For Amendment of a Permit Under the Provisions of the Environmental Management Act I/We Teck Coal Limited — Line Creek Operations hereby apply for an amendment to Permit 5352, issued July 1993 and last amended on October 27, 1997, which authorizes the discharge of emissions to the air from Line Creek Operations’ coal mining and processing facility.

Section 1.18 — Laboratory and Laboratory Sample Prep Room Maximum Rate of Discharge: 1.6m3/sec, continuous.

The land upon which the facility is situated and the discharges occur is part of Parcel 35, Lot 4588, Kootenay Land District and parts of Lots 6765 and 6772, all located near Elkford, British Columbia. District Lot 4588, Kootenay Land District.

Mine Truck Dump Station: The Maximum Rate of Discharge is 3.2 m3/sec, continuous.

The Amendment requests that the following conditions be changed from Permit 5352: 1.0 Requested Changes Before: Section 1.1 — Fluidized Coal Bed Dryer Maximum Rate of Discharge: 74m3/sec, 24 hours per day, for a maximum of 327 days per year.

Section 1.3 — Thermal Coal Breaker Maximum Rate of Discharge: 7.8m3/sec, 24 hours per day, for a maximum of 327 days per year.

Plant Truck Dump Station: The Maximum Rate of Discharge is 7.6 m3/sec, continuous.

The characteristics of the discharge must not exceed: Total Particulate Matter is 115 mg/m3 The authorized works are a dust collection system, wet scrubber, ducts, fan, stack.

3.0 Removal of Authorized Discharges: Section 1.4 Metallurgical Coal Breaker Station Other amendments of less significance resulting from this project have been requested. The details of the application are available for viewing at the Cranbrook office of the Ministry of Environment at 205 Industrial Road G, or at the Sparwood Public Library located in Sparwood, British Columbia.

Any person who may be adversely affected by the proposed amendment and wishes to provide relevant information may, within 30 days after the last date of posting, publishing, service or display, send written comments to the applicant, with a copy to the Regional Director, Environmental Protection at the Ministry of Environment, Regional Operations, Kootenay Region, 205 Industrial Road G, Cranbrook, BC V1C 7G5. Evacuation essentials for pet owners During an emergency, British Columbians are responsible for more than just their own personal safety.

They need to consider how they will keep their pets, animals and other furry friends safe as well.

It’s important to know how to prepare for an emergency and where you can get help with your animals during an evacuation.

In addition to having a 72-hour emergency kit for your family, you must also prepare one for your pet. Preparing in advance will increase the likelihood that your animals remain safe and healthy during an emergency.

Your pet survival kit should include: * 72-hour food supply including bowls and a can opener if required * 72-hour supply of water for your pet * Leash, harness, muzzle * Pet carrier * Medical and vaccination records, medication and veterinarian contact information * ID tags and microchip number * Blankets and toys Before an evacuation, find out what resources are available in your community

for pets and animals during an emergency.

It may be possible to preregister with the local emergency animal rescue group in your area so members can assist you in preparing for your animals during an emergency.

If emergency officials order your community to evacuate to a safer location, it’s important to remember that if it’s not safe for you to stay home, it’s not safe for pets to remain there either.

Make the evacuation reception centre your first point of contact and ask them to put you in touch with any local animal assistance organization. Experienced volunteers at Emergency Social Services reception centres will receive pets at reception centres and move them to a safe place where they will be cared for until you’re able to care for them.

The Canadian Disaster Animal Response Team (CDART) was on hand at the reception centre in the District of West Kelowna to support more than 2,500 residents affected by the Smith Creek wildfire. CDART assisted with more than 250 animals including dogs, cats, chickens,

Two dispensers have been erected at the Quad Ball Park area on Willowbrook Drive. Three Cranbrook wakeboarders had top 3 finishes at the Water Ski and Wakeboard Alberta Wake Tour Stop #3 over the weekend. Colden Thompson completed 10 tricks in a flawless ride at Jackfish Lake near Edmonton Saturday, capturing 3rd place in the tough Open Division. Brothers Ryder and Dagen Duczek competed in the U-11 Division, and placed 1st and 2nd respectively. Thompson is already back on the water training for his next competition this Saturday. All three riders will compete in the Provincials at the end of August.

