Replacing three shed roofs in the Public Works Yard this year will cost taxpayers just over $41,600. That price tag is $6,000 more than the $34,000 budget that was adopted for the project in May, based on an independent estimate by a consultant last fall. Council was also given the option of just replacing the worst of the three roofs, at a cost of $28,290. However, according to the consultant’s estimates, delaying the replacement could cost up to an extra $23,000, increasing the total costs by almost $9,000. As council voted to support the over-budget option, it will need to adopt an amendment to the Financial Plan Bylaw and a Capital Works and Equipment Reserve Fund Appropriation Bylaw before the contract can be awarded. If the amendment and bylaw are adopted, Mayor and council will be presented with the recommendation to award the contract to Alpha Roofing.

Oak Bay duo poised to tackle Canada’s

If Helen Strohschein and Barb Hall get their wish, they’ll put Oak Bay on the map worldwide next year. The two Oak Bay Parks employees are in the process of applying for the Amazing Race Canada TV show, and they can’t think of anyone better to partner with than each other. “Helen and I, we make everything fun and funny,” says Hall of why she thinks they’ll work as a reality show team. “We always take on a lot. No matter the project, we go into it with such ambition.” Hall and Strohschein met four years ago when Hall first started as a seasonal employee, and she says the two would balance each other out perfectly in the show’s challenges. “We’ve already planned out who would do what on the show,” she says with a laugh. “I hate heights, so any jumping out of planes, that’s her.” “I’m not going to eat weird food,” says Strohschein. “And I love eating!” Hall chimes in. The key, they both say, is to stay positive no matter what happens. “She’ll balance out my anxiety,” says Strohschein. “I’ll be like, ‘we have to get there now!’ and she’ll just say, ‘we will.’” Of the two, Strohschein is the only one who’s travelled extensively, but neither of them have travelled Canada, and they say it would be a dream come true to explore their own country. Strohschein says they also have a bit of an edge when it comes to facing challenges here, having come from different provinces. “I’m from Toronto, and

Barb’s from Saskatchewan, and we’ve both spent time on the west coast now. I figure we’ve sort of got it covered, east to west coast.” As for where else they might end up, Hall’s hoping for a European adventure or a chance to see Nunavut or the Yukon, and Strohschein says she’d love to see the Galapagos Islands. The dedication and energy between them extends to the rest of their Parks crew as well, and they both say that bond will help them through whatever happens with their application. Comprised entirely of women, they have what Strohschein calls a “strong sisterhood,” and have even given themselves a name. “We’re called the Joy Sisters,” says Hall. “With this kind of support and friendship behind us, we can definitely conquer the amazing race!” They both say their experiences working with the Parks department will help them if they get on the show. Constantly interacting with the public, dealing with unknowns on a daily basis and applying creative solutions to problems are all skills they’ve developed as they planted, weeded and mowed their way through Oak Bay. Above all, they’re prepared to handle anything that comes their way. “We’re used to hard work, and we’re not afraid to get dirty,” says Hall. Strohschein agrees with a laugh. “We do that everyday!”

Area man missing on rowing trek Prince Rupert RCMP continue to search for a Victoria man, who has not been since July 11. Paul Clark, 69, planned to row from Prince Rupert to Victoria in his homemade five-metre Paul Gartsidedesign open water row boat. RCMP spokesperson Cpl. Dave Tyreman said Clark was last seen departing Borrowman Bay at 2:30 a.m.

on July 11. His intentions were to get to Port Hardy within 24 hours and row on the west side of the Island to Victoria. Clark is five-foot-11-inches tall and weighs 154 pounds. HAFI Funds Home Modifications for Disabled Man When Lorie and Walter bought their home in Port Alberni 13 years ago they slowly began renovating the unfinished basement to accommodate Walter’s changing needs as his muscular dystrophy advanced. “The basement was a black hole when we moved in,” recalled Walter. “After 12 years of skimping and saving, we made the downstairs completely wheelchair accessible, except for the bathroom. It was way too small. I could only stand for about a minute and a half without collapsing in the shower stall and I could no longer pull myself out of the tub in the upstairs’ bathroom, even with Lorie’s help.” Through funding from BC Housing’s Home Adaptations for Independence (HAFI) program, Walter and Lorie were able to work with a contractor to transform the space. A wall was removed to make room for a wheelin shower with benches, grab bars were installed, and the vanity and fixtures were relocated.

