Municipal brand back in the spotlight By Joni MacFarlane Editor

The issue of the municipality’s recent rebranding exercise was brought forward at a meeting of council on Sept. 9. The objective was to determine if council wanted to initiate a public input campaign this fall and if so, how to deal with input received. As part of the discussion, a report provided by administration put the total cost of developing and implementing the municipality’s new brand at $320,888.

The former council identified commencing a rebranding strategy as a priority in its Strategic Action Plan to “redefine the image of the community”. A new brand including logo, colours, tagline, website and other visual concepts was developed in 2012 and implementation began shortly afterwards. Stationery and business cards, new decals for trucks, merchandise, flags and the parade float were remade to reflect the new brand. Amid months of controversy extending into the new council’s term, two entrance signs at each side

of the municipality were installed. The landscaping work has not yet been done. A provincial grant of almost $200,000 was used towards these new entranceway signs. Council will decide over the next few months whether to seek input into the new brand to determine if the community likes it, what parts of it they like or dislike, if they would prefer to keep parts of it, and if not, what the level of financial support is they’d be willing to spend. The rebranding issue will be discussed again at council’s meeting on Oct. 14.

1961: The plant was originally constructed for Saratoga Processing to treat sour gas pulled from the Savanna Creek gas field. 1975: By 1975, the plant was expanded and scouring nearly 99% of the various sulphides out of 73 million cubic feet per day. This yielded up to 700 tonnes of liquid and solid sulphur per day. 1997: Morrison Petroleum purchases the

facility from Northstar Energy Services. 1998: Devon Canada purchases the facility from Morrison Petroleum. April 3, 2012: Devon Canada announces plans to formally close the plant, due to falling natural gas prices, and the age of the Coleman facility. 35 full time staff were employed at the plant at the time. May 2012: The Savanna Creek gas field, west of Nanton, announces their own impending closure due to the Devon Plant’s shut-down.

October 2012: The Devon plant is officially shut down. One third of the employees were relocated to Devon’s Jackfish facility, one third found work at other companies, and one third retired. March 2014: 2 years after announcing the plant’s closure, Devon Canada announces plans to have the plant dismantled in the upcoming fall. Sept 9, 2014: Devon Gas Plant Stack is demolished, ending an era in Crowsnest Pass history.

A 380-foot concrete stack was “dropped� last week at Devon Canada’s Coleman gas plant. The stack’s implosion lasted about eight to 10 seconds with a billowing dust cloud lasting another five to eight minutes. Car sales approved for mall parking lot By Joni MacFarlane Editor

Despite a recommendation by municipal administration not to change the land use bylaw, council approved final reading that would allow auto sales and service at the Crowsnest Mall in Blairmore. An application from Bob Morrow of Davis Dodge, formerly Bridge City Chrysler, was received in June on behalf of the mall’s owner. The purpose of the application was to allow them to continue with this practice “several times during the year”. In the past, an automotive dealership was set up in the parking lot a few times a year, but council was told this was a contravention of the municipality’s land use bylaw and business license bylaw. The Crowsnest Mall is the only C3 (Com-

prehensive Commercial) district in the Crowsnest Pass and does not allow for such a use. According to the Land Use Bylaw, reviewed only last year, the definition of Automotive Sales and Service is: “An enclosed building within which motor vehicles and parts are displayed for sale, and may include a new or used automobile sales lot, and may also include auto repairs, except for body work and painting.” Administration said it was inappropriate to make such a change to the bylaw and that automotive sales was incompatible with the current shopping mall uses. They also ex-

pressed concern over the provision of municipal services to the site, the provision of adequate parking, and the ability for administration to provide clear, concise and understandable information to the public regarding bylaws. “Approving this bylaw while requiring another company to follow the rules could put the municipality in a difficult legal situation,” said Ken Bourdeau, Development Officer. The Municipal Planning Commission also recommended that council deny the bylaw amendment. First reading of the bylaw passed July 22

at which time several council members said they didn’t want to send a message of discouragement to business and that they didn’t think allowing automotive sales a few times a year would be detrimental to the municipality. Council voted to approve third and final reading and a Development Permit application can now be made, approval of which is at the discretion of the Municipal Planning Commission. Businesses are not permitted to spend more than 10 days on the site and no more than 10 times per year.

