JAMIE HARKINS The provincial Ministry of Forests, Lands and Natural Resource Operations has decided to not proceed with legislative changes that would enable conversions of some current volumebased forest licences to area-based tree farm licences (TFLs).

British Columbia Forests, Lands and Natural Resource Operations Minister Steve Thomson announced the decision Aug. 28 in a statement on the recent release of a government proposed volume-based forest tenure to TFL report compiled by forester Jim Snetsinger. Thomson said in the statement the report stresses the need for strong First Nations and community support for any proposed expansion of areabased tenures and indicates any new proposals should incorporate measurable and verifiable public benefits.

Thomson goes on to state the report’s 35 recommendations give the government a road map on how to proceed, but given the recent Supreme Court of Canada Tsilhqot’in decision and requests from forest companies and communities to focus on other priorities the government would not move forward with legislative changes in fall 2014 or spring 2015.

Clarification of the regional district finances Chief financial officer explains reason for 2013 deficit Jamie Harkins Digging beneath the numbers found in the Regional District of Bulkley-Nechako (RDBN) 2013 financial statement, which was first reported on in the Aug. 6 edition of the Lakes District News, unearths a few interesting gems.

Hans Berndoff, RDBN Chief Financial Officer, said the regional district recorded a deficit in 2013 of $539,962,

but they were actually planning to use the prior year's surplus of $2.6 million. He said a deficit of nearly $540,000 should then be considered a positive instead of a negative that some people view it as.

Berndoff said an explanation also should be made for the provision of $500,000 for future spending that is provided for in environmental services. He said that amount was expensed during the year and is a result of more stringent rules for future landfill closures.

"When we close landfills down the road we incur costs," said Berndoff. "We spend money then, but…under the accounting rules we have to actually provide for those in financial statements in the years that we're using up the landfill. We use them up over a period of time, so we

will have expensed all that before we actually spend the money. So that was the reason. It was because of more stringent landfill closure and monitoring regulations."

A reference in the previous Lakes District News article about the 2013 financial statement refers to an increase in staff renumeration of $91,000, but Berndoff said there were no actual salary or wage increases in 2013. He said the $91,000 covers an environmentally sustainability coordinator they hired as well as increased premiums for employee benefit plans.

"We're very solvent," he said. "We've still got a surplus of $14 million and so I just [want] to make sure the wrong message didn't get out there to the public."

Factory model fading for schools

Hi. My name is Jamie Harkins and I am the new editor [reporter/ photographer] at the Lakes District News.

I would like to be considered your contact for any news stories or photo opportunities that may surface over this fall and winter.

Before coming to Burns Lake eight days ago, I was the news, sports and social reporter for The Davidson Leader, an award-winning weekly newspaper in central Saskatchewan.

Through The Davidson Leader I have researched and covered various issues including national, provincial and town politics, health, education, crime and high school and club sports.

I also served as the photographer when covering these events for the newspaper.

I love a good photo opportunity, so please get in touch with me if you see anything that should be in the Lakes District News.

Davidson is a small town with a population of about 1000 people and is located just off Highway 11 between Saskatoon and Regina.

It is a community of hard-working people with farming being the main occupation.

I hope the experiences I gained from working in a small Prairie community can help me excel in the much larger Village of Burns Lake.

The trees and mountains and lakes may take a little while getting used to though.

As will the train that seems to pass right through the office several times a day. My monitor is actually shaking as I write this.

A long time ago I received a Bachelor’s Degree in Arts from Ottawa’s Carleton University, my hometown (Go Sens!), with a major in English.

I am also a graduate of Oakville’s Sheridan College Journalism-Print program.

Since graduating from Carleton and before starting at The Davidson Leader, I was a writing contributor at the free local newspaper The Glebe Report where I completed stories on sports, music and news.

Over the course of my university studies I have been a volunteer reporter for The Charlatan, Carleton University’s undergraduate student newspaper.

I have also contributed to the news, national, arts and sports sections.

I have also previously worked as a part-time sports reporter for The Star and Weekly Journal, East Ottawa’s weekly newspapers, where I contributed a few sports stories a week focusing on the CJHL’s Orleans Blues and Cumberland Grads.