“ I just slide into the shower now,” said Walter. “I feel safer and no longer dread trying to wash myself. What was previously a dangerous chore for me is now a welcome treat.” Walter and Lorie hope to spend the rest of their lives in their home. The HAFI program provides financial assistance to help eligible low-income seniors and people with disabilities adapt their homes so they can continue to live independently.

After a long search, wellknown Victoria artist Robert Amos finally found the perfect spot for a more relaxed lifestyle when he moved to Oak Bay two years ago and he couldn’t be happier. “It’s like moving to a different country,” he says. “It has what you need and you don’t have to leave.” A strong positive for someone with less and less desire to go downtown, he says. Amos, who has painted since he was a teenager, says he really began in earnest when he moved to Victoria, and since 1980, has been painting and drawing here full time. Amos recently painted the portraits of passersby at the TD Art Gallery Paint-In on Moss Street, something he’s been involved with since its inception in 1989. In its first year there were only 20 artists, says Amos. Since then, he’s watched it grow to the sprawling venue it is now, featuring 180 artists this year

“In particular, now that I live in Oak Bay, I’m feeling much more personal about the Brush Up.” – Robert Amos spread from just around the corner from Craigdarroch castle, along Moss Street to the seaside at Dallas Road. The continued growth of the paint-in doesn’t surprise him. “(Victoria) is a magnet for creative people,” he says. Next up, Amos will participe in the 10th annual Bowker Creek Brush Up, something he’s enjoyed doing for the past several years. He says he’ll likely work in watercolour at the Brush Up, though attendees can take a gander through his published collection of books as well. The works span the histories of Victoria and Chinatown, an illustrated biography of Harold Mortimer-Lamb and a photocollage exploring local artists in their studios on southern Vancouver Island. “One of my great specialties is books,” he says. “Making,

writing, painting, illustrating, photographing, putting them together. That’s how a lot of people actually know me, is through my books.” An invited guest for two years, Amos can attend the Brush Up as an official Oak Bay resident this year and looks forward to meeting with the public again. “I put my expressions out there a lot in words and pictures, and I really enjoy hearing what comes back. In particular, now that I live in Oak Bay, I’m feeling much more personal about the Brush Up.” The 10th annual Bowker Creek Brush Up is Sunday Aug. 10, between 11 a.m. and 4:30 p.m., showcasing 35 local artists, four guest artists and three youth artists practising their crafts in the open summer air. editor@oakbaynews.com

