Provincial surplus won’t be used to sweeten teacher offer

The B.C. government has increased its projected surplus for the year to $266 million, up $87 million from the July budget estimate.

Finance Minister Mike de Jong said taxation and natural resource revenue are running ahead of projections, based on results of the first quarter of the fiscal year. That was offset by unexpected costs for flood control this spring and a forest fire season expected to be one of the costliest on record at $350 million.

The budget surplus is enough to provide a a pay increase and other

improvements to striking teachers, but what the union is currently asking for amounts to $315 more than the government is offering, this year and every subsequent year, the finance ministry calculates.

De Jong said giving in to the B.C. Teachers’ Federation demands, including their proposal for class size and special needs support, would equate to an increase of $140 a year for the average personal income tax, or 4.8 cents per litre in gasoline tax.

Increasing the government’s offer or gambling on the results of binding arbitration

would have a ripple effect on other public service unions, both those who settled for less and those who still have to reach agreements under the government’s bargaining mandate, he said.

NDP critic Carole James said arbitration in the teacher case isn’t “opening the flood gates.

“In fact binding arbitration when the parties are close, will take a look at the pattern of settlements, will take a look at the money that’s on the table, will take a look at the two parties, and resolve this,” James said.

Teachers’ binding arbitration vote ‘a ploy’ says Fassbender

The BCTF wants $225 million a year to improve classroom conditions, spent only

on new teachers, as an interim solution while a court challenge is heard. The government has budgeted $75 million a year, some of

The B.C. government rejected arbitration on the weekend after it was presented Friday by Iker, as the strike went into a second week of the new school year.

Education Minister Peter Fassbender said he would not hand the budget implications of a union settlement over to a third party.

Fassbender reiterated that position Monday, calling the move “a ploy” by the union.

“Arbitration is not something this government is going to consider,” he said.

Iker said results of the vote will be available Wednesday evening.

A yes vote will give certainty to the union’s position and binding arbitration is the “easiest way” to get schools open again, he said.

NDP leader John Horgan also called on the government Monday to make the “unprecedented” move to accept arbitration.

Horgan said if the government is secure in its belief its wage offer is fair, it should have

no concern about the results.

“We’re in uncharted territory, where we’ve had the longest strike in B.C. history, and it’s time we put an end to it,” Horgan said.

Asked if he would support raising taxes to pay for a new deal with the province’s 40,000 public school teachers, Horgan said the budget has contingency funds to cover unexpected costs.

“If it was good enough for doctors, it should be good enough for teachers,” he said, referring to a 2002 arbitration that resulted in $400 million in increased doctor fees.

NDP education critic Rob Fleming said an essential service ruling by the Labour Relations Board to reopen schools isn’t likely to offer a quick solution. The board views the fall strike as separate from the long teacher workto-rule campaign and two weeks of closed schools last June, and so far neither side has applied for such a ruling, he said.

“The BC government has been told repeatedly by the courts that its use of punitive legislation designed to impose adverse learning conditions on BC kids is not only unfair, it’s unlawful. Instead of ignoring the court’s advice, the Premier and her Education Minster should acknowledge the problems created by their legislation and negotiate a workable solution with teachers.

That could be achieved if the government accepts the BCTF’s call for binding arbitration,” Molnar added.

Fall Lawn Care

1. Lawn Care Hippie Style. People sometimes forget about fall lawn maintenance because they feel that the season is over or their only concern is to give the grass one last, good hair cut. Make sure you don’t scalp the lawn. Cutting the lawn too short can cause damage, make your turf more susceptible to disease and increase the need for watering. A good rule of thumb is 2.5 to 3 inches mowing height.

2. Super, Natural Fertilizer. Instead of spending backbreaking hours raking grass clippings and piling them into the already stuffed compost bin, why not grass-cycle this fall. If you mulch your grass clippings (just run over them with your lawn mower a few extra times) and leave them on the lawn, you actually add nitrogen back into the turf. Grass clippings can return about one kilogram of nitrogen per 100 square metres.

3. Feed Me More! Lawns that have received fertilizer late in the season are often the first to begin growing in the spring. They have developed strong roots, ensuring that the blades made it safely through the winter. Fall lawn fertilizers should be higher in potassium, but lower in phosphorus, one example is the Nurseryland Fall Lawn Blend 6-918.

4. A Bit of Thatch Never Hurt Anyone. You may have been bagging grass clippings, believing this would avoid thatch buildup. However, thatch usually develops from interlinking grass roots. This layer should not get beyond half-inch thick to avoid your grass being deprived of light or rain. But don’t go crazy dethatching - a little thatch can serve as mulch, keeping moisture in and temperatures more even through the winter.

