Prohibited activities include campfires, the burning of any waste, slash or other materials, stubble or grass fires of any size over any area, the use of burning barrels of any size or description, and the use of fireworks, sky lanterns, tiki torches or outdoor fire pits.

The open burning prohibition covers all BC Parks, Crown lands and private lands, but does not apply within the boundaries of local governments that have forest fire prevention bylaws and are serviced by fire departments.

Creston, East Shore artists featured on annual culture tour COLUMBIA BASIN CULTURE TOUR

Taking place 10 a.m.-5 p.m. Aug. 9 and 10, the Columbia Basin Culture Tour allows you to explore artists’ studios, museums, art galleries and heritage sites during this free, self-guided event. Housing breaking ground Advance Staff

An announcement and groundbreaking ceremony for a new family housing project is scheduled for 10 a.m. Aug. 12.

The project will be constructed at 215 25th Ave. S. with fund-

ing from the governments of Canada and B.C., Columbia Basin Trust (CBT) and the Creston Valley Community Housing Society (CVCHS). In attendance will be Kootenay-Columbia MP David Wilks, Kootenay East MLA Bill Bennett, Creston Mayor

Ron Toyota and representatives of CBT and CVCHS. BC Housing, the provincial Crown corporation that oversees community housing projects, refused to provide further details to inform readers prior to the public announcement.

Busts nab 600 pot plants

Creston RCMP responded to 104 calls for service from July 28-Aug. 3, Staff Sergeant Bob Gollan said on Tuesday.

July 28 •While police were attending a minor motorcycle accident on Highway 21 South, an intoxicated 77-year-old male interfered with their work and was arrested. He was held in cells until sober. He attended the police station a couple days later to apologize for his behaviour, explaining that he had taken medication along with the alcohol and could not remember the incident, which was detailed for him by his wife.

•The first of a series of outdoor marijuana grow-op takedowns resulted in the destruction of 142 plants near Highway 3A. •A vehicle attempting to pull over on Highway 21 South went into the ditch and struck a power pole. No injuries were reported.

•Near Balfour, 93 marijuana plants were destroyed.

•The owner of a parked vehicle that rolled into a concrete barrier on Eighth Avenue South was given a ticket for failing to secure the vehicle.

•A driver complained about almost being struck by a Volkswagen Beetle with Quebec plates when it did a U-turn on Canyon Street.

•A male was arrested, charged and released with no contact conditions following a domestic dispute on Hillside Street.

July 29 •The first of several complaints about fruit pickers parking unsafely on Highway 3 was received.

•A purse found on Northwest Boulevard was returned to its owner.

•A small pack was found on 33rd Avenue South.

•Police were unable to locate an erratic northbound Dodge Grand Caravan bearing Idaho plates on Highway 3/95.

•Three trespassers were reported to be putting a boat in the water in a dangerous spot on Highway 21 South.

•A male and female reported to be involved in a physical altercation on Eighth Avenue South have not been located.

•Fruit pickers who had been fired from their work set up camp on the library property, complete with campfire. They were told to move on.

•A dog that nipped at a female pedestrian on Samuelson Road was not located by police.

•A Valleyview Crescent resident complained that a male had been sitting in a lawn chair in the

area for more than an hour. He had left when police stopped by.

July 30 •An intoxicated male who was challenging people to fight on Canyon Street was taken home.

•An intoxicated female was arrested after a domestic disturbance on 38th Avenue. She was held in cells until sober and released with conditions.

•Police talked to an intoxicated male on Highway 21 South on the phone and told him to go to bed.

•An investigation about a complaint by a Sixth Avenue South resident that someone had set up a false phone account in his name revealed that the man owes a large sum of money and the account is now in the hands of a collection agency.

•Squatters on private property on West Creston Road were served a notice to vacate under the Trespass Act. •Two marijuana grow-op busts in the Gray Creek Pass area resulted in 117- and 261-plant takedowns.

July 31 •A female who caused a problem at the Kingsgate border entry after she was refused entry to the U.S. was behaving erratically and taken to hospital for observation.

Police later learned she had been reported missing from Fort McMurray, Alta.

•A lunchbox was stolen from a Highway 3A business and some of the contents were later found nearby.

•A complaint about a dog left in a vehicle on 16th Avenue South was dealt with by the town bylaw department.

•A camera was stolen from a vehicle parked on Canyon Street.

•An assault was reported to have taken place while a tenant on Eastman Avenue was being evicted.

•A minor collision on Leadville Road occurred when a driver backed into a vehicle on July 28.

•Boxes of items were stolen from a deck on 11th Avenue South overnight.

•An intoxicated and unwanted male guest at a Mallory Road residence was arrested and held in police cells until sober.

August 1 •A complaint of a bonfire on Hearst Avenue in Riondel was referred to the town’s fire chief.

