Will a convicted West Kelowna cocaine importer end up behind bars for eight years or the better part of two decades?

Justice Alison Beames is currently mulling over Clifford Montgomery’s imminent future and is scheduled to release her decision Wednesday.

Where she lands on the spectrum of prison sentences laid out before her will depend on whether she deems Montgomery a ringleader of a major international drug operation, or a longsuffering, small-time cocaine peddler in charge of a bunch of “stumblebums.”

Montgomery is one of two men already convicted of conspiracy to import, as well as two trafficking offences, for the failed 2010 scheme where they tried to import nearly 100 kilograms of cocaine into Kelowna from Argentina, through a 2,400 kg industrial fruit grinder.

Crown counsel Chris Greenwood, seeking an 18-year sentence, described the 37-year-old as the ringleader of the operation.

He was a “true criminal,” said Greenwood, laying out his sentencing argument.

Patching together bits of wiretap evidence used in the trial, Crown said that Montgomery clearly demonstrated that he had a leading role in the scheme.

“He was involved in the planning and knew the amount of cocaine coming in,” Greenwood said. “He gave direction to others.”

Included in those directions were ways to deal with the fruit grinder once they realized Mounties had swapped out the cocaine for placebo and dye packages.

“This was the top of the distribution chain. He oversaw transport. Directed others, referenced his own trafficking and directed what should be done with the machine,” Greenwood said. “This was the top of the distribution chain.”

And, he said referencing letters of support for Montgomery, bringing in massive quantities of cocaine is not

a victimless crime. “The letters don’t address the consequences of an offence like this,” he said.

Montgomery may be a good friend, neighbour and son—as the letters spelled out—but he was part of the scheme to import cocaine that could harm the fabric of the community as a whole. “… it could harm the friends, family and neighbours of others,” he said.

Defence lawyer Neil Cobb had an entirely different take.

Asking for the eight- to 10year sentence, Cobb said that the Montgomery family had suffered in the years since the 2010 arrest, and some of that suffering should be taken into account for sentencing.

“This person came home and saw his two children being dragged out of their home by the Ministry of Family and Children,” he told the court.

The West Kelowna house where the Montgomery family lived was a regular stop for police who made life uncomfortable, Cobb said.

The school his children attended was informed of the allegations against Montgomery. All combined led the family to move into the countryside to shield the children from the fallout.

And, throughout those years, Montgomery who has suffered serious health issues, made an effort to rehabilitate and make bonds in the community.

Cobb also disagreed with the portrayal of Montgomery as the ringleader. “The circumstances again failed to establish total ownership of the drug(s),” he said.

The only thing he was in charge of, said Cobb, was “a bunch of stumblebums on the way to the Lower Mainland.”

A sentence was expected to be given in this morning.

The grinding machine was shipped from Argentina to Kelowna in September 2010 when it was intercepted by RCMP. The street value of the drugs was estimated $3.5 million.

Despite a city councillor’s description of a long-term lease for the Kelowna Paddle Centre on city-owned, lakefront land slated to one day become a park as a win for everyone, not everyone is applauding.

The president of the KLO Neighbourhood Association, covering the area in which the future parkland sits, reacted with disappointment to council’s unanimous support for the five-year lease.

Bob Whitehead said the city appears to have ignored the recommendations of a charette on the future of the city-owned lots along Abbott Street in the South Pandosy area.

They recommended the paddle centre be located at the south end of the properties near Meikle Avenue, or in a yet-tobe-built multipurpose building at the foot of Cedar Avenue.

Instead, the city will lease the club the lot currently uses and three adjoining ones along Abbott Street.

Whitehead described the land as the “best part of the (new) park.”

The club will turn a large existing house, located on three of the four lots it will lease, into its new clubhouse with a storage facility.

Coun. Luke Stack described the deal with the club as a win for the club because it gives it a new home and

His council colleagues all agreed—except for Coun. Robert Hobson who excused himself because of a conflict, but said he supports the paddle centre—voting in favour of the lease complete with two twoyear extension options.

Opponents to the inclusion of the paddle centre in the future park say it will close off part of the park to the general public because it will be

fenced and only be open to club members.

But in her comments to council, the club’s director of programming, Sandy Redman, said membership is just one way of participating in club programs.

In response to a question from Mayor Walter Gray, Redman said members of the general public will be able to go the club and try out different forms of padding even if they are not members.

She said the popularity of the club’s programs has grown substantially over the last year as the club now has 90 members, up from just 20 a few months ago.

She said over the summer, 150 children

and 50 adults learned to paddle at the club’s current makeshift operations, where a large storage container holds kayaks, canoes, stand-up paddle boards, outriggers and other equipment.

The club will pay $2,500 per year for the first two years of the lease and $1 per year after that. It will move into the 278-square-metre house in mid-December.

While the 12 cityowned lots that make up the land for the future park have yet to be rezoned, city councillors reminded the public no money has been budgeted for creation of a park and there is currently no plan on the table for what it would look like.

SOPA Square stalled project gets financial boost from Aquilinis The future of one of Kelowna’s most stagnant developments is starting to look a bit less dire.

The Aquilini group and Ernst and Young, have entered into an

agreement that will see the Aquilinis acquire SOPA Square on Pandosy Street for a price of $29.5 million.

According to a representative from

Ernst and Young, the agreement has been brought to court for approval, and a decision should be rendered by the end of the week.

