Bellydancing has been practised 500 years ⫸

She said the dancers come from around Metro Vancouver and are donating their time and talent. The event is being publicized on the Dixon Society’s website, its Facebook page, as well as on posters that have been put up at community centres and coffee shops across the Lower Mainland. One of the bellydancers on the poster is a male. Aghili said nobody turned down her group’s request to put up posters. Bellydancing has been practised for as long as 500 years in countries all over the world. In the Middle East it can be performed as a folk dance or performance art. Most dancers are women, but there are some male belly dancers. Leona Planko Finlayson, a bellydancer for 14 years and one of the performers at
the revue, said women often outnumber men in the audiences of her shows. “It’s often the women I connect with when I’m dancing,” said Planko Finlayson. “If somebody understands bellydancing, they’ll admire the courage and strength it takes to get out there no matter what age or what size they are.” Aghili said the colourful costumes worn by belly dancers are no more, or no less revealing than other dance outfits. “Bellydance creates the space for women of different ages, races and body types to put on colourful outfits, embrace their sexuality, be confident and perform the dance they love to the music they love,” she said. • For more information about the Shimmy MarIO BarteL/newsLeader FILe Showdown, go to www.dixonsociety.ca/ Lisa Jordan, the owner of Ammara dance studio in New Westminster, is one of the bellydancers featured events. in Shimmy Showdown, a fundraiser for the Dixon Transition Society.
BCIT to ‘daylight’ section of Guichon Creek To be incorporated into campus rebuilding program wanda Chow
wchow@burnabynewsleader.com
Early last century, Guichon Creek was the sort of waterway where people could fish for their salmon supper. That could be case again in the near future after B.C. Institute of Technology president Kathy Kinloch announced the school will be daylighting the lower section of the creek as part of its campus rebuilding program over the next decade. Mark Angelo, founder of World Rivers Day, was thrilled by the announcement and recalled being told by oldtimers 40 years ago how they would regularly catch fish in the creek back in the 1920s. But in the 1930s to the ’60s, it was hard-hit by urbanization,
development, pollution and dredging, he said. The lower section of the creek was put in a pipe and buried underground about 50 years ago. The upper section was still open, but by the time Angelo arrived at BCIT 40 years ago, “it was a pretty lifeless drainage channel.” Over the years, restoration work was done on the creek by BCIT with the help of its students, the Rivers Institute, City of Burnaby and local streamkeepers. That work brought life back to the waterway, to the point it can now support a trout fishery. Daylighting, or uncovering, a large part of the lower section has the potential to bring salmon back up the creek to spawn, he said. “We don’t often have a chance to restore a stream that’s been buried and
lost, particularly in an urban environment,” Angelo said. “But redevelopment does offer that opportunity sometimes and this is one such example.” Kinloch made the announcement Monday at an event attended by Lt.-Gov. Judith Guichon, whose family is the namesake for the waterway. Kinloch, Guichon and Angelo,
chair emeritus of BCIT’s Rivers Institute, released trout in the restored upper section of the creek along with local Cub Scouts to help mark World Rivers Day on Sept. 28. Angelo noted the section to be daylighted currently runs underneath parking lots and older trades buildings on the north side of the BCIT campus and “will be a wonderful environmental enhancement” Burnaby Village to host to the area. World Rivers Day celebration At the event, Kinloch said World Rivers Day grew out of B.C. Rivers a $45,000 assessment of Day which started in 1980, with Burnaby the underground culvert is being the first municipality in the province already underway. In coming to endorse it. Today it’s celebrated in more months, possible routes for than 60 countries. In Burnaby, the event is the daylighting project will be at Burnaby Village Museum on Sunday, Sept. explored, and a long-range 28 from 11 a.m. to 4:30 p.m. Festivities habitat restoration plan will include live music, interactive storytelling, be developed. touch pools from the Vancouver Aquarium, Guichon Creek starts off talks and demonstrations on local wildlife. as runoff and groundwater Free admission. Angelo explained there are two Guichon Creeks in the province, one in Burnaby and the other in the Nicola Valley—both named for relatives of the lieutenantgovernor’s late first husband.

