Readying for Fall Fair week Sherri Humphrey was set up on the lawn in front of the Barriere and District Chamber of Commerce last Tuesday putting the finishing touches on large plywood silhouettes of cowboys and cowgirls. The silhouettes are all part of the western theme decorations that the Chamber will be placing around the community for Fall Fair week starting August 25. Many local merchants also join in the spirit of the week by decorating their businesses, and even encouraging employees to wear western or fall fair attire throughout the week.

Interested members of the public are invited to complete an online survey about off-road vehicle use in the Thompson Rivers Natural Resource District until Sept. 7, 2014. Survey results will be used to inform the Thompson Rivers District Recreation Strategy to help protect ecologically sensitive Crown land areas while maintaining sustainable off-road vehicle use.

As motorized recreation in the Thompson Rivers District has continued to grow, so has the need to mitigate its impact on the environment and protect ecologically sensitive areas. An off-road trail system should be manageable as well as sustainable.

The strategy will be developed over the fall and winter. Strategy development is led by Thompson Rivers Natural Resource District staff in partnership with BC Parks staff and representatives from the Skeetchestn Indian Band, and has two guiding principles: Allowing public access while protecting resource values; Managed trails will be designed, developed or maintained to be sustainable.

Questions on the survey include: Are ORV riding opportunities in the Thompson Rivers District adequate? What concerns do you have about ORV use in the District, such as impacts on wildlife, damage to grasslands,wetlands or alpine, erosion due to hill climbs, negative impact on water quality, harassment to livestock, unregulated camping, noise, or dust? Where would you like trails developed, what type of terrain, and what kind of services would you like to see, such as parking, unloading ramps, etc..?

Off-road vehicles are used in B.C. for work, leisure and commuting purposes, and include snowmobiles, all-terrain vehicles (aka “Quads”), off-road motorcycles (i.e., dirt bikes) and utility terrain vehicles (e.g., “Argos”, “Rhinos” and “Razors”).

The Thompson Rivers District extends from Ashcroft and Logan Lake in the south to Wells Gray Park and Blue River in the north, and includes the communities of Ashcroft, Barriere, Blue River, Cache Creek, Chase, Little Fort, Logan Lake, Savona and Vavenby.

ICBC is preparing to mail out 309,000 refund cheques ranging from $1 to $350 to optional auto insurance customers it overcharged since 2008.

Wrong rates were used because of incorrect descriptions assigned years ago to many vehicles that are only now being fixed.

The average customer who overpaid all six years will get a refund of around $108, ICBC spokesman Adam Grossman said. The cheques will begin to go out around Aug. 20.

The average overpayment was $18 per year.

The refunds plus interest being paid total nearly $38 million.

Nearly 370,000 other motorists were undercharged because of the glitches.

ICBC won’t go after them for the $53 million in lost revenue.

The faulty vehicle descriptions affected only optional insurance, not basic rates.

The refunds were calculated as part of two independent external reviews that checked millions of insurance transactions over the past six years.

Auditors who examined ICBC’s handling of

the issue concluded ICBC knew the problem was systemic as early as 2009 but management hid it from ICBC’s board of directors until mid-2013.

Various fixes were contemplated but discarded, according to the auditors’ report.

ICBC managers feared a solution might harm its relationship with brokers and that disclosure of inaccurate pricing would hurt ICBC’s business position against optional insurance competitors.

The corporation ultimately opted to fix the errors and issue refunds as part of its sweeping $400-million technology upgrade program.

The long-running overcharges were finally made public in April by Transportation Minister Todd Stone – only after he was directly questioned by the media.

ICBC’s board had intended to wait until it had a refund strategy ready to roll out.

Customers renewing their auto insurance since July have been required to update their vehicle’s descriptions, Grossman said.

The error isn’t expected to recur because ICBC’s modernized system will pull the correct description from the vehicle identification numbers, instead of being entered manually by Autoplan agents.

Mount Polley Mine sought second water release increase

By Tom Fletcher Black Press Mount Polley Mine management was awaiting a second permit amendment from the B.C. government to increase water released from its tailings facilities when the tailings pond dam breached in the early hours of Aug. 4.

Ministry of Environment records show the mine has had an effluent permit since 1997, and has operated since startup with a water surplus due to precipitation. In 2009 the company applied to amend the permit to allow discharge of up to 1.4 million cubic meters of water a year to discharge dam seepage effluent into Hazeltine Creek.

That permit was approved

in 2012 after an independent report was commissioned to examine water quality impacts from sediment and contaminants, and measures needed to control them.

With the mine and its tailings facilities expanding and an exhausted pit being converted to underground mining, Mount Polley applied for another amendment to discharge up to three million cubic meters of treated water to Polley Lake.

“That application was received by the ministry this summer and is being considered,” the Ministry of Environment said in a statement Wednesday.

Mine spill ‘unlikely’ to harm spawning sockeye Threat to juvenile salmon fry rearing in fouled Quesnel Lake is murkier

By Jeff Nagel Black Press The Mount Polley mine tailings pond spill is “unlikely” to significantly harm Fraser River sockeye now returning to spawn in fouled Quesnel Lake, according to the Pacific Salmon Commission.

The agency managing salmon fisheries said it doesn’t expect the peak of the sockeye migration to reach Quesnel Lake until the first week of September, giving about 20 days for river and lake conditions there to improve.

In a news release issued Friday it also noted the “encouraging results” of initial water quality tests released by the province is a cause for optimism.

But the commission cautioned there are also juvenile sockeye currently rearing in the lake and it’s too soon to tell whether they will be severely affected.

“The spill could impact their survival and food supply,” it said.

Great concern persists among First Nations and other salmon users over the potential for contamination and long-lasting damage to the fishery as a result of the mine disaster.

Between 845,000 and 2.95 million sockeye are forecast to spawn in the Quesnel system this year – about a quarter of the summer run and seven per cent of all Fraser sockeye stocks combined.

The Department of Fisheries and Oceans has not directly commented on the threat to salmon, saying Environment Canada is the lead federal agency.

“Fisheries and Oceans Canada will be closely monitoring the salmon run as it approaches the Quesnel system over the coming days to assess the potential effects of these pollutants and other factors including water temperature on salmon returns,” the department said via an emailed statement.

The Fraser continues to run at lower levels and higher temperatures than average, adding to concern that significant numbers of sockeye could die on their way upstream before spawning.

But officials say incoming sockeye look healthy and most are migrating through Johnstone Strait, rather than Juan de Fuca Strait on the west side of Vancouver Island.

ing has already been open offshore to trollers since Aug. 2 and gillnetters who fish on the lower river between Steveston and Mission will get their first opening on Monday afternoon.

There’s no in-season estimate of the overall run size yet.

But major components of the run are tracking close to the mid-range of what had been predicted in advance.

That suggests a total sockeye return closer to the median forecast of 23 million, rather than the low end of seven million or a record high return of 72 million.

Area E Gillnetters Association spokesman Bob McKamey said it looks to be the best return since the large run of more than 30 million sockeye in 2010.

The last two years have been bleak for gillnetters, with only one chum opening each of the past two years and no sockeye fisheries.

