ed murder of a female inside a Chilliwack residence on August 7, 2014. n the early morning hours of August

7, 2014, Chilliwack RCMP responded to a call of shots fired in the 46100 block of Gore Avenue in Chilliwack. Upon attendance police

discovered that three people were shot. Two later died of their injuries. A Canada wide arrest warrant has been issued for 33 year old Aaron James David Douglas. He has a Criminal Record dating back to 1996 and he is believed to be armed and dangerous. “IHIT is asking the public to be vigilant and call 911 if you know the whereabouts of

Aaron Douglas. Do not approach him or attempt to apprehend him yourself as he may be armed and dangerous,” says Staff Sergeant Jennifer Pound. The two homicide victims have been identified as 38 year old Richard Blackmon and 36 year old Tyler Belcourt. The female victim will not be identified.

Minister urges you to comment on upcoming ALC regulations Commission Act. In recent weeks ministry staff, accompanied by representatives from the Agricultural Land Commission, has been meeting with key members of the agricultural community and local government representatives from around the province to hear their feedback and ideas. “These meetings have been framed by 11 specific questions, and while there have been a variety of perspectives presented, the

comments have been thoughtful, and the discussions have been productive. The goal is simple: at the end of the discussions, the B.C. government will have heard people’s thoughts about the implications of what has been suggested, and will have the best ideas possible to help farmers earning a living on their land and ensure there’s another generation ready and willing to get into farming.

“All British Columbians can comment on the same 11 questions through, at: http://engage.gov. bc.ca/landreserve/ which will be open for comment until Aug. 22. I’d like to thank those who have taken the time to participate so far - and encourage those who haven’t yet,

More affordable housing coming for Creston

Photo submitted

Bill Bennett, Minister of Energy and Mines, said the Province is responding to changing demographics in helping with affordable housing. Submitted More affordable rental housing for lowto moderate-income families is coming to the Town of Creston as construction is underway for a six-

unit townhouse family complex. “We are seeing a steady increase in the number of young families in the Kootenay region, so we knew we had to start taking proactive steps to

respond to these changing demographics. Just yesterday we opened a newly renovated 18-unit apartment complex in Invermere which is also focused on low-to-moderate income families. I am proud of the progress this government has made with putting families first,” said Bill Bennett, Minister of Energy and Mines and Minister Responsible for Core Review, MLA for Kootenay East. “Community events are always exciting, but even more so when it’s a groundbreaking! Projects like this bring hope and real solution to families living on low-income. There is no place like home and in the near future, six families will be able to acknowledge this first hand. Our Government is proud of our investment that will help families achieve affordable housing here in Creston,” said David Wilks, Member of Parliament for Kootenay - Columbia on behalf of the

Honourable Candice Bergen, Minister of State for Social Development. The complex, containing four three-bedroom, and two twobedroom layouts, will be conveniently located near transit, grocery stores, commercial services and a secondary school as well as green spaces. The structure will feature a low-profile design, allowing it to blend seamlessly with the surrounding homes. Construction is scheduled to be completed by late 2015. “This groundbreaking today represents an important step forward in addressing the lack of family-focused affordable housing in the Town of Creston. The families that will live here in the future will have a better chance at engaging their community, and lead more fulfilling lives. I’m honoured to be one of the many people who’ve worked so hard to bring the vision of the Creston Valley Community

Housing Society to life,” said Heather More, president, Creston Valley Family Housing Society. Quick Facts: • The building, which will be located at 21525th Ave. South, will be owned and operated by the Creston Valley Community Housing Society. • The governments of Canada and B.C. provided a combined investment of $400,000 through the Affordable Rental Housing initiative. • Columbia Basin Trust also contributed $400,000. • The Government of B.C. arranged approximately $396,000 in long-term financing. • The Creston Valley Community Housing Society is providing approximately $26,000 of equity.

