City of Greenwood – mayor and council seats up for grabs In the race for Greenwood mayor incumbent Nipper Kettle is being challenged by Barry Noll and Ed Smith. Both Kettle and Noll are now finishing their first terms on Greenwood council; Smith is running for the first time.

Four seats are up for grabs as councilor and, with Councillor Noll now running for mayor, at least one of the four chairs will be filled by a new body next term.

Incumbents Darla Ashton, Lee Cudworth and Colleen Lang are running again. They are being challenged by Nola Tutti and Christopher Yates.

Village of Midway – mayor returned to office; six running for four seats as councillor Mayor Randy Kappes has reclaimed his seat by acclamation.

Forums showcase candidates Boundary Country Regional Chamber of Commerce is hosting a forum Tuesday, Oct. 21 at 6 p.m. in the Midway Community Hall. Candidates for village council and Area E rural director are invited to attend.

The Greenwood Board of Trade will host a forum at McArthur Centre in Greenwood for candidates for mayor and councillor in the city. Date is still to be confirmed at press time. It was originally scheduled for Oct. 22, but that date conflicts with a West Kootenay Boundary Regional Hospital District meeting so council passed a motion on Tuesday night to ask the Board of Trade to

reschedule it to Oct. 29.

An all-candidates forum for school trustee races in Area D and the City of Grand Forks will be held in Grand Forks on Oct. 22.

The three seats in the West Boundary and the single trustee from Christina Lake are in by acclamation.

As of press time, the possibility of a forum in Big White is unknown.

Should have named it GOTCHA Heading to the U.S.A. for the winter? Maybe you regularly hop across the border for a day trip? Or maybe you like to drive the shorter and more scenic route between Midway and Grand Forks through Washington State?

But you’re always happy to get back home to Canada, eh?

But if you fall into one or—heaven forbid—more of those categories then the definition of your “home” may be coming under closer scrutiny at the U.S. border.

Most snowbirds believe by spending fewer than 183 days each year in the U.S., they will avoid U.S. tax pitfalls. But it’s not that simple.

Canada and the United States signed the international agreement on the Foreign Account Tax Compliance Act (FATCA) this year. Border officials in both countries are now allowed to swap information on its citizens’ passports. Previously only entry dates could be tracked by the U.S. Beginning June 30 this year, each day in the U.S. is recorded automatically by the American Department of Homeland Security. A quick trip across the border to buy gas counts as a full day.

There is an annual threshold of 122 days that should not be exceeded without filing IRS form 8840 by June 15 of each year. Form 8840 will allow you to remain in the U.S. for up to 182 days.

Anyone who overstays either threshold is flagged as an American resident and will be bound by U.S. world income and estate tax laws. Of course, Canada Revenue Agency will probably want some sort of explanation too.

They should have named it GOTCHA, not FATCA. What a refreshing new way for the governments, both north and south, to potentially tap your wallet.

Reader campaign raises funds

The annual Reach a Reader campaign was a perfect time for Columbia Basin Alliance for Literacy (CBAL) to introduce the newest member of the literacy team in the West Boundary. Evelyn Booth has taken over the reins as Literacy Outreach coordinator for the West Boundary.

A table was set up outside the offices of the Boundary Creek Times last Thursday to help raise awareness and dollars for local literacy initiatives.

The Times has partnered with the Bored Room Bistro in Midway and the Liquor Store in Greenwood to place donation boxes on their counters for the rest of this month.

There is also an online opportunity to donate to specific Boundary literacy programing at the cbal.org website—find the Boundary in the list of communities and click on the donate button. Donations made through the website through the end of October will be matched dollar-for-dollar by the Bienfaisance Foundation.

The West Boundary Literacy Committee will meet at 9:30 a.m. on Friday, Oct. 24 at the Bored Room Bistro in Midway.

According to CBAL’s Boundary Community Literacy Coordinator Sheila Dobie, they will brainstorm and set up an action plan, the discussion focusing on computer workshops, delivery

ideas for health and financial literacy, and other collaborative literacy projects possible in the West Boundary.

