After a blaze Sunday night, property owners are being warned that they are on the hook for costs associated with fighting human-caused fires in buildings used by squatters. Fire crews responded to a structure fire in an abandoned home off Second Avenue at about 11:30 p.m. Fire chief Larry Watkinson said the building was “known as a decrepit building where people were squatting and was frequently used by drug users.” As they headed to the scene, firefighters received

reports there were people inside the house. Crews entered and found nobody in the home, but there was plenty of evidence it was frequented by squatters. “There were up to 12 sleeping areas that we found inside the structure,” Watkinson said. The home was gutted by flames. While investigators aren’t sure of the cause, Watkinson suspects the blaze was started by those who had been living inside, possibly by a direct flame such as a candle. On Tuesday, after the investigation, an excavator was brought onto the site to demolish the building. The fire underscores the need for property owners to

take responsibility for vacant buildings, Watkinson stated. While crews would normally have allowed the fire to burn itself out, reports of people inside required firefighters to enter the structure to make sure no one was trapped or injured. Along with the dangers inherent in entering any burning building, vacant and derelict structures can pose additional hazards. Following this blaze, crews found multiple propane canisters, needles and garbage. “It poses a hazard to the people who are squatting there and it poses a major threat to firefighters,” Watkinson Continued on3

said, calling the situation “hugely dangerous.” While the Second Avenue building was pulled down, Mission still has many abandoned buildings that are used by the homeless and pose fire dangers. “There are quite a few abandoned buildings in town that are known to the integrated services team that tries to keep an eye on these properties,” he said. “The difficulty is when we board them up they find their way in and to keep warm and cook they use different appliances and candles, and left unattended they can turn into a catastrophe.”

Watkinson stressed both the importance for owners to prevent vacant buildings from becoming flop houses and the financial consequences that can result from not doing so. “Property owners that know they have an abandoned structure on their properties, it is their due diligence and responsibility to make sure that their properties are secure and not accessible by vagrants,” he said. “The charges associated to these fires will be charged back to the property owner based on having an abandoned structure that is accessible. “We’re putting our resources to these buildings that are real hazards to our community.”

Mission Olympic athlete Brent Hayden will run for a seat on Vancouver’s Park Board.

Hayden enters political pool Mission-born and -bred Olympian Brent Hayden will look to make a splash of a different sort this fall. Hayden, who retired from swimming in 2012 following a bronzemedal win in the London Olympic Games, announced this week that he will run for a seat on Vancouver’s Park Board. He told the Record that he had been considering a return to the pool to compete in the 2016 Olympic Games in Rio de Janeiro. “I was at a bit of a crossroad point where I was deciding whether or not I would go to the Olympics.” But he said he came to the conclusion that “going to another Olympics would be more self-serving. “Maybe it’s time for me to really leave it behind.” Instead, he has turned his attention to issues surrounding community centres in Vancouver, where he has lived since 2001. Hayden is

critical of how the centres – one of which boasts a banner with his name on it – have been run, and hopes to bring his own experience to the board. He said growing up in Mission has influenced his perspective on how communities can support young athletes. “Growing up in Mission there really was a strong sense of community for me,” he said. “I had the opportunity to be active in a lot of different sports and it was that love of sport and being healthy and getting active and meeting new friends that really set me up in the sport of swimming.” While he is inexperienced in politics, Hayden hopes his passion for the issues will help him earn a seat. “I didn’t become an Olympic medallist by avoiding the pool. Sometimes you have to get right into it. “

Taming down Stave Lake Police presence in area reducing wild parties, illegal gun use Carol Aun MISSION RECORD

The west side of Stave Lake is beginning to shape up into a family destination, after years of struggling with a reputation as an area for wild parties and illegal gun use. Since April, Mission Mounties have been stepping up their patrols in the area, and returned to the area over Labour Day long weekend. Police have talked to hundreds of people in the area this year and issued about 200 warnings and 29 violation tickets so far this year, not including statistics from August, which are not yet available. The violation tickets were mostly given to people who didn’t have appropriate insurance for the dirt bike or ATV they were riding, explained Sgt. Shaun Wright, noting riders need to have $200,000 liability insurance to operate a motor vehicle on a forest service road. Over the long weekend, officers issued a dozen tickets. Despite many offroad enthusiasts using the mud flats area over the long weekend, no major incidents were reported. Police have seized a few restricted firearms, but reports of people target shooting in the area are down significantly. “In the spring, there were several locations along Burma where we would stop and interact with people who were setting up or intending to target shoot,” said Wright. That has changed. Police did not encounter anyone shooting over the long weekend. “Our educational efforts are having an effect,” said Wright. Mission’s forestry director Bob O’Neal also credits the Mounties for making a difference. “When you see uniforms up there, it sends a message that the District of Mission is sincere in cleaning it up,” said O’Neal, who has been hearing positive feedback from families camping in the area.

