Clark wants municipal pay to be election issue

Premier Christy Clark wants rising municipal pay rates to be front and centre in November elections around B.C., and that’s why her government set off a storm at the annual local government convention by releasing an unflattering comparison study with provincial pay.

work of negotiations as the province did in the recent dispute with B.C. teachers.

A study by Ernst & Young was released days before the convention by the Canadian Taxpayers’ Federation.

It calculated that unionized municipal staff received pay increases of 38 per cent between 2001 and 2012, twice as much as unionized provincial staff, and ahead of inflation of 23 per cent during the same period.

“I think it’s a legitimate issue to be discussed because it’s taxpayers who pay for these compensation costs,” Clark told reporters after her speech. “Further than that we’ll wait until we have new municipal councils to speak with, and then we can talk about the next steps.”

NDP local government critic Selina Robinson said the

report, prepared and leaked without notice to the UBCM, “hit a group of people over the head with a two-by-four.”

Robinson also objected to Clark urging B.C. residents to choose peaceful accommodation, saying the long and bitter strike that shut schools for five weeks is a poor example.

In her speech, Clark emphasized the importance of resource development, an apparent reference to the battle led by Burnaby against the proposed expansion of the Trans Mountain oil pipeline.

Clark announced the appointment of Cariboo-Chilcotin MLA Donna Barnett to lead a rural advisory committee to give rural communities a “fair share” of resource development.

Municipalities want authority to break car windows to save pets

Local government representatives are calling on the province to give bylaw officers authority to break into vehicles and rescue animals in distress.

Kamloops Mayor Peter Milobar was supported unanimously when he called for the new authority at last week’s Union of B.C. Municipalities convention in Whistler.

Milobar told local government representatives that when municipal staff find an animal trapped in an overheated car, they must contact police or SPCA constables, who have authority to enter

a vehicle or other property to rescue animals.

Being on the scene but unable to take action is a difficult situation for municipal staff, Milobar said.

The outgoing president of the UBCM, Columbia-Shuswap Regional District director Rhona Martin, cautioned that such a power could embroil local governments in “good neighbour-bad neighbour” disputes, where one neighbour makes complaints and municipal staff enter a barn or other building to respond. But no one opposed the resolution.

Is CUPE running city hall?

The big story at this year’s Union of B.C. Municipalities convention was a report commissioned by the B.C. government that reveals municipal pay increases for unionized staff have been running at twice the rate of provincial raises.

When I asked Premier Christy Clark about the intent of this report, leaked just before the annual UBCM convention, she was blunt. It’s to get this issue onto the agenda for the November municipal elections, which the province has decreed shall be for four-year terms instead of three.

After local elections, discussions with surviving and incoming municipal politicians will resume.

Things have been going pretty well for the main municipal union, the Canadian Union of Public Employees, for the last couple of decades. As local election turnout has gone from bad to worse, municipal employees themselves have become an increasingly dominant voting bloc.

Then there are the “labour councils” in urban centres, now almost entirely fronts for public sector unions.

They quietly survey council candidates to determine their level of affection for ever-growing public payrolls, and dole out campaign funds accordingly. Sometimes they organize full slates, with cuddly names like “Protect Coquitlam” to

appeal to low-information voters.

During last week’s convention in Whistler, I caught up to Finance Minister Mike de Jong in a brief break from the dozens of meetings cabinet ministers have with mayors, councillors and regional directors.

Is the province going to impose some kind of solution?

“There’s not some hidden legislative agenda,” de Jong replied. More data needs to be gathered, and the report shows ongoing problems with management salaries at the provincial level as well.

Is this the first step to imposing a tight-fisted centralized bargaining agency, such as the government set up last year to wrestle the B.C. Teachers’ Federation to the ground?

“We haven’t formulated our answer,” de Jong said. “What the data does suggest, however, is that there may well be some merit [to centralized bargaining]. One of the recommendations points to a more coordinated approach to some of the negotiations that take place.”

Will the new municipal auditor general have a role in this?

“The purpose of the auditor was not to become an enforcement mechanism,” de Jong said. “It was to play a traditional audit function on whether taxpayers are getting value for money. To that extent I suppose a municipal auditor might be able to comment on the advantages of coordinating efforts.”

