A man is dead after being shot several times by Robert Burnaby Park in South Burnaby Sunday night.

Just after 10:30 p.m.

Burnaby RCMP responded to a report of shots fired near Second Street and 19th Avenue. The victim was found on the street suffering from gunshot wounds

and was rushed to Royal Columbian Hospital in grave condition where he was later pronounced dead.

The Integrated Homicide Investigation Team was called in to take conduct of the case. IHIT Staff Sgt. Jennifer Pound said the victim has been identified as a 46-yearold man from Alberta who is known to police.

“While this investigation is in the very early stages IHIT can confirm that evidence gathered thus far suggests

this to be a targeted attack,” said Pound in a press release.

On Monday, the Integrated Forensic Identification Section (IFIS), IHIT investigators and Burnaby RCMP were to continue working at the crime scene and identify witnesses.

A sausage maker is the missing link in a big developer’s plans to build a new condo project in Burnaby’s Brentwood area.

And it’s going to take a trial in B.C. Supreme Court to determine if the sausage maker will be chopped out of the picture.

On July 29, B.C. Supreme Court Justice Stephen Kelleher refused an application by the owner of International Sausage House Ltd., Piotr Karwowski, for a summary trial to quickly settle a dispute between himself and the two other owners of the property where his sausage factory and deli reside, as well as developers Millennium Group Properties.

Kelleher said in his decision there were too many disputed facts and issues to make a decision before a full trial, which is scheduled to begin Jan. 26, 2015.

Knifings plague police A man was arrested after reports of someone was wielding a butcher knife at Brentwood mall Sunday afternoon.

Burnaby RCMP says it received numerous calls just after 12:30 p.m. about a man brandishing a butcher knife at the North Burnaby mall.

As officers responded, more calls came in reporting that mall security staff were chasing the suspect.

Multiple police agencies, including Burnaby RCMP and Transit Police, converged on the area and within minutes the man was arrested on Willingdon Avenue about a block south of Lougheed Highway.

It was a very positive outcome, given the circumstances, and fortunately there were no injuries, said Burnaby RCMP Staff Sgt. Ghalib Bhayani.

A few days earlier, Burnaby Mounties were dealing with another knife incident, this time a stabbing near Metrotown mall early Saturday morning.

Shortly after 1 a.m.

Saturday, officers responded to a report of a man being stabbed in the 4400-block of Beresford Street.

The victim was taken to Royal Columbian Hospital where he was treated for his injuries.

The suspect was identified and arrested shortly afterwards in the 6500-block of Kitchener Street. The suspect and victim are well-known to each other, said Burnaby RCMP, and police believe the attack was an isolated incident.

BLUES HEAT UP DEER LAKE PARK Deer Lake Park was a hot place to be Saturday.

And that wasn’t just from the sun.

The terraced lawn leading down from the Shadbolt Centre was already awash with lawn chairs, blankets, parasols and sunscreen-lathered music fans by mid-afternoon at the 15th annual Burnaby Blues and Roots Festival.

The crowd enjoyed a blues-heavy lineup of 12 acts on three stages, including headliners Big Sugar.

Between sets they were able to shop for everything from tie-dye tank tops to handcrafted guitars in the vendors’ marketplace, cool off with a refreshing sangria, cool down in the misting tent or fuel up from a selection of food trucks.

Local company halts trials on Ebola vaccine As fears grow about the Ebola virus spreading beyond Africa, a Burnaby company has had its clinical trial for a new vaccine to treat the disease put on hold by the U.S. Food and Drug Administration.

Tekmira Pharmaceuticals, located in the Glenlyon business park, had been in the first phase of trials on healthy human volunteers of its TKM-Ebola vaccine.

But the FDA said it needs more information to ensure the safety of healthy volunteers before it can allow the trial to resume.

Prior to the hold on its testing, Dr. Mark Murray, the president and CEO of Tekmira, said the results for its Ebola medication were promising as the volunteers were able

to tolerate heavy doses of the vaccine without any sort of premedication like steroids.