I covered various teams in different sports from local high schools and other matters involving minor hockey, soccer, football, basketball, swimming and baseball clubs or in East Ottawa’s sports world.

I have also completed internships at Embassy: Diplomacy This Week and The Hill Times since I graduated from Sheridan College.

This is all very boring, but at least I hope it gives you some idea of a few things I’ve done as far as work and education goes.

To keep this streak going I need some direction.

I don’t know anything about Burns Lake or its people, so I will only be able to write your stories and take meaningful pictures that chronicle your times with your insight.

Please give me a call or stop by the office with anything you think could be something.

I’ll do what I can, but to make the Lakes District News an interesting and enjoyable read I need your help.

The B.C. Teachers’ Federation’s latest demand, for binding arbitration on selected pocketbook issues of its members, is going nowhere.

This follows months of the union’s insistence on mediation. First a B.C. Supreme Court judge met with both sides and walked away. Then the BCTF’s preferred choice, Vince Ready, agreed that mediation won’t fix the current version of the mess he last examined in 2007.

BCTF president Jim Iker announced the arbitration gambit on Friday, in one of the webcasts he uses to rally the union’s exhausted membership. Education Minister Peter Fassbender replied that with five minutes’ notice to the government’s chief negotiator and lacking specifics on what would be subject to arbitration, the proposal would forfeit the government’s mandate to control costs.

“This government will not raise taxes in order to provide a settlement to one union that does not reflect what the other public sector has done,” Fassbender said.

In short, there will be a negotiated settlement, eventually. The union chose to begin the strike, and now must find a way to end it.

The government’s position in this dispute is unlike any of the many that preceded it. And it points the way to an evolution of education that cannot be stopped.

The announcement of a $40-a-day payment for days lost during a fall strike for children under 13 was greeted with scorn by the BCTF and its echo chambers. Parents won’t be bribed, they want school, not daycare, it’s an insult, went the refrain.

Before the first week of the fall strike was over, nearly two thirds of eligible parents had enrolled, faced with pickets at their schools and real and mounting child care and tutoring costs. The union executive, collecting their hefty salaries while teachers do without even token strike pay, said members who are parents should refuse the money.

Some B.C. teachers have begun advertising tutoring services online. With distance learning and other online education options expanding in all 60 public school districts, the digital revolution is unfolding quickly.

The B.C. government made a couple of announcements in April, one about moving to digital versions of textbooks and another about a digital merger of 1,600 school libraries with public and post-secondary schools. Growth of options accelerates.

Largely drowned out by the noise of 1970s-style industrial labour strife, the B.C. public school curriculum is being refashioned for this new age. Among its goals is to “allow teachers and students the flexibility to personalize their learning experience to better meet each student’s individual strengths and needs.”

One of B.C.’s early models for self-directed learning is Thomas Haney secondary in Maple Ridge, where senior high students are expected to make their own way through course work, learning to manage their own time.

It was here that the first couple of Grade 12 students showed up last week to begin making up for lost time from the strike that set in last spring. Self-directed study has become a crash course.

Private schools are also swamped with applications from Grade 12 students looking for particular courses they will need by next year.

In the short term, Fassbender says the lost strike days will likely have to be restored to the school schedule.

“Do you put it on at the end of the year? Do you take it out of spring break? Do you take it out of Christmas holidays? My staff are looking at all of the options,” Fassbender said.

Stop the Polley spin

Editor: Re: The Future, The Logical Next Step, and Have Some Perspective Sept. 03, 2014 Three letters in one week saying essentially that the Mount Polley disaster is just a natural process; don't worry, government is looking after us; and anyway-no harm done. Really.

The more I read that theme in local, national, and online media the more I wonder: A - why is someone trying so hard to convince me; and B - why does the material in tailings ponds have to be contained in the first place if the heavy metals they contain are harmless to the environment, and to our own well-being?

