Council approves Lakeshore Drive strip mall development STUART FULLARTON SYLVAN LAKE NEWS

Sylvan Lake town council on Monday approved a development permit for a commercial strip mall to be constructed on the Lakeshore Drive lot formerly occupied by a Shell gas station.

The application — submitted by

Polar Creek Industries Inc. and subsequently recommended to council by the Town’s Municipal Planning Commission — proposed the construction of a six-bay commercial strip mall at 5003 Lakeshore Drive.

Administration recommended council deny the permit, as certain aspects of the proposal weren’t in line with the Town’s Pattern Book.

Council approved the permit with motion amendments to include the provision of entrances on the development’s north and east sides, and consistency on exterior finishes.

“This is the perfect example where our Pattern Book, as it was, I feel has restricted an awful lot of very good projects,” said Coun. Dale Plante.

Councillors voted unanimously in favour of the approval. Coun. Chris Lust was absent.

Boom Chucka Boys enjoy busy awards week STUART FULLARTON SYLVAN LAKE NEWS

Although Sylvan Lake’s Boom Chucka Boys didn’t win the award they were up for at Sunday’s Canadian Country Music Association Awards in Edmonton, the ceremony was a clear indication that the band is moving up.

And in more ways than just one, explains guitarist Joel Rathjen.

“In the last three years, we’ve gone from sitting in the very back row, to last year sitting closer on the side wall, and then last night (Sunday), we were ten rows from the stage,” he said. “We keep moving our way up, so hopefully next year we’ll be playing on the stage.”

Sunday’s awards ceremony at Rexall Place marked the end of a busy week for the Boys, who were nominated for Group of the Year — won by their friends Small Town Pistols.

Performances at record labelhosted parties and events featuring the some of the most recognizable names in Canadian country music kept the band busy in the days leading up to Sunday.

It also gave them the chance to preview their upcoming single, Turn

While he admitted he was happy to arrive home and spend time with his family on Monday, Rathjen felt the week was “definitely successful” for the band. “(Even though) we didn’t win an award, there were a lot of people that caught us playing, and were very complimentary,” he said. “We’ve had a summer of playing festivals, and another year of moving forward.”

And things don’t appear to be slowing down anytime soon for the band.

Following the release of their single, a full album will be released in January. Rathjen said there will also be a “pretty major concert tour announcement” in the near future.

Although he couldn’t elaborate, he said, “In 2015, we will be part of a pretty big tour, so we’re excited about that.”

And though they’re finding their schedules fuller than they’ve ever been, the band’s members are enjoying every minute of their musical careers, assures Rathjen.

“I feel very grateful for this opportunity, so I bask in every minute of it,” he said. “Just to meet people and hang out and be able to play music — it’s pretty awesome.”

But this idea actually turned into a reality, a I smile, offering her slightly burned bacon and much bigger reality than I had imagined when I rapidly cooling toast and a hug. wrote ‘backyard party’ and stuck the crumpled list “I guess you can’t put a price tag on memories,” in the back pocket of my blue jeans.

As it turned out, I told a couple of people who told a couple of people and before I knew it, friends, musicians, family and silent auction items all got mixed up together in a delightful potpourri that turned into something special and great.

This year was as awesome as usual. In the space of an afternoon, my backyard became a happy place filled with flowers and laughter and music and, last but not least, silent auction items spread out invitingly to tempt unsuspecting people to buy stuff they didn’t know they needed.

And then there was the Christmas stuff.

The Christmas stuff was brought to us by a lovely couple who were moving out of their home after living there for 52 years. They were both in ill health and their children convinced them they needed to downsize to a smaller place.

A place devoid of memories.

They brought us the decorations thinking the proceeds would go to a good cause.

And I’m sure they would have, except in all the hustle and bustle and with the rain coming down and the people all looking at the silent auction stuff, like a helicopter ride and a signed hockey jersey, the decorations got shoved aside.

And the next day when the smoke cleared and the tent was taken down and the tables and chairs returned, there sat the decorations; wet, soggy, wounded and forgotten.

I look at the jumbled display, achingly bare in the harsh light of morning, but I didn’t see it.

Instead I see a young mom hanging those decorations proudly on a real tree set up in the jumbled living room of an almost new house, a place four kids, one dog and two parents called home.

I see the kids carefully handing their mom the beautiful balls, their shiny surface reflected in the

Probably no one would want them either.

Who would want a cow made out of brown construction paper colored by a five-year-old?

And the chipped ball with the year 1977 glued on with glitter glue would, no doubt, be tossed in the trash bin in very short order.

But for me, those items are worth more than money can buy.

And I cringe when I think that one day they will end up going to the best bidder or simply to the dump.

I hug the lady again, more fiercely this time, and go outside to hide the memories away from her beautiful, sad eyes.