If the court approves

then Ernst and Young, as the building’s receivers, will shop around for a better purchase price within the next four to eight weeks. If they don’t find anyone offering more

than the $29.5 million, then they can close on the Aquilini deal.

That option isn’t one that some of the creditors of the thus-far-failed project are interested in

seeing come to fruition and they’re opposing the sale, holding out for something that could better meet their financial demands.

“We’re very optimistic,

we’d love to finish the project,” said Kevin Hoffman, senior vicepresident of development and construction. “It’s a great location and would be a great place to live.”

Glenda Derbyshire’s yearly plea for answers to lingering questions about her son’s disappearance has taken new form.

She recently learned Mounties wouldn’t hold the annual press conference that calls for tips about the night Aaron Derbyshire went missing, so she took a step outside traditional channels and has released previously undisclosed information to the media in hopes it will prompt someone to come forward.

The Derbyshires retained the services of a USbased organization that specializes in finding missing people and the information they’ve gathered rings true enough that the Derbyshires are confident to share it with the community.

“They had told us that Aaron was accidentally killed and it was covered up by his body being burned on a large slash fire,” she said.

Part of this information, she said, was known to the family in the months after Aaron’s disappearance, although Aaron Derbyshire it was never been released to the public.

She’s releasing it now in hopes it will prompt someone to come forward. “We’re sure there’s a group of people there who know exactly what happened to him,” she said.

If anybody has some answers, she said it would make a world of difference to the family.

“It has been a long time since he went missing… it’s been eight years,” she said. “Every year it gets harder because of not having the full answers or having anyone come forward with information that will let us have that healing begin.”

Aaron would be 30 today, and Glenda has no doubt that he would have been leading a great life.

“He was an amazing young guy,” she said. “Our family loved him dearly. He enjoyed doing stuff with us and his brothers. And he had a good job, a good group of friends and future plans…he had everything going for him and in an instant it was taken away.”

The then 22-year-old was last seen at Level nightclub in downtown Kelowna early on Sept. 30, 2006. At about 1:40 a.m., Aaron’s friends went to investigate an altercation outside the club, leaving him alone inside.

He has not been seen or heard from since.

The decision to not hold a press conference, said Const. Kris Clark, does not mean the police aren’t doing something to twig the memories of those who may have been involved in Derbyshire’s disappearance.

“This year we’re using a press release and Crime Stoppers and Global (TV) will do a video reenactment,” he said. As for the new information, Clark said it’s not something police are unfamiliar with. “(The Derbyshires) have been eight years without their son and eight years without answers, and that’s obviously very difficult for them. What they’re looking for is answers, and the reality is if this theory is incorrect and produces more incorrect theories, all of those theories have to be investigated, and that’s resources diverted from the solid information.”

A family pilgrimage to Kelowna to visit an uncle debilitated with Alzheimer’s disease has led to a loss of jewelry for a Calgary woman.

Christine Lundahl said she’s certain the jewelry box containing the missing items disappeared from her purse some time Sunday, but she’s not exactly sure how or when.

The jewelry has both sentimental and monetary value for Lundahl, and she is offering $2,000 for its recovery.

Staying at the Coast Capri Hotel while visit Kelowna with her mom and two aunts, Lundahl retraced her steps of Sunday but is uncertain where the jewelry box might have slipped out of her purse.

She knows she had the jewelry box that morning, then ventured to Winners to do some shopping, visited her uncle at Mountainview Residential Care Village on KLO Road, then went to Quails’ Gate winery in West Kelowna for lunch.

“I know I had (the jewelry box) that morning because I took out a necklace to wear that day,” Lundahl recalled.

She and her family followed up both at Winners and Quails’ Gate to see if the box had been turn in, but nothing had been found.

She describes it as a Pandora jewelry box, light pink in colour with a black velvet interior. There is no identification inside or outside the box that indicates it belongs to Lundahl.

Lundahl said she was carrying the jewelry with her because of flooding at her southwest Calgary home that turned her house upside down.

“We live in a relatively new house and the laundry room is on the top floor. But the washing machine gave out and the water drained down through our house causing a lot of damage.

They will have to rip through the house to repair the damage,” she said. “With our house in the state its in right now, I just thought it would be better to keep my jewelry with me.”

Kelowna’s mayor says the provincial government has given a “strong verbal commitment” to pay up to one-third of the cost of Okanagan local governments acquiring the abandoned Kelowna to Vernon rail line.

Walter Gray said while Victoria has not put the offer in writing, after meeting with provincial officials including Transportation Minister Todd Stone at the recent Union of B.C. Municipalities convention in Whistler, he says it’s clear the province wants to help with the acquisition.

“We have a very, very strong verbal belief that they want to be our partners (and will) commit to a maximum of onethird of the purchase price,” said Gray.

And according to Kelowna city manager Ron Mattiussi, the local governments have what he called the “essence of a deal” to buy the rail line from CN. Now all that’s needed is to work out the details such as who pays for environmental cleanup associated with decommissioning the rail line and ownership of associated properties.

Mattiussi has said in the past that the local governments are aware

of clauses in the original CN agreement to run the rail line that require some properties which the line crosses to be returned to the previous owner once the rail line ceases to exist.

The two revelations about a possible deal came, in Mattiussi’s words, at the “11th hour” as the window to make a deal between the local governments and CN closes on Monday.

Doug Gilchrest, Kelowna’s director of community planning and real estate, who is leading the negotiations for the local governments, (Kelowna, Lake Country and the North Okanagan Regional District)

confirmed a call to bring in the Canadian Transportation Agency is also being considered.