Take your time on roads this holiday The District of Oak Bay recently reminded us how easy it is to drive faster than we expect. With the flash of numbers on Oak Bay Avenue, some drivers learned they were beyond the realm of the 40 km/h limit there. As we enter a long weekend and guests come in to our community for a visit, or residents head over the Malahat in search of an Island adventure history is cause for concern. Police nabbed far too many speeders on the Malahat Drive earlier this week. Normally the highway near the summit is a posted 80 km/h speed limit but it’s been lowered due to construction. There’s a reason the limit is lowered and what some people forget, is those limits are in place whether construction is underway or not. According to ICBC statistics there were 420 reported crashes in 2012 in Oak Bay: 60 of those resulted in injuries and 10 involved pedestrians. Anecdotally we know long weekends equal accidents. On the road over an average B.C. Day long weekend, five people are killed and 533 injured in 1,935 crashes across the province, according to ICBC crash and injury data from 2007 to 2011 and police fatality data covering 2006 to 2010. On average, there are 274 crashes and 64 injured victims each year on Vancouver Island over this particular three-day weekend. So whether you’re staying in town or hitting the road plan ahead and drive safely. With the mercury reflecting the onset of mid-summer, consumption of adult beverages tends to go up. If you intend to drink, plan a safe ride home first, whether its a designated driver, transit, cab or your mom. Check your oil, washer fluid, lights and tires before heading out. If you’re taking gear, make sure it’s well secured, a kayak flying off mid-drive is a massive danger. Use extra caution and keep a look out for other road users from motorcyclists and cyclists to pedestrians. Lastly, be realistic about how long it takes to get from A to B and, as with the drive along Oak Bay Avenue, take your time. Driving below posted speed limits, within reason, are a driver’s prerogative both in Oak Bay, and on the highways. Some cyclists hold bad attitudes On Monday around 11 a.m. my wife and I were out for a walk with our dogs. We saw a group of a dozen or more adult cyclists with their leader near Carnarvon Park. Not one of these cyclists stopped at the stop sign at McNeil and Henderson, rather they all turned left from McNeil to Henderson, many without signalling. They did not even have the courtesy to stop and let us cross the intersection. Their attitude was epitomized when one commented in a loud voice “ We have as much right to be here as they do.” This was in reference to the poor motorists stuck behind them. We know that there are bad drivers, bad pedestrians and bad cyclists, but all too often we see a very poor attitude from cyclists like this where some cyclists do not feel traffic signs apply to them and everyone in their way is in the wrong. I hope the new “your speed” signs will help cut back the excessive speed Oak Bay and area drivers seem to enjoy. As I drove past the one on Landsdowne it read my speed and made me ask myself “What is the speed limit here?” I think posted speed limit signs should be used in conjunction to let drivers know if they are speeding or not, like they have on the portable units used near school zones. Call it a vomit violation. Cab drivers in Victoria and throughout B.C. have a new tool to deal with over-served customers who leave a mess in their vehicles. Under new rules from the B.C. Passenger Transportation Board, anyone who vomits in a cab can be charged a $75 cleanup fee. “Passengers who soil or

damage the interior of a vehicle with bodily fluids or solids may be required by driver or taxi company to pay a cleanup fee of $75 in addition to the meter rate or any other rate,” says the new standard rules for taxi regulation. Surinder Kang, a manager with Yellow Cab in Victoria, says it’s an ongoing problem particularly in the downtown core on Friday and Saturday nights. “It’s a recurring problem.

If some one gets sick in the back of a car, drivers lose money because of it.” Kang says it can take anywhere from two to four hours to get a taxi cleaned, but in the meantime drivers are off the road and not making any money. The previous rule permitted drivers to bill for the cost of cleanup or repair, however, no amount was specified. Kang welcomes the new charge, but admits cabbies

If you put it in valet mode, rpms are limited to 4,000. Gosh, I really hope I can take the red key… This Matrix-like conundrum is a good one to have. Take the safer route (black key) if you’d rather ease off on harnessing the gargantuan horsepower of the 2015 Dodge Challenger Hellcat. It’s the most powerful production Chrysler V8, as well as the most powerful production muscle car to date, so it needs to be treated with respect. But then again, the red key will allow me to tame this muscled feline one shift at a time, whether through the 6-speed manual or an 8-speed automatic. Looks like the decision has been made for me. Red key is sitting pretty in the centre console. And it’s in track mode. Electronic intervention is minimal. I

have access to all 707 horsepower and I’m at the Portland International Raceway. I’d say this will be a heavenly day. With a new look on the inside and outside, the 2015 Dodge Challenger is ready to take on its Ford Mustang and Chevrolet Camaro competition head-on. According to market research, two thirds of Challenger buyers say they don’t cross-shop anything else. That said, those who did cross-shop, and decided to go in another direction, attributed it to its archaic interior. That problem is no more. Speed differential is what causes big problems on the highway. If there is a wide variation and people are not showing lane discipline i.e. keep right unless passing, that’s a recipe for disaster as impatience and frustration takes over. I tacked on another five klicks so as not to be too far out-of-sync with my fellow travellers. However, along stretches of the Coquihalla, my 125 wasn’t enough to satisfy the need for speed exhibited by many others. On the straights, 130 was the low end and I figure that most who passed