“They have waited a long time for a sockeye fishery. A lot us are just looking forward to getting a fresh one to the table.”

He expects steady openings for the 300 or so commercial gillnetting boats for several weeks.

Kynoch said the breach did not occur at the highest point of the tailings dam, where water pressure was greatest, and the pond level was 2.5 metres below the top of the dam at the time.

Ministry records show Mount Polley was warned about high pond levels May 24, with the level returning to authorized levels by June 30.

In April the company was issued an advisory about bypass of authorized treatment works due to high water flows in the spring runoff period.

On Mount Polley, how many warnings until action is taken?

A

ny time anybody in any industry proclaims that something cannot happen or likely will not happen, we need to simply recall the tale of the Titanic.

The “unsinkable” ship did, of course, sink — and on its maiden voyage.

Bryan Kynoch is president of Imperial Metals, owner of the Mount Polley mine in the Cariboo that saw its tailings pond fail, sending untold millions of litres of contaminated water into streams, rivers and lakes.

While apologizing for the environmental disaster, Kynoch told reporters: “If you asked me two weeks ago if this could have happened, I would have said it couldn’t.”

Well, it did.

And, based on the fact the Ministry of Environment said it warned Imperial Metals repeatedly about its tailings-pond levels, with the latest of five warnings coming in May. The questions are many and answers will likely be long in coming, but there are two crucial queries that need to be directed at the company and at the provincial government.

If there were five warnings about the tailings pond, why had the company seemingly not done anything to prevent the disastrous spill that occurred this week.

And, after how many warnings does the Ministry of Environment and the Premier Christy Clark’s government stop issuing warnings and take action — such as shutting down an operation completely until it fixes whatever it was that prompted serial warnings.

Farm changes a great leap forward VICTORIA – The B.C. government’s intentions for the Agricultural Land Reserve have been clarified by a public consultation that proposes new commercial and industrial uses on farmland.

Political watchers may recall that this was the hill the NDP was prepared to die on this spring. It was going to be a farmland looting spree for rightwing property developers and all hope of “food security” would be dashed.

As I attempted to explain at the time, the changes have little or nothing to do with ALR exclusions. Now a discussion paper poses a series of questions, some of which illustrate the need to bring farmland regulations up to date.

The first one deals with restrictions on retail sales, a case study in arbitrary state control. There is a strict maximum floor space.

A minimum one half of retail sales must be produced on that farm. Food packing, preparation and processing are similarly restricted.

This requires multiple duplicate operations of questionable viability. It brings to mind Mao Tse Tung’s

Tom Fletcher Great Leap Forward, where farmers all had little iron smelting furnaces out back to make tools. But I digress.

“Amongst other things,” the discussion paper says, “lessening the restrictions on on-farm processing could allow the establishment of abbatoirs (large, small or mobile) on farms, to serve surrounding cattle, game or poultry farms.” Then there’s cheese, fruit juice and even medical marijuana products.

And did you know that wineries and cideries are allowed on farmland but breweries, distilleries and meaderies aren’t?

(Mead is made from honey, and doesn’t have to be drunk from a bronze mug while wearing a horned helmet.)

Now that we’ve discovered that breweries don’t have to be

giant urban industrial plants producing mediocre lager that all tastes the same, possibilities abound.

On-farm wine and cider sales have similarly quaint retail space and product origin restrictions. The government proposes to allow sales of products not made on site, as long as they’re made in B.C. This could make more local retail beverage co-ops viable. Or it could spawn a wave of unregulated rural liquor stores that create chaos on country roads. You decide.

On a more serious note, there are a couple of questions about changes to the newly created “zone two,” the Interior, Kootenay and North regions. One repeats the government’s intention to open up non-farm use rules to allow certain oil and gas service functions on farmland. This is to reflect the reality already on the ground in the Northeast. What other non-farm activities it may entail is not yet known, as the consultation and regional meetings continue until Aug. 22.

There are proposals to bypass the Agricultural Land Commission for certain kinds

of farmland subdivision in zone two.

These are where the subdivided parcels are a quarter section (160 acres) or bigger, or where they are divided by a road or waterway.

And finally there are proposed exemptions from ALC scrutiny of leases, to allow “intergenerational transfer,” so retiring farmers don’t have to plead for state permission to remain on their own property. Another exemption would “encourage the use of otherwise unfarmed land by existing or new farmers.”

NDP agriculture critic Lana Popham, who circulated a photo of herself with a samurai sword in a theatrical “Kill Bill 24” campaign, continues to insist that these changes open up 90 per cent of ALR land for “development.”

It’s a hypocritical as well as a misleading statement, since a portion of her own Saanich farm property is rented to a successful craft gin distillery.

Why jeopardize tourism jobs?

To the editor; Measured by most any yardstick, Canfor’s plan to log in the Clearwater Valley is huge.

According to the cutting plan that was given to the committee in the Clearwater Valley, nearly seven square kilometers will be clearcut and roughly 2,800 truckloads of logs removed.

Several of the cut-blocks will exceed one square kilometre.

All of them have prominent creeks flowing through them.

Even Clearwater’s mascot volcano, Buck Hill, is destined to get a haircut.

The environmental impacts have been exposed but the threat is that the environment

will be trumped by the “jobs” argument.

When the jobs argument surfaces, comparisons between extraction jobs and the question of tourism jobs versus forestry jobs usually comes along for the ride. We’ve heard it all before. The myths are spun and the cases argued on the basis of incomplete information, at best. But, what isn’t admitted is the possibility for tourism to be negatively impacted and for tourism jobs to take a real hit, unless careful choices are made.

Such is the case with Canfor’s plan to log the Clearwater Valley.

Tourism may not be getting

a fair shake when it comes to discussing job creation. Provincially, tourism generated over seven times as many jobs as forestry in 2012. Tourism jobs have a record of being more dependable, too. During the ‘08’09 recession, forestry lost 43 per cent of its jobs but tourism employment dropped less than two per cent. Some people are realizing the potential of tourism because, last year, there was a four per cent increase in the number of tourism facilities, here, in the North Thompson.

Paul Lake Fire protection petition is successful Thompson-Nicola Regional District On August 6, the Thompson-Nicola Regional District (TNRD) released the official results from a public assent process for establishment of a fire protection area and authorization to borrow $260,000 for construction of a fire hall for the community of Paul Lake.

The petition process was successful.

Completed petitions from 60 per cent of the property owners within the proposed Paul Lake Fire Protection Service Area were returned before the July 14, 2014, submission deadline. Those petitions represented 60 per cent of the total net taxable value of land and improvements within the service area.

Director John Sternig, Electoral Area “P” (Rivers and the Peaks), was pleased with the clear support for service establishment, which far exceeded the 50 per cent requirements.

As a result of the community’s support for this service, the Board of Directors gave three reading to the Paul Lake Protection Financial Contribution Service Area Establishment Bylaw No. 2476 and to Paul Lake Fire Protection Loan Authorization Bylaw No. 2477 at the Board’s July 17 regular meeting.