In addition to checks on the road, police are also riding their ATVs in the bush and patrolling the lake in their boat to make sure people using the area are carrying adequate safety equipment. While things have improved, both Wright and O’Neal say there is still a lot of work to do to fully transform the area to a family-friendly destination. Problems that still need to be addressed are garbage being dumped, excessive alcohol consumption, and camping in the mud flat area. But these are not just policing issues. The community needs to determine a vision for the area and put a strategy together, said Wright. “Police definitely play a component, but we don’t determine the usage of specific recreation sites.”

Lake as one out of the “wild, wild west.” ATVs and dirt bikes were being operated in an unsafe manner and road signs and bridge delineators were shot up. Outhouses and picnic areas were damaged, vehicles were burned and trees were riddled with bullet holes. Target shooting is prohibited throughout Mission, except at a legal shooting range. The District of Mission is working on developing a Recreation Master Plan for Stave West. Open houses were held in June and the next ones are set for Nov. 19 at Fire Hall No. 2 (30514 Dewdney Trunk Rd.) from 7 to 9 p.m., and Nov. 20 at the Mission Leisure Centre (7650 Grand St.) from 7 to 9 p.m. and Nov. 22 from 10 a.m. to 12 p.m. For more information visit www.mission.ca/ forestry/stavewest.

Back to class for kids – and leaders

You’d expect students to be back at school this week while parents breathe a sigh of relief after a long summer. But thanks to the ongoing labour dispute, parents are scrambling to find child care arrangements, and the standoff between the BC Teachers Federation and the Ministry of Education shows every sign of dragging on, with students squarely, and immensely unfairly, caught in the middle. Compounding the confusion are union leaders who have underestimated the will of elected officials, and mixed messages from education minister Peter Fassbender, who’s made it clear he has no interest in legislating teachers back to work. Indeed, it appears his government is currently unfazed by the absence of a genuine solution. Why else would it offer parents $40 per day to subsidize child care? And while the BCTF keeps chanting the “it’s for the kids” slogan, it maintains demands for wage increases far more than those recently settled by other public sector unions. While changes to class composition and

size are justifiable objectives, there seems to be great reluctance to abandon unreasonable wage increases in order to gain classroom improvements. All for the kids? It’s tough for many taxpayers to buy when their kids are being kept out of school. After all, it’s the union on strike, not the government. Also overshadowing attempts to mediate the current dispute is the ongoing court case over Bill 28, with which the government, 12 years ago, eliminated teachers’ rights to negotiate class sizes and composition. It’s interesting the BC Liberals are proposing a new clause that would allow either side to opt out should they be unhappy with the outcome of the court case. Given that the B.C. Supreme Court has twice found the government bargained in bad faith – a decision under appeal – it would appear only one party could ultimately benefit from such a clause. Given the lack of movement on both sides of the bargaining table, students, parents and other taxpayers can be forgiven for wondering if it is the so-called government and union leaders who should first be returning to class.

Bleak summer for coastal ferry remake Tom Fletcher

B.C. Views There was an uproar in the B.C. legislature this spring when Transportation Minister Todd Stone went ahead with $19 million in cuts to low-usage coastal ferry routes. The plan had been laid out in detail before last year’s election. It targeted sailings where ridership was in the low teens or even single digits. On some sailings the Transport Canada-mandated crew outnumbered the passengers. Despite the cries of doom, most of the sailing reductions have been managed – with one glaring exception. The Discovery Coast Circle Tour route saw its ferry from Port Hardy to Bella Coola replaced, using the smallest vessel in the BC Ferries fleet, the open-decked Nimpkish. This move wasn’t a direct response to low usage, a chronic issue with some of