Pipeline opposition growing: Poll A new poll commissioned by Burnaby city hall finds the number of city residents opposed to the proposed pipeline expansion is increasing. Kinder Morgan is proposing to almost triple the capacity of its Trans Mountain pipeline between Edmonton and Burnaby. The project would allow for increased exports of oil sands crude to overseas markets using tanker ships via Burrard Inlet. The survey of 506 adults in Burnaby was conducted by Insights West between Sept. 11 and 15.
It found 93 per cent of residents are aware of the proposal, and among those with an opinion, 68 per cent are opposed. That’s compared with a poll done in June when 61 per cent of those with an opinion were against the project. There is now also increased awareness that the City of Burnaby is opposed to the proposal (78 per cent, up by 11 per cent), and that the expanded pipeline would result in seven times the current number of oil supertankers in Burrard Inlet (69 per cent, up by six per cent).
And for the first time, a majority of residents (55 per cent, up by seven per cent) are aware the expanded pipeline will carry unrefined bitumen, not the refined petroleum products it now carries. Those opposed say their main concerns are an oil spill (91 per cent), the increase in tankers (80 per cent) and expansion of the company’s tank farm on Burnaby Mountain (70 per cent). And when it comes to Burnaby city hall’s stance against the project, 68 per cent agree with it.

Ebola could spiral ‘out of control’ ⫸
continued from FRONT PAGE
Murray said the discovery of the genetic sequence of the Ebola virus variant now striking Africa has made it possible to develop therapeutic drugs that will interfere with that sequence. He conceded there’s no assurance the drug his company is developing will be selected by the consortium for clinical trials in Africa. In January, Tekmira started Phase 1 clinical trials of its TKM-Ebola vaccine on healthy human volunteers to see if they could tolerate the heavy
dosages required to cure the disease. Those trials were halted by the U.S. Food and Drug Administration in July when it requested more information to ensure volunteer safety. The trials were allowed to resume in August as urgency about the outbreak in Africa grew. On Tuesday, the WHO released a report stating there could be 1.4 million cases of Ebola in Liberia and Sierra Leone by the end of January. That makes it more likely the disease could become entrenched in the region
and easier to spread to other countries. About 70 per cent of patients die from the disease. “We are concerned that without a massive increase in the response, way beyond what is being planned in scale and urgency… it will prove impossible to bring this epidemic under control,” said an editorial published online by the New England Journal of Medicine. “The current Ebola epidemic, which is in grave danger of spiralling out of control, must remain the primary focus of our efforts.”

PHOTO OF THE WEEK: Renko Styranka posted this photo on Twitter last week, calling it New West Sunset. ‘I was sitting on my balcony, contemplating the changing colours and waiting for the sun to set,’ he says. ‘I snapped the photo with my iPhone and believe it or not did not crop.’
Confidence shaken The shocking revelation that a high-risk offender who had been publicly called out by Surrey’s mayor is now charged with the second-degree murder of a 17-year-old girl has shaken public confidence in police, the courts, politicians and the parole and probation systems. Making the bad situation worse was a shaky performance by police at a press conference Monday. They refused to name the man, citing a ban on publication of his name — a ban that was found by diligent reporters not to apply to the situation in the least. Surrey Mayor Dianne Watts had expressed concerns that 43-year-old Raymond Caissie was being released to live in Surrey more than a year ago, after serving a full 22-year sentence for sexual assault and several other crimes. Watts, in her final days as mayor and about to receive the nomination as a federal Conservative candidate in South Surrey, now says legislation needs to change. Sounds good — but take it with a huge grain of salt. The federal Conservatives have brought in numerous laws to toughen up sentencing and other measures. Almost universally, they are challenged under the Charter of Rights. At the very least, they are watered down substantially. The reality is this. The legaljudicial community is filled with do-gooders who use their considerable power to ensure that some people who should not get out of jail end up living among us. A very few continue to commit crimes and terrorize people. No one argues with the ideal of trying to rehabilitate prisoners and prepare them for “the outside.” But a small number simply do not deserve that chance, given the high risks involved. They should be locked up indefinitely. Getting that to happen, though, requires a major change in how our system works. —Langley Times

