Cars, trucks and buses began crossing the new Mufford Overpass in Langley on Monday.

There was no ribbon-cutting to mark the occasion, only the lifting of traffic barriers and the activation of new traffic lights to guide drivers.

The Mufford Crescent level crossing has been closed.

The 3.9 kilometre $52 million Mufford project is the last of five overpasses to open in Langley and eastern Surrey as part of the $307 million Roberts Bank Rail Corridor that includes eight overpasses and one railway siding.

A man once dubbed the “Falconridge rapist” in Calgary will learn his fate for a crime committed last June in Langley City.

Andrew Aurie Jefferson, 28, will be sentenced Aug. 26 and 27 in Surrey Provincial Court for the violent carjacking of a woman in Langley City on June 8, 2013.

He pleaded guilty to one count of robbery in that crime, but still faces charges of uttering threats,

possession of property obtained by crime, assault causing bodily harm and assault with a weapon.

The judge has set aside two days for sentencing.

He is accused of approaching a woman with a knife and demanding the keys to her car. He was arrested just minutes later a short distance away, in the woman’s car.

He was dubbed the “Falconridge rapist” after he sexually assaulted two women at knifepoint and assaulted another in Calgary in 2006.

He served time for those crimes and when released from jail he relocated to Surrey in 2011, much to the outrage of the mayor. Others who were outraged started a Facebook page warning about Jefferson.

Earlier this year, Jefferson was found not guilty of sexually assaulting and choking a teen in Surrey in 2012.

During the trial, the alleged victim told the court she had met Jefferson on the online dating site Plenty of Fish in late 2012, when she was 17.

She is now 19. Her identity is shielded by a publication ban.

The jury in the Surrey case was not privy to details of Jefferson’s past convictions or current charges.

Cheung acknowledged that the City has had recurring problems with one of its two aeration pumps at Brydon Lagoon frequently shorting out.

Extensive repairs have been carried out on both pumps, but area residents have complained about the noise they generate and so the City is looking at replacing them with quieter models this winter, he said.

“We’ve done a lot (to improve the lagoon) and we will continue to do so,” Cheung said.

Brydon Lagoon, which was constructed more than 50 years ago as a sewage settlement pond, before being decommissioned in the mid-1980s, has an average depth of 1.25 metres. It was never intended to support a fish habitat, said Cheung.

Fish came to be living in the lagoon because they were either released into the water illegally or were deposited by a flooding Nicomekl River, he added.

While the City has no plans to stock the lagoon, it will continue to maintain it as a viable habitat for the existing fish which draw large flocks of migrating waterfowl each year.

“We fully agree that the lagoon is a gem in the City, and we’re just as concerned (as residents) with the fish kill,” said Cheung.

While Langley Field Naturalist Bob Puls agrees that high water temperatures are to blame for the massive fish kill, he believes low oxygen concentrations also played a roll.

It was a situation that could have been avoided, he said, if the lagoon had been dredged as the LFN has repeatedly requested.

“We’ve been pushing them for years.

They’ve tested it, and come up with excuse after excuse.”

A lagoon, like a septic tank, fills up with solid waste and must be cleaned out regularly, Puls said.

“The water level is less than half what it was when the Langley Field Naturalists became involved.”

One toll bill for both bridges, starting Sept. 1 Crossing the Golden Ears and Port Mann Bridges will become simpler for drivers, starting Monday, Sept. 1.

On that day, drivers will begin to receive one TReO bill for both bridges. The new TReO combined bill means one less bill for drivers to pay and guarantees eligible customers the best rate on both bridges. Until now, drivers who were registered for the Golden Ears Bridge, owned by TransLink, had to have transponders in their vehicles to get the lowest rates.

Ears Bridge for passenger cars is $3.05, and registered drivers without transponders have been paying $3.60. Those rates were adjusted upwards on July 15.

Port Mann Bridge passenger car drivers pay $3 per crossing if they have a TReO decal.

Most TReO customers are already set for combined billing. All they need is a TReO account, a payment method on file, and a TReO decal installed in their car and they’ll start seeing their Golden Ears crossings show up on their TReO bill in September.

If they’re missing any of these things, they can contact TReO to register, update their account or order a decal.

Golden Ears Bridge drivers will be able to manage their crossings through their TReO account. Their trips will be listed by bridge and by vehicle so it’s easy to see when and where they crossed.

The toll systems on the Port Mann Bridge and the Golden Ears Bridge have worked together since the new Port Mann opened in December 2012, but combined billing adds simplicity and convenience for driv-

ers. Combined billing is a new and efficient way to reconcile tolls between TReO and Quickpass, and keeps operating costs low for both organizations.

Each bridge will continue to have different toll rates, vehicle classifications, and promotions. Drivers who receive a Golden Ears bill from Quickpass will pay their bill to Quickpass. Lower Mainland real estate prices have hit new all-time highs, at least for detached houses.

The benchmark price of single-family houses tracked by the Real Estate Board of Greater Vancouver climbed to $980,500 in July, an increase of 6.5 per cent from a year ago.

Attached homes were up 3.4 per cent year-over-year to $472,400, while condos were up 2.2 per cent to $376,500.

Benchmark prices show the shifts of a typical property and exclude the most expensive ones that can skew average prices much higher.

The Fraser Valley Real Estate Board (FVREB), which includes Surrey, White Rock, Langley, Abbotsford, Mission and North Delta, reported a benchmark detached house price of $568,300 in July, up three per cent from a year earlier.

But townhouses in the Fraser Valley were up just 0.2 per cent to $298,500 and benchmark condo prices have fallen 3.6 per cent from July of 2013 to $194,700.

“Our market has fully recovered from last year’s slump and has returned to what we typically see in the Fraser Valley, which is a steady, consistent market,” said FVREB president Ray Werger.

He said upward pressure on prices has been seen in areas such as White Rock, South Surrey, North Delta and Langley.

