Stolen credit/debit machine may be first step in card skimming scam Submitted

Damage was visible on a school bus involved in a collision with a water truck on Tuesday morning. Sylvan Lake RCMP have now concluded their investigation into the collision on Thurs., Sept. 17 on Hwy. 11 near Sylvan Lake and have determined that the school bus had turned left across the path of a west bound water truck. The 43-year female driver of the school bus has been charged under Section 34(2) of the Use of Highway and Rules of the Road Regulations, (turn left unsafely).

Rocky Mountain House man charged following daylong crime spree

By Stuart Fullarton A daylong crime spree in Sylvan Lake and Blackfalds areas last week has netted a number of charges against a 29-year-old Rocky Mountain House man.

At 7:15 a.m. on Sept. 11, Sylvan Lake RCMP responded to a report of a stolen black Kia motor vehicle from Hewlett Park in Sylvan Lake. The car was left unattended while warming up outside its owner’s residence.

RCMP received a complaint a couple of hours later of an unknown male found in the basement living room of a rural residence west of town. The intruder was confronted by the homeowner, and asked to return items he was suspected of stealing.

Police say the man became nervous during the encounter, and attempted to flee, only to be restrained by the homeowner. He eventually broke free and fled. The homeowner noted that the suspect drove away in a black Kia — the same one police say had earlier been reported stolen from Hewlett Park.

The vehicle was found abandoned not far from the rural residence. The suspect was determined to have then stolen a truck. Police eventually learned that that vehicle had also been abandoned, and that a newer truck had been taken.

Later in the day, Blackfalds RCMP were advised of a truck that had been left at the Burnt Lake Stables. A truck had been gone through by a man who took $50 from it. The culprit was observed leaving the scene on foot.

Blackfalds RCMP responded to an alarm going off at a rural residence just after 2 p.m. A neighbour told police he observed a darkly-clothed male leaving the residence on a black quad and equipped with a rifle. The male was followed by the neighbour along Range Road 283, before the quad disappeared east into a field.

The area was attended by Blackfalds, Innisfail and

Innisfail Freeway RCMP, who were unable to find the quad, despite carrying out extensive searches of rural properties.

Blackfalds RCMP then received information that the suspect had been seen heading west from Range Road 283 on Township Road 374.

RCMP made patrols of the area, and spoke to one rural property owner who advised that he’d seen a male on a quad in his field. Further patrols of the area were made, and Blackfalds RCMP eventually located the suspect, still on the quad, at a nearby rural property.

Without incident, he was taken into custody, ending what police called a “long, crime-filled day.”

Following the suspect’s arrest, police found a rifle and a shotgun on the quad.

Tyler Joseph Shaw, 29, of Rocky Mountain House, appeared in Red Deer provincial court on Monday, and is facing 14 charges in total, which include three counts of break and enter, one count of possession of stolen property, four counts of theft, and five weapons-related charges.

On September 12, Red Deer RCMP received a report that a handheld, wireless point of sale machine had been stolen from the Mr. Mike’s restaurant located at 6701 50 Avenue in Red Deer.

While this is an inconvenience and cost to the restaurant, of larger concern to RCMP is the possible purpose to which the stolen machine may be put.

While the theft may have been a prank, it’s also possible that the machine was stolen in order to insert a magnetic skimmer that streams clients’ banking information to scammers. If that is the case, those who stole the point of sale machine may be looking for an opportunity to place the altered point of sale machine in another business. The stolen machine was an Ingenico 8200, serial #MONW82V306636469.

Just last month, an alert customer noticed that the wireless point of sale machine in a different Red Deer restaurant had been tampered with. That observation saved countless Red Deerians from becoming the victims of scammers; the RCMP investigation revealed scammers had surreptitiously replaced one of the business’s point of sale machine with

another machine that was set up to steal victims’ banking information. In that case, the customer noticed that his card did not fit smoothly into the machine, and observed a magnetic strip that had been inserted in the card reader slot. The strip was not present on other machines.

RCMP wish to remind business owners not to let wireless point of sale (debit and credit) machines out of their sight.

It only takes a moment for scammers to switch the machine for one that contains a magnetic skimmer; the skimmer then streams clients’ banking information and PINs to the scammers’ device. Businesses are advised to check their point of sale machines regularly, looking for wires, loose pieces or other evidence the machine has been tampered with. If you suspect your machine has been tampered with, please notify the RCMP immediately.

September offers challenges Golden, mellow and achingly beautiful September is here again.

For the most part, the month is a delightful potpourri of crispness, of the rich colours of old gold and brilliant tangerine and of a bountiful harvest.

Treena Mielke It smells good, too.

On The Other Side It smells like the colours and the big yellow school buses and the harvest and sunshine all got mixed together.

But, September is also a time of learning, of challenges and of new beginnings.

School. Music lessons. Hockey. Football.

Homework.

The routines, the activities, the schedules seem like a whole lot of interruptions in the seemingly endless expanse of autumn days.

But, wait, that only happens in summer. That is when we get those long days that are all about fun and tossing Frisbees on the beach and hanging out and doing nothing.

Suddenly everyone is busy.

It’s good. There is a lot to be said for organized play, for the simple fact we have to do dishes, homework, practice piano and respond to the endless alarm clock signally ‘stuff to do’ in our mind every day.

