ane Morden and the Watershed Forest Alliance (WFA) have been fighting against logging at McLaughlin Ridge for close to half a decade now, but with city council’s unanimous decision on Monday night to support their efforts they may be one step closer to a solution. Sarah Thomas, a volunteer with the WFA, presented the group’s concerns to city council and called on the city to support the WFA’s efforts to pause the logging at McLaughlin Ridge and have a conversation with the Ministry of Forests, Lands and Natural Resource Operations as well as landowners Island Timberlands. The company owns McLaughlin Ridge and is legally permitted to log the old growth trees located there. The area represents a few hundred hectares of the 250,000 ha that Island Timberlands owns. According to Thomas, the Mclaughlin Ridge old JANE MORDEN growth lands were identified by the province as areas that should be protected. However by 2004, the lands were removed from the Tree Farm Licence (TFL) and while promises were made to come to some agreement about how the lands would be protected, this never happened. McLaughlin Ridge, which is about an hour southeast of Port Alberni, is home to a couple of hundred hectares of old growth Douglas Fir as well as the China Creek Watershed, the city’s main water source. Currently, the watershed meets Island Health’s 4-3-2-1-0 water requirements but the concern is that if the old growth is cut down, that might not be the case anymore. “It’s important to protect [the China Creek Watershed] because you can always treat water but this costs a lot of money and it’s never as good as the original. We would like to make sure that nothing really bad happens to that water,” said Edna Cox of the Save Our Valley Alliance, a public education group. “It’s designated a community watershed so we’re asked to stay out of the area and yet logging continues,” said Thomas at city council. While the city does have other, secondary sources of water in Bainbridge Lake and Lizard Lake, China Creek is the best water source that Port Alberni has due to the

However, if anything were to happen to the creek intake water quality, the city could use the lake intake. Those two water intakes represent the redundancy in the city’s water supply, which means that it is unlikely that the two sources would both be unusable at the same time, city engineer Guy Cicon said.

filtration that the old growth up McLaughlin Ridge provides. “The water comes down very, very slowly and it’s really well filtered [by the old growth]. If it comes of a bare slope or washes a lot of silt down then it’s not such high quality water,” said Cox. If a lot of silt is washed down, the amount of sediments in the water increase, as does the turbidity. “When there’s turbidity there’s a problem because you can’t even treat the water, it doesn’t help,” Cox said.
◆ PORT ALBERNI’S water is treated with chlorine before being stored in reservoirs. The city is currently in phase one of upgrading their water facilities by adding UV disinfection at a cost of $4 million. There is also the possibility of later adding a filtration system at an additional $3 million.
The old growth also helps keep the city’s water supply steady throughout the year. With the old growth there, the snowpack up on the ridge melts a little slower. “The forest acts as a sponge so you don’t have all the water coming down in the spring melt and then no water in the summer. “We’ve had low water conditions now for over a year; we didn’t have much of a snowpack last year either,” said Jane Armstrong, also from the WFA. A sudden and intense thunderstorm caused havoc around the Alberni Valley, Tuesday morning. Lightning strikes caused a power outage on Sixth Avenue that had fire crews scrambling to answer alarm calls, and a highly visible forest fire on Arbutus Ridge was reported
numerous times to both 911 and the Coastal Fire Centre. At the fall fairgrounds, coordinator Ann Siddall stepped onto the covered porch of the Kin Hut to speak with someone when a loud crack startled both of them. Lightning had struck one of the spar poles used for logger sports climbing events, peeling away a
spiraled section of the 34-inch-thick pole like it was paper. Spears of wood smashed the chain link fence surrounding the water pit and debris could be seen as far away as the animal barns. The poles are insured, and will be replaced. “We probably won’t have them up for the fair,” Siddall said. editor@albernivalleynews.com

With the Alberni Valley at an extreme fire danger rating, the Port Alberni Fire Department (PAFD) has been called upon by the province to provide an initial attack response to any fires in the region. “The province is on the verge of a wildfire crisis right now,” fire Chief Tim Pley told city council on Monday night. “All indications are that we’re going to see a very bad fire season.” The city saw some fires on Tuesday, with lightning hitting the Catalyst Paper steam plant and igniting a gas line. Pley said that the

