There are also two certified coaches available to help with skill development and understanding the game.

League curling will begin the week of Oct. 27. The Women’s League is on Tuesday, Seniors Wednesday, Men’s Thursday and Mixed on Friday. The Youth curling will be on Mondays and a notice will be sent home from the school to announce the start of their season.

There is also a Halloween Fun Spiel set for Saturday, Nov. 1. This will include a dinner social and short curling games throughout the evening. Come as a team or an individual and you can join a team.

A well stocked root cellar was like money in the bank Eleanor Deckert “Take this bag and run down to the root cellar. Bring it back full of potatoes.”

It’s a young boy’s favourite chore. He knows the cycle of the seasons and his role in providing for the family.

On a sunny autumn afternoon he will spend cool moments in the darkness filling the bins with thumping, dry potatoes.

On a blustery winter evening, the same place feels warm and the smells of the earth and the fruit, the abundance of the glass jars filled with summer’s variety gave him a sense of security and wealth.

“Here is a list for you to go shopping,” were the instructions for his older sister who could read the labels. And off they go together along the snowy path.

• 2 cans of tomato soup • 1 can of evaporated milk • 1 jar of pickles • 2 jars of peaches • your choice of jam – rhubarb, strawberry, saskatoon, blue berry, raspberry, black berry, crab apple, plum, pin cherry, mint, red currant, elderberry ... all from the garden or the woods nearby. Their colours like jewels, jams added so much variety of flavour to the homesteader’s meals.

Root cellars were a very important part of homesteading life and many of our local Back-to-Basics

While exploring abandoned homesteads, that door or roof poking out from the overgrown grasses or brush will probably be the root cellar. Even if it is caved in, it is possible to stand at the doorway and realize something of family life and imagine how often the path leading from the house to the root cellar was travelled. gardeners still have a root cellar or a cold room today. (A “cold room” is a place in the basement of the house which is insulated to keep out the warmth of the house. A “root cellar” is a separate building away from the house insulated to keep out the cold.)

Before the coming of electricity, food storage methods included: hanging (onions, peppers, garlic), drying (fruits, beans, squash), brine crocks (cabbage, pickles), salting (meat, fish), freezing (in a bear-proof meat locker out on the porch) and canning (vegetables, fruit, jam, meat, fish).

None of these methods, however, are useful for potatoes.

And potatoes are easy to grow, nourishing, abundant and a dependable homesteader’s crop which will last until planting time if they’re stored in a root cellar.

Foods in cans and glass jars cannot freeze and also need protection from the bitter cold. The root cellar usually has shelves along the walls for these home-made and store-bought goods.

“Almost everyone had a root cellar,” explains Bob Jensen, who grew up on a homestead near McMurphy Station Road. “And they were always away from the house. In case of a house fire when so much would be destroyed, the year’s

supply of food would still be intact.”

Often dug into a hillside and needing to be well drained, homesteaders first had to be very observant before finding the “just right” location. The narrow entry way usually had a double “airlock” door. This allowed the person entering to close the outer door before opening the inner door to prevent the freezing temperature from chilling the storage area. The small entryway would also be lined with shelves as a place to store empty jars.

The underground room, about eight feet by eight feet held at a steady temperature all year, sheltered and moderated by the

earth. Heavy cedar beams held up the pile of earth, sawdust or shavings which in our climate needed to be about six feet deep.

Above all of this, a steeply sloped roof was needed to drain away rain and melting snow.

Although the earth floor kept a constant humidity which the vegetables needed, too much moisture would cause rot in the foods and the wooden structure.

Dorothy Schulte of Vavenby emphasizes another structural detail: “A vent to the outside will keep the air from sealing in the moisture and allow the cold room or root cellar to breathe. But, during a cold snap, the

vent will have to be plugged with a cloth or bale of straw, preventing the frigid cold from seeping in and destroying the ideal climate.”

Shelves hold rows of jars. Crates, baskets and bins are along the floor for the large crop of root vegetables. A hook in the ceiling is handy to hang the lantern. With just enough space to turn around, the entire family’s food stash is safe from damage.

Anne Baker, a well known vendor at Clearwater’s Farmer’s Market, shares tips from her many years of experience with food storage.

Boxes of carrots are layered, after their tops are trimmed off, so that they don’t touch each other in sand or sawdust or soft, dry peat moss.

Turnips need a little air circulation in a loosely woven sack. Beets keep the right humidity in a bucket with a tight lid. Potatoes keep well in open baskets with a tarp or sack loosely covering them.

Cabbages hang by their roots from the ceiling.

Grain, flour, sugar and dried and ground spices need to be kept dry and won’t be ruined if they go below freezing.