5. Are You a Top Dresser? If you are looking to build up the quality of the soil to benefit your lawn, consider top dressing. This is the process of adding a fine layer of quality soil to the lawn surface. This will even out any hollows that may have developed and stimulate grass to produce new shoots, resulting in a denser grass cover that helps fight back weed and moss infestations.

6. Weeds Not Wanted! Most people try dealing with dandelions in the spring, but the best time for controlling weeds is the fall. Weeds are in your lawn now in their immature form and applying an appropriate product will kill the majority of them or weaken them going into the winter and Mother Nature will finish them off for you.

7. Mind the Moss! Moss can be another unwanted addition to your lawn, especially in soggy or shady areas. Moss removers with ferrous sulphate as the active ingredient are best applied in the spring or fall after physically removing the intruding patches.

Moss also likes acidic soil. A quick pH soil test will show you if that may be a reason and adding garden lime can solve the issue. Help your grass out further by keeping the lawn well aerated.

8. Imitating Nature. Looking at how grass grows in the wild will give you a good idea that fall is actually a good time to think about seeding a new lawn in your yard. Wild grasses go to seed in the fall, animals step on the seeds to make firm contact with the soil and they add their own “fertilizer”.

Fall rains or early snow falls keep the soil nice and moist.

9. Find the Right Blend. Choosing a good quality grass seed that is blended specifically for our climate and the purpose of the area you are seeding will give you best results. Before applying seeds, remove any debris, add soil amendments and establish proper grades to avoid standing water later.

Water regularly for at least 10 days, keeping the soil moist but not soggy.

10. No Grass for You, Shade! You can indeed grow a green lawn under trees and in other shady places. There are great lawn seed mixtures out there that feature fescues that thrive in the shade. These plants are usually drought resistant and grow slowly, reducing the amount of time you need to spend on maintenance.

Letter: Remembering Jim Ogilvie This past month our area lost a truly great man and politician. The passing of Jim Ogilvie – former mayor of Kimberley – has made me reflect on what being a politician means. Jim was one of the reasons I decided to get into politics.

When I first came to Cranbrook as a news reporter and anchor, I covered Kimberley City Council.

Although he seemed a bit gruff at first, upon hearing him speak, he was always thoughtful, straight to the point, and professional. He

didn’t mince words.

He listened. He spoke.

He called the vote. He was humble and very hardworking. I didn’t know he wasn’t a hugger until his memorial service but he always accepted my greetings with a laugh and a small smile.

Jim was the sort of person who really cared about his community.

He wasn’t into politics for any glory or accolades. He didn’t spend all that time on City issues because he wanted to be “in power”. He cared about his com-

munity and wanted the best for it. He fought for things to happen in Kimberley. He didn’t fight in an adversarial way, though, he would just persistently put forth his position until it came to be.

I really liked everything about Jim. There are other politicians I’ve liked and respected along the way.

When I worked in Saskatoon at the News Talk Radio Station, I spoke with Premier Roy Romanow almost every day. He was very accessible to the media. He was always very gracious and thoughtful. Two other politicians I was fortunate to meet and interview were Paul

Martin and Stephen Harper. Considering Martin’s position at the time, I was surprised how much time he spent with me and the one other reporter in Prince Albert. As I watched both their careers unfold over the years, I was always struck, not just with their arguments, but the way they said what they said. All three men were on point with their arguments; they were reasoned.

Although all three had great passion, it wasn’t emotion that dictated their decisions or their speeches, it was reason.

Not everyone agreed with them, but if you were to question them, you could

have a debate on merit, not just passion. What I love about Stephen Harper is his poise.

He is under attack all the time but he continues to stay poised, articulate, on point, and unruffled. That is indeed a skill.

Kimberley Daily Bulletin reporter Carolyn Grant wrote an article a few months ago on what to expect if you run for council.

It was right on point.

It is such an enjoyable job but, don’t kid yourself, it is not easy.

You will not change everything overnight.

You will not be loved by all. Your trips to the grocery store will take 3 times as long as people stop to tell

you what they think you ought to do about certain issues. Mostly, I get stopped to talk about road issues.

How I wish we had more money to deal with that!

The great thing about being a councillor is being close to the community. It’s a great feeling to know you are contributing to the betterment of the City.

