Number of charges on the rise due to policing changes, says RCMP Jessica Peters AGASSIZ OBSERVER

Crime statistics were released this summer for communities across Canada, detailing changes in everything from thefts to impaired driving charges to violent crimes.

And in Agassiz and Harrison, it would seem that there are certainly some trends. Violent crimes and thefts appear to be on the decline, while impaired driving seem to be on the rise. The stats are now available online through Statistics Canada, and users can manipulate the CANSIM table to see trends in any sort of crime.

In the Agassiz/Harrison area 37 criminal code traffic violation

incidents are on record in 2013. Of those, 36 incidents were related to impaired driving and 16 adults were charged. At first glance, it seems to be part of a five year trend rather than a blip on the radar; there were only 21 incidents in 2009. These violations include everything from impaired driving charges to failure to provide a blood sample.

But Agassiz RCMP's Staff Sgt. Stuart Falebrinza said while those numbers are accurate, they don't mean drinking and driving are on the rise. More accurately, the numbers reflect the way police are dealing with impaired drivers now compared to just a few years ago.

"We have more effective means of

dealing with impaired driving," he said. Immediate roadside prohibition has increased the successful charges, rather than dragging through the courts.

"What happens now is if we stop you today and you blow a fail, you're automatically suspended," he said.

The same is true for crime statistics.

Manipulating the same CANSIM table, the Observer searched for criminal code violations (excluding traffic). These numbers include the entire area served by the Agassiz RCMP, including Mountain and Kent Institutions. Unlike the increased impaired driving charges, criminal charges are on the decline in this area.

Violations dropped in 2012 (-16.75 percent) and 2013 (a further -8.04 percent). Those drops aren's so dramatic when Agassiz's smaller population is taken into account.

Last year, CANSIM reports there were 341 incidents with 50 people charged, a number that Falebrinza feels is a bit lower than what they're dealing with. Of those 50 people charged, six were youth under 18.

By comparison, over five last five years, 2011 saw the most incidents (434), most charged (56 people) but only two youth charged.

Again, Falebrinza said the reduced crime statistics are a direct result of more a targetted approach by RCMP. Continued on 5

1.5M sockeye bound for fouled Quesnel Lake Mount Polley mine tailings spill raises fears for Fraser salmon

An estimated 1.5 million migrating Fraser River sockeye salmon are destined for Quesnel Lake, which has now been contaminated by the Mount Polley mine tailings pond spill.

The Quesnel system sockeye make up a major portion of what’s hoped to be a record run this year, said Craig Orr, executive director of the Watershed Watch Salmon Society.

“This is one of the greatest environmental disasters we’ve had on the Fraser,” Orr said. “Some of the effluent will be getting in the Fraser.

The big question is how concentrated, how harmful it will be. Some of these compounds have short term impacts and some have much longer term impacts.”

While the Quesnel Lake stocks are among the Fraser’s most abundant, Orr is particularly concerned that other much weaker stocks that spawn in other tributaries of the Fraser could be harmed.

“People have to be concerned about not just what it means for the returning fish but for the juveniles rearing in the lake right now,” he said. “We don’t know if it’s going to accumulate in their bodies or po-

tentially affect their olfactions, their ability to find their home waters.”

Resident fish at risk include threatened bull trout and plentiful rainbow trout.

At a news conference in Likely, Imperial Metals president Brian Kynoch said the water in the pond is tested with rainbow trout, and its arsenic level is one fifth of the limit for drinking water. He described the effluent as “relatively benign.”

The huge spill of tailings and water tore down Hazeltine Creek, which is where endangered Interior coho salmon are supposed to spawn in a few weeks.

Gord Sterritt, executive director of the Upper Fraser Fisheries Conservation Alliance, said the group, which represents 23 First Nations from Williams Lake to the Fraser’s headwaters, had already raised concerns that planned releases of effluent into the creek by mine operator Imperial Metals might harm the coho.

Chinook salmon also spawn near the outlet of Quesnel Lake at the Quesnel River.

“Those fish will be holding or just about to enter the spawning grounds pretty quick,” Sterritt said.

“We’re pretty concerned about what the toxic elements are going

to do those fish. And then there’s the scouring of the debris pile that is potentially going to be moving down the lake and into the river.”

Contamination that reaches the mainstem Fraser could affect fish spawning hundreds of kilometres away, such as in Stuart Lake near Fort St. James.

Sterritt said he’s fielding calls from First Nations as far downstream as Lillooet that are alarmed about the potential impact on their food fisheries.

Kynoch said the pond water nearly meets drinking water standards and the main threat to fish is from the silt, which he said is settling rapidly.

Sto:lo fishery advisor Ernie Crey said there remains widespread concern in aboriginal communities.

“Eventually, this stuff will wend its way into the Fraser,” he said.

