Vye Road overpass project delayed Municipality negotiating with province and railway companies Alex BUTLER Abbotsford News

The $25-million infrastructure project to upgrade Highway 11, improve border traffic, and build a new overpass across Vye Road will be delayed. When first announced, the project was expected to go to construction in 2014, with completion in the fall of 2016. Now, the timeline has been adjusted

as the city is still negotiating agreements with CP and Southern Rail to cross the rail tracks at McConnell Road, and the process has taken longer than anticipated. George Murray, city manager, said the delay is “somewhat unexpected,” but the city is “actively pursuing the negotiations,” with the province and the rail companies. The two-lane overpass over the

Southern Rail and CP Rail lines will be constructed on Vye Road to improve safety, and a new crossing of both rail lines is planned to be built along McConnell Road, connecting Riverside Road to Highway 11 (Sumas Way). Mischief up 9% since June 1 Abbotsford Police reporting hike in property damage The Abbotsford Police Department (APD) is reporting a nine per cent increase in the number of mischief-related incidents in the city since June 1, compared to the same period in 2013. Const. Ian MacDonald said there have been 233 such incidents this year during that time. He said many of these crimes have involved damage to city property, such as public washrooms. “From broken windows to graffiti on signage and buildings, all of this destruction results in thousands of dollars of costs to the taxpayers of Abbotsford,” MacDonald said. Many private buildings have also been damaged, he said. Residents are encouraged to report suspicious activity and to be mindful that this type of damage is “highly conspicuous.” MacDonald said people participating in such behaviour can often be spotted carrying pellet guns, sprays cans, axes and other tools. Zoning bylaw rewrite to move to public hearing Alex BUTLER Abbotsford News

A bylaw update that aims to simplify the process for owners to make changes to their properties is scheduled to go to public hearing on Aug. 25. The redraft of Abbotsford’s zoning bylaw, which regulates land use in the city, received first and second reading at council on Monday.

A BB gun was fired through the windows of the caretaker’s building at Hazelwood Cemetery on Hazelwood Avenue in Abbotsford. It is among 233 mischief incidents that have taken place in the city since June 1.

The public hearing will be preceded by a public information session from 5:45 to 6:45 p.m. in the Matsqui Centennial Auditorium foyer (32315 South Fraser Way.) The session will be an opportunity for the public to ask questions about the proposed new zoning bylaw before the public hearing. Abbotsford has been in the

process of redrafting its outdated zoning bylaw, which has not had a significant review in nearly 18 years. The city says that the existing bylaw creates additional workload that costs considerable staff time, increases the complexity of each development application and complicates the process for property owners.

The update has gone through stakeholder consultation and a public meeting. The city is concurrently updating the official community plan (OCP), which is a document that sets goals and objectives for the future development and growth of the city. That process is currently undergoing public consultation.

Devinder Maan and her family were awakened in the early-morning hours of July 14 with a horrifying phone call from a neighbour. “Your barn is on fire!” shouted the neighbour, who could see the flames shooting into the sky from the Maan Farms property at the corner of Vye and McKenzie roads in southeast Abbotsford. The Maans live about a seven-minute drive from their business and, as they rushed along Vye Road, they too could see the flames from a distance, shooting as high as 60 feet at some points. It was a crushing blow for a family – including Devinder’s husband, Kris, and their four grown children – who had invested so much time and sweat into developing their dream business. Devinder felt like her world had been turned upside-down. The fire, which police later confirmed had been deliberately set, destroyed the property’s two-storey building, which had been constructed only two years ago and consisted of 7,000 square feet on each level. The building, fashioned as a big red barn, housed the farm’s offices, winery, “country kitchen,” and main store, where items such as fresh produce, home-style jams and ice cream were sold.