the minor route sailings along the coast. It was to avoid ordering a replacement for the Queen of Chilliwack, which sailed directly between Port Hardy and Bella Coola. This summer the first leg was consolidated with the Northern Expedition, the vessel that replaced the doomed Queen of the North on the Inside Passage run up to Prince Rupert. At Bella Bella, after a layover of a couple of hours, the Nimpkish took over with space for 16 standard vehicles on its deck and a midnight arrival time in Bella Coola. The direct route had been mainly used by European tourists, who sailed from the Lower Mainland to Victoria, drove the length of the Island, ferried to Bella Coola and drove through the rugged Chilcotin to Williams Lake and back down south to complete the circle tour. The new route incorporated stops in remote outposts Ocean Falls and Shearwater, making it even longer. Warnings came early. “That’s where 90 per cent of the [BC Ferries] money is being lost, on the milk runs, and that’s the part they are keep-

ing,” Petrus Rykes, a tourism operator at Anahim Lake for 40 years, said in March. “The part they’ve cancelled was at 70 per cent capacity – the second highest of all the fleet routes.”

The part they cancelled was at 70 per cent capacity ... Reports of a bad slump have come to pass. The changes meant bookings couldn’t be made until April, too late for most international travelers. A survey by Bella Coola Valley Tourism in mid-summer found most operators losing business, from 10 to 90 per cent. A bus tour of Canadian seniors heading west from Williams Lake was terminated after 14 years. One tourism operator on Highway 20 is considering closing down. Stone and his family took the new route

themselves in early August, with the minister offering sunny reports on his blog. Stone summed up his experience this way: “At the end of the day, my assessment is that the Nimpkish is a good tourism product if tourists are made fully aware as to the type of service it provides. If correct expectations are set, I believe the Nimpkish can be marketed as a valuable tourism component of the Discovery Coast Circle Tour. “The decision to do this rests squarely on the shoulders of the tourism industry and tourism operators who need to decide whether or not they want this service to work, to grow and to be viable in order to capture a share of the thousands of international tourists looking for exactly the kind of adventure the Nimpkish provides.” Got that, Discovery Coast tourism folks? If this milk run doesn’t work next year, it will be your fault. Heck, the Nimpkish has free snacks and drinks for your 10-hour voyage, much of it in the dark. YOUR VIEWS Cedar Street work Remember what made Mission dangerous for kids To Mission city construction crews: Although we saw the signs posted with mild apprehension, we had confidence the work you had planned from Aug. 10-22 along Cedar Street, north of Tunbridge, would be completed well in advance of the start of the school year for Valley Christian School’s student population. I understand the need for doing the construction in the summertime, but now it’s been sitting half-completed for two weeks. The sign was updated recently to indicate completion on Aug. 30, but since I took photos on Sept. 1, the sign has now changed to Sept. 20. What this means is for the next month, my children and numerous other children are forced to walk on the actual road instead of a cleared shoulder. The construction has piled dirt along the side and it’s difficult to walk along. We’ve witnessed people with strollers struggling through the loose dirt before moving onto the paved Cedar Street to continue walking. So what’s the biggest risk here: 1. The number of children now forced to walk on the road as opposed to the relative safety of the shoulder? 2. The speed that people drive along Cedar Street through the new school zone? 3. The complete and total disregard the city has shown to the families and the school

along the route? The construction along Cedar Street is now a complete travesty. The delays and poor planning are now putting lives at risk. Anyone involved in this plan should feel ashamed of the work they’ve done. Shane Elliott Mission

And I would dearly love to see the tug and barge that can damage a building , commercial or otherwise with their wash. Regarding the “inevitable barge fires,” that one was out of service and being scrapped, I believe. Not exactly normal use of a barge. A barge and tug can take hundreds of trucks off the roads, with the same amount of exhaust expelled by one or two trucks. Pretty good for the air

Insp. Ted De Jager now head of detachment

Insp. Ted De Jager

Insp. Ted De Jager has taken over as the new officer in charge of the Mission RCMP detachment. The detachment’s former head, Insp. Richard Konarski, retired in July. De Jager is a 16-year veteran of the force. Before joining the RCMP, he was an officer in the Canadian Forces and served throughout