Those bylaws will, upon adoption, allow for the provision of the fire protection service starting December 31, 2014, and for borrowing funds for fire-hall construction.

The bylaws have been forwarded to the Inspector of Municipalities for approval and it is anticipated that the board will be authorized to adopt the bylaws establishing the service this fall.

Once adopted, final arrangements may be put in place for service commencing December 31, 2014.

New residency training sites launched in B.C. North Thompson Star/Journal KAMLOOPS - New doctors will have the opportunity to complete their entire postgraduate training in Kamloops with the launch of a new family practice residency site based at Royal Inland Hospital and community clinics, Health Minister Terry Lake announced last week.

Also, a new emergency medicine residency training site in Kelowna is being launched, along with the Vancouver Coastal Health site for family practice residencies in North Vancouver.

“Training family practitioners here in Kamloops gives them an opportunity to discover this great region and they will hopefully return for their practice careers,” said Lake.

In July, the family practice residency site in Kamloops accepted its first six resident physicians: Drs. Paul Dickinson, Harpreet Ghuman, Quinn Hamilton, Robert McKeough, Elizabeth Montgomery and Brittany Weaver.

These doctors will complete two years of postgraduate medical training to meet the requirements of the College of Family Physicians of Canada. They will have the opportunity to work with a range of physicians and health professionals to master their technical skills, while developing strong roots in the community.

“These new residency programs are great news for families in B.C.’s Interior and Coastal regions, and will provide them with better access to medical care, closer to where they live,” said Advanced Education Minister Amrik Virk. “The programs also provide student doctors with an invaluable opportunity to gain experience and work in their communities.”

“The new family practice residency site in Kamloops will allow for more of our students to continue their training in the Interior and inevitably support the long-term recruitment and retention of physicians in our communities,” said Dr. Allan Jones, UBC’s faculty of medicine regional associate dean (Interior).

The expansion of the family practice residency program is part of a combined effort by the provincial government, health authorities, UBC faculty of medicine, and communities to support the recruitment and retention of physicians to serve the health-care needs of families throughout B.C. “It’s important to be training doctors

throughout the province of B.C.,” said Dr. Selena Lawrie, site director of the family medicine residency program in Kamloops. “The residency program not only helps to meet the needs of under-resourced communities, but sites, like Kamloops, provide an ideal training ground for young doctors.”

A professional medical community, like that found in Kamloops, exposes residents to diverse clinical settings and a wide variety of patient experiences over the course of their residency.

Over the past several years, UBC’s postgraduate training programs have continued to steadily grow, with over 1,400 medical residents presently engaged in 67 different postgraduate programs offered at more than 100 clinical training sites in every area of the province. This year, nearly all the residencies - a record number - are designated for family medicine, where the need is great.

“The continued expansion of postgraduate training in the Interior is a testament to our commitment to delivering timely, quality care to ensure better health care for all our patients,” said Norman Embree, Interior Health board chair.

2014 marks the 10th anniversary of the UBC MD distributed program.

Expansion of UBC’s medical school to the B.C. Interior has helped increase the annual enrolment of new medical undergraduates provincially to 288 - more than double the number of spaces from 10 years ago.

Medical students entering the Southern Medical Program, which began operation in September 2011, complete two years of undergraduate academic training at UBC Okanagan and the newly built, clinical teaching campus at Kelowna General Hospital. They transition to area hospitals and clinics for their third and fourth year, gaining essential hands-on clinical experience on their path to becoming a doctor.

UBC’s family practice residency training program is a two-year program that prepares new doctors with the skills and experience they need to become licensed family physicians.

UBC’s family practice program is distributed throughout the province, involving 16 educational sites, where residents work with a wide range of physicians and health professionals to advance their technical skills, while learning about the unique health needs and lifestyle of the communities.

Campfires cause Spahats forest fire

By Keith McNeill The Times Human foolishness was the cause of a potentially serious fire that started on the weekend near Spahats Falls, according to Jim Jones, manager of Clearwater Fire Zone.

Two campfires were left that were not put out properly, as well as two debris piles were lit, Jones said. The fire likely started late the afternoon of Saturday Aug. 2, and burned all night before being actioned.

As of Monday a crew from Kurt Dodd Contracting plus an excavator belonging to Larry Tucker were trying to put it out.

“The local rain cells that moved through likely saved our bacon

with Spahats. There was a lot of dead grass there,” the fire zone manager said.

Continued, if sporadic showers have allowed Clearwater Fire Zone to avoid the major forest fire challenges that are emerging in the rest of the Kamloops Fire Center as well as across the province, Jones added.

Compared with the rest of the fire center plus the Valemount area, there has been little lightning activity locally.

A lightning storm that moved through that Saturday evening caused a large number of strikes, particularly south of Birch Island, but no fires were found on the ground.

As of Monday,

Aug. 4, Clearwater’s three-person Initial Attack crew was fighting one of two new fires in the Raft River Valley.

A contract crew provided by Claude Poulin of Vavenby was to relieve the IA crew so they could move to the second fire in the Raft.

Because the road to the second fire had been deactivated, the IA crew would fly to the second fire.

A single tree was reported to be on fire on the Hydro line next to the highway at Moonbeam Creek north of Blue River. BC Hydro had been advised and a forest technician was on his way to assess.

Also north of Blue River, there was a fire between Hellroar Creek and Foam Creek that

had no crew on it. A rap attack crew was actioning a fire in the North Thompson headwaters, however.

Jones noted that, with so many forest fires burning in the United States and the rest of Canada, B.C. is running out of places it can get resources from.

He said the next step likely would be to bring in overhead management teams from Australia, where it is now winter. Jones served in Australia several years ago when wildfires there grew to extreme levels. *Editor’s note: Some 80 Australians joined the firefighting effort in B.C. on Sunday, Aug.10, as the province continues to battle its busiest wildfire season since 2010.

Shuswap Nation Tribal Council condemns Mount Polley Mine inaction Submitted Editor’s Note: The following media release was issued by Chief Shane Gottfriedson, spokesperson for the Shuswap Nation Tribal Council.

Imperial Metals Corporation, the owner of the Mount Polley Mine, also hopes to develop a mine at Ruddock Creek near Tum Tum Lake in the headwaters of the Adams River.

The Shuswap Nation Tribal Council (SNTC) condemns the inaction following the disastrous breach of the Mount Polley Mine’s tailing pond early Monday, August 4th, 2014.

The breach which caused over 5 million cubic meters of contaminated water and toxic effluent to flow into the Hazeltine Creek and surrounding area is a state of emergency requiring immediate action.

The Williams Lake Indian Band, the Soda Creek Indian Band, members of the Northern Shuswap Tribal Council, and the surrounding communities have opposed permits for the mine to discharge effluent into the Quesnel Lake because of environmental concerns, and yet nothing was done. Despite years of opposition and public outcry the Mount Polley Mine, owned by Imperial Metals Corporation, did not have a cohesive emergency plan in place.

“We are deeply concerned about the environmental degradation that this man-made disaster will leave in its wake, not only now, but well into the future,” says Chief Shane Gottfriedson, Tribal spokesperson. “When Prime Minister Harper changed the environmental legislation without First Nation’s consultation we knew it would be only a matter of time before something like this happened.