We do need to look to the future, as writer Jimmy Pelk says, but with information from experts such as Dr. Alexandra Morton, who points out that while water systems contaminated with heavy metals may appear to support life as they always did, the level of toxicity bioaccumulates. That means as the toxic elements move up the food chain to us, they become more concentrated and therefore more harmful.

Writer Sandra Robinson believes we should pay no attention to those pesky ‘misleading technical data’.

Ms. Robinson has extolled the benefits of mining in B.C. in at least a couple more letters to the editor that I found with a quick search on Google.

Personally, I find qualified, respected scientists a more credible source of information about environmental impacts than a proponent of

the mining industry.

Bruce Sanderson is quite satisfied that the government is doing all it should be doing to find out how the spill happened, and taking appropriate steps to ensure our safety going forward.

According to Stephen Hume in the Sept. 4 edition of the Vancouver Sun, the Americans who could also be affected our government’s appropriate actions are not so sure. We have treaties with the U.S. which require both countries not to pollute the others land, water, and air. In the past, both countries have invoked those treaties to stop developments that would have caused harm to the other’s territory.

While Christie Clark was empathizing with residents of Likely, our American friends were communicating their strong concerns about the Mount Polley disaster in particular and B.C.’s record of environmental stewardship in general to their president. Several mines proposed for the northwest of B.C. could be delayed or stopped if the Americans can show that this province’s lax regulations are likely to jeopardize Alaska’s valuable fishing and tourism industries.

Instead of trying to spin away the problem, the mining industry and the government would do better to show that they understand the way forward is to do what is really necessary to protect our environment. Because we do need industry; but not at the expense of everything else.

Remember to wave when you drive by Editor: As our labour dispute continues into uncharted territory, I feel that it is important to share my perspective from the pavement. I have just heard Minister Fassbender reject Mr. Iker's call for binding arbitration on wages/benefits arguing that they will only accept a negotiated settlement although the government seems to prefer a war of attrition that they are in a better position to survive. They are right. Their pockets are quite a bit deeper than ours.

But unlike the health system where patient health is immediately jeopardized, I fear that the harm to BC education will only be felt in the future when the damage is irreversible.

When I wave from in front of my school, I am doing so in the small community of Burns Lake that I have called home for the past quarter century.

I know that some of you wave because you support the teachers cause, some because you know me personally, and some of you are simply polite and see no harm in waving to a group of people who haven't been paid since May. Alternatively, some of you refuse to wave or express your frustration with the situation in a variety of ambiguous and not-soambiguous gestures. Let me share with you what we talk about on the pavement as you drive by.

Despite media coverage to the contrary, rarely does the conversation revolve around wages. When I first arrived in BC, teachers were the second highest paid in the country- now we are the second lowest (only PEI pays its teachers lower and pays less for its per student education costs). I attended a three hour general meeting in June where salary wasn't mentioned once (surprising since much of the current disagreement can be traced to 2002 when teachers gave up salary increases in exchange for class size and composition language in our collective agreement that was subsequently stripped by the government. Despite two Supreme Court losses, the government still hasn't rectified this situation). For teachers, this fight is not about wages. It is about our desire to improve the learning

conditions in our classrooms, good-faith collective bargaining, and respect for public education. For 25 years I have been proud to be a teacher, but for the first time I am not proud to be a teacher in BC. I am very demoralized and discouraged by the government's disinterest to return teachers and students to the classroom. My wife and I are both teachers who are feeling the economic and spiritual crunch of this cynical strategy of attrition. We will survive. Many younger teachers (who already need two jobs to survive until they move up the 11 year pay grid) will not. Some have already jumped ship and moved to other careers or are picking up to move to another part of the country. Our current student teachers at university are no doubt assessing where they will find future employment and cannot honestly see BC as their first choice. My greatest fear is for the future of public education after a protracted and embittered conflict humiliates and financially cripples teachers as a group of dedicated professionals. The government's view that teachers are essentially overpaid babysitters (cynically reinforced by paying parents $40.00/day during the strike) who only work six hours a day has never been true. Like many teachers, my wife and I have volunteered our time in countless ways.