Canada and overseas in Germany and Cambodia as a troop commander, squadron commander and tactics instructor. He was also a combat engineer officer. Prior to his appointment in Mission, De Jager

was officer in charge of the operations development unit at the RCMP’s E Division headquarters. He was “responsible for developing strategies for effective service delivery,” according to a District of Mission press

release. “We are pleased to have Inspector De Jager serving our community and leading the fine men and women who are dedicated to protecting our citizens,” said the District of Mission’s

chief administrative officer, Ken Bjorgaard. “Having Ted join our Lower Mainland District management team is a great asset as he brings a fresh perspective and understanding of the many challenges

policing currently faces in British Columbia. His poise and experience in operational policing can assist in overcoming some of these challenges,” said RCMP chief superintendent Brian Cantera.

Special events bylaw issues draw fines for owner Carol Aun MISSION RECORD

The owner of a property on Laxton Avenue has been fined $3,000 for conducting business without proper district permits and zoning. Steve Kaldis was issued three violation tickets last week – $1,000 apiece – for each day the district believes a special events business was operating on the five-acre property, which is in the Agricultural Land Reserve. Mission council has also authorized staff to take any action necessary, including a court injunction, to stop the illegal activity. Mission Mayor Ted Adlem said he personally saw one of the events when he drove to the area over the August long weekend. “I got a heads-up call from someone that

completely the wrong way,” said Coun. Jenny Stevens last year. She noted council had to make a stand to prevent developers from changing their property without the appropriate licences. Kaldis told The Record last year he had trusted an employee to look after paperwork, and admitted he didn’t check the progress. Kaldis was ordered to shut down the special events venue June 22, 2013, but before he did that, he claimed the improvements to the property, such as clearing the land and creating garden plots, made it more farmable than before and said he would work on plans to start an agricultural-based venture. But instead of embarking on that right away, Kaldis rented out the property to give himself some time to work on another business. He denied being a part of the most

Council rescinds prohibition on harm-reduction Tyler OLSEN ABBOTSFORD NEWS

Council voted unanimously Tuesday to eliminate the district’s prohibition on harm-reduction treatment clinics for drug addicts. Council had deferred a decision on the third reading of a bylaw amendment to change the district’s prohibition following an Aug. 18 public hearing on that issue and substance abuse issues. But while questions remained about how best to treat those addicted to drugs, council – at the recommendation of staff – decided to address the amendment on

Tuesday while leaving the broader topic of treatment to be addressed by the Healthy Community Council. Staff had noted that the “outright prohibition” of treatment clinics is under the jurisdiction of the province, not municipalities. “Accordingly, the prohibition is not lawful and would not be enforceable,” staff concluded in its report to council. The amendment’s third reading and adoption passed unanimously – Coun. Larry Nundal was absent – and Adlem thanked council “for approving a text

amendment that brings a bylaw of ours in conformance with provincial law.” The amendment does require pro-

posed clinics to go through typical land use application processes, which would include public hearings.

I am often asked if it is necessary to have children’s vision checked every year. As an optometrist I always say yes, but let me take some time to explain why it so important to have children’s vision checked annually. To start with, during the years of physical growth, the body is undergoing a lot of changes which also can affect a child’s vision. Even though the child may have had no visual problems last year, there may be new issues that have presented themselves in the last year. Children are very accommodating and may not realize that they are not seeing as well as they should. Learning is largely through the visual sense and anything affecting vision can slow the learning process. Annual eye exams can ensure that a child is not struggling just because they can not see at their full potential. Myopia or near-sightedness is one of the important things

In past times, the teacher or school nurse would line up the students and have them read down an eye chart. If they did not get to the bottom of the chart a note was sent to parents to have the child’s vision checked. This method still works, but unfortunately, only screens for distance vision issues. Astigmatism distorts vision and can make specific tasks such as reading difficult for the child. Glasses may be required to correct both astigmatism and myopia.

