RCMP seek witnesses to Wednesday accident On Wednesday, Sept. 24, 2014, at approximately 11:15 p.m., the Cranbrook RCMP attended to the report of a motor vehicle accident at the corner of 2nd street and 14th avenue north in Cranbrook.

The accident involved a pick-up truck and a car. There were other vehicles and

some pedestrian traffic in the area at the time of the accident.

If you were in the area and witnessed the accident the police are requesting you contact the RCMP Detachment at (250) 489-3471 to provide any information you may have.

The new Cranbrook Public Library kiosk and Cloud Library gives travellers a choice of a broad range of online resources offered through the library, as well as internet access.

The kiosk also includes a book exchange, so travellers can take a book along with them on their travels or leave one for others to enjoy.

Passengers with a library card can borrow and download audiobooks and e-books from “Library to Go” and e-magazines from Zinio through the free Wifi connection.

The airport will also have a general-use library membership for those who don’t have a card, but it only includes the online borrowing portion of the membership.

The kiosk is a joint effort between the library and the airport.

New heavy horse hitch impresses in Idaho Local team ‘Iron Hearts’ makes Heavy Horse and Mule show in Sandpoint a true international competition

A newly formed Heavy Horse Hitch team in the area has already achieved some success in international competition.

The “Iron Hearts” hitch is home from a very successful showing at the 38th annual International Heavy Horse and Mule show held in Sandpoint, Idaho.

The Iron Hearts hitch came about when

friends Glenda Larson, from Wardner, B.C., and Cheryl Virostek, from Rolling Hills, Alberta, decided to join forces putting their horses and equipment together, to create a bigger display.

Larson and Virostek also made some joint purchases to round out what equipment they already had, refurbishing their equipment in flashy black and white colours.

The International Heavy Horse and Mule show in Sandpoint was held this weekend.

“We were the only Canadian team represented,” Larson said.

“That made it an international event.

“Cranbrook supplied a lot of supporters who made the trip to cheer us on.”

She added the Cranbrook contingent in the stands cheered loudly when Iron Hearts made their way into the ring and throughout their drive.

“Friends from far and wide came to help Iron Hearts with all the chores that are required to make a successful showing. Some were able to assist by driving in classes where needed,” Larson said.

pressive display and presentation of their horses in the barn.

Kimberley woman sets up evening for veterans CAROLYN GRANT Daily Bulletin

The Royal Canadian Legion in Kimberley has been gone for several years now. One of the many benefits of a Legion is that it provides a place for military veterans to meet, to talk about common experiences.

Cindy Postnikoff is the mother of a military veteran and she knows how important that social time is for veterans.

To that end, she is organizing an evening to connect with veterans at the Kimberley Public Library reading room on October 21, 2014 from 6:30 to 9 p.m.

“This is a social, coming together for coffee, and an opportunity for veterans to meet old friends and make new ones,” she said. “All veterans are welcome.

“As the mother of a military veteran, it is my

intention to help veterans get recognized and know they are appreciated. I understand the importance of fellowship and the power in camaraderie for our men and women who have served.”

The intention is to begin on October 21 and then continue with twice a month meetings. The November meetings will be on the 4th and 18th.

Postnikoff is calling the group ‘Military Ames’.

“I met a Vietnam vet named Bruce Ames, and I’d like to honour him,” she said. “Plus we are aiming to help veterans.”

Postnikoff has worked with the VA in the past but there is no government involvement in this group, it’s just an informal way for veterans to meet.

The Symphony of the Kootenays held its annual general meeting Wednesday, Sept. 24, at the Christ Church Anglican Hall in Cranbrook, to discuss the exciting new season coming up, which begins Oct. 25 in Cranbrook, and to discuss the year past.

The Symphony took a year’s hiatus in 2012/2013, before coming back in 2013/2014 with a new Music and Artistic Director, Jeff Faragher. At Wednesday evening’s AGM, Steen Jorgensen announced he would be stepping down as President, though remaining on the board — Ian Adams will be taking over as President. The board of directors, new and returning, was also affirmed for the coming year. BC expands skilled trades progam T r e vor C raw l e y Townsman Staff

The B.C. government is expanding a grant program as part of a jobs training blueprint for students studying in-demand skilled trades at public post-secondary institutions.

Announced on Thursday, the B.C. Access Grant for Labour Market Priorities has been expanded to aid student funding for relocation and tool costs, along with further funding to reduce provincial student loans and support from StudentAidBC. Funding may receive up to $16,400 in non-repayable grants to help them cover the full cost of their education at 14 post-secondary institutions across the province, which includes the College of the Rockies.

In addition to the expanded grant program, the government is provide $6.8 million to fund 1,424 new seats at those aforementioned post-second-

ary institutions to reduce wait times for trades training.

“We’re delivering on B.C.’s blueprint to make sure British Columbians have the right training to take advantage of the growing economy,” said Advanced Education Minister Amrik Virk.