Crossing the borders of my life Before we leave the interruption caused by the Scottish referendum and return to regularly-scheduled programming, I have to pass on a chuckle I got from Facebook maven George Takei. It said, “Overheard: ‘Well, if Scotland had voted for independence from the U.K., what would have kept Canada from breaking away from the U.S.?’” Hyuk! Anyway, I would have written about my recent troubles with the U.S. border patrol earlier but got caught up in the struggle for freedom in the land of my parents (and mine for four years as a child). So, let us return to the U.S.Canada border. I tend to have curious encounters at the border. Once I thought I was being subjected to crafty interrogation techniques when a CBP (Customs and Border Protection) officer asked me how long I’d lived in the U.S.? Confused, I stammered, “I’ve,
Alistair Taylor I’ve never lived in the U.S.” He said, “What?” and then looked at my passport again. He saw that it said UGA not USA for my place of birth. UGA is short for Uganda, where I was born. If my parents hadn’t fled Scotland in a valiant attempt to free themselves from the tyranny strangling their homeland... Okay, okay, they were taking up work and adventure in a world still much under the rule and privilege of the British Empire. Consequently, I was born in Africa and not Airdrie, my parents’ hometown. Which leads us back to the Port Angeles port of entry into the U.S. The CBP officer laughed at his

mistake and gave me back my passport. Another time, I was crossing the border into Montana in an isolated outpost at Carway, Montana when a good natured CBP officer jokingly asked me if I really expected him to believe I didn’t have a criminal record when I worked as a newspaper editor? Then, two weeks ago, we crossed into the U.S. at Port Angeles, Washington once again. This time we were taking my son to university in Idaho. We expected his student visa to be scrutinized and processed thoroughly but nothing happened. I even went back into the CBP office to say is this okay to go? The officer looked at the form and said, “Yeah” with a shrug and sent us on our way. Well, sure enough, my son checks into the international students’ office and is told that there is no record of his entry into the U.S. Guess what that means – a quick dash to a border crossing to have his visa processed

properly. Oh, and the nearest one was six hours north at Coutts, Montana. So, what was to be our last day with my son was spent dashing to the border to get his visa processed. I pulled into the Canadian customs – because we have to leave the U.S. and re-enter – and the Canadian customs officer says to me, deadpan, “You’re going to enter into the country and turn around and head right back. Correct?” Yep. We pulled away from the booth, took the lane marked “Return to the U.S.” and crossed back into America. Thankfully, the U.S. CBP officer to whom I explained the problem processed the visa properly, explained what all needed to be done during each crossing and sent us back to the university. Six more hours away. Alistair Taylor is the editor of the Campbell River Mirror.