HAFI Funds Home Modifications for Disabled Man When Lorie and Walter bought their home in Port Alberni 13 years ago they slowly began renovating the unfinished basement to accommodate Walter’s changing needs as his muscular dystrophy advanced.

“The basement was a black hole when we moved in,” recalled Walter. “After 12 years of skimping and saving, we made the downstairs completely wheelchair accessible, except for the bathroom. It was way too small.

I could only stand for about a minute and a half without collapsing in the shower stall and I could no longer pull myself out of the tub in the upstairs’ bathroom, even with Lorie’s help.”

Through funding from BC Housing’s Home Adaptations for Independence (HAFI) program, Walter and Lorie were able to work with a contractor to transform the space. A wall was removed to make room for a wheelin shower with benches, grab bars were installed, and the vanity and fixtures were relocated.

“ I just slide into the shower now,” said Walter. “I feel safer and no longer dread trying to wash myself. What was previously a dangerous chore for me is now a welcome treat.”

Walter and Lorie hope to spend the rest of their lives in their home.

The HAFI program provides financial assistance to help eligible low-income seniors and people with disabilities adapt their homes so they can continue to live independently.

Safety tips when the power goes out Many British Columbians are on high alert this week as wildfires burn in the north and central regions of the province.

As wildfires can spread rapidly and potentially threaten power lines, it’s important that you know, in advance, how to help your family cope with a power outage: * Do not barbecue indoors. Charcoal and gas barbecues, as well as camping equipment, release carbon monoxide, an odourless and colourless gas.

if allowed to build up in enclosed areas. * For the same reason, if you use a generator, make sure it’s outside. * Avoid using candles as they can be a fire hazard. If used, always extinguish candles when leaving a room and be sure the candle-holder is on a stable surface. * Turn on your portable radio for instructions and news reports to ensure you’re able to cooperate with instructions from public safety officials. * To stay connected

longer, run as few apps on your phone as possible, turn down the screen brightness to conserve your mobile phone’s battery. * Make a list of emergency contacts, including 1 888 POWERON (1 888 769-3766) to report a power outage. * Unplug non-critical electronic devices to avoid damage due to a power surge when the power returns. Alternately, use a power protection surge bar approved by the Canadian Standards Association. * If you encounter

a downed power line, stay at least 10 metres away and call BC Hydro immediately.

If your vehicle makes contact with an energized line, stay inside the vehicle until help arrives.

An essential part of surviving a power outage involves having an emergency kit that will support your entire family for at least 72 hours. Include these supplies in your kit: * A battery operated flashlight * Extra batteries * Bottled water- two

Shade Gardens

1. Shade by the Falls. Established in 1936, Niagara Parks Botanical Gardens feature 40 hectares of beautifully maintained gardens, just a 10 minute drive north of Niagara Falls. It includes an ever growing collection of shade loving perennials and understory trees. Visitors can meander along flagstone paths beneath towering white pine and spruce.

2. Where the Sun Don’t Shine. The most cooling kind of shade is the one provided by evergreens or closely spaced shrubs and trees that don’t allow any direct light to penetrate. This is maybe the most difficult type of shade as plants will not only have to be able to handle the lack of sunlight, but the roots of the canopy trees and shrubs can also deprive your plants of water and nutrition.

3. 50 Shades. There are many different types of shade. There is the light shade of a permanent shadow cast by a building or plants in an area otherwise open to light. Partial shade is an area that receives up to six hours of direct sunlight, with most of those hours being in the morning.

The canopies of open tree branches or latticework structures can create dapples or filtered shade with patterns of light shifting all day.

4. Make the Most of Shade. Some people think that shade means you can’t garden or at least you won’t have any flowering plants. This is far from the truth and, in fact, gardening in the shade presents unique opportunities. Shade gardens are usually not as thirsty - and often not as plagued by weeds - as locations in the full sun.

