Prices cut for jugs of beer, hard liquor price goes up at bars

Pub owners say cheaper beer jugs will make it more difficult to detect over-serving.

by Tom Fletcher The province has adjusted its new minimum prices for alcohol in the wake of criticism over the rollout of new rules allowing “happy hour” discounts.

A new category for draft beer creates a minimum charge of $12 for a 60-ounce pitcher – down from $15 previously announced – or $0.20 per ounce for large volumes over 50 ounces instead of $0.25, which still applies to smaller glasses and pints.

“Upon reviewing B.C.’s minimum prices, we realized they weren’t on par with consumers’ expectations and we took action to find a fair compromise that still upholds B.C.’s high standards for health and safety,” said MLA John Yap, who heads the province’s liquor policy reforms.

The new regulations let bars and restaurants charge lower prices for selective times or occasions, but forced some low-price establishments to raise prices to match the new minimums.

That will still be the case for pints in some locales – bars that had charged less than $5 must raise their prices to that minimum for 20 ounces.

The province has also increased the minimum price for spirits from $2 to $3 per ounce.

Addictions experts had called for higher minimum pricing to reduce health and safe-

ty risks to drinkers.

Alliance of Beverage Licensees executive director Jeff Guignard supported the spirit price increase in the interests of public safety, noting a patron previously could have

bought five singleounce shots for $10.

But he said the lower minimum beer pitcher price of $12 against a minimum 20-ounce pint price of $5 may encourage over-drinking and intoxication.

“You’re more likely to start sharing pitchers than you are to buy individual pints,” he said.

Provincial regulations limit a single serving of beer to 24 ounces, so pitchers can’t be ordered by a lone patron. But Guignard noted it’s harder for a server to track how much patrons are drinking when they’re ordering beer by pitchers instead of glasses.

“You don’t know if a particular person has had one pint or had the entire pitcher.”

The new minimums mean little for bars and restaurants that charge higher prices already.

Guignard senses a “rural-urban divide”

in which many Interior bars charging lower prices than the new minimum will have to raise prices, while that won’t generally be the case in much of the Lower Mainland, outside of parts of Vancouver.

He said the industry now hopes for stability and certainty.

“This is now the third time they’ve changed minimum pricing,” Guignard said. “It’s all a bit confusing and annoying.”

Lower prices can be selectively offered for “ladies night” specials or “team night” for players in uniform.

Minimum prices do not apply to catered events, or special occasion licences.

Major improvements to Kimberley trails Submitted Kimberley’s trail system is seeing some welcome improvements in time for hikers and other users hitting the trails and enjoying the outdoors during the summer months.

“Kimberley’s participation in the Resort Municipality Initiative is critical to the continued growth and vibrancy of our tourism industry. The creation of new trailhead kiosks and construction of new trails such as the Thunder Turkey Trail are examples of creative uses of RMI funding to further enhance the visitor experience,” said Kimberley Mayor Ron McRae. Upgrades have been made to signs along the city’s trail network. The $7,900 Kimberley Trails Society Signage Project includes funds from the B.C. government’s Resort Municipality Initiative. New kiosks and maps are located at trailheads throughout Kimberley to provide information about the city’s landscapes to locals and visitors alike.

“Kimberley is the ‘Bavarian city in the Rockies’ and one way British Columbians and visitors from around the world enjoy its scenery is by walking the area’s many trails. Congratulations to Kimberley on the opening of the Thunder Turkey Trail and also for the impressive new timber-frame kiosks. These additions no doubt add to visitors’ outdoor experience,” said Shirley Bond, Minister of Jobs, Tourism and Skills Training and Responsible for Labour.

“One way to encourage tourism in the area is by making recreation opportunities even more enjoyable. This funding helped to boost the efforts of volunteers and project partners to make the project a reality.”

The new 3.5-kilometre Thunder Turkey Trail also opened last week, connecting the Horse Barn Valley trail network with the Nordic Centre area trails. The $22,000 project was also funded by the Resort Municipality Initiative along with the Columbia Basin Trust.

