No firearms, says Owens JAKE BIANIC

People are trespassing on his land and discharging firearms, and Guy Owens wants teeth in a village bylaw to help make it stop.

Owens made a request to council MIDWAY at Monday night’s regular meeting to update the “No Shooting” bylaw in the village to prevent illegal hunting and other activities. There was, however, an inconsistency with his request where he called for no weapons or firearms but did argue for the lawful use of a bow on lot 16085.

This caused debate and brought up another question: what was permitted to be used? The bylaw currently covers only guns, shotguns, air/spring rifles and crossbows. It does not cite bows, allowing people to use a bow in their own backyard (within reason) with no repercussions.

Councilors Richard Dunsdon, Gary Schierbeck, and Darrin Metcalf all agreed that there should be a change to the bylaw to exclude bows.

Councillor Marguerite Rotvold said it was not fair for council to pass such a motion and that people should not have their right to practice their recreation taken away; that not everyone could travel to gun ranges to do so all the time, and that there hasn’t been an issue with it before.

Council disagreed with this motion, and agreed it would be safer if they were included on the bylaw.

Council did pass a motion for more signage to be put up, but suggested Owens seek further assistance from RCMP and conservation officers.

Council noted that to the northeast of the graveyard is a portion of land where hunting is allowed, but if someone were to shoot a rifle and miss, the bullet could travel into residential property. Two district lots (560 and 2227) to the northeast of the cemetery will be reviewed to be entirely included in the prohibition zone. *** Village council turned down a second request

from The Bridge for a property tax exemption.

The Bridge is a charitable organization based out of the old Midway Church. Pastor Rick Steingard fought for the request, saying it would cut their bills and provide more opportunity to help the community. “Why not have LIBRARY community zoning, because it’s a community building and it’s a community outreach going to the community,” he argued.

Some council members did not agree with this, saying The Bridge could seek assistance from other churches in the area. Rotvold, and Shierbeck both agreed the organization could seek help from the Regional District of Kootenay Boundary (RDKB) rural director, Phoenix Foundation and the Lions Club.

Council voted unanimously to turn down the request. *** Rotvold, as the village’s RDKB representative, reported that Chair Grace McGregor posed the issue of provincial electoral riding boundary hearings. There were to be hearings held Oct. 8 in Trail and Penticton; however, the Village of Midway did not receive any notice of these happening. McGregor requested that all municipalities write letters opposing any changes.

Council supported writing a letter opposing electoral riding boundary changes *** After much deliberation, council approved funding for new arena gas detection equipment, as the old sensors were unable to calibrate properly or safely. The new equipment will cost approximately $5,380. Also, roofing for the library was approved and quotes were received on roofing jobs for the community hall and museum. *** Council congratulated Councilor Marguerite Rotvold on being recognized at last month’s UBCM convention for her 25 years of service as a local elected official.

For the record In last week’s Times, the Greenwood council article stated that Interior Health Authority had promised Greenwood Mayor Nipper Kettle that they would assist in finding a new doctor. Mayor Kettle phoned as soon as the paper hit the streets to request the following correction. “We have a doctor,” Kettle said. “The reason that we went there was to try and find some equipment that would help the doctor. We have the new doctor, and don’t want people to get the idea that we don’t have a doctor. We already have one. It also stated they raised five children on their woodlot near Midway; that should have read two children. Fred’s three older children were grown up and moved away by the time the Marshalls moved to their Boundary woodlot. *** A member of the Boundary Woodlot Association contacted the Times to request a correction on the West Boundary Community Forest article as well. The article referred to woodlots, but should have more accurately called them woodlands as woodlots are licensed and governed separately from community forests.

Raising expectations Municipal election season is upon us again. It’s more important than ever for people to pay attention.

This year those fortunate enough to be elected will serve for four years. That’s a long time to go without the accountability part of the democratic process coming into play.

In the 2011 election Greenwood had a very respectable 70 per cent of eligible voters turn out to cast their ballots. The mayor’s race—for the second election running—came within a couple of votes of going either way.

That shows how valuable your single vote might be.

In Midway just over 50 per cent of eligible votes went into the ballot box. That’s fewer than either the last provincial or federal election. So improvement is possible there.