BC drivers are getting used to a faster life in the fast lane very quickly. News of the hike of 10 km/h to the posted speed limit on long stretches of major highways was announced swiftly the other weekend, taking many by surprise. By Sunday, I was taking a 2014 Toyota Highlander for a faster spin on the Okanagan Connector/Coquihalla Highway route than I had expected when I headed to Kelowna days earlier. What was still more surprising was that the signage reflecting the higher speed limits was already up. (I’ve never see the provincial government bureaucracy move so fast!) This was not going to be a trip to try to prove or disprove Toyota’s boast that the 3.5-litre V6 under the hood would, with the aid of the six-speed auto transmission, transport me to the coast sipping just 8.2-litres for every 100 klicks travelled. No, I would be calling on all 270 horses to do more than canter up those steep hills that separate the Okanagan from the Lower Mainland. Climbing to the Pennask summit was a quiet and fast run. The cruise control was set to the maximum limit of 120 km/h … and I was passed by everyone on the road! Some things don’t change. Hike the limit and most drivers will tack on another 10 klicks. I passed a few nervous folks, who seemed determined to stick to the defunct maximum of 110.

The F-150 has been the best-selling pickup truck since 1978. Yes, 36 years – that’s longer than a lot of you reading this have been alive. However, there are a few things

since 1905 and one-ton trucks since 1917, its first factory-assembled “pickup” was built on April 15, 1925. The 33,795, 1925 model T runabouts with pickup body sold for $281 each. Why the F-150? The earliest use of the F-series name dates to the allnew 1948 Ford trucks, the half-ton model being the F-1. Ford made the jump to

gasoline. International Harvester also did this for 1975 – its final year of pickup production – making all half-ton 100 models 150s, to avoid installing catalytic converters. The final year of the F-100 was 1983 – by which time leaded versus unleaded was a moot point. Then there were two When introduced for 1948, The F-1 was built at all 16 U.S. assembly plants that also built Ford cars. In 1956, with trucks becoming more specialized along with the opening of the Detroit Truck Plant, Ford started consolidating truck production to fewer plants. Beginning in the late 1970s, Ford split its North American assembly groups into car and truck. Today, only two plants build all F-150s globally – the

Kansas City Assembly Plant in suburban Claycomo, Mo., and the Dearborn Truck Plant near Dearborn, Mich. Off-white or chrome? The front bumper was the longest-running component constantly used on every single pickup and remained unchanged during the F-series era from 1959 to 1979. I guess he liked it Sam Walton, founder of Walmart and one of the richest men in America, drove the same 1979 F-150 Custom 4x4 to work every day until he died in 1992. When asked why in an interview, he stated: “What am I supposed to haul my dogs around in, a Rolls-Royce?” Today it can be seen enshrined in the company’s visitors centre/ museum in Bentonville, Ark.

Red Eagles eye provincials medal. The team of 13 is made up of youth from three clubs including six youth and two assistant coaches from Carnarvon Ball Club. The round robin portion of the tournament will see the Red Eagles play at 11 a.m. and 4 p.m. on Aug. 1, and 8:30 a.m. and 1:30 p.m. on Aug. 2. The top two teams in each pool will advance to the Aug. 3 semifinals. Winners will play at 2:30 p.m. for the championship. All games are played at Rotary Park in North Saanich.