“That would protect our right to buy,” he said.

If the CTA is asked to intervene, the local governments would likely opt to ask for the nonbinding option, which would see the CTA set a price for the rail line rightof-way. While that price would be binding on CN, it would not be binding on the local governments.

If the price was deemed too high, the local governments could walk away and let CN sell the land to another buyer.

The local governments would have to pay for the CTA to come up with a

price if the non-binding option is chosen.

The binding option would tie both the local government and CN to the CTA’s final price, but that option is not considered likely because of the lack of flexibility for the local governments.

Gilchrist said an announcement will be made Friday about whether a deal has been negotiated or if the CTA would be called in.

CN is asking $50 million for the rail corridor between Kelowna and Vernon.

The city says in addition to money the local governments would put in, it has a number of potential funding partners

A director for the Okanagan Rail Trail Initiative says his group will raise whatever funds are needed to turn the CN Rail line between Kelowna and Vernon into a trail, should a deal be reached between CN and municipalities to purchase the line.

Brad Clements says at the high end, turning the CN line into what he called a “gold standard” trail will cost a maximum of $7 million if Central Okanagan municipalities purchase the line from CN rail.

“We looked at it and said, ‘What would it cost to take the whole trail and turn it into a gold standard trail...what would the maximum dollar amount be,’ so to speak,’” said Clements.

“We had a group of engineers and construction people out to the trail to come up with an estimate.

“Our initial high, high end estimate is $7 million...My guess is the number will be lower but we are prepared to raise whatever we need to.”

Clements added it’s great news that local governments have a “deal in essence” with CN Rail.

“I think for them to announce such a thing is a huge step in securing the property,” said Clements, one of a core group of volunteers who formed the Okanagan Rail Trail Initiative to lobby for a trail linking Vernon, Coldstream, Lake Country and Kelowna.

“What this tells me is there is definitely an appetite to make a deal.

New artistic director and Ballet Kelowna CEO Simone Orlando opens her first season at the helm of the Okanagan’s resurrected ballet company with two world premiers— one choreographed by Orlando herself and the other by former Royal Winnipeg Ballet dancer and award-winning choreographer Shawn Hounsell.

The season will also include a performance from New York City Ballet principal dancer Ashley Bouder and Lee Dances, a presentation of excerpts from dances created for the esteemed Clifford E. Lee Choreography Award.

The ballet’s season opens with The Nurcracker on Dec. 12.

Ryan Donn is one of the first candidates for Kelowna city council to hold a formal announcement drawing attention to his candidacy in November’s election, but others vying for a seat will be seeking their time in the limelight soon.

Tuesday marked the first day candidates could file papers at city hall to secure a spot on the ballot.

“My biggest decision of when to announce was just not to announce when I was out in front of the community for work.

I wanted to keep the two separate,” said Donn, who sets up the Parks Alive free concerts and stages major events, like the public New Year’s, as program coordinator for Festivals Kelowna.

Donn is a musician by

trade and worked in the school system helping children write their own songs, before taking on his role with Festivals Kelowna and launching his own initiatives, like Music in the Park in West Kelowna.

He is billing himself as an ideas man, and included a public input forum, ideasforkelowna. com, to encourage the electorate to help shape his representation.

“If you talk about ideas and you allow your ideas to be added to… other people can make it a little better,” he said, in an interview following his announcement at the Bike Shop Café Friday morning.

As of Tuesday, signs had begun to appear on local lawns, with Dayleen Van Ryswyk among the first to post a prominent board at the base of W.R. Bennett Bridge.

Van Ryswyk runs Okanagan Koi & Water Gardens Inc. and attracted provincewide media attention during last year’s provincial election when she was forced to resign as an NDP candidate over racist comments she made on a public forum.

Under a 2009 thread entitled “Strip Them of the Status Card,” a commenter by the name of Dayleen posted: “It’s not the status cards, it’s the fact that we have been paying out of the

nose for generations for something that isn’t our doing. If their ancestors sold out too cheaply, it’s not my fault…” in

reference to First Nations peoples.

Van Ryswyk went on to run as an independent, securing five per cent of

the vote, running against Liberal Steve Thomson, NDP candidate Tish Lakes and Conservative candidate Mike

McLoughlin.

McLoughlin has also indicated his intent to run for city council in the Nov. 15 civic election.

Hobson ready to move on It was perhaps the worst kept secret among those who follow civic politics in Kelowna, but city councillor Robert Hobson made it official Monday—he will not seek election in November for another term.

As he’s been hinting that way publicly for months after serving on Kelowna council for the past 26 years, his announcement came as no surprise. He becomes the second long-time serving councillor, the other being Andre Blanleil, to step aside from politics to pursue other interests.

Serving as chair of the Regional District of the Central Okanagan for 21 years along with his city council resume, it might have been a natural step for Hobson to run for mayor with Walter Gray retiring from public life. But Hobson’s decision to move on will open the doors of possibility for others, starting with one-term councillor Colin Basran’s previously announced intent to seek the mayor’s chair.

Hobson has been bestowed with numerous pats on the back in recent weeks, and perhaps fitting in his ongoing commitment to improving the quality of life for Kelowna residents, he was able to officially unveil two new regional parks in West Kelowna and Kelowna during September.

In his statement to the media, Hobson said: “Modest tax increases have provided the essential services we need and given us the reserves that allow us to create partnerships with other governments, the private sector and community groups. We have a very high level of citizen satisfaction…”

Hobson’s voice would have been an interesting contrast to those pushing the anti-tax increase slate had he decided to run again.