5. Get a Good Start. Give your shade garden the best possible growing environment by digging in some organic matter, such as compost or manure, to help keep the soil moist. Watering each plant as you set it in and mulching immediately with an organic material such as bark or rough compost will help with holding moisture as well. Their roots will get a good start if you use bone meal and transplanter fertilizer when you plant.

6. Burst of Colour. Flowers, colour and exuberance with abandon, that’s what annuals bring into the garden and there are some that love the shade.

Begonias, sometimes also called the ‘Queens of Summer Shade’, fuchsias, impatiens and coleus are some of the annual favourites that prefer to stay out of the sun.

7. B & B in the Shade. One of the perennial favorites is the early spring blooming, old fashioned dicentra, commonly called ‘Bleeding Heart’.

Bleeding Heart plants are very hardy, low maintenance, deer resistant, as well as relatively pest and disease free. Another early bloomer is brunnera with its sky-blue flowers. When not in bloom, its large, robustly textured leaves continue to look great.

8. One and One Make Three. Heuchera, also known as ‘Coral Bells’ are mounding plants grown mostly for their colourful foliage, but they do send up exquisite spikes with small bell-shaped flowers.

There are again many choices for colour and variegation. Tiarella - or ‘Foamflower’ is a wildflower and garden plant found in North America and Asia. When you cross the two, you get heucherella that shows similarities to both parents. And all of them like the shade.

9. A Feather in the Cap. Astilbes stun in the shade garden with their feathery plumes. This tough perennial blooms in shades of burgundy, red, pink, lavender, and white. In addition to the attractive flowers, these shade plants have finely cut foliage, which in many varieties is flushed with bronze.

10. Shades of Green. A list of shade-loving plants would not be complete without the hosta.

This plant comes in a huge assortment of sizes, shapes and colour, from blues to greens, variegated shades of yellows to white, some with more textured leaves, and some with more upright leaves.

1. Every summer, the BC Government releases the audited statements for the past fiscal year (ends March 31). The fiscal year 201314 “Public Accounts” were released July 15th by the Finance minister and the news was good.

Unlike what the Opposition and media said before the 2013 election, it is now proven true that the BC Government has balanced the budget for 2013-14, ending with a larger surplus than expected - $353 million. BC is one of only two provinces to balance its budget and one of three with a AAA credit rating.

3. We promised to balance the provincial budget and we are keeping that promise. Overall government spending was $561 million less than forecast and total spending increased by only 0.4%. This reduces interest cost on the debt and increases investor confidence in BC.

Eureka Quilt Show

The 10th anniversary of the Eureka Montana Quilt Show will take place on Saturday, August 2nd, in Eureka. The outdoor show opens at 9:00am with a brilliant display of colorful quilts hung throughout the Tobacco Valley Historical Village, a collection of restored turn-of-thecentury buildings and boardwalk in downtown Eureka. More than 590 quilts are entered in the non-juried show, with the overflow hung on storefronts and in Memorial Park just north of the downtown. The show is open to the public, free of charge, until 4:00 pm.

Special features for the Diamond Anniversary event include a display of miniature quilts; a boutique selling small quilted items; and a wide variety of quilt-shop vendors.

Tip of the Week: Is it a mid-summer’s night dream or a darker theme coming to the fore? A lot is happening astrologically including Mars entering Scorpio, after almost eight months in Libra due to its retrograde cycle. While in Libra, Mars did coincide with violent provocations to achieve new states of balance and retaliations to settle old scores, especially since turning direct on May 20th. Yet, it stands to be that much more intense and perhaps darker over the coming months.

Mars is the verb in the sentence, the pioneering initiative and action oriented factor. It does not necessarily mean violence, but it does symbolize the aggression factor in our lives. This can prove especially true when it cycles through Scorpio where it will remain until September 13th. It is noteworthy that the three numbers in its ingress date (7/25/2014) each equal 7, the number of initiation. Mars co-rules Scorpio along with Pluto. Where Pluto represents the deeper themes of deep mystery, esotericism, transformation and rebirth, Mars is the more pointed, thrusting, jabbing, cutting and assertive and even violent aspect of Scorpio.