Don Brown a man of note Re: 25th Anniversary feature, NewsLeader, Sept. 17 The wonderful section going through various special events of the past 25 years of the Burnaby NewsLeader was wellwritten and interesting. But there was one section, 1992, that was missing the name of a very prominent person in the community. That person is Don Brown. He was chosen by then Mayor Bill Copeland to be Chairman of the Burnaby Centennial Celebration, dubbed “The Party of the Century. Don Brown was dedicated to the City of Burnaby, having served in the BC Police, RCMP, school board, six years as an Alderman, Citizen of the Year, and a Freeman of the city. Your story on March 3, 2007 was about the Southeast Community Police Office being named after him. He spent two years of his life entirely and totally devoted to the Centennial Celebration. He organized the parade, the event at Swangard Stadium, the fireworks, the dinners, striking of the coins, the banners, the shirts, the pins, numerous events, as well as the filling of the Time Capsule which is stored at Burnaby City Hall. Don was even referred to as “Mr. Centennial in a frontpage article of the newspaper. We fully realize that he had many wonderful volunteers and city staff helping with all
of these tasks, and obviously not everyone can be named. But we wondered why Mike Harcourt was mentioned four times in the article and had his picture beside the story when Don Brown was not even mentioned once, and in fact the picture really should have been a picture Mr. Brown himself. We should be thankful for vigilance Re: Grandmother outraged at visit by anti-terrorist unit (NewsLeader, Sept 26) It is very important that police investigate any potential threat to infrastructure. Surveillance of a target is one of the precursors to just about any terror attack and the police take these very seriously. Just because of the contentious nature of pipeline expansions in B.C. doesn’t mean that potentially suspicious activities should be ignored. The person investigated in this case should be comforted that police are on guard for us, after all they don’t know who she is until they ask. I’ll bet she would be one of the first to ask “why didn’t they see it coming if an extremist blew up those oil tanks causing massive damage to the surrounding community.
Let’s all be thankful there are people being vigilant out there. Rod Tulett —online comment burnabynewsleader.com
true leadership Re: Julian orchestrates ‘historic moment’ (NewsLeader, Sept. 26) I say well done Peter Julian, MP, you are one of a few politicians I have total respect for. You stood up and showed us your true leadership qualities by doing what is good for the business at hand and also our country. You are a true leader and I thank you for that. Cities call municipal pay review flawed, biased Province’s report rankles UBCM, Metro leaders Jeff Nagel Black Press
B.C. cities are firing back at the province for commissioning what they call a flawed and biased review of rising municipal compensation levels. The Ernst and Young report criticized cities for allowing staff pay levels to climb by 38 per cent – twice the rate of the provincial public service – from 2001-12. It also suggested municipal managers are paid too much and recommended the province take strong action to curb the trend, potentially by threatening to reduce municipal grants. The report hasn’t been released by the province but was leaked last week via the Canadian Taxpayers Federation and has cast a chill on municipal-provincial relations as politicians meet in Whistler for the annual Union of B.C. Municipalities convention. UBCM president Rhona Martin said the authors didn’t consult cities or unions, showed a “lack of objectivity” and relied heavily on provincial data and anti-tax lobby groups like the CTF. They admitted the data was limited but drew strongly worded conclusions anyway, she added. Martin said the report’s suggestion of placing municipal compensation under provincial control – potentially with centralized collective bargaining – would have “profound consequences.” The review was part of the province’s core review with a goal of ensuring public sector pay levels are appropriate. The province has had increasing trouble filling non-union ministerial positions as the pay premium diminishes compared to both government union jobs and municipal government positions, the review indicated. Community Minister Coralee Oakes urged Martin on Sept. 9 to formally commit to jointly explore both the

province’s aim of payroll cost control as well as UBCM’s ideas to strengthen the finances of its member cities. Oakes had proposed a signing ceremony at UBCM when the government-sponsored review would be unveiled. But Martin noted the province rebuffed UBCM proposals tabled a year ago for municipal finance reforms, including a suggestion that provincial government revenues be shared with cities during economic boom times. Instead of exploring those ideas, Martin said in a message

to UBCM members, the province countered with its own report that was “narrowly focused on compensation comparisons based on an incomplete data set.” In a Sept. 12 reply letter, Martin told Oakes the report’s limitations and lack of consultation make a formal commitment “inappropriate” and said the suggestion of centralized collective bargaining is “problematic” in the current labour relations environment. The review was leaked to the CTF over the Sept. 13-14 weekend. Metro Vancouver board chair Greg Moore called the report “profoundly disrespectful” to cities. “Municipal councils are not agents of the province,” Moore said, adding they are democratically accountable to local voters and any move to impose a provincial compensation philosophy on cities would pose a direct challenge to their autonomy. The Metro board decided at a meeting Friday to hire its own expert to analyze the province’s compensation review.

New board chair for Fraser Health Karen Matty takes helm as health region pushes reform Jeff Nagel Black Press
A Fraser Valley business executive and former nurse is the new board chair of the Fraser Health Authority. Karen Matty will replace Wynne Powell, the chair of the Provincial Health Services Authority, who has served as interim chair at Fraser since the province decided in April to remove then-board chair David Mitchell. Health Minister Terry Lake had said he wanted “fresh
eyes” and new leadership as Fraser Health implements the recommendations of a strategic and operational review. The review, which was released over the summer, targeted new ways to cut unnecessary use of hospital emergency rooms in favour of improved primary and community care. Lake also raised the possibility of shifting Burnaby into the Vancouver Coastal Health Authority as well as closer collaboration between the two health regions as they work to rebuild St. Paul’s and Royal
Matty Columbian hospitals. Matty has served as a Fraser Health director since 2012 and takes over from Powell at the end of October. Matty’s background
includes a career in nursing in Williams Lake and president of Matsqui Developments, a family-owned real estate and lumber business in the Fraser Valley. She received the Order of Abbotsford in 2011 and has served on other boards, including the Abbotsford Foundation, Abbotsford Police Board and University of the Fraser Valley. Fraser Health is still searching for a permanent CEO. Dr. David Ostrow is serving on an interim basis since Dr. Nigel Murray resigned as CEO to return to New Zealand.