It’s no secret that the labour market has been begging for skilled trades over the last few years, a shortage that only getting worse as the baby boomer generation begins to retire.

A million job openings are expected by 2022 and almost half of those will require college education or apprenticeship training.

Students are eligible for B.C. Access Grants if they qualify for StudentAid BC funding, attend full-time studies in foundation or pre-apprenticeship programs and enrol at an eligible post-secondary institution.

There are 13 programs eligible for the grant funding,

which include studies such as power engineering, heavy duty mechanics, carpenters and heavy equipment operators.

From the perspective of the College of the Rockies, funding is available for relocation, tools, loans and unmet needs.

Up to $4,000 is available for relocation, $500 for tools, a maximum of $2,000 of funding to reduce provincial loans and up to $6,500 for unmet needs to pay for education and living expenses.

The College of the Rockies isn’t a stranger to the skilled trade shortage, and enrolment in their programs, such as heavy duty mechanics and welding, are through the roof, according to Russell Workun, the dean of instruction trades.

“Heavy duty equipment technician program is one that is obviously very popular, simply because in our region, there’s a lot of big equipment that needs to be worked on,” said Workun. “The welding

program is another very popular one that we’ve added extra intakes in order to get people coming in. The industrial electrician is another very popular program.

“These are all kind of reflecting the demands we see in our region for workers.”

With those kinds of programs already in place at the College, Workun added that the demand has accelerated the expansion of some skilled trades areas.

“We’ve seen a boost in our numbers in the industrial mechanics program here in the last couple years, again because there’s a need,” he said.

“When we talk to the CanFors and the Tecks and the people that use industrial mechanics, they have a need for people.

“Obviously, with our heavy duty program, there’s an immediate need where these people can go out and get work.”

Jared Bean and the Old Librarian’s Almanac

“Be

They are given to reading of frivolous romances, and at all events their presence in a Library adds little to (if it does not, indeed, detract from) that aspect of gravity, seriousness and learning … you will make no error by excluding them altogether.”

So warned Jared Bean in ‘The Old Librarian’s Almanac’ — first published in 1773, and one of the rarest books in American Literature.

So rare that no one had ever heard of it until 1909, when the Elm Tree Press offered a reprint of it in their six-volume Librarian Series.

Their reprint was from one copy, of which only two were known to exist.

John Dana, one of the publishers at Elm Tree Press, had tripped across ‘The Old Librarian’s Almanac’ quite accidentally. Dana had been hired by the estate of a Newburyport, Massachusetts lawyer to catalogue his private library. In a safe he had found a receipt for a number of almanacs the lawyer had collected, which were being held in trust by the Newburyport Antiquarian Society. It was among this collection that Dana

found ‘The Old Librarian’s Almanac.’

The almanac was almost impossible to assess, as there was no bibliographic reference to it in existence; The Library of Congress had no record of it. Dana did however track down the receipt of another copy, one which had been sold in 1896 to a physician in St. Louis.

Information about the book’s author was much easier to locate.

Dana located Jared Bean’s name in ‘Literary and Genealogical Annals of Connecticut,’ written by Sarah Gilman Bigelow in 1870. Besides standard biographical details, Bigelow describes how she had stumbled across Bean’s gravestone one evening in 1869. Bean’s epitaph was telling: “Death thou has closed ye Book of Life / & Set me free from earthly strife. / Ye page is turn’d & I’m at rest / Ye last word said, Finitum est.”

Bigelow cautioned readers not to go looking for the tombstone, as the entire cemetery has been replaced by electric train tracks.

The book editor at ‘The New York Sun’ was the first to publish a review, unfortunately believing the ‘Almanac’ to be the real deal. “We should be sorry to have missed Jared Bean,” wrote the editor. “He stands out as alive in his almanac as he did in life, a proof that librarians are the same in all ages.”

Similar reviews began to appear in ‘The Nation,’ ‘The New York Times,’ and even ‘Publishers Weekly.’ The ‘Providence Sunday Journal,’ a bit more critical than its sister publications, felt the ‘Almanack’ may have been a hoax. But they had ex-

perts examine it, and found it to be authentic based on internal and external evidence.

While Pearson inwardly smiled that so many learned people felt his work was authentic, Dana was horrified. He personally contacted every single newspaper and publication he could, explaining the joke. He was not trying to perpetuate a hoax, but felt the ‘Almanack’ was so outrageous it would be recognized as a fake book.

For some reason, the newspapers were not only delighted to have been duped, but quickly published that they had

been. Editorials began to include hilarious lineages of Jared Bean, while two readers argued back and forth in letters on whether Bean had been married or not.

It remains curious why reviewers didn’t recognize it as farce, and why some felt that treating library patrons as “donkeys” was sound advice. “We should be sorry to have missed Jared Bean” remains one of the oddest comments a book reviewer has ever made.