10 Neat Things by Top Crop Garden, Farm & Pet

Ground Covers

1. It’s about Thyme! If you have not been keeping up a regular regimen of watering and feeding, the recent hot and dry weather may have taken a toll on your lawn. If you are looking for low-maintenance alternatives, there are many, depending on the use of your space. One of the most popular perennial ground covers is thyme. There are some more upright plants, but creeping varieties are low-growing, spread easily and quickly and can stand up to light of foot traffic. 2. Summer with Sun-Loving Succulents. A plant that is often used in green roofs, but will also make a great ground cover in a bright and sunny area is sedum. Many creeping sedum varieties will stay close in height to grass and may even mimic the look of grass if you choose all green varieties. There are, however, many other, exciting colour options. Sedum do best in lean soil and with little water. 3. Looking to Nature. Native species are always a great choice when you are looking for plants with a great track record. A popular ground cover in the Northwest is kinnikinnick or bearberry. Its long trailing branches are strong and thickly covered with dark green, leathery leaves. the plant has clusters of small, urn-shaped, white to pink flowers. They turn into vibrant red berries that are a favourite with birds. Kinnikinnick especially shines in dry, sunny locations and is a great option for landscaping steep banks and rocky slopes. 4. Roll out the Purple Carpet. Also known as carpetweed, ajuga is an indispensable ground cover. Individual plants grow as rosettes, but their leaves intertwine to form a solid plant carpet. The foliage can feature shades of purple and burgundy, but also pink, silver and cream and from spring to early summer blue, lavender, pink or white flower spikes adorn the plants. 5. When You’re Blue. A native of the Mediterranean, periwinkle was introduced to North America as an ornamental ground cover and medicinal herb. It grows best in partially shaded areas and is quite prolific - one small plant can spread to eight feet across. Periwinkle can even creep down steep banks with its dense cover. Early in the season, small blossoms in periwinkle blue will dot the foliage. 6. All Around the Mulberry Bush. It can be a challenge to find ground covers for shade areas, such as spots under the canopy of trees. Lamium is an excellent choice for areas in your yard that are protected at least from hot afternoon sun. The plants produce dainty snapdragon-like flowers in colors from white, to pink and purple, however, the attractive two-toned foliage comes in many shades and provides interest even when the flowers are not in bloom. 7. Hanging Low. Known as a hedging plant, caragana also comes in several low-growing varieties as well that make great ground covers. ‘Walker’ has fine, almost ferny foliage with yellow, pea-like flowers hanging below the weeping branches in mid spring. ‘Pygmy’ is a small, spiny shrub with a globe shaped head. The fine textured green foliage turns yellow in the fall. 8. Evergreen Lawn. When it comes to large scale ground covers or plants to fill in areas between boulders, junipers are an excellent evergreen to turn to. There are several low-growing varieties, often easily identified as such by their discriptive names, such as ‘Blue Rug’, ‘Blue Carpet’ or ‘Calgary Carpet’. Another great option is ‘Prince of Wales’. Junipers have fine-textured foliage in various shades of green that will give you colour interest year-round. 9. Turning to Conifers. The advantage of conifers as a ground cover is that you will have four season colour. Dwarf blue spruce is a flat top, globe shaped evergreen with striking silver blue foliage and a wonderful addition to any landscape. In order to maintain its dwarf globe shape, you simply prune out any upright shoots. 10. Pining for Green. There are two members of the mugo pine family that especially lend themselves for mass plantings as ground covers. The ‘Dwarf’ and ‘Slow Mound’ mugo pines have dark green needles and are extremely low maintenance. They are naturally compact plants, but can be further controlled by light pruning.

Farm changes a leap forward B.C. Views by Tom Fletcher The B.C. government’s intentions for the Agricultural Land Reserve have been clarified by a public consultation that proposes new commercial and industrial uses on farmland. Political watchers may recall that this was the hill the NDP was prepared to die on this spring. It was going to be a farmland looting spree for right-wing property developers and all hope of “food security” would be dashed. As I attempted to explain at the time, the changes have little or nothing to do with ALR exclusions. Now a discussion paper poses a series of questions, some of which illustrate the need to bring farmland regulations up to date. The first one deals with restrictions on retail sales, a case study in arbitrary state control. There is a strict maximum floor space. A minimum one half of retail sales must be produced on that farm. Food packing, preparation and processing are similarly restricted. This requires multiple duplicate operations of questionable viability. It brings to mind Mao Tse Tung’s Great Leap Forward, where farmers all had little iron smelting furnaces out back to make tools. But I digress. “Amongst other things,” the discussion paper says, “lessening the restrictions on on-farm processing could allow the establishment of abbatoirs (large, small or mobile) on farms, to serve surrounding cattle, game