What can be done by the candidates to improve things?

Hopefully they will focus on the issues that are important rather than on trying to tear down their opponents. But the blame for negative advertising doesn’t rest solely with the candidates. Negative campaigning works—that’s why it is used so often.

Maybe there is some room for improvement on the part of the voter too. If the best reason a candidate can come up with for you to vote for them is that they aren’t their opponent, then maybe it’s time to reconsider putting your mark next to their name.

Something we voters can do to improve things is to start expecting better of our politicians.

Politician get stereotyped as dishonest liars.

People—all people, including politicians—rise to the level of expectation put upon them. So let’s cut the stereotype baloney and start expecting them to put their best effort forward.

Correctly, I read part of point 11 of the bylaw, which says that, where a court makes a finding that a municipal official: • acted outside their powers, or • has been dishonest or grossly negligent, or • has engaged in malicious or wilful misconduct, or • acted contrary to the terms and conditions of employment, or • has acted contrary to an order given by a person in authority, or • has been found to have libelled or slandered a person or persons, then • the municipal official shall reimburse the

Reader campaign under way

Whether it’s a child getting an early start, a young mother looking to upgrade her skills to go back to school, or an individual trying to find a new job, when we make literacy a priority, good things happen: jobs are created, community health improves, poverty is reduced.

This October, Black Press and the Columbia Basin Alliance for Literacy (CBAL) are joining forces to raise funds and awareness about the importance of literacy with the 4th Annual Reach a Reader campaign.

In the West Boundary the 2014 Reach a Reader campaign will kick off on at 11 a.m. Thursday, Oct. 9 in front of the Boundary Creek Times office across the street from the Heritage Credit Union in Greenwood. From 11 a.m. until 1:30 p.m., in exchange for a donation you will receive an issue of the Boundary Creek Times. Your donations will go directly to literacy programs in the Boundary delivered through CBAL, a not-for-profit organization formed in 2001 to promote literacy and life-long learning throughout the Columbia Basin and Boundary communities.

New this year to the campaign is the opportunity to donate online through the month of October. The money raised online will be matched

dollar-for-dollar by the Bienfaisance Foundation.

Local needs are identified and prioritized through ongoing meetings with key partners from each community. The West Boundary Literacy Group meets twice a year.

George Longden was in Rock Creek last week to deliver a cheque to the Rock Creek Community Medical Association for new outdoor exercise stations that were put in the park beside the health clinic during the summer.

Exercise stations set up Terry Keough said it was a lot of work, perhaps more than some of the principle volunteers were expecting, but thanks to the Phoenix Foundation, the Boundary Theatre Group and the Regional District of Kootenay Boundary, the Rock Creek Health Centre Park now boasts four outdoor exercise stations.

He said the medical society kicked in the rest of the money that was needed and that every dollar, aside from the purchase of the equipment itself, went to local contractors. Lumber came from Freeman’s; the labour crew was donated; many including Cannon Excavating made inkind donations. Greg MacDonald donated his time and tractor to pound the posts, Kelly Harpur and Mark Szabo put the fence up.

“Hats off to everyone else who came out to the final work bee to finish it off,” said Keough, who serves as the current president of the Rock Creek Community Medical Society.

He explained that while the exercise equipment is geared for a somewhat aging population, there are different levels so kids can use it too.

The park has a pushup/reverse pushup station, a core station, curved balance beam and parallel bars. Each station is weatherproof and includes signage to help get the most out of the new

equipment.

George Longden, chair of the Phoenix Foundation of the Boundary Communities grants committee, was on hand with a cheque for $2,795.

“A lot of people feel that the Phoenix Foundation only represents Grand Forks, but I am very pleased to tell you that the Phoenix Foundation represents all of the Boundary, all the way from Bridesville to Christina Lake.”

Longden said the foundation actually had money allocated from their seniors endowment that didn’t get spent because they didn’t have anybody who had applied.

“One of my messages to you today is that if you are planning to do something that will benefit seniors for the future, please keep us in mind,” Longden said.

He said the foundation is planning to present a grant-writing workshop, probably in December.

The foundation anticipates giving away $50,000 next year, he added. They were able to help Boundary communities with $46,000 in 2014.