HAFI Funds Home Modifications for Disabled Man When Lorie and Walter bought their home in Port Alberni 13 years ago they slowly began renovating the unfinished basement to accommodate Walter’s changing needs as his muscular dystrophy advanced.

“The basement was a black hole when we moved in,” recalled Walter. “After 12 years of skimping and saving, we made the downstairs completely wheelchair accessible, except for the bathroom. It was way too small.

I could only stand for about a minute and a half without collapsing in the shower stall and I could no longer pull myself out of the tub in the upstairs’ bathroom, even with Lorie’s help.”

Through funding from BC Housing’s Home Adaptations for Independence (HAFI) program, Walter and Lorie were able to work with a contractor to transform the space. A wall was removed to make room for a wheelin shower with benches, grab bars were installed, and the vanity and fixtures were relocated.

“ I just slide into the shower now,” said Walter. “I feel safer and no longer dread trying to wash myself. What was previously a dangerous chore for me is now a welcome treat.”

Walter and Lorie hope to spend the rest of their lives in their home.

The HAFI program provides financial assistance to help eligible low-income seniors and people with disabilities adapt their homes so they can continue to live independently.

Letter: A note to the mayor of 2039 This is a copy of the letter that was included in the Sam Steele Society’s time capsule to be opened on June 19, 2039.

Greetings from the year 2014! I hope that the citizens are treating you well – they certainly are “good people” here in 2014.

I’ve been asked to share a little of what Cranbrook is like today for a letter going into a time capsule to celebrate the 50th Celebration of Sam Steele Days.

Funding is a challenge for municipalities across Canada. For every dollar that Canadians pay in taxes $0.50 goes to the Federal Government, $0.42 to the Provincial Government and $0.08 to Municipalities. With aging infrastructure, increasing costs to RCMP contracts, and our responsibilities to provide a range of services with increasing costs we need a different future. Through UBCM British Columbia’s Municipalities have proposed funding that goes beyond property taxes and utility fees. I wonder if anything will have changed by 2039…..?

Here are some city statistics for you from 2014: Population 19,319 people (2011 Census) 2014 Budget $56,419,621 (not including Amortization) of which $23,334,494 comes from General Municipal Property Taxes and $7,263,691 from Water/Sewer/Solid Waste fees.

Cranbrook is the sunniest city in BC (I hope that hasn’t changed!) and surrounded by world class scenery, recreation and wildlife.

build a better and more coordinated future for tourism in Cranbrook.

2014 tax increase is 3.98% - 1% of that is dedicated to fixing our roads and 3/4% goes into a recapitalization reserve.

Every 1% increase brings us $219,493 in new revenue.

Average house price is $250,000. At that assessed value before claiming the Homeowners or Seniors Grant the owner will pay $2555 in property taxes, a $65 increase from 2013.

The deer belong to the Province, and over 2012 and 2013 we harvested just over 50 animals under permit with the meat going to the Ktunaxa First Nation and the Cranbrook Food Bank. Working with other East Kootenay Communities, Fish and Game Clubs and the Province we hope to try an urban deer translocation project in 2014.

Managing the deer is the most emotional issue we have had to deal with during my 2.5 years as Mayor.

This year – extremely high water levels at Elizabeth Lake and subsequent flooding of property (no houses so far). Climate change may have played a role?

What are some of the initiatives that I am most pleased about – please see the 2012 and 2013 copies of A Message From the Mayor from the City’s Annual Reports.

In addition I would like to highlight: Sam Steele Days is the biggest event of the year.

One of the key parts is Cranbrook’s Youth Ambassador Program, the best in B.C., which leads to crowning a Sweetheart and Princess to represent youth in Cranbrook.

In June of this year I am introducing for the first time a Youth Mayor For a Day, something that I hope continues for many years.