Weirdly enough the end of a structured day can result in an overall ‘happy’ feeling that seems curiously absent otherwise.

My grandkids taught me that little rule, not in so many words, but just by being who they are!

I, being the grandma, am also the observer. I watch, I listen and, if I were much wiser, I would

offer advice, but, realistically, I am still waiting for the wiser part.

So, I just watch and listen.

Two of them I found out, don’t like recess.

One of my grandsons, a little boy with hair the colour of burnished wheat and eyes so blue you can swim in them, took the very first step in his academic learning career this September.

Off he went to kindergarten, leaving behind his favourite TV show, his mom, his dad, his two little brothers and his trusty toy helicopter.

The excitement fairly bubbled out of him as the day drew closer.

He told me seriously in one of our grandma to grandson heart to heart conversations that he needed to go to school.

He explained that it was time he moved on.

He was quite ready to leave his mom with the responsibility of caring for his siblings, assuring her he would be home at night along with his dad to check on things on the home front.

He showed me his markers, his pencils, his backpack and his brand new jeans with pride.

I talked to his mom the other day on the phone

to see how the kindergarten boy was doing.

“He likes the school part, but he doesn’t like recess,” she said. “The whole school goes out and he’s scared.”

I pictured the little guy on a playground with all those other kids, some of them really big and I, too, felt scared.

One of my granddaughters began Grade 7 this year.

She, too, is not a fan of recess.

I look at her. She is so pretty, I think, admiring the way her blonde hair sweeps the upturned collar of her jean jacket and her spontaneous smile is as lovely as the sun, itself.

She is busy. Piano lessons. Gymnastics. Homework. New school! New teachers! New friends!

But recess, that’s a challenge yet to be overcome.

I wish I were smarter so I could make that challenge just a little easier for her and her cousin.

Maybe I will make them cookies! That’s what grandmas are supposed to do.

Maybe that will help!

Two New “Islamic States” A coalition of imams and organisations representing British Muslims has written Prime Minister David Cameron asking him to stop using the phrase “Islamic State”when talking about the new country carved out of Iraq and Syria by Islamist terrorists. That’s what Abu Baqr al Baghdadi, who has proclaimed himself “the caliph of all Muslims and the prince of the believers,” calls his newly conquered territory, but it’s giving ordinary Muslims a bad name.

The British Muslim leaders declared that “the media, civic society and governments should refuse to legitimise these ludicrous caliphate fantasies by accepting or propagating this name. We propose that “UnIslamic State” (UIS) could be an accurate and fair alternate name to describe this group and its agenda – and we will begin to call it that.”

Good luck with that. But meanwhile two more “UnIslamic States” are being created right now, on Libyan and Nigerian territory: same black flags, same fanaticism and cruelty, even the same ski masks. (It’s a fashion statement.)

The city of Maiduguri, the capital of Borno state in northeastern Nigeria, has more than two million people.

It is surrounded by the forces of Boko Haram – the name roughly translates as “Western education is forbidden” – and most of the rest of Borno has already fallen under their rule. In fact, the whole north-eastern corner of Nigeria is passing out of the government’s control.

“At this very moment,” Alhaji Baba Ahmad Jidda, the secretary to the Borno state government, told The Independent newspaper last week, “most parts of Borno state are being occupied by Boko Haram insurgents.

Government presence and administration is minimal, with economic, commercial and social services totally subdued. Schools and clinics remain closed.”

an Islamic state in Nigeria ever since it began active operations in 2009. It was in touch with al-Qaeda from the start, and later with the jihadi groups in Syria that subsequently turned into ISIS (the Islamic State of Iraq and Syria) and finally into the “Islamic State” that now spans those two countries.

Only the northern half of Nigeria’s population is Muslim, so that was where Boko Haram’s murders and abductions were concentrated, although it also carried out terrorist bombings in the Christian parts of the country. 3,600 people were killed in these attacks in the four years to 2013, but then there was a major acceleration: 2,000 more people have been killed in just the first half of this year.

From about mid-July, Boko Haram’s leader Abubakar Shekau also changed tactics: instead of hit-and-run raids, he started to take and hold territory. In August, after his fighters captured the town of Gwoza in Borno, he released a video declaring that the area was “now part of the Islamic Caliphate.” He now rules over about three million people in northeastern Nigeria and neighbouring Cameroon.

The Nigerian army rarely stands up to Boko Haram’s fighters. Like the Iraqi army, which ran from far smaller numbers of ISIS troops, it is corrupt and badly equipped, but it is also deeply penetrated by Boko Haram sympathisers: last June fifteen senior military officers were found guilty by court martial of passing arms and information to Boko Haram. So Abubakar Shekau may end up ruling much of northern Nigeria.

Libya is considerably further down the same track.

A civil war broke out between the various militias left over from the 2011 campaign to overthrow Muammar Gaddafi, the former dictator, shortly after the June election that might – just might – have produced a government that would try to disarm those militias. It has got so bad that almost a third of the Libya’s population, 1.8 million people, has fled the country, mostly seeking shelter in Tunisia.