or poultry farms.” Then there’s cheese, fruit juice and even medical marijuana products. And did you know that wineries and cideries are allowed on farmland but breweries, distilleries and meaderies aren’t? (Mead is made from honey, and doesn’t have to be drunk from a bronze mug while wearing a horned helmet.) Now that we’ve discovered that breweries don’t have to be giant urban industrial plants producing mediocre lager that all tastes the same, possibilities abound. On-farm wine and cider sales have similarly quaint retail space and product origin restrictions. The government proposes to allow sales of products not made on site, as long as they’re made in B.C. This could make more local retail beverage co-ops viable. Or it could spawn a wave of unregulated rural liquor stores that create chaos on country roads. You decide. On a more serious note, there are a couple of questions about changes to the newly created “zone two,” the Interior, Kootenay and North regions. One repeats the government’s intention to open up non-farm use rules to allow certain oil and gas service functions on farmland. This is to reflect the reality already on the ground in the Northeast. What other non-farm activities it may entail is not yet known, as the consultation and regional meetings continue until Aug. 22. There are proposals to bypass the Agricultural Land Commission for

certain kinds of farmland subdivision in zone two. These are where the subdivided parcels are a quarter section (160 acres) or bigger, or where they are divided by a road or waterway. And finally there are proposed exemptions from ALC scrutiny of leases, to allow “intergenerational transfer,” so retiring farmers don’t have to plead for state permission to remain on their own property. Another exemption would “encourage the use of otherwise unfarmed land by existing or new farmers.” NDP agriculture critic Lana Popham, who circulated a photo of herself with a samurai sword in a theatrical “Kill Bill 24” campaign, continues to insist that these changes open up 90 per cent of ALR land for “development.” It’s a hypocritical as well as a misleading statement, since a portion of her own Saanich farm property is rented to a successful craft gin distillery. Letter: More pressing issues than chickens Kudos to the 4 young girls who wrote letters to City Council asking for a bylaw to allow the raising of chickens within City limits. It was nice of Council members to be so gracious and supportive about their initiative to write these letters. That is not the issue! There have been newspaper articles in cities such as Calgary and Vancouver, which confirm the social problems created by the raising of chickens in backyards. There is continual bickering and fighting between neighbours.

These cities do not have the wild animal populations which create additional problems here. Cougars, coyotes, skunks and other predators are already within Cranbrook city limits to prey on cats and deer. How can you even entertain the idea of adding chickens to their diets? The local SPCA is dealing with abandoned dogs and cats which people thought they wanted. How are they going to deal with the chickens when they are handed over or caught running loose in the City? The research has

Letter: The city should remove all the deer I have been thinking of this deer problem for quite a while and I feel that the City of Cranbrook owes it to the majority of of the city taxpayers to take care of this problem instead of passing it on to the next council, like it has in the past. Municipal Affairs has quietly been downsized to the point of practically not existing and the job of giving out services normally performed by the Ministry is now performed by the UBCM. The result of this is that the UBCM has lost its clout because rather than primarily representing the municipalities and regional districts the UBCM is now representing the Prov-

ince. Last year the municipalities and regional districts in BC paid $1,136,096 to the UBCM in membership fees. This is a lot of money to pay to an organization which represents the province more than it represents the municipalities and regional districts.

already been done and does not warrant anything further by City Council. Retire this issue and get on with the more pressing business you should be dealing regarding various City matters. Our roads are in a deplorable state and you budget only $123,000 for pothole repair? City Council has budgeted and is spending approximately $126,000 for removal of asbestos from the old Fire Hall; $200,000 for redoing the Clocktower Square. They already spent $74,000 on eleven benches on the five streets along 14th Avenue South. That 14th Avenue development has narrow intersections, an unwar-

ranted pathway overrun with weeds and an ugly bio-swale system which was uneffective and did not function properly during the big rainstorms in May. These are only some of the examples of the poor ideas presented and accepted by our City Council that are costing many dollars. I must remind this City Council that they were elected by the residents and taxpayers of Cranbrook to represent them and vote on what best serves the interests of that majority. They should not be voting for their own personal preferences or their own special interest groups.

letting this problem get worse as the years bo by? Killing or removing 20 or 30 deer isn’t solving anything. We all know that these deer are multiplying faster than that. I feel that the city should remove all of them. One other fact I would like to share is an average of 20 deer and elk are killed on our highways every month in the Cranbrook area. So for the people that want to protect our wildlife, they should be contacting the government to

install proper fencing on our highway rightof-ways. That way, these animals could live safely in their own environment and people can drive without fear of hitting one of these animals.