Councils don’t always make the right decisions but they do their best with the knowledge they have at the time. It’s no small feat to balance the interests of a small group of people with a passion for an issue with the interests of the greater community. It’s hard

to take emotion out of the equation. It’s hard to make a decision knowing some people will not be happy with it. As a leader, however, that is your job.

Province looking into longer school year to offset teachers’ strike

take it out of Christmas holidays? My staff are looking at all of the options,” Fassbender said.

“It’s going to depend on how long this drags out. Whatever length of time it takes to get this settled, we will do everything we can to make sure the school year is kept whole for those students.”

It’s unclear how the government would finance adding extra days of classes later when all of the $12 million per day in strike savings may be consumed by the province’s offer of $40-aday payments to parents.

“If they were accumulating the savings, that would be one thing – they would have a fund,” Vancouver School Board chair Patti Bacchus said.

“But they’re giving away the budget right now to parents that would be otherwise available to pay for that.”

But Bacchus said she’s heard nothing so far and predicted it would be disruptive to families that have booked vacations and made other commitments far in advance.

Whether it’s more BCTF or CUPE members doesn’t matter – students’ needs come first 3. Any labour negotiation includes the employer and the employee. For anyone to suggest that “government should just settle this”, what they are really saying is that the tax payer should very simply pay the BCTF double what other public sector unions have already agreed to.

Talk of calendar adjustments is another sign of possible longterm implications from the strike, even though it has only disrupted the first few days of the new school year.

Parents have scrambled for limited space for child care, day camps, tutors and even private school placements for their children.

Stepping up to meet the demand have been

independent schools and, increasingly, public school teachers no longer drawing a regular paycheque who are advertising “tutor” services online.

“I work for the Surrey School District and I am willing to tutor your child in the comfort of your own home,” reads one Craigslist post from an elementary school teacher.

Distance learning through independent online schools is another option.

The B.C. Online School run out of Kelowna by Heritage Christian Schools has been swamped with three times the normal number applications for distributed learning from students across the province as a result of the strike.

“We are overloaded with kids coming to us, particularly those in Grade 12 who want to get a particular course and get their requirements for university,” said superintendent Greg Bitgood.

The online school, which is half funded by the province, instructed 3,400 students in its summer school – three

times the normal number – and turned away another 6,000.

Demand has surged again now that the strike has spilled into September and pushed back the scheduled start of classes.

Bitgood is weighing whether to hire more teachers in response.

But it’s risky because a deal or government legislation could send teachers back to work and students back to regular classes, said Bitgood, who emphasized he also wants the public school shutdown to end quickly.

There’s only four such independent schools that offer distributed learning to students in the public system, Bitgood said, adding “there’s no way” the industry can meet the demand created by the strike.

Another independent online school based in Surrey declined to comment, saying the issue was “too sensitive.”

Bylaw Amendments - Medical Marihuana The Regional District of East Kootenay (RDEK) Board of Directors is considering amendments to the Cranbrook Rural Zoning Bylaw, Moyie & Area Land Use Bylaw, Rockyview Official Community Plan Bylaw and Wycliffe Zoning and Floodplain Management Bylaw to introduce regulations and land use policies with regard to medical marihuana production facilities in Electoral Area C. Little Boy Blue wins the 2014 Sam Steele Days Photo Contest The Sam Steele Society is pleased to announce the lucky winners of the 2014 Sam Steele Days Photo Contest, Ryan and Mary McFarlane of Cranbrook, BC. A photo of son, Lucas McFarlane, the now 6 month old boy with big blue eyes, was captured by father Ryan while contently waiting for the Sam Steele Days Parade and brandishing an adorable moustache laden soother in his mouth.

Ryan sent the photo to proud Grandma, Mel McFarlane who promptly entered it in the contest, with parent’s permission.

A committee of eight chose the photo out of the many entries that were submitted following the biggest Sam Steele Days community festival that the City of Cranbrook has ever seen, in celebration of the festival’s 50 year milestone.

In addition to the $50 prize, the photo of “Little Boy Blue”, Lucas McFarlane, will snag the centre spot on the 6th panel of the “Faces of Sam Steele” photo collage, reserved for all the images collected from the 50th celebration of the festival, including all others submitted for the contest. daily commuter or it’s your second car to accommodate a bigger SUV or truck, I would recommend taking one out for a test drive to see if it fits for you in what you are looking for in a car. The Fiesta right now for me is tops in the subcompact class.

Differing definitions of luxury in the automotive market are truly reflected in the eyes of the beholder.

To one person it might be having all the refinements and gadgets available in a modern car accompanied with a smooth and quiet ride. To another buyer it might just be about the name on the front of the car, letting all to see it that the owner has “made it” establishing a certain status in society. For many it’s a combination of both.