He said condos are “a different story” — they dropped as much as 16 per cent in Abbotsford over one year — but now offer “tremendous opportunities for buyers.”

Condo prices have also dropped 18.6 per cent in Squamish,14.7 per cent in Whistler, and 2.2 per cent in Maple Ridge.

The strongest one-year gains across the Lower Mainland have been for detached houses in Vancouver (up around 10 per cent), West Vancouver (up 9.3 per cent), as well as condos in east Burnaby, which are up 11.7 per cent.

The strongest gain in detached house prices in the Valley has been the 6.6 per cent one-year increase in White Rock.

Nowhere in the Lower Mainland have house prices beaten the oneyear gain of the Canadian stock market to this point. The TSX composite was up 22.5 per cent over one year as of the beginning of August and 45 per cent over five years, a mark beaten by real estate in only two Vancouver-area markets.

Train traffic expected to reach 38 per day by 2021 FREIGHT TRAINS WILL BE UP TO TWO KM LONG From Page 1

The new crossings are supposed to accommodate increased train traffic along the 70-km stretch that connects Roberts Bank, which contains Canada’s largest container port (Deltaport) and coal terminal (Westshore) to the North American railway network.

The tracks currently carry up to 18 trains per day, many of them more than two kilometres long. That traffic is expected to increase to 28 to 38 trains a day by 2021.

Work continues on the roads to and from the new Mufford Overpass, including the widening of approximately 1.3 km of Highway 10 (Glover Road) from two to four lanes and redirecting traffic from the Willowbrook commercial area.

At present, southbound traffic on Highway 10 (Glover Road) is able to make a right turn onto the overpass to access Mufford Crescent. Highway 10 through traffic remains on Glover and must cross the railway tracks at grade, on the Langley Bypass.

Eastbound Mufford Crescent traffic is able to get onto Highway 10 after crossing the overpass. A traffic light has been installed at the intersection.

The project also includes widening of 64 Avenue from Glover Road to 216 Street, and new traffic lights at 64 and Glover and 64 and 216. That portion of the project is complete.

About half of the money for the Mufford crossing, $24 million, comes from TransLink.

The rest come from the province ( $12.5 million), the Township of Langley ($9.3 million), the federal government ($3.1 million) and Port Metro Vancouver ($2.1 million).

Eventually, the Langley project is supposed to include a high-tech rail crossing information system using electronic billboards to alert drivers to avoid level crossings and re-route to the overpasses when a train is passing through.

The 196 Street and 54 Avenue overpasses were officially opened in June, and the 192 Street overpass opened several weeks later. Work continues on that project as well, particularly along the access roads.

Recently, a senior official from Port Metro Vancouver indicated the new rail overpasses may not be enough to handle future increases in train traffic through Langley.

Cliff Stewart, vice-president of infrastructure delivery at Port Metro Vancouver, told Township council when the new overpasses were designed, about 10 years ago they were engineered to handle all expected future expansions in port capacity, including the creation of a new terminal 2.

But the capacity of both the existing Deltaport and the planned new terminal have grown above that forecast, Stewart said.

Stewart said studies are underway to see if more construction will be required.

Hall says “the City can’t afford to continue spending this capital on projects more driven by regional or provincial promotion than local need, or on projects that are more “cosmetic” than “functional.”

“There needs to be greater scrutiny of re-bricking projects, $9,000 wayfinding stick street signs, $30,000 for six downtown benches and $95,000 curb bulges at one pedestrian crossing on Fraser Highway.”

At the same time, Hall is asking voters to elect a council majority more receptive to ideas and budget amendments intended to curb the compounding annual tax burden on City residents.

“It took four years to bring around both staff and council to the establishment of an operating reserve from surpluses generated from over-taxation.

This year, the City was able to reduce overestimated expense budgets and that should have resulted in many

thousands of dollars in reductions,” he says.

But his frustration continues, as the council majority continues to routinely reject his H A LL proposals, including investigating the use of traffic fine revenues, targeting mayor and council annual pay increments tied to other Metro municipalities, reconsidering the magnitude of the recently-introduced infrastructure levy, and considering a rebate on overcharged garbage and recycling fees.

Hall welcomes fresh ideas that new candidates might bring to the table and looks forward to mentoring some of them.

He says a sustainable future necessitates not only securing major capital funding, but as importantly, standing up against the significant downloading of costs from senior levels of government.

Hall, politically independent and completely self-funded in his campaign, cites such examples as the costs of reduced ambulance service and the impact on medical service calls attended by local fire rescue and the unfair application of new school site acquisition

fees on the City.

He says these serve to inhibit rather than promote residential growth.

While the surrounding Township grows at a remarkable rate, the population of the City remains relatively static and continues to age. Recent competition in the condominium market has resulted in a slow-down of multi-family projects in the City and there is little unoccupied land in the City’s four square miles to allow new single family homes to be built.

For the City to be sustainable, Hall believes that there needs to be a renewed energy devoted to refreshing the housing market — affordable townhouses to attract young families and seniors wishing to downsize and incentives to renovate existing housing stock.

To attract this growth, Hall says the City must have some clear priorities.

He wants to see the $14.3 Timms Community Centre to completion. Following the three-year delay and failure of the “community hub” concept, Hall has actively participated on the build/design committee.

“This project has now been adequately scoped to include the gym/fitness and community arts components that have been sorely lacking in this community for generations,” he says.

Another priority has

to be a genuine recognition that feelings of concern about safety and security downtown must be addressed.

“It’s not simply hiring more police — the City already has one of the highest police to population ratios in the Lower Mainland.

It’s about deployment of these officers with an effective street presence, it’s about effective use of regional integrated teams, and it’s about the province addressing issues of poverty, addiction, and mental illness.”

Citizens of Langley City need to be better served by a transportation system that recognizes the needs of South of the Fraser communities, he says.

He also wants a revisiting of Master Transportation Plan recommendations that provide little resolution to 200 Street gridlock that is only going to get worse.