Pumpkins and squash, onions and garlic need to be a little cool, but don’t like the damp of the root cellar.

“Upstairs, under the children’s beds,” Dorothy Schulte remembers, “that’s

where all the pumpkins and squash were kept when I was a child in Saskatchewan.

And the root cellar was under the house on the farms in the prairies.

There was a trap door which was handy to get the food in the winter, but there was also a cellar door to the outside so the dirt wasn’t tracked through the house when the food was being brought in from the garden.”

“If the temperature outside goes way down, say -30 to -40 degrees, then the temperature in the root cellar could drop too low. We used to light a kerosene lamp and leave it burning all day and all night to keep the root cellar that little bit warmer.” Jensen recalls.

“One rotten apple spoils the barrel” is a true saying.

All of these fresh foods need to be looked at, sorted through and any which begin to spoil should be removed, trimmed and used or discarded.

Too warm, too cold. Too wet, too dry. Slugs, mice, mold.

Separating the perfect pieces and using up the scarred or bruised pieces first.

These are all threats to keep aware of while tending the storage of these valuable resources through the long, cold half of the year.

If you take care of your root cellar, it will take care of you. It’s a win-win situation.

B.C. wood moves up China’s value chain

By Tom Fletcher Black Press When B.C.’s wood products trade mission visited Nanjing, China five years ago, government and industry representatives watched lumber being hauled by labourers with ropes onto the roofs of a vast expanse of concrete apartment buildings.

Trusses were built using hammers and handsaws, to replace thousands of roofs damaged by the deadly 2008 Sichuan earthquake. Builders were pleased with the new method, which replaced angle iron pulled up to the roofs and welded into trusses.

When B.C.’s annual delegation returned to Nanjing this Thanksgiving weekend for its annual Asia sales trip, Forests Minister Steve Thomson said the roof reconstruction work continues. But now wood construction has become more sophisticated in Jiangsu Province, a centre of electronics and other industries whose gross domestic product is half as much as all of Canada.

“They’re doing residential properties, they’re also doing rec-

reational properties, the villas, planned communities,” Thomson said in a phone interview from Nanjing Oct. 11.

Thomson also met with executives of Sinar Mas, the Indonesian conglomerate that has invested heavily in B.C.’s wood pulp industry through its Richmond-based subsidiary Paper Excellence.

The B.C. delegation toured the world’s largest paper mill, which uses all of the production from Mackenzie Pulp in northern B.C. and most of Howe Sound Pulp and Paper. Paper Excellence also owns the pulp mill in Skookumchuck in the Kootenays, and this spring it purchased the former Tembec pulp mill in Chetwynd that has been shut down since 2012.

The annual lumber trade mission is required by B.C. legislation. Thomson said the next stop in Beijing is for his first meetings with national-level Chinese officials, before the group heads to Tokyo and Seoul, South Korea.

Lumber purchases to China have risen steadily in the past decade, with sales surpassing the U.S. for the first time in 2011.

Honouring local artist, Shirley Kristensen at the annual Candlelight and Holly Submitted The Yellowhead Artists’ Cooperative met at Marge Mitchell’s on Oct. 2 to plan its annual Candlelight and Holly Arts and Crafts show and sale and future events.

The Candlelight and Holly will be taking place in the Legion Hall from 10 a.m. to 4 p.m. daily on Nov. 14 to 16. Artisans are invited to bring their wares in on Nov. 13 after 11 a.m.. The group is looking forward to honouring and recognizing watercolour artist Shirley Kristensen at its opening on Nov. 14. Shirley was one of the founding members of the co-op and has contributed greatly through her paintings, teachings and inspiration.

The other events for aspiring artists to take note of include an instructional DVD showing on Oct. 23 at Marge Mitchell’s home. Following that will be a live model sketching session on Nov. 20. A Christmas card creation using Brusho will be featured on Dec. 11. All events start at 7 p.m. and last until about 9 p.m.

Everyone is welcome! Come and wet your brushes and meet with Barriere’s artistry crowd. You never know where your creative muse might lead you.

• Check stovepipes and connections. Ensure screws are located at every joint. Also look for leaching (dark staining or white powder) at every joint. This could be a sign of chimney trouble - consult a WETT certified chimney sweep.

• Check walls for excessive heat. If the wall is very hot, it could be a sign of improper installation of the chimney or stove pipe. Check with a WETT certified chimney sweep.

• Install a rain cap. If you have a spark screen around the cap, inspect it regularly for blockage.

• Watch for smoke coming into the room.

• Protect floors and walls from heat and sparks. Keep combustibles safely away from your appliance. Always use a properly fitting screen for your fireplace.