All CBAL literacy programs are free. CBAL can help the Boundary residents to learn to read and write better, participate in fun learning programs with their family. CBAL also provides free tutoring for adult learners can be arranged in various Boundary locations, English as a Second Language and free training and ongoing support for volunteer adult tutors. All programs are confidential.

With the ever-changing face of the world, it seems it’s getting harder and harder to be the “small community.” But we make it work, as demonstrated by the community of Beaverdell, which nearly lost their postal service.

Postmaster Rose Zitko took over the post office from her father, who unfortunately passed in May. He ran it out of his property in Beaverdell.

With the passing of her father, Zitko and the post office have to leave the current location.

Zitko called for a community meeting on last Tuesday evening (Oct.7) at the Beaverdell Community Hall. She informed the community of the situation with Canada Post. She told them that she had phoned five other communities within B.C. that had moved their post offices and found out what the community needed to do.

“Because we are a rural post office, it is up to the postmaster to find premises. So it’s up to me,” Zitko said. “Canada Post gives me a small leasing allowance, it’s just under $180 a month. It isn’t really a lot for me to go rent somewhere, it’s kind of that tricky piece to find somewhere to be.”

Not only that, but the facility would have to accommodate wheelchair access, washrooms and insurance.

The meeting heard that Canada Post had laid down the terms: if they could not find a spot, they would close the postal service down. Once that happens, there’s a good chance they would not get it back.

Zitko is a member of the Canadian Postmaster & Assistants Association; a union representative came to Beaverdell and spoke to the community at the meeting, explaining what they would need for a new facility. They also gave the history of the rural postmaster.

Following the post office meeting, the Beaverdell Community Club meeting began and, of course, the post office was on their agenda. The community came to the conclusion that community property rather than a private property is the best option.

The curling/skating rink has a modest lobby that meets all the criteria. The motion was put on the table, and was passed 32 votes for and five in favour of using the lobby for the post office.

All costs of the renovation and planning contracting are also Zitko’s responsibility. The community volunteered their time and labour, however, and plans are to fundraise to support the new office.

City over budget on legal account The City of Greenwood is over budget on its legal account. Resident Byron Goch wants the overspending to stop and he says he’s prepared to raise the issue by going door-to-door in the current municipal election campaign.

During the public question period at the start of the Oct. 14 city council meeting, Goch directly asked how much over budget the city was on their legal expense account. City administrator Robin Dalziel confirmed the legal account is about

$10,000 over budget.

When council set the budget last spring, $20,000 was budgeted for legal fees, up from $3,653 in 2013. The city has maintained that the legal fees are being used to further a project that is still in negotiation.

“Council has encountered higher than average atypical budgetary items simply because we are working on a project that will be of huge benefit to this city,” said Mayor Nipper Kettle. “The rest of that information is in camera and I am not going to comment on it.”

Item #19 in the 2013 Annual Report for Greenwood shows another possible reason for the drain on the legal budget. Under the heading Contingent Liabilities, the report states, “The city may also be exposed to liability in respect to an allegation of censure and defamation. As at the report date, no estimate can be made of the likely outcome and no accrual has been made for this potential claim.”

Last February, Councillor Barry Noll was removed as the city’s representative at the RDKB table. Council issued a public statement that blasted Noll at the time and, at the next council meeting, Noll told the rest of council he had been advised by his lawyer to no longer attend in-camera meetings without his legal representative

Goch says he believes that infighting between members of council may be costing the taxpayers money.

Goch asked a follow-up question: “To bring that [legal account] back within budget, is council prepared to put their differences away and settle the escalating legal costs attributed to the infighting that council has been going through since February? I realize that some of the details of this necessarily have to stay in camera. But I also believe it is in the public interest that this be put aside and that council reimburse the city for the money spent.”

Goch said Greenwood’s Bylaw 807 only addresses the cost if there is a court action.