He also wants the cultivation of a healthier environment, to promote “green” sustainable building initiatives, to aspire to the conservation of environmentally sensitive areas, and to acquire parkland and cycling/ pedestrian enhancements.

Hall, a 32-year resident of the City, has served 19 years on the Advisory Planning Committee, 16 years on Parks, Recreation and Environment and nine years on the Langley School Board,

The B.C. government has launched a new website to prepare parents for a possible continuation of the teacher strike after Labour Day. The website, bcparentinfo.ca, promises the latest bargaining updates on B.C.’s festering teacher dispute, and will act as a portal for parents registering to collect $40 a day for each child under 12, if the strike drags on into September.

It also offers links to online learning resources from school districts, which have proliferated in recent years.

Talks have continued under a media blackout since mediator Vince Ready met the two sides last week.

“Mr. Ready agreed to monitor the situation, and to resume exploratory talks or commence full mediation when he believes it will be productive,” the B.C. Teachers’ Federation and B.C. Public School Employers’ Asso-

Since Cascades Casino opened in 2005, the City has received around $53 million in gaming revenue. It has been used to retire debt and pay for capital projects.

Brydon Lagoon is equally deserving of a share of that cash, said Puls.

“They call Brydon Lagoon the jewel of the City. It’s not much of a jewel if you let it fill into a swamp.”

The final report of the Transportation Safety Board (TSB) into the Lac-Megantic rail tragedy, which killed 47 residents of the quiet Quebec town last July, is a damning indictment of both Transport Canada and the poorly-run Montreal, Maine and Atlantic (MMA) Railway. Together, their indifferent attitude towards safety led to what the TSB report describes as 18 “factors” which came together to create the horrific tragedy.

While the most egregious inattention to safety rules and practices was on the part of the company, which seemed interested only in profits and had little commitment to the communities which its rail line traversed, the federal agency was deficient in a number of key areas.

One is that it did not follow through on many occasions, after inspectors had cited MMA for various safety issues.

Another is that it did far too much checking for “compliance” verbally, instead of in person. A third is that the government department has left far too much of the responsibility for compliance with safety rules solely up to the railways. Thus how they are managed is a key factor in how safe they are. Transport Canada is a mere onlooker.

Transport Canada was cited by the Auditor General in November, 2013 (after the tragedy) for not having a proper audit approach to ensure that railways were managing safety risks and complying with safety requirements.

If railways were operating in a vacuum and not interacting with citizens, municipalities and vehicles every minute of every day across Canada, leaving all responsibility for safety up to the railways might be justified.

Here in Langley, it is easy to see how much of an impact railways have on everyday life.

When longer and longer trains block crossings for three to five minutes each time they pass; when lengthy coal trains can begin detouring over a seldom-used rail line with minimal notice; and when the various levels of government, the port and the railways combine to spend more than $300 million on a series of overpasses, it is obvious that railways in this community have a huge impact on citizens.

If they operate safely, that impact may be annoying, but it won’t be devastating. That was not the case in Lac-Megantic.

MMA made it clear, by operating one-man trains loaded with a highly-flammable type of crude oil, and then leaving such trains parked on its main line on a steep grade above Lac-Megantic, that it did not care. The train at the centre of the tragedy was improperly secured, with not nearly enough hand brakes to hold it, and there was no derail device on the tracks that could have stopped it before it built up any speed. An engine fire, which caused the air brakes of the locomotive of the parked train to shut down, didn’t even draw any follow-up from MMA. MMA’s response to the disaster was to go bankrupt and thus be absolved of any liability for the tragedy. The federal government has yet to do anything of substance to make its former owners take even a small bit of responsibility for their company’s actions. Instead, Canadian, Quebec and Lac-Megantic taxpayers are paying the costs.

Transport Canada has brought in numerous regulatory changes since the crash. One of the most important is a phase-out of the DOT 111-type tank cars that split open and spilled their contents in Lac-Megantic, creating the fireball that killed so many.

However, it needs to change its culture and become much more hands-on in regulating railways. It’s a similar theme to what is being said about the Mount Polley tailings pond spill — where are the inspectors, and how often is there actual enforcement of safety regulations on-site?

To their credit, the railways in Langley have a good safety record and all three of them — Canadian Pacific, Canadian National and Southern Railway of B.C. — have a strong emphasis on safety. They need to take a stronger role in demonstrating that to the community, in particular local governments and first responders, but also citizens at large. Rail transport is a vital and important part of economic activity, but it must be conducted with a “Safety First” attitude at all times.

Safety first, then restoration Editor: Re: “Many questions about Mount Polley tailings pond disaster,” (The Times, Aug. 11).

The B.C. government’s immediate priority is to continue working together with the Cariboo Regional District to address the breach at the Mount Polley tailings pond, to test local water to determine if it is safe for drinking and household use, and to ensure the safety and well-being of residents.

Once the initial response to the incident is over, government will shift its focus to overseeing any long-term remediation and restoration of the environment needed, which will include ensuring that long-term water quality monitoring is in place.

The cause of the breach is still unknown; however, the Ministry of Environment’s Conservation M A RY P O L A K Officer Service is already leading the investigation, assisted by Environment Canada, Fisheries and Oceans Canada, and the RCMP. Investigators from the COS have been at the Mount Polley site since Aug. 4, conducting interviews and collecting evidence.

The COS is the primary natural resource law enforcement agency in B.C., and specializes in commercial, environmental and industrial investigations. Conservation officers are Special Provincial Constables under the Police Act with a wide range of powers associated with the designation.

The COS has full authority to handle investigations independently and forward recommendations for charges directly to provincial Crown counsel.

In addition, the Inspector of Mines and other government agencies are undertaking a comprehensive investigation to determine causes for the breach. This will take several months.

Lessons learned will be applied to other mines in the province as appropriate.