While Pley got the go ahead from council to pursue an agreement with the Wildfire Management Branch, as of Tuesday he’s not sure if the deal will go through. “It’s better than a 50-50 chance,” he said, “we think they need to be here [in the Alberni Valley.]” The agreement would also put the PAFD on standby for 10 hours a day at a rate of $200 per hour, while time spent responding to fires in the region would bring in $450 per hour. Any new developments going up in Port Alberni will soon need to provide bicycle facilities as part of the development plan. City staff are preparing an amendment to the Official Community Plan that will require developers to provide for bike racks when designing any commercial developments. The amendment arose at a previous council meeting as part of the city’s new Active Transportation Plan. Council has spoken out in favour of better cycling facilities in general in Port Alberni.
Grinding stones gain support
Port Alberni businesswoman Charlene Patterson says the historic grindstones that are on display at Catalyst Paper deserve a more public location, and city council on Monday agreed with her. Councillors voted to support Patterson’s bid to move the mill grinding stones to a public location. City staff will add a survey to the city website, www. portalberni.ca, asking residents where they think the stones should be placed.
Harbour Quay needs facelift
City council will add repairs and upgrades to Harbour Quay to its 2015 budget discussions. The subject of replacing the entry sign has been in discussion for at least a couple of years, and is being proposed for 2015, Parks, Recreation and Heritage director Scott Kenny wrote in a report to council. Other proposed upgrades include adding washrooms, repairing the boat ramp, fixing the clock tower and clockface and replanting trees.

A liquefied natural gas (LNG) plant might be coming to Sarita Bay courtesy of a partnership between the Huu-ay-aht First Nations and Steelhead LNG. Steelhead LNG executives and John Jack, an elected councillor from the Huu-ay-aht First Nations made a joint presentation of what they termed an “Opportunity Development Agreement” at a special meeting of council at 2:30 p.m. on Monday afternoon. The facility, which would be in operation in seven or eight years, would liquefy the natural gas that

A Port Alberni teenager was sentenced Tuesday in adult court to six years in prison for raping a 15-year old exchange student in Roger Creek Park on May 21, 2013. Thomas Titian, 17, sat silently in the prisoner’s box as Crown Counsel Gordon Baines described an hour long series of violent sexual assaults, and brutal physical assaults against the young girl. Titian sat hunched over as Judge Peter Doherty described him as “a 6’2, 240 lb. man-child”. The victim, who cannot be identified, was described as being a fraction of Titian’s size when he pounced on her near the Roger Creek train trestle and dragged her into the woods. When she was found
an hour later, she was mostly naked, bleeding heavily from head-wounds sustained after Titian beat her with large river rocks. She was rushed to West Coast General Hospital and soon after airlifted to Victoria General due to the severity of her injuries, and remained hospitalized for two weeks. She was able to give police a description of her assailant, including the fact that he was wearing a red ball cap, which proved important in arresting him the next day when he returned to the scene. Titian, who had been in the foster-care system from the age of four because of abusive and alcoholic parents, was also reported to police by his foster mother. When he returned home around 6 p.m. on May 21, 2013, he took his pants off in
the garage, saying they had gotten muddy at school. Suspicious, the foster mother called the high school where someone refuted his story, and after hearing police were searching for a suspect in a violent sexual assault, she called police. Titian pleaded guilty to aggravated sexual assault and choking to overcome resistance. A charge of attempted murder was later stayed. Both Crown Counsel and Defense Counsel Stephen Littley agreed that the maximum three-year sentence for youth was not appropriate in this case, and said Titian should be sentenced as an adult for six years. In sentencing, Judge Doherty called the attack “a sustained, vicious, repeated, horrifying assault”. Citing the volumes of victim
impact statements, psychological reports, and criminal assessments that concluded Titian might not be treatable, Doherty said this was one of the most thoroughly reported youth matters he had ever seen. The court heard that Titian was tortured as an infant and toddler by his alcoholic parents, which is where “the ticking time-bomb that is Mr. Titian was made”, said Doherty. “He is a highly dangerous, violent individual who is likely to reoffend.” Titian will serve the first two years of his six-year sentence in a youth detention center, until he reaches the age of 18, when the court can apply to have him moved to a federal prison. Fire coverage heating up Farm changes a great leap forward It is ironic that the day after Port Alberni’s fire chief outlines a request from the provincial government for the city’s fire department to offer initial attack services in case of forest fires, numerous lightning strikes ignited tinderdry areas in the Beaufort Range. The fire department was slammed with calls just after 11 a.m. including a fire at Catalyst Paper and multiple alarms activated on Sixth Avenue after power line insulators were hit. An extremely visible forest fire atop Arbutus Ridge, across Alberni Canal from Harbour Quay, prompted the first ‘initial attack’ call, as the PAFD was called. (Helicopters flying for Island Timberlands extinguished the fire with bambi buckets of water and an initial attack crew dropped on site.) While the forest fires prompted the ‘I told you so’ brigade to drag the missing Martin Mars waterbombers into the fray, the issue is so much bigger than an historic aircraft tugging at our collective heartstrings. The response time once calls about the Arbutus Ridge fire lit up both the 911 and Coastal Fire Centre’s phone lines was less than an hour—impressive considering the weather and location. Also extremely fortunate. If torrential rain hadn’t accompanied the thunderstorm, that small lightning strike could have ignited a far larger problem. Forestry firefighting resources are stretched too thin. We are approaching a crisis in B.C. on the doorstep of the worst fire season in recent history. Sitting on an island nautical miles away from resources is not a pleasant feeling. It’s time for the government to come up with an adequate plan for keeping our forests safe in fire season. Or at least minimizing the damage.