NDP leader John Horgan’s attack on the compensation report was as predictable as it was selective. In his speech to delegates, Horgan called it “onesided, politically motivated, shoddy work” designed to embarrass local politicians on the eve of their elections.

Did he question Ernst and Young’s numbers, the pay increases for municipal union staff of 38 per cent between 2001 and 2012, compared to 19 per cent for unionized provincial staff? Did he question their calculation that over that period, inflation totalled 23 per cent?

No. The facts being against him, he went with an emotional pitch to distract from them.

Recall that during the final days of the teachers’ strike, Horgan suddenly decided that what was really needed was binding arbitration. This was 24 hours after the teachers’ union took that position.

So there’s the big question to be considered by voters as local elections draw near. Which candidates are looking out for your interests, and which ones are working on behalf of CUPE? There’s another troubling trend in manipulation of local government that was more evident than ever at the 2014 UBCM convention. I’ll discuss that in a future column.

a wonderful place to live and to raise my three children. Now that they have grown up and left the nest, I have time to devote to my community as a member of city council,” she said.

“My priorities will be infrastructure-improving Cranbrook roads, water and sewer systems -- and growing our local economy. We also need to implement the results of the deer survey and do whatever we can to ensure that every Cranbrook resident has a family physician.”

Blissett holds bachelors degrees in both forestry and education, as well as a masters degree in leadership and administration.

She teaches forestry, math and science at Mt. Baker Senior Secondary School.

Previously she worked as a forest educator for a group of East Kootenay forest companies.

Blissett has volun-

teered for a number of community organizations including Citizens for a Livable Cranbrook, the Cranbrook Community Forest Society, the Heart and Stroke Foundation, the Salvation Army, Cranbrook Minor Lacrosse and Kimberley North Star Ski Racers.

“We need to have a variety of people with different work and life experiences to represent the citizens of Cranbrook,” said Blissett. “I’ve worked in the forest industry, taught a few thousand Cranbrook students, and have spoken with hundreds of residents.

I think that I can bring a focused energy to get things done on Cranbrook City Council.”

College of the Rockies’ Level 3 Welding apprentice, Tarren Gayse, is off to Vancouver to attend the Canadian Welding Association’s CanWeld Conference.

Submitted College of the Rockies’ welding apprenticeship student, Tarren Gayse, has been chosen to attend the Canadian Welding Association’s (CWA) CanWeld Conference taking place September 28 to October 1 in Vancouver.

Trades program coordinator, Tim Ross, was contacted by CWA Director, Dan Tadic, with the offer to sponsor eligible College of the Rockies students to attend. Ross chose Gayse, a Level 3 apprentice, because of the skill as a pipe welder he has demonstrated and because of his experience working

in Northern BC. All expenses related to Gayse’s attendance at the conference will be covered by CWA. “We are thrilled to have the College’s welding program recognized by CWA in this way,” says Ross.

“To have one of our apprentices chosen for this opportunity to further expand his learning is a great way to further enhance student learning. We already use the excellent online learning media produced by CWA in our program so Tarren’s participation in this conference is a great fit.”

When he is not training at the College Gayse, who hails from Chetwynd, BC, works

for JDG Contracting on the W.A.C. Bennett Dam, a large hydroelectric dam on the Peace River.. He is honoured to have been chosen to attend the annual conference and is looking forward to the knowledge he will gain by attending.

“I am most looking forward to learning more about welding inspectors at the conference. I have always been interested in the role of welding inspectors, what they do and what job qualifications are needed to work as one,” Gayse explains.

“I am also looking forward to the tour of the Seaspan Shipyards that we will be participating in.”

Legal aid gets rare boost for family cases

Harvest & Storage 1. Some Like it Cold. As the growing season winds down, it is time to harvest the last of our fruit and vegetables and bring them inside. Depending on the variety, there are different techniques to store them and get the most out of your produce. While most crops like cool temperatures, some require refrigeration to prolong their storage life.