As well as the exercise equipment in Rock Creek, the Phoenix Foundation also helped fund the Midway and Beyond Little Theatre group this year.

Does Starting a Home-based Business Make Sense for Me? Like any other kind of work, self-employment has its pros and cons. Self-employed individuals usually have more control over their time, and greater flexibility and autonomy than their employed counterparts. It does, however, require the self-employed person to have the ability to plan, organize and carry out the work of the business without supervision or directives. As such, it necessitates that the individual possesses a considerable amount of self-direction, motivation, and discipline.

Deciding to become self-employed means losing some of the “perks” inherent in employment contracts, such as statutory rights and social safety net measures. As such, the self-employed individual accepts a measure of insecurity insomuch that these “perks” are no longer available to the self-employed individual. Consider certain lost perks such as a minimum of 2 weeks’ paid vacation each year, or the 10 paid statutory holidays. Employed persons are also entitled to certain protection in the event of unemployment, such as Employment Insurance benefits for a period of time. These benefits may not be as readily available to the self-employed individual.

One must also consider the infrastructure and support required by a business that is often

overlooked, initially, by the self-employed. Most small business owners soon realize that they are responsible for every aspect of running the business; from ordering supplies; to sending out invoices; to arranging for computer repairs. Where additional administrative, accounting and/or computer technical support is needed, the business owner will need to procure these arrangements in addition to paying for them out of income generated by the business.

Finally, there are some other costs which the new business owner will have to take on for the first time. All employed and self-employed Canadians contribute to the Canada Pension Plan (CPP). While employees make their own contribution, through payroll deduction, the employer is required (by law) to make an equivalent contribution on behalf of the employee. When a person chooses to become self-employed, the amount of required CPP contributions will effectively double, as he or she will be required to pay both the employer and employee portions on his/her personal tax return filing.

And of course, any extended health or insurance benefits which would normally be available through an employer will now have to be contracted for (and paid for) by the self-employed individual.

Talent search begins After seven months of grant writing, seeking donations, ordering and setting up basic (but essential) theatrical equipment, the Midway and Beyond Little Theatre Group is planning an inaugural community meeting on Thursday, Oct. 9 at 7:30 p.m. at the Midway Community Hall.

Theatre project coordinator John Hibberson hopes to discover all those people, both young and old, in the Kettle Valley area who are interested in being part of this new and exciting theatrical adventure.

“We need not only actors and actresses but all the many crew people who work behind the scenes to make wonderful productions happen,” Hibberson said in a newsletter he sent out last week.

UBC makes pitch

UBC student recruiter-advisor Anthony Dodds was at BCSS last week helping students chart their academic course. Dodds came to BCSS on Sept. 30 to meet with all interested Grade 11 and 12 students to talk options for their postsecondary academic journey. Dodds is based at the Okanagan Campus but represented the Vancouver Campus as well. The students were given a quick overview of the university, the application process and the Undergraduate Viewbook, which contains answers to many questions. He said UBC is consistently ranked amoung the top 40 degree granting institutions in the world. Other post secondary recruiters will be at BCSS on the afternoon on Friday, Oct. 17 to meet with students and parents.

Set and props, costumes and makeup all have tasks waiting to be assigned. Perhaps you are a lighting or sound techie? Possibly you wish to be a stagehand or learn how to be a stage manager?

There are people working on promotion, selling tickets or writing programs. “Theatre is definitely like an iceberg,” Hibberson said. “What you see on stage is only its tip. Behind the curtain is as important as what’s out in front of it. Theatre is teamwork!”

A major topic of discussion at the Oct. 9 meeting will be the opening production by the company. Friday and Saturday, Nov. 21 and 22 the curtain will go up on All That Glisters, a radio play based on the famous Camp McKinney gold bar robbery of 1896. It tells the tale of the robbery and its aftermath, the murder of Matthew Roderick, the robber, by mine superintendent Joe Keane. The cast consists of 10 men and one woman.

In late March or April 2015 Midway and Beyond will present their first major show. The play, Wild Oats, is a spoof of the Old West. This show will run from Thursday to Saturday each week for two weeks and has a big cast with both large and small roles available. “If you’ve never acted before but want to dip your toe into theatre this is a good chance for you,” Hibberson said.