•Money was reported taken from a business on Highway 3 but there were no signs of a forced entry.

•A collision occurred on Northwest Boulevard when a driver pulled unsafely out into traffic. He was ticketed. No injuries were reported.

•A dog was reported in a

vehicle in a Northwest Boulevard parking lot.

•A male found lying on an Ibbitson Street lawn had wiped out on his bike and suffered minor injuries. He was taken to hospital for treatment.

•Extensive damage but no injuries to passengers resulted from a collision with a moose on Highway 3.

August 2 •In an early morning check stop of 35 vehicles on Highway 21 only one driver was issued a ticket.

•A male will likely face charges for possessing a weapon after uttering threats on Canyon Street.

He was arrested and held in cells.

•A male was charged for driving while prohibited after he was seen by a patrolling officer on Canyon Street.

•A female on Highway 3A reported that her name was used falsely in an online ad offering Shambala tickets.

•A theft of flowers was reported by a Cook Street business.

•A male who was refusing to leave a Canyon Street business was gone when police arrived.

•A report of a sexual assault on Highway 3 is being investigated.

•A dispute involving campers in Canyon Park was reported.

•An intoxicated male was arrested on 25th Avenue South and held in cells until sober.

•A backpack was reported stolen on 16th Avenue North.

•A complaint about a camper on private property was received from Canyon-Lister Road.

August 3 •A noise complaint came from Bossio Road.

•A male and female sustained minor injuries when their motorcycle swerved to avoid a deer on Highway 3A. •Two males claiming they were unpaid for work on Erickson Road were arrested for assault and held in cells with charges pending.

•A 17-year-old male sustained head injuries when he fell down to a rock outcropping in an attempt to reach the river from Osborne Road. He was airlifted by helicopter with the aid of Nelson Search and Rescue volunteers and transported to Kelowna.

•A pink hard-case wallet was stolen from a vehicle parked on Ninth Avenue South.

•A parked vehicle sustained minor damage when another vehicle rolled and struck it in a Cook Street parking lot.

•A person near a tent and campfire off Cedar Street was found to have an outstanding warrant. He was arrested and held in cells until a court date could be set.

Jazz Council performing in Crawford Bay making her reasonably confident that one day she will no longer be square. She is a longtime member of the Symphony of the Kootenays and former conductor of the Kimberley United Church choir and Kimberley Community Band. She’s currently honing her jazz skills as a member of Ralph Mercredi Quorum in Ottawa.

Heyde earned a diploma of music performance from MacEwan Univeristy before completing his bachelor’s degrees in arts and education. He is a versatile percussionist who has studied with Paul Walker (University of LEthbridge), Brian Thurgood (MacEwan) and Tyler Hornby (Mount Royal University). He also plays with redGirl, a melodicallyinspired folk-rock-alt-country band, as an occasional player for Symphony of the Kootenays, and as a pick-up player for Cranbrook blues band, Grand Larseny.

Pianist and arranger Plait has enjoyed improvisation ever since he started piano lessons with Arne Sahlen in his hometown of Kimberley. He studied piano, piano teaching and vocal accompaniment in the Victoria Conservatory of Music’s diploma program. He loves to arrange music and has especially enjoyed preparing pieces for the group’s jazz vespers evenings. Plait has also served as the Kimberley Summer Theatre’s accompanist and music director for six seasons. He moved overseas in autumn 2012, where he was inspired by the amazing music and culture in Germany and Ireland, and is now settling into life in Edmonton.

JAZZ COUNCIL

It’s reunion time! Two years after their last concert together, the original members of the Jazz Council are bringing their infectious swing, magnetic energy and new original tunes to Crawford Bay’s Harrison Memorial Church at 7 p.m. Aug. 14.

Drummer Sven Heyde, pianist Tim Plait, saxophonist Bernie Primbs, trumpeter Laurel Ralston and bassist Joel Kroeker have been honing their skills and exploring new musical horizons — here in the Kootenays, across the country, and abroad. They are thrilled to meet back at home this summer and pick up where they left off — making great music in their signature style.

The Jazz Council has given over 40 performances since forming in 2010, and releasing a successful debut album, Dawn, in 2011. The group is renowned across the Kootenays for its unique sound and blend of instruments, skillful playing and irresistible stage presence.

Primbs, a MacEwan University music graduate, has played the sax for over 18 years. He has a great love for performing and simply having a good time on stage. He plays the baritone and tenor saxes. When not playing his horn, he can be found doing first aid with the ski patrol in Kimberley, and has a great love for the outdoors and nature.

The wisdom of a system that allows workers to withhold services in the absence of a contract is that it forces the public to express its opinions. Teaching might not be the best loved profession in the province, but it almost certainly is held in higher esteem than political life, so Clark’s scheme is assuredly intended to appease parents. Here’s your money back. The big bad teachers aren’t doing their jobs so your nice government is returning what we ding you in taxes.