A change in ownership of one of Sylvan Lake’s larger food stores was completed Monday when Ted and Rhea Milligan, and Neil and Thora Garvin took over as the new proprietors of Cole’s Foods Ltd. The business will now be known as Sylvan Lake Red and White.

Jack Cole started in business at Sylvan Lake in the spring of 1946 after serving with the RCAF in World War II, when he purchased Tendersweet

Meats. As the business grew over the years it became known as Cole’s Foods Ltd., moving into larger premises, which were later enlarged again with the addition of more warehouse space. ♦ ♦ ♦ At Monday evening’s council meeting, it was decided to engage Const.

Don Black as third policeman for the Town of Sylvan Lake. He had been on the police force during the summer months.

Const. Jack Scott, who was on probationary period during the summer, was also engaged, bringing the police force to a strength of three men. ♦ ♦ ♦ The Jeunesse Musicale Committee for Sylvan Lake held a meeting at the home of Mrs. Warren Dunford.

Employment Opportunities SENIOR PLANNER FULL TIME PERMANENT POSITION Reporting to the Director of Planning and Development, this position will be involved in the development and implementation of planning strategies, statutory and non-statutory planning documents and municipal bodies to achieve creative planning solutions for the Town of Sylvan Lake. Drivers warned of increase in wildlife collisions SUBMITTED SPECIAL TO SYLVAN LAKE NEWS

With the earlier darkness setting in, change of weather and wildlife movement there are a number of drivers striking wildlife while on Alberta roads. Motorists need to be aware of the safety issues. Slow down when visibility is diminished, such as in times of darkness. If you come to strike an animal take the appropriate actions to have the dead animal removed from the road. Put on your flashers and call the highway maintenance company for the area and request assistance for removal if you are unable to safely do the same.

By driving away after a collision and leaving an obstruction on the road another motorist will strike it causing potential civilian injury or damage.

In recent weeks it has been observed that there have been wildlife strikes where the carcass was left on the road and then re-struck multiple times causing damage to a number of vehicles. Should that wildlife have been removed from the onset of the collision this would be resolved.

Alberta has had 446 animal strikes causing damage, injury and even death in August 2014 which were reported to the RCMP. In September 2013, 752 were reported to the RCMP, in October 2013, it rose to 1116 strikes. We are anticipating again an increase in animal strikes causing property damage, injury, and potentially death in the coming months.

Drive carefully and use caution when in high risk areas where wildlife cross as well report incidents where you see potential hazards. Please drive with care and be aware of your surroundings and hazards. Educate yourself on who to call when you come across an obstruction on the road that could pose a hazard for the next driver.

It means the world to me.”

Eckville council awards Sidewalk Program STUART FULLARTON SYLVAN LAKE NEWS

Eckville council awarded tender for the 2014 Sidewalk Program to Olds Concrete at an amount of $36,050 during Monday’s regular council meeting.

Administration, in a council report, noted that this year’s project would be a “bit smaller than last year’s.” A quotation form was compiled by administration along with operations team lead BJ Dyg, and invitations for submissions were presented to companies that worked for the town last year.

Quotations included the cost of the removal and replacement of about 130 metres of

sidewalk, the construction of four ramps, concrete cutting and hauling, and landscaping.

Olds Concrete’s tender was one of two submitted; the other came from JT Concrete at an amount of $38,100.

Town staff were told Olds Concrete would arrive in Eckville near the beginning of next month, and possibly earlier.

The town is hoping to see the work completed prior to the arrival of winter.

About 90 golfers including six pastors teed off at the fifth annual Central Alberta Gideon Golf Tournament Aug. 20.

The rain held off, and a fun-filled afternoon for golfers was held at Meadowlands Golf Club.

More than $40,000 was raised at this year’s event. That will go toward Bibles for Grads and Bibles for Haiti.

The tournament, now in its fifth year, has raised more than $125,000 for Bibles for the Nations as well as Bibles for Grads.

Many participants commented on how Sylvan Lake is a wonderful location for the event.

Dear Editor, Aug. 28, 2014: The day the owners of Sylvan Lake’s Cottage Area took over the newspaper — and apparently the community.

First, they were highlighted in the council notes after council approved their demands for stairs at 35 Street — a location that, need I remind you, was deemed at “risk of severe erosion and destabilize the shoreline”; an area that the province wanted to leave untouched to restore shoreline stabilization. Police disperse out-of-control party in Eckville August 30 2:53 a.m. – A 911 call was received of an out of control party in Eckville. RCMP attended an address on Range Road 35 at Township Road 393 where approximately 200 people were located. Fist fights had broken out due to the large crowd and the level of intoxication. September 5 12:03 p.m. – A 911 call was placed to police after a suspicious male was seen loitering around the Mac’s store on Sylvan Drive in Sylvan Lake.

Witnesses reported seeing the male with knives in his pant legs and in his backpack. RCMP arrived and arrested the male. A 16-year-old Red Deer male is charged with possession of a weapon dangerous to the public peace; obstructing a peace officer; and failing to comply with a condition of an undertaking.