This August we are holding Cranbrook’s first ever Multi-Cultural Event, which I also hope will grow every year as a celebration of our growing cultural diversity.

2014 will be the second year for the Rotary Club’s Gran Fondo.

This event takes place in September and brings hundreds of cyclists to Cranbrook.

I am going to finish by thanking you, Cranbrook’s Mayor of 2039, for your commitment to the people of this great little city that we call Home. If I’m still around in 2039 I’ll likely be living in a “home” for Senior Citizens and I would be pleased to join you when the time capsule is opened for the public.

Consultation sheds some light on recent farmland changes

The B.C. government allows wine and cider making on farmland, and is seeking public input on whether distilleries or breweries should also be permitted.

Since commercial production of wine or cider is allowed on farmland, why not a brewery, distillery or meadery?

Should energy cogeneration be allowed on farms, using manure or other biodegradable waste to produce methane gas and carbon dioxide?

These are some of the questions included in the B.C. government’s consultation on changes to Agricultural Land Reserve regulations, released this week. Others deal with controversial proposals to allow specified non-farm uses, secondary residences

and subdivisions without permission from the Agricultural Land Commission.

Developed after consultation with the B.C. Agriculture Council, local governments and the commission, the 11 questions offer more detail on changes the government is considering under legislation passed despite protests this spring.

The legislation divided the ALR into two zones, to permit more flexibility in the Interior, Kootenay and North regions (Zone 2) where both agriculture revenue and development pressure are lower.

One question asks whether farmland in all

of Zone 2 should be able to be subdivided down to a minimum of a quarter section (65 hectares) without application to the ALC, as is now allowed in the Peace River and Northern Rockies Regional Districts in northeast B.C. Another proposal is to allow subdivision without ALC approval where farmland is divided by a major waterway or highway, subject to a minimum size.

The province is also considering relaxing lease rules, which currently permit leasing of an entire farm property without ALC approval.

The consultation asks if a portion of property should be allowed for lease to permit “intergenerational transfer,” where farmers retire on a portion of their land so their children can continue to farm the rest.

Another proposal for partial lease without ALC approval would allow unfarmed land to be brought into production. The partial leases would not require a formal subdivision.

Agriculture Minister Norm Letnick has emphasized that changes to the ALR are designed to support farming, not erode the protected agricultural land base.

Wildfire near Canal Flats poses no danger to community at this time Submitted

The Southeast Fire Centre is responding to a wildfire near White Tail Brook, about 10 kilometres east of the village of Canal Flats.

The fire covers an estimated 150 hectares and no structures or communities are at risk at this time.

The Wildfire Management Branch is conducting a full response to this fire, including multiple heli-

copters and airtankers supporting over 40 personnel on the ground.

The fire site is close to the Nine Mile Forest Service Road, which connects to the Whiteswan Forest Service Road. The Whiteswan Forest Service Road and access to Whiteswan Lake Provincial Park remain open, but the Wildfire Management Branch has established security stations to limit access to some

Fortunately, we have been spared from the introduction of major invasive species such as zebra mussels, Asian carps, and flowering rush plants, which have had a negative impact on native ecosystems and socioeconomics. It is important to prevent these species from becoming established in our lakes and streams, and recent provincial legislation has made it illegal to transport certain species. By collaborating with the COs, we will educate the boating public about these risks and will have the authority to inspect and decontaminate any watercraft that are carrying these species.

Low Maintenance Gardens 1. An Ounce of Planning. Whether you are starting a new garden or revamping an existing yard, a few extra steps in the planning stage can help you save time in the long run. Decide what are the most important features you want in your garden and where you can minimize activities. Find the right plants for the right locations and try to stay away from tender plants or plants that require a lot of pruning.