Fire near Fisher Peak cause of local smoke Submitted People living in the communities of Cranbrook, Fernie, Elkford, Sparwood, Fort Steele and Kimberley may have noticed a large column of smoke in the air as a result of proactive burning starting on Monday, Aug. 11, 2014, around a lightning-caused wildfire 8 kilometres north of Fisher Peak. The wildfire is located in very steep and dangerous terrain and this

burn-off is necessary to limit the potential growth and direction of the fire. The objective is to guide the fire toward control lines at the valley bottom and contain the fire to the areas between Tanglefoot Creek and Nacnud Creek. No communities or structures are threatened at this time. With hot and dry conditions forecast through next week and the potential for more thunderstorms on Tuesday and Wednesday, the

www.kootenayadvertiser.com A7 Southeast Fire Centre is urging the public to be extra cautious in the backcountry. All person-caused fires are preventable and these incidents may affect the ability of the firefighting crews to respond to naturally occurring fires. The Southeast Fire Centre would like to remind aircraft operators that when smoke or flame are identified in a wildland area the surrounding airspace (over a forest fire area, or over any area that is located within five nautical miles of a forest fire, at an altitude of less than 3,000 feet above ground level)

automatically becomes flight restricted under the authority of Section 601.15 of the Canadian Aviation Regulation. As per Section 601.17 of the regulation, all air traffic wishing to access the restricted air space of a wildfire incident may do so only with the permission of the regional wildlife coordination centre responsible for managing that fire. Aircraft will be granted access to restricted airspace only when and if it is safe to do so. To report a wildfire, call 1 800 663-5555 toll-free or *5555 on a cellphone. For the latest informa-

tion on current wildfire activity, burning restrictions, road closures and air quality advisories, go to: http://www. bcwildfire.ca.

ICBC to send out $38 million in overcharge refunds Jeff Nagel ICBC is preparing to mail out 309,000 refund cheques ranging from $1 to $350 to optional auto insurance customers it overcharged since 2008. Wrong rates were used because of incorrect descriptions assigned years ago to many vehicles that are only now being fixed. The average customer who overpaid all six years will get a refund of around $108, ICBC spokesman Adam Grossman said. The cheques will begin to go out around Aug. 20. The average overpayment was $18 per year. The refunds plus interest being paid total nearly $38 million. Nearly 370,000 other motorists were undercharged because of the glitches. ICBC won’t go after them for the $53 million in lost revenue. The faulty vehicle descriptions affected only optional insurance, not basic rates. The refunds were calculated as part of two independent external reviews that checked millions of insurance transactions over the past six years. Auditors who examined ICBC’s handling of the issue concluded ICBC knew the problem was systemic as early as 2009 but management hid it from ICBC’s board of directors until mid-2013. Various fixes were contemplated but discarded, according to the auditors’ report. ICBC managers feared a solution might harm its relationship with brokers and that disclosure of inaccurate pricing would hurt ICBC’s business position against optional insurance competitors. The corporation ultimately opted to fix the errors and issue refunds as part of its sweeping $400-million technology upgrade program. The long-running overcharges were finally made public in April by Transportation Minister Todd Stone – only after he was directly questioned by the media. ICBC’s board had intended to wait until it

had a refund strategy ready to roll out. Customers renewing their auto insurance since July have been

required to update their vehicle’s descriptions, Grossman said. The error isn’t expected to recur be-

cause ICBC’s modernized system will pull the correct description from the vehicle identification numbers, in-

stead of being entered manually by Autoplan agents.

After a gap of four years orienteers will be returning to the Kooteany area for a large orienteering festival. The last time the Kootenay club hosted a major event was in 2010 when 450 orienteers from around the globe came to participate in the North American Championships. Although this time the event won’t be as international in scope the quality will be there and it will feature the 2014 BC Orienteering Championships as part of the series of races. On September 6th and 7th the Kootenay Orienteering Club will be host to orienteers from across BC and Alberta along with a few from the US, Europe and Australia in a fun weekend of orienteering. This is a rare opportunity for local orienteers and members of the club to participate in a series of orienteering events organized to a high standard and thus experience orienteering, with others that enjoy the sport, in both friendly competition or as a recreational participant. We encourage locals to come out and participate at one or all of the events. There are age categories and courses designed for ages 12 & under to 85 and over and everything in between. Those with limited orienteering experience or wanting just to come out and give it a try can enter one of the Recreational Courses. These may be entered as an individual or as a small group. The series starts off Saturday morning,

