Teachers’ strike at impasse as talks fail by Jeff Nagel Pickets were brandished instead of pencils at public schools Tuesday after an attempt at mediated talks to resolve the teachers strike collapsed over the weekend, ending hopes classes could start on schedule. School district administrators warned parents of children requiring alternate child care to plan for a lengthy shutdown of schools and to not assume the labour
dispute will be resolved in a matter of days. Veteran mediator Vince Ready walked away from the exploratory negotiations Saturday, saying the two sides were at “an impasse” and simply too far apart – particularly on wages and benefits – for mediation to be productive. B.C. Teachers Federation president Jim Iker said the two sides are just one per cent apart on wages. The government offer
is seven per cent over six years, while the union wants eight per cent over five. But Education Minister Peter Fassbender said the BCTF demand is still nearly twice what other public sector unions have settled for once benefit demands are included. The province has also taken a $1,200 signing bonus off the table, while the union still wants $5,000, which makes up a big chunk of what the government says is a $300-million gulf between the positions, The province has offered a $75-million Learning Improvement
Fund to help address special needs but the union wants much more for special needs and to settle grievances. Another challenge to a negotiated settlement remains the government’s pending appeal of a B.C. Supreme Court ruling that it violated the union’s bargaining rights in 2002 when it stripped provisions on class size and support. Iker claimed the BCTF has reduced its demands by $125 million, including a cut in the size of its proposed fund to settle grievances, while the government offered no meaningful moves in return and “squandered” the chance at a deal.
He said the province wants new contract language that will “nullify” the union’s legal victories on class size and composition and circumvent any future appeal court ruling in teachers’ favour. “B.C. teachers will not bargain away everything that the B.C. Supreme Court has already awarded us and we will not jeopardize any future court decision,” Iker said. “The government must back off that unreasonable request and invest money in the system now.” Fassbender again insisted the province won’t legislate the

teachers back to work, saying it would keep the government and union “on the same dysfunctional treadmill” they’ve been on for 30 years. “Negotiating a settlement requires union leaders to stand in front of their members and explain what has been achieved at the bargaining table,” he said. “I worry the BCTF leadership is actually counting on government to legislate an end to this strike so they can avoid having a difficult conversation with their members about what is realistic and achievable.” He had previously urged the union to agree to open schools on time this week as part of a two-week truce while mediation could continue. That possibility evaporated when Ready said he saw no route to an agreement and walked away. “The BCTF leadership has stubbornly refused
every effort to reach a fair deal and they have even refused to give teachers a chance to vote on suspending the pickets while an agreement is mediated,” Fassbender said. Parents have begun signing up for a government offer of $40 per child under age 13 for each day schools are closed. The lumpsum payments are to come after the strike ends and consume all the $12 million a day in strike savings the government would have amassed going forward. The B.C. Federation of Labour on Tuesday announced “Solidarity” rallies in Surrey Tuesday, Kelowna Wednesday, Prince George Thursday and Vancouver on Friday. President Jim Sinclair said the federation will also meet Thursday to discuss more potential ways to assist the teachers.

Two subjects arrested and thousands of dollars of stolen property recovered in Fort Steele on Friday, Aug 29. Between August 27th and 30th, 2014, the Cranbrook RCMP responded to a marked increase of property related offences. Several businesses and vehicles were broken into with the main commodity stolen being high end construction tools. On August 29th, 2014, the Cranbrook RCMP were called to a local Pawn Shop where a male was attempting to pawn several stolen items. When the male determined that staff were contacting the RCMP, he entered his truck and proceeded to ram two separate vehicles in an attempt to leave. The male managed to get past the vehicles and fled the area. A short time after the vehicle left and with the assistance of the community of Fort Steele, a male and female were located and arrested at the Fort Steele Campground. A truck and travel trailer were seized and a search warrant was obtained for both. As a result of the search