The name of the new theatre group is Midway and Beyond Little Theatre, he noted. “The idea is to convince people from BEYOND the borders of our nice little town to join in,” he said. “I know there are people in Sidley, Bridesville, Rock Creek, Westbridge, Greenwood and maybe even from distant Beaverdell, who may want to join up with our cause. Please do! At least come to our first meeting and have a listen.

“I taught theatre in our local high school for a long time and have worked with a lot of amazing young people, I know that a few of you are still out there living nearby. Not so young anymore, sure, but maybe it’s time for you to have another kick at the can. We don’t want to make this a group for a whole bunch of old people like me.

Fire Prevention Week is October 5 to 11, 2014 The Fire Prevention Week 2014 theme, “Working Smoke Alarms Save Lives: Test Yours Every Month!” focuses on providing you, your family, and community with the knowledge necessary to test your smoke alarms, identify potential fire risks in and around your home, and be prepared if a fire or other emergency should occur.

The history of National Fire Prevention Week has it roots in the great Chicago Fire that occurred on October 8, 1871, and killed some 300 people, left 100,000 homeless and destroyed more than 17,000 structures. The popular story is that a cow knocked over an oil lamp in the O’Leary barn. Although the fire is still undetermined, and it has been established that the O’Leary’s were asleep at the time the fire started, the massive fire swiftly took its toll, burning more than 2000 acres in 27 hours.

In Canada, the first national Fire Prevention Day proclamation was issued by the Governor-General in 1919.

From the beginning, it was apparent that a united effort between Canada and the U.S.A. would give the work greater impetus. To this end fire prevention organizations in both countries have always supported a common date at federal, state, provincial, and municipal levels. Fire Prevention week falls in the week that includes October 9.

British Columbia, Alberta, Northwest Territories, Saskatchewan and Yukon fire departments coordinate efforts to reach children in Grades 1 to 3 during Fire Prevention Week in order to deliver consistent, accurate fire safety messages with information on preventing fires, knowing what to do in case of a fire, smoke alarms and developing home escape plans. Each year the message is tailored to follow the NFPA theme with activity booklets, lesson plans for teachers, fire safety messages to take home and a contest where one child from each region can win an iPad.

Canada’s Fire Marshals and Fire Commissioners aim to recruit up to 100,000 kids in unique fire safety program The Council of Canadian Fire Marshals and Fire Commissioners together with the Office of the Fire Commissioner, British Columbia have announced a major initiative tackling youth fire safety nation-wide.

The British Columbia Fire Commissioner’s Office is among 11 provinces and territories who are working together to arm teachers with unique lesson plans that encourage every Canadian household to test and replace their smoke alarms during the 92nd annual Fire Prevention Week, Oct. 5 to 11.

The Fire Marshals and Fire Commissioners expect to engage thousands of primary-school teachers across Canada who will teach special lessons to upwards of 100,000 students as part of a broad scope of Fire Prevention Week activities under its North American-wide theme “Working Smoke Alarms Save Lives: Test Yours Every Month!” Lesson plans, distributed

by The Council of Canadian Fire Marshals and Fire Commissioners through Scholastic Canada, will be supported by the local efforts of fire departments and the campaign’s educational website safeathome.ca.

Gordon Anderson, Fire Commissioner, Province of British Columbia, says, “We’re thrilled to have the fire departments from all across BC involved. Fire Departments and teachers have long had a special partnership that leaves a lasting impression on students, one that can prevent tragedies years down the road.”

Duane McKay, president, Council of Canadian Fire Marshals and Fire Commissioners (CCFMFC) says, “Fire safety programs that focus on our youth have a two-prong benefit.

The lessons deliver the fire safety fundamentals that youngsters need to know to safely escape a burning home, and, the kids help motivate Moms and Dads to make smoke alarm maintenance and replacement a higher priority. “ ‘The potential benefits of a successful national outreach are enormous,” McKay adds. “In over one-half of fatal fires, investigators typically find no working smoke alarms.”

Parents should watch for “Test and Replace” homework pages which include a home fire escape planning sheet and a safety checklist. Once completed, parents and youngsters can go online at safeathome.ca/testandreplace to register their home and download a certificate of completion for the child to take back to class.