Let’s not go backward to revisit brand

A report presented last week showed the breakdown of costs relating to the municipality’s rebranding exercise undertaken in 2012. Changing the municipality’s logo, adding the slogan “Naturally Rewarding”, and implementing new graphic structures cost an astounding $320,888 (almost two-thirds was covered by provincial coffers with municipal funds paying the rest). Entwined with controversy over the brand was a general distaste for the authors of the swirling tagline and blue and green triangles. It became hard to separate how much was directed at the former council who brought the issue to light and how much related directly to the concept and characteristics of the brand itself. Of course, there were many people who felt nothing but positive about it – they identified with the brand’s vision and were proud to see the community represented this way. Now, a year-and-a-half later, our current municipal council has resurrected the issue. The first question I’d ask is why? Are there not more critical things on your “to-do” list than this? Do Crowsnest Pass residents have an appetite for revisiting our brand? I doubt it. While some people weren’t keen on the new design when it was first presented, most have become used to it. Like tourists on Highway 3, they’ve moved on. Do we really want to perpetuate the idea that so many have of the Crowsnest Pass – that we’re stuck in the past? Do we really want to go backwards? Again? And the money - do we really want to wash more than a quarter of a million dollars down the drain? At a time, when we hear so much about our shrinking tax base and decreasing population, surely there is a list as long as your arm of better uses for municipal funds than redoing truck emblems and envelope logos. Massive turn out for Mass Registration By Erin Fairhurst Contributor

The annual Crowsnest Pass Mass Registration night took place on Sept. 10 at the M.D. McEachern Community Complex in Bellevue and based on the crowd that came out, it appeared to be a resounding success. Various community and recreational groups and businesses in the Crowsnest Pass participated in the registration and information night, and several Pass residents took the opportunity to get information on

different programs and register at the same time. “I like the convenience of it,” said Blairmore resident Jackie Woodman, of the “one night, one location” format of the evening. Sixteen booths were set up, ranging from minor hockey to yoga classes, and activities were suited for all age ranges. “I might sign up for something myself!” said Shawna Wojtowicz, who came to register her children for ballet, tae kwon do and gymnastics. Leigha Shultis of Coleman is a new resident to the Crowsnest Pass and heard about

Mass Registration Night on the radio and then received a memo from her daughter’s preschool, so decided to attend. “I’m here to sign my daughter up for gymnastics,” she said, “but I had no idea that there would be so much to choose from, there’s definitely a lot to do.” If you missed Mass Registration night, you can still approach local clubs and businesses on your own to register for their fall and winter programs; and, if you’d like more information about having your own table at next year’s Mass Registration night, please contact Tracy at 403-562-8833.

1 pound bacon slices, cut into 1/4 inch pieces 2 medium onions, quartered and sliced thin 6 to 8 garlic cloves, chopped 1 cup black coffee 2/3 cup packed brown sugar 1/2 cup maple syrup 1/3 cup apple cider vinegar 1 tbsp finely chopped fresh rosemary Add the bacon pieces to a large heavy bottomed pan or dutch oven. Turn the heat to medium/high and cook the bacon until almost crisp (browned and cooked, but not crisp), reducing the heat to medium as it starts to turn brown, stirring occasionally, approximately 20 minutes. Remove the cooked bacon with a slotted spoon and set aside on paper towels to drain. Remove all but 1 tablespoon of the bacon fat from the pan. Turn the heat to medium and stir in the onions to the tablespoon of bacon fat followed by the garlic. Cook, stirring occasionally, until this onion/garlic mixture is softened and slightly browned, approximately 5 to 7 minutes. Add the coffee, brown sugar, maple syrup, vinegar, rosemary, and reserved bacon. Stir to combine and increase the heat to medium/ high to bring to a boil. Once boiling, reduce the heat to medium/low and simmer uncovered for approximately 90 minutes until the mixture is syrupy and has a jam like texture. Transfer this mixture to a food processor and pulse a few times until the consistency/texture is what you desire. Will last up to 3 weeks in your refrigerator. Fairhurst By Erin Fairhurst Contributor There’s a new mountain bike trail in town…and it’s definitely one of a kind. “There are jumps, berms, rock features and rollers,” says Jay Hoots, the owner of Hoots Inc., a professional trail building company. “It’s going to feel like a roller coaster. And if you ride it right, you won’t ever have to pedal.” “It’s going to be a lot of fun, and also very challenging,” adds United Riders of Crowsnest (UROC) President Jim Lucas. The kilometre-long “flow trail” is part of the network of mountain bike trails near the ski hill that UROC has been diligently transforming into an IMBA (International Mountain Bike Association) standard trail system. With the help of professional trail builder Jay Hoots, of Hoots Inc., the trails are designed to be sustainable, accessible and high quality. The flow trail is a gravity based trail that is composed entirely of features – some natural and some man-made, and its intent is to give mountain bikers a ride unlike any other they’ve ever experienced. “We’ve embraced a lot of the