2. Green Time Consumer. For many people, the area where the workload can be reduced the most, is the lawn. The type of grass you grow can make a big difference - fine turf usually requires more input than some more durable grass mixes. You can save time by mowing less frequently and leaving the grass longer. Leaving grass clippings on your lawn will reduce the time needed when mowing and as the clippings decompose, nutrients will go right back into your lawn 3. Let Go of the Lawn. If having a lawn is not important to you, why not replace it with a more lowmaintenance option. Plant woodland plants that do not mind the company of roots and a limited amount of sunlight under trees. In the remaining areas, create deep gravel paths to deter weeds and allow for good drainage - pavers or stepping stones can be set within to make moving around easier.

4. Wet Your Plants. Watering is a chore that can take up quite a bit of time in the yard, especially if you are pulling hoses and carrying overflowing watering cans. Installing an automatic irrigation system can save you a lot of time and often also a lot of water. With programmable timers, you can set it and forget it, giving you peace of mind when you’re away.

5. Grow what You Want, not what You Don’t!

Weed control is routine work in the garden and can get quite labour intensive. By covering the ground in your borders with a weed-suppressing fabric and adding an attractive mulch, such as bark or gravel, you can drastically cut down on the time spent on this task. Mulch will also help with keeping in moisture, cutting down on watering.

6. Raise Me Up! If growing vegetables is high on your list of priorities, but you are not looking forward to tilling up land to create a huge patch, raised garden beds can help you conserve some energy. Raised beds can be filled with top-notch garden soil, be constructed in an easily accessible location and maintenance becomes a lot easier when you don’t have to crouch down as much. Raised beds are not just for veggies either - flowers and even shrubs can also do quite well in them.

7. Dig. Drop. Done. A great way of getting colour into your garden without having to spend a lot of time maintaining a plant is using bulbs. There are spring bloomers, such as crocus, daffodils and tulips. Plant them in the fall and they will pop out of the ground once it warms up in the spring.

Summer-blooming bulbs, including lilies, dahlias and gladiolas are planted in the spring and bloom in the summer. Some of these bulbs, however, are tender and have to be lifted and stored inside in the winter months.

8. Deadheading not Required. Annual bedding plants can offer great seasonal colour in containers and flower beds, but they can take a lot of work.

Cascading waves of petunias look breathtaking, but deadheading them can be tedious. Plant growers have recognized that people have less time and developed plants that require less or no deadheading and still perform extremely well.

9. Pondering a Water Feature? Maintaining a pond can seem daunting to gardeners, but with a few tricks, water features don’t have to be a lot of work. Fish-free, natural ponds often settle into a good balance and require little attention. Avoid very shallow water features that quickly dry out and need topping up.

10. Relax! The best way to work less and enjoy more in your yard is by relaxing. Get away from rigid plantings and move to a more natural, densely planted design that requires less weeding. Easing up on the weeding, feeding and moss control will give you a patchwork lawn that will often stay greener longer during drought situations and you can find the look perfectly enjoyable.

B.C. recently signed

its first liquefied natural gas resource sharing agreement for facilities proposed near Prince Rupert. On July 11, B.C. reached its 150th forest resource sharing agreement with the Seabird Island Band in the Fraser Valley, and has developed similar revenue deals for mining and hydroelectric projects.

Ottawa is also promising to restart fisheries talks that have been on hold since the Cohen Commission reported in 2012 on the health of Fraser River sockeye salmon runs. The B.C. Treaty Commission has protested for years that Ottawa’s foot-dragging has contributed to the slow pace of talks, with only four treaties completed since the threeway structure was set up in 1992.

Chief Commissioner Sophie Pierre has warned of over-emphasis on resource agreements, with Ottawa and B.C. focused on northern B.C. pipeline and energy projects. Rustad said there are resource projects all over the province that can benefit, adding there will be new agreements announced in the near future.

Valcourt’s announcement mirrors the main recommendations of Eyford’s report last fall. It called for “targeted efforts to build effective relationships, including refinements to Canada’s current approach to consultation and engagement, to explore mutually beneficial initiatives that support reconciliation, and to encourage aboriginal communities to resolve shared territory issues.”