(Bylaw 807 reimburses officials against an award of damages or penalty imposed as a result of a claim or prosecution brought against them in connection with the performance of their duties. It also defines conditions where, should a court find a municipal official to have erred, the official would have to repay the municipal coffers.)

courage infighting, because if the infighting goes away [i.e.: never gets to court] the ten grand or whatever that council spent should be protecting themselves—us as taxpayers have to pay it.”

“I think that council should take a responsible place and a moral place and put their infighting aside and repay the city for the monies used. I think that would serve the best interests of our community and I certainly think it would bring our legal budget back into where it should be.”

Goch said he was prepared to go doorto-door during the election campaign with his concern.

Kettle again defended the legal costs.

“We are working on a big project for this city, something that could be life-changing for Greenwood and it’s a huge investment in our town.

“We didn’t anticipate this going back and forth with lawyers and things like that cost money. It is the price of doing business in this day and age.”

Kettle said he couldn’t comment further and, when asked, said he wasn’t sure if council would be able to release details of the project before the Nov. 15 election.

Investment Rules

When it comes to investing, how many times have you heard a relative or friend say “hey buddy, I’ve got a good stock tip for you” or “here’s a good investment idea that will make you rich”. While the people close to you may have their heart in the right place, there are steps that you can take to put you on the path to a successful investment plan.

First of all, create an investment plan. A properly qualified professional can help you develop an investment plan suited to your unique requirements, your time horizon, and your tolerance for risk.

With a properly developed plan guiding you, you’ll feel comfortable today and secure about tomorrow.

Secondly, stick to the plan. How many times do we let emotions drive our decisions? Everyday we are bombarded with a wealth of information telling us that financial markets are in a crisis, that interest rates are fluctuating and that the economy is suffering from political unrest. Shortterm fluctuations in the value of your equity mutual funds are normal. In fact, volatility is necessary to achieve higher returns over the long term.

Your investment plan is built to withstand those fluctuations. Rebalancing may be required from time to time, but impulse buying and knee-jerk selling are not part of the plan. Markets tend to rise over the long term, so rely on time, not timing the markets to reach your goals.

Next, invest regularly. Investing is most productive when done over the long term and, in a long race, the tortoise investor will always beat the hare. Rather than trying to time markets, use a strategy recommended by many investment advisors called “dollar cost averaging”.

Dollar cost averaging is investing the same amount weekly or monthly.

Because prices fluctuate, you will buy more shares when markets are low; when markets are high, you will buy fewer. It’s like waiting for the Boxing Day sales.

By following this strategy, you can often lower the average cost of your investments. If you have lower costs coming in, you will have more profit going out.

There are a number of advantages to dollar cost averaging. You don’t

have to guess when to buy, and you might be able to sleep better at night.

You don’t have to invest a large amount all at once; smaller amounts are easier to work into your budget. There is no need to study trends or be a market expert – professional money management is what the mutual fund provides.

Most importantly, dollar cost averaging eliminates the temptation to buy wildly when the price is increasing and stop buying when the price is going down. Many investors feel this tug, but the end result of the temptation is that you buy high. Dollar cost averaging, by contrast, follows the classic advice, “Buy low and sell high”.

Lastly, Diversify. Different types of investments react differently to economic events. When you hold a variety of investments in your portfolio, you protect yourself against day-to-day fluctuations in any one category. At the same time, you’ll get a piece of the best performing asset class. For diversification to work best, your investments should be reviewed often. Various investments may suit your needs for a given period of time, but times change. With close personal attention, diversification is one of the best investment strategies you can use.

John Hibberson speaks to the inaugural meeting of the Midway and Beyond Little Theatre Group last week as they began work on their first live production due to hit the stage in late November.

Hibberson’s energy and passion for the project also prompted long-time friend and member of the University of Victoria Board of Governors Anthony Gage to personally donate $10,000 to the project. All told, Hibb (as he was known to students and staff at BCSS where he taught drama for many years) was able to bring in some $21,000 to get the ball rolling.

All of this was done under the umbrella of the Midway Community Association. So last week Cat Kappes and other members of the community association put out 20 chairs for the inaugural meeting.