“The multiple ascending dose portion of the study, as originally proposed, reflects the intense dosing regimen that would be used in patients lethally infected with Ebola virus,” said Murray.

He said the company is assembling the data requested by the FDA and will modify its protocol to ensure the safety of the volunteers.

“Our team is working expediently to respond to the FDA,” said Murray. “We are mindful of the need for this important therapeutic in situations such as the ongoing Ebola outbreak in West Africa.”

That outbreak has already killed more than 900 people

over the past six months. Last week two American health care workers who had been volunteering in Africa were flown back to Atlanta for specialized treatment in a hospital isolation ward after they contracted the highly infectious disease.

Ebola is a hemorrhagic fever that is spread by contact with bodily fluids. It is almost always fatal.

Tekmira’s vaccine project is one of several in various stages of testing, but none are yet available for treatment.

The company is developing its vaccine under a $140 million contract with the U.S. Department of Defense and in March it was granted a fast track designation by the FDA.

Outdoor movies are back at Civic Square next to the Metrotown branch library.

In January 2006, Eustergerling sold his portion of the property to Karwowski’s parents, Janusz and Kazimiera. A few months later Piotr signed another five-year renewal of his lease effective July 1, 2007.Four years later, Millennnium bought two properties adjacent to the International Sausage House and entered into discussions with planning staff at the City of Burnaby.

In September 2011, a real estate broker commissioned by Millennium approached the owners of the sausage house property about selling their lot.

Karwowski said he indicated to the broker his intention to

In August 1998, the sausage business was sold to Karwowski and the lease assigned to his company, which was renamed International Sausage House Ltd. The lease gave the tenant a right to renew the lease for one additional term of five years, which he did in 2001, as well as the right of first refusal within 21 days of any agreement to sell the property, noted Kelleher in his judgment.

out, Millennium cooled on the deal because the condo market was sagging. According to testimony presented to Kelleher, it wanted to lower the sale price for the sausage plant’s property.

More negotiations followed, during which, Karwowski asserted, his lease had been renewed until June 2017.

Millennium said it wanted proof.

None was provided, noted Kelleher, and Karwowski said he told Millennium’s agent there was nothing in writing.

In October 2012, one of the property owners testified, Karwowski was advised that he hadn’t renewed his lease and was now a month-to-month tenant.

Karwowski said he sought confirmation, through his lawyer, of the deadline for his right of first refusal, but the other owners said that right was only in effect if their tenant was under a lease.

In November 2012 Karwowski filed a caveat against the property that asserted his right of first refusal and the sale to Millennium fell apart.

In December 2013, the sale of the adjacent properties closed.

But without the lot occupied by International Sausage House, a new development can’t proceed.

Justice Kelleher said with so many facts in dispute by so many parties, the only way to sort the case out is through a full trial.

Alison Redford resigned her seat as an Alberta MLA last week. She may be taking the Alberta Progressive Conservatives out the door with her — polls show that the party is in rough shape, just two years after Redford took it to an historic victory, in an election where the PCs had been behind in the polls.

The PCs are long in the tooth — they have been in office since 1971, under six different premiers.

The reason Redford resigned as premier in March, and now as MLA, was her spending habits.

She used government aircraft for personal and party business, and it has recently come out that her staff would book fictional passengers so that she didn’t have to share the private jets with anyone — that is, her own MLAs. She also arranged to have a private penthouse built in an Edmonton building owned by the government. Work on it was well underway when she left the premier’s job.

She took arrogance and entitlement to a new level, one rarely seen anywhere else in Canada.

A remark in the auditorgeneral’s report on her spending habits is worth repeating.

Auditor-General Merwan Saher wrote “How could this have happened? The answer is the aura of power around Premier Redford and her office and the perception that the influence of the office should not be questioned.”