Four-wheeling and a backwoods black bear encounter
‘‘
The massive bear strained to see through the dust and make out where the noise came from, lifting his noise in an attempt to pick up my scent.
’’
Ian Harwood
As quickly as he popped up, he was down again and out of sight. I wanted to make sure he was gone before I moved on, so I gave a toot on my horn. Up goes the massive bear again looking around. He was a lot closer this time, so I laid into the horn and revved up my engine. At first he continued to stand tall but soon realized it wasn’t worth the effort to continue. He darted off and I watched him head back towards the river. I continued on the road for another 10 minutes and around a tight corner, still thinking about the bear when all of a sudden I see a big patch of black sprinting in front of my truck. I eased up on the throttle and watched another bear running down the road. He was quite scared so I gave him lots of room. He jumped off the road and down a steep hill taking out several small trees on the way down. I felt a little sorry for him
PHOTO OF THE WEEK
The Vauxhall ADAM S looks to be devilishly delicious little car. The 1.4-litre Turbo ECOTEC unit in the ADAM S delivers 50 per cent more power and 70 per cent more torque than its naturally-aspirated 1.4-litre combines with a six-speed manual gearbox, to propel it to 100 km/h in 8.5 seconds and produces a top speed of 200 km/h. Too bad that we will never see the General Motors UK product on our roads. keith.morgan@drivewaybc.ca
having to do that. I couldn’t see him anymore but I was sure he was ok. The idea of fishing was suddenly less appealing. After all two bears in one day were enough. I usually do not see any. The two-hour drive back produced another four bears in different positions along the road. The moral of this story four-wheeling is fun but be careful out there, especially in bear country . . . which is virtually everywhere in BC. ian.harwood @drivewaybc.ca PLEASE READ THE FINE PRINT: Offers valid until September 30, 2014. One nice hot sunny day in August found me in the Upper Squamish valley, four wheeling and fishing along the river. Nothing out of the ordinary happened until a fish and wildlife officer pulled up next to my truck, walked over to the river bank to ask me how the fishing was going. I showed him one Dolly Varden trout that was about 12 lbs and told him I hadn’t had a bite for the past hour. He smiled, wished me good luck and warned me to be careful, as there has been bears in the area including a grizzly. I smiled and said thanks. Two minutes after he left, I was looking over my shoulder every thirty seconds. I decided to pack up and try somewhere else. I climbed back into my truck and proceeded down the road. The conditions were very dusty and the narrow logging road was covered in a heavy coating of dust. A short way up the road I felt a sneeze coming on. I pulled over and proceeded to sneeze. The vehicle windows were down and it was loud enough to echo through the dust covered tall grass to the left of me. To my surprise, a black bear stood up in the tall grass. He must have been two metres tall judging from the height of my truck. The massive bear strained to see through the dust and make out where the noise came from, lifting his noise in an attempt to pick up my scent. I watched him for about a minute although it seemed like an hour had past.
After two close calls with bears in one day, suddenly the thought of fishing lost its appeal.