It’s time for some election trivia, courtesy of the Parliament of Canada website.

Canadians have gone to the polls most often in the fall; 14 fall elections have been held since 1867, 12 elections have been held in summer, 10 in the spring and only five have been held in winter.

Now Prime Minister Harper may have some fond memories of winter elections.

He became Canada’s 22nd Prime Minister in January of 2006, winning a minority.

Still, a winter campaign is difficult. Travel is more difficult for campaigners, voters may have the winter blahs and just not get engaged. Getting voters to the polls can be difficult if a winter storm takes over election day in parts of the country. It’s not really anyone’s first choice. In fact, the 2006 election only occurred in January because a motion of non-confidence brought down Paul Martin’s Liberal government and an election had to be called.

So most are betting that October 19 will be the date. Let the chips, and whatever else Duffy decides to drop during the trial, fall where they may.

Afghan democracy may just survive “We have to recognise that Afghanistan will not be a perfect place, and it’s not America’s responsibility to make it one,” said President Barack Obama last May. No, it isn’t, and Afghanistan is a strikingly imperfect society in almost every respect: politics, economy, security and human rights. But it isn’t entirely a lost cause, either.

President Hamid Karzai, who was given the job of running Afghanistan after the United States invaded in 2001 and subsequently won two deeply suspect elections in 2004 and 2009, finally left office on Monday, although he didn’t move very far. (His newly built private home backs onto the presidential palace.) On the way out, he took one last opportunity to bite the hand that fed him for so long.

“The war in Afghanistan is to the benefit of foreigners,” he said. “Afghans on both sides are the sacrificial lambs and victims of this war.” The US ambassador, James Cunningham, said that “his remarks, which were uncalled for, ... dishonour the huge sacrifices Americans have made here,” but they were, of course, true.

Karzai’s remarks, though undiplomatic, are just common sense. The U.S. did not invade the country to bring democracy, prosperity and feminism to the long-suffering Afghan people. It did so because some of the senior planners of the 9/11 attacks had been allowed to set up camps there by members of the Taliban regime who shared their religious ideology.

Over 1,400 American soldiers have been killed in Afghanistan (together with 400 British soldiers, 150 Canadians, and

sundry others), and they all basically died for a particular U.S. official vision of how American security might be best be assured. How else could the 13-year U.S. military commitment in Afghanistan possibly be justified to the American people?

As to whether the long occupation was also in Afghanistan’s interest, that depends very much on the stability and success of the Gwynne two-headed potential monster of a government Dyer that is now being created in Kabul.

Karzai has handed over the reins of power to two very different men, after five months of bitter disagreement over which one of them had really won last April’s presidential election. It was not as blatantly rigged as either of the two elections that maintained Karzai in the presidency, but it was still pretty dodgy.

In the first round of voting, when there were eleven candidates, the leader was Abdullah Abdullah, with 45 percent of the vote, and the runner-up was Ashraf Ghani, with only 31 percent. In the second round, Abdullah Abdullah’s vote actually dropped two points to 43 percent, while Ashraf Ghani’s almost doubled to 56 percent. The age of miracles truly is not past.

Even more suspiciously, the number of people voting in some of the districts that supported Ashraf Ghani tripled between the first and second rounds of voting. So Abdullah Abdullah cried foul, and the inauguration of a new president was endlessly postponed while the ballots cast were “audited” by an electoral commission that had been chosen by Hamid Karzai.

There was never going to be a clear an-

swer to the question of who really won the election, and so after months of drift and delay a deal was struck. Ashraf Ghani, a former senior official at the World Bank, will be president. Abdullah Abdullah, a former resistance fighter during the Soviet occupation in the 1980s and later foreign minister under Karzai, will nominate a “chief executive officer” who will act more or less as prime minister.

It is, in other words, a traditional Afghan carve-up, with a proportional slice of power for every one of the country’s ethnic groups. Ghani will ensure that Pashtuns get the biggest share of the good jobs, and look after the Uzbeks as well. Abdullah will take care of the Tajiks and Hazaras. But compared to your average Afghan warlord or Taliban fanatic, both men look pretty good.

Indeed, Afghanistan’s government and nascent democratic system might actually survive and prove to be fit for purpose.

After three decades of Russian and American occupation, a significant minority of Afghans (certainly several millions) have been exposed to many examples of how post-tribal societies run their affairs.

Afghanistan is still a tribal society, so this carve-up of power on an ethnic basis may be a better option for the country than winner-takes-all politics. And if the United States and its allies do not abruptly cut off the foreign aid that keeps the whole show on the road, post-occupation Afghanistan may at least avoid a rerun of the disastrous civil war that followed the Soviet withdrawal and the sudden ending of Soviet subsidies in 1992.

Apokatastasis: No place for Hell “They’re in a better place.”

