Kayak event opens to other paddlers

Kayakers and paddle boarders will unite with canoeists this weekend at Willows Beach as Paddle for Health takes the helm from Kayak for a Cure. “We opened it up to just about anything that paddles,” Don Lowther, volunteer organizer and founder of Paddle for Health. The event that shifted to Oak Bay from the Saanich Peninsula a

few years ago, under the growing banner of Kayak for a Cure, slides into new realm with nearly 70 paddlers of myriad vessels signed on for the trip from Willows Beach to Gyro Park and back on Saturday. “We’ll have a big crowd. Participant wise it will be the biggest one we’ve ever had,” said Lowther. There were 44 kayakers last year and raised just over $20,000 for Inspire Health.

Robert Taylor loves his home, his community and his art collection. Next weekend the three will converge like never before, when the Art Gallery of Greater Victoria’s House Tour 2014 stops by his St. Patrick Street residence. Taylor and his partner Janis Morningside are among three Oak Bay homeowners on the tour Sept. 7, the largest annual fundraiser for gallery, aimed at raising $30,000 for the organization. The couple, who moved to the home two years ago from West Vancouver, had been collecting West Coast art for some time before attending last year’s tour. When organizers approached them to participate in the tour following the event, the decision to open their doors to curious art lovers was an easy one to make. “Hundreds of people join the art tour and they’re all interesting people,” said Taylor. “The reason why we felt comfortable offering our home is that we saw how well managed the tour was, how professionally the volunteers conducted the tour, but also, the sort of people who are prepared to pay money and go on this sort of tour are sensitive. They’re the sort of guests you’d want in your house.” Taylor is mildly self-conscious that his willingness to share his home and art may come off a little vain, but his enthusiasm for his 1922 Arts and Crafts, Tudor revival home, and garden – itself designed by local artist Brian Travers-Smith and once featured in Better Homes and Gardens and the Oak Bay Garden Tour – far outweighed any trepidation. Proceeds will provide these inclusive and accessible nature-based programs for more than 800 youth and families this year. Today, thanks to Power To Be’s support and confidence building over the years, I now have my own single kayak, and would spend all of my free time paddling if it was at all possible. Volunteers are an integral part of the Oak Bay Emergency Program. “We are always looking for volunteers,” said Eileen Grant, emergency programs manager. Volunteers are trained for three different teams; the emergency support services team, the emergency preparenedness education team and the emergency communications team. Those who are interested can learn how to operate the Mobile Emergency Response Vehicle (MERV). MERV can be used as a mobile reception centre in an emergency or as a mobile command

post for the communications team, said Grant. “We show them how the whole thing works, how it unpacks, how the communications people use it and show people how to operate the generators,” said Grant. “Then the firefighters help us set up a driving course and they take our volunteers through the driving course and get them familiar with MERV.” If volunteers decide they enjoy driving MERV and are comfortable with it, they must go through subsequent authorization in order to operate the vehicle. “The firefighters give us an opinion on whether or not they can really drive MERV,” said Grant. editor@oakbaynews.com

Trapped pet draws a crowd A visitor to Oak Bay earned a warning after a small dog left in a vehicle drew attention of police and residents last week on Central Avenue. Oak Bay Police were called shortly after 2 p.m. to the 2400-block for a “dog in distress” after a witness reported the canine was left around 10:30 a.m. Aug. 25. Police said the estimated temperature, despite slightly open windows, was around 45 C. After attempts to unlock the vehicle, officers resorted to breaking the rear left window so a Victoria Animal Control Officer could remove the dog. The owner, who was from out of town, returned to the vehicle and told police the dog had to be left in the car for a number of reasons. The owner said they had been checking on the dog every hour, but was told that was inadequate. The dog was released to the owner who was warned about possible animal cruelty charges.