The real divisions between these warring militias are regional and tribal, but a number of them have adopted extreme Islamist ideologies, partly because it guarantees a flow of arms and money from certain governments in the Gulf. These Islamist militias have emerged as the winners both in the savage fighting in western Libya around the capital, Tripoli, and also in the other major city, Benghazi, in the east.

In fact, Islamist militias with ISIS-style ideologies now control every city along the Libyan coast except Tobruk, a short distance from the Egyptian border. That is where the new parliament elected in June has taken refuge, and the parliament’s members are living on a hired Greek car ferry that is serving as a floating hotel.

The front line starts just west of town – and the next town along the coast, Derna, has been declared an Islamic caliphate.

A lot of this is just ideological fashion, of course.

The various “caliphates” are in touch with one another, after a fashion, but there is no master plan. However, the results are truly nasty both in Nigeria and in Libya – and the risk of over-reaction by those who feel threatened by these developments, especially in the West, is quite large.

Radio station seeks to plant roots in Ponoka

By Jeffrey Heyden-Kaye Country music may take on a more local flavour in Ponoka with an application to start up a radio station located right in town.

“We believe Ponoka is large enough and can sustain its own FM radio service.”

Mark Tamagi, president of Blackgold Broadcasting Blackgold Broadcasting has submitted an application to the Canadian Radio-television and Telecommunications Commission (CRTC) with the intent of starting a station called The One with an FM radio dial of 89.7, explained president and founder Mark Tamagi.

The format will be the same as Blackgold Broadcasting’s The One on 93.1 FM in Leduc, he told Ponoka News in an interview Sept. 15. “Ponoka’s been on our radar for probably five years.”

The company has already developed a website at www.ponokaradio. ca outlining the company’s goal and application submitted to the CRTC. Tamagi said they want to provide daily news and information specifically targeted to the community.

“All the Red Deer stations and most of the Edmonton stations broadcast into Ponoka but nobody really talks about Ponoka and Ponoka County,” he explained.

In an effort to reach members

of the community during the application phase, Tamagi has plans to meet with Mayor Rick Bonnett and Ponoka County Reeve Paul McLauchlin.

“We believe Ponoka is large enough and can sustain its own FM radio service,” he stated.

A public hearing has been set for Nov. 12 in Gatineau, Que. Those interested in providing input on the request can do so by contacting the CRTC or through the company’s website.

People will have to wait 90-days before a decision is announced, said Tamagi and they have 30-days from Sept. 12 to provide input. Tamagi feels the biggest challenge will be opposition from competition stations. Tamagi outlined his goal for the proposed station in Ponoka.

“We’re going to be ultra local.

Meeting with business owners is Tamagi’s next priority as regulations do not allow that until the application is in the public domain, explained general manager Karren Andreychuk.

She feels being in Ponoka will also bring jobs into town and promotional options to local organizations eager to promote themselves.

The application to the CRTC outlines the goals for the business including meeting local content standards for airplay.

The Rimbey Art Club will showcase its talented members at a special show and sale to be held Sept. 26 to 28.

The art show and sale will be held at the Rimbey Art Studio located in the southwest corner of the Peter Lougheed Community Centre from 11 a.m. to 7 p.m. on Friday, 11 a.m. to 4 p.m. on Saturday and 11 a.m. to 4 p.m. on Sunday.

Special guests are to include The Kansas Ridge Quilters who have a display set up in the foyer of the community centre. This year the local quilters group is showcasing quilter Debbie Ratzlaff.

During the show and sale toonie draws will be made for a number of prizes donated by the art club including a Willie Wong painting, a buddy art workshop, a photo shoot courtesty of Mighty Ponies and an assorted grouping of fine wines. A draw will

also be made for a Raku bowl and table runner donated by Kansas Ridge Riders.

Art club member Sharon Johnston said the art show and sale which is being held in conjunction with arts and culture days in Alberta is a great way to check out the latest work from local artists.

“Everyone is welcome,” she said.

“There will be coffee, chocolates and refreshments. We also have invited guest artists who have done workshops for us.”

Rimbey Art Club has about 25 members and meets Tuesday and Friday afternoons and Wednesday evenings. A children’s art program called Art Fusion is also offered on Tuesdays. New members are welcome.

Kansas Ridge Quilters has around 20 members and meet every Monday evening in the Provincial building.

Farm Credit Canada Ag Safety Fund to soon accept applications Submitted Special to Rimbey Review The Canadian Agricultural Safety Association (CASA) is pleased to be partnering once again with Farm Credit Canada to announce the call for applications to the 2015-2016 FCC Ag Safety Fund.

The Fund, now in its fifth year, has provided over $400,000 to charitable and non-profit organizations to deliver farm safety training programs in their communities or within the agricultural sector. This year, $100,000 will be awarded to successful applicants.

“FCC supports projects and initiatives that make positive changes in the communities where our customers live and work across Canada,” said Sophie Perreault, FCC Executive Vice President and Chief Operating Officer. “By raising awareness through ongoing safety education and training, we are helping producers effectively manage those risks in their operations.”

The 2015-2016 FCC Ag Safety Fund will focus on offering grants to organizations that will deliver tractor and machinery safety training in a community setting to Canadian

farmers and farm workers. According to Canadian Agricultural Injury Reporting (CAIR) data, between 1990 and 2008, 70 per cent of agricultural fatalities in Canada were related to machinery, 46 per cent were caused by rollovers, runovers and entanglements.