We collectively demand action from the governments of Canada and British Columbia to

limit the negative impacts of this breach and to ensure that something like this never happens again.”

With what appears to be a limited emergency response it is highly likely the breach will affect many southern waterways, posing immense danger to the health of all British Columbians through the threat to our drinking water and the health of this year’s Adams River sockeye salmon run, predicted to be a record breaking return.

“This isn’t just a Secwepemc nation problem, this is a provincial problem. We must hold all levels of government accountable, as well as the owners of the mine. This breach affects each and every person and living organism in this province, including our sockeye.

This is a wake-up call for British Columbians.

What does Imperial Metals plan to do? How can we in good faith allow them to do it again at Ruddock Creek? We must demand a moratorium on mining and exploration activities in our province before it’s too late,” says Chief Nelson Leon, Adams Lake Indian Band.

“We will not tolerate Imperial Metals downplaying this disaster, and demand a comprehensive review of safety procedures on all tailings. There will be no mining within the Secwepemc nation until these demands have been met. Criminal charges must be laid against this company,” added Chief Gottfriedson.

The SNTC works to advance the collective issues of aboriginal rights and title. The SNTC is involved with fisheries and habitat management within the Secwepemc nation’s traditional territory and is dedicated to integrated, holistic approaches to ecosystem conservation and management.

BSS grad lands $22,000 scholarship to pursue a passion for helping others North Thompson Star/Journal 2013 Barriere Secondary School grad Alysha Piva has accepted a $22,000 scholarship to begin her Bachelor of Social Work at Thompson Rivers University in Kamloops this September.

The TRU Ambassador’s Entrance Scholarship recognizes documented leadership and community service, combined with strong academic performance. Piva is one of six to receive the award in 2014, with the others from schools in Clearwater, Kamloops, Kelowna, Salmon

Arm, and Duncan.

“I think I’m in the world to serve a purpose and that is to inspire others in my community to make their own unique mark,” says Piva, adding, “That may be through helping others to express themselves, helping them creating unique things, or encouraging them to join groups and organizations.”

This sense of obligation swells from many sources, but two emerge as the largest.

Community planning is the base for future trails At the last Committee of the Whole meeting during the parks report there was an item that said “Communities in Bloom went well for the most part, aside from some tough judges.” I am not sure about the tough judges part, but I can say that they did ask some interesting questions, as did a few members of the public that follow the development of our community.

For example, the judges said that they were told the District had a trails plan. The District does indeed have a plan in place for trails and walkways, and the plan has different levels of priority for those proposed trails.

Some of you may remember that the District received a grant from the Union of BC Municipalities and the BC Recreation & Parks Association (BCRPA), through the Community Planning Grant Program, to prepare an Active Transportation Plan. In 2009 Urban Systems formulated a comprehensive trails plan in the downtown core.

There were public consultations around the idea. Interested residents, business owners, and other stakeholders such as the school district, BC Ministry of Transportation & Infrastructure, Chamber of Commerce, and seniors groups were invited to attend a Community Walkabout and Stakeholder Workshop on June 29, 2009. The Community Walkabout was intended to identify potential opportunities and constraints, primarily along Barriere Town Road.

During the Communities in Bloom discussions some folks mentioned our recent grant for the “Barriere River Trail Network Project” and asked how that fit into the overall plan. As luck would have it I had just looked at the 2009 Community Park Multi-Use Greenway Network Plan, around the active transportation issue so my answer was that the so named “Barriere River Trail Network Project” was loosely a portion of the secondary trails identified in the plan from 2009.

A discussion happened later with a few people around why the District would be pursuing the secondary portions of the plan when the primary pathways had not yet been completed.

One of these identified primary pathways was the proposed plan for a pathway that would extend the now existing path running parallel to Barriere Town Road further along behind the Health and Retirement Centres connecting to Barriere Town Road next to the “proposed Dis-

Bill Humphreys trict Hall.” Yes, even in 2009 there was a proposed District Hall on Barriere Town Road.

Anyway, the point here is that the question posed was if the District and local residents did all the work and spent the money to create a plan for walkways in the downtown core why was it not being followed in a logical order and primary pathways finished first?

If we extend and finish the primary walkway in question it would get pedestrians, bikes and scooters off the main street and allow safe access to the Seniors Centre, the Health Centre, the Community Garden and the library, as well as Fadear Park which has a walking oval and the bandshell. Plus, this path links to a crosswalk leading to the shopping mall were AG Foods, IDA Drugs, a salon, a Royal Lepage realtor and lawyer’s office are located.

Does it not make more sense to complete this identified primary pathway in the downtown core rather than trying to build a secondary pathway in the park?

Interesting questions to be sure, and brings us back to the need to try and stick to a properly documented development plan for our community.

A few years back we spent public funds and asked people to give up some of their time to give their considered opinions. It was suggested by some that perhaps we need to respect these valuable contributions, not just go off on a tangent.

Getting back to Communities in Bloom. I want to say thanks once again to all those that work so hard each year with the planning and other tasks that allow the process to come together. As we go forward the lessons we learn from the judges’ comments and suggestions will serve to give focus to our community planning, and having beautiful gardens around town is never a bad thing.

It was great to see so many participants up at Soccer Quest again this year. Kudos to those that make this happen.

“To commemorate the North Thompson Fall Fair and Rodeo Association’s 65th year, along with Barriere’s 100th year celebration, we are asking folks to help fill a memory book,” says NTFFRA member Christine Proulx, “Jot down your favourite memories or stories about your experiences at the Fall Fair or Rodeo over the last 65 years. The stories can be funny, or special moments, anything at all.”

Proulx says photographs are also welcome, and it would be a great assist if it was noted who was in the photographs and the approximate year that the photo was taken if known.

The Sharing of Memories Book holds some fun and interesting experiences of people who have attended fall fairs of the past. Perhaps it is your turn to jot down some thoughts so that others can enjoy and reminisce.

Proulx says your stories, memories and or photos can be dropped off at the Barriere Employment Centre Monday to Friday from 8 a.m. to 4 p.m., or you can drop them off at the Fall Fair office in the IDA Mall, Tuesday to Friday, 10:30 a.m. to 4 p.m., until Aug. 27.

Bandshell Friday: Don’t miss it

By Elli Kohnert North Thompson Star/Journal Summer is slowly drawing to a close, and with it so does the once a week community event held in the evening during ‘Bandshell Friday’ in Fadear Park. This year Mother Nature co-operated, providing warm and pleasant weather, with just a light sprinkle of rain once in awhile with no one needing their umbrellas.

This community event provides an opportunity for performers in the North Thompson Valley to show what they can offer for music in the park. Judging by the applause, the audience definitely enjoys these performances.

Weekly audiences are a mix that includes entire families, seniors, children of all ages, and a

number of spectators who arrive on scooters. Many folks bring canine companions of all shapes and sizes, and sometimes there is also a very large blue cat on a leash, unconcerned about all that is happening around him, and not disturbed by dogs nor music.