The times will be fast but technical with orienteers needed to stay focussed on their map reading throughout. For Kimberley residents, the feature event will be Saturday afternoon, as part of the First Saturday activities. From 1:30 - 3 p.m., for only a twoonie, you can enter the OMazing Race Part 2. This is a new course, for those that participated in the OMazing Race during the August 2nd First Saturday. No pre-registration is required. Just come to the Gazebo area, in the Platzl. This will be followed at 3:30 by an orienteering sprint event. This is a fast paced, urban navigation event, beginning near Lindsay Park School and finishing in the Platzl. Courses range from 1.5 km - 2.5 km with runners having to locate 12 - 20 controls points on the way. This event is also part of BC Orienteering Championships. Age classes are open to everyone. a choice of 3 recreational courses for those not worried about their time but want to give the course a try. Preregistration is preferred at http://kootenayofest. com. The weekend wraps up with the long event, starting near Fraggle Rock, just outside Cranbrook. this was also the site of the 2010 North American Championships. The long event tests both an orienteers concentration plus stamina with the longest course in the range of 9.0 km, as the crow flies. Top orienteers can run the course, finding from 15 - 20 control points in times nearing 7.0 minutes per km. Not fast by road running standards but considering they must navigate, read a map and run cross country, all at the same time they require both physical strength as well as quick thinking and concentration. Luckily for the more recreational participants the pace is more relaxing. Recreation courses are only $10 with the age class categories at $25 for adults and $15 for those 19 & under. All age class entrants are eligible for BC Orienteering Championship awards. A weekend package, including the Saturday night outdoor feast, at Riverside Campground is available. The event times are: Saturday, September 6, 9 a.m. - Middle distance event -Invermere Saturday, September 6, 1:30 - 3 p.m. OMazing Race, Kimberley Saturday, September 6, 3:30 p.m. - Sprint Race - Kimberley Saturday, September 6, 6:30 p.m. - Outdoor Feast - Riverside Campground Sunday, September 7, 10 a.m. - Long distance event - Cranbrook.

Junior Achievement BC expands into the area

Students in the Basin will have access to Junior Achievement Programming starting this fall thanks to a three-year partnership between Junior Achievement British Columbia and Columbia Basin Trust. Submitted This fall, youth in the Columbia Basin will be able to learn about entrepreneurship and the viability of selfemployment as a career option when Junior Achievement of British Columbia (JABC) expands into the region. The expansion is possible through a partnership with Columbia Basin Trust (the Trust), which is contributing $300,000 over three years to support business education for local youth. Junior Achievement programs are delivered free of charge to students in grades 5 to 12

at the invitation of host teachers, and are facilitated by local business people who bring their experience and expertise into the classroom. JA content focuses on three pillars-- work readiness, entrepreneurship and financial literacy-- and aligns with the provincial curriculum. Programs such as Business Basics, Dollars with Sense, Economics for Success, and Company Program, provide students with rich, interactive learning experiences through a mix of individual, team and class activities, as well as digital content. Basin communities vibrant and strong, so instilling a sense of entrepreneurship at a young age is important,” said Neil Muth, Columbia Basin Trust President and CEO. “This partnership will help expand career options for our youth.” Jan Bell-Irving, President and CEO of

Junior Achievement of British Columbia, remarked, “This is a unique partnership which will help us undertake significant expansion into a region that has been previously underserved relative to other parts of the province. We are excited to be working with Columbia Basin Trust to bring business programming for youth to the Basin and serve more B.C. students.” Junior Achievement programming reaches over 32,500 students annually across the province. To date, JA has been able to offer only a limited number of programs in the Basin, supported by staff at a distance. This unique partnership with the Trust will provide a dedicated JABC coordinator in the region in order to facilitate program delivery with the goal of reaching at least 10% of the Basin student population in grades 5 to 12 by 2017. Program delivery in the Basin will begin in the fall of 2014.