Brydon Lagoon needs protection Editor: I have written a letter to Langley City council about Brydon Lagoon: Dear Mayor and Council: We are writing regarding the fish kill at Brydon Lagoon. On the long weekend, there were thousands of fish who died, many who had partially or fully disintegrated in the water by the time that LEPS students were able to clean up the Lagoon the following week.

It is very important to have fish in the lagoon for migrating waterfowl who come from fall to spring each year, and for eagles, osprey, herons, etc. who are here year around. Without fish, the birds will have nothing to eat, as evident now as the eagles, herons, and osprey have all left since this took place.

City administrator Francis Cheung has said the City does not stock fish in there, yet if the City does not help with ensuring there are fish, there will be a loss of habitat for the migrating waterfowl and the other birds. The pond management report says “The Ministry of Environment considers this area a major flyway for migratory waterfowl moving between Boundary Bay and the agricultural lands of the Serpentine and Nicomekl River floodplains.”

What are some options to save the lagoon?

The lagoon is extremely shallow. The pond management studies from March 2013 state the shallow areas are 0.06 metre in depth and there is a maximum depth of 1.2 m in the centre. Currently the shallow areas are considerable less than this, at least in the areas that are easily visible from the shore. They may be just eigth inches deep.

We know that the option of dredging the lagoon is very expensive, but this could possibly be the only long-term solution towards saving the lagoon. The provincial government has contributed 50 per cent towards other lakes in the area that have gone with this option (Burnaby Lake, Southmere Village Pond in South Surrey, the plan for Beaver Lake in Stanley Park).

Cheung is quoted as saying the lagoon cannot be dredged due to the contaminants in it. However, a letter from Dhillan Consulting dated Aug. 13, 2012 states “There is little or no

evidence that these silty clay and organic soils are contaminated with metals originating in urban runoff, as the overlying soft organics apparently are. If they are not, then the pond could, in principle, be deepened by excavation of these soils, without the necessity for off-site disposal or treatment at an approved facility.”

If this is accurate, it could be a considerable cost savings regarding dredging costs.

We are aware that Len Walters has been working on the broken aerators and fountains. The aerators have only been functioning approximately 25 per cent of the time this summer. They are fixed and only work a few days and stop again. The newest aerator that was recently replaced on the east side is extremely noisy. I’m not certain it would pass the City’s noise bylaw. Walters said when this aerator/fountain was replaced this year, the company was supposed the send the same aerator, but it is definitely not the same.

The lagoon needs proper aerators that are powerful enough for the entire lagoon to keep the water oxygenated.

That might mean it needs more than the two that are presently there.

If you want the aerators to be pleasing to look at for pedestrians, the fountain type of aerator that is on the west side of the lagoon provides an aesthetically appealing look (and is not too noisy). The lagoon could have one fountain aerator for visual effect and other smaller aerators that are only for functional purposes. The aerators were never addressed in the pond management study, a major oversight.

Many more people are using the lagoon as a place to walk, take photographs, bike (you have to walk your bike directly around the lagoon), sit on the benches, feed waterfowl, and use their binoculars. The city has a spectacular trail system connected to the Nicomekl River pathway and into High Knoll Park in Surrey that we all can enjoy.

We hope you will consider adding to the funding necessary to keep Brydon Lagoon functioning well for our future.

Education privatization possible Editor: These are my thoughts on the teachers’ strike.

The BC Liberal government is doing every thing it can to harpoon the public education system in B.C. Why? Let’s say there is a new corporation setup by a bunch of very close friends and donors to the Liberal Party. Then let’s say the new corporation is called The BC Education Group Inc., and the government helps the new company lease or acquire public schools.

Now if you want your kids to get an education, you have to enroll them in one of the new corporate private schools.

The government will give a small payment to each family to help defray the cost. They are already talking about doing this in the fall.

They are so nice to the parents of B.C. kids. This mediocre payment will not continue after the next election. You think education is expensive now, you haven’t seen anything yet.

Meanwhile the corporation will never pay for the schools

they acquire, but somehow property title will end up in the corporation. The company value will rise immediately as will the shares.

Now the school and education debt is off the government books and the budget can be balanced. Think of the BC Rail sale.

The law says the government must pay for a child’s education so funds will flow into the corporation, as they do now to the private schools.

This is perhaps not a bad thing, as the education cost to the taxpayer will be for the legally-required education portion and not the infrastructure, the schools themselves.

The parents will pay that part to the corporation.

The teachers will now work for a private company, or they won’t. It will be a very sad day for B.C. JOHN WINTER, LANGLEY

As Black Press and our local publication the Williams Lake Tribune reported before and after the incident, the mine reopened in 2005 after a four-year shutdown and was expanding its operation, including the tailings pond. Rising metal prices helped put 380 unionized employees plus management back to work. Most are now working on rebuilding the tailings dam and cleaning up the spill site.

Imperial Metals applied earlier this summer for an increase in water discharge, and was waiting for B.C. government approval at the time of the Aug. 4 dam breach. This was to be the second amendment to a water release permit issued when the mine started up in 1997.

It has had a surplus of water due to rain and snow accumulation since it opened (under an NDP government, for those who want to turn everything into a political corruption story).

The reason water release has been allowed is that in the absence of acid-producing rock, metal contamination of water is minimized. 25th anniversary memorable at Campbell Valley Park

The 2014 Campbell Valley Horse Trials took place on Aug. 15, 16, and 17. It was the 25th anniversary of the Campbell Valley Equestrian Society, which puts on this event. A large crowd was in attendance.

Horse people and their equine friends from the B.C. Interior, Vancouver Island and the Lower Mainland were there, and they enjoyed perfect weather for the event.

The first day was dressage, with 185 horses and their riders entered. They were judged

by Isabel Reinetson and Larry Brinker, in the immaculate riding rings.

On Saturday, the cross country event took place, in the huge grass area of Campbell Valley Regional Park. There were many beautifully-built jumps soaring down to 16 Avenue, from the 208 Street entrance to the park.

I have never seen so many new ones. They were painted, with flowers in front or nearby.