Dr. Stanley Hauerwas, noted Christian theologian and ethicist, wasn’t preaching a sermon. He was answering a seminarian’s question: “Can you give us an example of a bad theological sentence?”

“The [stuff] we say when people have died is just horrible,” Hauerwas went on.

“Heaven is a place? God is a place? I don’t think so.”

The idea of heaven and hell as geographic locations is strongly ingrained in North American religion. It is depicted not only in sermons and religious tracts, but also in the songs, jokes, and cartoons of popular culture. Just think of all the cartoons you’ve seen with St. Peter at the “pearly gates”.

That’s not a new thing. Learned Christians have been trying to correct this false idea for more than 1,600 years. While browsing the internet recently, I came across the name of a woman I’d never heard of before — Macrina the Younger (c 330–379). She was the sister of two of the most profound theologians of the early church, Gregory of Nyssa and Basil the Great. In fact, Gregory called his sister Macrina “the Teacher”, acknowledging her powerful influence on his life.

When Macrina was still young, she and her mother founded a religious community on the family estate. The community became famous not only as a place of prayer and study but also as one vigorously engaged in corporal acts of mercy. She was passionately concerned about the poor, the

sick, and the disabled; her convent was a place of refuge for desperate women and abused prostitutes. Her ideas about a Christian religious community were incorporated by her famous brothers into their rules, which remain standards in the Eastern Orthodox Church to this day.

Gregory described how Macrina taught each of her family members in turn. On her deathbed, Macrina taught her brother about apokatastasis (what a wonderful word!). This is the doctrine Rev. Yme that God will eventually reWoensdregt store the entire creation to harmony and righteousness.

She understood that God would restore every creature.

Popular belief at that time depicted hell as an inn below the earth for disembodied souls rather than a place of torment. Instead, Macrina taught her brothers that hell is not a place, but a process.

She dismissed those who taught on the basis of a few references in Scripture that hell was a place. When Paul writes in Philippians 2:10 that “at the name of Jesus every knee should bend, in heaven and on earth and under the earth”, Paul never intended it to mean that heaven and earth were places just as the earth was a place.

Rather, she said, Paul wanted to convey that “when evil is blotted out by the long period of the ages, nothing will be left except the good beings, and that among them, there will be agreement in the lordship of Christ.”

For Macrina, God’s restoration is a process of healing and renewal for all the earth

and all its creatures. She had a wonderful vision of full and complete renewal. God’s purposes are wrapped in love and compassion, for the healing of all beings and of all of creation.

We desperately need this strong emphasis on grace and compassion today. There are too many Christians who imagine that the world will end being destroyed by God. They have focused on this end–time destruction as if that were God’s plan from the very beginning. It is as if they find some kind of comfort in the claim that the enemies of Christian faith are destined for a terrible place of eternal punishment and torment.

But Macrina helps us see that it just ain’t so. God’s purposes are not destruction, but renewal and restoration. Furthermore, we live in an increasingly smaller world. We can no longer divide the world into “us” and “them”, even though many still do. We are far more aware of the virtues of those who hold other faiths, and we are becoming more aware of our own errors and arrogance.

Macrina speaks a word which is desperately needed — apokatastasis for today.

One of the church’s first female theologians offers much to the contemporary church.

Apokatastasis may offer modern Christianity a way in which we can love creation even as we seek God’s help to protect and restore it, and to unite with those who believe differently as fellow sojourners on the way to restoration and renewal.

Cranbrook’s Scott Niedermayer added another accolade to a long list of achievements when he was inducted into the B.C. Sports Hall of Fame Thursday evening in Vancouver.

“I was extremely fortunate to grow up in Cranbrook, a small town in the Kootenays a long way from here but still a part of the province,” Niedermayer said in opening his address Thursday at the B.C. Sports Hall of Fame Banquet of Champions.

“Being part of Team Canada at the Olympics in Vancouver, I’ve always been a proud British Columbian, and to get the opportunity to compete for my country in my home province… was a highlight. There’s a lot of connections [in my career] back to B.C. and I’m very proud of all those things.”

The 41-year-old’s list of accomplishments is long and spans across every stage he performed on.

After being born in Edmonton, Alta., he was raised in Cranbrook from the age of three until moving to Kamloops at the age of 16, joining the WHL’s Blazers in 1989-90.

With the powerhouse Blazers, Niedermayer was a two-time WHL all-star (1991 and 1992) in addition to earning both the WHL

and CHL Scholastic Player of the Year honours in 1991. When the Blazers claimed the 1992 Memorial Cup, Niedermayer was named tournament MVP. The NHL’s New Jersey Devils drafted the left-handed rearguard with the third-overall selection of the 1991 NHL Entry Draft. Upon his professional arrival during the 1992-93 season, Niedermayer had an immediate impact, being named to the NHL All-Rookie Team after tallying 11 goals and 40 points.