Teacher Negotiations • Government hopes to reach a negotiated settlement with the BCTF in August and stands ready to negotiate any time over the summer, once the BCTF is ready to commit to a fair and affordable settlement that is in line with agreements already reached with 150,000 other public sector workers. • In the event that doesn’t happen, government is developing a contingency plan to give parents as much time as possible to plan out of school learning opportunities for their children. • A one-time support payment of $40 per day will be made available to parents of children under the age of 13 that are attending B.C. public schools. It will be funded from savings that accumulate from September 2 until the labour dispute is resolved. Hugs: Huge hugs to the family of 5 that stopped on Monroe Lake road on Tues. July 15th, and drove me to Moyie to use the phone after we were having vehicle troubles. You then waited for me while I was on hold with the tow truck company and drove me back. Your kindness was greatly appreciated!! Hugs also to the many people who stopped and asked if we were OK or needed help! Hugs: We had a problem with our water heater on August 2. Being the long weekend, we were unable get a hold of a plumber. A big thank you to Nancy, Gwen, and Mario who came over to try and help us out. Mario contacted Bob from B”n”S Plumbing. Bob came over later that evening after having finished another job out of town and got the problem fixed. He went above and beyond the call of duty and it was extremely appreciated. Thanks a lot Bob! Hugs: Many, many hugs to the two gentlemen who physically lifted my scooter off the sidewalk and on to the street because I was stuck in front of a pole in the middle of the sidewalk in Kimberley beside the arena. It was not easy and they stopped to help when they saw my dilemma. Thank you guys whoever you are! Hugs: Huge hugs to Cloverdale Paint and their attentive staff. I walked in, all but clueless, and a wonderful lady offered advice on my color pallet choices as well as choice of paint. She didn’t try to upsell me, only helping me get the things I couldn’t borrow from friends and family, and was friendly throughout. When I was finished, a male associate assisted me to my vehicle unasked, which was fortunate, since the harsh wind threatened to throw my paint tray full of supplies across the parking lot! I will absolutely shop there for all my painting needs from now on. Hugs: To the City for finally doing the dearly needed work on 6th St. N. It’s been needing a proper re-do for some time, and I’m glad they recognized that patchwork won’t do it on this road.

Slugs: To the people who park in front of Tamarack Centre. There are handicapped spaces available to anyone who needs them, and these are more often than not empty. Parking there means that vehicles must swing into the opposing lane to get by, and also means that the view is obscured to the sidewalk, where children and pets may run out and be hit. Hazard lights are not “temporarily disregard the traffic signs” lights. It clearly says “NO PARKING”, and it says it for a reason. Slugs: I am glad to see someone put in a slug about the weedy drainage area along 14th Avenue. I would like to re-slug that I agree, the City certainly did not have this done properly, there are many lovely grasses that could have been put into that area that would be pleasing to look at, rather than the unsightly scene there now. Get on the bandwagon City of Cranbrook so we are not named ugly again!!! Hugs: To Integra Tire in Cranbrook for the tire service I received this past week. Thanks for putting up with me and my 4 kids while waiting in your shop for the new tires to be put on, I’m sure my boys rearranged things while there and touched every display you had! Also thanks for not charging me for resetting the TPMS, even though it isn’t a free service. I appreciated it a lot. You all had great time management and had us in and out within 30 min each time we were there. Thanks! Slugs: To people who think it’s “okay” to stop their car suddenly on the road to take a picture of a single deer eating on the side of the road. It’s a deer, get over it, there are tons all around, don’t stop and cause an accident just because one is eating on the side of the road. It’s not that exciting. Hugs: A hug to Maria at the Credit Union for taking the time to answer all our concerns in such a personal and professional manner. Hugs: To the girls and guys who have kept the hanging flower baskets around our city looking so beautiful through all the hot weather we have had. Good job and thanks!

If you have a Hug or a Slug...we’d like to hear it. Simply email us at shannon@kootenayadvertiser.com with your short quips, compliments or complaints. We will print the anonymous submissions for all to see. Be honest, but all we ask is you keep it tasteful. Hugs and Slugs will be printed as space allows, if we miss yours check back next week and you will be bumped to the start of the list. You can also drop by a written submission to our office at 1510 2nd Street N. or call Shannon at (250)489-3455 or 1-800-665-2382