Orr noted the spill came just three days after provincial government approval of the new KSM gold mine near the headwaters of the Nass River.

The KSM project, near the Alaska border at Stewart, includes tunnels to carry ore 23 km away for processing and shipping, to satisfy Alaska’s concerns about fisheries and tourism.

Farm animal welfare gets federal funding Canada’s standards for farm animals are set to take another significant step forward after an announcement from the federal government for new financial contributions to improving Canada’s Codes of Practice for Farm Animals.

The Canadian Federation of Humane Societies and the BC SPCA said they're optimistic that new standards for poultry will follow in the steps of

the new Pig Code, which requires the lifelong confinement of pigs to be phased out over ten years.

“The CFHS and BC SPCA proudly work to improve the welfare of animals through the National Farm Animal Care Council,” says Barbara Cartwright, CEO of the CFHS. “In the past year we have secured significant new animal welfare requirements for pigs, horses, cattle and sheep.”

The announcement supports the completion of two new codes of practice for the poultry sectors – one for egglaying hens and another for chickens and turkeys raised for meat. It also funds the development of three new codes for other sectors. Among the most outdated current codes is the Veal Code, published in 1998.

The announcement is timely as animal agriculture industry is facing increased

publicity of poor treatment of farm animals across the country. Most recently, abuse of cows on a Chilliwack dairy farm was publicly exposed in June. The provincial government has begun to examine what more needs to be done to implement minimum standards for farms by regulation as the B.C. Crown Counsel reviews the BC SPCA’s recommendations for charges.

It's been a busy three months for John Horgan.

On May 4, he was acclaimed the leader of the opposition in the legislature, the BC NDP. While it's a big job, it's one he was ready for. The Juan de Fuca MLA had already ran in the 2011 leadership election against Adrian Dix. When Dix stepped down last year, Horgan was the only officially nominated candidate.

"My road to the leadership office was hastened because I had the broad support of the caucus and I'm wanting to build on that," he said.

Now that the legislature is closed for the summer break, he's been able to get out and learn more about the province he hopes to lead.

The $40 a day plan wasn't too much of a shock, though, he admitted.

"I live in the Victoria region and the rumours started pretty quickly about this," he said, and it struck him as a waste of energy. "Why would (the government) put people to that task, of all the things you could be focusing on?"

He's a big believer in public education, having done well himself under the guidance of a single mother.

"Public education is the great equalizer in our society," he said. "It gives everyone a chance to succeed."

It's a long time yet before a provincial election (May 2017) so in the meantime, Horgan said he will be getting to know the province as much as possible, through meeting its residents. In Agassiz, he did that with the help of O'Mahony.

Miami River could get flood upgrade Jessica Peters THE OBSERVER

The Village of Harrison is hoping to update the pump station for the Miami River, a much-needed project that will help keep homes protected in high water.

Chief administrative officer Ian Crane said the current system is “old and outdated,” and in need of an upgrade.

“It’s fairly important,” he said. “There have been times when the Miami has affected properties in the area.”

The upgrade will help control the water level during times of high water, and will include a fish friendly pump system

– something that isn’t in place now.

Council has already approved the spending of $60,000 on two studies, one environmental and one hydrological. The reports already paid for were a requirement of the borrowing process for the project, Crane said.

Now, the Village is counting on the electorate to support the upgrade. The Village will have to borrow $600,000 over a 15year period to fund the improvement. That translates to an estimated cost to the average homeowner of $32.26 a year.

They have been advertising an alternative approval process, which invites those opposed to the borrowing for the project to

register their disapproval. Those who support it do not need to participate in the process, Crane explained.

If the Village were to receive notice from at least 10 per cent of the electorate, they would have the opportunity to conduct a full referendum.

The original deadline for eligible electors to contact the Village was July 28. Due to an error in publishing, that deadline has been changed to Aug. 11. Elector response forms and full details on who is considered an elector are available on the Village website (www.harrisonhotsprings.ca) and at the Village office.

"What we've done is we've really upped our ante," he said. "We've utilized our crime reduction program using a crime analyst out of Chilliwack and we really watch for trends now."

That means if people are reporting thefts from McKay Ave., or suspicious activity on the beach, they will immediately put their resources into that area.

"Instead of letting it go for a month or two months, we try to keep on top of where crime is occurring," Falebrinza said. "We really want to nip it in the bud."

Agassiz and Harrison residents are good at informing the local police of suspicious activity, he added, and every call helps to pinpoint where trouble is centralized.

And often, that's exactly how they catch prolific offenders.

"That's another program we're using," he said. "If they're causing a lot of trouble, we're all over them."

While reporting suspicious activity helps them catch the criminals, Falebrinza said he's surprised how many people leave themselves open to crime. On Saturday in Harrison, RCMP left reminders for people who left their car unlocked or valuables in sight.