2. Mr. Potatohead. Maybe the most common crop for storage is the potato. After digging up your potatoes, carefully remove any clumps of dirt and cure in a dark, cool place for a few weeks. For storage, potatoes should be kept dark and cool, but protected from extremely cold temperatures. Covered boxes or baskets lined with cloth work well as containers.

3. Smelly Braids. Before bringing onions in, let them cure in a warm, but shady and well-ventilated spot for about a week. After that you can trim the tops and store the onions in boxes or mesh bags in a cool, moderately moist place. You can also leave the tops on, let them dry and craft them into onion braids.

4. Perfect Pumpkins. Winter squashes and pumpkins are easy to store and will keep for a long time.

Simply cut the ripe fruit from the vine, leaving a short piece of stem. Wipe the squash down with a damp cloth to remove any soil and keep in a well ventilated place at room temperature for a week or two. To store, place fruit in a basket, shallow container or even on a shelf in a cool and moderately moist place.

5. Cool Carrots. If you simply bring fresh carrots in after harvest, you will find they turn limp within a short period of time. After digging them up, wash carrots in cool water and trim the greens to about a half inch. Then put carrots in air-tight plastic bags in the fridge. If you have a large amount of carrots, you can also pack them in a sealed container with damp sand and store in a cold basement, garage or root cellar.

6. An Apple a Day. Mid- to late-season apples are best for storage. Pick the fruit when it comes away with a moderate tug. Carefully sort through your harvest, taking out any bruised or blemished apples. Put them in the fridge right away to slow ripening process. Store in plastic bags with holes or waxed boxes to keep a high level of humidity. Pears can be stored in a similar way, but should be picked when still quite hard and just starting to turn a lighter shade of green.

7. These Fruit Fear Frost. Tomatoes like it warmer than most other produce and should only be placed in the fridge if they are very ripe and would spoil otherwise. They can ripen from their green state.

For best results, spread unripe tomatoes in a box between layers of newspaper and store them in a cool closet or on a shelf in the cellar.

8. Dried Goodness. There is nothing like a few fragrant herbs to spice up any winter meal. Herbs on more woody stems, such as rosemary, sage or oregano, are best for drying. Simply bunch the cut branches together and hang them, upside down, in a warm and airy room for about two weeks. Discard any leaves that show any sign of mold and store the rest in an air-tight container. Your herbs will retain their flavour best if stored whole and crushed just when you are ready to use them.

9. Flavour in a Can. Some soft fruit and summer vegetables, such as peaches, berries or beans and peas are best stored frozen or canned. The factors that will affect shelf life for your canned goods are light, temperature and time. Keep your jars in a dark and cool place and they should last about one to two years.

10. Packing in the Flavour. There are many other techniques that will help you preserve the flavours of summer well into the colder months, including curing, dehydrating, fermenting and pickling. For all methods it is essential you clearly label your containers, including the date it was processed, so you know when you should be consuming it.

By Tom Fletcher The B.C. government has added to its pareddown legal aid budget to finance the hiring of a second staff lawyer to handle urgent family law cases, and to expand legal advice by phone for other family disputes around the province.

Attorney General Suzanne Anton announced Tuesday the expansion of a pilot program that started with a staff lawyer in Vancouver dedicated to legal aid clients with family law disputes.

The second family court “duty counsel” will be based at the Victoria courthouse.

The program is funded with an extra $2 million a year for three years, bringing this year’s Legal Services Society budget to $74.5 million.

This allows double the time for eligible clients to receive legal advice by phone.

Legal Services Society board chair Tom Christensen said the phone service will now be able to offer eligible clients up to six hours with the same lawyer, to get advice on issues such as child support and parenting arrangements so they can represent themselves in family court.

“There are always going to be cases where the situation is so dire that we need to appoint a lawyer to assist somebody in court,” Christensen said. “And with family services, that’s generally where violence is threatened, or where somebody faces a serious chance of their interaction with their children being cut off, like when one parent’s going to leave the province with them, and the other parent needs to stop that.”

Anton said there are three more pilot projects to come. These are an expanded model for legal aid staff lawyers in criminal cases, a parents’ legal centre for child protection cases and a family mediation referral program.