Boffo Developments set to launch Adagio’s second building By Kerry Vital
With sophistication and stunning details, Boffo Developments’ Adagio hits a high note. Now, Boffo will celebrate the public opening of the second building on Saturday Sept. 27. With a variety of large floorplans and amazing features, there are plenty of things that set the project apart, including a community courtyard with trees, paths and garden plots.
The one and den, two- and three-bedroom homes are spacious and inviting, with nine-foot ceilings (12 feet on the top floor), expansive windows and large terraces and patios. Boffo is known for high-quality work, but the kitchen is particularly spectacular. The natural granite or quartz slab countertops are matched with a complementary backsplash, the under-cabinet and recessed lighting easily illuminates your tasks, and the stainless-steel KitchenAid Architect Series II appliances and 40-inch upper cabinets are perfectly situated.
NEW HOME DEVELOPMENT
Large kitchen islands feature a wine chiller and tons of space for food preparation or casual dining. The bathrooms are luxurious and soothing, with either an oversize shower with frameless glass enclosure or an oversize soaker tub/shower combination. The bathrooms include builtin niches and a radiant heated porcelain floor to make you feel like you’re entering a spa, a feeling magnified by the custom suspended under-lit vanities and stone countertops. On-site, homeowners will find a lounge with chef ’s catering kitchen, double-sided fireplace, televisions and pool tables. There is also a fully equipped fitness centre with a steam room. Residents will find everything they can imagine on their front doorstep. From dining to shopping at Semiahmoo Shopping Centre, Morgan Crossing or Grandview Corners, nothing is out of reach. Leisure and recreation is also close by at parks, pools, arenas and clubs, as well as White Rock beach. For more information, visit AdagioByBoffo.ca, call 604531-6659 or stop by the presentation centre at 101-15360 20th Avenue, South Surrey, open daily except Friday between noon and 5 p.m.

Morningstar Homes will celebrate the grand opening of Robertson Heights in Maple Ridge this week. With six different floorplans to explore and the amazing features that Morningstar is known for, the community is expected to be a resounding success.
The street of dreams at Morningstar’s Robertson Heights By Kerry Vital
Morningstar Homes has had great success with their first Maple Ridge project, The Summit at Grant Hill. Now, they’re branching out with Robertson Heights, which is already garnering a lot of interest in the community. “We are very excited to open this new project,” says Deborah Calahan, vicepresident of sales and marketing for
Morningstar. “It’s a phenomenal value. It’s been a long time since we’ve had product in this price range.” Morningstar will hold its grand opening of Robertson Heights on Sept. 27, starting at noon. Six different show homes have been built, showcasing the six different floorplans available. “This is truly the street of dreams!” Calahan says.
The single-family homes, ranging from 2,625 to 3,072 square feet, will include many of Morningstar’s most popular features. Among them are showcase kitchens with extra-large granite islands, vaulted ceilings and window seats wherever possible and lots of windows making the homes feel big and bright. “Each home looks and feels different,” says Calahan. “There’s something for everyone here.” Morningstar is pleased to offer homeowners a variety of options, including glass stair railings and finished basements. Other choices available are Jack-and-Jill bathrooms as well as one home plan offering either four bedrooms or three bedrooms with
a sitting room in the master suite! Three of the home types include a detached garage, while the other three feature an attached garage. The neighbourhood itself will include a playground and walking trails. “It’s very conducive to raising a family,” says Calahan. “You can have play dates, picnics and all that fun stuff that really ‘makes’ a neighbourhood a home!” Calahan also points out that due to the elevation of the community the homes at Robertson Heights have some beautiful views. Robertson Heights is expected to be extremely popular, and Calahan urges interested buyers to pre-register before Sept. 27. Pre-registrants will get an early sneak peek at the homes before the official grand opening at noon. “Homes will be available on a first-come, first-serve basis,” says Calahan. “We’ve already seen huge interest.” Homes at Robertson Heights will start at $439,900 including GST. For more information and to pre-register, visit www. mstarhomes.com. The sales office is located at 10455 Robertson Street, Maple Ridge.

Previous experience in the grocery industry with a specialty in seafood and seafood operations is required. The ideal candidate will demonstrate excellent operational knowledge, communication, team building and leadership skills.
COLLETT, Jason David Earl Dec 11, 1975 - Sept 16, 2014 Jason was a wonderful son, brother, uncle, father and grandson whose life was tragically and senselessly taken from us far too early. Although Jason had times in his life when he struggled with addictions it was those very struggles that led him to start a new chapter in his life through the Last Door Recovery Centre in New Westminster. With hard work and determination, over the last 2 ½ years, he was able to rebuild a life that he lived to the fullest through his recovery and the recovery of others. A celebration of Jason’s life will be held at the Serbian Centre, 7837 Canada Way, Bby on Oct 4, 2014 at 2:00pm. In lieu of flowers the family is requesting that donations be made to the Last Door Recovery Society.