Hobson’s family has deep roots in Kelowna and certainly his time on council has added to that legacy. It remains to be seen whether Kelowna voters will show increased interest in November’s civic election, but with a new mayor and five seats up for grabs, there will be some new, inexperienced faces strolling into the council chambers after the Nov. 15 election, chosen by those who turn out to vote.

City With the turn Confidential of the calendar from September to ALISTAIR October, and given WATERS that it’s been three years since the last civic election, it’s time for those who want to get elected to municipal councils, school boards and regional district boards across B.C. to step forward. And in Kelowna, traditionally, that means offering voters plenty to choose from.

Three years ago, in addition to the first bone fide mayor’s race in recent years, more than 40 candidates put their names forward to try and win one of the eight spots as a city councillor.

This time, with municipal, regional district and school board terms now at four years, the turnout of those wanting to be the ones making local government decisions for the next four years is expected to be no different.

But while the large number of candidates—some serious contenders, some not so serious—is the price we pay for democracy, it can be a little overwhelming for voters.

All-candidate’s meetings can be, in a word, useless.

With so many people running, giving all of them equal opportunity to answer the same questions in front of a pubic audience can take a long time. That means fewer questions or splitting the candidates up into groups to answer different questions.

Elections should be about getting information into the voters hands so they can make educated decisions about who to vote for. But it also requires voters to do some work themselves. If they have issues they are interested in, it’s critical they find out where the candidates stand on those issues.

But, as is the case with every civic election, voters often sit this one out.

In recent years, Kelowna has done all it could to have ballot boxes located where it anticipates people will be on election day, such as in shopping malls and recreation centres. And there are opportunities to vote in advance as well. All this has helped but overall the turnout for civic elections remains, at best, OK, at worst, abysmal.

Local government is the level of government closest to the public. It fixes pot holes on your street, makes sure the garbage is collected and the toilets in your home flush and it allows development to occur in your neighbourhood—or not.

So, as we enter into he next few weeks when candidates must files papers if they want to run in the Nov. 16 election, pay attention to what the candidates are saying. Get involved and not only have your say, make an informed choice at the ballot box.

Complaining after the fact if you couldn’t be bothered to vote in the first place will only get you what you deserve—municipal council, regional district or school board made up of people who don’t represent your views. And that hurts everybody.

Too shocked at generosity to say thank you in the moment To the editor: I work as a cashier at Superstore in West Kelowna and I would like to take this opportunity to thank an extraordinary person.

I had an old gentleman come through my checkout lane last Thursday, Sept. 25, whose purchase came close to $28. When I told the customer how much his order came to, he became quite concerned because he did not expect the order to be that high; he seemed to not have enough money to pay for the whole purchase.

He was in the middle of picking through his selection of items, trying to choose those he wanted me to void from his order, when another customer who was standing next in line handed me a $50 bill. This person told me that he wanted to pay for his groceries.

I was startled so I asked him if he wanted to pay the full amount. This gentleman said that he wanted to pay for it all as he did not like seeing people not being able to afford food.

When I told the old gentleman that the person beside him paid for his purchase in full, you could tell that he was in a state of shock. He looked at the generous person and thanked him, and you could tell by looking in his eyes that no words could describe how he truly felt.

I too was in shock. This extraordinary act of generosity has validated to the old gentleman and myself that there are still amazing people out there.

Thank you. I am sorry for not saying these words to you in person. You represent the true beauty that was meant to shine in humanity.

Time to hear from school board trustee candidates To the editor: This is a municipal election year for mayor, city councillors and school trustees. Every election year is marked by articles and interviews with candidates on their positions, their platforms, and their experience to campaign for the votes of the people of Kelowna. Less often heard though, are questions asked of school trustees, and I would like to see this change.

This year, as we are all aware, brought about massive unrest in our public education system with the labour dispute between teachers and government, resulting in much time lost in the classroom for kids and teachers alike. Personally, I have spent more time in public school board meetings and Central Okanagan Parent Advisory Council meetings than I ever thought I would, because I believe parents cannot sit idly by and watch the public education system change without input from us, the taxpayers.

It is time for all of us to become aware of the intentions of this government, and how we

the people can have an impact in the system.

This is where you, the media, come in.

During the labour dispute most newspapers and media all presented similar information that everyone had already read and heard most everywhere. But what not many people paid attention to was the action taken, or not taken, by the school board of district 23, our elected officials. I have attended several meetings now, and hope to continue attending, and it’s been reported that not a single media representative comes to report on the goings on and decisions made.

Occasionally someone will publish a letter written by Moyra Baxter, the chair of the board, but that is usually the extent.

I would really love if our media could use their power of information and influence to begin shining a stronger light on public education in our area.

Here is my request of you: I would like to see the same questions asked of all school trustees, and published in your newspaper/on your website. Call attention to school trustees this election. I’ve included a suggested list of questions: Do you support public education?

Have you read the government’s Blueprint Re-Design For Education? What are your thoughts?

What actions have you taken this past year to improve education?

What committees do you serve on at School District 23?

What are some of your proudest moments serving as a school trustee?

What do you see in the future of public education?

What changes would you like to see?

On behalf of the 1,400 plus people who call Kelowna Gospel Fellowship Church home, I want to say thank you for the contribution the city makes in the form of a not-for profit property tax exemption. For us, this means a benefit of $4,032 in 2015, and I can assure you this does not go unnoticed or unappreciated.