The FCC Ag Safety Fund is an excellent opportunity to provide more machinery-related training which we hope will lead to fewer farm injuries and fatalities. Because of our partnership with FCC, CASA has been able to offer a variety of initiatives, including the FCC Ag Safety Fund and Back to Ag.” Earlier this year, FCC donated $100,000 to the Back to Ag program aimed at helping farmers and agricultural workers return to work after a life-altering injury. The donation was a result of a social media campaign done in partnership with the Rick Hansen Foundation and CASA, which is responsible for managing the Back to Ag program.

Rimbey Kinsmen looking for donors for skateboard park

By Treena Mielke After initially denying a request from Rimbey Kinsmen to build a $400,000 skateboard park, Ponoka County Council has come up with a $40,000 donation for the park.

Reeve Paul McLauchlin said the county is being more tight fisted about donations as it has plans to put several million dollars into infra-

structure in the coming year which will take a huge chunk out of the 2015 budget.

“We are definitely supportive, but we are pulling back on our donations,” he said.

McLauchlin said the county is looking at spending between seven and nine million dollars on infrastructure next year and really need to

keep a close eye on their expenditures.

“We are looking at really expensive road development,” he said. “And we have a million dollar bridge to build on (Hwy. 771).

The $40,000 will help the Kinsmen Club reach their goal of $140,000 needed to match the Community Facility Enhancement Program grant they want to apply for, but leaves them scrambling to find more donations.

“It sounds like the county might help us next

year, as well. But right now we are trying to look for other donators and sponsors. We need money,” said project chairman Allen Adam.

A town meeting has been tentatively scheduled for Oct. 1 at the community centre and a conceptual drawing of the park will be shown at that time.

As well as the county’s donation of $40,000, the town has donated land worth $160,000 and Canline-Gazelle’s Group of Companies has added $3,000 to the pot.

Annual chili cookoff warms crowd, helps elementary school

By Treena Mielke The Rimbey Elementary School chili cook-off proved to be a bright spot in an unseasonably cold and rainy day.

Held last Friday at Pas Ka Poo Park, the chili cook off attracted a good crowd, who showed up despite the weather.

Principal Jodi Bramfield said she was pleased with the turnout, noting there were 10 pots of chili entered and $550 raised for school improvements.

“It was good that lots of people showed up, even though they didn’t stay as long, no doubt, because of the weather.”

Enhanced health care: Progress being made, but much work still to be done Stuart Fullarton Special to the Rimbey Review While there’s still plenty of work to be done in the town’s pursuit of enhanced health care, progress is being made, Sylvan Lake residents were told during a town hall meeting at the Community Centre last Wednesday.

“At the end of September, (we hope to) have the first draft of a business case on the Minister’s desk,” said advisory committee chair Susan Samson. “We’re

not sure when our paperwork is going to get looked at, and when the approvals may come through, but that’s what our timeline is.”

The shift in focus from urgent care to a Family Care Clinic occurred after the committee, formerly known as the Sylvan Lake and Area Urgent Care Committee, learned from Alberta Health Services that the Sylvan Lake area “was not high

“There was no money for urgent care, and there was no money for a hospital,” she said. “The province came back and said, ‘we have money for what we’re going to call a Family Care Clinic,’ and because Sylvan Lake had done so much groundwork and so much lobbying for urgent care, we were approved to move to the next step.”

She continued: “Quite frankly, I don’t care what we call it, and I don’t think you care either.

We want enhanced health care.”

Advisory committee vice chair Teresa Rilling elaborated on the benefits of a Family Care Clinic, saying it would actually be more effective in meeting the town’s needs than an urgent care facility.

“It’s a linkage between services, rather than simply being another service,” she said. “We want to connect health and wellness services within our community and beyond, so that when our neighbours around us come here for health care, they will really feel like they can come to one place and be well taken care of.”

Dr. Brad Bahler, providing a physician’s perspective, encouraged Sylvan Lake residents to show faith in those who are leading the push for the town’s Family Care Clinic.

“Put your trust in the Community Advisory Committee,” he said. “They represent a broad spectrum of Sylvan Lake, they really have your best interest at heart, and they’ve done a lot of good work to date.”

Samson emphasized that the issue of enhanced health care affects residents not just of Sylvan Lake. Residents of places like Bentley, Eckville and the Summer Villages would also benefit from a Family Care Clinic in Sylvan Lake, she said. Altogether, she feels it would positively affect between 18,000 and 22,000 area residents, as well as the “1.5 million visitors that this lake and area gets annually.”

If approval is received from the province, committee and board representatives will continue working with a consultant to determine further details of the business case to be presented, such as the facility’s size, location and staffing.

Mayor Sean McIntyre said he was encouraged by the progress being made, but warned there’s still plenty of work ahead.

“We have a long way to go,” he said. “With the recent change in government, I’m asking for your support to contact the provincial government and let them know that this is still vital ... in Sylvan Lake.”

C.O.W. bus revisits Bentley

Once again the Alberta Prairie ‘Classroom On Wheels’ (C.O.W.) bus was invited by the local library to come to Bentley On September 17 it was set up in the Bentley Municipal Library parking lot for viewing from 10:30 a.m. to 2:30 p.m. for Bentley and area families to enjoy.