Over 1,263 NHL games, the smooth-skating defenceman made a case for himself as one of the greatest to ever play the game, earning the 2004 Norris Trophy for best defenceman and 2007 Conn Smythe Trophy as playoff MVP. In 2007, Niedermayer also led the NHL in assists and points by a defenceman.

In addition to his Stanley Cup championships and World Junior Hockey Championship, Niedermayer was golden on the international stage as an Olympic champion (2002, 2010), IIHF World champion (2004) and World Cup champion (2004).

Niedermayer was inducted into the Hockey Hall of Fame in 2013.

Victoria’s Robert Powell (tennis) was inducted in the pioneer category. He reached the 1908 Wimbledon semi-finals. At the age of 36, Powell was killed while serving his country at the Battle of Vimy Ridge in 1917.

Paul Carson (passed away in 2010) and Erwin Swangard (passed away in 1993) were inducted in the media category.

The 2014 B.C. Sports Hall of Fame is located at B.C. Place in Vancouver.

The B.C. Sports Hall of Fame is a non-profit society and has been honouring worthy individuals and teams for more than 40 years.

Including the 2014 inductees, there has been 344 individuals and 56 teams inducted into the B.C. Sports Hall of Fame.

Ice aim to up compete level in Red Deer Return of Descheneau & Faith from NHL training camps provides boost to young roster

The Kootenay Ice (11-0-0) return to Red Deer in hopes of getting back in the win column against the Rebels (1-10-0) Saturday night.

The Ice opened the 2014-15 WHL regular season with a 5-3 victory over the Rebels at ENMAX Centrium back on Sept. 19 before falling to the Edmonton Oil Kings 4-2 the following evening at Rexall Place.

After opening weekend, Kootenay Ice assistant coach Jay Henderson said he felt the team was lucky to get away with two points, blaming his team’s low compete level.

“We want more puck possession and [to be] a tougher team to play against,” Henderson said prior to practice Thursday afternoon.

“That’s the biggest thing we’ve talked about [being] missing [from our game].

“Compete is a huge thing, not only in hockey but in the world and in life’s day-to-day stuff.

If we compete and execute the way we can, things are going to work well for this team.”

Kootenay iced a young roster opening weekend, including three rookie defencemen and three rookie forwards. Saturday they will be boosted by the return of RW Jaedon Descheneau (St. Louis Blues) and D Tanner Faith (Minnesota Wild).

The two veterans were re-assigned to the Ice by their respective NHL clubs Tuesday afternoon.

“Tanner [Faith] will have a lot to prove after missing a lot of last year,” Henderson said. “But those two guys should help our power play, no question.”

The Ice power play sits tied for ninth in the league with a 14.3 per cent success rate (1/7) heading into Friday night action.

The return of Descheneau will infuse some extra offense and fire into the line up. The Edmonton native was second in team scoring with 98 points during

the 2013-14 season, trailing only C Sam Reinhart’s 105 points. The productive campaign put the 5-foot-9 spark plug on the radar as the Blues selected him with the 124th overall pick in the fifth round of the 2014 NHL Entry Draft.

“I need to use my feet more and drive to the net more instead of trying to stop up and make a play,” Descheneau said of the feedback he received from Blues camp. “I’m going to do that here more often and bring that into my game.”

In addition to his dynamic offensive ability, Descheneau brings along much-needed experience. With 193 WHL regular-season games under his belt, the 19-year-old will fill a leadership role alongside Luke Philp.

“I’m not a vocal guy in the room, I don’t speak much,” Descheneau added Thursday afternoon. “I’m going to do what I can on the ice to lead by example and show the younger guys what it takes to play in

this league.”

Faith only dressed for 10 games with the Ice last season as he battled injury. Despite the struggles, the native of Wilcox, Sask. was drafted 139th overall by the Minnesota Wild in the fifth round of the 2014 NHL Entry Draft.

“The knowledge of how hard you have to work to excel and win is what I learned [the most about at Minnesota Wild training camp],” Faith said Thursday afternoon. “The guys there work hard every day. They don’t stop.”

Faith hopes to use that experience to set an example in practice, as he believes hard work in practice is where the foundation for in-game success is built.

The last time the Ice and Rebels met, Red Deer RW Brooks Maxwell opened the scoring with a short-handed effort. Kootenay RW Jon Martin turned in a twogoal third period, including the game-winner, to help push the Ice to what head coach Ryan McGill characterized as a “helter-skelter” win.

Burman was victimized four times on 23 shots.

The Rebels followed up the season-opening loss to Kootenay by cruising past the Calgary Hitmen 4-1 Sept. 20.

After Saturday’s tilt in Red Deer, the Ice return home to prepare for the Spokane Chiefs, who visit Cranbrook Oct. 3 in Kootenay’s first home game of the 2014-15 season.

