Mediator Ready joins BCTF talks

Education Minister Peter Fassbender. By Tom Fletcher Mediator Vince Ready has met the two sides in B.C.’s festering teacher dispute and agreed to “monitor” the situation. The B.C. Teachers’

Photo submitted

Federation and the B.C. Public School Employers’ Association announced Ready’s involvement in a joint statement Thursday, confirming that he met separately with nego-

tiators Wednesday. A media blackout on the talks began last week and will continue. “Mr. Ready agreed to monitor the situation, and to resume exploratory talks or commence full mediation when he believes it will be productive,” the statement says. Talks broke off and a full-scale strike ended the school year in June. B.C. Supreme Court Justice Stephen Kelleher met both sides earlier but declined to attempt mediation, after finding too large a gap between the two sides. Education Minister Peter Fassbender and BCPSEA chief negotiator Peter Cameron have maintained that

the BCTF’s benefit demands remain far beyond those of other public sector unions that have settled contracts. Also at issue is class size and special needs support, with BCPSEA’s latest offer rejected by the union and the latest of a series of court actions scheduled for this fall. Ready’s last involvement in the long-running series of teacher disputes was as an industrial inquiry commissioner in 2007. At that time he recommended that a senior provincial official be involved in talks along with an independent mediator.

Letter: Government must control themselves Re: B.C. back in black, deep in debt. Tom Fletcher’s column on B.C.’s operating budget and debt touches on a balance that must be examined. Some capital investments are made to reduce operating cost – some of the new building costs at Royal Jubilee Hospital does that, for example. Some improve reliability – the earthquake resistant fire hall in View Royal for example. Some add capacity – sometimes to meet demand, sometimes “just because.” In your household there is a limit based on income. Similarly in business, borrowing has to be paid

back – companies often get into financial trouble from debt, such as the dysfunctional Pacific Western Airlines culture in its expanded life as Canadian Airlines. Politicians do pay some attention because credit rating agency evaluations increase cost of borrowing. Occasionally one reforms, as the profligate Bob Rae did in Ontario after getting the province into financial trouble. Provincial politicians tend to be profligate in spending, including on grandiose projects – Ontario being a current example of huge projects and mis-managed deals that will burden

Ontario taxpayers for decades. (And the rest of us, because of the federal government’s crazy system of transfer payments that rescue the foolish.) Every election they try to buy votes by promising the unaffordable. Governments must cut activities. The B.C. government has not addressed barriers to employment created by its quotas in agriculture and transportation, for example. It continues to spend on handouts to moochers, including companies that won’t invest in their own capability by training employees. And on public relations, as if most voters believe much of it. At the same time, government must protect against initiation of force. The NDP added

an additional cost barrier to individuals seeing justice – court costs. The B.C. “Liberals” have not handled criminals and mentally ill people well, and we can expect from their history of excusing behaviour that the NDP will not when they gain power again. Voters in B.C. have an opportunity to reduce operational spending by insisting on cutting activities such as interference with honest people’s attempt to build and earn, endless reports, and fancy flower beds. I advocate the savings be put into the reason for government – protecting individuals against initiation of force, which at the municipal level is by policing. ~Keith Sketchley Saanich

Letter: Farm consultation a farce, industry benefits Re: Farm changes a leap forward. Tom Fletcher’s opinions are not shared by any farmers I know. The B.C. government’s post-facto “public consultation process” is farcical given that Bill 24, which amends the Agricultural Land Commission Act, was passed this May. An authentic public consultation process should have been multiyear and provincewide, not invitationonly meetings and a one-month-long token public feedback process which highlight yet again the magnitude of our democratic deficit. Fletcher’s analogy to Mao Tse-tung’s Great

Leap Forward is apt, however, given B.C.’s democratic deficit and because Mao’s vision gave rise to China’s Great Famine, resulting in tens of millions of deaths. The Great Leap Forward has been defined as “a very expensive disaster.” British Columbians will also pay a high price for the B.C. Liberal scheme to drastically change the ALR, as our food insecurity will increase and farm land even more polluted. The “farming” activities proposed by the B.C. Liberals will reduce the land available to grow food. Alcohol has very limited nutritional value.