We coach boys and girls soccer, mountain-biking, skiing, and snow-boarding on top of our busy full schedule of classes. With other colleagues, we help organize assemblies, plan trips and drive busses to make these a reality. None of these activities show up on my job description or are applauded by the media (as they did for the one Track & Field Meet organized by parents in June and lauded by CTV), but this is one of the reasons I have chosen a profession rather than simply a job.

I love being a teacher. I will not be defined by what this government is trying to do to me professionally and personally. So when you drive by my colleagues and I on the pavement, remember to wave.

Our fall fair has passed and now the Terry Fox run

Here we go starting another week and it’s feeling a bit like fall is sneaking up on us a little too soon for me.

Maybe a good thing we can’t control the weather we just might get it all mixed up too.

September is upon us and it’s going to be a busy month too. The fall fair was last weekend and now the Terry Fox Run for cancer, two big events of importance to the welfare of our community and all of us regardless where we live.

Visitors Rick and Marie Hunter of Francois Lake had the most pleasant surprise visit with Rick’s brother Ken and his

lovely wife Sharon from Kamloops. We also enjoy their visits as they are the most charming couple. As we all go back a lot of years as good friends. It’s always nice to have visits but they all seem much too short.

Prairies I have great memories of growing up on the prairie and harvest time was a busy time and a fun time too. Everyone was busy as the threshing crew would have to be fed. The women would always have helpers among the neighbors to help cook as some times there would be a dozen men who were working on the threshing machines.

Dad would always butcher a beef for the harvest crew. I used to enjoy driving a grain wagon hauling wheat to the elevator. I was just 10 years old when I started to drive a team of horses on a grain wagon.

We would haul about 60 bushels of wheat per

team per load. A heavy pull. Dad had three teams for hauling.

The grain combines started to come in and that took over from the threshing machines and they took away the big crews of workers. We went to see our neighbors first combine in our district. It was pulled by 20 head of horses and they had to work.

He had 20 horses on the combine and six hauling grain from the combine so they had to care for 26 head. I can just imagine the work.

In our town Evesham it was a busy little town at that time with stores, big school, church, five grain elevators, just a nice busy little prairie town.

Like towns of this size they had board sidewalks on both sides of the main street. When no one was looking I would ride my horse down the sidewalk jump off to get to the hitching rail, this was a no no bit time and I was playing my luck

but this one day it ran out and the town constable met me with open arms and a mean look in his eye, pulled me off my horse and shook me up.

He said “Hugh you know better and I will tell your dad,” and I had that figured out, a good licking and my horse taken away for a week.

I was taking out his pretty daughter so that may have helped me off the hook.

The C.P. railway used to pull the cowcatcher from the railway crossings every winter so you could walk or ride there railway tracks between trains. It was against the law but folks did it and took a chance. Trust me I tried it as a short cut into town. Saved about a half mile. I tried it twice, the second time I got caught by the section foreman and he was nasty and he threw a scare

into me and I was in the wrong. I sure never rode the tracks again that’s for sure. It was a bit too dangerous for this kid.

One early morning in late fall we saw our neighbour walking down the tracks and he would step every minute or so and pick something up and keep on doing this for about a mile.

What was he doing we wondered so Dad asked him. He had bought a big bag of four inch nails and he had them on his saddle horse. It was a spooky horse and the train sneaked up behind Tom and the horse took off full bore laying nails all along the track so he was picking up his nails to take home. That was a scare. The tracks were for trains not for guys to take shortcuts to save time as it was his spooky horse that time that saved his life. It had heard the train before Tom and got out of the way.

This was Pastor Herb’s last visit this years as he is leaving his summer home on the lake and moving back to his winter home in Abbotsford.

We are already thinking about next summer’s visiting and talking over old times.

This little story came to my mind so will pass it on This happened many years ago in my taxi driving days and in the winter time too. The lake was frozen over and our neighbour was hauling lumber over the lake on the ice to be reloaded by truck into town. His team of horses were sharp shod for the ice.

One horse lost a shoe so as he was re-shoeing the horses foot came loose and caught the open nail in his hand and tore his hand wide open, a real mess. Dr. Holmes’ office was in his home so that’s where we went

and just 6 p.m. as well.