The top floor of the building took the brunt of the fire damage, but smoke and water damage to the bottom floor made the building – and its supplies – unsalvageable. This included three truckloads of berries that had been stored in coolers but could no longer be sold. No one was injured in the blaze, and all the animals in the petting zoo were safe. Devinder said that as soon as news

Many of these people had come to know the Maans over the 36 years they have been operating their farm, which opened to the public in 1982, followed by a petting zoo in 2009 and the main building in 2012. Just two days after the fire, the Maans began selling produce from a road-side stand on the property and re-opened

their U-pick services. “It has been overwhelming … People have cried for us, sending emails, bringing flowers … They are the reason we set up two days after the fire,” Devinder said. She said they have been “working around the clock to bring everything back.” The wreckage from the fire took a couple of weeks to clean up enough for a two-tent covered area to be set up to sell the farm’s produce. Just last Friday, an expanded covered area – consisting of four tents – opened to the public, and the petting zoo and corn maze re-opened. A temporary structure is expected to open in mid-August to house the market, winery and some food sales, with plans for a newly built permanent building to open next spring. Devinder said the family has no idea who would want to target their business. Police are continuing to investigate the arson, but there have not yet been any arrests or charges. Devinder said although this has been a setback, the family is staying positive and forging ahead. “We’re strong enough to move forward, and we know the community is behind us,” she said. Many brush fires human-caused Firefighters appreciate the opportunity to practise their craft. But in Abbotsford, like anywhere else, most would ideally rather do so in controlled situations than fight uncontrolled blazes on public or private land. On average, about 40 per cent of forest fires in B.C. are started by humans. This year, about 60 per cent have been, according to figures from the B.C. wildfire management branch. Finding those directly responsible for starting specific fires can be difficult, especially if it takes a little time to ignite and spread. And for certain, there are various actions that lead to fire. That said, a good place to start is by getting tough on ignorant smokers. The message to “think before you flick” can’t be communicated strongly enough to those who continue to throw

their still-smouldering butts wherever they please. A number of brush fires over the years along Highway 1 and in town on boulevards have been attributed to careless cigarettes tossed out the window. Smoking in your car? Last time we checked, every vehicle comes with an ashtray with a butt-snuffer. Walking along a sidewalk somewhere? If you can’t find a public ashtray, stomp on it on the concrete and make sure it’s out. Is singling out smokers during fire season like picking low-hanging fruit? Perhaps. But unlike railing on them simply for mindless littering, it’s a justifiable reason to call for more appropriate behaviour. - Black Press

Other Hand What began as a pleasant visit of reminiscence to a U.S. state park a little bit southeast of here turned into the road trip from hell, or with the infernal heat last Friday, as close as I want to come to it. Heading south took some 10 minutes to clear U.S. Customs then 20 minutes to get to the park where we spent an hour or so wandering the grounds and lakeshore marveling at how much had changed since my fellow traveller had last been there some 50 years ago. What has also changed dramatically since I last frequented Sumas are the traffic jams. I should point out that this was only my second visit to the Huntingdon/ Sumas border crossing in 13 years. Up until Sept. 11, 2001, I often crossed the line southbound for a beer in Sumas or to shop in Lynden or Bellingham. Those days are

long gone. The bars have shut down, and I already have more “stuff” than I need. The exchange rate of the Canadian dollar and heightened border security contributed to my decision to end my forays south. Now I have an even stronger reason to maintain my infrequency of southern travel. Arriving back in Sumas, the traffic lineup was horrendous, with virtually no movement at all. We waited, along with hundreds of other vehicles, for more than an hour, and moved only a block and a half. Rather than burn gas, pollute the atmosphere and benefit from the airconditioner we, like most other people, just sat with dead engines sweating out the heat. Eventually, I got out of the car, walked almost to the border and noted innumerable examples of road rage as those waiting in line ranted and raged at drivers who were lane jumping after skirting through Sumas side streets right up to the border. Back to the car, and thanks to my smartphone and access to the Internet, discovered the “wait time” was one hour and 40 minutes. Aldergrove, on the other hand, was reporting 25 minutes. With an expletive that encapsulated my

frustration with queue-jumpers, I managed to pull into a store parking lot, made my way back south to the highway and headed to Aldergrove. During the 20-minute drive, the wait there had increased to 40 minutes, but at least the traffic was moving. When we fi-

The waste of time, the great volume of fuel consumed by idling vehicles, the pollution created and the frustration caused by border lineup cheaters, combined with what is expected to be a large population increase on this side of the border in coming years demands that the crossing be vastly upgraded, and not just with an expanded Nexus lane. While I’m no longer a fan of cross-border shopping, obviously from the traffic jam on a Friday mid-afternoon there is a vast number of Canadians who are shopping or travelling down south. For example, this Monday at 11:30 a.m. the reader sign on the freeway just before the Sumas Way exit noted crossing times of 50 minutes at Sumas, 40 at Aldergrove, 60 at Pacific Highway and 70 at Blaine! Doesn’t matter to me, however, because I won’t be crossing again for a long time, and only then either very early, or very late on a mid-week day. markrushton@abbynews.com