When presented with the opportunity to combine her passions for art, the C.S. Lewis book series, The Chronicles of Narnia and supporting those who give back to the community, Kwantlen Polytechnic University (KPU) student Alyx Essers knew she had to take it.

For a month, the final-year fine arts student painted a room at the Langley Hospice Society floor-to-ceiling with imagery from the famed series, turning it into a family space for reflection and escape, where kids could just be kids.

“I wanted this room to be a place of dreams and imagination; a space for relaxation and meditation,” Essers explained.

“It’s meant to serve as a space that provides a chance to escape and reflect. I wanted it to be a place for emotional and psychological healing.”

Essers’ painted murals was scheduled to be unveiled last Thursday at the Langley Hospice Society’s annual garden party fundraiser. Nicknamed ‘The Narnia Room,’ Essers developed the concept with peer Tessa Nickel as part of their art practice in the community course.

Led by KPU fine arts chair Kira Wu, students in the class each choose a self-directed project that combines their artistic interests with the needs of community organizations.

Essers had several options to choose from — but being able to share the fantastical world that inspired her as a child with children who could “really benefit from having this dream world available” was the right fit.

“I felt that the opportunity to work with the hospice would be an excellent chance to witness the amazing and beneficial work they do for their community. And the fact that creating a mural would mean the world to the kids who spend time there was just a cherry on top,” she said.

Walnut Grove Community Centre: Aquatic Hours for September Each year, aquatic facilities at the Walnut Grove Community Centre are temporarily shut down for maintenance.

While the closure usually occurs immediately after Labour Day, this year it will be delayed to accommodate the 2014 BC Seniors Games.

The Township of Langley is proud to host this competition, which will see events take place in various facilities throughout the community.

The aquatic facilities at the Walnut Grove Community Centre will remain open to the public from Tuesday, September 2 until Saturday, September 13, at 6pm.

The 50 m pool, leisure pool, adult hot tub, therapy hot tub, sauna, and steam room will then close for maintenance from Sunday, September 14 to Sunday, September 28 inclusive.

The pools will reopen at 6am on Monday, September 29.

Other areas of the Centre will remain open during this time.

GVHBA to hold Fall Home Renovation Show in October

If renovations are on your to-do list, you can’t miss the Greater Vancouver Home Builders’ Association Fall Home Renovation Show on Saturday Oct. 4 and Sunday Oct. 5 at the Hard Rock Casino Vancouver Theatre in Coquitlam.

The popular Ask a Pro booth will be onsite and providing one-on-one consultations to homeowners looking for help in planning their renovation. The consulations are first come, first

serve and signup will take place at the show.

The show focuses on providing homeowners with professional information about all aspects of home renovations, and will include booths for contractors and renovation products and services, as well as information seminars.

“Advanced planning and working with experienced professionals will be your best protection,” says GVHBA CEO Bob de Wit. “Considering you are renovating one of your

greatest investments, your home, it makes sense to only work with the pros.”

De Wit notes that Metro Vancouver homeowners will spend about $3.8 billion renovating their homes this year, making it extremely important to hire a professional RenoMark renovator.

Finding some old-fashioned family fun at The Tides

Everyone has fond memories of their childhood summer vacations, spending time with family and friends and playing outside for hours. Now it’s time to make more of those memories with The Tides, just minutes from the Canada-U.S. border in Birch Bay, Washington. Canadian families have been coming to Birch Bay for generations: for the beach, the weather, and the cheap price of real estate.

“At The Tides, you get the best of both worlds,” says Chris Hughes, a local RE/MAX broker who grew up in West Vancouver and a partner in Compass Point Project Marketing.

“It’s private, relaxed and quiet, but you can be at the beach in less than two minutes for all the activity and action you want.”

The Tides is located on a sunny plateau with over eleven acres in total, of which seven acres are set aside as nature preserve, private treed parkland and trails, which creates a perfect setting for a second home getaway.

There will also be picnic areas, a bocce ball court and an ocean-view lookout with a fire pit (called Sunset Point). The Clubhouse has

The famous C Shop, which sells candy, ice cream, pizza, baked goods and other treats, is just a minute away. When the tide is out you can walk for miles on the sand and along the Birch Bay beachfront. There are a number of eclectic restaurants and cafes, and plenty of outdoor activities. You’ll also find Birch Bay State Park and boat launch, water slides, gocarts, mini-golf, two marinas and several golf courses nearby.

“There are a ton of things to do,” Hughes says, “including digging for clams, fishing and crabbing.”

Organized activities include arts and music festivals, fireworks, the Birch Bay Marathon. parades, sandcastle contests, car shows and many other events.

“We’re just 12 minutes from the border,” says Hughes. “You can come down with the family for the entire summer or just for the day.”

He also notes that if you’re not able to come down to the cottage yourself, you can rent it out to other families looking for a beach

getaway.

The developers of the property include two Canadian families, and most of the buyers so far are from the Lower Mainland.

“You can’t touch real estate at this price anywhere in the Lower Mainland,” Hughes says. “It’s way more affordable to buy in the U.S., plus, there’s no property purchase tax.

Sawatsky set for second run as dean

Long-time Trinity Western University faculty member Kevin Sawatsky has been named the university’s new dean of the school of business.

He began his five-year term effective Aug. 16.

The role is a familiar one for Sawatsky who served as the founding dean for the school of business from 2001 to 2008. He has been a TWU faculty member since 1993 and most recently served as vice-provost (business), a role he has held since 2011.

“For 21 years, the school of business (formerly the faculty of business and economics) has been my professional home,” Sawatsky said.

“Over those years, I have developed a love for the school of business and have a deep desire to see it grow and flourish.”

Sawatsky takes over for Andrea Soberg, who has serves as dean since 2008.

“I believe that the school of business is now well positioned to expand and grow,” Sawatsky said.