• Regularly check for signs of problems. Your heating appliance, flue pipes and chimney can deteriorate over time. Look for corrosion or rust stains on the outer shell of a metal chimney and check for bulges or corrosion in its liner.

Best Pumpkin Chocolate Chip Muffin Recipe Ingredients 1 1/2 cups white wheat flour 1/2 cup sugar, plus extra for sprinkling on top 2 teaspoons baking powder 2 teaspoons pumpkin pie spice mix 1/2 teaspoon salt 4 tablespoons butter, cold 1 cup canned pumpkin 1/2 cup half-and-half or whole milk 1 egg 1 ½ teaspoon vanilla 1/2 cup chocolate chips

Instructions: Preheat the oven to 400 degrees Fahrenheit and grease muffin tin. Add flour, sugar, baking powder, cinnamon, ginger, nutmeg, and salt to a food processor. Mix. (Or you can just mix in a bowl.) Cut butter into a few pieces and add to flour mixture. Pulse until the butter is pea sized or smaller. (If doing by hand, cut the butter in with a pastry knife.) Dump the flour-butter mixture into a large bowl. In a separate bowl, mix together pumpkin, half-and-half, egg, and vanilla. Dump pumpkin mixture into flour mixture. Fold until mixture is just combined.

Add chocolate chips and fold in. Spoon the mixture into your greased muffin tin, filling each about half full. Sprinkle with the sugar-cinnamon topping over

each muffin. Bake for 25 minutes.

Cool in pan for ten minutes or so if you can bear to wait.

BC Hydro’s Power Smart program has been delivering tools to help British Columbians save energy and save money for 25 years. The current average annual household energy use is 12 per cent lower than what it would have been without Power Smart – that’s enough to power 210,000 homes annually.

Each October BC Hydro celebrates Power Smart Month – a month dedicated to new conservation offers and incentives to help British Columbians save energy and money.

Power Smart Month includes re-

bates on energy efficient appliances and products available at retail stores across the province. Customers can get up to a $100 rebate on a high-efficiency clothes washer from BC Hydro. Several B.C. cities will match the rebate, bringing the potential savings up to $200.

BC Hydro is also offering a rebate of $50 to $75 for select ENERGY STAR refrigerators and a $100 rebate on ENERGY STAR clothes dryers.

New energy champions will be identified at the Power Smart Excellence Awards, and dozens of restaurants will dim their lights as part of the annual Candlelight Dinner. The annual Candlelight Conservation Dinner on

Oct. 22 will include over 60 restaurants across B.C. Participating restaurants will dim their lights and turn up the ambiance to show how simple actions can save energy. Exclusive dining discounts to these restaurants will also be offered to the public for the evening.

The simplest way anyone can lower their energy use is by turning off unnecessary lights and electronics. This year’s Power Smart Month theme is “Offtober” which should encourage even more British Columbians to conserve energy.

Minister seeks public input ahead of 10-year plan release

Jeff Nagel Black Press Transportation Minister Todd Stone is calling for public input to help guide a new 10year provincial transportation plan he aims to unveil by the end of January.

The public consultations for the plan – dubbed “B.C. On the Move” – include meetings across the province with communities and stakeholders, a Twitter town hall and a dedicated website at engage.gov.bc.ca/ transportation plan.

Stone said he expects local priorities coming forward may include calls for secondary road improvements, more highway passing lanes or four-lane sections, as well as enhancements to local transit or cycling routes.

The ministry is accepting submissions until Dec. 12.

Survey questions to the public released by the ministry emphasize highway improvements and ask nothing about coastal ferry service or fares – the main source of criticism for Stone in recent months. The ministry will instead rely on previous public consultations in 2011 by the B.C. Ferry Commissioner to guide the ferries portion of the new plan.

Nor does the document ask the public if they’re willing to pay more tolls to finance new bridges in Metro Vancouver.

Stone previously promised a tolling policy review, in light of probable new tolls on replacements of the Pattullo Bridge and Massey Tunnel, and a call from Metro mayors for tolling reform to allow road pricing to fund TransLink.

Tolling inequity is already a major complaint among Surrey-area residents, who feel singled out by tolls on the province’s Port Mann Bridge and TransLink’s Golden Ears Bridge.

Stone said he remains committed to review the policy, which allows tolls only on new infrastructure where there’s a reasonable untolled alternative,

but couldn’t give a timeline.

The replacement of the Massey Tunnel between Delta and Richmond with a new bridge is already in the technical design phase and is expected to be one of the plan’s centrepiece projects, along with the Cariboo Connector four-laning of 440 kilometres of Highway 97 from Cache Creek to Prince George.