Public should demand more of education system

Re: Tax rebate for parents so children can attend private school, Aug. 6 edition. Iâ€™m afraid that I have to disagree with letter writer KevinÂ SimoeÂ on direct payment to parents in order to educate their children be it in public or private schools. This would be a form of the â€œvoucherâ€? system which would make educational planning totally impossible.

B.C. school trustees and educators would like a minimum of three and an optimum of five years of financial predictability in order to plan for a three- to five-year period for operational and capital expenses. Economy predicted to grow 2.9 per cent Conference Board of Canada report shows positive outlook for Abbotsford-Mission CMA Abbotsford News

With an economy forecast to grow 2.9 per cent in 2014, the Abbotsford-Mission census metropolitan area (CMA) will lead every community listed in the bi-annual report of the Conference Board of Canada (CBC). The C B C ’s “Metropolitan Outlook: Summer 2014” was released July 30. Out of the 15 CMAs studied, only four, including Abby/Mission, will see growth higher than two per cent this year. In 2013, this CMA posted a three per cent gain. The report uses real gross domestic product (GDP) as its measuring stick, which is an inflation-adjusted factor that reflects the value of all goods and services produced in a year. “While the number is not stellar, there is room for cautious optimism,” said Abbotsford Chamber of Commerce president Mike Welte. “Abbotsford has a welldiversified economic base and can position itself to recover strongly as external markets improve.” That sentiment was echoed by Jake Rudolph, City of Abbotsford deputy manager. “Overall, with the economy rising, we’re in a very strong position,” he said. Abbotsford has several things in its favour, noted Rudolph, including the University of the Fraser Valley, the Abbotsford International Airport, and a strong agricultural sector with secondary businesses. As the wave of investment moves eastward from Vancouver, Abbotsford will benefit. Rudolph noted the city is also trying to encourage more investment in the community through hiring someone to spearhead

the economic development function at city hall. Additionally, Abbotsford has streamlined its permit application process, which has led to quicker turnaround times for building permits, for example. On the employment front, the report predicted a drop of 0.6 per cent this year, which follows two years of strong increases. Between 2012 and 2013, there were nearly 6,000 new jobs created in the CMA. Last year saw growth in transportation and warehousing, wholesale and retail trade, finance, insurance and real estate and more. However, this was offset by weakness in

manufacturing, construction and public administration. Manufacturing is predicted to pick up, according to the CBC, as the U.S. housing market is showing signs of life, which will aid local wood product manufacturers. Coupled with a weakening Canadian dollar, manufacturing output is estimated to increase 3.4 per cent in 2014. In the construction industry, new home building provided the majority of the 6.7 per cent rise recorded in 2012, and 1.7 per cent in 2013, due to construction of multi-family units. The new housing market is expected

to drop 13.5 per cent, as home builders are projecting to break ground on 650 units in 2014. But this is an improvement from the 365 and 371 units built in 2009 and 2012, respectively. On the non-residential side, the $748 million Ruskin Dam and powerhouse upgrades, and the $40 million Silver Creek industrial park in Mission are expected to keep that sector in the positive. The outlook released Wednesday is the second of two this year. The first, which covered 13 other CMAs, was published at the beginning of 2014. The CBC is a not-forprofit, non-partisan research organization.

time highs, at least for detached houses. The benchmark price of single-family houses tracked by the Real

Estate Board of Greater Vancouver climbed to $980,500 in July, an increase of 6.5 per cent from a year ago.

Attached homes were up 3.4 per cent year-over-year to $472,400, while condos were up 2.2 per cent to

$376,500. Benchmark prices show the shifts of a typical property and exclude the most ex-

pensive ones that can skew average prices much higher. The Fraser Valley Real Estate Board (FVREB), which includes Abbotsford and Mission, reported a benchmark detached house price of $568,300 in July, up three per cent from a year earlier. But townhouses in the Fraser Valley were up just 0.2 per cent to $298,500 and benchmark condo prices have fallen 3.6 per cent from July of 2013 to $194,700. “Our market has fully recovered from last year’s slump and has returned to what we typically see in the Fraser Valley, which is a steady, consistent market,” said FVREB president Ray Werger. He said upward pressure on prices has been seen in areas such as White Rock, South Surrey, North Delta and Langley. He said condos are “a different story” – they dropped as much as 16 per cent in Abbotsford over one year – but now offer “tremendous opportunities for buyers.”