The ‘ingress chart’ for Mars entering Scorpio, which illustrates the overall tone of the cycle, occurs during the time of the late waning or what is technically called the ‘Balsamic Moon’. This Moon Phase, especially when in its final 10 degrees, which it is, itself indicates death, endings, clearing and letting go of the past in preparation for a new cycle. Just like Scorpio, the late waning Moon is symbolically associated with late October and November. However, the ingress chart also illustrates themes of empathy, compassion and prayers for peace that already are and will continue to sweep the globe. With the Sun and Jupiter still closely aligned we can also expect more assertive appeals for justice and equal human rights to offset outdated gender inequality attitudes and practices along with other bullying and aggression as is strongly evidenced in Palestine, Syria and elsewhere. Stay tuned, the heat will rise in all respects over the coming weeks and months.

Aries (Mar 21 – Apr 20) The temperature is rising for you and in more ways than one. You will feel the passion, drama and hopefully inspiration and confidence rising this week. A good deal of your focus remains centered on home and family and the emphasis shifts from work to play. Yet, with some deep changes still brewing in and around you, it could be a real mix.

The Walk-a-Thon for Health Care is a new fundraising event for Lions Zone E10 which consists of: Fairmont & District Lions Club, Golden Lions Club, Lake Windermere District Lions Club and the Wasa Lake Lions Club.

The Lions are asking the public’s support to Pledgea-Lion ($ per km) from one of the 4 clubs who are walking in each of their communities on Sunday, August 24 from 9:00 am to Noon. The combined goal is to accomplish walking a total of 232 km the equivalent of the distance Golden to Fort Steele.

The Lions’ goal is to raise $15,000 with the gift directed to East Kootenay Foundation for Health in support of its Ophthalmology Care Fund. Lions International has long been known to support sight programs and services.

ROSEMARY ALICE McLAREN (nee JONES) A light from our family is gone A voice we loved is stilled A place is vacant in the home Which never can be filled We have to mourn the loss of one We would’ve loved to keep But God who surely loved her best Has finally made her sleep After a lifetime of her love and joy And music to fill our ears God leaves these wondrous memories To help us through our tears On July 17, 2014 Rosemary Alice McLaren lost her final battle to cancer, with her loving family at her side. She is now at peace.

Rosemary was born to Wanda and Russell Jones on July 22, 1937 in Rossland, BC. She was the oldest of 9 children, four sisters and four brothers.

Rosemary resided in Elkford, BC with the love of her life, Robert McLaren, who passed away in May 2013.

Rosemary had a great sense of humour and a very loving heart. She had a unique gift that drew people to her, and because of this, she was a very much loved “Rosie”.

Family, friends, shopping, make-up, and her car were her everything in this world!

Rosemary spent a lot of her years camping in Rexford, Montana and made many, many friends along the way.

Rosemary is survived by her daughters: Susan (Don) Tait, Lori (Kim) Krish, and Sheri (David) Taylor, her grandchildren Jason (Julie) Tait, Jessica (Jason) Bowen, Jared (Tiffany) Krish, Ryan (Kim) Taylor and Adam (Nicole) Taylor, and her great grandchildren Lincoln and Levi Bowen and Emi Krish.

She is also survived by her siblings, David Jones, Franny Boucher, Joann Mckerraker, Janice Turner, Tom Jones, Bobby Jones Judy McBride and Russell Jones as well as several nieces, nephews, cousins and many special friends.

Rosemary was predeceased by her parents Wanda and Russell Jones, two husbands, Mervyn Frame, and Robert McLaren, her nephew Dean Jones, and nieces Sara McBride, and Shonna McKerracher.

Funeral services to be held on Thursday July 24, 2014 at 11:00 a.m. at St Bernard’s Roman Catholic Church in Elkford. Following the service, Rosemary’s cremains will be placed at the Mountain View Cemetery in Elkford, reunited with her beloved Robert.