Unfortunately, parents of kids 13 and under aren’t the only taxpayers in the province. People like me pay taxes, happily, to fund public education because we know that we were beneficiaries and we believe that it makes for a better society. But people like me might be much less enthusiastic about seeing the education portion of our taxes going not into schools, but into the pockets of a select few, who can use that money as they choose. For the economy, the result will be a wash — the money will circulate much like it would if it was going to pay teachers. So the basic premise is clever.

But the act of handing cash back to parents does nothing whatsoever to address the need for kids to be in school (and not sitting alone in front of a computer doing on-line courses), learning how to socialize and function in society. To bridge the huge gap between this provincial government and our public school teachers, for the benefit of our children, will take wisdom, not cleverness.

Increased speeds a ‘cynical ploy’ To the Editor: Lorne Eckersley’s recent column (July 10, “Does Speed Really Kill?”) about a trip down Highway 22 in Alberta gave me pause to reminisce.

Cruising along this scenic Highway 22 recently at the speed limit or above, a semi with two trailers made a move to pass and I wisely slowed down as he drove into oncoming traffic.

Years ago, I had learned my lesson in Ontario. Setting off from Toronto on a film shoot with two vehicles, one of which was pulling a trailer with all of our equipment, we experienced a similar situation.

As there was approaching traffic, the truck driver reclaimed our lane midway through his pass, sending our towing car and trailer off the road into the ditch with the result of trailer splinters and film equipment scattered beside the road for several metres. The truck driver did not stop.

Since then, 18-wheelers passing my vehicle have made me nervous, and the current move to extend the length of the trailers is a daft idea.

So is increasing the speed limit, particularly in these ecologically sensitive times. I see this as a cynical ploy by the

government to further Americanize our province, and to relieve pressure on the constabulary who do not enforce the current speed limit in any case. Now they won’t have to be concerned with it.

It appears that our establishment that maintains “law and order” is often bereft of common sense. Caveat emptor!

Virtual doc visits are the way to go To the Editor: My husband and I now find ourselves without a family doctor. Visits for prescription refills, routine blood work, ECGs, colon cancer screening, X-rays or a referral to a specialist must be done by a visit to the emergency room. The doctors at Medeo can do all of the above without you leaving the comfort of your home.

My husband recently needed a renewal of a standing order for blood work and waited in the emergency room for over three hours, and then left in frustration without seeing anyone. We heard of a company called Medeo on CTV Vancouver and decided to check it out.

emails, you are good to go. The computer or device you are using must also have camera capabilities. The service is only available in B.C. and the company is out of Vancouver. There are no fees to pay as your MSP plan covers the cost of the visit. Medeo has 250 doctors registered with this program. You need only Google Medeo and register for the service online.

When you need to see a doctor, you sign in with your password and a care co-ordinator speaks with you and sets up an appointment. You can both see each other on the computer screen.

When the time comes for the appointment, you sign in again five minutes before your scheduled virtual visit. The care co-ordinator greets you online and you are patched through to the doctor for your consultation.

Lab requisitions can be faxed directly to the lab here in Creston, and prescription refills are faxed to the pharmacy of your choice. Lab results are sent back to the doctor at Medeo, and if there are any abnormalities, you will be contacted by email and advised to go online for another appointment so the doctor may discuss any issues.

My husband was visiting with a doctor only 20 minutes from the time he asked for an appointment. I also have tried the service and was very impressed. My visit was scheduled three hours after my request.

Taking advantage of home equity

People purchase homes for a variety of reasons. Some want the stability of owning their own home, while others also look at home ownership as an investment vehicle. No matter what the reason, the truth is that home ownership has proven itself to be a good stable investment over time, and one that many are profiting from.

In years past, many saw their homes as a shelter of safety, yet today they are more than ever before willing to borrow against the equity owned in their homes to further their investment portfolios, get out of high cost debt, send their children to university, make improvements to their home or even boost their RRSP contributions. Where home equity was once sat upon, today it is something that can be tapped out and used to one’s advantage. Ultimately, it boils down to a person’s comfort level.

There is nothing wrong with just getting your mortgage paid down, and living in your home free and clear. It can provide a great sense of comfort knowing that your home is bought and paid for.

There are a few approaches to dealing with the equity in one’s home. As I just mentioned, one approach is to pay off your mortgage and let the equity in your home basically sit there as a safety net. On one hand it isn’t making you any money, but on the other hand it isn’t costing you anything. And ultimately we all need a place to live so the opportunity cost of having that much equity just sitting there is offset by the costs that you would otherwise incur to have a place to live.