Enter the new Kia K900 luxury sedan from Kia. It has all the refinement and features found in cars with a longer pedigree in the luxury space but this car offers it at a discount. Then the name on the car comes into play. Is the Kia K900 a car anyone aspires to own? Well, after a weeklong trip with my family I’m more impressed with Kia than I have been before but the realist in me knows Kia isn’t a luxury brand, at least not yet.

The K900 is an unfortunate name, it begs the question is this a dog? No, it is a fullsize car about the same size as a 7-series from BMW or S-Class from Mercedes Benz.

turbo charging but Kia is sticking with good old engine displacement to get the job done. Covering more than 1,000km, the real world fuel economy was 12L/100km on the highway. To say that the K900 is smooth and quite is an understatement, I would put this car up against the new S-Class from Mercedes and a blindfolded passenger would have a hard time distinguishing the difference.

What does become apparent is the K900’s lack of steering feedback to the driver and cornering ability. On Highway 3 from Hope towards Penticton the K900 wallowed in the switchback corners, it really didn’t like it at all. Driving back on the Coquihalla was a different story; the K900 shines in open road cruising, making it a wonderful long road trip companion.

Verdict

The K900 is Kia’s very first pure luxury car and they got a lot right. The interior is as good as anyone in the mar-

ketplace and Kia does it at a substantial discount to the competition and power isn’t a problem especially with the big V8 available. But there were a few problems. The automatic lock and unlock feature on the outside doors only unlocked. This is probably a quick fix but an issue and the Bluetooth audio didn’t work either. Another stumbling block is the lack of all wheel drive (AWD). In this segment almost all vehicles sold come with AWD, in fact most companies only offer it. The market for this car is a happy existing Kia owner wanting to upgrade to something more and that is where the V6 model comes into play.

Kia might not sell many of these cars but they have it for sale to show anyone that is interested that they can make a true luxury car, maybe not in name but in features and refinement. zack.spencer@drivewaybc.ca

WOLFE, Bernice (Snooks) October 17, 1931-August 10, 2014 It is with great sadness that we announce the passing of Bernice (Snooks) Wolfe after a short illness. She leaves to mourn, her loving and dedicated husband of 61 years, Gordon, and the sunshine of her life, their son, Brett. Bernice is also survived by her brother, Gordon Howard of Ft. Steele. Bernice was predeceased by her parents, brother and sisters. Also surviving are nieces and nephews, great and great, great nephews and nieces in both the Howard and Wolfe families.

Bernice was always known for her strength and endurance as she faced many illnesses throughout her life.

She always prided herself in impeccable housekeeping skills and was fondly known in the family as Mrs. "White Glove." She also took great pride in her garden and flowers.

Bernice was born October 17, 1931 in Cranbrook, BC After finishing school in Cranbrook she worked in a food store as a cashier. She loved children and always had her nephews and nieces under her care. She dedicated her life to her son Brett and his life challenges, always making sure his life was enriched and full of hope, love, laughter and happiness.

By her request, there will be no service. In lieu of flowers, donations may be made to the Kelowna SPCA or to a charity of choice. Springfield Funeral Home in charge of arrangements.

Mike Arishenkoff 1928 - 2014 It is with great sadness, the family of Mike Arishenkoff announces his passing on Thursday, September 4, 2014 at the age of 86.

Mike leaves behind his wife of 65 years, Vera, sons Lawrence (Linda), Wayne (Connie), daughter Shirley (Randy), grandson Tyson, granddaughter Casey, and sister Edna.

He was predeceased by his son Ron in 2005, brother George, and sisters Mary and Mabel.

Mike was born on March 26, 1928 in Kylemore, Saskatchewan. He moved at an early age to Nelson B.C. where he would eventually begin a 42+ year career as a locomotive engineer for CP Rail.

Mike and Vera were married in Nelson in 1949. In 1964 he and his family moved to Cranbrook, where he continued to work for CP Rail until his retirement.

Mike was an avid sports fan. He was a strong supporter of the early Nelson Maple Leafs, later the Cranbrook Royals and eventually the Kootenay Ice. He enjoyed watching baseball, especially the Toronto Blue Jays.

In later years, Mike developed a passion for curling and golf where he cherished the camaraderie as much as the sport.

Mike and Vera enjoyed camping with their good friends Ken and Evelyn and occasional trips as snowbirds to Arizona and California.