The Victoria Red Eagles will go up against the best in the province this weekend at the B.C. Mosquito A baseball championship tournament. The youth that comprise these teams are all born in 2004 and for most it is their first involvement in competitive baseball. Joan Firkins will represent the Oak Bay Lawn Bowling Club at the Champ of Champs tournament at Juan de Fuca in September after winning the recent Hadfield Women’s Club Singles tournament. This is the second Hadfield title for Firkins, who also won the tournament in 2008. Firkins has a long history in competitive sports, from curling quite a bit in her younger years to playing on the Canadian national women’s softball team from ’72 to ’77. When she retired from a 40-year career at the Bank of Montreal, she decided to try something a little different. “A friend suggested I might like lawn bowls given my background as a pitcher in women’s softball,” she said. “So I attended an open house at the Oak Bay club in 2001.” Firkins joined the following year and has been bowling ever since. In addition to her two-time Hadfield wins, Firkins also won the provincial championships in mixed pairs with her bowls partner Harnam Grewal in 2007, and from there the two travelled to Fredericton, New Brunswick to compete in the Canadian championships, where they placed fifth overall. “(It was) a week of intense bowling and fellowship,” she said. “A memorable experience for us both.” Though Firkins will continue to compete in a number of tournaments throughout the next

month and a half, she hasn’t lost sight of playing for the fun of it, and neither has the club, she said. Every week the Oak Bay Lawn Bowling Club hosts a free social night for those interested in learning more about lawn bowls. “It starts at 6 p.m. on Friday night, and the public is welcome to drop in, get a bit of coaching, get in a game, and then after get in a bit of social time. It’s amazing how many people are dropping in on Friday nights,” said Firkins, adding that just two weeks prior they’d had Mayor Nils Jensen drop by for a bowl. Off the pitch, Firkins has been an influential member of Oak Bay society for a number of years, in particular with the Rotary club. She is past president and still heavily involved with the society’s many projects. Travelling extensively over the last three years for her position, she recently returned from Sydney, Australia and the world convention for Rotary International, attended by 18,500 members. “Right now our club is involved in a car raffle,” she said. “The draw is at the Oak Bay collector car festival on Sunday, Aug. 10.” The Rotary Clubs of Victoria and Oak Bay partnered to raise funds to support local projects in the greater Victoria community, said Firkins. The stations record and report the temperature, humidity, wind speed and direction, air pressure, rainfall, sunshine (solar power), amount of sun energy coming in, UV index and rain rate. It’s all collected in a server at UVic and made available (with a four minute delay) at victoriaweather.ca. Even more handy is the smartphone app, which reports the weather from every station on the Island within the last five minutes. “The first station we ever installed is actually on the Ian Stewart Complex as we used to be in an office there,” Wiebe says. The network has since grown substantially but remains a part time job for Wiebe, a research associate in UVic’s

We wondered if we could install more but have them in a closer distance than the local Environment Canada stations,” Wiebe said. Environment Canada provides a fairly accurate weather picture with a few stations in Greater Victoria. But Environment Canada’s station at the airport, which is often referenced, is quite a distance from Victoria and Saanich, and its results are delayed in comparison to the School-Based Network. For example, it’s often two to three degrees warmer in the Highlands than the coastal zones of James Bay and Fairfield. It also rains approximately 50 per cent more at the airport than downtown Victoria. “With the stations so close together we could you see interesting weather differences, especially cold fronts moving across the Island, which we pick up quite accurately,” he says. The majority of the stations are on built on elementary and middle schools, with some high schools too. It’s part of the project’s mandate to educate and engage students with science, when resources are available. Each station comes with a display monitor that teachers and students use to follow along. “We’ve provided educational resources on site for teachers and there are established lesson plans for teaching weather,” Wiebe says. “We’ve also found teachers are using it in different ways. Downsizing a home after decades A few phone calls can soothe a daunting task