The male, Calvin Howard BROWN, appeared before the Courts on September 2nd, 2014, charged with a number of offences including Possession of Stolen Property Over $5000, Dangerous Operation of a Motor Vehicle, Breach of Undertaking and Uttering a Forged Document. He was remanded in custody until his next court appearance on September 8th. The female was released without charge. Cranbrook RCMP would like to thank the public for their assistance. Valuable information passed on to the police lead them to Fort Steele where the arrest was made and the stolen property recovered. Ktunaxa Nation proceeding with court appeal Submitted
Today the Ktunaxa Nation announced that its lawyers have completed the next step in the process for appealing the BC Supreme Court’s decision regarding Qat’muk by filing the factum and accompanying appeal books at the British Columbia Court of Appeal Registry. The Ktunaxa Nation is appealing the Court’s April 3rd, 2014 ruling that found British Columbia’s consultation process regarding the approval of a year-round ski resort in the Jumbo Valley area known to the Ktunaxa as Qat’muk to be reasonable, and that the resort would not substantially interfere with Ktunaxa spiritual beliefs and practices. “The Ktunaxa Nation has been on the record as opposing this development since 1991,” said Kathryn Teneese, Ktunaxa Nation Council Chair. “Ktunaxa spirituality is intrinsically tied to Qat’muk and we will continue our fight to stop its destruction. Our opposition to this
development is not about money and never has been. It is a fight about who we are as a people.” The Environmental Assessment Certificate (EAC) for the proposed Jumbo Glacier Resort expires in October and cannot be renewed under current British Columbia legislation. Included in the EAC are a number of legally-binding commitments that must be met before construction may proceed. “We are concerned that a number of these commitments have not been met by the proponent,” continued Teneese. “Many of the commitments were put in place to address Ktunaxa concerns about the development, including water quality, fisheries and wildlife. The B.C. Supreme Court relied on the Environmental A s s e s s m e n t Certificate’s commitments and conditions in reaching its decision in April. Other than some minor road improvements, there does not appear to be any construction taking place at the resort. We

will continue to monitor the situation and are appreciative of the work and support of the many non-Ktunaxa organizations and people who see the value and importance of keeping Jumbo wild.” Qat’muk is where the Grizzly Bear Spirit was born, goes to heal
itself, and returns to the spirit world. For Ktunaxa, Grizzly Bear Spirit is a unique and indispensable source of collective as well as individual guidance, strength, and protection. Qat’muk’s spiritual importance is deeply connected to its biological significance
for living grizzly bears now and in the future. The appeal will likely be heard in the British Columbia Court of Appeal in early 2015.

Letter: Less funds for RCMP after cuts Questions have been asked about reductions to the BC RCMP Provincial policing budget. I wish to provide the following statement for clarity. Significant progress has been made in recent years with respect to the police response to Organized and Serious Crime since the peak of gang violence in 2008/2009. It was due to the collaboration, partnership, integration, and solid police work by CFSEU BC and partner police agencies.
Our Major Crime Units have also remained dedicated over the years to resolve the current and historical missing and murdered cases in this province. Advancements have been made and investigative tools have been enhanced. I can confirm that after considerable dialogue with the Ministry of Justice and Police Services Division, they have confirmed a $4.2 million dollar reduction to our overall 2014/2015 Provincial
Policing budget. Prior to this budget reduction, the BC RCMP had initiated a number of service delivery reviews and measures to maximize the effectiveness of existing resources and realize efficiencies where possible. For example, the BC RCMP have significantly reduced the size of our fleet, adjusted shift schedules to better meet demand, reduced travel costs, found innovative solutions for lower-cost training, centralized administrative functions in our new headquarters, and more. Simply put, there are no further savings to be
found; and, any budget reductions mean that we have to reduce the size of the provincial police service. This reality was explained to the Ministry and to Police Services Division. After significant consultation with my Senior Management Team and the CFSEU-BC Board of Governance, I notified the Province that the budget shortfall would be reflected in cuts to the Combined Forces Special Enforcement Unit BC and to the Provincial Major Crime program. These units were identified as areas where we could manage the impact of the budget
shortfall, while maintaining their operations and ensuring that our front-line operations were not touched. I cannot, under the Financial Administration Act (FAA), spend more than I have. In order to make up the $4.2 million dollar deficit, CFSEU BC was cut by $2.8 million. This will impact the number of enforcement teams and will be achieved primarily by: reducing the number of Lower Mainland-based teams from six to five (12 positions), maintaining a vacancy pattern and reducing our assistance to partner agencies. Operational support
will also be reduced. However, to categorize this as a reduction to our commitment to targeting any particular Organized Crime Group or individual is wrong. Our efforts will continue. Within Major Crimes, a budget cut of $1.4 million was made and will impact the Special Projects/Unsolved Homicide/Missing Persons program. This includes the reduction of 13 full-time investigators within various projects. We remain committed to delivering quality police services to British Columbians. However, policing costs
money and we have less to work with. There will be fewer police officers available in these specialized areas tomorrow than there were yesterday. Our core policing services remain a priority. We will continue to work with our contracting partners and communities during this difficult fiscal environment. ~ D e p u t y Commissioner Craig Callens, Commanding Officer of RCMP in B.C.