ICTORIA – The B.C. government’s intentions for the Agricultural Land Reserve have been clarified by a public consultation that proposes new commercial and industrial uses on farmland. Political watchers may recall that this was the hill the NDP was prepared to die on this spring. It was going to be a farmland looting spree for right-wing property developers and all hope of “food security” would be dashed. As I attempted to explain at the time, the changes have little or nothing to do with ALR exclusions. Now a discussion paper poses a series of questions, some of which illustrate the need to bring farmland regulations up to date. The first one deals with restrictions on retail sales, a case study in arbitrary state control. There is
a strict maximum floor space. A minimum one half of retail sales must be produced on that farm. Food packing, preparation and processing are similarly restricted. This requires multiple duplicate operations of questionable viability. It brings to mind Mao Tse Tung’s Great Leap Forward, where farmers all had little iron smelting furnaces out back to make tools. But I digress. “Amongst other things,” the discussion paper says, “lessening the restrictions on on-farm processing could allow the establishment of abbatoirs (large, small or mobile) on farms, to serve surrounding cattle, game or poultry farms.” Then there’s cheese, fruit juice and even medical marijuana products. And did you know that wineries and cideries are
allowed on farmland but breweries, distilleries and meaderies aren’t? (Mead is made from honey, and doesn’t have to be drunk from a bronze mug while wearing a horned helmet.) Now that we’ve discovered that breweries don’t have to be giant urban industrial plants producing mediocre lager that all tastes the same, possibilities abound. On-farm wine and cider sales have similarly quaint retail space and product origin restrictions. The government proposes to allow sales of products not made on site, as long as they’re made in B.C. This could make more local retail beverage co-ops viable. Or it could spawn a wave of unregulated rural liquor stores that create chaos on country roads. You

decide. On a more serious note, there are a couple of questions about changes to the newly created “zone two,” the Interior, Kootenay and North regions. One repeats the government’s intention to open up non-farm use rules to allow certain oil and gas service functions on farmland. This is to reflect the reality already on the ground in the Northeast. What other non-farm activities it may entail is not yet known, as the consultation and regional meetings continue until Aug. 22. There are proposals to bypass the Agricultural Land Commission for certain kinds of farmland subdivision in zone two. These are where the subdivided parcels are a quarter section (160 acres) or bigger, or where they are divided by a road or waterway. And finally there are proposed exemptions from ALC scrutiny of leases, to allow “intergenerational transfer.”