Then they worried. What if no one came?

But their worries were groundless— because by the time 7 p.m. rolled around and Hibberson took his place at the front of the group, more chairs had to be set out.

Those who came out ranged in age from elementary school students to seniors. They listened as Hibb explained that even before he’d gone to village council last November he’d come to the community association to ask their blessing for his dream of community theatre. He’d received a good reception, though they did have one requirement: in return for taking the theatre group under their wing he would have to be-

come an active member of the association.

Hibb shared his vision of community theatre with the highest possible production values; and he insisted that the company include talent (both onstage and behind the scenes) from throughout the West Boundary. “The name of the group has to be the Midway and Beyond Little Theatre Group,” he said.

His vision includes teaching behind the scenes theatre skills as well; such as how to use and maintain the equipment.

The meeting then got down to planning for their first production. The curtain is scheduled to go up on All That Glisters—a type of radio play to be performed live on Friday and Saturday, Nov. 28 and 29—a year to the day that Hibberson took his idea to council. (Ed. note: Last week the Times reported the date of the production a week earlier; but that has been changed.)

All That Glistens concerns the 1896 robbery of the Camp McKinney gold bars. It tells the tale of the robbery and its aftermath, the murder of Matthew Roderick, the robber, by mine superintendent Joe Keane.

A second, more ambitious production planned for next spring is in the early planning stages as well.

Mary Margaret ‘Diane’ Biernaskie April 17, 1943 – Sept 19, 2014

In Penticton, B.C. on Sept 19, 2014 Diane Bieranskie, M.B. passed away at the Andy Mogg Hospice House after losing her battle with breast cancer at the age of 71.

Diane will be lovingly remembered by her family: daughter Jenifer Brock; ex-husband John Brock and then later David Biernaskie; sister Sharon Yurcich; brother Ron Carpenter; and all of the Carpenter and Brock family members, and her many caring friends. Her younger brother Bob Carpenter passed away in 2011.

Born in Perth, Ontario, as one of four children to F/L Key & Areta Carpenter. She married John Brock in 1966. Their daughter Jennifer was born in 1970. In 1973 Diane became one of the first 15 women to join the OPP (Ontario Provincial Police). In 1974 she was awarded the Metal of Bravery by the Governor General of Canada, for her act of heroism in the face of danger.

After leaving Ontario and moving to B.C. in 1993, Diane settled into the Osoyoos area and was soon known as a productive REALTOR© with the South Okanagan Real Estate Board. Her entire real estate career between Ontario and B.C. spanned over 28 years.

Diane loved animals and rescued many dogs, horses and other ‘critters’. Her whole purpose for living in the country was to help those four legged furry friends who needed her help. And she was happiest when she was with them on her ranch in the Sidley Mountain area.

Jennifer and friends want to thank all the staff of the Andy Moog Hospice House for their loving care of Diane in her final days that she spent there.

Memorial Service: Saturday, Oct. 25 at 2:00 p.m. at St. Christopher’s Anglican Church in Osoyoos. Gathering of Remembrance: Sunday, Oct. 26 at 1:00 p.m. at the Community Hall in Bridesville. In lieu of flowers, donations may be made to the BC Cancer Society for Breast Cancer or the SPCA in Penticton. Condolences and tributes may be directed to the family by visiting www.nunes-pottinger.com.

Bruins outgunned in Fernie The Grand Forks Border Bruins went to Fernie last Friday night to face off against the Ghostriders. But according to coach Bruin Brad Snyder, “They spent all day on the bus and just didn’t show up to play at all. They beat us pretty good on Friday night (Fernie 6, GF 1).”

The Bruins were clearly outgunned: 48 shots on goal for Fernie and only 20 for Grand Forks. According to the boxscore, goaltender Jacob Mullen made 39 saves on 45 attempts in regulation time.

Max Newton got the lone Bruin goal; Lincoln Lane the assist. Newton was also singled out as second game star. Penalty killing was 100 per cent for both teams— the Bruins were shut down the on three power plays. Fernie was blanked in their lone attempt.