The doctor came to the door and I told him the story, Hugh he said I am hungry and tired and you are tired so you and your friend go to town have supper and then come back and I’ll fix up your friends hand. So that’s what we did and all went well. The hand healed up just fine. I helped re-shoe the horse and I was very careful too as it was a big horse and also a stallion so it was not easy to finish off the job.

There are many stories about Dr. Holmes and how important he was to us all in those early days. Nothing was ever too much for him, what a man and what a doctor.

A little saying to remember Treat your loved ones and your friends as if it were your last day because someday it’s going to be.

Always remember God loves you and so do I.

Animals seized on Perow Loop, Houston STAFF REPORTER

Police and the B.C. Society for the Prevention of Cruelty to Animals (SPCA) seized over 50 animals from a home near Houston on Perow Loop Aug. 28.

The seizure came after numerous complaints and SPCA orders demanding that the owners fix problems.

SPCA and police seized 18 horses, 18 dogs, 15 birds and two cats, as well as a dirty tank of fish, said Const. Thom.

“The horses were kept in unclean and substandard conditions.

Many were underweight and several had overgrown hooves and suspected parasites,” says Marcie Moriarty, chief prevention and enforcement officer for the B.C.

were being kept in unsanitary conditions and had dental issues and medical concerns, ranging from lacerations to extreme matting. Many of the dogs also appear to be poorly socialized and fearful. Moriarty noted that the 15 birds – cockatiels, love birds, quail, budgies and a conure – were also badly neglected and housed inappropriately.

The animals are all now in the care of the B.C. SPCA and the investigation continues.

"The parties end up not really having made the hard decisions and owning the outcome," he said. "And it involves a third party, who would likely be a labour relations person rather than an educator, making educational decisions."

Parents have scrambled for limited space for child care, day camps, tutors and even private school placements for their children.

Stepping up to meet the demand have been independent schools and, increasingly, public school teachers no longer drawing a regular paycheque who are advertising "tutor" services online.

"I work for the Surrey School District and I am willing to tutor your child in the comfort of your own home," reads one Craigslist post from an elementary school teacher.

Distance learning through independent online schools is another option.

The B.C. Online School run out of Kelowna by Heritage Christian Schools has been swamped with three times the normal number applications for distributed learning from students across the province as a result of the strike.

"We are overloaded with kids coming to us, particularly those in Grade 12 who want to get a particular course and get their requirements for university," said superintendent Greg Bitgood.

The online school, which is half funded by the province, instructed 3,400 students in its summer school – three times the normal number – and turned away another 6,000.

Demand has surged again now that the strike has spilled into September and pushed back the scheduled start of classes.

Bitgood is weighing whether to hire more teachers in response.

But it's risky because a deal or government legislation could send teachers back to work and students back to regular classes, said Bitgood, who emphasized he also wants the public school shutdown to end quickly.

There's only four such independent schools that offer distributed learning to students in the public system, Bitgood said, adding "there's no way" the industry can meet the demand created by the strike.

Another independent online school based in Surrey declined to comment, saying the issue was "too sensitive."

Burns Lake drivers have bad habits Correction

Recent Northern Brain Injury Association traffic survey aims to raise awareness about unsafe driving practises JAMIE HARKINS Motorists who tour through Burns Lake are in desperate need of fine-tuning their driving habits, according to a recent traffic survey conducted by local volunteers in the village late last month.

The Northern Brain Injury Association (NBIA) volunteers administered the annual road safety survey at different times of the day Aug. 23, 25, 26 and 28 at various spots around town in an effort to identify key areas of the village where more focus on safe driving habits need to be placed. Once the field work was completed, volunteer Bernadette Peebles compiled the eye-opening results into an easy read report that will be handed to members of the Burns Lake RCMP detachment, the NBIA and the Village of Burns Lake.

