Ready enters into talks as the BCTF mulls a truce in the strike

The province is asking for a truce to allow for a mediated settlement in the teachers’ strike. BCTF President Jim Iker has stated he requires union approval before a truce can occur.

by Jeff Nagel The province has proposed a two-week truce with striking teachers to at least allow B.C. schools to reopen as

scheduled next week while a mediated settlement is pursued.

The idea of a cooling-off period allowing classes to start while mediated talks pro-

ceed was put to B.C. Teachers Federation president Jim Iker by Education Minister Peter Fassbender and government negotiator Peter Cameron.

There was no deal between the two sides but both sides said progress was made in the 90-minute meeting Wednesday afternoon and mediator

Vince Ready was to begin exploratory talks Thursday.

The BCTF has not yet responded to the proposal but Iker indicated he needed union membership approval to halt picketing and urged full mediation to begin immediately.

Fassbender told Black Press he’s surprised and disappointed the union head wouldn’t quickly agree to a strike suspension.

“I had hoped, maybe unrealistically, that Mr. Iker was in a position to agree that there was nothing there that compromised their ability to negotiate with a mediator in the room, that we could see school commence on Tuesday so that students can learn and teachers can be paid,” the minister said.

“We are just asking them to voluntarily stand down and let classes start while the parties are in mediation.”

The B.C. Public

School Employers Association would also suspend lockout activity if the truce goes ahead.

Ready is only expected to enter full mediation if he decides the two sides get close enough to put a deal in reach.

Fassbender’s proposal also calls on the union to set aside potential grievances arising from the last court ruling on class size and composition, now under appeal by the province.

He said said that would leave the issue – potentially a liability of nearly $250 million a year for the province – to the court appeal.

Fassbender said setting aside the grievances isn’t a precondition for mediation but said he believed doing so would allow focused talks on the key issues – wages, class size and composition – and potentially get the sides into the settlement zone Ready requires.

Fassbender insisted government won’t legislate an end to the dispute.

“Legislation has been the pattern in the past and it has not resulted in stability. It has actually created uncertainty and instability and that’s why we are not prepared to do it.”

B.C. School Trustees Association president Teresa Rezansoff called on both sides to move from their positions to put students first and ensure schools open Tuesday.

She said the BCTF compensation demand must come closer to what other public sector unions have accepted and the government should plow strike savings into schools rather than redirecting it to parents.

“The money for the proposed $40-a-day subsidy for parents would be better spent on students in schools,” Rezansoff said in an open letter.

ICBC seeks a 5.2 per cent rate hike Jeff Nagel ICBC is asking regulators to approve a 5.2 per cent increase in basic auto insurance rates.

The public auto insurer said the rate hike would cost the average customer an extra $40 per year if approved by the B.C. Utilities Commission.

The rate hike is to take effect Nov. 1 on an interim basis while the BCUC reviews the application.

A previously approved 5.2 per cent rate hike that took effect in 201314 means drivers will soon be paying 10.4 per cent more than they did in 2012 for basic coverage.

Bodily injury claims hit $1.9 billion in 2013, up $73 million from 2012 and by more than $500 million from five years earlier. Legal and medical costs are also up.

Drivers’ rapidly growing use of cellphones and other personal electronic devices behind the wheel is one of the factors ICBC cited for

the rise in injury claims.

Distracted driving is the second leading cause of fatal car crashes in B.C. – killing 88 people a year – and is the leading cause of rear-end crashes that often cause injuries, spokesman Adam Grossman said.

A new campaign against distracted driving is to roll out in September.

Grossman was unable to provide details justifying why basic rates should be 10.4 per cent higher than 2012 when

the injury claim cost increase from 2012 to 2013 was only four per cent. The full rate hike application is to be filed Friday.

C o n s u m e r s Association of Canada president Bruce Cran said it continues a pattern of steeper increases in basic rates on which ICBC has a monopoly but more restraint on optional coverage rates where it must compete.

He also took aim at the provincial government’s continued raiding of ICBC coffers for

Tuesday is set aside for students to orient themselves, get a locker, meet their classmates, get their student ID cards, buy textbooks and have some fun.

Day and evening classes will start on Wednesday, September 3.

At the Cranbrook main campus, Manager of Campus Life and Athletics Cori Andrichuk noted, “The day kicks off at 9:30 am with a welcome and announcements followed by information sessions hosted by returning students that are geared towards helping students be successful at COTR. The afternoon will be a ton of fun with a free barbecue sponsored by President and CEO David Walls and the first annual ‘Program Wars’ event.”

“Orientation continues right through the week,” Andrichuk continued. “There are lots of activities scheduled for students and employees including Welcome Back Volleyball (with rumour of pizza and pop to follow) and a Pins ‘n’ Pizza bowling night.”