Hyperopia or far-sightedness is also checked. Often a child can focus through the issue and may not need glasses, but it can lead to near issues when reading and may only require glasses for near. Accommodative issues are checked in an exam. These cover several different problems but include the ability to make the eyes focus at near and ensure the eyes stay aligned correctly at both distance and near. These issues are screened in every exam and if a problem is noted further testing is done. The remedy may vary from some eye exercises to glasses for specific tasks. Colour blindness is not tested for in a standard eye exam but can be done during a routine exam (there may be an additional fee). Colour blindness is a hereditary trait so let the doctor know if any blood relatives are colour blind. It is important to get an annual eye exam during the school year to ensure the best vision possible for learning.

Four Cops for Cancer bicycle teams will pedal around the province in September to raise money for pediatric cancer File photo research.

Local Mountie to join Cops for Cancer tour Mission’s RCMP Const. James Marsden will slip into spandex, strap on his helmets and hit the road this month to take part in the annual Cops for Cancer cycling tours to raise awareness and money for pediatric cancer research. Marsden is one of 107 cyclists participating in four different tours that will visit businesses and schools from Fort St. John in the province’s north to the southernmost reaches of Vancouver Island. “For more than 15 years, communities throughout the Fraser Valley have welcomed us, hosting events that we look forward to each year,” says rider Trevor

Sales, the team captain for the Tour de Valley, which takes riders from Tsawwassen to Boston Bar. “It’s hard to describe the feeling when you see the lengths people go to, welcoming and supporting the riders, because they too believe that no child should have to face cancer.” Marsden will take part in the Tour de Valley, which will start Sept. 25, and stop in Mission on Sept. 29. The tour will conclude on Oct. 3. The three other tours include: the Tour de Rock, which will cover Vancouver Island; the Tour de North, which will travel through northern British Columbia from Prince George to Prince

Rupert (with a stop in Kitimat); and the Tour de Coast, which will journey around Greater Vancouver and up to Powell River and Pemberton. While the rides begin this month,and the cyclists are well into their fundraising and training efforts. The Cops for Cancer campaign runs through September, with money raised going to fund leading edge cancer research and support programs operated by the Canadian Cancer Society like Camp Goodtimes. George Canyon is bringing his Decade of Hits tour to Mission in October. The Juno and CCMA award-winning country star will be releasing his newest album with the same title in September. The album is a look back on 10 years of hits from Nashville Star (2004) to now, including some new songs, like Slow Dance and Crazy Love. “I’m a fortunate man to be able to do what I love for a living and to share

a collection of songs from the past 10 years with my fans who have been instrumental in the composition of this CD by helping me choose their favourite songs for inclusion,” said Canyon. “Being given the opportunity to relive this journey is very special indeed. About 95 students in Mission learned the skills necessary to choose a drug-free life this past school year. The internationally recognized Drug Abuse Resistance Education (D.A.R.E.) program is taught to Grade 5 and 6 students by local RCMP officers who received a $500 donation from the Royal Canadian Legion branch 57 (Mission) for learning material. More than 200 police officers teach the program to thousands of school children every year, said RCMP Sgt. Gus Papagiannis, who oversees the D.A.R.E. program in B.C. Others who help deliver the program are Canadian Border Services, Fisheries and Oceans Department, BC Correction Services, and other police forces. “We are grateful to the Royal Canadian Legion for its generous contribution to D.A.R.E. BC to help cover the cost of learning mate-

rial for students who took part in the program during the 20132014 school year,” said Papagiannis. The total cost of D.A.R.E. learning maters in Mission was $940. D.A.R.E. BC Society is a registered charitable organization which relies on community donations to help run the program. D.A.R.E. is a comprehensive school-based drug prevention program delivered to students over the course of 10 weeks. Each lesson is presented in a fun and factual way, and encourages student participation using an interactive work book. The program also helps police establish positive relationships with children, parents, teachers, and others in the community. Shazad Shah, 34, moved to Mission three years ago to be closer to his family after finishing a bachelor of science degree at the University of Northern B.C. He has volunteered with the Mission Arts Council and Mission Association for Community Living’s Illuminaria event. Compensation for families due to accidental death accident, such as a car accident. A claim brought under the FCA must be for the benefit of a spouse, parent or child of the deceased, and must be brought by and in the name of the deceasedâ€™s personal representative. Spouses, parents and children are expressly defined in the FCA and therefore it is not always obvious who may claim compensation, and who may not. For example, step-parents, step-children and grand-parents can sometimes fit the various definitions.