Generations Playground Construction Closure
The Generations Playground, located at Western Financial Place will be closed for approximately 3 weeks starting on Monday September 8, 2014. The new surface, the first of its kind in the City, will provide better access for children who may have physical challenges. The City of Cranbrook and the Cranbrook Early Child Development Committee apologize for any inconvenience this work may create and appreciate the patience and understanding of our regular Generations Playground users.

Hugs: Big hugs to Bruce and Debbie for being so kind to visit my brother’s grave in Normandy, France. So appreciated! Slugs: To the people that insist on parking in front of the mall or other stores because you’re only going to be a minute. No, it’s because you’re lazy! Park in the parking lot like everyone else! These are lanes for emergency vehicles! Let’s hope one day there isn’t an emergency for you and help can’t get to you because of all the other lazy people who park out front!
Hugs: Thank you to our neighbors that noticed the lightening strike on our property and promptly moved to put out the fire. We most certainly live in a wonderful community and appreciate our neighbors. Gracious Jaffray resident. Hugs: To the awesome staff of 7-11 on Victoria & 2nd St N. Always greet you with a smile and super customer service!!
Slugs: To the people who took ATVs and ripped up a great local backcountry trail near Cranbrook. A nice meadow was turned into a mud-bog.
Slugs: To the powers that be for not informing customers on 6th Street N. on where they can access their mail when mail carriers were not allowed to deliver.
Hugs: To the people who put on First Saturdays this year in Kimberley. Awesome idea and lots of fun.
Hugs: To all the volunteers we had the weekend of August 23rd that helped out with the new Playground Equipment for Pinewood Elementary. Without all your help we would never have gotten it done. Also huge hugs go out to the businesses that donated food & drinks for the volunteers!
Hugs: Huge Hugs to all the evaluators & Parent liaisons for the Cranbrook Minor Hockey Tryouts. Not only do they take hours out of their own busy schedules but they deal with all complaints with a smile