The C.O.W bus bookmobile offers free activities and a free drop in program promoting family literacy and awareness for preschoolers and their accompanying adult. It tours about 70 rural and urban communities across Alberta each year.

The unique paint job of the older style school bus is hard to mistake.

Inside, the bus showcases books and other purchased items as well as homemade ideas that are fun for the adults and tykes to explore, to learn from, and to engage in together.

This year Megan Vander Griend, Alberta Prairie C.O.W. Bus Coordinator, and Sharon Smith, Alberta Prairie C.O.W. Bus Facilitator, were the trained facilitators who greeted guests. Vander Griend had been to Bentley with the bus before.

Free activities by library staff such as face painting, a guest story reader, and a craft, were also offered in conjunction with the visit.

A legacy literacy library of 50 free quality books for the library aimed at the 6 and under crowd was presented to Mayor Lynda HaarstadPetten who accepted it on behalf of the town.

The Alberta Prairie C.O.W. Bus is funded by Government of Alberta, Enterprise and Advanced Education. It is a project of the Centre for Family Literacy and has been in operation since 2003.

Even as the clouds roll in and the threat of winter hangs about in the air, ominously, an all too believable scene plays itself out at Gibson Energy.

‘Exercise blowup,’ a mock disaster took place at Gibson Energy last Thursday morning.

It started out slowly.

Picture this scenario.

The town is beginning the hustle and bustle of another day, the shops are open, the usual morning crew of coffee drinkers are settled into their favourite spot.

Unbeknown to these locals, black smoke is drifting towards the town of Rimbey from the Gibson site east of town.

The whole concept is make-believe, of course, but it doesn’t mean it couldn’t happen.

With this in mind, Gibson Energy proceeded with their staged mock disaster, an exercise which took around three hours Thursday and included Rimbey fire department and enforcement officers coming on site.

The stage was set at about 9:30 a.m.

The weather was cold and windy and the staff at Gibson Energy Rimbey was going about their daily routine.

The mock disaster included the scenario of a

tank truck, fully loaded with condensate, pulling into the site.

The driver signed off at the office and then began offloading at Riser No. 2.

The site is vacant expect for the driver.

The ‘what if’ scenario includes the possibility that a small leak starting at the nozzle.

When the driver attempts to adjust it, the hose bursts, spraying the driver with condensate.

The hose becomes detached from the truck and condensate begins leaking from the tank and the hose.

No one else on site is aware of the impending disaster.

Either a spark or heat from the truck ignites the condensate and the front trailer and riser box explode into flames.

The driver falls to the ground, trying to put out the fire that has engulfed him.

He is severely burned and has collapsed a short distance from the truck.

Meanwhile the condensate flows uncontrolled from the tank truck.

There is a large amount of heavy, black smoke and burning product all around the fill station.

The wind is blowing the smoke towards the town of Rimbey.

Of course, none of the above actually happened, but a truck was indeed parked at the riser and suddenly

the vehicle appeared to be shrouded in a huge cloud of smoke.

And, if an observer were to look carefully through the simulated smoke, they could see a 245-pound dummy lying on the ground by the truck.

From there the action begins.

Although much of the activity is behind the scenes, the steps taken are immediate and communication between Gibson Energy members at the Rimbey site and Gibson EOC members at Calgary Corporate office are ongoing.

The site is immediately cordoned off, the fire department and enforcement officers arrive on the scene.

Kim Irving CEO of ERMC, the company who worked with Gibson Energy to stage the exercise, played the role of the RCMP and media during the event.

ERMC will issue a formal report regarding the exercise at a later date.

“That will tell us what we can build on, what we did well and how we can continue to improve,” said Doug Wells, health, safety, security and environment services representative for Gibson Energy.

Rimbey plant manager Bryant Plunkett was pleased with the exercise.

“I thought it went really well,” he said. “We had positive feedback and it was a really good learning experience.”

Chinook’s Edge teacher from Sylvan Lake chosen for project in Africa Submitted Leah Rawlings, a music teacher at École Steffie Woima Elementary School, was one of only 10 Alberta teachers chosen to participate in a summer professional development project overseas.

Rawlings’ group was posted to Ghana, West Africa. They partnered with the Ghana National Association of Teachers to facilitate a New Entrants Program, where both Canadian and Ghanian teammates worked as co-tutors.

The four-week program is a joint undertaking between the Canadian Teachers’ Federation and its member organizations — in Rawlings’ case, the Alberta Teachers’ Association. The ‘Project

Overseas’ program has been operating for over 50 years in an effort to strengthen public education in developing countries. In July, 50 teachers from across the country volunteered their time to work with Project Overseas in Africa and the Caribbean.

“Our focus was to work with new teachers, supporting them with knowledge and tools to carry forward with the great work their teachers’ association is already doing,” said Rawlings, who has also spent two years overseas working in the Czech Republic. “The teachers we met are incredibly passionate about their work, but they have significant obstacles to overcome just to provide the basics.

Some of them work in open-air structures without electricity, or they work without plumbing and supplies. Sometimes they are placed in villages where they don’t even speak the language, or where they have to walk — or even canoe — a long distance just to get to the school. But despite the many challenges, they are determined to raise leaders among their young teachers and they were so grateful for our involvement.”

