Garbage pile dumped near Kimberley Submitted
The Ministry of Forests, Lands and Natural Resource Operations is seeking information concerning illegal dumping that took place on Houle Road near Kimberley. Sometime between Aug. 8 and Aug 16., somebody dumped a quantity of dirt, wood, cement and garbage at the 1 km mark of Houle Road. The garbage included old computer keyboards, a Singer sewing machine, books and other debris. This type of behaviour affects everybody in the area, since it can damage our environment and it costs money to clean up the site. Anyone found dumping illegally may face substantial fines.

Ruts in the farmland changes road B.C. Views by Tom Fletcher The month-long Agricultural Land Commission consultation closed Aug. 22, and the B.C. government is compiling the feedback received from a province-wide tour and invitation to comment. I can’t tell you much about the official input. The consultation sessions were by invitation only, with no media allowed, and the submissions via website are also not public. I reached Agriculture Minister Norm Letnick as he was traveling around B.C. with his camper van, conducting his own meetings with farmers. He’s not saying much either, except that a summary of the findings should be made public in September as the government considers new regulations. The aim of this exercise is to consider relaxing rules around secondary farmland uses in the Interior, Kootenay and North regions, as well as food processing and retail sales of food and beverages on farmland. Also under consideration is allowing breweries and distilleries, as wine and cider production are now allowed, and relaxing rules to permit more off-farm products to be sold from farms. Letnick defended the 30-day summer consultation as adequate. It’s based on 11 questions developed with staff, farm groups and local government. He’s also not counting how many emails were stacked up by proponents or critics. “I’m not conducting

a plebiscite,” Letnick said. “What I’m trying to do is come up with the best balance of recommendations to make to government that can hold their own based on the idea and the potential positive and negative consequences.” NDP agriculture critic Lana Popham was more forthcoming. She was invited to the formal sessions, and also won’t talk about them directly. But she’s not backing away from her criticisms. The government is proposing to bypass the Agricultural Land Commission for several kinds of decisions, including subdivision for family use or into properties of 160 acres or more. “I think the general idea was that people trust the ALC to make that decision, and it should still go through the commission,” Popham said. “Actually the commission has been making those decisions anyway, and I think they’ve been quite fair when somebody applies.” She said farmers also aren’t sold on the notion of easing the rules for secondary businesses. “You will already find situations where there’s, let’s say a welding shop or something like that attached to somebody’s residence who lives on ALR land,” Popham said. “That sort of stuff has been allowed, but it’s always had to go through the ALC or some sort of process that’s been in place. This leaves that process out, and so I think that’s the problem people are having.”

She noted that nonfarm activities have a way of growing until they become the main business. A reader who attended the Kelowna session said even winery operators aren’t thrilled about the proposal to enlarge retail space and allow sales of wine or beer not made on site. He said “not one” participant there liked the idea of increasing industrial activity such as food processing or retailing. And he agreed with Popham that the ALC is doing a good job with subdivision applications. Popham also clarified the situation with the leased craft gin distillery on her own Vancouver Island farm. It started as a winery, and the conversion needed only local government approval because the production facility was already considered and taxed as light industrial. Victoria Gin has been a model for the government’s push to allow distilleries, breweries or meaderies on farmland. Given the B.C. Liberals’ love of liberalized liquor, I expect that change to go through.