Another approach is to leverage the equity in your home to pursue investments that will net you a higher rate of return than what you are paying in interest on your mortgage. The idea here is to

utilize the equity in your home to purchase investments that could include stocks, bonds, mutual funds, rental properties, a business or any other incomeproducing venture. Since mortgage rates are generally quite low in comparison to the returns on a lot of investments, a person will come out ahead in the long run.

The downside to this approach is the additional risk that the homeowner is taking on by doing this. For example, if you took $100,000 in equity out of your home to invest in the stock market and you are paying three per cent interest on your mortgage, and then invested that money and achieved a return of eight per cent, you have just leveraged the equity in your home to make money. But… If the investment goes bad you still owe the $100,000.

So it can magnify the gains you make, but it can also magnify the losses. It is very

important to speak to a qualified financial advisor before pursuing this strategy.

Another way to take advantage of the equity in your home is to refinance to pay down high-interest debt. The idea here is to lower the amount of interest you are paying because mortgage rates are much lower than most credit cards, personal loans, vehicle loans, etc. The net effect is that you are now able to pay less each month on the same amount of debt, or keep your payments the same and pay much less interest.

A person can also refinance and use the money to make improvements to the home, go on a vacation, or purchase something like a boat, camper or ATV. This can be risky in a way because money is much easier to borrow than to pay back! But as long as a person is disciplined with this approach, it can be a sound way to purchase items that you plan to purchase anyways.

While tapping the equity in your home can be a good idea, you should do so with caution and understand any of the possible consequences. The best thing you can do is consult a licensed mortgage professional and financial planner to discuss opportunities to make your home’s equity work for you.

Johnsons Landing evacuation order lifted

More than two years after a deadly landslide at Johnsons Landing, the Regional District of Central Kootenay has rescinded an evacuation order for the area, although it probably won't make much difference to affected residents.

RDCK chair John Kettle confirmed the order would be lifted as of July 31.

“It means things can go back to as normal as they can be,” he said.

However, that doesn't mean the area is safe — residents are being told that while there is no imminent danger, if they access their land they do so at their own risk. Many have already done so, but to build or rebuild, they will have to provide a geotechnical assessment to the regional district, which Kettle suggested may be expensive and impractical.

The provincial government will continue to monitor the slide area while logging will be restricted on Crown land above the community.

Kettle said the regional district waited for two freshet periods to pass before deciding to lift the order. He is satisfied there has been minimal movement of the slide area in that time.

“It doesn't look like a doomsday scenario,” he said. “It could be tomorrow, it could be 1,000 years from now. But we might also be hit by a car in a crosswalk.

We've got to continue to live.”

Affected residents were advised of the decision at a meeting July 27. Kate O’Keefe, whose husband Harvey Armstrong owns a property in the evacuation zone, said there was a “sense of resignation” among the 35 people at the meeting.

O’Keefe said they also learned that a berm on private land put in place fol-

lowing the slide will probably remain in place, although it will require further evaluation.

But there has been little movement on the issue of compensation. Although the province provided several hundred thousand dollars in disaster assistance to those who lost their primary homes,

it hasn't been willing to compensate part-time residents. The government also says it has no means to buy out affected property owners, who continue to pay taxes on land they can't use.

“We've had no hope for quite a long time,” O’Keefe said. “Our director and John Kettle have done as much as they can possibly do to achieve something, but it leaves a bad taste.

People in Calgary [affected by flooding in 2013] were treated differently, and we were basically forgotten.”

Rural Kaslo regional director Andy Shadrack said the RDCK has put forward a resolution to the Union of BC Municipalities asking the province to create a compensation program that any property owner affected by a natural disaster could apply to.

While he applauded the province's initial response to the slide, Shadrack said he was “extremely disappointed” it has failed to compensate all affected residents.

“It doesn’t seem appropriate to have neighbours side-by-side where one gets compensated and the other doesn’t,” he said.

He wasn't impressed either with the regional district's requirement for an engineering report before it allows building in the hazard zone.

“If it’s not forthcoming, we’re going to deny them a permit? That's a terrible situation to put people in,” he said.

As it lifted the evacuation order, the regional district issued a warning to residents and property owners advising them of ongoing risks of occupying land in the hazard area. Greg Utzig, whose cabin lies on property partly within that zone, found it perplexing.

“They basically said we’re going to rescind the order and you’re free to do whatever you want on your property but at the same time hand out letters that tell you not to do anything,” he said. “They’re trying to relieve themselves of any responsibility.”

A risk assessment concluded 18 properties remain at risk from another slide, including five that face a very high risk. Utzig said he has repeatedly asked for interpretation of the report, giving examples of safe or unsafe activities, to no avail.

He said part of the problem is that the landslide originated on Crown land, which is the province's responsibility, but caused damage on private land, which is the regional district's responsibility.