Rawlings has been involved in the Chinook’s Edge teacher mentorship program for three years and was able to share many of the activities, workshops and discussion topics from the division’s extensive database. Her experience, along

with the strong professional development tools at her disposal, also helped her during the initial 12page application process.

“There were 13 teams working in 11 different countries with Project Overseas this year. I really felt that I could have an impact with the new teacher mentorship project, especially since I was able to access Chinook’s Edge’s expertise around mentorship,” said Rawlings. “Some of the things we discussed are groundbreaking for them, and I feel we set some strong practices in place that will support teachers. We discussed everything from management skills to cooperative learning strategies — and provided tools for them to take to their classrooms straightaway.

“Everyone we met has a huge passion for education and for bringing forward information that will help make some of the changes they are wanting for their country’s young people. People often return from an experience like this saying they received more from it than they gave, and that is exactly how I feel. Seeing the kids in school — the smiling, welcoming, joyful kids — made everything worthwhile. This was an incredibly enriching experience and I would do it again in a minute.”

The growing role of women in the workforce On current projections, more than half of all the jobs in Canada will soon be held by women VANCOUVER, BC/ Troy Media/ - The growing role of women in the workforce arguably qualifies as the most consequential socioeconomic development of the past 50 years.

As more women have entered the formal labour market, the productive capacity of our economy has been augmented. Indeed, increased “labour input” – more people working – has been the principal factor pushing up gross domestic product (GDP) and household incomes in Canada.

And women account for a large majority of this increase in “labour input.” A study done last year by the economics team at RBC estimated that the rise in female labour force participation since the early 1980s has boosted Canada’s GDP by more than $130 billion.

Women today comprise approximately 48 per cent of the labour force, up slightly from 46 per cent in 1999 but significantly higher than their 37 per cent share back in the mid-1970s. Men are still more

likely to be employed, but the male/ female labour force participation gap has narrowed over time. On current projections, more than half of all the jobs in Canada will soon be held by women.

Among women aged 15 and over, approximately six in 10 were employed in 2013; in 1976, the comparable figure was just 42 per cent.

The predominant demographic trend of population aging that is starting to weigh on overall labour force participation is affecting both genders, so the proportion of all women holding jobs will edge lower as the country becomes greyer. But women’s contributions to Canada’s workforce and its economy should continue to grow over the next 10 to 20 years.

Where do women work? Statistics Canada’s 2011 National Household Survey reports that they are most likely to be employed in three broad occupational clusters: sales and service occupations (27.1 per cent), business, finance and administration (24.6 per cent) and education,

law, and government/community services (16.8 per cent).

But despite gains in educational achievement, many working women hold relatively low-paying jobs. This exerts downward pressure on average compensation for female job-holders collectively; it also explains the residual male/female difference in average pay. A significant number of the 20 most common jobs for women fall in bottom third of all occupations ranked by hourly pay.

There is still work to be done to ensure that women are better represented in the top half of occupations measured by total compensation.

The impressive advances that women are making on the education front bode well for their career and income prospects going forward. Since the early 1990s, women have made up a majority of college and university students. By 2012, a higher percentage of women aged 25 to 44 (75 per cent) than of men in the same age category (65 per cent) had completed a post-secondary education. This contrasts with the situation for older age cohorts: among Canadians aged 65 and over, 35 per cent of women and 46 per cent of men have a post-secondary credential.

The trend of rising female educational attainment is by now well-established. In both Canada and the U.S., women represent increasing shares

of current university/college students and also of recent graduates in disciplines that often pave the way to relatively high-paying jobs – including law, medicine, dentistry, architecture, business and finance. They have registered smaller gains in engineering and computer-related fields, but here too women are making inroads. A large body of data shows that girls generally out-perform boys in elementary and secondary school, and this seems to be carrying over to the university and college level. In the language of economics, women are building up their “human capital” at a faster pace than men.

There are some areas of education and training where women still lag. One glaring example is the skilled trades. These are among the occupations that offer pathways to good jobs and the kind of middle-class standard of living that now seems to be out of reach for most young adults lacking any type of post-secondary qualification. According to Statistics Canada, women make up just 3 to 7 per cent of enrolments in registered apprenticeship training programs in the construction, electrical, industrial/mechanical, metal fabricating and motor vehicle and heavy equipment trades.

That’s not good enough. Employers, educators and unions need to do more to encourage young women to consider skilled trades occupations and to create a supportive environment for those who choose to follow this route.

... retreat offers safe haven Continued from Page 16 “Really, I only knew enough not to fall off and this was not a trip for beginners. At the end of it I was tired and dirty, but my heart was content.”

The trail ride sparked her interest in horses and she decided to take riding lessons.

Within the year she purchased Alaska and their love affair began.

“He is a wise soul; he truly taught me about patience and courage and forgiveness,” she said, gently patting his silky black coat.

With Alaska to keep her grounded, Bell continued to work in a traditional office setting but ideas about a career change were beginning to jell in her mind.

“I knew I needed something completely different. I wanted to work outside and I wanted to help people.”

She began exploring the field of equine assisted learning and the more she discovered about it, the more she liked it.

Her research led her to take the training to become a certified equine-assisted personal development coach.