Many families arrive with everything needed to enjoy a picnic in the park. Children play, while accompanying adults relax in lawn chairs and listen to music ranging from blue grass to country. You can find vendors on site offering a good variety of tasty snacks for purchase.

Bandshell Fridays start at 6:00 p.m., and go until 9:00 p.m. The final Bandshell Friday of the summer takes place August 30.

Museum summer student, Kassie Gilbert, has a little fun while showing the large number of quilts on display at the NT Museum until Aug. 16.

Following consultation and discussion with a number of agencies regarding the impacts of the Mount Polley Mine’s tailings pond breach on the human health risks associated with eating fish, Interior Health’s Medical Health Officer (MHO) has deemed all fish outside of the revised August 12 “Do Not Use” water advisory as safe for human consumption. Individuals should refrain from consuming fish from the remaining impact zone, which includes Polley Lake, Hazeltine Creek, and a small portion of Quesnel Lake that has a visible sediment plume.

show fish were not exposed to unsafe levels of contaminants from the mine breach. Fish testing currently underway continues to demonstrate no immediate harm to any local fish.

As a precautionary measure and as part of ongoing monitoring, the MoE will continue to conduct tissue sampling of a variety of fish species. At the request of First Nations communities, the FNHA will be resourcing salmon tissue sampling using an independent assessor to interpret and share results. In addition, the MoE, CRD, and IH are developing a longer-term sampling plan recognizing the potential for cumulative impact of certain contaminants on fish. Interior Health will continue to monitor these sample results from a human health risk perspective.

“The CRD is pleased to see these results, as well as the collaboration that has occurred through Interior Health and the joint-agency advisory group,” says CRD Chair Al Richmond. “The protection and safety of fish and recreational fishing activities are important to residents and First Nations not only in the CRD area, but to residents in B.C. You still have time to visit the Barriere Annual Quilt Show at the North Thompson Museum, which is open to visitors from 10 a.m. - 4 p.m., Wednesday to Saturday, until Aug. 16.

Kassie Gilbert is this year’s summer student, working for the Barriere and District Heritage Society at the museum and keeping busy attending to visitors at the annual Quilt show.

Kassie says, “We have a large number of entries this year, and the workmanship is excellent – they are all simply beautiful.”

Many quilts have been made by members of the Barriere Quilters Club, others have come from outlying areas and were created by women who enjoy this traditional craft.

Several quilts are hand quilted, others were pieced in Barriere and sent to California for quilting.

The reason for this process is that the newest machines for the job are there, and the cost for the process is reasonable.

Visitors to the show can vote for their choice of ‘best quilt’ by entering its display number on a ballot. At the closing of the show the winner of ‘best quilt’ will be announced.

One visitor to the quilt show said, “It’s really tough to pick just one out of all these lovely entries.”

Cassie commented that this year’s visitor attendance has been good, “Sometimes we have had two or three groups at one time, and we still have room left for more people to come and enjoy the quilt display.”

Make sure you stop in to check out the quilts before the final judging this Saturday.

Stanley Cup will be coming to Sun Peaks

Kamloops This Week The Stanley Cup is coming to Kamloops and Sun Peaks Resort.

On Saturday, Aug. 23, Cup will be available for an alpine viewing at Sun Peaks at 11:30 am at the mid-mountain Sunburst Lodge.

As space is limited and the purchase of a chairlift ticket is required to access the Sunburst Lodge, guests must pre-register with the Sun Peaks Adventure Centre by calling 250-5785542.

From Sun Peaks, the Stanley Cup will be traveling to Interior Savings Centre.

44 ladies heat up the night

By Leslie Stirling In the album ‘Bat Out of Hell’, Meatloaf asked “On a hot summer night would you offer your throat to the wolf with the red roses?”.

Well, no I wouldn’t, but I would go golfing with 44 other crazy ladies, which I did on Aug. 5.

We all enjoyed meeting a group of ladies who travelled in from East Barriere Lake.

The Terrific Trio (Deb Rainer, Donna Salle and I) had a fantastic time and for once I had a fairly good game. We managed to get our golf game in along with some lengthy conversations and a lot of laughter. Play was a bit slow so we even got to chat with the foursomes ahead of us and behind us.

When it is hot and you are having fun who wants to hurry. As usual we finished the evening off with supper on the patio. Thanks to Louise Lodge for a fantastic dessert. We wish her safe travel on her return trip to Africa. See you next summer.

Ladies Golf Report Two flights had ties and the winners were chosen by retro. Flight 1 sponsored by Thompson Valley Awards. Low gross went to Marla Muldoon and low net went to Donna Salle.

Both golfers had a score of 43. Flight 2 low gross went to Jeannie Webber and low net went to Leslie Stirling. We both had a score of 48. Jeannie took my good natured ribbing very well. Flight 3 low gross winner was Mel Shepherd. Mel also shared the birdie pot with Susan Newberry.

Louise Lodge headed home with three prizes – least putts (Interior Savings Credit Union) using only 15 swings of the putter for the entire round; long putt (Knights Inn) and Closest to the sand (Rainer Custom Cutting). Both prizes were won on Hole 8. Doreen Landry is obviously

a hot weather golfer.

She picked up the Estylo Hair Design prize for long drive on Hole 5 and a KP on Hole 6 (Ron Wallace Trucking). Susan Newberry continued her winning streak with prizes from EBL Ventures (KP on Hole 4) and Crystlee’s Hair Design certificate (long putt on Hole 5).

The six-some (if there is such a thing) from the lake took home their share of the prizes.

Kelly Simons had a long putt on Hole 3 (Barriere Massage) while Teresa Hamilton had a KP on Hole 4 (Bondar Forest Planning). Jen Couthard had a long putt on Hole 5 (Country Store Antiques) and Michelle Jensen had a KP on Hole 6 (Stamer Logging). Karen Mitchell had the dubious honour of using the most putts to win the Interior Savings Credit Union prize but I always say “a prize is a prize!”.

Dreams or disaster – what every hunter should know about taxidermy

By Gordon Brown The Taxidermy Company Most hunters dream of having a mounted trophy on the wall or a rug to put a face behind a story.

Every hunter has a story; some may even be true! Some hunters wait till they get a monster and many wait a lifetime frequently taking what is available or legal instead of waiting for exceptional.

A trophy is invaluable only to the hunter, friends and family for generations to come. The story never ends.

As a taxidermist with over 50 years of experience, I have mounted animals and birds from all over the world. Every year I receive poorly handled hides, capes and birds. This is mostly due to a lack of knowledge, not only in Canada but many other countries.

Much help is available today on YouTube and other medias, but I would like to share with you, the hunter, just some of the “do and don’ts” of trophy care so your trophy will be a pleasant memory to share for years to come.

When preparing a bear, wolf or other animals for a rug turn the animal flat on its back. Stretch the front legs out at right angles to the body. MAKE ALL CUTS BEFORE you begin the skinning – this is very important to get a symmetrical rug. FIELD CARE IS EVERYTHING – no taxidermist can make up for poor field care.

First Cut: Center of the front paw or foot straight across the chest at a right angle to the body.