Oil pipeline opposition call fails at UBCM Jeff Nagel Black Press

B.C. municipal leaders have narrowly voted to defeat a proposed resolution from Burnaby to oppose Kinder Morgan’s $5.4-billion oil pipeline twinning.

The issue went to an electronic vote Thursday at the Union of B.C. Municipalities convention after a show of hands was too close to call. The final vote was 49.3 per cent in favour of the resolution and 50.7 per cent opposed.

Burnaby Mayor Derek Corrigan said the pipeline project – which would triple the size of a tank farm near homes in Burnaby and result in a seven-fold increase in oil tanker traffic through Burrard Inlet – is too risky.

He also argued the federal government has no strategy to maximize jobs in Canada by ensuring bitumen is re-

fined here instead of in China.

“The risks of increasing oil tanker traffic are all to the down side for the B.C. coast,” said Islands Trust chair Sheila Malcolmson. “We get no benefit, there’s no refining, no jobs for us, our salmon industry’s at risk, our tourism industry is at risk and our first reponders who would be on the front lines are at risk.”

But delegates from communities along the Thompson River said they fear a surge in oil tanker trains will run on the rail line through the region if the 60-year-old Kinder Morgan pipeline is not twinned to carry oil sands bitumen from Alberta.

“That can be used to move oil and there are no restrictions at all,” Clearwater Mayor John Harwood said.

PORT RENFREW, B.C. — A hiker who suffered an injury while traversing the West Coast Trail on Vancouver Island is recovering after being rescued by the Canadian air force.

She was evacuated by helicopter from a remote location north of

Port Renfrew on Wednesday afternoon during poor weather.

A news release from 19 Wing Comox says a Royal Canadian Air Force crew lowered two search and rescue technicians into a ravine with trees on either side.

says the aircraft landed in a very tight spot.

Master Cpl. George Beatteay, a technician, says two police officers in the woman’s hiking group provided first aid before the crew arrived.

She was given further medical help before being transferred to a Victoria hospital in stable condition.

Wardens hunt for suspect after elk killed in National Park C ANADIAN PRESS

JASPER, Alta. — Wardens are hunting for someone who killed a large bull elk with a crossbow in Jasper National Park.

It is against federal law to hunt in national

parks.

The penalties for killing an elk in the park can include a fine of up to $750,000 and five years in jail.

way 16 about 10 kilometres east of the Jasper town site on Sept. 5.

“The rail lines that come to the west coast come down the Fraser canyon on either side of the Fraser River,” he said.

“The potential for a derailment and a real disaster is much much greater than anything that could possibly happen in transportation by pipeline.”

Canada contributes $30M to Ebola response C anadian Press

UNITED NATIONS — Canada contributed another $30 million to the fight against the Ebola outbreak in Africa on Thursday and welcomed a UN plan to co-ordinate the international response to the crisis.

International Development Minister Christian Paradis said the new money will be channelled through the Canadian Red Cross and other agencies.

The announcement came as U.S. President Barack Obama warned that the world has not done enough to fight a crisis which he said poses a grave threat to regional and global security.

“There is still a significant gap between where we are and where we need to be,’’ Obama told a high-level United Nations meeting. The outbreak has the potential to become a human catastrophe, he said.

World Bank President Jim Yong Kim warned Thursday of a potential “meltdown’’ of the African continent. UN Secretary General Ban Ki-moon has said the number of cases doubles every three weeks. He wants almost $1 billion in aid over the next six months to tackle the outbreak.

Canada earlier contributed $5 million and hundreds of doses of an experimental vaccine to fight the deadly outbreak. Canadian specialists and mobile labs are on the ground in the infected region. ``As the number of cases continues to rise, it is obvious more needs to be done,’’ Paradis told a news conference in New York. “We need to combat the disease as well as the fear that surrounds it if we are to be successful.’’

He said the international response needs to be better organized.

He said the fallout from the disease will resonate for years.

The most severely affected countries, Guinea, Sierra Leone and Liberia, have very weak public health systems and a shortage of medical personnel and infrastructure. They only recently emerged from long periods of conflict and instability.

The virus has killed about 3,000 people in Sierra Leone, Guinea, Liberia, Senegal and Nigeria since the outbreak began in the summer.

The epidemic continues to spread and health experts warn that the number of cases could skyrocket in the coming months without better efforts to contain the virus.

The World Health Organization says earlier Ebola outbreaks came in remote villages near tropical rainforests in central Africa, but the latest involves major urban areas in the west of the continent.

The agency says the average fa-

tality rate for Ebola is around 50 per cent, although it has climbed as high as 90 per cent in some outbreaks.

It says this epidemic is the largest and most complex Ebola outbreak since the virus was first discovered in 1976, with more cases and deaths than all the others combined.

Margaret Chan, director of the health organization, told the UN meeting the virus is still ahead of containment efforts.