Mike was extremely appreciative of the excellent care he received on the third floor of the East Kootenay Regional Hospital as well as at the F.W. Green Memorial Home and he was especially grateful to Dr. Kevin McIver for his dedication and compassion.

The family plans to have a celebration of life at a later date.

Gertrude Josephine Moulton "Gertie" 1930 - 2014 It is with great sorrow that the family of Gertrude Moulton announces her passing on Friday, September 5, 2014 at the F. W. Green Home in Cranbrook at 84 years of age.

Gertie was born on January 3, 1930 in St. Boswells, Saskatchewan. After many years of farming, Ivan and Gertie moved to Cranbrook, BC in 1968 and bought the Hi-a-watha Motel. Gertie worked endless hours cooking plenty of delicious home cooked meals and baked hundreds of pies over the years.

She was a dedicated member of the Ladies Auxiliary in the Fraternal Order of Eagles, serving 2 terms as their Madam President. Gertie and Ivan spent many weekends camping with “Eagles on Wheels” and cooking for functions in the Hall. In her later years, she enjoyed crossword and jigsaw puzzles. In 2008 Gertie moved to the F.W. Green Home and resided there until her passing.

Special thanks to the staff at the F. W. Green Memorial Home for their care throughout our mom's stay.

Gertie is survived by her children: Myrna, Tim (Marilyn), Lorri-Anne (Grant), Kelly (Doreen), and daughter-in-law Debbie; her grandchildren: Aaron (Kim), Kim (Mike), Tyrell (Jenny), Amanda, Corly and TJ; great grandchildren: Clayton, Emily, Ashton, Avery and Taylor and her brother Reg (Patty) Baber. She was predeceased by her husband Ivan Moulton, son Barrie Moulton, parents Fred and Minnie Baber and her sister Lorraine Usherwood.

A Celebration Of Gertie's Life will be held upstairs in the Eagles Nest at the Cranbrook Eagles Hall on Friday, September 12, 2014 from 7:00 pm until 9:00 pm. What one man learned on the Kootenay HSBC Conservation Crew

“What interested me in the crew position first of all was the overall goal of The Nature Trust. I am currently attending a diploma program at Selkirk College in Environmental Planning,” said Cody Fernandes of the Kootenay HSBC

Conservation Youth Crew. “I saw The Nature Trust as a very valuable opportunity to gain insight towards the strategies that are used to acquire property and what prescriptions are implemented to maintain their structure.”

The Nature Trust of British Columbia hires crews each summer to

tackle a wide variety of conservation activities on properties across the province and learn valuable skills for future employment.

Training includes First Aid and Bear Aware as well as the safe handling of power tools.

“Over the summer I learned that when dealing with conservation

properties everything takes time and you cannot always see the final product instantly,” says Cody. “Prescriptions take time and it is important to pass the knowledge and techniques from one summer crew to the next so the ecosystems can fully benefit from the efforts put fourth each

summer. Trees and shrubs don’t develop or grow overnight, and knapweed doesn’t just disappear after you pull it. It is important to monitor specific areas seasonally to maintain the desired integrity of the properties.”

“At the beginning of the summer I was hoping to gain knowledge and experience in an environmental workplace in the Kootenays,” explains Cody. “Now at the end of the summer I can say I have gained so much more than that.”

“My favourite activity was thinning the dense growth of fir and spruce on the Columbia Lake East Conservation property where logging had previously occurred in an effort to increase Bighorn Sheep habitat for a herd that resides in the area.”

The crews perform onthe-ground work as well as attending workshops from specialists in the field on topics such as bird counts, and forest and wetland ecology.

They also contribute to the local community in a variety of ways. “This year the crew installed

a kiosk at the Wigwam Flats to inform hikers of the importance of the property to the local ecosystem. As well, we created a new gate and parking area at the Sheep Mountain property to accommodate the high population of anglers and hikers who frequent the area.

In addition, we created floating anchored logs to help increase habitat for Painted Turtles at Elizabeth Lake which is a popular area for families to recreate and view the turtles within Cranbrook city limits.”

When asked about his future plans, Cody says, “I will be finishing my diploma in the Integrated Environmental Planning program and Selkirk College.”

In 2014, HSBC Conservation Youth Crews are operating on Vancouver Island, Lower Mainland, South Okanagan, East Kootenay, and Peace River.

The East Kootenay Brain Injury Association recently set up a fund-raising bake sale in Kimberley during its September First Saturday event. La Lune de Chocolate Candy Shoppe donated candy that the association used in a draw for some lucky winner to take home a bicycle helmet. The association will be on hand for the next First Saturday event in October.