Now holding the other front leg again cut straight down the center of the leg meeting the other cut on the chest. Keep these cuts straight - do not go to the elbow. The back legs, from the heel of the foot down the back of the leg to the anal hole and repeat on the other back leg.

Now the centre cut, keep this cut straight down the center line to just below the head. It is always best if these cuts are made by one person. Begin skinning procedure.

Two things to remember, some animals have very thin skin; also, fall bears are very fat, try to keep the skin clean of fat and meat, leaves, moss and other debris.

Remove the skull from the carcass where the neck and the head meet. Then cut through the joint below the foot or paw to separate the foot from the leg and cut through the tail bone near the body. Always be careful not to cut through the skin when making these cuts.

Once the hide is removed from the carcass, lay hide hair side down and place the head, legs and tail into the center of the skin, fold the sides in, then fold or roll up – hair side out. Do not expose skin to direct sun; always keep the skin in a cool place. If possible avoid using plastic bags or tarps; use cloth or burlap bags to hold the skin. Do

not salt the hide at this time. Do not salt any hide until it is completely skinned out; feet to the last knuckle, face properly skinned out. That is: ears turned and lips split. Never salt a hide that you are planning to freeze. The hide will just dry out. Hide can now be frozen or taken to a taxidermist.

Preparing an antlered or horn head for a shoulder mount: Today there are many choices available for a head mounts including wall pedestal and floor pedestal with a cabinet type base complete with habitat. The most important part of skinning for a head mount is the caping. Remember: No taxidermist can make up for poor field care.

Start the cape removal half way down the body by making a cut completely around the circumference of the animal before you start skinning. A hunter cannot leave too much cape. Cut down the center of the back and the neck to the head. Do not cut the throat on any animal you might want to get mounted.

Proceed by skinning forward from the top down – always skin clean leaving meat, fat on the carcass avoiding moss, leaves and debris. Skin down to the front legs.

Cut around the circumference of the front leg just above the knee then pull the skin over the leg or pull the leg through, whichever is easier at the time. Again, remember, that quality starts here!

Continue to skin down the back to the head, separating the head from the carcass at the last joint by cutting straight down behind the skull. This can easily be done with a knife and a twist or two with the head. If the cape or skin is bloody, soak the whole thing in cold water moving the hide gently to remove all blood from the hair. A stream or lake is ideal for this. Now drain the cape or hide, squeezing out as much water as possible, letting it drain from an elevated place is great, hung from a tree, hang over deadfall or large rock. Do not expose the cape to direct sunlight keeping it in the shade or in a cool place.

Never leave a hide or a cape unattended. Many predators will not only take the skin but will also destroy it. When gutting or cleaning a trophy, do not split the hide past the beginning of the rib cage. This is better done after the cape is removed. Do not salt the cape – not until the head is completely skinned out, ears done and lips turned. If possible contact a taxidermist for further instruction or take it into a shop. Most taxidermists are professionals and are more than willing to help you or talk you through the next steps.

Skinning out the head of any animal is similar for all species.

After the head is removed from the carcass, continue center cut between the ears to a point about

Make a `V` cut to the centre of each antler base more to the center of the burr than the side. Carefully skin down to the ear butts, cutting the ear at the point to where the ear meets the head – about half way down the head. Pick up the `V` and skin towards the antlers or horn base. Pry the hide away from the antler burr. Do not use a knife for this procedure if possible. A knife frequently slips and slashes this very important area.

By pulling and prying the hide will remove easily from around the antlers. On horned animals such as sheep and goats, push the hair down away from the horn and then cut around the horn at a right angle, being very careful not to cut the hair and proceed skinning as above.

Continue to skin to the eye, setting a finger in the corner of the eye, pull the eyelid from the eye, and keep your finger in the eye as you carefully separate the eyelid from the head. Skin both sides of the head evenly. The tear ducts (orbital glands) is the next concern. This is one of the most difficult parts of skinning out the head. Skin right tight to the bone; elk, mule deer and caribou really have deep tear ducts. Cutting close to the bone and pulling with the other hand, do more pulling than cutting. Keep in mind that the hair on the face area is a lot shorter than anywhere else on the animal. Be careful not to cut through the skin.

When cutting the lips from the head, I prefer to do this from the outside where I can see the jaw line

and teeth. Make the cut tight to the bone top and bottom leaving lots of lip. Separate the lip from the head, this way. You cannot leave to much lip or nose cartilage.

Back to skinning the head, place a finger in the corner of the mouth and then cut the lip free leaving lots of lip and not cutting your finger. Skin down to the nose cartilage and cut this down to the bone below. Skin should now be free of the head. Antlers or horns can be removed at any time. Always remember inspection requirements.

Turning the ears, I use a rounded stick forcing the cartilage up, I begin skinning with the knife then just use my fingers to separate the cartilage and turn the ears. Once ears are turned, split the lips, holding them in your hand, cut through the meaty part of the lips and they will split like a filet. Nose cartilage can be dealt with later but should be skinned down to the nose pad so it can be properly salted.

Salting any cape or hide - lay it out in a flat area hair side down and proceed to widen the hide or cape stretching for width only as length can be accomplished at any time. Use only fine salt as table salt. Use generously and cover the hide and face well. I always put extra salt on the nose pad and eyes on the outside as well as the inside. Salt is cheap.

Do not use coarse-pickling salt or rock salt. Hides should not be frozen after it is salted but rather dried out.

Contact Fish & Wildlife for inspection where applicable and contact a taxidermist sooner is better than later.

Contact your taxidermist or call a taxidermist for instructions.

One thing to note: many taxidermists do not charge extra to finish skinning the head, feet and clean up the hide. Check around for pricing and what is included. Ask about any extra costs.

Choose your taxidermist carefully: remember you will have to look at your trophy for many years. You do not want to be disappointed. There are some great artists out there and also many that just do the “mechanics” and just put it together.

Take time to check out quality and consistency of the mounts.

Look for life-like detail and accuracy in symmetry and proportion.

Turn around time – when do I get my trophy back? Many taxidermists require more than one year to complete your trophy, however there are some that work on a lot shorter time frame. Prices will vary – be aware that reasonable pricing does not necessarily reflect the quality or does high prices say that the quality is better. There is no set price for art work. Most taxidermist require a 50 per cent deposit and you will also need to produce your hunting license, tag and inspection tag where required when you take your trophy to any taxidermist.

Thoughts on street photography Making Pictures with

John E n ma n Of all the recent trends that have come into popularity since digital cameras, it is street photography that intrigues me the most.

Street photography is not a new phenomenon and has been around since the beginnings of photography. Just check out the work of French photographer Eugene Atget in the late early 1800’s, or Fred Herzog’s photos in 1950’s and 1960’s Vancouver, Canada.

In spite of the long history the pastime is still a niche in the broad spectrum of interests that photographers have. However, I am spending more and more time viewing intriguing images of life on streets around the world captured by talented modern day photographers.