Long-time Trinity Western Univeristy professor Kevin Sawatsky has been appointed to a five-year term as dean of TWU’s school of business. This is his second time filling the role as he previously serves as dean from 2001 to 2008. He takes over from outgoing dean Andrea Soberg.

“I’m happy to be able to serve another term as dean and work with the faculty, alumni, and business leaders to see that growth occur.”

Sawatsky has also been one of the principle champions for the establishment of a school of law at TWU. “Kevin remains committed to the success of the school of law and will continue to provide counsel on a limited part-time basis,” said TWU provost W. Robert Wood.

Craft beer brewers and other commercial fermenters are being warned they must stop using Metro Vancouver’s sewer system as a dumping ground.

Sediment from the hops, grain, fruit, yeast or other organic material used in beer brewing or wine making often goes down the drain where it’s

difficult to treat, contributing to pipe corrosion and odour in the sewage treatment system.

Metro Vancouver utility planning director Fred Nenninger says the explosion of craft brewing operations in recent years has left them dealing with a “significant increase” in such solids entering the sewer lines.

Alcohol fermenters such as

breweries will be expected to filter their waste water before discharge and monitor its acidity.

The region expects to formally regulate the industry’s sewage discharges with a bylaw next year that would also impose fees to recover Metro’s costs.

The new rules would apply not just to breweries, but brew pubs, wineries, distilleries and U-brews outlets.

Nenninger doesn’t think it will be difficult for the industry to comply.

Parker brings the Heat GARY AHUJA Times Sports

Forced to the sidelines during one of the premier events, Marley Parker took full advantage.

A nagging elbow injury prompted the coaches of the Delta Heat 96 to tell their ace pitcher that she would be forced to watch from the sidelines at the Canadian Open Fastpitch championships, an annual showcase event held every July at Surrey’s Softball City.

“She was disappointed she couldn’t play, but at the same time, she understood,” explained Heat coach Gord Collings.

“And obviously it paid off because she came through so well for us at nationals, especially in the playoff round.”

Collings was referring to Parker’s performance earlier this month at the U18 national fastpitch championships.

Buoyed by Parker’s dominance on the mound, the Heat went undefeated in capturing the national championship at the tournament in Saskatoon (see side story).

It was the second national championship for the group in three years as they also captured the U16 title in 2012. And both times, Parker was named most valuable player.

“The season wasn’t going quite the way I wanted, so for everything to come together like it did at nationals was obviously great,” Parker said.

“I was just able to figure some stuff out.”

After hurting her elbow at provincials, Parker was kept out of the Heat’s lineup at the Canadian Open. She spent that time both resting and altering her pitching style to alleviate some pain in her elbow.

Parker went back to a previous pitching style she had used and was dominant at nationals, especially in the playoff round.

In those three games, she had an earned run average of 0.96. She also struck out 14 batters.

And now comes the next chapter in Parker’s athletic exploits as she left earlier this week for Alcorn State University in Mississippi.

The 18-year-old — who graduated from Walnut Grove Secondary this past year — is on a full-ride athletic scholarship for the women’s softball team. She will also be joining the Lady Braves’ volleyball team.

Softball is her main sport, but she also enjoys volleyball. Parker, a left-side/power hitter, played just at the high school level with the Gators as she didn’t have time to play at the club level.

And the fact she will be a two-sport athlete at university doesn’t surprise Collings.

“She is a tremendous athlete and very committed,” he said.

Parker’s success comes from her skill set and her determination.

And three Langley players had a big role in helping the Delta Heat 96 capture the U18 fastpitch Canadian national championship title.

The tournament was held Aug. 4 to 10 in Saskatoon with the Heat going a perfect 10-0.

The championship final was an all-Delta affair as the Heat 96 beat their sister team, the Delta Heat 97 7-5 in the gold medal game.

Marley Parker, Taylor Gillis and Montana Turnovitski came up big for the Heat over the course of the championships.

The trio all got their start in their sport with North Langley Diamond Sports.

Leading the way was Parker, the team’s ace pitcher who was on the mound for all three playoff games and was named tournament MVP (see main story).

She allowed just a combined six hits in the quarter-final and semifinal games and had a 0.96 earned run average in the final three games while fanning 14 batters.

Gillis, a centre-fielder, was voted to the tournament all-star team and led all players with 15 RBIs, including a grand slam in the semifinals, an 8-1 victory.

And Turnovitski, a first-baseman batted an eye-popping .833 over the final three games.

This was the second national title the trio helped Delta win as were also part of the Heat’s victory in 2012 at the U16 national championships.

A fourth Langley player, Haili Pettifer, was also on the 2012 squad and was with this year’s Heat team that won the provincial title.

Potomak, a 17-year-old from Aldergrove, was on the final 22-player roster released by Hockey Canada.

The women’s national U18 team will play a series against the United States.

It begins today (Thursday) and goes through Sunday in Calgary.

The Canadian team has been in Calgary training all week.

Potomak, a five-foot-five, 140-pound forward attends the Pursuit of Excellence in Kelowna. She led her team in scoring with 29 goals and 60 points in 42 games in 2013/14.

She is entering Grade 12.

Potomak has represented Canada before, helping the team win gold at the IIHF U18 world championship in Budapest, Hungary earlier this year.

In that tournament, she scored goals in four of the five games and finished with five goals and eight points.

Titans top Spartans in pre-season action A strong start was not enough as the Trinity Western Spartans fell 88-78 to the visiting Detroit Mercy Titans in pre-season men’s basketball action.

The Spartans hosted the NCAA visitors on Monday at the Langley Events Centre and the Titans victory wrapped up a 4-0 record in five days during the Detroit team’s tour through the Lower Mainland.

They also beat the UFV Cascades 81-70, the UBC Thunderbirds 86-78 and the Quest Kermodes 119-74.

TWU opened up the game on a 9-0 run before the Titans took control, leading 21-15 after one and 49-30 at the half.

The third quarter was the best period for the Spartans as they cut the deficit down to seven points, trailing 64-57.