As part of this amazing community since 1960, KGF seeks to be a family of like-minded people that has a positive impact wherever we go. For us that means providing meals for people who just got out of hospital or lost a loved one or who welcomed a new baby, supporting young moms who are scared with an unplanned pregnancy, or coming alongside men trying to break free from addictions.

We also have an ongoing influence on hundreds of families raising children to be positive contributors to the place we are blessed to live. Seniors have a family to walk with so they aren’t alone. High schoolers are taught to live beyond themselves. Young adults discover they can be a catalyst for good. Marriage mentoring and counselling are among many other areas where we work to build healthy, contributing members of society.

Personally, I love this city where I was born and raised. In fact, my mom, myself, and my three children all took our first breaths at Kelowna General Hospital. There is no other place I’d rather live, raise a family, and invest my energies. And for the past 15 years, that has been as a pastor.

There is an account in the New Testament of Jesus healing 10 men afflicted with a terrible skin disease called leprosy. Amazingly, only one man came back to say thanks. Our desire is to always be that one who stops to applaud and appreciate. Thanksgiving is more than one weekend a year; it is a mindset we want to nurture each and every day.

Thank you for your leadership and love for this city. We are for you, pray for you, and are able to come alongside as needed. What you are doing matters, so keep going! God bless.

To the editor: I had to chuckle reading Jorgen Hansen’s letter in the Sept. 24 edition. His reference to the 1980 and 1995 Quebec referendums on sovereignty stating that Quebec “held referendums with simple questions: ‘Do you want to separate[?]’” could not be further from the truth.

Indeed, if one does a cursory bit of research one finds that the referendum question in 1980 would nearly exceed the allowable word count for this publication’s letters to the editor section.

In both 1980 and 1995, the question asked of Quebec’s population was so convoluted that many anti-separatist voters voted “Yes” thinking that the question asked was merely to negotiate a better deal for Quebec within the framework of a unified Canada, not for outright separation.

While I do agree that a clear question is necessary to any future referendum votes on separation (hopefully none of which will be seen in our lifetimes in Canada), such a thing would be a first in Canada based on an of the Central and South examination of the questions asked in the Okanagan / Similkameen two failed attempted by Quebec’s separatists to divide our great country.

Kelowna city council’s longest serving member has made it official.

Coun. Robert Hobson, a 26-year veteran of council, says he will

not seek re-election in November’s civic election.

Earlier this year, Hobson told the Kelowna Capital News he was not planning to run again but had not made a final decision at that time.

On Monday, Hobson publicly announced his mind was made up, saying he plans to retire from public life at the end of his current term.

“I will not be a candidate in the upcoming municipal election,” he said.

“It has been a distinct honour to have served the citizens of Kelowna over the past 26 years, and in particular to have received the public’s trust over nine elections.

“It was a privilege to work with many dedicated councils.”

During his time on council, Hobson also served as chairman of both the Central Okanagan Regional District board and the regional hospital district.

He held both positions for

21 years.

The veteran city councillor served on the Union of B.C. Municipalities executive for 14 years, including a term as president.

At its recent annual convention in Whistler, the UBCM presented Hobson with a long-time service award recognizing his contribution to local government.

In addition to his service locally, Hobson also held provincial positions as a trustee on the Municipal Finance Authority and as a trustee of the Municipal Pension Board.

“What I have learned

is that while great cities have an impetus for growth, growth alone will not make a city great,” said Hobson.

“Greatness comes from investment in those things that provide the quality of life our citizens demand.”

He said this region has had the fastest growth rate of any in the province over the last five years—11 per cent.

“Modest tax increases have provided the essential services we need and given (Kelowna) the reserves that allow us to create partnerships with other governments, the private sector, and community groups. We have very high levels of citizen satisfaction,” Hobson added.

Statistics show Kelowna has one of the lower tax rates of similarsized communities in B.C. and the outgoing councillor said those “impressive” results were made possible by successive councils

and city staff working together and listening to the public.

Over the next 26 years, Kelowna’s population is predicted to increase by 50 per cent and Hobson said he has confidence in the city’s plans to handle that growth. “(We have) the vision to thrive and prosper, and a new generation of leadership will emerge to guide us.”

In addition to Hobson, the second-longest serving council member, Andre Blanleil—who has sat on council with Hobson for 22 years—has also said he will not seek re-election.

Incumbent councillor Colin Basran has announced he will run for mayor while Coun. Gerry Zimmermann has said he will not seek re-election.

Other incumbents Luke Stack, Maxine DeHart, Mohini Singh and Gail Given have indicated they intend to run for reelection.

Hells Angel and associate convicted of firearms charges Hells Angel Joseph Bruce Skreptak and his associate Cory Montemurro were found guilty Tuesday of a number of firearms charges.

The conviction marks the end of an issue that started Nov. 25, 2010, when Skreptak was arrested alongside friend Montemurro for possession of a restricted firearm and other gunrelated charges.

At the time of his arrest, Mounties said the Jeep Cherokee, driven by Montemurro, was found with a cache of weapons.

The arsenal included several loaded handguns, a sawed-off shotgun, a bulletproof vest, balaclavas, latex gloves, a baseball bat, an axe handle, knives, clubs, bear spray and a radio jamming device.

Kelowna diamond pioneer donates $9.1 m for Alzheimer’s research The University of British Columbia’s quest to understand and treat Alzheimer’s disease is being bolstered intellectually and technologically thanks to three gifts from Charles Fipke, whose geological discoveries made Canada one of the leading producers of diamonds.