Since that time she has never looked back.

She and her partner decided to purchase 25 acres of land near Rimbey and Windhorse Retreat has now become a reality.

The farm base business is challenging, but rewarding and she continues to receive lots of support and encouragement.

And, of course, the horses, the majority of which have been donated for the cause, are a continual source of inspiration.

“It’s amazing, really,” she said. “Horses can be facilitators and guides. They can help people in their personal and professional growth. Horses act as active participants or facilitators in activities designed to help us understand more about ourselves, our relations, our communication styles and the issues in our lives.”

She explained that horses, like people, have their own gifts and characteristics.

“They are experts at non communication.”

She noted that one of her horses, Dixie, senses when someone is suffering from grief

and can give them the feedback they need.

Another horse, Target, displays leadership qualities and one horse display the characteristics of a bully.

“Horses are experts at non-verbal communication and are always honest in their reactions to us. They teach us about trust and patience, respect and boundaries and impact and control.”

Interacting with horses in a supportive and safe environment is calming and lowers stress, boosts self-esteem, self-confidence and self-control. It also encourages understanding of ones self and others and enhances physical activity and improves sleep, she said.

Buck Mountain School invites the public to participate in their annual Terry Fox Run to be held Wed. Sept.

24.

The run is to begin at 11 a.m. and continue for approximately one hour.

Buck Mountain School is located between Alder Flats and Winfield.

Gibson Energy health and safety representative Doug Wells and Tara Nevers, area supervisor for truck transportation were on the scene during operation ‘blow up’, an exercise to stage a mock emergency situation at the Rimbey site.

Kevin Hopper Memorial well received

By Treena Mielke There was lots of friendly competition waged at Rimbey Agricultural Society’s first annual Kevin Hopper Memorial held last Saturday and Sunday at the rodeo grounds.

Both participants and organizers seemed pleased with the event.

“It was fantastic,” said Brady Brown from Cherhill Ranch. “It was very organized for sure.

We will be back next year.”

The Cherhill Ranch team which included Brown, Brad Martin, Troy Ryan and Randy Chrupka took third place in the ranch rodeo, and went home with $780 in their jeans.

“It’s better than coming home empty,” said Brown, adding his team may compete in Edmonton at a ranch rodeo later this fall.

Jennie Chesney from the Rimbey Ag Society said the event was great, overall.

“Events like this could certainly not take place without the generosity of our sponsors and the ag society thanks them sincerely for all their support.

We also thank all the volunteers who donated their time so generously.”

Shirley Ingram from the ag society said there were 32 entries and participants came from all over Alberta.

The magician, who brought with him a number of brightly coloured plastic buckets and produced several other props during his presentation. He spoke to the children about the importance of showing kindness and caring to others; characteristics which when exercised, filled people’s buckets. “Every time we show kindness and caring it comes back,� Harmer explained to the children. “Think win/win. If you fill someone else’s bucket, your bucket gets filled, too.�

Shockingly, Rimbey detachment has laid “59” criminal code charges for impaired driving during the same time frame. Last year, I noticed a bill board in a large American City that said, “If you got caught drunk driving last night - better get Coffee in the morning”. Coffee being an attorney who specialized in drunk driving. Here is a novel idea - have coffee at night instead of going over your limit on spirits and you won’t have to worry about it! Please, make a plan before you start drinking on how you intend to get home. If you already have a safe ride lined up, you may make a better decision when your thought process might be a little blurry at 2 AM. Your local detachment is committed to making our roads and streets safe for all motorists and their families. If you drink and drive - you will get arrested.

Highlights include domestic assault, suicide, theft, impaired driving, drugs, fraud and other serious matters.

Attempted suicides Rimbey RCMP were kept busy dealing with several attempted suicides in the community. Rimbey and District Victim Services Unit (VSU) and Central Alberta Child and Family Services assisted members with these difficult situations.

Domestic violence Another domestic led to charges at Parkland Beach. A man allegedly assaulted his spouse during a verbal argument that escalated to physical violence. Domestic violence recently made international news when an NFL player assaulted his spouse. Even President Barack Obama stated, “ hitting a woman is not something a real man does”.

Whether you are a man or a woman, there is no excuse for domestic violence!

Drunk drivers Again, this week two more drunk drivers where arrested and charged by Rimbey cops. Each week, we stress the issue of drinking and driving in our community. As a comparison, we studied 5 other Alberta RCMP detachments of similar size and com-

With an ambitious fundraising goal, the Rimbey Health Services Donation Committee and David Thompson Health Trust recently launched a new campaign to purchase 49 overhead patients lifts for Continuing Care. The full project comes with a price tag of $392,000. It is exciting to have Rimbey Co-op join the overhead patient lift campaign in a leadership role with this generous gift of $9,000. They have demonstrated that Rimbey Coop is a philanthropic, community-focused business that values enhanced health care in Rimbey.

Residents in Continuing Care have very complex health issues and require patient lifts to assist with their transfers from place to place. Historically, these transfers have been completed with the use of portable floor lifts. The portable floor lifts are costly to purchase and have a high incidence of breakdowns. Repairs to the portable floor lifts are also very costly. Through this current campaign, the Rimbey Hospital and Care Centre will become equipped with enough overhead patient lifts to service all 69 Continuing Care residents.