OBITUARY David Gilman Spencer Righton 1943 - 2014 David Gilman Spencer Righton passed away suddenly on Saturday, August 9, 2014 with his family at his side. David was born on June 20, 1943 to Chester and Sarah Righton. David was born in Toronto, Ontario and moved to Kimberley when he was 3. He worked for Cominco for 24 years and then worked at the Tembec Pulp Mill until he retired in December 2013. He was a member of the Kimberley Fellowship Baptist Church for over 30 years and his faith meant everything to him. He loved to ski and when he wasn't able to do that any more took to walking. He was a big fan of the Kimberley Dynamiters and shared that love with his family and friends. He also loved to travel and that's when he met his wife Olwen. They were married on June 7, 1976 in Bristol, England and were married for 38 years. They had 3 children, Mark, Colin and Jonathan. David was devoted to his family and was a wonderful grandfather. Our last trip as a family was a cruise to Alaska last year which now has so many special memories. David is survived by his loving wife Olwen, sons Mark (Jen), Colin (Vanessa) and Jonathan, grandchildren Dylan and Carys; sister Joy (Danny) Stasko; brother-in-law Ivan Merrick; sisters-in-law Rose (Henk) Versteeg and Sue Gray. He is also survived by aunts, uncles, nieces, nephews, cousins and wonderful friends. David was predeceased by his mother Sarah, father Chester and brother Robin. A celebration of David's life will be held at Kimberley Fellowship Baptist Church, 395 - Marsden Street at 1:00 pm on Friday, August 15, 2014. Refreshments will be provided following the service. In lieu of flowers, donations in honour of David's memory can be made to the Heart and Stroke Foundation Okanagan and Kootenay Region; 4 -1551 Sutherland Ave, Kelowna BC, V1Y 9M9 or at www. heartandstroke.bc.ca. In Memoriam

In Sweet Memory Of Marleen (L’Heureux) Williams Dec. 9, 1945 - Aug. 15, 2011

Thinking of you with love today, You’re in my thoughts most every day. I hear your voice and your laugh In this old photograph. And the things you used to say... Well, it seems like yesterday. Those deep brown eyes Once took me worlds away. Carrot top shining in the sun, And never a touch of grey. And now three years are past and gone. Of this I am sure - love lives on, Held in golden threads And ribbons of light. We never said goodbye, We only said goodnight.

Meet you on the other side. Love always, Steve and family.

Request for Sign Design and Bid The Village of Canal Flats is seeking submissions for a design and bid from interested proponents to provide a Columbia Discovery Center sign.

4 OUT OF 5 PEOPLE WITH DIABETES DIE OF HEART DISEASE.

Background

The Village of Canal Flats constructed a 2500 square foot log building to house the municipal offices, a Ktunaxa Interpretive Centre, and the Headwaters Art Society. The Village of Canal Flats wants to ensure that a sign is placed adjacent to the building identifying the occupants and the option of a LED reader board so Village, community and emergency notices can be displayed. The sign is to be placed 10 feet from the property line and is to be two sided to illustrate a view from the south and north. The proponents will not be required to install the sign.

Objectives

The Village of Canal Flats is requesting proponents to provide a design of their choice with or without their logo on the sign. The top of the sign will be “Columbia Discovery Centre”. The next line will be the “Village of Canal Flats Municipal Office”; the next line will be the “Ktunaxa Interpretive Centre”; the next line will be the “Headwaters Art Society”; the next line will be a blank space to accommodate a possible new tenant with the option of a LED reader board. The sign is to be approximately 6 feet by 6 feet. Proponents will provide all listed materials with the design. The Village wants proponents to design a sign for Council’s choice. The Village reserves the right to reject any or all bids or designs or to reject any bid or design which it may consider not in the interest of the Village. The lowest or any bid or design may not necessarily be accepted. Designs with a bid will be accepted up to 4:00 pm on Friday, August 29, 2014 to the Village of Canal Flats, Box 159, Canal Flats, BC V0B 1B0