Townsman Publisher Karen Johnston. “Albertans love our region and we want to ensure this product highlights the housing industry to potential investors and those considering relocation.” The publication features all the local listings in one convenient supplement, making it easy to find the property you are looking for. Local and Calgary distribution totals more than 33,000 copies of Real Estate Focus. This large coverage was important to the partners not only because of the economic benefits, but also because they want to show as many people as possible the beauty and opportunities of the region. “We really see this as an important product in the market,” said Kootenay News Advertiser Publisher Chuck Bennett. “We are happy with our first edition and expect it to only grow from there.” Real Estate Focus has been distributed locally in the August 21 Cranbrook Daily Townsman. Expect to see your Real Estate Focus distributed in the Kootenay News Advertiser on August 29. Contact Danielle Strom at the Kootenay News Advertiser to see your property in the next edition. The last chance to register for the annual Kootenay Rockies Gran Fondo is Sunday, August 31. With nearly 400 cyclists prepared to race on Sunday, September 7, this is expected to be one of the best years ever for the event. Minister announces accessibility grants Recently, the Honourable Candice Bergen, Minister of State (Social Development), highlighted Government of Canada support for six community projects aimed at improving accessibility for people with disabilities. The funding, which totals $140,723, is provided through the Enabling Accessibility Fund (EAF). “All across Canada and right here in the Kootenay Region in BC, we are improving accessibility for Canadians with varying degrees of abilities in their communities and workplaces to ensure that they can participate in and contribute their many skills to Canadian society. Through this fund, we are working together to achieve our government’s goals of job creation, economic growth and long-term prosperity,” said The Honourable Candice Bergen, Minister of State (Social Development) Recipients of the
grants include the City of Cranbrook (two projects), the District of Invermere, the City of Kimberley (two projects), and the Valley Community Resource Society. Funding received through the EAF supports projects aimed at improving accessibility. The cities of Cranbrook and Kimberley, the District of Invermere and the Valley Community Resource Society have all received funding to improve the accessibility of their facilities through projects to install automated doors and exterior ramps, lower sinks and counters, and widen doorways so that people with various abilities can participate in the lives of their cities. “Improving accessibility for people with disabilities is a priority for me as Mayor and for Council. I am so proud of the work that our city is doing to help the community and people with disabilities have barri-

On behalf of Council and the City of Cranbrook, I wish to thank those who have helped to bring these projects to life, and the federal government for providing financial support through the Enabling Accessibility Fund. This is an important step in the right direction,” said Wayne
Stetski, Mayor of the City of Cranbrook Minister Bergen also took the opportunity to reiterate the EAF Workplace Accessibility Stream call for proposals that opened on August 6, 2014. This stream allows small businesses to submit applications to receive grants of up to $50,000. Quick Facts see Accessibility page 12

Back to School & Registrations A new way to raise funds for your school As the school year begins, so does another season of raising money by bake sales, magazine drives and dancea-thons. Did you know, however, that there’s an alternative way to raise money? Crowdfunding is about raising money through Internet connections. It’s been used for everything from financing independent movies, to startup companies, to new mobile apps, to, believe it or not, potato salad. MyClassNeeds.ca, a young registered Canadian charity, helps connect deserving kindergarten to grade 12 classroom projects with interested donors through a crowdfunding website. Certified teachers in Canada working in publicly-funded schools, submit proposals through the website. Their proposals describe how the classroom project will benefit students’ learning and identify the resources required to achieve the outcome. Projects and resources could be anything from science equipment, art supplies, a trip to a spe-
cial exhibit, or any other resource that enriches learning. Once the project is posted, teachers and
project supporters use their own social networks (electronic or traditional) to encourage support for the concept. The concept is working. A special-needs kindergarten class in Edmonton raised enough money to build an indoor sensory room.