“A number of us are not very happy but in general I think the regional district has done everything they can do. They certainly tried but the province seems to be missing in action.”

He took a dim view of the province's promised monitoring of the slide area, since no details were provided to explain what will be examined, how often, or for how long. Nor were residents consulted.

Ministry of Forests spokesperson Vivian Thomas said a geomorphologist placed pins at areas above the debris flow to measure movement, which have been monitored regularly, and will continue to be checked for movement.

“Currently the area is relatively stable, but if that changes, that will be communicated immediately to the regional district,” she said.

Four people died when the slide came down on July 12, 2012, destroying five homes as well as a community water system.

Sixteen people were evacuated from seven homes while six residents from three homes chose to stay. Within two weeks of the slide, four evacuated residents returned home.

Sixteen residents whose homes were either damaged beyond use or who couldn’t access their homes remained under the evacuation order.

Under provincial legislation, such orders can't remain in place indefinitely.

The regional district says the instability of the slide area is “consistent with what can be expected”; however, its significance can’t be determined because there is no data to compare it to.

It also says geotechnical experts advise against trying to bring down the slide debris through controlled means.

Although the evacuation order has been lifted, portions of three roads remain closed.

Palmer returning for fourth Creston concert SUBMITTED

County singer-songwriter Steven Palmer performs in Creston on Aug. 14.

Aug. 14 will be Steven Palmer’s fourth visit to Creston’s Snoring Sasquatch and the audience will be happy to have him back.

He’ll be performing all sorts of favourites from his huge collection of original and traditional tunes, ragtime to acoustic blues, gospel to down home country and lots more, including tasty originals from his four albums, including his newest, Prairie Airs, a ride through a magical landscape where the gopher is king, jackalopes ramble, and the spirits of Louis Riel and Poundmaker survive.

This 15-song outing features Palmer’s signature picking and singing, as well as the added talents of several fine prairie musicians.

Highlights are The Jackalope Ramble with western Canadian fiddle champion Patti Lamoureux, Joanna Miller’s haunting duet vocal on Storm Comin’ In, and Jeremy Rusu’s string quartet arrangements on Riding With the Ghosts and Sweet As Sweet.

Drawing his inspiration from country and folk legends like Gordon Lightfoot, Johnny Cash, Merle Travis and the Carter Family, Palmer’s country roots concerts are a joyous blending of country, folk, gospel, blues and his own songwriting. With a voice like a “warm blanket on a cold winter’s night,” according to Jericho Folk Club, or a “shady tree on a hot summer’s day,” according to Scott Cook, Palmer is equally at home on sixstring or 12-string guitar, performing for folk festivals, house concerts and soft seating theatres.

After 45 years, home-built plane takes flight

Gord Hudson doesn’t have a pilot’s licence, so when he took his first ride in his home-built plane, it was flown by Creston Valley pilot Michael Wigen. And words escaped him.

“I was a blithering idiot,” Hudson said.

“Who was grinning like a proud father,” Wigen added.

The ride may have been exciting for anyone who had built his own plane, but in Hudson’s case, it was the culmination of a 45-year project — he started building the plane in 1969 in Calgary and finished it earlier this year.

“It just sat in my carport for 20 years,” he said. “I like to say that life interfered with my project.”

For the Winnipeg-raised Hudson, life involved raising a family, and moving to Whitehorse, Yukon, and Terrace, B.C., before moving to the Creston Valley in the mid-1990s.

And the yet-to-be-assembled plane went with him all the way.

“I used to say it’s going to travel more highway miles than air miles,” Hudson said.

Wigen, accompanied by Dennis Miller — Hudson and his wife, Linda, took their motorhome — recently flew the plane on its biggest trip yet, to western Washington’s July 10-12 Arlington Fly-In, where it competed in the plansbuilt category, placing second.

“It’s not a trophy airplane for looks, but they liked the workmanship,” said Hudson.

He’s been fascinated with planes since he was a kid, watching fighters fly over Winnipeg and carving models out of solid balsa wood.

When he was 12, he got to take his first ride in an airplane.

“I used to be an airport bum,” he said. “I would get on my bike and head to the airport. I helped a guy clean his plane, and he took me for a ride.”

Hudson ended up taking some flying lessons in the 1960s, although he didn’t complete them — that’s next on his list now that the plane is finished — but that didn’t lessen his desire to build his own plane. It never crossed his mind to buy one ready-made, though — regulations are too tight, and building the Bede BD-4 — the first home-built aircraft available as a kit — from the plans allowed him greater leeway.

“The best thing about home-built is you can do your own thing, as long as it’s safe,” said Hudson, whose plane uses a mid-1980s Datsun alternator and Freightliner seatbelts.

In addition to the freedom to customize it, the home-built plane is thousands of dollars cheaper than a kit of the same model. But that did mean he had to go out and find the parts for it.