Tip of the Week: Before Leo time ends and Virgo begins and with four planets in the lion’s sign, plus the Black Moon, it merits some special attention. Leo is the sign of entertainments, fun, games, play, sports, children and creative offspring of any kind including works of art and performance. Hollywood and show biz in general come under the domain of Leo. It can be interpreted as the ‘earthy fire sign’. In this regard Leo possesses a solid and practical approach to the affairs of life. Superstar and mega wealthy singer, song writer, performer, actress and CEO of her own fashion and accessories company, Madonna was born on August 16th. Often liking to be the producer, director and actor in their own show, people with Leo strong and balanced in their Astrological signature demonstrate creative, determined and steadfast leadership. Excess and imbalance of the Leo archetype can produce a proud, dominant, controlling and dictatorial disposition. Napoleon Bonaparte and Benito Mussolini are historical examples. But these characteristics are not limited to people whose Sun Sign is Leo. Any of the 12 Zodiac Sign archetypes can be prominent even when the Sun and the sign it is in is not directly involved. An actual chart must be cast to decipher such factors. Positively, Leo is expressed as a generosity of spirit backed by an ardent passion to essentially get attention in order to entertain others and, more pragmatically, to achieve and to win recognition, fame and accolade. In this Age of Aquarius, which is still dawning, Leo is situated on the relationship line which naturally attracts a lot of attention. Thus we see and experience great prominence and fame among actors, professional athletes and celebrities of any and every kind. In the context of our current age and in the wake of a rapidly emerging global culture, these people are placed on the veritable pedestals of the gods of mythology. Aries (Mar 21 – Apr 20) Fun, sun, games and a healthy twist of passion and drama are all current themes. In the drama department it may even be matters of birth, life and death. Something is surely changing or someone and this may especially be you. Looking back over the past couple of years you will notice that you have undergone a veritable metamorphosis. How much fun can you have? Taurus (Apr 20 – May 21) Creative inspirations are not just pouring in, you are in the water. Blessings are now yours to receive and enjoy, though these may be mixed due to the power ploys of significant others. Yet you can probably handle them. Meanwhile, a growing urge to express the beauty you are seeing and feeling inside is your main focus. Gemini (May 21 – Jun 21) Ventures and journeys are keeping you busy. Some of these may have come about unexpectedly. At worst you feel a little scattered and overwhelmed. You have to make extra efforts as well. You may feel the need for support, a rock to lean on. Amidst the wide array of activities and personalities, you may need to focus more than usual to claim your own balance and center. Cancer (Jun 21 – Jul 22) Patiently establishing a new and more reliable foundation continues. This includes building your momentum. As well, you feel compelled to take stock of your resources and to increase your reserves. Increasing your overall awareness of what is implied and required is featured. However you do it, your focus is to invest into your future. Leo (Jul 22 – Aug 23) Thoughts and notions of increase and expansion remain firmly on your mind. Success requires that you be willing to take a few risks, a leap of faith or two. The main obstacle stands to be inertia and apathy linked to subconscious fears. Take deliberate measures to confront and overcome these. Know what you want, decipher why you feel hesitant and then let action lead the way. Virgo (Aug 23 – Sep 22) You are in a creative cycle that requires that you step back and take space for a while. Yet, it also demands organization, clarity, determination and follow through. All of this can be done behind the scenes. Whether you feel called to download your dream vision, get organized, outline a power plan, set things in motion, or all of the above, this is your final cue. Libra (Sep 22 – Oct 22) Your sense of individuality is really beginning to shine through. This is generally an expansive time for you. Meeting people and establishing new friendships is featured. Your ambitions are fueled, though you are still in a process of paying dues and passing entry exams. This will continue until the end of the year. Patiently persevere. Scorpio (Oct 22 – Nov 21) You are in a passionate and determined mood. So much so that others may even find you overzealous and pushy. You are in a commanding mood which might even be interpreted as demanding. It does make sense that you want to take new leads to increase your exposure and influence. Be careful not to overdo it. Sagittarius (Nov 21 – Dec 21) Some big energy patterns are stirring both within and without. Inwardly you feel called to overcome, to do battle with limiting beliefs and worn out attitudes and behaviour patterns. Outwardly you are feeling very excited, perhaps especially about cultural events. Either way, there is plenty of drama stirring requiring optimism and faith. Capricorn (Dec 21 – Jan 19) A search for new resources, talent and leverage is keeping you busy now. Deciphering what you want and need and who can meet your criteria is firmly on your mind. To this end you have research work underway. You have many questions and want answers to all of them. You are less patient than usual and will play hard to win. Aquarius (Jan 19 – Feb 19) With each new day your world is expanding. This includes your social outreach. Making new connections feels necessary but is a source of excitement as well. The time is right to share what you know. Others will prove receptive, even enthusiastic to hear your message. Be willing to take the stage and shine your light. Do it for one and for all! Pisces (Feb 19 – Mar 20) A creative work cycles continues. In addition to the actual organization and follow through efforts implied, the work also includes mustering the vision, faith and courage to take action. Yet, you are not meant to do it alone. Cooperation and collaboration is required. Decipher how you can best make win/win proposals.