Rustad said Ottawa is moving on Eyford’s recommendations, not in response to the landmark aboriginal title case decided in favour of the Tsilhqot’in Nation in June. The Supreme Court of Canada upheld Tsilhqot’in title to the Nemiah Valley west of Williams Lake, striking down provincial logging permits issued without aboriginal consent.

It is with great sorrow that the family of Jack Lewis announces his passing on Tuesday, July 22, 2014 in Cranbrook.

Jack was born on April 26, 1953. He loved fishing, being a member of the Fraternal Oder Of Eagles Club here in Cranbrook for many years, and his duties there as the bar manager.

Jack is survived by his step-father Hedley, two sisters Marilyn and Lee, his niece Pam, his great niece Gabby, his companion Judy and his wife Cindy Lewis. He was predeceased by his mother Viola, brother Greg and niece Jennifer.

A memorial service for Jack will be held on Friday, August 8, 2014 at the Eagles Hall at 12:00 noon. A private family memorial service will be held at Peckhams Lake at a later date. OBITUARY MARY LIGHTFOOT (Adams) August 7, 1915-July 19, 2014 Mary Lightfoot was born Mary Cecelia Adams on the 7th August 1915, in Ladybrand, South Africa.

Mary died on 19 July 2014; predeceased by her brother, Naimie, daughter, Rosemary and husband Victor (Sr). She is survived by sister Sadie, son Cliff (Florence), daughter Marian and son Vic (Janet); grandchildren Tracey, Janine (Mike) and Heath (Nicole), Brandon, David, Miranda (Brian), Great grandchildren Gregory, Christopher, Kyle, Shane, Shanae, Kirsch, Aurum, Ava and Cameron.

The family acknowledges and thanks ‘adopted’ family, Barb Pedersen and her children for their love and support.

Mary married Victor Lightfoot in Johannesberg on October 12, 1942. They moved to Uranium City, SK in 1976, later to Pt. Coquitlam, and Pt. Moody; afterward to Campbell River before coming to the E. Kootenays in 1998.

Mary was a little lady with a big heart. For sixty years she valued her privilege to help many in the communities where she lived to come to know the Bible’s hope for a secure future by means of Jehovah God’s Kingdom.

A memorial service was conducted at the Kingdom Hall of Jehovah’s Witnesses in Cranbrook, B.C. Monday, July 21, 2014.

Crisis and short-term interventions will include conflict resolution, immediate modelling of parenting techniques, facilitation of meetings, supervised access etc. Flexibility to work weekends and evenings when needed to fit referral needs. • Part Time FASD Worker (21.75 hours per week) entails three interrelated functions in this position - one to support intake and assessment for a limited number of referrals each year, a second to provide on-going support to families who are referred and accepted into the program, and the third to assist communities to build capacity to support families who have children with FASD serving the East Kootenays. • Full Time and Casual Residence Workers – working with individuals with Autism and/or Cerebral Palsy, fully assisting with personal care and with limited verbal communication skills. The youth will be in the residence on alternating weeks; one youth to care for per week. Our residential resources are 24 hour live in shifts.

One person may be able to work both PT Wrap Around Family Support Worker and PT FASD Worker positions for full time hours if they have the qualifications, skills and abilities to work both positions.

In 2001 the BC Liberal Government introduced the Balanced Budget and Ministerial Accountability Act, by which Ministers are held responsible for their respective budget through a hold back of their salary.

If a Minister is unable to achieve a balanced or surplus budget for their Ministry, they only receive 90% of their full pay, if the government as a whole is unable to achieve a balanced budget another 10% is deducted and Ministers only receive 80% of their total pay.

As a result the BC Liberal Government has maintained a record of fiscal discipline and in this year’s Public Accounts were able to confirm a surplus budget of $353 Million dollars. For the first time since the 2008 Financial Crisis Ministers are able to collect their full pay, because of the discipline they’ve exercised.