He bid on and won two Mooney salvages, taking the engine from one and the hardware from the other, selling off the parts he didn’t need to raise money to buy other parts. With the help of two partners, he bought the raw material for fuselage, which he started cutting in 1969 in Calgary.

A few years later, he and the family moved to Whitehorse and, later, Terrace, and he worked on it very little until retiring in Creston in 2000.

“I took it all apart again, corrosion-proofed it and put it back together,” he said.

Airplane From page 12 Through it all, Hudson kept in close touch with other plane builders, and through a Boeing contact, he obtained a specially curved windshield — the windshield in the plans was flat — that adds about 10-12 miles per hour to the plane’s speed. And the engine cowling is very light, made of carbon fibre and designed by someone from Hewlett-Packard.

The plane only has two seats right now, but could hold two more, making it more versatile than the two-seater Hudson planned to build back in the 1960s.

“That’s what I wanted it for, a traveling machine,” he said.

“It’s definitely a traveling machine,” said Wigen, adding that while flying it to Arlington, the plane cruised at 11,500 feet at 165 miles per hour, averaging 17 miles per gallon.

Hudson still has a few things left to tinker with, add wheel pants and leg farings, and he appreciates the use of Miller’s hangar to get it done.

“Hardly any home-built project is one man,” said Wigen. “There’s a whole community.”

And he can’t express enough gratitude to Wigen, who test-flew the plane, cruising over the Creston Valley and Kootenay Lake, where it was limited for the first 25 hours of flight — making the 45-year wait well worth it.

“I couldn’t have picked a better man anywhere to do it,” Hudson said.

July Volunteer of the Month: Shirley Cameron

Shirley has been a volunteer with PAWS for 3 years. During this time she has turned her hand at a variety of helpful endeavours.

Always with a smile and usually with a helpful idea when it comes to fundraising, Shirley has used her energy, contacts and past experience to be involved in the major annual fundraisers besides various minor activities throughout the year.

Added to this, the dogs are lucky to have Shirley tuck them into bed once a week after being walked and given their bedtime treats. But not just nocturnal dog care, Shirley is not backwards in coming forward to fill a gap in the dog care schedule whenever she can, for which we are most grateful.

Two dogs at the shelter have been extra lucky as she adopted, fostered and then adopted a second one.

Creston Museum hosting temporary exhibit on Columbia River Treaty CRESTON MUSEUM

The Creston Museum is very pleased to be hosting an exhibit on the Columbia River Treaty this summer.

“The exhibit is provided by Columbia Basin Trust, which was created to benefit the areas most adversely affected by the Columbia River Treaty, and which has been taking an active lead as an information resource for basin residents and local governments about the future of the treaty,” said Creston Museum manager Tammy Hardwick.

“It’s a great opportunity to explore the history of the treaty — and the sheer size of the geographic region it impacts — and to understand a little bit more why it is so significant.

“We have a space in the museum that we have designated for community exhibits, a space where people and organizations can recognize their anniversaries, share their achievements and highlight significant events. And 2014 is a big year for the Columbia River Treaty.”

The Columbia River Treaty, which co-ordinates flood control and hydroelectric power production along the Kootenay and Columbia river systems on both sides of the Canada-U.S. border, was ratified in 1964. The earliest date the treaty can be unilaterally terminated by either Canada or the U.S. is 2024, if 10 years’ advance notice has been given — which means if either country wants to terminate the treaty, 2014 is the year to announce that intent.

The Columbia River Treaty has had a huge impact on the Kootenays: the creation of entire lakes, the disappearance of whole communities, the availability of reliable electrical power, and even the types of agriculture practiced on the flats west of Creston — all of this, and more, are linked to the treaty.

And it has a long, long history.

“The issue of control of the Columbia River goes back to the late 1700s,” said Hardwick, “back to the days when rival fur-trading companies were racing each other to find water routes to the Pacific Ocean.”

In the 1850s, Britain and the U.S. very nearly went to war over who got the Columbia River, to the point where the British actually sent a couple of officers into the region, undercover, to find a route to bring in the whole British army if the need arose. That crisis was averted when war erupted down around the Alamo, encouraging the U.S. to settle the boundary at the 49th parallel to avoid a war on two fronts.

In the mid-1880s, William Adolph BaillieGrohman planned to divert the Kootenay River into the headwaters of the Columbia River at Canal Flats, but the Canadian government put the kibosh on that scheme because it would mess up not one, but two international waterways.

The first few decades of the 1900s saw a number of attempts to reclaim the flats west of Creston and south into Idaho from the annual floods of the Kootenay River. There were discussions, at least, and a couple of partnerships spanning the border — a clear spirit of co-operation over shared management of the river.