"Traffic infractions could cause car accidents and car accidents invariably cause brain injuries, so that's why we were doing it," said Peebles, noting they observed 400 to over 800 vehicles per hour passing through the intersection depending on the time of day. "It was amazing how many people failed to signal before they left the highway or before they entered the highway, how many people failed to stop at stop signs, how many pedestrians didn't use the cross walk and the bicyclists that don't wear helmets."

Peebles said one unsafe traffic move that especially caught her eye was a red Corvette crossing the railway tracks while the approaching train signals were flashing and the safety arms were coming down. She said another stupid move pulled off by a multiple motorists involved people doing Uturns at the intersection despite oncoming traffic.

"I had a police officer standing with me for 15 to 20 minutes [one day]," she said. "He was amazed at what we were seeing. Even with him standing there in uniform people still weren't signalling to go off Hwy. 16 onto Francois Lake Drive. That's a

major intersection and…coming off Francois Lake Drive going towards Prince George there is a stop sign. People would blow through it. They wouldn't even slow down."

In total Peebles and her group of volunteers from the Citizens on Patrol Society (COPS) and the RBC Royal Bank observed 3591 vehicles pass through the intersection along with numerous pedestrians and bicyclists over the course of six hours during the four days. She said the traffic flow is up over last year when she completed a similar study for NBIA while the rate of infractions ...see BAD HABITS ▼ P11

Teachers to vote on arbitration bid today; Sept. 10

B.C.'s striking teachers will vote Wednesday on the union's proposal to take their long-running dispute with the province to binding arbitration, B.C. Teachers' Federation president Jim Iker said Monday.

The BCTF is willing to send not only its wage and benefit demands but its proposal for class size and special needs support to an independent arbitrator, Iker said. The BCTF wants $225 million a year to improve classroom conditions, spent only on new teachers, and the government has budgeted $75 million, some of which is paid to teaching as-

The B.C. government rejected arbitration on the weekend after it was presented Friday by Iker, as the strike went into a second week of the new school year. Education Minister Peter Fassbender said he would not hand the budget implications of a union settlement over to a third party.

Iker said results of the vote will be available Wednesday evening. A yes vote will give certainty to the union's position and binding arbitration is the "easiest way" to get schools open again, he said.

NDP leader John Horgan also called on the government Monday to make the "unprecedented" move to accept arbitration. Horgan said if the government is as secure in its belief its wage offer is fair, it should have no concern about the results.

"We're in uncharted territory, where we've had the longest strike in B.C. history, and it's time we put an end to it," Horgan said.

Asked if he would support raising taxes to pay for a new deal with the province's 40,000 public school teachers, Horgan said the budget has contingency funds to cover unexpected costs.

"If it was good enough for doctors, it should be good enough for teachers," he said, referring to a 2002 arbitration that resulted in $400 million in increased doctor fees.

NDP education critic Rob Fleming said an essential service ruling by the Labour Relations Board to reopen schools isn't likely to offer a quick solution.

The board views the fall strike as separate from the long teacher workto-rule campaign and two weeks of closed schools last June, and so far neither side has applied for such a ruling, he said.

According to the NBIA, 2383 vehicles, 24 cyclists and 170 pedestrians were counted in the 2013 Burns Lake traffic survey with 0.5 per cent of motorists being observed as driving while distracted and another 8.6 per cent failing to obey provincial road laws. It was also found that 50 per cent of cyclists rode without a helmet, 12.5 per cent drove on the sidewalk or against traffic and 100 per cent failed to come to a complete stop at stop signs, while 24 per cent of pedestrians crossed streets illegally.

Will Lewis, case manager for the NBIA, said the annual traffic study has raised awareness considerably about unsafe driving practises and the consequences of getting into an accident in the various northern communities they hold the survey in each year. He said in many northern communities there are no brain injury associations and even no social service agencies in some, so being able to get into the community to conduct a study like this helps members of the community understand where more safety efforts need to be stepped up.

"By us being in the communities doing these surveys we raise awareness about brain injury and about injury in general, but more importantly about road safety and just reducing overall accidents," said Lewis, noting the NBIA conducts these surveys annually in Prince George, Terrace, Quesnel and Burns Lake along with two or three alternating communities. "The more money we can save through prevention the more we can put into services for people who have been injured."