Violent crime rates have remained steady, with minor fluctuations in the number of incidents, people charged, and youth involved over the last three years. Of the total criminal code violations listed above, 101 of those incidents included violent crimes in 2013.

Those incidents led to 26 people being charged, including three youth.

Bringing down crime Breaking the law is getting harder in this little corner of paradise.

The crime stats for Agassiz and Harrison are on a downward trend, and that means something is working. (See story, front page).

With better mapping tools and analysis, the RCMP are able to pinpoint exactly where crime is occurring and can dispatch resources accordingly.

But one of the best tools the police have in fighting crime is communication with the community. Every time someone calls in a report that their vehicle has been rifled through, or that someone took off with a bicycle, broke a window or stole from their business, the police gain a little window into local criminal patterns.

Little by little, these pieces stack up to build a bigger picture. And when that happens, perhaps one more prolific offender could be taken off the streets. Perhaps one more victim of crime would be

able to sleep better at night.

The more clues the police gather, the more crimes they could potentially solve. And the more criminals that meet justice, the safer we all can feel.

But communication is key.

Almost everyone has access to a cell phone, or a house phone. And all of us can act as eyes and ears for our own property, our own street, our own neighbourhood.

While many are also turning to social media sites to spread the word about crime sprees and share information, it's important to contact your local RCMP office as well.

Yes, it's true. The police may not always catch the criminal, and even when they do, the system may just spit them out again. But one thing is true, help is always just a phone call away.

And in the meantime, lock up your belongings. Remember that the best way to invite a thief into your home, is through an open door.

Summertime and drinking is easy B.C. VIEWS Tom Fletcher VICTORIA – The B.C. government’s move to ease liquor restrictions is undergoing its hot summer test, and music festivals are only part of it.

Premier Christy Clark’s government loves its populist gestures, and as with increasing rural highway speed limits, the negative effects have yet to be quantified.

Free-range drinking, or removing fences from festival beer gardens, is one of the moves that will be undergoing a postmortem as communities clean up after their big summer parties.

One of the biggest, the Squamish Valley Music Festival with headline acts Arcade Fire, Bruno Mars and Eminem, is still to come, Aug. 8 to 10.

Country fans gathered over the long weekend for Sunfest in the Cowichan Valley, with the Rockin' River Musicfest in Mission coming up next.

(Another big bash next weekend is Shambhala, the popular electronic music event on a farm near Nelson, but alcohol is officially banned there and their big issue is controlling the effects of “ecstasy” and other rave drugs.)

Early reviews of free-range festivals have been positive.

Victoria’s Rock the Shores event went smoothly without a fencedin area for alcohol sales. Festival organizers did create a fenced “dry” area, but I’m told hardly anyone used it.

Penticton has had its share of experience with summer bashes gone bad. For B.C. Day it inherited the Boonstock Music and Arts festival, sent packing from a small community in Alberta after complaints of rowdy

crowds and crime, so Penticton officials were understandably cautious.

It’s unlikely that there will be riots at farm markets as a result of allowing sales of locally made beer, wine and spirits, or from relaxing rules for operation of winery tasting rooms. But there are more reforms to come.

New regulations are on the way for the Agricultural Land Reserve.

As it stands, farms are allowed to have a winery or cidery, but not a brewery or distillery. Expect that to be changed as B.C. and other provinces strive to develop their craft beer and spirits industry, trying to emulate the tourism benefits that have come from an expanding wine industry.

One area where the B.C. government has screwed up is its minimum pricing rules, introduced along with the overdue move to allow “happy hour” discounts in pubs.

But the minimum beer price prompted protests from a few watering holes that had been selling pints or jugs of beer for slightly less. Some media made a big deal of this, and the government over-reacted to this tempest in a beer stein with an illthought-out cut in the minimum price to 20 cents an ounce – for beer in jugs only.

The pub industry was not impressed with this bit of kneejerk populism. Encouraging beer jug sales makes it difficult to see if someone at a table of revelers is being over-served, drinking most of the jug himself.

Mailbag Up to the feds to secure our safety It was just over one year ago, that the worst rail disaster in Canadian history took place. A vast part of the community was destroyed and many lives were lost, and now countless victims suffer from Severe Post Traumatic Stress.

As the town and its victims struggle to rebuild their lives,

nothing has changed when it comes to shipping oil by rail. Â In my opinion, it's obvious that the current Federal Government has used this disaster in its lobby for the Northern Gateway Pipeline and the Keystone XL. By doing nothing to enhance rail safety, and probably aiding in the cause of allowing subsequent

rail disasters of a similar nature, the Conservatives, have used their own disasters, to promote new pipelines, to enhance the expansion of tar sands extraction, with no other real plans for development, other than exporting oil, gas, and raw  materials.