The modern Columbia River Treaty has its roots in the flood of 1948, which was a disaster for the valley. Several near-floods since then — including one in 1961, when the only reason the Creston Valley didn’t suffer a flood was because the dikes south of the border in Idaho broke first — emphasized the need for international management of the two rivers.

Today, Libby Dam in the U.S., built as part of the treaty, has significantly reduced the risk of flooding on the flats west of Creston, but it has also contributed, in different ways, to increasingly erode the dikes that are still needed to prevent the floods.

Recently, both B.C. and the U.S. government have been reviewing the treaty. In December 2013, the U.S. entity made its final recommendations to the U.S. federal government for a modern treaty

framework that balances power production, flood control and ecosystem function. In March, the province of B.C. announced its decision to continue the Columbia River Treaty and seek improvements within its existing framework.

“Columbia Basin Trust has vast amounts of information about the treaty on their website (www.cbt.org/crt),” added Hardwick, “but this exhibit condenses it all and provides an easy overview — and links it all directly to the development of the Creston Valley.”

“The Columbia River Treaty” opens at the Creston Museum Aug. 1, and will remain open until Sept. 13. Admission is included in regular admission rates, or the exhibit alone can be viewed by donation.

Five classic Mustangs you can still afford

By Rob Sass In the run up to the big 50th anniversary of the Mustang, prices of the classic first version of the Mustang, the 1964½ (technically a 1965 model) through 1966, have been moving up.

The best convertibles and fastbacks with the highest horsepower engines can bring well over $65,000 and there has been renewed interest in vintage Mustangs of all years but all isn’t lost for the Mustang collector on a budget. Here are five of our favorites that you can still afford: 1964½-66 Convertible (six cylinder): If you simply must have the first version of the Mustang in a convertible and have $25,000 or less to spend on a nice one, well then you’re likely to have to settle for the six-cylinder model instead of the 260 or 289 V-8. And the six of the ’60s was nothing like today’s 300-plus hp base V-6. Nope, the 200-cubic-inch straight-six was good for just 120 hp, so performance was leisurely at best. No matter, the six still looked great.

But the SVO wasn’t a Pinto-based Mustang II or your dental hygienist’s 88 hp four-banger Fox Body Mustang; the SVO sported a turbo 2.3-litre four that made as much horsepower as the 5.0-litre V-8 of the day, a biplane rear spoiler, unique front fascia, and hood complete with a totally cool NACA duct-style air scoop. It was faster and more expensive than the V-8. Fuel prices never climbed the way that the industry expected, and the 5.0-litre V-8 was further developed with new, more-efficient cylinder heads, and eventually fuel injection, giving it better gas mileage and much more horsepower with less complication and expense, so the sophisticated SVO disappeared after 1986.

1987-93 GT 5.0 Convertible: We like the 1989 model because

it was the 25th anniversary year of the Mustang (which Ford barely noticed). The Fox Body Mustang might not have been the most glamorous body style ever, but it was one of the cars responsible for ending the “Malaise Era” of sluggish and dull American cars. With the 5.0-litre V-8 boosted to 225 hp, in 1987, the Mustang brought cheap V-8 performance back to the masses. Care for something a bit newer? – Love the 2008-09 Bullitt Edition Mustang and think it’s a future collectible.

1964½-66 V-8 Coupe: If you’d really rather have a V-8, there’s still time to find one for less than $25,000. Granted, it won’t be a swoopy fastback or a drop-top, but the basic hardtop is still a pretty car. Don’t expect the highest horsepower versions of the Mustang 289-cubic-inch V-8 at this price point, but nice cars are still out there. For now anyway.

1971-1973 Mach I 302 Coupe: “Mach I” was one of the more audacious names of the Pony Car era, however in fact, its top speed was a bit shy of the speed of sound. But it had pumped up good looks and none other than Sean Connery as James Bond drove a ’71 Mach 1 in the movie “Diamonds are Forever.” As usual, the biggest engine version has sailed past affordability, but the 302 V-8 Mach I can still be had for around $25,000 if you look hard enough.

A forest firefighters’ truck of choice

Forest fire conditions in this province are at an all-time high and the wood is very dry.

The men and women that fight these fires every year rely on their vehicles to take them to the battlefield. Remote back roads and sometimes the forest floor are the roads on which they must travel.

There is a variety of vehicles in the firefighter fleet but lately they have been using the Ford Super-Duty as the prime support vehicle. The new 2015 version is powerful enough to haul heavy trailers and large enough to double as a mobile office.

The 6.7L Power Stroke Turbo Diesel V8, with higher power ratings for 2015, coupled with a 6R140 heavy duty Torqshift six-speed automatic transmission delivers improved torque, horsepower and fuel economy.

The engine pumps out a whopping 860 ft.lb of torque at 1,600 rpm and 440 horsepower at 2,800 rpm.