That phrase sums up the way most governments in Canada operate. The leader of the party that wins an election quickly cloaks him or herself with an “aura of power” and no one, including other cabinet ministers or government MPs or MLAs, can question their actions.

Redford is far from the only government leader to surround herself with an “aura of power.”

No wonder Canadians are so cynical about politics.

Farm changes a great leap forward VICTORIA – The B.C. government’s intentions for the Agricultural Land Reserve have been clarified by a public consultation that proposes new commercial and industrial uses on farmland.

Political watchers may recall that this was the hill the NDP was prepared to die on this spring. It was going to be a farmland looting spree for rightwing property developers and all hope of “food security” would be dashed.

As I attempted to explain at the time, the changes have little or nothing to do with ALR exclusions. Now a discussion paper poses a series of questions, some of which illustrate the need to bring farmland regulations up to date.

The first one deals with restrictions on retail sales, a case study in arbitrary state control.

There is a strict maximum floor space. A minimum one half of retail sales must be produced on that farm. Food packing, preparation and processing are similarly restricted.

operations of questionable viability. It brings to mind Mao Tse Tung’s Great Leap Forward, where farmers all had little iron smelting furnaces out back to make tools. But I digress.

“Amongst other things,” the discussion paper says, “lessening the restrictions on on-farm processing could allow the establishment of abbatoirs (large, small or mobile) on farms, to serve surrounding cattle, game or poultry farms.” Then there’s cheese, fruit juice and even medical marijuana products.

And did you know that wineries and cideries are allowed on farmland but breweries, distilleries and meaderies aren’t?

(Mead is made from honey, and doesn’t have to be drunk from a bronze mug while wearing a horned helmet.)

breweries don’t have to be giant urban industrial plants producing mediocre lager that all tastes the same, possibilities abound.

On-farm wine and cider sales have similarly quaint retail space and product origin restrictions.

The government proposes to allow sales of products not made on site, as long as they’re made in B.C. This could make more local retail beverage co-ops viable.

Or it could spawn a wave of unregulated rural liquor stores that create chaos on country roads. You decide.

On a more serious note, there are a couple of questions about changes to the newly created “zone two,” the Interior, Kootenay and North regions.

One repeats the government’s intention to open up non-farm use rules to allow certain oil and gas service functions on farmland. This is to reflect the reality already on the ground in the Northeast. What other nonfarm activities it may entail is not yet known, as the consultation and regional meetings continue until Aug. 22.

There are proposals to bypass the Agricultural Land Commission for certain kinds of farmland subdivision in zone two. These are where the subdivided parcels are a quarter section (160 acres) or bigger, or where they are divided by a road or waterway.

And finally there are proposed exemptions from ALC scrutiny of leases, to allow “intergenerational transfer,” so retiring farmers don’t have to plead for state permission to remain on their own property.

Another exemption would “encourage the use of otherwise unfarmed land by existing or new farmers.”

NDP agriculture critic Lana Popham, who circulated a photo of herself with a samurai sword in a theatrical “Kill Bill 24” campaign, continues to insist that these changes open up 90 per cent of ALR land for “development.”

It’s a hypocritical as well as a misleading statement, since a portion of her own Saanich farm property is rented to a successful craft gin distillery.

Don’t trust Kinder Morgan Re: Pipeline could go through residential backyards after all (NewsLeader, Aug. 1) Burnaby residents should be appalled by the bully-boy tactics adopted by Kinder Morgan to force their unwanted dirty oil pipeline through the heart of our city.

Their flip-flops on preferred routes, evasiveness regarding questions from residents and our city, and now going to the National Energy Board to force access to city property are not the actions of “good neighbours.”

And Burnaby property owners are next on their hit list.

We can’t count on our current federal or provincial governments to keep dirty tar sands oil out of Burnaby, or to prevent daily oil-laden super tankers from traversing Burrard Inlet.

It’s up to us, Burnaby residents, to stand up for Canada.