GRASSLAND AND RANGELAND ENHANCEMENT PROGRAM
Call for 2014 Project Proposals The Grassland and Rangeland Enhancement Program (GREP) provides funds to persons and organizations wishing to carry out activities on Crown Land that will enhance Rangeland and Grassland values. The Program is funded by the Columbia Basin Trust and administered locally by the Kootenay Livestock Association. The GREP is currently accepting project proposals for consideration for the remainder of 2014 and for the upcoming 2015 funding year. The over-riding purpose of the Grassland and Rangeland Enhancement Program is to maintain and/or enhance grassland resources while meeting conservation, environmental and recreational objectives. Some examples of projects funded to date under the GREP include rangeland fences, protection of wetlands, innovative gates and cattle-guards, restoration of damaged areas, interpretive and educational signs and invasive plant management. Applications are open to associations or societies, individuals, range tenure holders or partnerships across the Columba Basin Region. For more information, or to make an application, please contact The Kootenay Livestock Association located at 212 – 1525 Cranbrook Street North Cranbrook, BC V1C 4H7; E-Mail: kla@kootenaylivestock.ca or Phone 250 426 4315 or contact: Steve Byford, GREP coordinator at 250-919-9209, mailto:stevebyford86@gmail.com. Support available to hire a student Businesses and organizations around the Basin can once again get support to hire students through Columbia Basin Trust’s School Works program. Applications are available at cbt.org/schoolworks2014. The program provides a wage subsidy of up to $8/hour to encourage employers to provide part-time employment to full-time high school and post-secondary students during the school year. Small businesses and non-profit, First Nation and public sector organizations in the Basin may apply. Co-op and practicum student positions are eligible. The program is administered by College of the Rockies. The City of Fernie was able to take advantage of the program. It hired a Geographic Information Systems co-operative student
from Selkirk College’s School of Environment and Geomatics. The student helped City staff transform legacy engineering mapping and related databases into a new industry-standard system, a feat that would have taken much longer without the focus of a student. “Our [Co-op] student received on-thejob experience in her trained field and had the opportunity to be both creative and innovative. She has walked away armed with skills and insight that many local governments will need as they move forward in upgrading their mapping systems,” said Lisa Janssen, Engineering Technologist, City of Fernie. For more information on the School Works Program and to download the application form, visit cbt.org/ schoolworks2014.

Happy Labour Day! A brief history of Canada’s Labour Day Submitted Labour Day is a statutory national holiday celebrated throughout Canada on the first Monday in September. The September date has remained unchanged, even though the government has been encouraged to adopt May 1 as Labour Day, the date celebrat-
ed by the majority of the rest of the world. Moving the holiday, in addition to breaking with tradition, could have been viewed as aligning the Canadian labour movements with internationalist sympathies. Another major reason for keeping the current September date is that the United States celebrates its Labor
Day on the same day. The origins of Labour day in Canada can be traced back to a printer’s revolt in 1872 in Toronto, when labourers tried to establish a maximum 54-hour work week. At that time, any union activity was considered illegal and the organizers were jailed. Protest marches of over 10,000 formed in response. This eventually led to the Prime Minister Sir John A. Macdonald repealing the anti-union laws and arranging the release of
the organizers as well. The parades held in support of the NineHour Movement and the printers’ strike led to an annual celebration. The date was adopted in Canada in 1894 by the government of Prime Minister John Thompson. While some Labour Day parades and picnics are organized by unions, most Canadians simply regard Labour Day as the Monday of the last long weekend of summer. Families
with school-age children take it as the last chance to travel before the end of summer. Some teenagers and young adults view it as the last weekend for parties before returning to school, which traditionally begin their new year the day after. A traditional Labour Day event in Canada is the Labour Day Classic, a Canadian Football League event where rivals play on Labour Day weekend.