There are several benefits of overhead patient lifts. Because they are attached to the ceiling, as opposed to taking up space on the floor, they promote a clutter free environment which provides more room to safely complete patient transfers.

Also, the lifts use an electric motor that allows caregivers to lift patients with the press of a button. This means less strain on the caregiver’s back and muscles, reducing workplace injuries. The overhead lifts can support up to 440 pounds, with an option to use two motors which doubles this lifting capacity. Patients of all types can easily and safely be transferred with this new equipment.

Rimbey Co-op has made a significant contribution to the overhead lift campaign through their donation to support the purchase of one lift. Local businesses are encouraged to follow suit and make a contribution to the campaign. Individuals and families can also join the campaign by making a donation of any amount – every gift makes a difference. As a community, we can continue to enhance health care in Rimbey.

STOUT Thomas Leno

HAGEN Roy Kells Hagen of Rimbey, Alberta passed away peacefully at the Rimbey Hospital and Care Centre, Area Two on Friday, September 12, 2014 on his 92nd birthday.

Roy was born on the family homestead on September 12, 1922 near Battle Lake, Alberta. He worked on the family farm as a young man until he was called to serve during WWII. Upon his safe arrival back home, Roy worked on a cat, at a sawmill, and then finally settled down to work on his own farm. He was united in marriage to Gertie, and together they worked the land and raised their family. Years later, they retired from farming and moved into Rimbey where Roy enjoyed various jobs working with the Town of Rimbey, as well as the curling rink, and as a farmhand. In his spare time, Roy loved going camping, fishing, and hunting; and Roy and Gertie also enjoyed traveling to many places. In 2008, due to his struggles with Parkinson’s disease and dementia, Roy moved into Rimbey Long Term Care which became his home until his passing.

Roy will be lovingly remembered and sadly missed by his beloved wife of 60 years, Gertie; his son, Dale (Sheila) Hagen of Bluffton; and his daughter, Colleen (André) Brassard of Rimbey; as well as six grandchildren and nine great grandchildren. He will also be lovingly remembered and sadly missed by one brother, Charles (Sylvia) Hagen; and five sisters: Marion Deatrich, Doris (Ted) Knowles, Joyce (Al) Carder, Darlene Fontaine, and Bernice (Norm) Van Tighem; in addition to numerous nieces, nephews, other relatives, and many friends. Roy was predeceased by his parents, Carl and Ebba; his sister, Dorothy Williams; and four brothers-in-law: Julius Deatrich, Ralph Metcalfe, Bob Williams, and Leo Fontaine.

A Public Funeral Service in Roy’s Honour was held at the Rimbey United Church, Rimbey on Friday, September 19, 2014 at 1:00 p.m. with the Reverend Deborah Laing officiating. Interment followed in the Field of Honour at the West Haven Cemetery, Rimbey. If friends desire, memorial tributes in Roy’s Memory may be made directly to the David Thompson Health Trust, c/o Rimbey Hospital and Care Centre ~ Long Term Care, Box 440, Rimbey, Alberta T0C 2J0. Sherman Ewing Jr. age 88, of Claresholm, AB passed away peacefully on September 1, 2014 of natural causes.

Born July 5, 1926 in Minneapolis, MN Sherm spent his early years in Pleasantville, New York. He attended high school at the Thacher School in Ojai, CA. and riding the train across the country, he fell in love with the West. Sherm then served in the US Air Force until the end of WWII. He studied economics and agriculture at Yale and Cornell Universities. In August of 1950 he married Clarissa Clement of Buffalo, NY. Together they moved West to begin their lives in the cattle business in California and Montana, and then settled at the SN Ranch in the Porcupine Hills west of Claresholm, Alberta. This is where they raised their three kids, became stewards of the land and spent the best years of their lives. Aviation was Sherm’s passion and he used his wings for business and pleasure. He loved his family, friends and neighbors, church and volunteered for his community.

Sherm played leading roles in ranching organizations such as the Western Stock Growers, The Alberta Beef Cattle Performance Assoc, The Canadian Limousin Assoc, The North American Limousin Foundation, The Stockmen’s Memorial Foundation, The Society for Range Management and helped form the Canadian Property Rights Research Institute.

In his retirement in Great Falls, Montana, Sherm authored two books, The Range and The Ranch. He enjoyed freelance writing, loved tennis and golf, and he and Claire traveled extensively with friends and family.

Sherm is survived by his three children, Wanina Ewing (Mike Lindsay) of Claresholm, Charlie Ewing (Sherry) of Claresholm, Leslie Kriz (Wayne) of Rimbey, AB; seven grandchildren and 3 great-granddaughters; sister Nan Bull of Stamford, CT, brothers Truxtun Morrison of Wayzata, MN, Nick Morrison of Boise, ID. He was predeceased by his loving wife Claire, sister Lucia Ewing of Hopkinton, VT, and brother Frank H. Ewing of Denver, Co; father Sherman Ewing Sr. of New York City, NY and mother Mary H. Morrison and beloved stepfather Gen. H. T. Morrison of Wayzata, MN. A Memorial Service will be held at 2:00pm on October 1, 2014 at ST. AUGUSTINE’S ANGLICAN CHURCH 411-11 St South in Lethbridge, AB.