On Saturday night, Mullen continued strong in goal when the Bruins came home

to take on the Creston Thunder Cats. He stopped 52 of 55 shots on goal on home ice. “We played vey well against them,” Snyder commented.

Bryson Yee scored the single Grand Forks goal; with assists from Lane and Newton. Bruins fell to the Cats 3-1.

The Bruins had 25 shots on goal and first game star went to goalie Mullen.

Grand Forks went 0 for 2 on the power play; the Thunder Cats 0 for 5.

On Sunday the team played to a 5-5 draw against the Revelstoke Grizzlies. “We were up twice by two goals in the second period but they kept coming back and we ended up in overtime,” Snyder said in an interview the following day.

The Bruins offense picked up the pace— shots on goal were 45 for the Bruins and 49 from Revelstoke. With two goals and an assist, the first game star went to Kyle

Doak.

Grand Forks went 1 for 3 on the power play; the Grizzlies 1 for 5.

Newton scored two goals and Steele Anderson got a goal and an assist. Michell Pearson and Michael Rand each had two assists; with Graham Watkins, Reid Peterson, Lane and Bryson Yee contributing one assist each.

Snyder said the team would take a couple of days off over Thanksgiving for everybody to heal up and then get back to action.

The next home game at Jack Goddard Memorial Arena in Grand Forks won’t be until Friday, Oct. 24 when the Nelson Leafs come to town.

This Saturday the Bruins travel to Castlegar to meet the Rebels and on Sunday they go down to Spokane to take on the Braves at the Eagles Ice Arena.

Parkview Manor in Midway is looking for some younger peo­ ple, which might seem odd since Parkview is a supportive hous­ ing complex for seniors.

But they aren’t looking for younger residents—they are look­ ing for younger board members. They have an AGM scheduled Saturday, October 25, 2014 for Wednesday, October 22 at 7 p.m. in the basement rec room and invite all those interested to come out.

She said it is a working board, but many hands make light work; and there are currently 16 on the board and participation is sought from all corners of the West Boundary.

“We are looking for all kinds of talents,” Feist said. “From the crafty to the downright helpful to those with knowledge and skills about building maintenance—all are welcome. There is also the opportunity to serve on Online Service Schedule the board by coming in on Saturday or Sunday to answer the phone, help Rock Creek Health Clinic: the cook as needed and visit with the residents.”

patio, the residents themselves pooled funds to buy a barbecue and Andy Shelton of ASE Fire and Electrical put in the necessary wiring to put the rotisserie in motion.

Positions on the board are open to anyone in the West Bound­ ary and Feist explained that all the decisions are made locally.

“While BC Housing assists us with the operation of the building, the board has to budget accordingly,” she explained. “Just like any other organization – monthly meetings are where decisions are made.”

WBSHS employs seven people. Assisted living care aides em­ ployed by Interior Health are in the building from 8 a.m. to 10 p.m. and BC Ambulance Service personnel are on call for over­ night emergencies. There are 20 individual units at the Manor: 15 independent living and five assisted living.

Parkview opened on April 1, 2001 and these are still some of the best laid-out senior’s housing units around. There are two, two-bedroom units and 18 one-bedroom units. Three are clas­ sified as handicapped accessible. Each unit has individually con­ trolled air conditioning and heating, a fully equipped kitchen, ample closet space, a small balcony, wheelchair accessible door­ ways and a fully equipped bathroom with assist bars.

Monthly rent is based on the occupant’s income and assets (capped at a maximum of $506 for one-bedroom and $622 for a two-bedroom unit). Food is provided through an additional Hos­ pitality Component (under $500 per month) that covers lunch and dinner each day, 24-hour emergency response, security inter­ com system, kitchen staff, maintenance and administration.

Parkview is a well managed facility that just needs some caring and responsible citizens willing to serve on the board and give it the TLC that will ensure it’s place in the future for many years to come, Feist said.