But the team could not get any closer in the fourth, falling by 10 points, 88-78.

Fifth-year guard Justin Bakuteka led the home side with 24 points, eight rebounds and six assists while fourth-year forward Kelvin Smith chipped in with a double-double of 15 points and 11 rebounds. Rookie guard Vartan Tanielian added 15 points, two assists and a steal in his Spartan debut.

Both teams shot well — TWU made 48.4 per cent of their shots compared to the Titans’ 50 per cent shooting from the field. And both teams grabbed 37 rebounds.

But the big difference was turnovers as the Spartans turned the ball over 21 times, compared to just 11 for the visitors.

Five Titans scored in double figures and the team was led by senior forward Juwan Howard Jr. who had 15 points and eight rebounds.

Howard Jr. is the son of former NBA player Juwan Howard.

The three others are also playing at the post-secondary level on scholarship.

And the fact they are going their separate ways following years together makes the title that much sweeter.

“Winning meant a lot,” said Turnovitski, who turned 18 earlier this week (Aug. 19).

“It was great to win because it was our last year together.”

The four all got their start with North Langley Diamond Sports

before eventually moving onto the Delta Heat.

Turnovitski has been part of the Heat for five seasons and Parker for three.

Gillis, who turns 18 next week (Aug. 25) was picked up by the team for the 2012 national championship tournament and then stuck with the Heat full-time the last two years.

“We had high goals because we had won nationals in 2012,” Gillis said. “(But) we hadn’t won a tournament all year.

“We finally just played together.

“I have never heard a team cheer that loud for anything.”

The course tested the riders with a tricky triple combination and tall verticals to narrow the

Seven of the 30 advanced to the jump off with Karrasch winning in a time of 45.62.

Second place went to another American rider, Susan Hutchinson, aboard Ziedento, in a time of 47.01, while Canadian Brenda Riddell — aboard Dutch Amouretta — took third place in 51.71.

Neither of the three had any faults during their rides.

Rams’ Tucker, Beckerleg earn weekly honours Langley Rams’ Dylan Tucker and John Beckerleg were both honoured with player of the week awards after their dazzling performances over the weekend in week four action for the British Columbia Football Conference.

Tucker, a quarterback, was named offensive player of the week after picking apart the Westshore Rebels in a 75-16 Langley victory. The Rams are 3-0 on the season.

He completed all 10 passes he attempted, throwing for 352 yards and five touchdowns. Tucker also ran in one score from one yard out.

Beckerleg returned three kicks for touchdowns: kickoff returns of 99 and 88 yards and a punt return for 60 yards. It is the second time Beckerleg has won the award this season. He finished with 187 kickoff return yards and four punt returns for 115 yards.

Escaping the city heat for the cool of the high country On a muggy, scorching hot summer’s day, what better vehicle than the aptly named Highlander for a high-altitude scenic drive to find some cool, crisp mountain air and sink a foot in a glacier.

All-new for 2014, Highlander Hybrid is the fuel-efficient and eco-friendlier version of what Toyota describes as its mid-sized SUV, but it sure looks and feels bigger than most in this class, Bob McHugh plus it can seat up to seven (or eight). Wider and longer than last year, this Highlander is also lower and, more importantly from a driving perspective, it has a lower centre of gravity.

There was a time when Highlander looked like an SUV, with an angular two-box design. Its styling lines have softened with successive redesigns and now if you put Highlander beside its Camry-based wagon sibling, the Venza, you need a second look to tell them apart.

Not sure if that’s a good thing, but I do like its more car-like driving dynamics.

Not far south of the Canadian border, Mount Baker is a glacier-covered mountain that rises 3,286 m (10,781 ft) above sea level, which is over 900 m (3,000 ft) higher than Whistler, the best-known mountain in BC. Mount Baker is also regarded as the second most active volcano in the Cascade Mountain Range, after Mount St. Helens, but there’s been nary a puff since 1880.The Mount Baker Highway (Hwy. 542) starts in Bellingham (exit #255 off the I-5), winds east through a number of small communities and offers some interesting side

tours along the way, before it climbs steeply and ends at Artist Point (1,567 m / 5,140 ft.).

This large parking lot, which is about 10 km beyond the ski area, is closed during the winter months and has spectacular panoramic views, plus a selection of great hiking trails.

The highway crosses the Nooksack River at Nugent’s Corner and tracks east, alongside the north fork of the river, through old growth areas in the Mount Baker Snoqualmie National Forest. Allow about 1.5 hours of leisurely drive time in each direction. You’ll also need a ($5) day pass to park, which you get from automated dispensers at the Glacier Public Service Center or at Heather Meadows near the skiing area.

The Hybrid Synergy Drive system in Highlander uses a 3.5L Atkinson Cycle V6 gas engine, a high torque electric motor-generator and powerful traction battery. It boasts 10 additional horsepower (280 net horsepower) over the gas-only model, yet uses almost 30 per cent less fuel.

Although Toyota has done an admirable job of masking it, Highlander Hybrid is a weighty (2,200 kg) vehicle, and has the usual characteristics of a heavy vehicle. It’s more than fine in a straight line and while handling is laudably predictable, it didn’t seem to like being tossed around on the twisty sections of the highway. Then again, that’s the norm in this class of vehicle.

It’s tame at slower speeds – it has very good table manners - but has the ability to take on higher speed challenges without breaking a sweat.

I might have taken a corner or two relatively swiftly, but the steering feel, and its ability to maintain composure in a turn was quite impressive.

Not to mention, each model comes with what’s called IDS, or Acura’s Integrated Dynamics System.

This feature allows drivers to customize their driving experience through four selectable modes – ECON, Normal, Sport and Sport+.

Depending on which setting you’re using, Acura says, “IDS will adjust power-steering effort, throttle response, transmission shift logic, HVAC system operation, and the control logic for either the P-AWS or SH-AWD systems. The new Sport+ mode, a first for Acura, unlocks the full performance potential of the TLX with the most aggressive settings in all areas.”