The Municipal Finance Authority (used by Kent) can provide very low-cost loans because it's like a credit union. So Kent will come out ahead on this deal.

Both municipalities could have co-operated on the purchase of a pair of machines with MFA funding.

But I suspect that Harrison does not qualify for a MFA loan, having spent up to its credit limit. It's difficult to tell, given the chaotic state of financial reporting in the Village.

We Harrison taxpayers are now stuck with paying another big monthly bill for a machine which we don't even own.

Band’s name change inspired by trip to Asia The final Twilight Series concert will feature a young band that wowed the crowd at Canada Day in Agassiz last year.

Her Brothers is a Canadian alternative rock band from Langley.

Together since 2008, Gabe Penner (lead vocals, guitar), Josh Penner (bass guitar), and Levi Penner (drums) have performed at a variety of venues and events around the west coast of Canada including fairs, cafés, community events, universities, and churches.

Musically, Her Brothers have been influenced by bands from Switchfoot and U2, to artists like Jack White, Sting and Peter Gabriel.

“It’s really important to us that we create both contagious music that connects with an audience, combined with lyrics that inspire and wake up listeners to issues that might otherwise be avoided.” says Gabe Penner. Her Brothers is about bringing those conversations, those issues; the things we experience feel or wonder about everyday, to the table.

Between January and March 2013, Gabe traveled through South East Asia with a film crew documenting stories and experiencing life as it is for millions in that corner of our world. The images of poverty, women being offered for sale, and the attitudes that thrive off a caste system designed to hold gifted and amazing human beings back from being all they can, will be indelibly etched in his memory.

One experience that left a deep impression was when he was approached by a guy trying to sell his own girlfriend.

“I just kept thinking, this girl could be my little sister” recalls Gabe. On arriving back in Canada, the band had been talking about changing their name from Poppy and the Pistols (2008-2013) to something that better identifies who they are. Recalling this experience got the band thinking about how many times they’ve met girls who are mistreated, abused, or simply unsupported by any kind of positive male influence in their life.

Together with a dream to lead and inspire men to stand up for, encourage, and become positive male influences in the lives of women in our world who either don’t have a voice or simply can’t speak up for themselves; the name Her Brothers just made sense considering Gabe, Josh and Levi are also the older brothers to their own sister.

Her Brothers will perform on Thursday, Aug. 15, from 6:30 p.m. to 8 p.m. at Centennial Park in Agassiz. The event will be cancelled in the event of bad weather.

This year the concert series is supported by funding from the Agassiz Harrison Lions Club, the Harrison Agassiz Chamber of Commerce and Prospera Credit Union. The Agassiz Harrison Observer is the official media sponsor.

This concert is free to the community and the performances are for a general audience. They “pass the hat” at each performance to help offset the performer costs. The Agassiz Fire Department will be there selling hot dogs and cold drinks and operating the ECD Success by Six Bouncy Castle for the kids. In addition there will be an “art in the park” exhibit as well.

The Camino de Santiago Trail: What draws us so strongly?

I suppose we are all born with the urge to find out who we are, why we are here and where we are going.

But why do so many of us think that they can find the answers by going on a pilgrimage along this particular trail?

People have travelled and lived along the Camino de Santiago de Compostela since eons ago, a long time in fact before the time of St. James. The earliest human remains in Europe have been found in Atapuerea, right on the Camino, and were dated 900,000 years before Christ.

Old Atapuerea has thus been designated a world heritage site by UNESCO in the year 1998. This

has made the Camino de Santiago the ‘Way of St. James’ to find not only a story of S. James and themselves, others to find solace Christianity but also the story of after the loss of a loved one, all mankind. donation and often included a meal.

Many pilgrims prefer this type of accommodation because it keeps them focused on the purpose of their pilgrimage rather than other more lively places.

Needless to say, however, that there is plenty of more comfortable accommodation to be found i.e. small hotels, usually with or near a dining room.

The most fascinating aspect of life along the Camino however must be that it has become a multicultural experience!

Not only will one meet the people who live there, the French, the Basques, the Spanish, but also other pilgrims who come from all over the world. What a great experience!

The Agassiz Harrison Men and Ladies Golf clubs met for a Texas Scramble and lunch at the Harrison Resort Golf Course recently. The winners were Earle Wilmot, Craig Hamilton, Paddy Smith and Jan Coates.

Inaugural Fraser Valley Open golf event launched In just a few weeks, the Chilliwack Golf Club, Sandpiper Golf Course, and The Falls are hosting the inaugural Fraser Valley Open Golf Tournament.

This three-day, 54hole tournament will host 48 of British Columbia’s leading golf professionals and 144 amateur golfers on Aug. 30, 31 and Sept. 1.

"The event should be a lot of fun, and was created by three awardwinning golf courses in the Fraser Valley, and will be an official VGT ‘Order of Merit’ event.