Slide back into the 1970s with The Bald Eagles at Monterey Recreation Centre as they play what some call rock’s greatest decade. Oak Bay’s own Bald Eagles will rock the night on Sept. 11 in a debut at Monterey, though lead singer Ron Carter admits, he has sung there before. But those were back in his days with parks and recreation in a ‘no-talent’ show. It’ll be his first appearance with the Bald Eagles at the Monterey Avenue site and he’s pumped about the audience he expects to be staunch “rock and roll fans” – a perfect fit for

the band that plays primarily covers and really digs rock. “We play for the dance. We make everything danceable with a combination of fast and slow. We even change tempo on songs for people to dance,” Carter said. “There’s no greater pleasure for a band than to have people dance.” They’re known to offer “a very crowd and dance-pleasing friendly performance,” he says. A statement backed up by Monterey’s co-ordinator. “We want to support local bands and Ron Carter certainly is a multitalented guy. I’ve heard him and he’s amazing,” said Lesley Cobus. “They’ve got a great ‘70s sound and we’re just pleased they’re sharing their talent with us.” Huge fans of the Beatles, and kind of obligated by the name of the band to play the Eagles, the band tends to be “embedded” in that era.

Protect yourself from scammers Many of us have become wise to the ploys of scammers and disregard suspicious emails and phone calls. But clearly the scams still work, to a certain degree, or they would not continue to be used. The elderly can be easy prey. They are typically more naive when it comes to computer knowledge, and thereby more likely to believe that an email sent to their address is indeed a call out to them, from a long-lost relative, or someone needing a safe haven for investments. To the younger generation, that may sound gullible. But the elders in our society were raised in a more honest environment; where if someone asked for help, you believed they needed help. In many ways, it’s an enviable attitude, and one that is fading fast. Most email services are very good at detecting the electronic scam artists, sending such letters directly to the junk pile, but with greater frequency scammers are using the telephone and text messages to take advantage of the vulnerable among us. Take all possible steps to protect yourself against identity theft: never give out financial information to people who contact you out of the blue; use a shredder for banking and other personal documents; don’t post private information in public forums on the Internet; be careful with your passwords, don’t share them with anyone. If you get a call from someone claiming to be from Telus, B.C. Hydro, Revenue Canada or your bank, tell them you’ll call them right back and look up the number yourself. Increased density is undesirable I once read that if you want to know how the world works look at people’s incentives. While I believe you are entitled to your opinions, I also believe you should declare if you have a vested interest in promoting them. This is why I am questioning a number of letters that have appeared in the Oak Bay News in the recent summer weeks. These letters strongly support the proposed new Official Community Plan (OCP) guidelines for much higher density and population growth in Oak Bay. Our mayor has said he also supports these views that are in favour of open-ended development of single-family areas – fair enough. However, the common theme throughout these pro-densification opinions suspiciously use the same unfounded benefit arguments presented by the development industry. This is understandable as this much higher densification will make developers lots and lots of money from these high cost, multidwellings and infills. Unfortunately these pro-density letters have included some name calling, which is a tactical way of

trying to invalidate solid positions when yours are weak. The main point however, is the writers have only cited ideal, or at best speculative, high-density positive scenarios, however they never actually deal with, or contradict, the damaging effects listed by those who are expressing caution. There is plenty of evidence available outlining the negative impacts of over-densification. The main reason for opposing the dramatic OCP changes is there has never been full consideration and, more importantly, any planning for the negative impacts on the community that this much higher density will result in. There has also not been any explanation of how the pace and scale of the council recommended OCP development proposals will be regulated, or for that matter how to avoid the serious problems incurred by other communities who have introduced these same types of zoning guidelines. It’s never sound policy to introduce dramatic changes, like the changes that allowed monster houses and, then try to deal with the negative fallout after the fact.