The United States has sent 3,000 troops to Liberia to set up facilities and form teams to train locals to treat Ebola victims. Congress has started to respond to the president’s call for $1 billion in aid.

But Obama warned other nations that the U.S. can’t go it alone.

“Everybody’s got to move fast in order for us to make a difference,’’ he said. “If we do, we’ll save hundreds of thousands of lives.’’

OTTAWA — Forcing TV service providers to offer their customers television channels on a pick-and-pay basis would be a waste of time, a new study says.

The C.D. Howe Institute report released Thursday says ever-changing technology will soon put viewers squarely in the driver’s seat, allowing them to choose everything they watch one program at a time.

And it suggests it would be better for regulators to determine whether broadcasters should continue to be required to fund the production of Canadian content.

The study also opposes the idea of forcing new video-distribution services, such as Netflix, to pay into funds that subsidize such content.

Entitled ``Let the Market Decide: The Case Against Mandatory Pick-and-Pay,’’ the study comes as the Canadian Radio-television and Telecommunications Commission conducts a comprehensive review of how consumers get their TV programming and how they pay for it.

The Harper government has been promoting the pick-and-pay model as good for consumers.

And the CRTC has been debating how that

might work, suggesting an array of options for getting there. One suggestion would allow people to buy only the individual channels they want to watch, on top of a pared-down, pricecapped basic service that would include either mainly Canadian channels or a mix of Canadian and U.S. channels that would otherwise be available free over the air.

WINNIPEG - Winnipeg police confirmed Thursday that two officers came across Tina Fontaine the day before she disappeared and one week before her body was pulled from the Red River.

Fontaine, 15, was in a vehicle police pulled

over on Aug. 8, more than a week after she was reported missing, but she was not taken into custody.

“If officers come across a person that’s reported missing, I would expect them to take that person into their care,” Supt. Danny Smyth said Friday.

An internal investi-

gation is underway.

It not clear whether the officers knew Fontaine’s identity at the time, or whether they were aware she had been reported missing.

Smyth spoke at a news conference set up to respond to a report from CTV that said Fontaine was a passenger in a vehicle along

with a man who was arrested on suspicion of being impaired.

“The two officers have been reassigned to non-operational duties,” police chief Devon Clunis said.

Fontaine’s body had been placed in a bag and dumped in the river. It was discovered Aug. 17.

by Kathy Mitchell and Marcy Sugar Dear Annie: I am an 11-year-old boy and the youngest in my family. My sister is 22 years old and married to a bully. “Chris” is always mean to me when no one is watching. He punches and kicks me and shoves me into things. One time, he drove me to a friend’s house and punched me in my arm six times in less than 10 minutes. He calls me names, including gay slurs, and makes fun of me for being small and having asthma. He says he is trying to toughen me up because I’m such a baby, and if I tell anyone he will take it out on my sister.

When we’re around my family, Chris acts like my best buddy. He puts on a big show, and my parents think he’s the greatest. I try to avoid him, but they live next door, and we’re always around each other. My older brother comes home from the army at Thanksgiving, and I know Chris won’t be able to get away with this then. But I don’t know whether I can hold out that long.

I also feel really guilty because I find myself wishing that Chris would die in a car wreck or something. I know that’s wrong, but I can’t help it. -- Your Friend Dear Friend: Please tell your parents, your friends, your friends’ parents and your teachers what is going on. Make sure Chris knows that every time he hurts you, you will inform your parents. And don’t worry that he will take it out on your sister. Bullies pick on those they believe are too small, too young, too weak or too frightened to stand up to them and report it. Your sister will not be such an easy target, and if he tries anything with her, the entire family will know what he really is.

Dear Annie: May I post this for my friends and family members?

Dear Friends and Family: When I phone, it’s because I want to speak with you. If you would like to speak with me, please do the same. Do not attempt to carry on a conversation by texting. We can get the same results in a two-minute phone call as in a texting session that leaves things out and takes way too much time. I also have to wait for your response. And I wouldn’t dream of texting you back while I am driving.

I would love to hear from you, so please call. If I don’t answer, leave a message. I will do the same for you. There may be times when texting is necessary, but I do not want that to be our principal means of communication.

Annie, am I asking too much? -- Dorothy Dear Dorothy: Of course not, but as much as you prefer a phone call, others prefer texting. It allows them to respond whenever they choose. We suggest you pick up the phone when you want to talk and ask others to do the same, but understand that they might text anyway. To each his own.

Dear Annie: I read the letter from “Mostly Over It in Vermont,” who said her mother probably didn’t recognize that some of her childrearing techniques were abusive. I’m sure that my dad was the same.

When my younger sister and I were to be punished, we had to remove all of our clothes while Dad sat on our bed and lectured us. The door to the bedroom stood wide open so anyone could walk by. Then he’d turn us over his knee and spank us.