Bruins claim two OT wins PAT KELLY

The Border Bruins enter the upcoming weekend schedule on the heels of back-to-back overtime wins.

“The guys really picked it up—that’s what we needed,” said coach Brad Snyder.

Recapping the team’s play over the past couple of weeks, they fell in a close 3-2 game on Sept. 23 against the Nelson Leafs. The Bruins were outscored 3 to 1 in the first period, but blanked the Leafs in the next two.

The Leafs outshot the Bruins 28 to 21; and unfortunately the power play didn’t work to Grand Forks’ advantage as they went 0 for 9. The game saw Grand Forks goals scored by Mitchell Pearson and Graham Watkins; assists to Matt Lucero and Lucas Robinson. Second game star went to goalie Jacob Mullen of the Bruins.

For the next two games the Bruins faced the Spokane Braves, with each team trading shut-out victories with the other.

In the Friday (Sept. 26) night game in the Jack Goddard Memorial Arena, the Bruins beat the Braves by a score of 3 zip; that despite being outshot 40 to 27 by the Braves.

The Bruins did a fine job of penalty killing, shutting the Spokane team down

in all eight of their power play attempts.

At the same time Grand Forks capitalized on one of five power play opportunities. Goals went to Lincoln Lane, Michael Rand and Tucker Brown; assists to Lane, Rand, Brown, Max Newton, Reid Robertson and Lucas Robinson. First star went to goalie Kiernan Matsuba.

The tables were turned when the Bruins travelled to Spokane on Sunday, Sept. 28: this time the Braves blanked the Bruins 8 - 0. Shots on goal were 40 for Spokane and 24 for Grand Forks.

Bruin forward Newton took second star.

Back in Grand Forks last Friday (Oct. 3) the Bruins took a 6 - 5 overtime win against the Beaver Valley Nighthawks.

The Bruins were again outshot, this time 35 - 25. Grand Forks was able to kill two of the three Beaver Valley power plays; and they capitalized on their own single power-play opportunity.

Newton got two goals and an assist, Rand two goals, single goals to Coleton Dawson and Lucerno. Assists went to Steele Anderson 2, Coleman MacDondald 2, Brown 1, Lane 1, Jeremy McGregor 1 and Keven Moreau 1. Rand was first star for the Bruins.

On Saturday, Oct. 4 the Bruins travelled to Spokane again. It was a good trip for the Bruins, they took a 2-1 doubleovertime win; despite being outshot 67 to 45.

Grand Forks was 0 for 3 on the power

play; while Spokane went 1 for 6.

Kyle Doak got a goal and an assist, Rand a goal and Lucerno and Watkins each got an assist. Second star for the game went to Bruin forward Kyle Doak.

The Bruins travel to Fernie on Friday night and then return to home ice on Saturday night at 7 p.m. against the Creston Valley Thunder Cats. They have another home game on Sunday at 2 p.m. when they take on the Revelstoke Grizzlies.

“We’re getting into the season now,” said Snyder, “getting our lines settled.

The players are starting to feel more comfortable.

“It is a learning process for everybody on the team—coaching staff and players.

I am a new coach from Manitoba and we have players from Manitoba, Saskatchewan, Utah and everywhere else. It is a process to get to know all of your players and bonding together—then you start getting a little bit stronger.”

Artist proposes ‘gateway’ CRAIG LINDSAY

At the School District 51 board meeting on Sept. 9 in Grand Forks, the board heard a presentation from aboriginal artist David Seven Deers.

Seven Deers, in conjunction with the school district, is looking at building a “Gateway” in Midway to link students from throughout the Boundary.

Doug Lacey, SD51 director of learning, introduced Seven Deers to the board.

“I asked him to speak in high terms about this vision he has about connectedness and his gift that he is going to give to our Boundary community—if we so want it—of a permanent talking circle with a raven that is Aboriginal in its theme and its teaching and the learning style.”

Lacey said he has been working with Seven Deers to get the project to become a reality in Midway. The location they are looking at is the entwined tree park, which is halfway between Boundary Central Secondary School and Midway Elementary.