Fipke has given $3 million to endow a professorship dedicated to Alzheimer’s research, and has pledged $600,000 to outfit the professor’s lab with cutting-edge equipment at the Djavad Mowafaghian Centre for Brain Health, a partnership between the

UBC Faculty of Medicine and Vancouver Coastal Health. He has also committed $5.5 million to support the purchase of the most novel and coveted brain imaging technology.

Fipke, from Kelowna, was moved to make the gifts by the plight of his longtime friend, Bill Bennett, the former Premier of British Columbia, who suffers from Alzheimer’s disease.

Bennett’s son Brad expressed the family’s gratitude at a recent ceremony honouring Fipke’s philanthropy.

“The end game has to be to find a cure for this,” Brad Bennett said. “We

still don’t know what causes this disease and there are far too many people afflicted with it and far too many families like ours suffering the horrible consequences.”

Dr. Haakon Nygaard, the new Fipke Professor in Alzheimer’s Research, has joined the Faculty of Medicine from the Yale School of Medicine. He will be seeing patients and conducting research in the recently opened Djavad Mowafaghian Centre for Brain Health at UBC, which unites under one roof UBC’s and Vancouver Coastal Health’s scientific and clinical expertise across neuroscience, psychiatry

and neurology.

Fipke also pledged funds for a machine that combines positron emission tomography (PET) and magnetic resonance imaging (MRI).

The PET-MRI will enable Dr. Nygaard and other scientists to conduct studies that wouldn’t be possible using two machines separately.

“I was stunned to learn about Bill Bennett’s illness—yet another great mind stricken by Alzheimer’s,” Fipke said.

“I want to do anything I can to help UBC’s researchers find a cure.”

Real estate investment tends to be a popular topic around the water cooler and dinner table.

The more turmoil we see in the stock markets the more Canadians begin to look for a safe harbour to safeguard their hard earned money.

During those times of turmoil, investors tend to shift their capital to hard assets such as gold.

The other obvious choice for an investor seeking less volatility in their investment is real estate.

Yet surprisingly, real estate investors in Canada still represent less than five per cent of home purchasers. So it begs the question; if the majority of people think investing in real estate is a good idea, why aren’t more Canadians doing it?

I think the answer is fear. An individual may intrinsically believe that buying real estate is good but if the thought of doing so intimidates them because they’re not sure how or what to do, it results in no activity.

It is easier for most people to do nothing than to venture into unchartered territory that is wrought with fear and false information.

The solution to overcoming fear is knowledge. Equipped with the proper information it becomes easy to debunk some of the myths and misconceptions and begin your investment career

with confidence.

Here’s a look at some of the most common myths that hold people back from moving forward: I need to make $100’s of thousands of dollars to be able to afford buying multiple properties.

This is one of the most common misconceptions that I see. The fact is— you don’t. You’d be surprised to see how the underwriting process at a bank works to help you accomplish your investment goals.

Although every lender has their own internal way of calculating the rental debt, they all generally follow a variation of the following formula: Calculate 40 per cent of your verifiable income (if you’re self-employed, that would be 40 per cent of the two-year average of line 150 on your tax return). I call this number your Debt Service Limit (DSL), which is the maximum amount of money that a lender wants to see you pay towards servicing your Personal Consumer Debt (PCD).

Next calculate your PCD. Your consumer debt includes, but is not limited to your principal residence mortgage, your property taxes, any car loans, leases, monthly credit card bills or any other personal consumer debt that is on your credit bureau.

If you are looking to buy a rental property with break even or positive cash flow and your DSL

is higher than your PCD, then you will be able to qualify for a mortgage on that rental property.

As you add more properties to your portfolio, the lender can simply offset the rental income against the cost of the mortgage and consider your rental

portfolio as a stand alone entity that services itself.

What many fail to realize is that, using this formula, if you qualify for one, you would qualify for multiple properties without having to increase your personal income.

The key is to work with

a broker or lender that understands how to build a portfolio.

This leads to a second common myth or misconception: My banker told me that I shouldn’t buy any rental properties or that they cannot offer me a mortgage on a rental.

This is a classic case where many Canadians fail to understand that not every loan officer at every bank is an expert in real estate investment portfolios.

You will recall that I mentioned earlier that less than five per cent of Canadians purchase real estate for investment purposes. Well, the same statistics hold true for bankers and brokers.

Less than five per cent of bankers and brokers understand how to work with real estate investors.

The fact is that not every bank in Canada has an appetite for lending money on rental properties and some are much more investor friendly than others.

Each bank has a different way of calculating the rental income and may use a different percentage of the rent to help you qualify for the loan.

The challenge is that if your personal bank is not an investor-friendly one, then you may make the mistake of assuming that would be the same answer everywhere else.

Whereas, simply choosing the right lender, could allow you to purchase multiple properties without the need for higher income.

Solution: Work with a mortgage broker who understands the rental policies at all the banks (not just one of them) and can help you build a portfolio that suits both your short- and longterm goals. (Tip: A good broker who knows how

to work with investors will offer you a consultation to review your long term goals and work with you to develop a portfolio rather than focus on a single transaction).

Another myth: I need a fortune saved up in order to buy real estate.

This is a myth that actually has two sides to it. On one hand, many Canadians are not aware of the down payment options available to them, and on the other hand, there are still those who think they can buy real estate with nothing down (usually after watching some late night TV show).

The fact is government rules stipulate 20 per cent down from your own sources for residential rental properties in Canada.