Contact Michael O’Connor for a Personal Reading • 250-352-6871 sunstarastrology@gmail.com • www.sunstarastrology.com Tip of the Week: The September 8th Full Moon is also the Harvest Moon. While not as big as last month’s –‘Supermoon’is will appear larger than usual. Beyond the romantic or eerie, as the case may be, image of the Full Moon, Astrology celebrates the effects of the Moon related to the flow of emotion people feel. The‘influence’of the Moon on nature is a scientific given. It even goes as far as to prove that without the Moon, there would not be life on our planet, at least not life beyond microbes. Most people will agree that the Moon, especially at Full Moon exerts an influence on human behaviour. The police, fire departments and hospitals will often attest to this. Some people are more sensitive to the influence of the Moon and some less. This fact can be measured in their Astrology Chart. Some people are more‘lunar’some more‘solar’and some are a balance between the two and so come under the category of ‘soli-lunar’. Lunar types are the most effected and the influence is quite measurable. Yet, it is a subjective, emotional shift so one has to watch closely which is facilitated by following an Astrology Calendar to observe the subtle shifts unfolding as the Moon travels, changes signs and makes aspects to the Sun and planets. Since the planets are ever in motion as well, no two moments are ever the same, but there are patterns and guidelines one can follow. I am currently offering both a 1-Day Workshop and a 4-Evening Webinar that teaches you how to read and follow an Astrology Calendar. It provides both a practical tool that stands on its own that helps you to‘decide when’is the best time to do certain things such as host events, sign important documents or make expensive purchases or investments. It can also be used to measure the degree to which you are influenced by the Moon. This knowledge also provides a solid foundation for further studies in Astrology. If you are sensitive to the Moon, it can prove to be especially useful and explains and even tells you when you are likely to experience emotional highs and lows. If you are interested in either the Workshop or Webinar, please contact me for details and dates. sunstarastrology@gmail.com Mar 21 – Apr 20) The moment of transition has arrived. You have already been negotiating the shift from summer to fall. Even though summer still has two official weeks to go, September has a way of saying, ‘the party is over’. But you remain in play mode in some respects. A deeper and wider scope of creativity is implied. Is it time to weave more arts and culture into your life? Taurus (Apr 20 – May 21) When it comes to fun, you like to get down to business. This is both literally the case but also in terms of cultivating your talents. As the sign of ‘multiple streams of income’, you like to see returns from everything you do. You are extra committed to the future these days and this includes ‘inventions in the garage’ and other such behind the scenes innovations. Gemini (May 21 – Jun 21) Your focus is steadily turning to home. This includes creating beauty there. Cleaning and clearing the clutter is the first step. You may notice you feel like going the extra distance to sanitize and uplift the overall state of hygiene. Still, your social agenda remains active and you are glad for that. Cleaning and clearing at home may also inspire you to invite guests over. Cancer (Jun 21 – Jul 22) Some noticeable shifts close to home are affecting your career focus, and the other way around too. You are feeling determined to make a few key moves and investments to expand your lot. Yet you are happy to proceed slowly, to think extra carefully before you act. This includes doing your homework to decipher who is offering the best deal. Leo (Jul 22 – Aug 23) You are feeling the urge to get to work. Financial pressures and ambitions may be provoking your focus. Generally, you have entered an expansive cycle in your life. This implies entering new territory, literally and figuratively. Yet it remains important that you identify what constitutes your strength and power to leverage. Virgo (Aug 23 – Sep 22) You have entered a rather dynamic go-ahead cycle. Already negotiations are underway. You may still be in an experimental mode. This includes trying new angles and strategies. Establishing the ground of this new norm may take a while. So, be patient with your expectation on results and continue to build upon new foundations.
Libra (Sep 22 – Oct 22) Stepping out of the limelight for a while to get things done behind the scenes continues. Demands on your time and invitations to meet and greet will likely continue, so you will have to be diplomatic. For the sake of your overall health, take some time out. This way you will be rested when you need the energy most again…soon. Scorpio (Oct 22 – Nov 21) The time has come for more of your individuality to be revealed. This includes asserting a more independent stance. However, with your assertiveness levels at a peak now you are probably wise to exercise discernment and moderation. Trying too hard to change others and not shifting your own position could back fire, big time. Intend to advance, cooperatively. Sagittarius (Nov 21 – Dec 21) Cultivating a healthy lifestyle is an important feature of your destiny. This is directly linked to the importance of right vocation. Purely chasing the money trusting that the happiness will follow may not be a good idea. Stepping back and taking a philosophical perspective, aim for doing something you love or at least like. Above all, make your health a priority. Capricorn (Dec 21 – Jan 19) A busy cycle finds you covering a lot of ground. Meetings, correspondences, errands and a good deal of communicating are likely. You are seeking leads, contacts and facts to strategize your next series of moves. Aims to achieve these through social and cultural activities are likely and ideal. Do the mingle-elbowrub-hand-shake dance. Aquarius (Jan 19 – Feb 19) Sometimes it is all about what you know; other times it’s about who, and sometimes it is both, like now. Your ambitions are and have been steadily rising. Yet you may be realizing that it is not so ‘warm’out there, despite the weather. This is where revealing and brushing-up on your skills is implied. As well, be willing to get more training. Pisces (Feb 19 – Mar 20) Things are opening in your relationship life. Family gatherings are likely and ideal. You are in a playful and passionate mood and will enjoy engaging with others. However, there is reason to encourage you to be prudent and not too casual or cavalier. Do bring your heart to matters, yet also be willing to make those extra efforts that will make all the difference.