It’s also expected to explore options for a future second crossing of Okanagan Lake in Kelowna.

Stone said a successful referendum on new taxes for TransLink in Metro Vancouver next spring would result in the mayors’ transit expansion plans being added into the provincial plan.

A referendum defeat, he said, would leave “other investments” identified as priorities in the Lower Mainland to be pursued under the plan.

Stone said he’s working collaboratively with the mayors to help them adjust their financial assumptions and design the question so the referendum – to be held via mail-in ballot – has the “maximum chance of success.”

A discussion guide for the consultations notes the province needs to replace aging transportation infrastructure, while preparing for an extra million B.C. residents by 2025 as well as the effects of aging demographics, growing demand for public transit and increased pressure on rural roads from resource development.

As for how to pay for new infrastructure, the ministry document says the province would “explore different funding options” while also maximizing federal contributions and partnering with First Nations, local governments and the private sector.

NDP transportation critic Claire Trevena said the questions posed by the province are “exceedingly superficial” and fail to address B.C.’s biggest transportation problems.

May 3, 1937 - October 12, 2014 It is with much sadness that we announce the passing of Rose Lozier, 77, who passed away on Oct. 12, 2014 in the home that she loved so dearly. Rose was born Rosa Elise Stoller on May 3, 1937 in Windermere, B.C. to parents that had immigrated from Switzerland. At the age of 18, one of Rose’s friends set her up on a blind date. That night she met a young man, Ernie Lozier, and 7 months later, on April 21, 1956, Rose and Ernie eloped in Coeur d’ Alene, Idaho and began their life together in Ernie’s cabin in Sicamous, B.C. Over the years, they moved quite a few times due to Ernie’s road construction job. While living in Prince George, B.C. their first daughter Diane was born, and then a second daughter Suzie was born 18 months later. In 1968 Rose and Ernie made their last move to Barriere, B.C. In 1972, the family became complete when their third daughter Raye-Ann was born. Rose was very content being a wife and mother.

Rose was an avid gardener, and had the “greenest thumb” of anyone we have ever known.

She loved her yard, and in the spring, summer and fall, could always be seen tending to her flower beds, and her vegetable garden. In the winter, she loved to look at the seed catalogues and always looked so forward

to the next growing season. In 1993, Ernie built Rose her first greenhouse which she turned into a thriving business growing most of the flowers and vegetables that she planted from seed in February. She would faithfully stoke the wood fire all through the night in the greenhouse to keep the temperature just right for all of her new seedlings. Many in the community loved to come to Lozier’s Greenhouse and not only buy flowers and vegetables, but also to get growing tips, which Rose happily shared.

years Ernie. She is survived by daughter Diane Clarke, (Bob) of Terrace, daughter Suzie Fadear (Shawn) of Barriere, and daughter Raye-Ann duPied (Charles) of Barriere.

Rose is also survived by her grandsons Clinton, Ryan and beloved granddaughter Madison Rose, and great grandson Hunter. Rose is survived by her brothers Chris, Fred and Norman.

Rose was predeceased by her parents Christian and Rosa Stoller, and her brothers John and Arnold.

Rose was a faithful member of the Barriere Congregation of Jehovah’s Witnesses in Barriere, and took much strength and comfort from all her spiritual brothers and sisters who she loved dearly.

She keenly looked forward to her bible based hope which says: “And he will wipe out every tear from their eyes, and death will be no more, neither will mourning nor outcry nor pain be anymore.

The former things have passed away.” (Revelation 21:4).

Indeed, Rose was a kind, gentle soul who touched many lives and we are grateful that we got to be part of her life.

She will continue to be loved and will be missed more than words could ever say.

A memorial service will be held at 1 p.m. on Oct. 18, 2014 at the Kingdom Hall of Jehovah’s Witnesses in Barriere, B.C.

We would like to take this opportunity to say Thank You to the people who helped us take care of our dear wife and mother Rose Lozier during her illness. Thank you to Dr. Morais & Dr. Clare and the staff at the Barriere Medical Clinic, Sherri from Home Support, Home Support Nurses Gerta & Marilyn, Home Care Aids Edie & Vicky, Jane Milburn from Barriere Hospice House, the Barriere Ambulance attendants, the Pharmacists and staff at the Barriere IDA and Drake Smith of North Thompson Funeral Services. We would like to also thank all our wonderful family members and friends who generously pitched in to help us in such a difficult time.

Recycle My Cell Waste Reduction Week (WRW) in Canada and the Canadian Wireless Telecommunications Association (CWTA) challenge your school to “Recycle My Cell!”