Condo prices have also dropped 18.6 per cent in Squamish,14.7 per cent in Whistler, and 2.2 per cent in Maple Ridge. The strongest oneyear gains across the Lower Mainland have been for detached houses in Vancouver (up around 10 per cent), West Vancouver (up 9.3 per cent), as well as condos in east Burnaby, which are up 11.7 per cent. The strongest gain in detached house prices in the Valley has been the 6.6 per cent oneyear increase in White Rock. Nowhere in the Lower Mainland have house prices beaten the one-year gain of the Canadian stock market to this point. The TSX composite was up 22.5 per cent over one year as of the beginning of August and 45 per cent over five years, a mark beaten by real estate in only two Vancouverarea markets. MCC thanks volunteers

Approximately 70 volunteers were treated to a pancake breakfast Monday morning at the MCC Clothing Etc. shop on South Fraser Way. The event was held to honour the volunteers’ dedication and commitment to Mennonite Central Committee (MCC). The breakfast included sausages and pancakes, served with blueberries and whipped cream. Last Thursday evening, MCC held a combined volunteer appreciation barbecue for its MCC Abby East Thrift Shop and the MCC Furniture and More Thrift Shop.

The two shops will close their current locations and amalgamate into one larger store in the new MCC centre currently under construction. The building is located on 8.5 acres of land on Gladys Avenue and will also include a home office, local programs, Ten Thousand Villages, a cafe and more. Local building permit values jump in June Building permit values in Abbotsford rose 102 per cent in June 2014 from May (seasonally adjusted), as both residential and non-residential values saw increases, according to Vancouver Regional Construction Association’s (VCRA) regional analysis of a Statistics Canada building permit report. “Abbotsford permits climbed significantly in June, thanks to non-residential gains in the commercial and industrial permit categories,” said Fiona Famulak, VCRA president. “Residential permits saw large gains that were attributed to a major boost from the multi-unit sector.” Seasonally adjusted non-residential permit values climbed 53 per cent to $10 million in June 2014 from $6.5 million in May. Industrial permits rebounded to $4.6 million from $400,000, while institutionalgovernment permits fell 82 per cent to $700,000 from $3.7 million. Commercial permits rose 93 per cent

to $4.7 million from 2.4 million. The seasonally adjusted value of residential permits jumped 190 per cent to $10.5 million in June 2014 from May’s $3.6 million.

The recent summer heat wave sweeping across the region has slowed down more than just some people. The sweltering temperatures mean black bears move around less, and with many residents away on summer vacation, bruin complaints have dropped off considerably, said Steve Jacobi, Conservation Officer Service (COS). In Mission, he said, there have been no calls in two weeks, and only a handful in Abbotsford. “We’re about on par with every other year,” he said. The lull will end in about a month, said Jacobi, as the bears begin to forage intensely to pack on weight before heading off for their winter slumber. If the predictions hold, COS will be summoned next month to black bear complaints in Abbotsford about 25 to 30 times, while in Mission, that will climb to between 60 and 100. And while Mission’s proximity to the mountains is a factor, it is residents’ garbage habits that create problems. Despite warnings, information campaigns and annual media attention, many people don’t heed the advice of keeping their garbage inside their garages or in the freezer until the morning of garbage collection, said Jacobi. The food smell is irresistible to bears. Also prompting more complaint calls in Mission are the number of properties with fruit trees. “If people are not picking up fruit right away as soon as it ripens, bears will be in their yards,” he said. For those who are unable to gather their fruit, Jacobi encourages them to contact a gleaning service, which will do it for them. The Mission Gleaners, a program managed by Longterm Inmates Now in the Community (LINC), harvest and donate