Moving is a stressful experience at the best of times, and downsizing after living in the same house for decades can seem like an insurmountable task, but with a few phone calls and a little bit of effort, the process can be relatively pain-free. “The first call should be to a realtor who specializes in (the neighbourhood) and specializes in downsizing,” says Cassie Kangas, a realtor with DFH Real Estate and a lifetime resident of Oak Bay. She’s been selling homes in the community for eight years, and says that the general rule of moving every seven years doesn’t apply here. “It’s much longer,” she says. “I went to elementary school with kids whose parents are still living in Oak Bay. We’re looking at 35 and 40 years for some people.” After such a long time, she says, it’s important that no surprises crop up when the house goes on the market. “I definitely recommend

changing a few pieces of furniture around…I always encourage even an hour’s consultation,” she says. “It doesn’t cost very much, and when you bring a professional in, then you’ve got a ‘wow’ experience.” Russell adds that while professional help can be invaluable, to remember that every house is individual, and no house is going to be perfect. “Every home is different. Your neighbour’s isn’t

the same as yours,” she says. “Even a brand new house isn’t perfect, so there’s always going to be something to look at.” Both Kangas and Russell agree that the important thing is to take the process one step at a time, and not be afraid to call in help if needed. “It’s about gently getting started, and gently working through the process,” says Kangas. editor@oakbaynews.com

There’s a face-lift coming to the neighbourly Central Saanich Boys and Girls Club. Ceremonial shovels broke ground on Monday for the Central Saanich Boys and Girls Club being built in the heart of Brentwood Bay. The 1,400-square-foot clubhouse will continue to house the various services offered by the Brentwood Bay club, which has long been accessed by Saanich residents, as well as the chapters on Yates Street in Victoria and Macaulay Street in Esquimalt. “Youth who are closer to Central Saanich than Victoria can certainly access programs like Outdoor Adventure and Youth Leadership,” said Boys and Girls Club director of development and communications Kate Mansell. There will also be a Rogers Learning Centre located there for youth 13 to 19. Students come after school and it’s a place where they can learn, discover and receive academic support, all within the safe, supportive and encouraging environment of the club. “We’ve been a part of the Central Saanich

community since 1978,” said the Shannon Russell, the president of Boys and Girls Club Services of Greater Victoria during the ceremony. “This is a very momentous occasion for us and we give our sincerest thanks to all our supporters and to the municipality of Central Saanich for making this a reality.” In May of last year, the Club made a presentation to Central Saanich council during a committee meeting concerning the deterioration of their facility located behind the United Church in Brentwood Bay. The facility was in a state of deterioration and needed major upgrades, which would cost as much or more as it would to build a modest new facility, they said. By June of 2013, Central Saanich staff had outlined four possibilities for a new facility and a fifth was recommended by the Boys and Girls Club. In December of last year, council approved the site at the back end of the library and cultural centre parking lot (municipal land) and this spring they unanimously approved a 25-year licence agreement with the Boys and Girls Club for the land. “I think it was a unanimous agreement that we had to find a permanent home in Central Saanich for the Boys and Girls Club,” said Central Saanich Mayor Alastair Bryson during the ceremony. “We’ve had a long-term relationship with the organization and we’ve gotten to see

the benefits of the Boys and Girls Club through many of the youth that have been a part of the program,” said Bryson. Tsartlip First Nation Elected Chief Don Tom said the Central Saanich Boys and Girls Club has been an integral part of their community as well. “I am so pleased to be here today and be a part of this,” he said, adding the club has benefited many of Tsartlip’s youth by giving them a safe and engaging place to spend time after school and in the evenings. The Boys and Girls Club of Victoria has four locations (Victoria, Esquimalt, Westshore and Central Saanich) and has been serving the Greater Victoria community for over 50 years. “We pride ourselves on developing partnerships with groups in the regions,” said Russell, adding that the organization is embarking on a fundraising initiative to help cover the costs of building the new Brentwood Bay facility. “We’d like to call on the community to step up and donate,” said Peter Baillie, the chair of the fundraising campaign. The clubhouse will be located at the back end of the parking lot of the Brentwood library and cultural centre.