Submitted Parents of public school students 12 years old and under can register at http://bcparentinfo.ca/ to receive $40 per student for each day school is not in session due to the ongoing labour disruption in B.C. public schools. The Temporary Education Support for Parents (TESP) program is intended to help parents with the added cost of learning and supervision for the duration of the labour disruption. Parents and primary caregivers are eligible to apply. Primary caregivers can include stepparents, legal guardians, foster parents, host parents for international students, caregivers with temporary custody arrangements, and family members who normally care for the student, such as grandparents. To register parents and primary caregivers will need to provide the name, address, date of birth, school district number and school for each eligible student. Payment will be made by cheque in a single payment mailed to the address provided during registration. Most payments will be processed within 30 days after the month that the labour disruption ends. Payments for students attending kindergarten, and for students who are new to B.C. public schools, will also be made after the labour disruption ends, once enrolment for the current school year can be confirmed. Eligible parents will have four months from the end of the month in which the labour disruption is settled to register for the temporary education support. No new registrations will be accepted after this date. * For those without access to a computer, registration by paper form is also available by calling 1 877 387-3332 or 250 387-3332. * The payment will not impact other provincial support assistance such as income or disability assistance, child care subsidy, subsidized housing, MSP subsidies, or Fair Pharmacare. 1. Straighten Up! At the end of the season, it is important to get out in the garden to remove and throw out any diseased plant material. While composting yard waste is usually a good idea, you should not put any infected leaves or stems into the compost bin. The temperature in the bin might not be high enough to kill pathogens and diseases that could overwinter in the soil. 2. Get Messy! When you are looking at healthy plant material, leaving it in place for the winter months might actually be a good idea and time saver. Dead leaves and seed pods lined with frost can look beautiful and hold snow in place, protecting the crowns of perennials. Spent annuals will break down (partially) and feed the soil. 3. Ride the Green Wave. If you are looking for a lush lawn in the spring, you should give your turf some attention in the fall. Topdressing, overseeding bare spots or even seeding a new lawn are all best done in the fall. Now is also the time for weed control. The dandelions that will be in bloom in your lawn in the spring are there now in their immature form. Proper treatment now will weaken weeds and Mother Nature might help finish them off over the winter. 4. To Rake or not to Rake. Grass benefits from sunlight as long as it is still green, so getting those leaves off the lawn will make your turf happy. It will also prevent them from matting down and smothering your lawn in the spring. You can go ahead and forget about the leaves gathered in your flowerbeds. They actually make a great winter mulch and not having to rake and bag the leaves saves you time and energy. 5. A Cover-Up Operation. Adding a good two to four inch layer of mulch over the bare spots in your shrub and flower beds can help you cut down on the amounts of weeds you will have next spring. It will also help the soil preserve moisture and keep its temperature more constant through the winter months. This results in less stress and less chance of winter kill for your plants. So mulching not only looks good, it does good as well. 6. Healthy Soil = Healthy Plants. Fall is a good time to find out about the quality of your soil and add some organic matter. With organic matter, you increase a sandy soil’s ability to retain water and make a clay soil more crumbly. Digging in your compost is a great way to add organic matter. Cooler temperatures slow the decomposition process, so harvest finished compost from your pile in the fall, use what you can to enhance your garden soil and store the rest in a dry place for the spring to make room in the composter. 7. Plant a Tree! Fall is a great time to plant trees and shrubs. The ground is still warm, helping roots grow, but days are getting cooler, putting less stress on the plant. More rain will also help you keep the plants nice and moist, but you should keep watering as needed until the ground freezes. 8. Neat Little Packages. One of the easiest ways of creating a colourful and low-maintenance spring garden is planting bulbs in the fall. Bulbs for spring-bloomers such as daffodils, tulips and crocus, are compact little bundles with everything they need to grow next season. Just dig a hole, plant the bulbs according to instructions and settle down for the cold winter months, awaiting the spring show. 9. Plant the Seed. Some annuals, including sweet peas, pansies, ornamental cabbage and snapdragons, really don’t mind a bit of frost in the spring. You can sow seeds for them now and let them sit dormant through the winter. Any plant listed “hardy annual” in the seed catalogues should also do well with fall seeding. 10. Keep the Water Works Going. Until everything goes dormant, make sure your garden still gets enough water. Trees, especially evergreens, need to store water while they still can to help them fight off the cold, drying winds of winter.

With more than 1,000 km driven at a range of speeds, the real world consumption was 12L/100 km, close to the 11.4L/100 km official highway rating with the 6.2L engine. All the current Yukon models are equipped with a 6-speed automatic but the 6.2L engines will get an 8-speed this fall, with the 5.3L following next year. AWD is standard on all but the base model and these trucks can tow up to 3856 kg. Verdict The Yukon is winner on all trim levels. I could find no fault but it is pricey. Starting at $51,800 for the SLE or $60,960 for the SLT and $75,540 for the Denali, this isn’t a cheap prospect. However, the Denali offers most of the same features as the more expensive Cadillac Escalade but is more use-friendly and less expensive. zack.spencer@drivewaybc.ca The Lowdown Power: 5.3L V8 with 355 hp or 6.2L V8 with 420 hp Fill-up: 16.2L/11.4L/100 km (city/highway) Sticker price: $51,800-$75,540

Five of Ford’s oddest cars By Rob Sass
Multi-national Ford Motor Company has charted a quite conservative path through the years. Professional Installation Done Right Unique Windows is pleased to announce we have 2 of only 18 InstallationMaster installers in all of BC
■ No matter how much you spend on top of the line windows and doors, they won’t achieve peak performance if they are installed incorrectly ■ InstallationMasters certification lets you know that the contractor has installation experience and has been trained on the proper techniques. ■ There is a lot to know about properly installing windows and doors. Window manufacturers’ installation instructions can’t be expected to provide complete details on how to handle the hundreds of different surrounding walls and job site conditions found in the field. ■ All Weather Windows was the first manufacturer in Canada to adopt the InstallationMasters Program because we know that an incorrectly installed window or door cannot achieve peak performance and will result in numerous problems, leaving dissatisfied customers and ongoing service related problems.
So...avoid costly callbacks, improve energy efficiency, optimize time and energy and be a more satisfied customer