The financing move comes as the Trial Lawyers’ Association of B.C. resumes its intermittent strike against legal aid work to protest the lack of funding. Lawyers are refusing legal aid for the first week of each month in a protest that began in July.

The association notes that 80 per cent of people in family court are not represented by a lawyer, and that the rate paid to legal aid lawyers hasn’t changed since the B.C. government cut the Legal Service Society budget by about 40 per cent between 2001 and 2005.

Anton said the overall speed of the court system is improving, and the newly expanded program is designed to settle more cases out of court.

“On a family matter in particular, court is not necessarily the final destination, not necessarily the best destination,” Anton said. “This is the emphasis of the new Family Law Act. We would rather parties settled the matter between themselves with the help of a mediator, with the help of our family justice mediation services, with the help of the Justice Access Centres.”

The Trial Lawyers’ Association points to the extension of provincial sales tax to legal bills in the 1990s, to fund legal aid. They say only half of that tax revenue is used for its original purpose.

Province reviews offender monitoring after teen’s murder

Asked if the province adequately funds its Integrated Sexual Predator Observation Team, Anton responded: “They are resourced. They don’t watch the person 100 per cent of the time.

Could they watch them more? Again, I think that is a question that can be considered in this case.”

Anton called it a terrible tragedy.

“We expect that our daughters should be able to be safe when they’re waiting for a bus,” she said. “Serena Vermeersch was not safe that day. We owe it to her and to her family to do what we can to put into place things that keep our community safe.”

B.C. Attorney General Suzanne Anton says she is in discussions with federal Justice Minister Peter McKay on potential ways to tighten monitoring of released high-risk criminals in the wake of the murder of Surrey teen Serena Vermeersch.

Expanded use of electronic monitoring “is something that probably should be considered,” Anton told reporters last week after the arrest of convicted rapist Raymond Lee Caissie.

Now charged with second-degree murder, the 43-year-old Caissie was released from prison into Surrey last year after serving a 22-year sentence for a violent sexual assault and robbery in Abbotsford in 1991.

The Parole Board repeatedly refused to grant him early release, citing a high risk to reoffend and seriously harm or kill someone.

“He was identified publicly as being a violent sexual offender,” Anton said, noting

ince wants “a tougher set of rules for high-risk offenders who are a real danger in our communities.”

She said expanded electronic monitoring may offer “a second line of defence” but the focus must be on keeping high-risk offenders out of communities in the first place.

Clark said she also awaits recommendations from AbbotsfordSouth MLA and former University of the Fraser Valley criminologist Darryl Plecas, who is leading a blue ribbon committee on crime reduction.

SFU criminologist Rob Gordon predicted it would be “hellishly hard” to try to declare a soon-to-be released convict a dangerous offender to keep them in prison beyond the full sentence when such a determination was not sought at sentencing.

“I don’t think it’s feasible,” he said, suggesting the focus should instead be on the already available use of tight, well-enforced conditions of release imposed by the court.

Sex offenders are often subject to overnight curfews and a ban on visiting places such as swimming pools, schools or using the Internet.

But Gordon said conditions for release can be so restrictive that a high-risk offender is essentially subject to house arrest, electronically monitored by ankle bracelet and allowed just an hour or two a day away from home, with intense police surveillance at those times.

Such court orders are usually for one or two years but can be renewed with a judge’s approval.

Whether the community is kept safe depends heavily on how well the order is enforced, Gordon said, adding that depends on police resources.

Officers can’t monitor all offenders all the time, he noted, so they tend to closely watch high-risk offenders soon after release and then – if the subject is doing well

– move on to others.

“Stronger laws are not the answer,” Gordon said. “We need better and more intelligent surveillance of these people.”

Crown did not seek electronic monitoring of Caissie and Gordon said the release conditions placed on him were relatively weak.

“There’s a whole bunch of things that could have been in the court order gov-

erning this fellow but weren’t,” Gordon said.

“Somebody dropped the ball here.”

B.C.’s use of electronic monitoring has declined in recent years.

He also questioned why offenders like Caissie who serve their full statutory sentence do not get the same assistance in entering programs and finding work and accommodation as parolees who are released sooner.