Sloggetts have owned property since 1914 An art show this weekend celebrates the 100th anniversary of the Sloggett farm in the Bradner area of Abbotsford. The Sloggetts purchased the land in Bradner when logging was finished, then referred to as a stump farm. They have worked the land for 100 years – in the early years to supply their food, including cows for milk products; beef, chickens, pigs and wild game for meat; and a huge garden for vegetables, fruit and flowers. Owner Fred later began a trucking business hauling local milk to the dairy, and Marie continued with farming. She was a regular exhibitor

at the fall fair and both were very involved in the community. After many years raising beef, the land is now the Sloggett tree farm. A tremendous twilight show and perfect weather helped bring significantly larger crowds to the Abbotsford International Airshow this year, organizers say. Final numbers are not

yet available, but the airshow’s Jadene Mah said a rough estimate pegged the crowds at 25 per cent larger than last year’s event, with tens of thousands of people attending each day. “Everyone is just so pleased with the success of this year’s show,” Mah said.

“The many changes were reflected in the increased [attendance].” The airshow had never before hosted a twilight show, but Friday’s evening event went off without a hitch and provided a new way of experiencing the festivities. “The night show was

incredibly inspiring, very unique and very different that none of the regular Abbotsford airshow goers had seen before, but something that also amazed the first-timers.” That wasn’t the only highlight, though. The weather was “absolutely perfect,”

and Mah said she saw and heard from many visitors who came in large part to see the airshow debut of one of only two flyable de Havilland Mosquitoes. “It was a huge honour for us to be asked to have that aircraft on site,” she said. Airshow president Jim

Reith agreed. “It has been very rewarding to see the emotional reactions to the aircraft, especially those of veterans who worked with the Mosquito in the Second World War,” he said. Visit www.abbynews.com for more information.

The Abbotsford Community Foundation (ACF) has recently provided grants totalling about $100,000 to local charities for projects and programs helping children living in poverty in Abbotsford. The grants were provided through the Smart and Caring Community Initiative to help children in poverty. â€œWe chose this area based on the results of our 2013 Vital Signs report that revealed that of the 5,000 people using Abbotsfordâ€™s food bank each month, 40 per cent are children,â€? said ACF executive director Susan McAlevy. Earlier this spring, ACF granted $10,500 for Blessings in a Backpack, a food bank program that provides children at several local elementary schools with food for themselves and their families on weekends during the school year. This amount funds backpacks for 20 children for one year. The foundation also gave the food bank a grant of $6,250 to support 50 children enrolled in their soccer camp this summer that they run in partnership with Northview Church and University of the Fraser Valleyâ€™s athletics