If you have not applied to the NEB as an intervener or commenter, or were refused before, you will have another chance next month.

Dementia and responsive behaviour In this instalment of my discussion on caring for a person with dementia, I’m looking at responsive behaviour.

Responsive behaviour is a way a person with dementia may be trying to express something important to them.

The behaviour may be unwanted and disturbing but they are clues that the person is expressing a need.

It is our responsibility to look beyond the behaviour and find the true meaning of what the person is trying to communicate.

The following are some common responsive behaviours, possible meanings, and strategies.

AgitAtion

The person of seems restless, anxious, or

Interest in sex does not decrease as we age, even when a person has dementia.

In some cases, the persons actions will be interpreted

as sexual when trying to communicate. When behaviour expresses a sexual desire, give the person privacy.

They are an adult and have the right to be left alone.

Sexual behaviour involving a couple (when one or both

has dementia) is a difficult subject, especially if not with a spouse. While it may be tempting to try to stop the relationship, keep in mind he likely no longer remembers his partner or being married.

Distraction can work to disengage the behaviour, at least for a period of time. You will want to discuss with the care team and have a consistent care plan.

Possible triggers/ causes: Less control over urges due to changes in the brain Disinhibition Disrobing because of tight clothing, an overheated room, the need to use the washroom or disorientation Strategies: Provide privacy.

Stay calm and don’t judge or scold.

Distract with activities that suggest comfort (cuddling a pet or stuffed animal or looking at photos) or keep hands busy (folding, sorting or holding stress balls).

Change his wardrobe with shirts that close in the back or provide suspenders if he takes off his pants.

If she makes sexual advances on a visitor try to distract her or remove her from the situation.

Avoid approaching him in ways that might be misunderstood (e.g. stroking his knee).

Gently touch or hug the person in a way not be perceived as sexual.

Offer a body pillow to cuddle in bed. A stuffed animal or a hot-water bottle wrapped in a towel can also provide comfort and satisfy the need for a warm body.

One study by Harris International looked at over 2,000 Americans over age 18 and found 60 per cent experienced some form of health problem due to the use of technology during their day.

Dr. Gohar Sheikh Here’s how it happens: The average adult head weighs around 10-12 pounds. Grab two five-pound bags of sugar or flour and hold them with one hand. Or think about a 10-pound bowling ball. It’s a lot of weight perched up there on your neck, especially as a senior when musculature, ligaments and cartilage can begin to weaken.

So those few hours watching TV, or the 20 minutes leaning forward in front of a computer, can be enough to fatigue neck muscles, stretch ligaments and irritate nerves in the neck.

Let’s look at this a little closer (no pun intended).

Combined with a weakening neck, many seniors have ongoing challenges with their eyesight. Single vision, active lenses, progressive or bifocal?

Let’s face it, the eye muscles keep weakening, and the prescription keeps changing.

As a result, I’ve seen many seniors who get used to holding their heads in a challenging forward posture, to get a better look.

That’s fine for a few seconds, but not for minutes, let alone hours?

For seniors who don’t get regular spinal care, that unstable and highly demanding forward head posture means inflammation to the joints of the neck, rigidity and weakness of the neck muscles, and irritation of delicate spinal nerves. This leads to a variety of issues, most commonly headaches.

often leads to a diagnosis of arthritis or “just getting older” and the prescription for pain relievers or muscle relaxants. More persistent cases will often lead to antiinflammatory medication.

The Maple Ridge Burrards had their specialty teams to thank for tying up their Western Lacrosse Association semifinal with the Burnaby Lakers.

The Burrards dumped the visiting Lakers 11-4 Saturday scoring five goals on eight powerplay opportunities while their penalty killers allowed just two goals on 13 Burnaby chances.

That knotted their best-of-seven series at 1-1 heading into Game 3 at Bill Copeland Arena on Monday. Game 4 was set for the next night in Maple Ridge.