The B.C. Liberals’ continued support for industrial agriculture, one of the world’s biggest causes of greenhouse gas emissions, combined with fracking, oil development and anaerobic digesters will further pollute farmland. Manure from organic farms is worth far more as fertilizer than as fodder for anaerobic digesters; only conventional farmers would seek to use their contaminated manure to generate power. The B.C. Liberals need to remember that we all eat, including their buddies in the petroleum and the liquor sectors. ~Louise Taylor Grand Forks

Park on Us campaign is underway Twelve years ago resourceful United Way staff began our Park on Us Campaign. The goal was to connect with businesses and community in a fun, win-win way. The Campaign has grown from that first year with 95 parking meters sold to; 2013 with 432 sold meters to this year with meter sales currently at 410. We anticipate this year’s sales to surpass last year’s. This year in response to a number of business requests to have logos on the meter signs over the years, Wolfpack Signs & Printing has designed a 12 by 16 inch sign accommodating the business name and logo. These new signs will hang on one meter pole signifying sales of 10, 20, 30 and 40 parking meters. This will free up meters for increased sales, which is a good thing! If Fredrick Hislop our Event Coordinator or the office has missed you and you want in on this initiative, contact the office to reserve your parking meters. Many generous businesses have also donated items for the ever popular Silent Auction. This is the second year for the Park on Us auction with items ranging from gift certificates,

Farm market coupon program expands By Tom Fletcher The B.C. government has expanded its program to offer coupons worth $15 a week for farm market produce to pregnant women, seniors and low-income families who take a nutrition course. Health Minister Terry Lake announced on the weekend that an additional $750,000 has been added to the program for its third year of province-wide operation, in addition to $4 million provided in 2012 and 2013. The program runs July through October, as harvest comes off local farms. It is administered by the B.C. Association of Farmers’ Markets. Participants take a free nutrition and skills program that includes cooking, canning and preserving, and are issued weekly coupons that can be used like cash at participating farm markets to buy locally grown fruit,

The program is expanded this year to include additional farm markets in Maple Ridge, White Rock, Clearwater, Salmon Arm, Lytton, Fort St. John, Terrace, Whistler, Nanaimo, Qualicum Beach, Port Alberni and Victoria. A total of 49 markets around the province take part, teamed with local social service agencies that

offer the courses. Lake said the program helps people make a transition to a healthier diet that lessen their risk for chronic diseases, while increasing the customer base for local farmers who sell directly to the public. The nutrition coupon program began as a pilot in 2007, funded by the social services ministry. Its goal for this year is to support 10,000 people. Other participating

The continuous glucose monitoring is an easier way to discover patterns and problems that regular blood glucose meters cannot uncover alone. The sensor provides an average blood sugar measurement every 5 minutes, for up to 6 days at a time. The data can then be downloaded to provide an increased depth of information to make clinical decisions. “This is a wonderful addition to the toolkit of our diabetes educator,” explains Simonne Haney, RN & Team Lead for Chronic Disease Management at Interior Health. “Presently we have approximately nine patients who will benefit immediately from this type of testing. Let's Talk Testing

One of the major advances in medicine over the last 100 years has been the ability to test for specific markers to help identify disease. Blood, saliva, urine, stool and skin testing has made it possible to understand and diagnose disease that previously was blamed on spirits, the ether or hysteria. Naturopathic doctors use all of these tests on a regular basis. Like any tool, however, when over used, or used in the absence of other supporting data, testing can be an impediment to good practice. One of the problems of testing is the identification of what is normal. To help with this, populations of healthy people are tested for a given marker and a “normal” reference range is developed. These ranges are designed to include 95% of what is found in a so called “normal” or “healthy” population. Statistically, for any given test, 5% of the population will have a test result that will fall outside what is considered “normal” even when that level is perfectly normal for that individual. Let me