ROCKIN’ WEEKEND

The fourth annual Rockin’ River Music Festival took place last weekend, and drew about 23,000 people to the event, which featured more than 20 bands on three stages. The hot, sunny weather provided a pleasant backdrop for the outdoor festival, which ran from Aug. 7 to 9 at Mission Raceway Park. Some of the featured performers included Terri Clark, The Road Hammers, Hey Romeo, Julian Austin, Gord Bamford, Kenny Hess and Randy Houser, who replaced Rascal Flatts as Saturday’s headliner after the band’s lead singer lost his voice. Abbotsford athletes were front and centre at the Rugby Canada national championships in Calgary on the weekend, helping the B.C. provincial squads to a series of sparkling results. Team B.C. combined for four national titles, courtesy the U18 men, U18 women, U17 men and U16 men. The U16 women added a silver medal. The U18 men played a three-game series against Ontario in the Tier 1 Elite division, and won all three games in comfortable fashion by scores of 61-14, 61-21 and 38-24. “I’ve never had a group of guys come together within a week and play so well and respond so well to a game plan,” said team captain Jason Hignell, one of three Abbotsford players on the squad along with Gavin Rowell and Kolby Steen. “It blew my mind really. “The strength of this team is the all-roundedness. We didn’t have superstars, we had a bunch of guys go to the game plan and play for each other. No one tried to do their own thing and it turned out.” The U18 women’s team featured an impressive 11 players with local connections – Abby high schoolers Gurpreet Dhaliwal, Autumn Garrett, Nakisa Levale, Amara Lowney, Chrissa Perez, Sydney Stoltz, Morgan Walker and Kadeja White; Cassie Baldo and Chantal MacLean, who go to school in other communities but play their club rugby in Abbotsford; and Sophia DeGianni, who was unable to play due to a broken arm but attended as a team manager. We are sad to announce the passing of our dearest Mother, Nana, Grandmother, Ella Rempel at the age of almost 101. A positive lady who never complained or asked for anything, Ella was truly an inspiration to our whole family and will be sorely missed by all. Born in Russia to Jacob and Dorothy Marten, she was adopted by the Epp family at age of 3 and immigrated to Canada with the family in 1926, eventually settling in Yarrow, BC. Cognitive to the end, Mom passed away in Surrey Memorial Hospital after a brief illness succumbing to pneumonia. We are comforted she is now in the hands of the Lord, and joins her husband Jack (1955), daughter Heidi (1993) and son Robert (2007). She is survived by her devoted daughters, Eleanor and Jake Wiebe, Linda and Robert Pearson and daughterin-law Bev Rempel, as well as 11 grandchildren, 19 great grandchildren and 1 great great grandchild. A special thanks to the wonderful staff at Fleetwood Place, who took exceptional care of Mom the last couple of years. Also we would like to acknowledge the compassionate care provided by Dr. Wadge. After 82 years of love and devotion to her family, Elsie passed into the welcoming arms of her husband, Johnny. She will be deeply missed by her son, Darryl (Theresa), daughter, Jennifer (Kent) Harris, grandchildren, Kendall and Colby, and many extended family and friends. Elsie was born in Punnichy Saskatchewan, one of seventeen children to Helen and William Laslo. She is survived by her siblings, Emma, Lynn (John), Vera (Pat), Helen (Gary), Bill, Albert (Georgina). She was predeceased by her parents, her sisters Julia, Annie, Margaret, Rose, and brothers Frank, John, Andy, Bernie, Tony and Ernie. Elsie was a hardworking homemaker, admired for her amazing talents in the kitchen and renowned for the “best buns ever”, berry wines of every variety, cabbage rolls, cookies, jams, pickles… the list goes on. Elsie and John loved to entertain; family and friends have many fond memories of dinners, parties and dancing to live music on their hardwood floors. Elsie had a knack for putting together large meals where guests left with home cooked treasures or fresh baked treats. Even as her health was failing Elsie could be heard saying “but I don’t have any baking to send home with you”. In the early years Elsie was also an accomplished seamstress, prolific gardener and gifted painter. She was a collector of cookbooks, rolling pins, Depression glass and all things blue (her favourite colour). The family offers heartfelt thanks to friends and family for their kindness and support and to Dr. Andrew Edelson for his care of Elsie these past few years. Tina (Styntje) Huizing (nee Van Nes ) was received into the glory of her Lord on August 7, 2014 in Abbotsford, BC. Tina was born March 17, 1931 in Rijsoord, Netherlands. She lived and worked in the Netherlands, earning her nursing training at VanderBergstichting, Bethesda and Eudokia in the Netherlands, working until 1958 when she moved to Alberta, Canada. Tina married Berend (Bert) Huizing on January 22, 1959 in the Netherlands. Shortly thereafter they returned to Canada to build their life there. Tina was passionate about her love for the Lord, her family, gardening, and animals. Mom was a great example of showing love to all creatures of our God and King, and was passionate about helping those for whom life was not easy, being a daily example of being the hands and feet of Jesus. She was very involved in working with the physically and mentally challenged throughout the years; providing respite, and forging loving friendships with so many. Tina is predeceased by her parents Flora and Klazina Van Nes, her siblings Annie Schop (Van Nes), Kees Van Nes, Dirk Van Nes and Bill Van Nes.

She is survived by her beloved husband Bert Huizing, and their children, Chris (Diana) Huizing, Phil (Karen) Huizing, Howard (Sarah) Huizing, Joy (Bart) Saathof, Marlene (Andreas) Kammenos; their grandchildren, Nicole (Justin) Dudney, Joel Huizing, Megan Huizing, Amanda Huizing, Kari Huizing, Leah Saathof, Daniel Huizing, Bethany Saathof, Luke Saathof, Caleb Saathof, Nicholas Kammenos, Anna Kammenos, Joel Kammenos, Liam Huizing, Noah Huizing and Elijah Huizing, and their great grandchildren, Levi Dudney, Malachi Dudney and Hannah Dudney; also her honorary sons Sebastian (Anu) Naslund with their kids Asha and Jaiden and Zebulan Naslund.