The available LCD productivity screen keeps you up to date with vital information, for example fuel economy numbers, towing, off-road information and voice command navigation. A rapid heat supplemental cab heater is available for those cold days that you need interior heat quickly.

When you leave your mobile office, it is nice to know you have options with storing your valuables. Under-seat locking storage compartments beneath the first and second row seats provide space for laptops and other important things.

I really liked the layout of the gauges and controls in this vehicle; all are easily read and accessible. There are 12-volt outlets everywhere, two in the dash, one in the centre console, one in the back of that console, right beside the newly added 110V/150W power inverter and there’s a supply located in the rear under seat storage bin on the driver’s side.

The front seats I found very comfortable and perfect for a long day at work. The rear seating positions were also very comfortable with lots of legroom.

Noise levels in the cab, or lack thereof was amazing. This is must be the quietest diesel on the planet. It runs as quietly as a gasoline vehicle. You

can easily hold conversations in the cab at any speed with no interference from outside sources. It was also a treat to be able to order from a drive thru window without having to shut the truck off!

Parents getting $40/day if BCTF strike drags on

VICTORIA — If the teachers’ strike isn't settled by September, the B.C. government will use the payroll savings to pay $40 per missed school day to parents of children under 13, Finance Minister Mike de Jong said July 31.

Negotiations with the B.C. Teachers’ Federation remain

stalled after a two-week strike in June that cost the province's 40,000 public school teachers $12 million a day in salary.

That’s the estimated cost of the support program aimed to go toward tutoring or daycare for younger children if they can't go to school.

De Jong said older children don't require as much supervision, and have online options to maintain their studies if the

labour dispute takes more instructional time away. The amount was chosen to compensate families of 300,000 children up to age 12 in public school at no net cost to the provincial budget.

Parents would have to register online to be eligible for compensation, to be paid by October.

BY JOE FRIES Penticton Western News After four days in the heat and dirt of the Boonstock Music and Arts Festival, Bailey Johnson was eager to finish folding up her tent Monday morning and head back to Kamloops.

“There’s so much garbage on the ground everywhere,” observed the 20-year-old, who, like thousands of other campers, was covered in a thick layer of dust and surrounded by a sea of empty beverage containers strewn about the grounds. “Besides that, it was fun. I loved the performers.”

It’s unlikely she’ll be back, however, after shelling out $700 for a VIP experience that didn’t live up to expectations, since beer gardens didn’t materialize and there was no camping space reserved for her and a pal.

“For the price I paid, I didn’t really get what I thought I’d get,” Johnson said.

Her friend, Kate Mihalcheon, agreed, and said the party was a bit too wild at times.

“The no liquor licensing, I think that brought in a lot of the kids to do drugs and stuff like that. That was kind of sketchy for me,” she said. “I love Penticton. I’ve been here millions of times. Just the festival, in general, I don’t think I’ll be back for.”

Having attended three previous Boonstocks closer to home, Edmonton man Sean Regaudie knew what to expect.

“It’s unfortunate they were a little understaffed in getting people organized — no big surprise,” he said. “Even though they didn’t get a liquor licence this year, I thought they did a really good job. It was no problem.”

Regaudie said the suspected drug overdose death of a 24-year-old Alberta woman at the festival early Saturday prompted a flurry of text messages from worried friends back home, but said the tragedy made attendees more aware of their own safety.

“These things happen. It’s sad,” he said. “We talked about it a little bit, and everybody just tries to look out for each other.”

Since the festival began with a pre-party on Thursday, RCMP have released just a single statement, which was issued Saturday afternoon. It confirmed the 24-year-old woman’s death, stated at least two other people were in critical condition as a result of drug overdoses, and warned revellers to stay hydrated and avoid ingesting “unknown substances.”

A total of 80 people were taken from the festival site to Penticton Regional Hospital between 7 a.m. Friday and 7 a.m. Monday, according to Interior Health spokeswoman Grace Kucey.

schools to reach a settlement with the BCTF, and he hopes the program won't be needed.

BCTF president Jim Iker termed the move "a blatant and divisive attempt to prolong disruption in B.C. schools" and renewed his call for a mediator to help bridge the differences between the government and the union.

Education Minister Peter Fassbender and school district negotiators say the BCTF's contract demands are far out of step with other unions, particularly on increased classroom preparation time and other benefit improvements. The long-running dispute

over class size and special needs support is headed back to court this fall.

De Jong reiterated that there is no plan to recall the B.C. legislature before a fall session scheduled to begin Oct. 6. He said the history of imposed of settlements on the BCTF may have contributed to the chronic failure to negotiate agreements with the union.

NDP education critic Rob Fleming called the announcement a “trial balloon” that suggests the dispute may be months away from resolution.

“I think parents are going to look at this and say, ‘You know what, school is not daycare’,” Fleming said.