Lewis said the work these volunteers have done will be released to all the regional districts and community associations in their area along with their local RCMP detachments to try and bring about a change for the better.

What is Rotary up to?

Kids Youthocracy BC

is a two day exploration of our democratic institutions so that participants will understand the privileges and responsibilities of citizenship; engage more actively in their civic duties as youth leaders in their communities; and encourage others to do the same. Ministry of Community, Sport and Cultural Development (CSCD) staff will incubate this BC version of the Rotary Club of Ottawa’s “Adventures in Citizenship” program by providing seed funding and development. The pilot will gather 30 young British Columbians (ages 16-18) from across the province nominated by Rotary Clubs to meet in Victoria October 26-28.

The vision is for the project to move towards an independently administered full version with 100 participants from across the province in 2015. The intent is that by 2016, an independent service provider, [ideally a local Rotary Club], would adopt the program, run it annually, and seek funding through a variety of sources, including annual access to the Provincial Government Capital for Kids funding program.

The Participants and participant selection

Target ages are 16-18 year olds attending Grades 10 to 12 as this connects BC curriculum studies of Social Studies 10, Civics 11 and Law 12 and creates engagement before first opportunity to vote. It is also an appropriate age to mobilize into active involvement in the upcoming municipal election.

For the pilot, Rotary Clubs in BC will be asked to nominate youth of an appropriate age who are interested in attending. Those not eligible to attend would be those clearly demonstrate an active interest in politics or democracy through prior participation in the BC Youth Parliament; parlement jeunesse or those who are currently active in a BC political party or related youth organization. Participants would need to complete an application form with parental consent to participate in the program and this form along with a $350 registration fee would be forwarded by the nominating Rotary Club to the program organizer.

Participants will be asked to review materials on how government works at the federal, provincial and local levels prior to arriving in Victoria (a selected reading list will be provided).

Participants will also be asked to undertake a short research project and to reflect their learning through some form of expression which they will bring with them to the session in Victoria and share with their colleagues as part of the welcome event and which can be posted on a website.

What is included?

The program will pay for and coordinate all travel, accommodation, meals and programming for the duration for the program. Program participants will stay in a downtown conference hotel.

Investigator looks into Highway of Tears cold cases

Criminologist seeks victims’ surviving family members and friends’ help JAMIE HARKINS A private investigator has taken on the difficult case of trying to bring justice and closure to the many family members and friends affected by the Highway of Tears tragedy, but he first needs their help to complete his review of the many unsolved cases of murdered and missing victims.

"If there is a witness out there and if they step forward my first objective would be to insure that information is given to the RCMP investigators or any investigators that are dealing with the E-PANA [a RCMP work looking into the Highway of Tears cas load] project," said Lee Hanlon, a criminologist and private investigator (PIR1) based out of

Mission.

Hanlon said there are 18 Highway of Tears victims spanning the distance of Hwy. 16 from Prince George to Prince Rupert and he would like to speak to the surviving family members of the victims as well as anyone who may have information.

His private Highway of Tears investigation began about two weeks ago when he started reviewing all the media information on the case load, but he first became interested in the cases through a previous investigation.

"There is one case that I did work on that I reviewed [and] it was Kathryn-Mary Herbert," he said, noting this work began shortly

after he graduated from the criminology program at the University of the Fraser Valley in 2012.

"She was abducted in Abbotsford back in 1975 and the investigators state that the same suspect in the Herbert case is the same suspect in the Theresa Hildebrandt 1976 Abbotsford case and [the] Monica Jack [case] from Merritt in 1978. Monica Jack is on the Highway of Tears file. She's included in the E-PANA file that the RCMP are covering."

Hanlon said his interest in investigative work and victims' advocacy stems from his work as a victims' rights advocate since 1999 along with his eight-year tenure as a B.C. para-legal during that time. Before becoming a PIR1, which should change from a restricted status to a full PI status by the end of the year, Hanlon served in the military

for 17 years.

He said the Herbert file was the first cold case he ever worked on as a PIR1 and he learned a lot of useful information while reviewing the case, which he handed off to investigators.