Particularly when dramatic zoning allowances will be introduced to replace the existing much lower land use zoning – the zoning existing residents had to follow to build their homes. It would be better to take a much closer look at what the prodensifiers have presented in the name of progress and growth. The proposed changes are not council’s elected mandate as these changes will dramatically alter our zoning bylaws, impact singlefamily areas and will fail to balance existing property rights with new higher density development. Council’s agenda is primarily concerned with assisting the few at the expense of the majority of Oak Bay residents. As these changes will have a major impact on the character of Oak Bay – a much better option would be to follow Oak Bay’s current community plan and the (appointed) 2013 community plan review committee’s published goal of “establishing a frame work that allows gradual, sustainable growth.” Anthony Mears Oak Bay

After sunset in the southwest sky on Sept. 12 at around 8:45 p.m. looking west towards Metchosin, you will see Mars halfway between Saturn and Antares, compare the red hues of Mars and Antares with your own eyes. By Sept. 27, if you look west of Port Angeles towards the Pacific Ocean, the two appear about three degrees apart, low in the southwest sky after sunset. Like last month, the

moon skips through the sky, appearing to the lower right of Saturn on Sept. 27, between Mars and Saturn on Sept. 28, and above Mars on Sept. 29, forming a straight line with Antares. Meanwhile, in the morning sky, looking east toward Mount Baker, Jupiter rises higher. Use the moon to find it on the morning of Sept. 20. You can also use Jupiter to look for a huge pyramid of light appearing one to two hours before sunrise. The pyramid, called the Zodiacal Light, is sometimes confused with the Milky Way and sometimes called the false dawn. It can even look like faint city lights if you are driving east before sunrise. The Zodiacal Light is best seen from mid-September to early October. It's the reflection of sunlight off cosmic dust particles, the debris from comet and asteroid collisions in our solar system. Some of these dust particles enter Earth's

atmosphere as sporadic or random meteors. But most of the dust particles producing the Zodiacal Light settle into a lens- or pancake-shaped, tapering, cone of light fattest near the sun and extending all the way out to Jupiter's orbit. Most of the material is located near the plane of the solar system, the ecliptic: the flat disk where the planets orbit. The Zodiacal Light is seen along the narrow pathway of this flat plane. When you look at the eastern horizon before dawn in autumn, the ecliptic is nearly vertical in the sky. Dark Skies to all friends of Cattle Point Star Park. A longtime volunteer with the Power to Be Adventure Therapy Society, Lowther was introduced to Susan Kerr, Vancouver Island liaison for BCCCPA. While he’d met her before, this time Lowther learned more about the association and the programs it offers. The British Columbia Childhood Cancer Parents Association is a registered nonprofit charitable society whose mission is to help families who have children with cancer, and who are struggling financially, by providing them with aid through the Family Financial Aid Program. “It was a perfect match,” he said. “They need to raise money to help out with their Vancouver Island program.” The BCCCPA launched a new family support program in March 2014 “to provide targeted services for families who have a child with cancer here on

They also fund the Victoria General Hospital Child Life department with books, craft supplies, toys and electronics “This program would ensure that Child Life always has resources for the kids,” Kerr said. “What we need for the entire year to run this program is $50,000. We’re getting there … bit by bit.” As of Tuesday, the Paddle for Health fundraiser was just shy of $14,000 raised. The event scored an online promotion through Chimp Technology (see chimp.

What started as a half marathon through the streets of Oak Bay lopes into its second year as a 10K community run this weekend. “It’s what runs used to be, community-driven,” said organizer Phil Nicholls, owner of sponsor business, Island Runner in Victoria. Its the fourth year of the now-called Zoot 10k that started as a half marathon to pick up off the Lands End half marathon in North Saanich – for the first two years the Zoot too, was a half marathon. “I thought it was starting to conflict with the half marathon that was already in place in Victoria,” Nicholls explained. Runners in the second annual Zoot 10k in Oak Bay will zip through the community starting at 8 a.m. “Sometimes it can get misconstrued as a serious runners only event,” he added. “I would hope it would always attract any casual fun-run walker. It’s meant for all people, to be a participation event.” He expects fewer than 100 runners on what he describes as “a really neat route” that starts at Theatre Lane, goes to Hampshire Road, to Midland Road, then onto Beach Drive with a turnaround just before Cattle Point for the return trip. “It’s a cool route,” Nicholls said. The certified 10k sanctioned by BC Athletics passes Uplands Park and the Royal Victoria Yacht Club. Join the night walk Monday The third and final Super Moon of the summer takes place Monday night (Sept. 8). “Last month we walked along our beautiful eastern shoreline to enjoy a clear warm summer evening, basked in both sunlight and moonlight,” said organizer Ron Carter. A Super Moon is when the full moon coincides with having its closest orbit to earth, creating the illusion of being up to 14 per cent larger than the average full moon.