Spanking the brain out of the child

I am the father of a four year old child who is going through a period of defiance, back talk and using words she is learning from the world around her. Oh the frustration! As first time parents my wife and I are struggling with how to handle her. Do we ignore the back talk? Take away things she like to do? Use sugar as incentive to change?

Maintain a consistent routine? Not much of what we are doing seems to be helping. While I have never hit my child, the frustration of the experience has made me understand how a parent would reach a point of spanking to cope with the experience. The latest available data in Canada suggests that half of all of us parents in Canada spank our kids. For years spanking has been an ethical and parenting issue. Now, the evidence is clear that spanking harms our children long term, makes our kids more aggressive and creates kids with less self-control. Researchers have found that spanking at least once a month for more than three years reduces the amount of grey matter in the child's brain leading to increased risks of depres-

sion, addiction and other mental health issues. The scientists also found a direct correlation between spanking and performance on an IQ test. The more spanking, the lower the IQ. A study done in 2010 study in the journal Pediatrics found that spanking more than two times a month when the child was 3 is linked to higher levels of aggression when the child was 5. Grey matter in the brain holds the key to self control. The paradox is that parents spank their kids to try to teach them more control and spanking consequently reduces the very part of the brain that allows the child to learn self control. The leading researcher on this topic has done a review of all the studies on this topic and he reports that he did not find one study that shows that spanking helps the child in any way.

The evidence suggests that spanking only serves as an outlet for the parents anger.

As a parent of a four year old, it is up to me to learn to cope with my feelings of utter powerlessness and frustration in the face of a defiant child learning to navigate her world.

Letter: A rhyming explanation There’s no problem with education in BC today?

What is this nonsense I’m hearing you say?

The doors have been slammed, locked, and the lights have gone dim.

Let me explain why teachers are so melancholy and grim: We tell the government there’s no more room in our classes of 30, But they get pushy, cranky, and then they fight dirty!

They ram and cram and jam some more, Until not one more student could fit through the door.

Then they proclaim, “Okay, educate away!

Oh, what’s this? Oh, no, I couldn’t possibly stay.

Oh gosh, oh dear, now you want support in your room?

Nope...just offer extra help and assistance at noon.”

You see, some of our students are quite special and unique; They often need assistance to read, write or speak.

With EA support they may get what they need, But that support in BC is lacking indeed.

What Christy Clark and her selfish government want to do, Is strip special needs students of their specialist few.

They fill classes so full we can’t get to know or to teach our students.

This shows disregard for education, as well as imprudence.

They try to distract you from the real issues at play, By focusing on our ‘selfish’ requests for better pay, Which I will tell you are much lower than

Artists’ reconstructing reality show coming to Kimberley’s Centre 64 of nature it is, you get more even out of it.

Dan’s style of art came about from realizing that areas of a painting need not be made of solid lines or colours.

A dark patch could be a series of dots or other marks that still perform the function of shading but add something else as well.

A huge contributing factor which guides almost all of Dan’s line work was Ted Wallace’s intuitive painting course. The premise of intuitive painting is that you make a mark on your substrate, exam-

ine and react to it, and proceed without a lot of preconceived ideas.

What makes pen and ink work tricky and interesting is that whatever you do is mostly unchangeable.

These two artists together create a unique and spellbinding exhibition that engages the eye and mind in an adventure full of depth and meaning.

Submitted Two artists from Kootenay Lake B.C. exhibiting together showing acrylic paintings and ink line drawings that share a common thread—reconstructing reality through art.

Artists Leah Wilson and Howlin’ Dan share an overlapping vision in their art. Both take an ordinary image and break it down into smaller parts, each in their own way, and use these parts to tell

a deeper, different, and complimentary story.

Leah’s part of the show features recent acrylic paintings that explore a landscape made up of floating particles reflecting light and color, breaking down the subject matter into colorful symbolic images. The most common shape in her work is the square; she stacks a multitude of vibrantly colored squares against each other to create the whole piece.

This visual sensation she calls “Color Field

Vibration”. The textures and color combinations found in this series of paintings often inspires the viewer to touch the painting. Feedback suggests there are so many layers to explore it could take hours to take the journey.

Her recent works on exhibit are part of a series called “Freedom Flight” numbered in sequence of completion. The series takes on the idea of freedom using the flying bird as the symbol, creating a space full of birds

moving upwards for the viewer to experience.

Dan’s part of the show features his recent linear paintings and drawings. They are all larger images made up of smaller shapes, words, or images. These works are meant to be examined, the discovery of the various details making the examination a treasure hunt.

The pictures are an extension of, and a learning tool for part of his spiritual philosophy which is: “The more carefully you examine