This punishment made me ashamed to be seen in the locker room at school. I also believe it contributed to the fact that I fondled some of my friends when we were in grade school. It’s taken me a long time to have a healthier attitude. Obituaries BELZAC, Roger Conrad August 10, 1939 September 22, 2014 It is with great sadness that the family of Roger Conrad Belzac, announces his peaceful passing on Monday September 22, 2014 at the age of 75 after a courageous battle with cancer.

Roger was born on August 10th, 1939 at the Cranbrook St. Eugene Hospital to parents Louis and Helen. He married the love of his life and high school sweetheart Ann in 1963 and together they shared the next fifty one years.

He is survived by his wife Ann, children Debbie (Mike), Rick, Lynn (Shane), Brian (Deb); grandchildren Chris, Stephanie, Lindsey, Madison, Owen, Conrad, Megan, Allison, Jordan, Stephen, Hailey, Kristian, and Brok; brothers Larry (Susan), Reg (Denyse).

Roger was a devoted husband, a dedicated father and was truly an inspiration to those who knew him. He was a man of few words, endless wisdom, and was always quick to lend a hand. He led a full life while enjoying the time with his family and friends, his cabin at the lake, and being an avid outdoorsman. He was a â&#x20AC;&#x2DC;Jack of all tradesâ&#x20AC;&#x2122;, mastering them all while raising his family in the home he built. Roger retired in 1996 after dedicating 38 years to BC Tel.

The Russian SoyuzTMA14M spacecraft lifted off as scheduled at 2:25 a.m. Friday (2025 GMT Thursday, 4:25 p.m. EDT) from the Russian-leased Baikonur launch facility in Kazakhstan.

It’s carrying NASA astronaut Barry Wilmore along with Russians Alexander Samokutyaev and Elena Serova for a six-month stint at the station.

The Soyuz entered a designated orbit in about 10 minutes after the launch. It is set to dock at the orbiting outpost in about six hours after the launch, joining an international crew of three currently manning the station.

Serova is making her first space mission, while Wilmore and Samokutyaev have already flown to space.

Serova is the first Russian woman to fly to space since 1997, and the fourth woman in the

history of the Soviet and Russian space programs. Valentina Tereshkova became the first woman in space in 1963.

Since the retirement of the U.S. space shuttle fleet in 2011, Russian Soyuz spacecraft have served as the only means to ferry crew to and from the space outpost, the latest price tag being $71 million per seat.

Earlier this month, NASA made a major step toward ending the period of expensive dependence on Russian spacecraft, picking Boeing and SpaceX to transport astronauts to the station in the next few years. The California-based SpaceX, led by billionaire Elon Musk, has indicated its seats will cost $20 million apiece.

NASA has set a goal of 2017 for the first launch from Cape Canaveral.

SpaceX is already using its unmanned Dragon capsule to deliver supplies to the space station, and is developing its manned version.

KAMLOOPS, B.C. — A man convicted of trying to peddle a stolen ski boat to undercover Mounties won’t go to jail — despite a lengthy criminal record that includes similar offences.

Kevin Peel, 49, was convicted in June of trafficking in stolen property and handed a conditional sentence.

Crown lawyer Tim Livingston asked B.C. Supreme Court Justice Sheri Donegan for a sentence of nine months to a year, arguing Peel has racked up property and drug-trafficking offences in the past and that the behaviour needs to be deterred by putting him behind bars.

RCMP were alerted by the boat’s rightful owner, a Calgary firefighter who saw his former boat advertised online.

It went missing from a Peachland condo parking lot months earlier.

“This is a profit-motivated offence,’’ Livingston said, adding Peel admitted during testimony that he regularly lied when selling cars, boats and motorcycles and that he cheated the government out of property-purchase taxes.

“He has no qualms about making money dishonestly.’’

However, Donegan sided with defence lawyer Sheldon Tate, who argued it’s been 13 years since Peel’s last offence.

Peel said he has also discontinued buying and selling vehicles, known as curbing, and is working as a surveyor until he gets on with a pipeline contractor.

Tate also argued the attempted sale was unsophisticated because Peel took no steps to change the boat’s appearance.

When she convicted him of the offence, Donegan said Peel was ``wilfully blind’’ to the fact that the boat was stolen.

Character-reference letters for Peel were also entered, including from his two stepchildren, aged 10 and 13, who pleaded with the judge not to send their single-parent father to jail.

“I’m not sentencing you for your underhanded business practices,’’ Donegan told Peel, stressing she was only concerned with his most-recent conviction and past record.

Donegan gave Peel credit for getting out of the business that has comprised his livelihood for most of his adult life.

He will serve an 18-month conditional sentence, including 12 months of house arrest, during which he can only leave for work or other compelling reasons.

Peel also cannot buy and sell vehicles for profit during the period, other than to transfer his current fleet out of his name and into the name of his spouse for possible sale.