However, what many still fail to realize is that equity in your own home or existing real estate is considered your own money and a percentage of that equity can be used for your down payment.

There are a great number of Canadians today who are sitting on accessible equity in their homes today and are in the position to convert their equity into a million dollars of real estate over and above the value of their principal residence and the only thing stopping them is fear or the lack of knowledge as to how to get started.

taking that critical step forward are: I can’t imagine having to deal with tenants or I don’t want to have to get a phone call in the middle of the night because someone’s toilet won’t flush.

I’ve owned a fair amount of real estate over the years and most of it in a different province. The best money I have ever spent is six to 10 per cent of the rental income on a good property manager.

Invest in your manager, learn how to manage the manager and never ever worry about the midnight call.

What if my tenant skips town and I don’t have any rental income.

Couldn’t I lose a lot of money?

Two answers to that: 1. Focus your investing on towns with strong and diversified employment.

Avoid small towns that would have high vacancies if the mill closed down.

2. Always have a contingency fund equivalent to threemonth’s rent put aside for every property you buy at the time of purchase.

That way, if you do have a vacancy, you do not have to subsidize it out of your own pocket.

And the biggest concern (or excuse) why most people are afraid to act: What if the market crashes and I lose everything?

The answer to this question is very simple— invest don’t speculate Speculators look for short-term opportunities

to make “quick cash.”

They take risks and gambles hoping tog et rich quick.

Investors buy for the long term and don’t gamble. Real estate investing doesn’t need to be and shouldn’t be a risky gamble.

If you purchase a property today at fair market value in a town with a solid tenant base with low vacancies and you have a tenant who is essentially covering all of your expenses and you are planning to hold that property for the long term, then the value of that property between the time you buy and the time you sell is irrelevant.

The market can crash three times during the 15 to 20 years I own it and if, in that time, the tenants help me pay off my mortgage, then chances are, I will have made a good profit regardless of what the market did in the interim.

Take the time to educate yourself and seek out good sources of reliable information and replace fear with knowledge. That may just be the secret to going from talking about real estate to becoming part of the five per cent of Canadians who are investing in their financial future and using real estate as their safe harbour.

Megan Osland’s game looks to be in championship form early in her senior year on the U.S. collegiate golf circuit.

The 21-year-old KSS grad and member of the San Jose State Spartans captured the individual title at Wyoming Cowgirl Desert Intercollegiate Golf Tournament in convincing style, winning by seven strokes.

With an even-par 72 in the final round, Osland finished the three-day event in Palm Desert, CA at one-under par 217.

Her previous best finish was sixth place at the Anuenue Spring Break Classic this April in Maui. Over the three rounds, Osland made nine birdies to lead the tournament, three in each round.

“Coming into this weekend, I wanted to play simple golf and put myself in position to make pars,” said Osland. “My long game and irons were key this weekend. My irons gave me a lot of birdie opportunities and even a save on Sunday. On No. 16, I hit my tee shot in the water, and after the drop, I had 160 yards to the hole. I hit my shot to within three feet of the hole and made my putt for par.”

“I have been working on all of my game but especially my mental game,” said Osland. “I am feeling good about my game, and this win is the cherry on top. The wins this weekend are big confidence boosters for us. We know we can shoot good scores, and we went out and did that.”

SJSU coach John Dormann said was impressed with Osland’s performance. “Megan hit the ball very solid all weekend. To win by seven shots means she played really good golf. I could not be more thrilled for her to win this.”

Osland and the San José State Spartans will next play at the Edean Ihlanfeldt Invitational on Oct. 7 and 8.

Prior to the season, head coach Shane Beatty had a very definite list of expectations for his Okanagan Sun. On Sunday, the Sun (81) saw to his first major goal by clinching the club’s first B.C. Football Conference regular season crown since 2009.

“It means everything, it means everything to the kids and the administration of our team,” Beatty said of the title-clincher. “These kids believe, they believe in each other…I’ve

never been around a tighter group of kids, it’s phenomenal and just a great feeling. It’s going to galvanize us for the rest of the year.”

Still, as much as finishing first is a feather in the cap of everyone involved, Beatty said there is more work to be done and more to the Sun than just wins and losses.

“This is one step along the way, we’ve got a lot more we want to accomplish before we’re done,” Beatty said. “We want to beat V.I. in the semifinal, beat the Rams in the final, and get to the national championship.

“But more than wins, our goal was to establish a family,” Beatty added, “to welcome players here, to establish the best junior program in the country. I think we’re well on the way to doing that.”

With some bumps, bruises and injuries to players like Jonas Gering, Brennan Van Nistelrooy and Cam Bedore, and a game with no implications in the standings, Beatty will use opportunity to rest a number of his starters for the playoffs.

As far as preparing for Kamloops in a game with little importance, running back Alex Bradley said the Sun needs to resist the temptation to look too far ahead.

“We still have to treat it like any other week, we have to come ready to play,” said Bradley, who scored on a 50-yard touchdown run against the Rams. “We have to show who we are before the playoffs start.”

Following Sunday’s game with the Broncos, the Sun will have Thanksgiving week off to rest and heal up for the BCFC playoffs.

The Sun will host the V.I. Raiders in the conference semifinal on Saturday, Oct. 18.

Warriors home for two vs nearby rivals this weekend After playing four of their first five games on the road, the West Kelowna Warriors will settle into the friendly surroundings of Royal LePage Place for a pair of games this weekend.