give an example of how testing can lead to bad medicine. Several years ago I saw a young boy who suffered chronic abdominal pain, diarrhea and stunted growth. During our visit I tested him for food intolerances and he was found to be sensitive to eggs and milk. By avoiding these foods this youngster started growing and his pain and diarrhea went away. The mom subsequently took the child to an allergist who found no blood or skin markers for egg or milk allergy. On the advice of the allergist the mother put egg and milk back in the diet and the child’s symptoms returned. On a follow up visit to the allergist the mom was told that because the tests were negative that the child’s symptoms could not be due to milk and eggs and that it must be something else. In this case, the test was normal despite the obvious reaction to the food. The body, and the symptoms the body generates, is often the best test and it is essential to listen and observe what the body is saying.

For value, Focus on a late model Ford By Bob McHugh

The Ford Focus is an afford-

able and underrated used compact car buy It got a major makeover for

the 2008 model year: an allnew coupe (two-door) edition was introduced to comple-

ment the stalwart (four-door) sedan. Lamentably, however, the popular in Canada (but not

in the US) wagon and (Eurostyle) hatchback versions of Focus were discontinued.

The ‘08 refresh of Focus included new front and rear body fascias, improved sound insulation, a redesigned interior and a new-tech multimedia upgrade. The ‘08 Focus is also an about 45-kg (100lb) lighter overall and it’s the weight reduction measures included the elimination of a spare tire, which was replaced by an inflator kit. A real spare tire/wheel could be added as an option. An auto industry landmark was reached when Ford teamed up with Microsoft to offer a unique new multi-media system called Sync, which (for the first time) allowed control of digital music players and cellular phones with voice commands. In addition to the benefit of driver hands-free call taking, the Sync system can also translate text messages into voice messages. The ‘08 Focus, both coupe and sedan, came in S, SE and top-line SES trims. The Sync system was a ($495) option with the SE trim level and standard with SES. On the downside, electronic stability

control was not offered on any version of the ‘08 Focus. The most noticeable change from a driving perspective was the reduction in outside noise and chassis vibration. The quieter cabin is the result of sound deadening improvements that include the use of thicker glass. The steering column in this Focus is also mounted on a stronger crossbeam beneath the instrument panel, which helps eliminate vibrations. The only engine (in Canada) was a 2.0-litre, dual-overhead-cam, 4-cylinder engine, which came with a new air intake and cooling systems. It produces 140-horsepower (4-horsepower increase over the ‘07) and fuel economy has been improved. The transmission choices were a 5-speed manual transmission or a 4-speed automatic. Fuel economy is 8.4 L/100km in the city and highway fuel economy is rated at a phenomenal 5.9 L/100km with the automatic. The manual see Value page 13

transmission slightly increases city consumption and reduces highway consumption, so overall the rating is the same. Overall, the coupe performed better than the sedan in IIHS crash tests, as the sedan got lower scores in side impacts. All editions of the ‘08 Focus came with a new design of side curtain air bag that uses a “roll-fold” technology to protect occupants who are resting their heads against a window. The biggest change on the 2009 edition of the Ford Focus was the inclusion of electronic stability control as standard on the SES trim. It was also stan-

dard with a new SEL mid-level sedan trim and an option on lower trim levels. The coupe also got a sportier appearance package and a minor improvement in performance. Just minor tweaking of trim packages followed in 2010. In 2011, the coupe edition was discontinued. All of which was in preparation for an all-new Focus that arrived (with great fanfare) for the 2012 model year. If the budget is tight, a used Ford Focus can be an excellent vehicle choice. bob.mchugh@drivewaybc.ca

The first rule is: easy does it when you are towing a trailer

sway ‘‘canTrailer be a scary

experience, especially if it is a large trailer. If this happens, do not panic.