Hanlon said the Highway of Tears case load is big considering the number of victims involved, but he is willing to do the work if people step up to help him.

"There is still a long way to go," he said. "I really couldn't say a time line [to completion]. I mean if no one is willing to speak to me then that part will never get done, but it's all up to how long it will take for me to be able to speak to surviving members of the victims [and] their family members."

"If all else fails, right now we're not running what we call an EOC, which is an Emergency Operations Centre, because we don't have any orders out there, but in that circumstance you could phone the [RDBN] in those hours of operation," he said, noting this service is also available during normal operating hours during the week.

An area restriction order has been amended for the fire south of $ the Chelaslie River, stated a Sept. 5 update from the Ministry of Forests, Lands and Natural Resource Operations Northwest Fire Centre. Smartphones are now experiencing a “Wild West” period in security not dissimilar to what happed with computers back in the late 90’s and early 2000s. Namely hackers are getting much better at figuring out how to take advantage of the many unplugged security holes, while most users are not yet aware of the risk and have not taken the proper precautions to protect themselves and their data. The latest threat looming on the horizon are malicious phone apps that monitor the other apps on your phone to steal your login information to your email, or even bank accounts. In fact, researchers have identified a weakness that exists in Android, Windows, and iOS that allowed them to steal secure login info from Gmail, H&R Block, and Chase Bank apps over 80% of the time. So far there is little information as to whether these types of exploits have been found out in the wild, but in the meantime I recommend you be very careful about the apps you install on your smartphone.

Kump, Marie Ann nee Leslie Went to be with the Lord on July 17, 2014 at the age of 73. She is survived by her daughter Juliana Kump; sons Lawrence (Audrey) Kump and Alex (Ethel) Kump; grandson John; Mother Vesta Foote Leslie Philpott; brothers Chuck (Eilene) Leslie, David (Karen) Leslie, and Ian (Diane) Leslie; and sister Andria (Dave) Reid.

• Attend monthly Council Meetings and Committee meetings (as required).

• Provide the council with monthly reports on band programs and operations.

• Possess strong administrative and computer skills.

• Ability to communicate effectively verbally and written.

• Must submit a criminal record check.

• Experience working within a First Nations Community.

JOB QUALIFICATIONS: • A Degree in Business Administration or Management • Project Leadership, Project Management and/or Community Development experience • 4-5 years experience working with First Nations in a management role.

• Ability to write funding proposals.

• Accounting experience.

Timothy Robert Carroll (Tim) November 17, 1958 August 23, 2014

First born son of Robert and Caroll Carroll. Tim has three brothers and four sisters. He grew up a loggerâ&#x20AC;&#x2122;s son and farm boy. There was never a dull moment in Timâ&#x20AC;&#x2122;s life, from a young age he was always busting himself up and laughing it off. At the age of 22, Tim and Shannon started a family and had three children, Tierney, George and Kali.

He always lived his life his way with many adventures and always looked forward to what he could learn next.

A section of the Evergreen Mall along Hwy. 16 is being upgraded after a development permit application was accepted by the mayor and council at the Village of Burns Lake council meeting recently.

Big Dog Construction has already begun the process of renovating the eastern section of the Evergreen Mall.

Among other things, Big Dog Construction will be upgrading the facade, windows and entrances on the Hwy. 16 side of the building.

The sidewalks and drainage in front of the mall and eye clinic has been upgraded.

Finally, two new residential apartments above the rear section of the Evergreen Mall are being constructed.

Work on the 'Alternative Grounds' coffee shop and new retail locations is expected to be completed by Sept. 30, 2014, while construction of the new residential apartments is expected to be completed by Oct. 31, 2014, according to Noel Fairley of Big Dog Construction.

The application submitted by the owner of the Evergreen Mall property was a development zone C1 permit, meaning that the construction plans showed an additional level was planning to be installed to an already existing structure.

The additional height for the two residential apartments is permitted under zoning bylaw 2008 #880 Section 9.1.3 a, which is the residential combine with commercial use bylaw.
