Lake food bank in desperate need of new location ∆

The food bank hands out hampers to community people in need every fortnight from its current base.

“Most of the people that come to us don’t have access to a vehicle so the new building needs to be in Lake Cowichan really,” said food bank president Betty Sanddar. “We’ve been doing a lot of talking already to see if there is something out there.”

Sanddar was informed of the news by the church last Tuesday night.

The food bank has also spoken to the Town of Lake Cowichan, the CVRD, Royal Bank of Canada and local realtors, all to no avail thus far.

“The soonest we could be out is August 26,” said Cindy Vaast who is also a board member. “We are hoping there is somebody out there with a space for us. The church rent

Lake Cowichan Food Bank is in desperate need of a new location as quickly as possible.

The food bank currently operates out of the Lake Cowichan Christian Fellowship church on 57 King George Street in town.

But the church is moving on to new pastures in a new location further down the street and has told the food bank the building may not be suitable for them to come along.

As a result, the food bank needs a new home by the end of the month or else it cannot operate come September.

“We are in dire need of a new building,” said Katherine Worsley, who is on the food bank’s board. “The church has invited us along (to the new location) but there is no storage space for us and that is vital to allow

Earl McIntyre has always been one who’s committed to the job.

Just over thirty two years in the navy would suggest exactly that.

These days, the Korean War veteran dedicates a lot of his time to looking after and maintaining the cenotaph in Lake Cowichan so that it is always in sparkling condition come Remembrance Day. Last week, McIntyre was out in the glorious sunshine adding a a new paint job to the memorial, following some recent work to fix some aging holes on the piece.

“It doesn’t need a whole lot of care,” said a smiling McIntyre as he brushed white paint onto the cenotaph. “There were some holes at the front and when I drilled in three feet, water came flying out as it had been trapped in there, so I fixed that.”

McIntyre, who is a member of the Royal Canadian Legion Branch #210 in Lake Cowichan, said that he recently was given the green light for the cenotaph to have a new plaque placed onto it for all of those who have died in Afghanistan from the area.

“I made up the words that will go onto the plaque and took it to our meeting and it was accepted. A high school in Victoria will be making it and it will be a four by 18 inch plaque for Afghanistan.”

McIntyre hopes that will be the last plaque put onto the cenotaph.

“We’ve only got room for two more or else they will need a new cenotaph. Hopefully people will stop having wars.”

In defence of younger drivers VICTORIA – A recent column on the B.C. government’s decision to raise speed limits on portions of rural highways excited numerous

comments from readers.

Some questioned my suggestion that today’s new drivers are worse because they spend their formative years staring at screens in the back seat instead of looking out the window and grasping the grim physics of the real world.

There is no doubt that B.C.’s graduated licensing system for new drivers is more difficult than what my generation faced.

Those vehicle stickers with the “L” (for learner, or as teens prefer “loser”) and “N” (for novice, or in teen-speak “nerd”) have been around since 1998.

The two steps make getting a full driver’s licence a longer, more difficult and expensive process.

Statistics provided by ICBC show what new drivers are up against.

First there is the written “knowledge test” to obtain a learner’s permit.

From 2004 to 2008, more than half of applicants failed in their first attempt.

Things improved in subsequent years, with a 46-per-cent failure rate in 2009 declining to 42 per cent by 2013.

The first road test is required to go from “L” to “N” and it seems sufficiently harsh. The failure rate has been consistently around 47 per cent in the past six years. More practice and another $35 are required to try again.

Students fare better on the second road test, where the failure rate has consistently been 21-22 per cent for the past decade.

ICBC reports that in the first three years of the graduated licence program, the new driver crash rate dropped by 16 per cent. In 2003 the required learner and novice period were extended, and restrictions on the novice stage were increased. New driver crashes fell by another 28 per cent.

Those restrictions include the number of passengers and a “zero tolerance” for alcohol.

Impaired crash and injury statistics

aren’t available for drivers in the graduated licence program, only fatalities. They grew as more new drivers were enrolled in the new system, to a high of 24 in 2007, but that declined to 14 by 2012.

There will always be young people who drive impaired, speed or make other fatal errors. But it’s difficult to argue that today’s system in B.C. is lenient.

A couple of readers were concerned about the effect of higher rural speed limits on older drivers. One suggested that higher limits on rural highways are a poor mix with vacationing seniors hauling around oversized motorhomes, trailers and boats.

Another cited the coming wave of retired baby boomers and added a likely increase in marijuana-impaired drivers, all emboldened by the invitation to drive faster.