On Saturday, the Warriors will take on Merritt in a 7 p.m. start. Then in a Sunday matinee, West Kelowna will welcome the Cowichan Valley for the first time this season.

Meanwhile, the Warriors earned a split over the weekend against the rival Vernon Vipers.

After dropping a 4-1 decision at home on Friday, the Warriors answered emphatically with a 4-0 victory over the Vipers Saturday at Kal Tire Place.

Desautels shut the door on the Vipers with a 30save effort for his first shutout of the BCHL season.

Desautels looked to be in trouble in the third period when he took a slap shot off the mask and immediately fell forward. The shot broke a tooth and caused some bleeding, but coming out of the game was the last thing on the mind of the veteran stopper.

“I wasn’t going to let

anyone take me out, even though the refs wanted me out because of the blood,” he said. “Ten minutes away from a shut out I wasn’t going anywhere.”

Jordan Masters paced the West Kelowna attack with a pair of goals, while Liam Blackburn and Jason Cotton added two assists each in the win. Brett Mennear and Kylar Hope each added their second goals of the season.

Kelowna’s Mitchell Oliver scored one of the Vipers’ goals, while Blackburn had the lone marker in the Warriors’ first defeat of the 201415 season.

Kelowna Chiefs weekend results The Kelowna Chiefs have both home and away games on the schedule this weekend in KIJHL action.

On Friday night, the Chiefs will visit the Princeton Posse in an Okanagan Division matchup.

Then on Saturday, Kelowna will host the Columbia Valley Rockets.

Face off at Rutland Arena is 7 p.m.

The Chiefs (2-4-1) are coming off a split of two

games last weekend.

On Friday, Jonathan Lee scored in overtime as Kelowna slipped past the North Okanagan Knights 4-3 in Armstrong. Lee and Ethan Rusnak led the attack with a goal and three points each.

On Saturday, the Chiefs were on the losing end of a 4-3 score against the visiting Creston Valley Thunder Cats.

Kelowna’s Stephanie Strymecki scored T.O.’s first goal, assisted by scoring the Riley Henderson of West Kelowna.

Jenna Fletcher notched the winner, while Syndey Carter picked up the victory in goal.

August 29, 1958 - September 18, 2014.

It is with deep sadness and remorse that we announce the passing of Ronald Heinze. He is survived by his loving wife Debra, his mother Margo, his sister Diane and nephew Eric, also his sister-in-law Christina, her husband Dave and daughters Alexandria & Mikayla. Ron will be remembered by many for his love of animals, love of nature and his ability to take something that was broken and make it work. If Ron could repair something he wouldn’t throw it out, it would somehow prove useful. As an amazing electronic technician, his skills, knowledge and ease with electronics will be deeply missed by his friends and business acquaintances.

Ron’s burdens of life are now over and he is at peace.

June 16, 1942 - Sept 24, 2014 Earl died suddenly at Cottonwoods rehab center. Born in Northfield Station, Ont., he moved with his family to Kelowna in 1974. He worked for West Kootney Power for 17 years, Kelowna Transit, 18 years and ran his own design and drafting consultation business for several years. He volunteered with the Army & Air Cadets and Kelowna Search & Rescue.

He was a member of 888 Comox wing.

He loved building houses, furniture and model airplanes.

He leaves his wife Lynda, daughter Susan (Kelowna) and son Earl Steven (Toronto). Grandchildren Brittany, James, Christien, Jason and Earl and many nieces and nephews.

There will be no service after cremation. Family and friends will gather at a later date to celebrate his life.

Special thanks to all staff at KGH & CW Rehab.

CHATFIELD: GEORGE WILLIAM. Dad closed his eyes and passed away peacefully on September 22nd. He was a proud Grandfather of four grandchildren, Cody, Paige, Shelby, Ryland, one great grandson Davien, and another great grandchild on the way. He leaves behind his sister Mary, and his daughters Corrina and Heather. Dad, you were so funny and so kind and you loved us all so much; it is hard to imagine our lives without you.

Your time here was too short. We will miss you every day and we will carry you with us always.

It’s the 25th anniversary for the Society of Hope.

The society has focused on providing quality affordable housing. It serves three primary groups—families, seniors and women in transition. They have six family townhouse sites stretching from the District of Lake Country to Peachland and also operate six seniors housing complexes. The Apple Valley project near Orchard Park serves as its flagship operation. Most new housing programs focus on one-time capital grants rather than ongoing subsidies to lower the rents. The society provides reduced rents to qualified tenants by adding some market rents into new projects. Many rents are set at 30 per cent of a person’s income.

With a board, long serving staff and strong partners, the society’s new 70-unit Pleasantvale project is now underway and plan to expand Apple

Valley by 78 units.

Dennis Mitchell, the 28-year owner/operator of IGA in Rutland at 590 Highway 33 West, has completely renovated the grocery store into an “all fresh concept store.” Among the store changes inside are the front-end being redone; the aisles streamlined; addition of a new huge bulk section including organic products; reconfigeration of the produce section with more fresh and bulk produce; upgrading of the in-store bakery with new bulk bakery bins; upgrading of the deli including a new soup station, delicious Paninis and other fresh deli sandwiches, inhouse-made pizzas and a new coffee station. The cheese section has also been expanded. One of the most impressive additions is the availability of fresh seafood. As well, a few small patio tables have been set up outside the store under cover for coffee and a treat. (I tried an apple and oatmeal muffin and it was delicious.). While the IGA has been around for many years, the renovation makes it look like an entirely new store.