Gordon said there were signs that Caissie was “totally institutionalized with no clue how to survive on the outside” and might seek out trouble to get back inside.

Caissie served more jail time earlier this year for failing to report to his parole officer and for shoplifting at a Surrey Winners store.

Elk Valley initiative receives $15,000 Submitted The Board of Directors of CFEK recently approved $15,000 of program funding to support the activities of the Elk Valley Economic Initiative.

The Elk Valley Economic Initiative (formerly known as the Elk Valley Economic Development Task Force) was established in 2011 and is comprised of the CAOs of the City of Fernie, The District of Sparwood and The District of Elkford, representatives from each

municipality’s Chamber of Commerce, Teck Resources, a representative from RDEK Area A, the Tobacco Plains Indian Band and Sparwood’s Business Development Liaison.

The group was established with the following goals: 1. Champion, support and articulate opportunities for projects and initiatives that contribute to regional economic development in the Elk Valley; 2. Create a network and increase communications among individu-

als and organizations involved in economic development in the Elk Valley; 3. Link to and avoid duplication with the activities of other regional economic development initiatives.

Since its formation the group has fostered a close working relationship between the three municipalities with respect to economic development and commissioned an Elk Valley Regional Economic Opportunity Analysis and Growth Sector Identification report which has been made available to all municipalities.

Local food in the Kitchen workshop series plans a delicious fall Submitted

Cooking up a pot of home-grown goodness at the August local food workshops.

This fall, the Local Food in the Kitchen workshop series will cover fermentation, meat preservation, vinegars and homemade drinks. Fall is traditionally the time to preserve the summer’s harvest for the winter ahead and this year Wildsight and the Cranbrook Food Action Committee are teaching locals modern and traditional techniques to create delicious preserved foods from abundant local produce and meat.

“There’s an abundance of local food sources still at this time of year” said Shannon

Duncan of CFAC and Wildsight, “but that drastically changes when the snow starts falling. Plan ahead and delicious local meals can be had all year round.”

The fall session of the Local Food in the Kitchen workshops will cover three areas of food preservation: making drinks and vinegars, fermentation, and meat preservation.

“A big part of the fall workshop series is fermentation and the traditional techniques that transform simple ingredients into the complex flavours of fermented foods with great nutritional value” added Duncan. “Fermented

foods are one of our earliest technologies - and the basis of so much culture around the world.”

“Preserving food doesn’t have to be complex” added Duncan, “and our workshops will give people handson experience so they can start stocking their cupboards.”

For the fall season, the workshops will cover seasonal preserved foods including apple cider vinegar and infused vinegars, fermented condiments, and meat. The series runs September 30th to October 22nd on Tuesday evenings in Kimberley and on Wednesday evenings

in Cranbrook, from 6-8pm. The workshops schedule is: 1) Homemade Vinegars & Drinks (Sep 30 / Oct 1): Apple cider vinegar, herb-infused vinegars, herbal decoctions and infusions.

2 ) G o u r m e t Fermentation (Oct 7 / 8): Fermented condiments: gourmet relish, salsa, chutney, and sauces 3) Meat Preservation (Oct 21 / 22): Jerky and pressure canning.

It’s nice to know that charity seems to be part of one school’s curriculum.

Grade 6 student, Braxton Chan, was the very capable host of a games night fundraiser at St. Mary’s School on September 24th.

Braxton hosted the evening attended by over 80 people and he did a marvelous job!

All monies raised went to the two charities of Braxton’s choice which included the East Kootenay Foundation for Health and the local SPCA. Each charity will receive $300.

Help us remember those from our region who served their country in our annual November 11 special edition. JABC is looking for volunteers for program delivery in schools or anyone working in or studying business or finance, and they will receive training and all materials required to deliver a lesson. JABC is able to offer these

programs at no charge to schools across the province because of the commitment of volunteers and generous donations from JABC’s supporters.

“JABC has seen success in merging community business volunteers with students. I am honoured to be a part of this wonderful organization and look forward to bringing together the Basin’s talented volunteers with our area’s students,” said Robillard.