natural features on the trail, like slabs of rock, and used them to create some pretty memorable riding,” says Hoots. Hoots has been constructing trails professionally for over a decade and launched his own company, Hoots Inc., eight years ago. He and his crew of experienced trail builders have tackled mountain bike trail construction in other communities such as Canmore, Exshaw, Hinton, Fox Creek and Devon – which has since successfully been rebranded as “Bike Town, Alberta”. “I know we can make something happen here,” says Hoots, “We want to help put Crowsnest Pass on the map as a mountain biking destination.” The flow trail, which has been nicknamed “Berm-a Grin”, starts near the Dale Strandquist trail at Pass Powderkeg and is rated black diamond for the first half and blue for the lower half. However, while designed to be challenging, the trail crew has provided several ride around options so that riders can choose their challenges. Each feature, be it a berm, a rock slab or a manmade jump – the largest of which is 24 feet from lip to landing - has been carefully thought out and has three to five options

in our first season. We want to give special thanks to John and Muriel Carlson for their mentorship in this new business venture.

for how a rider can choose to approach it. “There’s nothing mandatory,” says Hoots. “But the trail is designed to be challenging.” Surveying the trail fondly, he adds ruefully: “She’s a growler.” The grade reversals and ride around options on the trail make it accessible to intermediate riders, but the sequence of features will lure back even the most accomplished of riders. Like a puzzle, the trail must be approached thoughtfully in order for all of its pieces to come together. “We don’t want the best riders to come and ride this trail and check it off,” says Hoots, “the idea is to make people have to work. You have to earn this one.” The trail construction was recently completed, however UROC is asking riders to stay off the trail until it’s had time to dry out and settle. “If we get a stretch of warm drying weather this fall, we will be happy to have people ride it to help pack the trail,” says Lucas. “Right now, with it being freshly constructed and wet, it is very susceptible to damage. By late spring, it should be reasonably packed dry but will probably need some tune-up to re-shape after its first winter.” Lucas has been spending 12hour days on the trail with Hoots and his crew, and a handful of UROC volunteers, to assist with the trail construction, and is pleased with its completion. But with winter looming, that doesn’t mean that much of a break is in sight; in fact, the winter months are some of UROC’s busiest as they tend to administrative details – such as grant writing, fundraiser and trail construction planning – all of which are crucial to the development of the mountain bike community in the Crowsnest Pass. “The win isn’t just attracting people who already love to ride,” says Hoots, “it’s about bringing in people who aren’t already avid mountain bikers – that’s how you grow a community.” To learn more about UROC, and to get involved, please visit their website www.uroc.ca.

Canadian Picker in search of the Lost Treasures of the Crowsnest Past Submitted

After examining all of the items, he’ll pick what he considers to be the top three treasures. The owners of the top three treasures will each receive two tickets to the Crowsnest Museum’s Harvest of Memories. For the rest of the afternoon, Smithens and a team of local historians will pick the winner from the three finalists. The winner of the Lost Treasures of the Crowsnest Past will be announced at the Harvest of Memories on Saturday evening and the

winner will receive a miner’s lamp, courtesy of the Frank Slide Interpretive Centre. At the owner’s discretion, the winning treasure may be put on public display at the Crowsnest Museum or at the Frank Slide Interpretive Centre. The time has come to show off your treasures and to claim your place in the history of the Crowsnest Pass. A limit of 35 treasures in total will be examined during the event, with a limit of two treasures per person.