“We want to make this a reality for our community and for our youth—aboriginal and non-aboriginal youth alike,” he said. “It fits in well with connectedness, it fits in well with our aboriginal enhancement agreement and the goals we have within it.”

first looked at the project, they wanted to bring together the different parts of the Boundary.

“When we first started to look at it, it was about doing something to bind the two parts of the district,” said Lacey. “He came to me with the idea of the permanent talking circle and his talents as an artist. Our first conversations were how do we bind Christina Lake to Big White.”

Lacey said the entwined tree park was a perfect location with its centrality and it’s historical roots with the Colville Nation. “It just seemed to fit,” he said.

“We’ll be meeting with our aboriginal advisory council on how we can help our students be a part of it,” he said.

From grant-writing to learning about the talking circle and its significance to First Nations culture and spirituality to getting the construction students from Boundary Central Secondary involved, “we want the students to have ownership of this,” said Lacey. “We want the kids to come together so they have an important place in the community.”

The project is expected to begin in spring at the entwined tree park. The site will feature a raven structure as well as log seats and other features.

Warhouses train Midget teams make use of Midway arena

Inland Empire Amateur Hockey Association brought their two midget teams to the Midway arena last weekend to kick-off the training for the upcoming season.

The players are known as the Warhorses. David Clark, parent of two of the boys (a goalie and a centre), on the ice, took time fill in the details about their trip to the Great White North while the kids were practicing their drills and enjoying the ice time on Sunday morning.

They had two two-hour practices on Saturday and another scrimmage on Sunday that included the Boundary Predator midget team.

“This gives them a chance to get the kids away from their home environment so they can focus on hockey,” said Clark. He said they billet at the community hall next door so everyone stays close.

“Some of these kids have played together since they were seven or eight years old,” he said.

IEAHA has four teams this year, quite a growth spurt from their start three years ago with only one. Now the league has an Initiation, Bantam and two Midget teams.

They practice on outdoor ice at the Spokane Riverfront Park and all of their home games are at Eastern Washington University.

The visit to Midway was like a trip home for Midget coach Trent May; both he and the assistant coach are from Canada but live in the States now.

The Midget Warhorses were in town for some scrimmage and drills last weekend. Here coach Trent Guy (in white helmet) shares some insights with the young players.

The 2014 BC Seniors Games brought together nearly 4,000 participants in 100’s of events for one amazing week last month in Langley. Three of those competitors are from the West Boundary.

Les Jackman of Rock Creek took silver in the Men’s 70-74 Division A Golf with a score of 148.

His wife, Donna, won a abronze Women’s 70-74 5000 km Power Walk with a time of 45:16:48. She also placed 4th in the 10 km Power Walk finishing in 1:34:19.

The plebiscite is general throughout Canada and the vote will be taken at all points.” (ed. stay tuned for the results next week) ➤ Electricity From Boundary Falls – “The Greenwood Waterpower Company is making preparations to harness the water power at Boundary Falls . . . constructing a big dam 75 yards above the falls. The dam will be 62 feet across the river bed. The base will be 28 feet wide. It will be 25 feet high and 6 feet wide at the top. It is being built of heavy square timbers and stone. Over 200 tons of stone will be placed in the centre of the dam. It is expected that by the time the water passes over the falls, 240 horse power will be secured. The company will build their power house immediately below the falls.” ➤ C.P.R. Buys Into the City of Greenwood – “The Canadian Pacific Railway has now acquired a substantial interest in the city of Greenwood. A reliable source has claimed that the CPR has acquired one-third of the unsold lots within the city limits and a free right of way through the Townsite Co.’s property. The railway is to run its line on the bench across Boundary Creek, where a station and switching grounds have been acquired.” ➤ City Council Wasting Time (an editorial) – “There is good material in the council of the city of Greenwood, but it needs governors. Council should write a by-law to regulate its proceedings. A clause should be inserted in this by-law imposing penal servitude unless its provisions are enforced by the mayor. Such a by-law, properly enforced, would prove an insurmountable barrier to aldermen whose chief virtue is garrulity. These are but a few of the members of the Boundary Figure Skating Club which has started practicing their twirls and learning some new graceful moves. The club is fortunate to welcome Raymond Naismith as their coach this year.

Naismith competed at the national level where he did quite well. He also coaches the Grand Forks Figure Skating Club.