’’

Ian Harwood By Ian Harwood

Towing a trailer for the first time can be stressful and backing up can bring out words you didn’t know you had in your vocabulary. For the beginner, the best

thing to do to develop your skills is go to a large, empty parking lot and practice. The key fact to bear in mind before you start is that the trailer will move in the opposite direction of steering input when backing. Many people find it easier to position their hand at the bottom of the steering wheel; the trailer will go towards the same direction the hand travels. Do not rely on your mirrors, turn around and look at the trailer. When there is any chance of damage, use a spotter who can tell you to stop before damage occurs. Remember it will get easier with practice. Honest. The way you load the trailer can determine how easy you can tow it. While loading, keep in mind that the tongue weight should be 10 percent to 15 percent of the overall trailer weight. One of the main causes of trailer sway is not having a large enough

This is my ride!

percentage of trailer tongue weight compared to gross trailer weight. To help prevent the trailer from swaying back and forth, a few things can be done. Try placing heavier cargo in the front of the trailer, ahead of the trailer’s axle. Also center the cargo left to right and use tie downs to keep the load from sliding. Trailer Sway can also lead to a loss of vehicle control. When starting out with a new load on a trailer, make sure it will not sway by gradually increasing your speed in intervals until highway speed is reached. If the trailer does begin to sway, try adjusting the cargo and equipment accordingly and then repeat the test. If repositioning the load and equipment did not help reduce the sway, a sway control or a weight distribution system with sway control may be needed. Trailer sway can be a scary experience, especially if it is a large trailer. If this happens, do not panic. Take your foot off the accelerator and coast to

a slower speed; avoid sudden movements of the steering wheel. Apply the brakes slowly when you are down to a safe speed. Check your hitch ball, cou-

in contact with the pavement. Never allow anyone in or on your trailer while it is being towed and speed limits for trailers are generally lower than for other vehicles. Leave a little extra room between you and the vehicle in front of you. Even if you are using trailer brakes, you will not be able to stop nearly as fast as you can without a trailer. A good general rule is to double the two-second rule, making sure you maintain at least a four-second gap between your vehicle and the vehicle in front of you. For heavier trailers, you will need to leave even more space. The longer the trailer, the further you will have to drive straight into intersections before beginning your turns.

Watch your mirrors carefully and go extra wide, at first, until you get used to it. When approaching a hill, you will want to keep your speed consistent whether you are going up a hill or down. When descending, be extra careful not to overwork your brakes. Use a lower gear that will keep a consistent speed without constant use of the brakes. Pull off the road occasionally to let your brakes cool and to check your trailer brakes. Stay focused on your driving and do not try to perform other tasks. Remember to check your rear view mirror frequently, relax and enjoy the drive. ian.harwood@drivewaybc.ca

think about besides the look of your animal. To begin with, you need to train your dog

check its teeth and may even check its testicles, so this type of training goes well beyond just socializing your dog. You need to train it to be comfortable with strangers checking out its entire body. You have to also be comfortable with showing your dog to a large crowd of people, some of which may not be as respectful or quiet as you may like. Getting over this is extremely important, because if you are nervous, this emotion will transfer over to your dog and could hurt his or her chances of winning. Here are some gneral tips that will keep you out of the judge’s bad books at a dog show, if you are new to dog shows: • Always leave the grounds tidy and make sure you clean up after yourself and your dog. • Make sure your dog is ready for the show. Any aggression is deeply frowned upon by the organizers, judges and other competitors. • It’s important to remember that your dog may be the cutest, best dog in the world but this is a competition and judges may not agree. It’s important to be a good sportsman. • Don’t distract other dogs or owners during the competition and never distract or interfere with other dogs at the competition. • Always keep control of your dog. Keep it on a leash where appropriate and make sure when it is off leash, that it is still under your control. • Never question or criticize the judge. Try to take comments as a way to improve for the next show. If you follow those tips and have spent the time required preparing your pet for the show, you stand a very good chance of walking away with a prizewinning dog. Good luck!