Recycle My Cell, Canada’s national cell phone recycling program, wants to support Waste Reduction Week in Canada (WRW), helping to ease Atlas’ load, by making sure that all old and out-of-use cell phones, smartphones, wireless PDAs, pagers, as well as their batteries and accessories, are properly recycled.

As part of its support and celebration for Waste Reduction Week in Canada 2014, Recycle My Cell is issuing a challenge to Canadian schools. If your school or post secondary institution is looking for an opportunity to make a difference environmentally, while having a chance to win $500, then this is for you!

Canadian students from kindergarten to post secondary are challenged to recycle as many old wireless devices and accessories as possible between Oct. 20 and Nov. 21, 2014.

Let’s stop illegal dumping Unfortunately, some people think it is OK to throw their garbage in the bush or along our rural roads. Illegal dumping is a problem that many areas, including the Thompson-Nicola Regional District (TNRD), face. Illegal dumping can take many forms, such as household garbage or bulky items, business or construction waste, old vehicles, tinderdry yard waste or bush party debris.

Not only is illegal dumping unsightly, it can create wildfire and other environmental hazards. Yard waste and grass clippings dry out to become fire

hazards. Hazardous materials like paints, battery acids or oils can seep into groundwater and soils creating problems for animals and for our environment. The costs for clean-up are high and not always easy with many different agencies having responsibilities for different areas, like Crown Land for example.

There are many alternatives for residents and businesses for reuse or safe disposal of these materials - often much lower than the cost of gas used to illegally dump garbage in the bush.

Community clean up program

The TNRD is taking steps to reduce the impact of illegal dumping and to raise awareness about the environmental impacts associated with it through our new Community Clean Up program, launched as part of the new Pay-as-youThrow waste collection.

Our new Community Clean Up program includes: Increased monitoring The TNRD is working with provincial conservation officers to monitor existing dumpsites and catch illegal dumpers in action. We’re also mapping well-known dumping sites for future clean up operations.

An illegal dumping hotline Residents are asked to report illegal dumping along with helpful details including the location of illegal dumpsites, time, date and the license plate numbers of any vehicles involved.

To report illegal dumping call the TNRD at 1-877-377-8673 or call the BC Ministry of Environment’s 24-hour Report a Poacher or Polluter (RAPP) hotline at 1-877-952-RAPP (7277).

Support for Community Clean Ups! Talk to your local service group, neighbours or friends and family about organizing a Community Clean Up in your area. We’ll support your efforts by providing free garbage bags

and by waiving tipping fees for waste collected from illegal dumpsites on public property. We will also help with larger sites. Call us today at 1-877-377-8673 or email recyclenow@tnrd. ca.

surrounding areas to dispose of up to $20 worth of material for free.

The goal is to reduce the amount of waste littering the environment and encourage community members to help conserve, protect, and enhance their local environment.

Please note that these events are held only once per year and are designated for residential use within the TNRD. Commercial loads are subject to full tipping fees.

There are limits to what will be accepted for free to a maximum 20 dollars per household. These events are held typically

only once per year in the spring. If you don’t see your local transfer station represented, residents will have to travel to the nearest waste management facility on the list below to take advantage of this once per year opportunity.

The TNRD is committed to bringing Free Dump Days to all service areas and facilities in the TNRD and is working towards implementing this program region wide.

Going Green • Waste Reduction Week 3

Used oil now accepted at more TNRD waste facilities TNRD The Thompson-Nicola Regional District is now accepting used motor oil, oil filters and oil containers at the Spences Bridge and Savona Transfer Stations.

The service is already offered at waste facilities in Clearwater, Heffley Creek, Louis Creek, Lower Nicola, South Thompson (Pritchard), Clinton, Logan Lake, 70 Mile, Blue River and Westwold.

Accepted materials include: Oil - Any petroleum or synthetic crankcase oil, engine oil, hydraulic fluid, transmission fluid, gear oil, heat transfer fluid or other fluid used for lubricating purposes in machinery or equipment.

Oil Filters - Any spin-on or element oil filter used in hydraulic, transmission or internal combustion engine applications, including diesel fuel filters but does not

include gasoline fuel filters.

Oil Containers - Any plastic container with a capacity of less than 30 litres that is manufactured to hold oil. TNRD sites also accept 5-gallon pails.

All customers must drain their own oil and put containers and filters in bags provided. Sites are equipped with “bucket busters., to assist customers in taking lids off 5-gallon (20-litre) pails.

No business or commercial materials are accepted in stewardship programs offered at TNRD waste management facilities. For commercial, industrial and other large volume generators that would like to recycle their materials, please contact the Recycling Council of British Columbia’s toll free recycling hotline at 1.800.667.4321.