A recent case in BC called Stegemann vs. Pasemko, is an example of what a court m i g h t award to a person claiming under the FCA. In that case, a 50-yearold mother with two young chilDoug dren was killed in a motor vehicle accident. Her husband brought an action against the driver who caused

In the summer months, we are constantly being reminded of statistics for road deaths on holiday weekends. We all know accidents can happen, and when they result in the death of a loved one it is important to understand that remaining family members may be entitled to compensation under the Family Compensation Act (the FCA). The FCA is designed to compensate families for loss when a family member dies in a non-work related

The FCA has been criticized in recent years for not providing a mechanism to receive compensation for pain, suffering or other emotional aspects associated with a fatal acci-

dent and the resulting death. However, the courts have made it clear that the FCA does not compensate an individual for the sorrow or grief they may have suffered as a result of the loss of a close family member. While it is impossible to put a price tag on the loss suffered when a loved one is killed, there are monetary entitlements through compensation under the act to help those left behind cope. Roadrunners open season ranked No. 1 Leading the charge for the Roadrunners is senior phenom Jesse Walker. Last season, as a dual rushing/receiving threat, he racked up 782 rush yards and 12 rushing touchdowns, averaging an eye-popping 11.3 yards per carry. This year, he's taking over the quarterback spot vacated by reigning B.C. AA player of the year Evan Horton, who is now playing for the UBC Thunderbirds. And that will only mean more opportunities for the speedster, who is also one of the province's top sprinters. Walker’s game-breaking ability was on display during the Roadrunners' exhibition trip to the Los Angeles area in August. Mission dropped a 33-13 decision to St. Bernard High School,

The Mission Secondary Roadrunners begin the 2014 high school football season with a target on their backs. The local senior squad is No. 1 in the provincial AA coaches' poll – a ranking which makes sense given their strong 2013 campaign (they lost in the B.C. semifinals to the eventual champion John Barsby Bulldogs) and the fact their current crop of Grade 12s won the B.C. junior title in their Grade 10 year. "There's a little bit of pressure," said longtime coach Kevin Watrin. "But I would say that they're kind of used to it. "They know they need to work hard, and that's what's going to get it done."

The Mission Fire department visited the Zajac Ranch this summer to spend time with the children and support their journey of healing from grief.

Successful summer for Hospice Society The Mission Hospice Society had a busy summer. July was spent out in the community bringing awareness to the many programs the society offers Mission residents. During the month, the society sent 15 children to Zajac Ranch at no cost to their parents for a fun-filled three days. The Mission Fire Department joined them on Saturday to spend time with the children and support their journey of healing from grief. August was a busy time, with the Ride for Hospice on Aug. 16, the Hole in One event for a Harley Davidson on Aug. 21-22, and the Ivan Pretty Estates golf tournament held at Sandpiper Golf Course on Aug. 25. All proceeds from these events will go towards supporting and expanding the society's bereavement and support services in Mission. The Hospice Society wishes to extend a big thank-you to its many supporters, sponsors, donors and participants.

The fifth Luxury and Supercar Weekend will again showcase the crème de la crème of cars and also dazzle with fashion and art on the Great Lawn. This event has grown as a spectacle each year and is now the talk of the town among auto aficionados. The wide selection of luxury cars includes examples of Lamborghini, Pagani, McLaren, Bugatti, Ferrari, Jaguar, Rolls Royce, Bentley, Aston Martin, BMW, Cadillac, Lincoln and Mustang.

A triplet born in rural Manitoba, Ed worked the family farm, served overseas in the Canadian Army for three years of war, logged in the Queen Charlottes, and worked as a union carpenter on provincial construction projects. He met and married Connie Hammond in 1966 and settled in Vancouver. After retiring in 1980, they moved to Mission where Ed happily golfed, lawn bowled, played crib, gardened, volunteered with the Hospital Auxillary and the Mission Legion, and generally enjoyed life and his family. Predeceased by Connie and five siblings, Ed is survived by older brother Herb, stepson Barry (Gillian), granddaughter Kate and great granddaughter Emma. Thanks go to the staff of Pleasantview and the Residence at MMH for their friendship and especially to Dr. A Edelsen for his caring support. No flowers by request but your warm thoughts are always appreciated. Ed was a loving, kind and gentle man. He is missed.