Wikipedia says, “Street photography is an art photography

that features the human condition within public places and does not necessitate the presence of a street or even the urban environment…The origin of the term ‘Street’ refers to a time rather than a place, …when workers were rewarded with leisure time...and people engaged with each other …more publicly and therein the opportunity for the photographer.”

I’ve never been good at street photography. I have made a few pictures worth viewing, but I become more occupied with man-made things and get side tracked with some building’s shadow and miss those interesting people shots captured by photographers adept at seeing what I pass by.

On my recent visit to Anacortes, Washington, I did try a bit, but I quickly realized that with my big

DSLR camera I was attracting too much attention. Whenever I stopped, people slowed, turned to face me, and watched.

Since I started discussing photography on-line I have come in contact with some very skilled street photographers and regularly visit their blogs and websites to view their creative work. Those photographers don’t usually add comments, letting their work speak for itself, however, I found a discussion by Los Angeles street photographer, Eric Kim, and the following are some of his thoughts on being a street photographer.

You will look at their work and be amazed by their photos...my advice is this: start off copying the photographers whose work you admire. All the great renaissance painters started off as apprentices. They copied their masters for years, and learned all the basics and fundamentals.

And once they mastered the basics, then they were able to go off and find their own voice.”

He counsels us to, “Follow your curiosity.” and says, “As a photographer you are a scientist. You experiment to find new results.”

Kim continues, “When I started photography I always thought it was my gear which held me back. I felt my camera or lens wasn’t good enough… but what I realized is that I was simply lacking education…I didn’t dedicate myself to learn enough about photography. I simply thought that buying gear would help me become inspired, and therefore become a better photographer.”

I couldn’t agree more with him when he writes, “…education is the best investment money can buy.

Education is something that will always stay with you, in your mind, thoughts, and actions.”

While writing this I thought about all the advice I could have gotten just by asking the talented street

Canadian Diabetes Assoc. offers free webinars CDA The Canadian Diabetes Association (CDA) is offering webinars on How to Avoid the Complications of Diabetes on Aug. 25 and 27.

The webinars provide relevant and up-to-date information for people living with type 1 and type 2 diabetes in Canada. Individuals can sign up at no cost to attend. Thus far, participants from more than 196 communities have joined the sessions and the CDA hopes that more people will sign on for these upcoming sessions.

“The Canadian Diabetes Association is thrilled to have participants joining from across the country, especially from rural and remote communities,” says Leanne Morgan, senior manager, community programs and

partnerships (BC and Yukon) at the Canadian Diabetes Association. “We have many new and returning participants each session and it’s great to watch the sense of community build as people connect with each other.”

Participants register for the webinar through a web link and can choose to listen via telephone or through their computer speakers depending on their preference. Each session is hosted by a professional emcee who facilitates questions and discussion and promotes sharing between participants using a chat feed. No special software is required and following the links is easy and quick even for a novice computer user.

“To minimize the risk of complications related to diabetes requires complex on-going management - the key to which

is patient involvement, since it is the patient who makes all the important decisions on a dayto-day basis,” said Dr. Farquhar.

“My webinar will highlight the hows and whys of beating the odds, bridging the gap and being in charge.”

Grilled White Fish & Red Quinoa Fresh Mango Salsa Salad 2 cups plum tomatoes, seeded & diced 1 1/2 cups diced peeled ripe mango 1/2 cup diced onion 1/2 cup chopped fresh cilantro 2 tbsps fresh lime juice 1 tbsp cider vinegar 1 tsp sugar 1 tsp salt, divided 1 tsp black pepper, divided 2 cloves garlic, minced 4 (6-oz) halibut fillets (or other white fish) 1 tbsp olive oil Prepare grill. Combine first 7 ingredients.

Stir in 1/2 tsp salt, 1/2 tsp pepper, & garlic.

Rub halibut with oil; sprinkle with 1/2 tsp salt & 1/2 tsp pepper. Place fish on grill rack; grill 3 mins on each side or until fish flakes easily when tested with a fork.

Serve with mango salsa on top.

1 cup uncooked red quinoa 1/3 cup olive oil 2 tbsps red wine vinegar 1 1/2 tsps finely minced shallots 1/4 tsp kosher salt 1/4 tsp freshly ground black pepper 2 cups (1/2”) diced seeded tomato 1/2 cup (1/2”) diced seeded cucumber 3 tbsps chopped fresh mint 1 tbsp chopped fresh oregano 1 (15-oz) can chickpeas (garbanzo beans), rinsed & drained 2 oz crumbled feta cheese (about 1/2 cup) 4 lemon wedges Cook quinoa according to package directions, omitting salt & fat.

Drain & place in a large bowl. Let

cool 1 hour. While quinoa cools, combine oil & next 4 ingredients in a small bowl, stirring with a whisk. Let stand 20 mins. Add dressing, tomato, & next 4 ingredients to quinoa; toss well.

Add cheese, & toss gently. Serve with lemon wedges.

Why jeopardize tourism jobs?

Canfor’s plan for logging the Clearwater Valley does not bring with it the promise of long-term, sustainable jobs. The Vavenby mill processes about 8,000 truckloads of wood per year. The 2,800 truckloads from the Clearwater Valley would sustain this voracious mill for just four months, not even long enough for someone to qualify for pogey.

If Clearwater wants to label itself as “the Gateway to Wells Gray” and to maintain, or expand, its tourism sector then it might begin by safeguarding that valuable gateway, the Clearwater Valley. My bet is that foreign visitors won’t be willing to spend their hard-earned currency to see a “gateway” that has been trashed by logging when what they really wanted was wilderness. The Clearwater Valley should be off bounds to industrial logging.

It doesn’t make sense to jeopardize stable, long-term tourism jobs for a few fly-by-night forestry jobs.

Lowering the risk for Alzheimer’s, and dementia CMHA One of the issues that comes up frequently is the fear people have that one day they will develop a dementia like Alzheimer’s disease.

There may be dementia in their family tree and they may be noticing some forgetfulness in their stressful lives.

What can you do?

There is good news to bring some hope to people on this front.

First, although the number of dementia cases is going up — because of the bubble of people in the baby-boom generation reaching the age — where dementia is most often diagnosed — the percentages of people developing dementia is going down.

Secondly, there have been exciting developments in the past two years revealing information on ways dementia can be treated and maybe one day, cured.

And, finally, there have been some great findings in dementia research about ways to slow down, prevent or delay onset of symptoms.

There are generally six ways medicine has advised we can reduce our risk for dementia known as the six pil-

lars of brain health.

They are: 1. Regular exercise: The Mayo Clinic announced last week regular exercise of any intensity from mid-life on can profoundly assist in prevention of dementia.

2. Healthy diet: Brainhealthy foods such as the Mediterranean Diet that are rich with fish, nuts, whole grains, olive oil and abundant fresh produce.

3. Mental stimulation: Crossword puzzles, reading and games of strategy are helpful, whereas television, passive activities are detrimental in high doses.

4. Quality sleep: At least seven or more hours of restful, uninterrupted sleep is recommended.

Poor quality or not enough sleep is generally bad for vascular (and therefore brain health).