At Monday’s Port Alberni City Council meeting fire Chief Tim Pley informed the community that the BC Forest Service had lodged an urgent request for PAFD to be put on standby in case it is needed ‘for initial attack’ on fires in and around our area. This leaves the very real possibility of PAFD services being called away to a forest fire, leaving local response to homes much slower, or that a forest fire that occurs nearby will not get any initial attack response at all if the PAFD is busy elsewhere. I will not venture to guess which would be worse. We were warned months ago that this could be a bad fire season and we are seeing that now. The forest service is quite obviously under resourced. Now our community is on the hook including precious taxpayer resources in fire equipment and we are potentially left defenceless from forest or home fires. waterbombers sit in drydock. Last month 19,205 people around BC, including almost 2500 residents of Port Alberni, signed a petition for the Mars to be returned to standby duty. They are two of the most formidable initial attack fire bombers ever conceived, both certified and ready to fly for many more years, and one recognized as one of the most advanced urban interface fire suppressors in the world. Not only should we bring back the Mars, in light of obvious and continuing changes in B.C.’s climate we should be permanently beefing up our fire preparedness, mitigation, and
resources. The current system seems complete ad-hoc, patronage based, and ultimately dangerous and costly. We are playing with fire.

It has been announced that the right-wing government in Kyiv, Ukraine, will be receiving military equipment from our own federal government. Those supplies are meant for action at the border with Russia. This is close to an act of war, one of the worst instances of provocation and foreign interference by Canada in many
years. In addition, Canadian trade sanctions with Russia have been increased and Russia has now responded. Yet hurting exporters of Canadian foodstuffs bound for Russia will do nothing to end the civil war in Ukraine. Trade sanctions in general are economically unwise and politically dubious. In fact it would be instructive to look at the last case of such meddling in a civil war, Libya. The country of Libya is now controlled by roving bands of militants aligned with al-Qaeda, not the result we were sold on when we sent our air force to join other NATO countries there. Diplomats are fleeing Libya and the Tripoli airport is unsafe. Up to the Dayton Accords of 1995 Canada was a peacekeeping nation, and that is a policy worth returning to.

Commemorating the “Great War” of 1914 -1918 is an excellent way to show our
respect and gratitude to the valiant Canadians who fought and died a century ago. There is however one thing that sticks in my craw. During these sombre reflective events, politicians are attracted to the limelight and inevitably read carefully crafted speeches—liberally sprinkled with emotive words such as valour, sacrifice and pride—but fail to mention the world’s march into that military madness was avoidable. In the aftermath of the so-called war to end all wars, shortsighted leaders in the victorious countries imposed excessively punitive reparations on their impoverished adversaries and arbitrarily redrew the maps in Europe and the Middle East for their own economic benefit. Their intolerable arrogance planted bitter seeds in the hearts of the vanquished. It’s been that way from the beginning when Adam and Eve sinned in the garden. God called to them and they hid themselves among the trees of the garden. Fortunately for us, God doesn’t wait for us to come to Him, He comes to us. He wants to be close to us and assures us of His forgiveness as He also helps to cleanse us of the sins that have hurt our relationship with Him.

[“If this happens] the forest is a natural solution for helping to control the flow of water,” Armstrong said. Clearcutting also has another, more immediate danger; landslides. In 2006, clearcuts in the Beauforts, followed by a large amount of precipitation, were thought to have caused landslides that affected Beaver Creek’s water and brought gravel in debris into people’s homes. There’s a chance that clearcutting on McLaughlin Ridge could lead to the same. While Island Timberlands is required to replant trees that they cut down—and states that they typically do so within nine months —the high elevation of McLaughlin Ridge means that it will be generations until those replacement trees are big enough to serve any purpose, says Morden. “This area is at a higher elevation, we’re talking about a thousand metres up, so it’s not going to grow back at a fast rate. Up there, you can have a 20-year-old tree that’s not anywhere much above your waist, said Morden, “and when the roots start to decompose from the huge [old growth trees,] then your chances of landslides are going to increase.” In an e-mailed statement, Morgan Kennah, Manager of Sustainable Timberlands and Community Affairs for Island Timberlands, said that they “have and continue to work