The September Super Moon rises at 7:21 p.m., just before the start of the one-hour night walk through Oak Bay. More than 50 people attended last month’s walk. The walk begins at 7:30 p.m. and ends approximately 90-minutes later at the Oak Bay Marina (Turkey Head) parking lot, on the south side. The route crosses Beach Drive to Windsor Road, then heads east and south to the top of Anderson Hill Park to again see the moon from this

magnificent vantage point. The walk includes some stairs and gravel paths, so attendees are advised to wear appropriate footwear. “Prepare for the forecast and if you like, bring binoculars to enhance the experience to see the full moon up really close or catch some of the interesting feathered fauna along the shoreline,” said Carter. Cyclist treated for minor injuries

A driver was charged with failing to yield when a cyclist was hit on Aug. 27. Police were called to the intersection of Bowker Avenue and Cadboro Bay Road around 7 p.m. and after investigation, determined the driver of the vehicle was turning left from Bowker onto Cadboro Bay when the southbound cyclist was struck. The cyclist was transported to hospital with minor injuries and released.

Legislative act assures Uplands’ character Right from the start, Uplands planned well

What sets the Uplands apart from the rest of the municipality of Oak Bay when it comes to any building, exterior renovation or landscaping project? A legislative act established in 1935 that protects the special character of that area. The natural beauty and picturesque setting of the Uplands is protected by the Oak Bay Special Powers Act and subsequent municipal bylaws. Although it has been modified through time, the intent of the act remains in effect: to protect the park-like design and development standards first established by North America’s leading landscape architect at that time, John Charles Olmsted, and to sustain the environmental integrity of the municipality. In Oak Bay, the municipality regulates building size and sites, but not architectural design. However, for the Uplands area the Oak Bay Special Powers Act and Bylaw 3545 define a separate process for reviewing and approving all building plans for the Uplands. Today, an advisory design panel made up of professionals in the fields of architecture, heritage and landscaping, has the job of reviewing all potential projects before they are

Homes in the Uplands, like this one on Lansdowne Road near Ripon Road must adhere to the Uplands Design Guidelines. approved by council. “All municipalities have a right to have a design panel to advise their council on matters relating to building zones,” said Nigel Banks, who is a designer, associate member of the AIBC, and one of the members of the panel. “Usually, in almost all contexts, that only applies to commercial and multiunit institutional buildings,” Banks explained. “But Oak Bay is unique in that when the Uplands was created, the developer wanted Oak Bay council to have control over the Uplands, even though it is single-family

dwellings.” There are two basic steps in the review process that need to be addressed by any resident looking to build – whether it’s for a new house, an addition, exterior renovation, or just an accessory building. The first is to present the proposed development concept to the panel – Banks says that panel members recommend residents attend an Advisory Design Panel meeting prior to presenting their own plans. “That way they can hear some of the comments and suggestions we make, get

an idea of what you can and can’t do,” Banks explained. Once the panel has reviewed a design project, the resident will normally take the advice into consideration and come back with a final application. Then the design panel will send its comments to the Committee of the Whole, either recommending or declining approval. “For anyone who is eager to get underway, the process is time-consuming,” Banks said. “It adds a month to your project. And once a project gets underway, the building inspector then gets to enforce what was

approved.” Banks says only one other place in B.C. has the same type of process for controlling the form and character of the residential area, and that is Shaughnessy in Vancouver. “When the Uplands was created, it was perceived to be an extraordinary development, and in reality it probably is,” he mused.