11:42 p.m. – A traffic stop in Sylvan Lake has resulted in charges against a 37-year-old Calgary man. A vehicle was witnessed by RCMP operating at night without headlights. The vehicle was stopped at which time the driver was found to be under the influence of alcohol. A roadside screening device was utilized and the male was formally charged with impaired driving and having a blood alcohol level over .08.

10:57 a.m. – An incident involving vandalism and attempted arson is being investigated by RCMP at Eckville Elementary School. Several window screens were ripped off the building and damaged. Some cardboard was also found burned and shoved through a bathroom window. The acts of vandalism were discovered by staff upon their official return to work at the school.

September 4 8:21 a.m. – A 29-year-old Sylvan Lake male is facing a charge in relation to ongoing harassment against his 28-year-old exgirlfriend. The female reported that the male refused to refrain from sending various calls and texts after warnings not to do so. The male was subsequently charged with criminal harassment.

Phase One of hillside development now complete STUART FULLARTON SYLVAN LAKE NEWS

Phase One of a new 49-acre, $40-million development near Birchcliff is now complete, with 25 new homes available for purchase.

The Slopes of Sylvan Lake, developed by Belterra Land Company, touts itself as a “quiet, restorative sanctuary that celebrates the energetic spirit of Sylvan Lake.”

The completion of its first phase was marked with an open house hosted by Belterra last month.

“We were overwhelmed by the amount of local

interest that our open house generated, and the pent-up demand,” said Belterra president Chris Artibello in a release.

“People have been waiting a long time for a lakeside community like this.”

The development was given the goahead by Lacombe County councillors who approved a subdivision application for the development in 2012.

County commissioner Terry Hager said the project fits Lacombe County’s goal of creating quality communities surrounding Sylvan Lake while at the same time protecting the lake.

“The Slopes of Sylvan Lake does both,” he said in the same release. “Often you have to negotiate with developers that

come to the table to raise the bar, but Belterra Land Company worked with us the whole way through.”

According to Belterra, all of the lots offer “low-maintenance living,” with some afforded an unobstructed view of the lake.

Artibello said he’s pleased to see the development beginning to come to fruition.

“Now that everything is laid out and the small details are being completed, it is easy to see just how beautiful the community is going to be,” he said.

A wastewater line and a regional lift station will service the development’s lots. The development is in line with the

2010 Sylvan Lake Area Structure Plan, with about half of the land undeveloped to “balance natural surroundings with infrastructure,” according to Belterra.

Lacombe County manager of planning services Dale Freitag said Belterra has been “a dream to work with” in that regard.

“I am beyond excited to see the first development using the principles of the Sylvan Lake Area Structure Plan come to fruition,” he said. “Belterra Land Company has been in regular contact with us over the past five years to ensure that everything goes perfectly and unfolds according to plan.”

The Tour of Alberta left Sylvan Lake almost as quickly as it arrived last Thursday, leaving roads closed for less than half of the amount of time allotted to allow the high-calibre bicycle race to pass through smoothly.

Roads in and out of Sylvan Lake were closed for just under 40 minutes, according to Lee Furlotte, recreation, parks and culture manager for the Town of Sylvan Lake.

“We were quite conservative with the amount of time we allotted for the road closure,” he said. “I think it was a total of 38 minutes, compared to the hour-and-a-half that we had publicized.”

From an operational perspective, the event went “really well,” he added. Much of the success in that regard was due to the 55 volunteers from Sylvan Lake and around the province who volunteered as course marshals for the event, which saw cyclists circuit the town nearly two full times before heading east to Blackfalds.

Furlotte said the Town hadn’t yet had the chance to gauge what kind of impact — if any — the race had on Sylvan Lake.

Regardless, it brought plenty of Sylvan Lake

residents to Lakeshore Drive and other vantage points around town to take it what he referred to as “the swarm of bees” that passed through.

Busy Month for Sales The great weather in August translated in to a very busy month for sales at the lake. Strong sales combined with a drop in the number of active listings pushed the market back into balance. Year to date sales are well ahead of the same period last year and a balanced market is the ideal result of the increased activity this year.

Activity at the high end of the price spectrum ($500,000 +) was stronger in August than it’s been in recent memory.

Part of that increased activity can be attributed to the vacation and lakefront market and part to more demand for high end homes in the residential areas. A strong Red Deer market may be pushing some buyers to consider

commuting from Sylvan Lake.

The economies of both Alberta and Canada are performing above expectations. The Canadian economy grew by 3.1 percent in April, May and June according to Statistics Canada – the strongest the economy has seen since 2011. In Alberta, wages continue to go up, much faster than the rest of Canada which would explain the ongoing large numbers of people moving here from other provinces. Alberta weekly wages top the rest of Canada by more than 18%.