“With the help of our business community, JABC programs will bring invaluable outcomes that will shape our leaders of tomorrow.”

Robillard believes access and opportunities for youth are vital to a community. As a former local entrepreneur and owner of Little Miss Gelato, she has delivered workshops and worked closely with businesses in the region.

JABC’s expansion into the Basin was made possible this year thanks to a three-year partnership with Columbia Basin Trust. The Trust supports efforts to deliver social, economic and environmental benefits to Basin residents.

“We encourage individuals in the local business and finance community to volunteer; it is a great opportunity to inspire young people in our region to discover the world of business,” said Lisa Kilpatrick, Columbia Basin Trust Senior Manager, Sector Initiatives.

Slugs: A huge cockroach infested slug to a specific restaurant in Cranbrook for their appalling customer service. I placed order for take-out and was told it would be 30 mins. After waiting over an hour while I watched food being made for tables who had sent theirs back due to bad quality, I finally received my dinner and when the serving staff asked the manager to provide a discount to atone for poor service he refused. I took the food as I and my family was starving and I didn’t want to waste food by refusing the order. If the owner wasn’t so cheap and hired sufficient staff this would not happen.

The true muscle car enthusiast will be attracted to the 435hp 5.0L V8. Power goes through either a 6-speed manual or 6-speed automatic with paddle shifters on the steering wheel. The big change to the chassis is the introduction of an independent rear suspension and modified front suspension, plus bigger brakes.

Carving through the canyons outside of LA was a treat, the platform is very forgiving and there is no longer any unstable mid-corner surprises found in the older cars, just a very sure-footed modern car.

Verdict Fifty years is a long time to continually produce a single car model. What comes out of this is a cumulative result that is

hard to beat. The engineers have done a great job of bringing the suspension into the modern world and the new EcoBoost engine will be very popular, once people try it. The old-school buyers will be attracted to the meaty V8 but often, sensible decisions prevail and the EcoBoost is a solid experience. The styling is stunning, inside and out. To be blunt, this car will be a homerun for Ford.

There are two things I’d like to see improved. The seat back has no electric actuation, which means getting the right spot is hard to achieve. The second is the suspension in the GT can be a bit bouncy over city conditions but settles right down at highway speeds – pretty minor stuff for an all-new car.

Ford’s not so new all new van

Driving down the road you see quite a variety of work vehicles, cube vans, flat decks, service trucks and pickups to name but a few.

The days of the traditional van have gone except for a few that have seen more than a little action in their lives! Consumers looking for a work van now want more headroom in the back to carry out products to the job site or perhaps use as a portable office or shop. En-

ter the European vans. The Sprinter van is a classic example. It started with just a few driving our streets and now it’s the template for what other vans to aspire to be. The 2015 Ford Transit is new to us but has been around for many years in Europe; a big success there and it will likely prove to be a huge success here.

Looks The looks scream European but its fits right at home here in Canada. The headlights and front grille look just

like most Ford products and in fact I found myself doing a double take when I first came across one.

In the cab I found plenty of room and could see myself working in this all day, jumping out to make deliveries and working very comfortably. By Bob McHugh Toyota Prius is the most successful hybrid-powered vehicle ever produced and it already had more than a million owners worldwide when a reworked third generation Prius was introduced for the 2010 model year.

In addition to even better fuel economy and performance, this Prius is also quiet-

er and a little roomier inside.

It can run longer distances in its pure electrical power mode and its four driving modes allow a driver choose a desired level of motive power and fuel-efficiency.

A smaller (short wheelbase) version, called the Prius C, and a (long wheelbase) wagon version, called the Prius V, were both introduced for the 2012 model year. Regular Prius also underwent a modest front facelift (restyled headlights, grille and front bumper) and got new rear lighting. The 2013 model year brought a plug-in version called the Prius PHV. A larger hybrid battery pack allows Prius PHV to be driven about 20 km in its pure electric mode.

Hybrid battery pack failure is a concern for many used Prius buyers. However, the nickel-metal hydride battery in a Prius has proven to be extremely durable. A replacement is covered under an 8-year/160,000km Toyota warranty and it can last well in excess of ten years.