B.C.’s medical health officers issued a letter denouncing the decision by Transportation Minister Todd Stone to raise speed limits. Provincial Health Officer Dr. Perry Kendall said the research is clear that higher speeds increase the risk and severity of incidents.

Then there is the government’s own position, articulated in a road safety strategy released last year by Attorney General Suzanne Anton.

“Research is conclusive that at higher speeds, more people are killed and injured in the traffic system,” it states.

“At lower speeds, fewer are killed and injured as a direct result of the safety buffer that lowered speeds create.”

The strategy notes that new technologies such as adaptive cruise control are becoming available. B.C. is also testing electronic highway speed limit signs that change with weather and traffic conditions.

Next comes self-driving vehicle systems, so drivers will be able to check their phones again.

Silt behind weir perhaps the problem

Every year about this time the subject on raising the weir becomes a hot subject.

Recently I was out on the lake in a boat with a depth sounder and we noticed that the lake bottom fluctuates but rises quite a lot at the weir.

I wonder if the weir is the problem or could it be the silt piling up in front as the lake brings it

down through wave action.

Perhaps it is time to dredge the area on the lakeside of the weir, thus allowing more water to be stored as the point of our supply.

I read with interest the letter to the editor regarding shopping over Hill 60. We have been dealing with Lake Cowichan Furniture and Appliances for some time and have always been satisfied with their products and service.

I was surprised that one of our councilmen would go over Hill 60 to purchase appliances especially when the Seniors Centre receives grants from the town.

There is something wrong when you think of it, we pay taxes, the town gives grants and that money is spent over Hill 60 when it should be spent in this town. Everyone knows that most businesses are having a hard time surviving

and many do not. Shouldn’t that money support our local businesses if possible.

The same is true for Country Grocer. They support every project in Lake Cowichan, many I am sure we never know about. Lets save our gas money and wear and tear on our vehicles and help keep Lake Cowichan a vibrant community by shopping at home when we can.

Former Gazette editor remembers Thom fondly Editor: I was upset to learn that Gerald Thom died in a recent plane crash at Nanaimo.

When I arrived in Lake Cowichan to take over the editorial reins after Doug Marner’s passing a few years ago, Thom was one of the first people I met.

Although he was far from the only friendly face I met in the Cowichan Lake area, he is one who stuck with me.

His passion for environmental stewardship quickly drew

my interest to the Cowichan Lake and River Stewardship Society -- an organization he devoted an amazing amount of time toward (much more than he’d ever let on).

It wasn’t surprising to hear that he was working at restoring river vegetation hours before his death.

He found success in business early in life and wanted to do something positive with his early retirement, he explained.

It’s refreshing to see that he recently got Citizen of the Year -- a well-deserved honour.

Every community has a handful of people who serve as pillars, and Gerald was a centerpiece to the Cowichan Lake area. There’s no doubt his positive impact on the environment will be felt for a long time. Let’s hope others pick up where he left off.

Mayor emphasizes importance of water challenge

One program of growth is the Kids Summer Reading Club. Last year there were 62 kids registered and that has increased to 136 this year. The average attendance for the Reading Club Program has been 23 kids compared to 11 last year. This year the Library will host 14 Summer Reading Club Programs, last year they hosted 5. The significant increase is very encouraging.

A “Yes” or “No” vote was asked of our voters based on the following question: “The Town of Lake Cowichan has signed a one year access agreement For use of the Cowichan Aquatic Centre at an annual cost of $2,986 for 2014. Are you in favour of continued participation in this agreement from 2015 to 2017 with annual cost increases based on CPI?” Voting on the opinion question closed on July 2, 2014 with the following result: Out of 315 votes cast, 251 votes were in favour of the continued participation in the equal access agreement until 2017 with 63 voting in opposition and 1 vote spoiled. Thank you to everyone who took the time to vote.

With our Choose Cowichan Lake Committee disbanding in August I would like to express my personal appreciation for the fabulous results this group has achieved.

Every person who lent their time and expertise to this committee should be very proud of their accomplishments. I will certainly miss someone if I were to name all the contributors but I will single out chairperson Laurie Johnson, Secretary Margaret Davis, and Councillor Bob Day for the time and leadership provided to this group.

Margaret of the Choose Cowichan Lake Committee has written articles to introduce our new medical professionals to the community.

This is the preamble that will appear in those articles: “Meet our Healthcare Providers. The Choose Cowichan Lake Committee was formed in January 2013 as a result of all our family practice doctors. Our first goal was to try to attract new doctors to Lake Cowichan and along the way we found other health professionals who could help us achieve our mission of “improving the determinants of health for the Cowichan Lake community through advocacy and eport promotion.” Choose Cowichan Lake will disband in August, but as our final project we want to introduce to the community through a series of newspaper articles the medical professionals who have come to our community over the past 2 years, and explain how they can help all of us look after our health.”