Home Improvement and Renovations There is nothing richer looking than real wood floors in your home Nothing can beat that good old classic for covering your floors: solid wood. Its attractive and distinctive finish provides a warm atmosphere
and creates a pleasant living environment. Although this type of flooring can be made from hardwood (oak, maple, ash, birch,
beech), softwood (pine and larch) is popular in old houses and is more affordable. You can also opt for exotic solid wood flooring, includ-
Construction Questions Bottom Line, What’s This Going to Cost Me? by Menno Dueck If you’re a follower of renovation reality shows, the “Bottom line, what’s this going to cost me” question is asked, oh maybe a dozen times or so in 30 minutes. This question is almost always followed with “and how long will it take to get it done?” While these shows are great fun from a before and after perspective, the harsh reality (pardon the pun) is there are now homeowners who, after logging 5,000 hours of “Buy it, Fix it, Sell it” are under the delusion they have graduated from SHGTV (School of HGTV) with a double major in Construction and Estimating; all from the comfort of their own home.
Tina bought a house from Ian, a recent SHGTV grad. She fell in love with the granite and stainless steel for sure; the basement family room could easily have been a contender on Disgusting Dungeon to Designer Dream; and the master closet organizer gave her plenty of room for her 253 pairs of shoes. As a Reality Show Apprentice, Tina had oodles of construction confidence and decided to turn Basement Bath into Spa Retreat. With sledgehammer in hand, eye protection on, she trashed and bashed for at least 5 minutes, took a commercial break, and returned wondering why the project wasn’t at least 50% complete by now (did her favorite Reality Show
lie to her?). And what’s with the moisture under the floor and those exposed electrical wires? Apparently Ian had missed the classes on What Not To Do and simply made the problem go away by using the old Cover It Up technique. Real Contractor found a crack in the foundation where water had been seeping for years. The crack would need repair and bathroom and family room floor removed, dried out and rebuilt. Real Electrician traced the exposed (and live) wires back to an overloaded junction box in the family room ceiling, definitely not safe and not to code. With her Spa Retreat and Designer Dream family room in a shambles, Tina decided to hang up her Reality Show Apprentice hat to become a Reality Show Couch Potato and hired a Real Contractor. “Bottom line, what’s this going to cost me” and “how long will it take to get it done?” she asked. “I should have a quote for you by the end of the week and a schedule once I’ve talked to the excavation company, my electrician, plumber, drywaller, painter and floor layer” Real Contractor replied. Hmmmm, Tina thought, no ‘off the cuff’ quote and they can’t start today….maybe this is Reality. Past articles can be found at www. dueckenterprises.com/blog.

Solid wood floors can be dyed to match your decor and coated with linseed or tung oil. Polyurethane gloss, satin, or matt varnish

The Kootenay ICE continued to participate in the ALS Ice Bucket Challenge, with both General Manager Jeff Chynoweth and Office Manager Sara Jerke accepting nominations outside Western Financial Place in Cranbrook. Just before getting drenched from above, Chynoweth made sure to nominate Dean Chynoweth, Garnet Kazuik and Dallas Thompson to get a similar treatment. After all, fair is fair. The video of the ICE general manager getting soaked from above and more Kootenay Ice news and information can be seen on the team’s website at www. kootenayice.net.

Shine the Light on Shingles
Over the last few months I have learned first hand things about shingles that I didn't learn in naturopathic medical school. It had always been my understanding that the main cause of a shingles outbreak is the weakening of the immune system whether by age or by increased stress levels. It turns out that the virulence of the specific strain of varicella zoster (the virus that causes chickenpox and shingles) has as much to do with an outbreak as immune function. I have also learned first hand how painful a shingles outbreak can be. There is nothing like a practitioner having first hand experience to increase compassion and understanding for what a patient is going through. Shingles is caused by a reactivation of the virus you got when you had chickenpox. After chickenpox, the virus quietly lives in base of your nerves where it causes no harm at all. 95% of us have it. As we age (depending on the health of our immune system, our stress levels, our nutritional status, and the strain of the virus we have), the virus is
more likely to grow again and when it does it travels down the nerve it lives in where it comes out on the surface of the skin causing mild to severe pain. On occasion the pain, called post-herpetic neuralgia, is severe and lasts for months or even years. Laser therapy has been shown to be an exceptionally effective treatment for this pain. Laser does two things: first, it acts as a nerve block and immediately reduces pain. Second, it stimulates the cells in the damaged nerve to heal more quickly. Laser has the ability to stimulate the healing and repair mechanisms in the cell, reducing pain and shortening the duration of the nerve irritation. A typical patient needs to be treated 3 times weekly for two weeks, tapering treatment frequency thereafter based on how the person responds. Most patients, based on the research done to date, recover completely and do not relapse. Laser therapy for shingles is a safe and effective adjunctive or alternative therapy to pain medications.