With chants of “water is our right” from the 70- to 80-strong crowd in front of Port Alberni’s city hall, former Hupacasath chief councillor Judith Sayers sent a message to the government that logging in watersheds is not OK. Sayers was just one of the local First Nations, Port Alberni residents, and environmental activists who spoke at a rally outside of city hall on Argyle Street at 11 a.m. on Thursday, Aug. 7. They had gathered to protest the logging of the China Creek Watershed by Island Timberlands. The protest was organized by a grassroots group calling itself Citizens for a Local Economy and received support from drivers who honked their horns as they drove by. “We are all here because we care about our water,” Sayers said, “and getting together and talking about this sends that message.” Torrence Coste, Vancouver Island Campaigner for the Wilderness Committee, told protesters that “too much of the forest here [on Vancouver Island] has been ripped off, liquidated and degraded permanently at the expense of

Harold Duff “Bud�
Following a brief illness, Harold passed away peacefully in his sleep at West Coast General Hospital on Sunday, August 3, 2014 at 86 years of age. Predeceased by his brother Fred and sister Isobel, he is survived by his beloved wife of 59 years, Marguerite “Peggy�; children: Terry (Mel) and Wendy Gornall (Rob); grandchildren: Chris, Raylene Pace (Corey) and Stephen; great grandchildren: Hayley, Cassidy, Colton and Carter; nephew Rick Lord (Dor) and niece Barb Johnston (Pete) as well as numerous other relatives. Harold was born in Port Alberni and raised at Bishop Landing on Sproat Lake. He lived at Sproat Lake his whole life and was a volunteer firefighter with the Sproat Lake Fire Department and served as chief for over 30 years. He had a well-developed, dry sense of humour and was devoted to his family. Harold worked as a steam engineer for the Paper Mill, drove for several trucking firms and then Woodward’s and also worked for a time at Evitt Electric. A memorial service will be held at 1:00 pm on Saturday, August 16, 2014 at Alberni Valley United Church, 3747 Church St. Cremation has taken place. Tuesday was quite a day on the Alberni Golf Course for the ladies’ golf groups. We got called off the course for thunder and lightning. After an hour and a half delay, back out we went. The nine- hole ladies missed all the excitement of the storm: they were already finished and having coffee and muffins when the storm hit. For the nine-hole ladies low handicap group Claudia Romaniuk won low gross, Marilyn Merwin won low net. There was a three-
way tie for the lowest putts between Katy Lekich, Lee Anne Van Lent and Kath Stolth. In the high handicap group, Lorraine Wilson won low gross, Betty Adair won low net and Diane Hoadley had the low putts. Pars were had by Kelly Gauthier, Romaniuk, and Stolth. In the 18-hole ladies group, Carol Bouchard won low gross with 87. There was a tie between Carol Hastings and Katie Cyr for low net with 69. In the KP challenge Sandra Simpson won on number 1 and Shannon Haggard won on number 10. The special prize was won by Bouchard.

We drove to Qualicum to deliver our auction pieces for the Milner Gardens silent auction, and while at the gardens we walked around and had a good look. Here is your answer to “ How do I shoot fireworks with a digital camera?” Of course if you have a point and shoot camera with a “Fireworks Scene” mode then that would be your choice. Otherwise you must have a camera that you can shoot in MANUAL or even better a camera that will shoot in BULB (BULB means that the camera lens will stay open as long as the shutter is pressed). You should also have a sturdy tripod, either a cable release,
electronic release, or a wireless remote, a medium length telephoto lens such as a 70mm up to a 100mm, fully charged batteries, and a good location. The best shots would be with something of interest in the foreground such as the town lit up, the Orange Bridge, or the wooden Welcome Figures down at Victoria Quay. The exposure on BULB would be ISO 400…f16 (try f16, if the fireworks are too dark then open up to f11); make sure that the autofocus function is turned off; and manually set the focus on infinity. Take the first shot, then gently cover the lens with your hand or a lenscap. Remove the hand or lenscap
to take the second shot on the same photo. Gently cover the lens with your hand or a lenscap and if you are daring, remove the hand or lenscap and take a third firework shot on the same photo. Try to arrange the double or triple shots so that the fireworks do not overlap. Two or three bursts on one shot are adequate.