Our citizens were awfully worried when word came of our doctors leaving and this committee came together and worked hard to not only replace our doctors, but provide so much more in the way of healthcare.”

I am so proud to have been apart of this committee and thankful for its accomplishments.

In conclusion, I would like to convey our congratulations to Cole Anderson and Kale Eddy for representing our community and Zone Six at the BC Summer games in Nanaimo. It is great to see these local baseball players doing so well.

The beautiful weather we are experiencing has brought with it both the good and the bad as summer progresses. The good is the obvious increase in people visiting our community.

When the sun shines the river and lake see increased use and our town is full of much-needed visitors and hopefully that helps our businesses see increased revenues.

The added revenues are something our small businesses rely on to get them through the slower off-seasons. The 36 per cent increase in visitors to our Info Centre in June is a pretty fair indication of how busy our town becomes during the good weather. The July numbers are also up with the final numbers to be released soon.

The bad part of this beautiful weather is the extreme low lake and stream levels we are experiencing this summer and the many concerns that that is causing. There is a lot of information being provided about lake levels and river flows and it is really important that we all pay attention to the information being provided on this subject.

There are just too many water dependent issues that would be at risk if drought conditions persist this summer.

Our water intake, sewage outflows, water quality, fish, safety of tubers (with low river flows) are some examples of functions that could be impacted by these dry conditions. This precious resource (water) is critical to each and every one of us and if we all do our part to conserve more than usual, we can work our way through this. The Cowichan Watershed Board is challenging everyone in the region to reduce water use by 20 per cent. Depending on conditions, some of the following suggested actions can result in a 20 per cent reduction based on the average Canadian domestic water use of 325 litres/person/day.

Take the 20 per cent challenge by making the following pledges: - I will test my toilets for leaks and fix them - I will wait for a full load to run dishwashers and washing machines - I will not water my lawn this summer - I will add mulch ( 2”-3” ) around trees and plants so they ayor s need less water - I will read and respect my local watering restrictions and only water, if I must, at dusk and dawn and - I will always turn off water while brushing my teeth and rinsing dishes By taking up this challenge, together we can make a big difference.

Extreme hot and dry weather has been a concern for many parts of British Columbia.

Forest fires have seen many people evacuating their homes out of concern for their personal safety. Please remind yourself to be diligent and vigilant when it comes to fire prevention. Think how vulnerable we would be if a fire broke out in the mountains that surround our town.

Readership numbers have been good at the Library considering the on-going construction next door at the Town Square.

The headline in a local paper “THRILL Hydroplane races on Lake Cowichan” drew hundreds of boat racing enthusiasts to the shores of Cowichan Lake (Lakeview Park) for the summer extravaganza event. Beginning in 1955 the event went on for many years with entrants from across B.C. and Washington state. Other events included water sports and swimming races. Sponsored by the local Kiwanis men’s club, the event was supported by many of the local business, and organizations generously providing gasoline and oil, ambulance services. Gathered for the Youbou Regatta, an assortment of decorated boats and costumed participants with the prize-winning Ben’s Marina boathouse in the background in this 1988 photo. One of the boats, towing an outhouse used the theme Clean Up Our Lake. According to the Youbou Historical Club book UBO Remembered, the first Youbou Regatta was held in 1943 (same year as the Youbou Snack Bar opened) although other historical records give an earlier date. Regardless, the annual event has been around for many years. Decades ago the annual summer Youbou festivities ran under the name UBO Swimming Gala, which held competitive swimming, diving, other water sports and boating events. There were also children’s parades and other entertainment for the hundreds of local people and others who attended the event each year. Over the years the annual event evolved into the popular regatta of today.

The Cowichan Lake Primary Health Care Service is not a new or unique idea. Because Canada’s population is aging, the number of people with chronic health conditions is growing dramatically.

In response to this phenomenon, health care is evolving all across the country towards a team-based, collaborative, multidisciplinary approach with the goal of assisting people to learn to manage their chronic health conditions. The Cowichan Lake team is the 5th of its kind on Vancouver Island and what makes it unique is the fact that in the other 4 centres clients must be directed to the service by a doctor. In Lake Cowichan clients don’t need to be attached to a specific physician and can present at the clinic themselves to access the services.