Whether you want that extra bit of gusto, or you are driving around town, the TLX has a mode for you!

Three TLX models will be offered. The first comes with a 2.4-litre, i-VTEC inline-4 engine with an 8-speed Dual Clutch Transmission (8DCT) with torque converter, and Precision All-Wheel Steer (P-AWS). It has an output of 206 horsepower and 182 lb-ft of torque.

Then there’s a trim with a 3.5-litre, i-VTEC V6 engine with a 9-speed automatic transmission and P-AWS. That produces 290 horsepower and 267 lb-ft of torque, and gets 10 more horsepow-

er and 13 more lb-ft of torque versus the 2014 TL 3.5-litre engine.

Lastly, there’s the TLX SH-AWD with next-generation Super-Handling All-Wheel Drive, available only with the 3.5-litre, 290 horsepower V6 and 9-speed automatic.

Eventually, both the TSX and TL will be succeeded by the TLX. It makes sense. Dimensionally, the TLX will be positioned between the ILX entry-luxury sedan and the RLX flagship Acura sedan. There’s room for five, 405L of cargo room around back and many places to store your personal items.

Sure there are sportier offerings in the segment.

The new Mercedes-Benz C-Class is one of them.

So is the Audi A4. But what works for the TLX is its understated elegance.

It’s very pleasant to drive, and with a centre stack that’s been stripped of unnecessary buttons, it’s a lot more user friendly to work with.

Granted, I’m still not a fan of its front-end styling. Yes, the signature Jewel Eye headlights are a very nice touch, but the grille just doesn’t do it for me.

Front-end looks aside, I’d describe my experience in both the 4 and 6 cylinder TLXs to be pleasant. Not the bad pleasant, the kind of adjective you use to describe a mother in-law or awkward coworker. But pleasant in the way that it’s quiet, does the job well and is a pleasure to drive.

The 2015 TLX has a starting MSRP for the 4-cylinder engine at $34,990.

The most popular North American classics of all time Automotive designers have cribbing from each other since the dawn of the automotive era.

Often it’s less obvious to borrow from far away than from your own backyard.

Witness the countless European-inspired American cars we’ve seen over the years (like the 1989-97 Ford Thunderbird, a virtual copy of the 1977 BMW 630 CSi).

Europe has been known to return the favour on occasion, too, as anyone who has ever seen an Opel GT (which looks for all the world like a 2/3-scale ’68 Corvette) can attest. The cars on this list dispense with any of that “hands across by Rob Sass the water” nonsense.

They couldn’t have come from anywhere else — they’re as proudly North American as it gets: 1970 Plymouth Hemi Superbird: As overthe-top as anything got in the golden age of the American muscle car, the wild, aerodynamic nose cone and 11-story rear wing were designed to ensure NASCAR domination back in the days when the race cars actually had to resemble something you could go into a showroom and buy. Add the massively powerful and virtually handmade 426-ci hemi V-8, and you’ve got another “only in America” classic.

Jeep CJ-5: The CJ-5 was actually a variant of the Korean War-era military Jeep.

Far more suited to civilian use than the WWII-era Jeep, the CJ-5 was a hot seller for American Motors, which took over Jeep’s parentage from the old Kaiser Automotive Group. Its familiar face is in every “greatest generation” newsreel and our favorite WWII/Korea movies from

“Patton” to “M*A*S*H.” Few things say “America” like a Jeep CJ. 1959 Cadillac Eldorado Seville: Not only was the name of this car over-the-top (combining two names that would do just fine on their own), but it marked the high-water point for the tailfin fad inspired by the WWII Lockheed P-38 Lightning fighter plane. These were the Empire State Building of tailfins, with twin rocket-like tail lamps embedded in them. Any ’59 Caddy is a simply stunning work of art from an era of unmatched American optimism.

1964 Pontiac GTO: The Goat (which celebrates its 50th anniversary next year) can reasonably lay claim to starting the muscle car craze. The idea was to stuff a gigantic 389-ci V-8 into the smallest body possible (the Pontiac Le Mans). And although the name was a direct theft from Ferrari, nothing else about the GTO could have come from anywhere else but America. With Pontiac gone for good, another revival seems unlikely. May it rest in peace.

Ford F-Series: America invented the pickup truck with the 1925 Ford Model T pickup. And although everyone from Toyota to VW has dabbled in them, the center of the pickup universe will always be in the U.S. Perhaps the most quintessentially American pickup is the 1948-52 Ford F-Series.

OBITUARIES ESDALE, William Leonard (Bill)

Passed away peacefully August 14, 2014 in Langley, B.C. at the age of 88. Born in Calgary to Emily and John Leonard (Len) Esdale, he attended Sunalta Elementary School and later Central Collegiate Institute. His medical training was carried out at the University of Alberta in Edmonton & later Anaesthesiology in Hartford, Connecticut, where he met his wife of 59 years, Sylvia Johnstone. Bill & Sylvia moved to Vancouver and enjoyed the warm and family-oriented neighbourhood of Townley Street for many years while practising anaesthesiology and mentoring interns at St. Paul’s Hospital.

After retirement from Anaesthesiology, “Doc” & Sylvia retired to the Fraser Valley where Bill worked at Langley Memorial Hospital as a surgical assistant & later as Chief of Medical Staff, all the while enjoying his many hobbies including woodworking, curling, winemaking, genealogy research & membership in the West Coast Railway Association.

Bill is survived by his wife Sylvia, children Glen (Danni), Heather (Donald), Eric (Laurie) and Laurel (David), ten grandchildren and three greatgrandchildren. A Celebration of Life will be held at 2:00 p.m., Sept. 10th at Sharon United Church, 21562 Old Yale Road, Langley, B.C. All are encouraged to wear something with the colour red, Bill’s longtime favourite. Friends are also invited to donate to the Salvation Army, knowing Bill would be very grateful.