5. Stress management: Given we cannot avoid stress in our lives, we can learn ways to cope and can develop an attitude about stressful situations that improves our brain-health prognosis.

Yoga, meditation and exercise are clearly among the top methods.

6. An active social life:

Having a rich circle of friends and several very close friends has been found to improve brain health and prevent dementia.

Even a close relationship and the daily interaction with a loved pet has benefits for brain health.

The unwritten seventh pillar we talk about often in our column is to take steps to prevent brain injury.

Wear a helmet, use seatbelts, take every precaution you can and make sure you take steps to avoid repetitive small blows to the head, such as those caused by young people heading soccer balls.

If there is a theme in these six items, it may be you need to be proactive and involved in the health of your brain.

This strategy has obvious direct health benefits, but there are additional benefits that come from the attitude that one is doing everything one can to preserve their mental and cognitive health.

Sharon Faith Passey (nee Lum) April 14, 1942 – July 27, 2014

Sharon Passey passed away at Royal Inland Hospital, Kamloops, B.C., on July 27, 2014, after a short battle with cancer. She was 72 years of age.

Born in Vancouver, B.C., on April 14, 1942, Sharon is survived by her common-law spouse, Bill Frezell; motherin-law Lilian Passey; brother Mike Lum; sister Suzanne; son John (Chelsea); daughter Caron; grandchildren Brandon, Charli, Cassidi, Cayci, Madison, Brady; great grandchildren Isabell and Emily; and by many family and friends.

Sharon was predeceased by her father, George Lum; husband, Charles Passey; grandson, Jeremy Fontaine; father-in-law Blair Passey,

and by her foster parents, John and Edith Forrest.

Sharon had an interesting career as an exotic mushroom buyer.

She especially enjoyed the company of her family and friends, as well as fishing, and travelling around looking for marketable mushrooms.

During her lifetime, Sha-

ron was involved with Alanon, AA, the Food Bank, and the Mormon Church.

A Memorial Service for Sharon Passey will take place at the Lions’ Hall in Barriere at 1:00 p.m. on Saturday, August 30, 2014.

Donations in Sharon’s memory to the Food Bank, the Red Cross or to the BC Cancer Society would be appreciated.

Help is just a phone call away with new Surveillance Nurses North Thompson Star/Journal Six months into the new Surveillance Nurse program within Interior Health, remote telephone checks are having a positive influence and helping independent seniors stay at home longer.

“This program is a great example of a simple idea that has a big impact,” said Sharon Whitby, Home Health Practice Lead for Interior Health. “The Surveillance Nurses help clients remain in their own homes and avoid hospital admissions.

These are great achievements for both clients and the health care system. We know most people prefer to stay in their own home to self-manage when they are able.”

The focus is on stable longterm Home Health clients. Surveillance Nurses phone them to see how they are doing at least

once every three months and more if required. Clients may also call the nurse when they have questions or need assistance. The program’s goal is to identify any issues as soon as possible, to help ensure these independent clients continue to do well living at home.

“The regular calls ensure we are being proactive and supporting clients so they continue to be lower needs for as long as possible,” said Whitby. “For example they may need encouragement to increase their activity level, to socialize more, or to quit smoking. Or they may benefit from other support services,” said Whitby.

Surveillance Nurses are currently located in: Williams Lake; Kamloops; Vernon; Kelowna; Penticton; Cranbrook; and Castlegar. They support approximately 280 clients. As the program grows, they will continue

to expand their reach across the health authority.

“The first phone call is usually the most crucial. It’s quite amazing how quickly we can develop a rapport with our clients over the phone,” said Tina Pole, one of the seven Surveillance Nurses. “We are able to find out what supports they have from family or friends and how they are going to be able to maintain or improve their health.”

“In the beginning I didn’t really know how this would work,” said Pole. “Now that I’ve been doing this for a few months, I feel I am making a difference in their lives. Some clients don’t need me as much as another client might, but they really appreciate when I connect with them over the phone. Just knowing someone is checking in on them and is interested in their health makes them feel safe at home.”

Dog Days of Summer I am pleased to see that many businesses in our area have posted signs on their doors reminding people not to leave dogs unattended in cars during warm weather.

Given the recent tragedy in our Province, it is a wonder why some people still choose to do this. I am certain that it is not done out of carelessness or malice, as most people who bother to take their dogs with them in the car usually do so because they love their company and want their dogs to be with them. Therefore, I can only assume it is because these owners do not realize how quickly heat stroke can occur in their pet. It’s a lot like car accident—it happens unexpectedly and can occur even with the best of intentions. Problem is, by then it’s too late to buckle your seatbelt.

It’s human nature to look at things from our own point of view. Yes, the car is a bit stuffy and uncomfortable when you return, but get that A/C on and it nice and cool in a matter of minutes. It would seem that leaving the windows open a bit should also help. Unfortunately, it doesn’t work that way for pets.

First of all, you and I have an amazing ability to rid ourselves of excess body heat. We have highly developed sweat glands on every square inch of our body. Furthermore, most of us are not very hairy would not be wearing a fur coat in the summer. Dogs and cats, on the other hand, are fairly inefficient at cooling themselves. Their sweat glands are poorly developed and confined only to the pads of their feet—sort of an afterthought on Mother Nature’s part. Their primary means of reducing body temperature is by evaporative cooling. They accomplish this by panting. It’s not a bad system, if you are resting outdoors or are exercising at lower temperatures.

But overall, it’s pretty inefficient. In their natural state, animals avoid overheating by seeking out shade and by exerting themselves only when the sun goes down or the weather is cool. You don’t see a wolf or cougar pursuing a deer in the heat of the day. Our pets can’t make those kind of choices for themselves.

Once there is limited air circulation, panting becomes a much less effective means of cooling the body. As a result, the animal pants faster and with greater exertion. This increased effort raises the humidity in the air and makes panting even less capable of releasing excess heat. The end result being that the animal’s temperature rises at a much faster rate. Unless the condition is reversed in a very short time, organ damage starts to occur with alarming speed. Overheated muscle tissue begins to break down, releasing substances that can permanently damage the kidneys. Continued increase in body temperature will eventually cause a cascade of events leading to brain damage, seizures and death.

Cooling an animal suffering from heat stroke is dangerous, too. Rapid cooling can result in shock, with often fatal consequences. Immediate medical attention for heat stroke involves treatment with intravenous fluids and medications to protect vital organs from further damage. The window of opportunity for successful treatment is very short and pets that do survive may suffer lasting consequences.

If you must travel with your pet in warm weather, be prepared. Pack a cooler with ice or cold packs and water to make certain your pet drinks frequently and stays well-hydrated. If possible, travel early in the morning or in the evening hours. Should you have a breakdown or being delayed due to an accident or road construction, have towels on hand that can be soaked in cold water or wrapped around cool packs for your pet to lay or sit on.

Consider taking an extra set of keys if you foresee having to leave your pet in the vehicle for even a short time so you can leave on the air conditioning . Always remember that vehicles can stop running for any number of reasons, so you still must check on your pet every few minutes.

Finally, any pet left in a vehicle can be reported to RCMP and the SPCA—even if you have taken all precautions.