A primary health care team is a partnership between the client, select health-care providers and the community. The structure of a Primary Health Care team may be different in each community, but in every case their job is to support the clients to manage their health, wellness and chronic conditions. The Cowichan Lake team consists of: a Primary Health Care Nurse who can answer questions about lab work or medications, conduct blood pressure checks, and help clients understand their chronic conditions; a Registered Dietitian who can help clients understand the relationship between food and health and how diet can contribute to good health; a Behavioral Health Clinician who can help clients explore all aspects of their lives to discover what is getting in the way of being as healthy as they can be; and a Nurse Practitioner (see last week’s article).

In order to access the team, clients should phone the Kaatza Health Centre at 58 Cowichan Avenue (250-749-6878) for an initial appointment. Anyone can access the health care system through the Primary Health Centre and if the team does not directly provide the services required they will assist clients to connect with the right providers. If the person seeking service is over the age of 19 and have at least one chronic condition (eg. diabetes, heart disease, arthritis, COPD, depression or others), they will be asked to go through an initial intake process. The intake process helps to determine which of the team members might be best for helping meet the needs of the person seeking services.. A client may see just one team member or all of them, but regardless of how many team members are involved, the goal is to help individuals to connect with the health services they need. Clients who come to the service for chronic disease assistance set goals for self-management of their illnesses, and move towards healthy living and emotional wellness. The team members are excited to help empower clients to take more control over their personal health care issues and to become the “drivers of the bus�. The aim is to assist the individual client to enter into an active partnership with doctors and other health professionals and to assume more responsibility for guiding their personal health care service needs. The team supports this goal through one-on-one consultations, group education sessions, screening programs, exercise programs, and referrals to other Island Health community based health programs such as Home and Community Care, Mental Health and Substance Use, Public Health, etc.

The Primary Health Care team provides an additional level of health care service designed to help clients achieve their best possible level of wellness. The Cowichan Lake community is lucky to be one of the 5 Vancouver Island communities selected for these additional services. We are also very lucky to welcome a group of highly educated and experienced team members

with diverse backgrounds, who are committed to the concept of multidisciplinary care. The team members have all kinds of great ideas about possible services they could offer to help meet the needs of individual clients in our community. The team is currently supporting or offering a Community Kitchen program, a 6 week Food Skills for Families workshop, Diabetes workshops and Chronic pain workshops. The team members are also involved in supporting a variety of exercise programs which are tailored to the appropriate fitness levels for individuals who may not have exercised in some time or who have experienced fitness barriers.

The members of our Primary Health Care Team are: Julie Reid, RN (Primary Health Care Nurse available Monday to Friday).

Julie worked for 5 years as a registered nurse in remote locations in Northern Saskatchewan where she offered a wide range of services. Before that she worked as a public health nurse, a forensic nurse and a home care/wound care/ diabetic educator.

She is passionate about helping the Cowichan Lake community members become more educated about health. She loves to see individuals make progress and achieve their health and wellness goals, and sees herself as a partner, cheerleader and motivator in this process. Julie’s job is to help individuals access health information and understand their health issues by giving them tools, supports, and education to achieve their health goals.

Heather Strong (Behavioral Health Clinician available Tuesday to Thursday). Heather is a health counselor who can help clients identify barriers to meeting their health and wellness goals through individual or group counselling sessions. She teaches lifestyle management skills, problem-solving skills and self-care.

Heather has a B.A. in Child and Youth Care and a masters degree in Educational Psychology. She has an extensive background in child and youth mental health and has worked with families of children with developmental disabilities. She has always worked on a multi-disciplinary team and is very comfortable with the team-model. Heather loves meeting new clients and collaborating with them to help them live the best life they can.

Anneke Vink (Registered Dietitian available Tuesday to Thursday). Anneke helps individuals improve or maintain health and wellness through nutrition and lifestyle changes.

She loves partnering with the community and has helped establish the Community Kitchen program and is supportive of the Community Garden initiative. Originally from Nova Scotia Anneke began with a Bachelor of Nutrition degree followed with a Master’s Degree in Science and Nutrition from McGill University. She has worked in private practice and for VIHA in community development and nutrition. She loves to teach people how eating and preparing the right foods can lead to better health.

Pam Bendes (Clinical Office Assistant, available Monday to Friday) Pam has been a member of Primary Health Care Services since its inception. Before that, she worked for Public Health.

She answers general inquiries, schedules and assists client visits, and performs basic clinical duties. Pam loves helping people and being part of the integrated team.

Valerie Jefferd (Nurse Practitioner located at Brookside Medical Clinic available Monday to Friday ) – Val’s role was described in detail in last week’s Gazette article.

Every one of these individuals is a highly qualified expert in her own field but more importantly they are all passionate about the team approach so there is a real synergy that works for the benefit of all their clients.
