During the Second World War, there were as many as 7,500 people working at the Pat Bay Airfield — what is today the Victoria International Airport.

In 1939, the Royal Canadian Air Force and their counterparts with the Royal Air Force of the U.K. began construction of an airbase at Pat Bay, in anticipation of combat. By 1941, the base was fully operational.

Campfires allowed - for a while

SIDNEY— Due to cooler, wetter weather forecast, the Coastal Fire Centre based in Parksville has lifted a campfire ban in the region.

Effective July 23, fires defined as: campfires, as defined by the wildfire regulation and; open fires in an outdoor stove, are allowed once again. Over the long-term, however, the Coastal Fire Centre stated there is an expected return to hot, dry weather — meaning people can expect another fire ban leading up to the August long weekend.

The role of the Pat Bay Airfield at that time was in training pilots for overseas and domestic operations.

This local history is the theme of this weekend’s open house at the B.C. Aviation Museum in North Saanich.

Museum president John Lewis says 2014 marks the 75th anniversary of the Pay Bay Airfield. The first plane landed there, he said, in 1939 and in two years, it was a hub of aviation activity during the war.

The museum is home to three aircraft on their display floor that have direct ties to the airfield and the commercial aviation industry on the Saanich Peninsula.

Lewis said their Bristol Bolingbroke and Avro Anson aircraft were training units during the war. A rebuilt Vickers Viscount was a commercial airliner that made the Victoria to Vancouver run in the early years of the Victoria airport.

“Many people who have visited us and walked on board the Viscount have said that was the first airplane they flew in,” Lewis said.

Those aircraft and other display models will be open to the public Saturday, July 26 from 10 a.m. to 4 p.m. Lewis added other planes and helicopters will be out-

Children who attend the open house will have a lot to see and do. Lewis said a new addition this year is a model aircraft carrier. Run by wires, kids, he said, can practice their steady hand by landing a model airplane onto the carrier.

The museum also plans to open the cockpit of their T-33 Silver Star — a jet aircraft used in training.

A re-enacters group, Lewis said, will set up an encampment at the front of the museum. Throughout the day, people can drop in and watch them play out a scene

from wartime at the Pat Bay Airfield.

Lewis added there are plans to have a Sea King Helicopter on site from the 443 Maritime Helicopter Squadron nearby.

The Victoria Flying Club is offering flights at a reasonable cost, he added, and museum staff and volunteers will keep the barbecue hot.

The museum’s librarian, Doug Rollins, will give two presentations during the day about local aviation history and specifically that of the Pat Bay Airfield. The entire facility will be open to the public, including the museum’s workshop, where volunteers restore and repair vintage aircraft for display purposes. They are currently working on a gleaming PacAero Tradewind — a much modified Beechcraft 18 and a plane once owned by the B.C. government. It was used often by former highways minister ‘Flying’ Phil Gaglardi.

Admission to Saturday’s open house is by donation — and the museum encourages folks to be generous.

inda Smith’s daily routine includes checking her insulin levels almost every two hours. But even with her diligent checks and healthy lifestyle, Smith, who suffers from Type 1 Diabetes, can never be sure of her blood sugar levels.

“Because I have hypoglycaemic unawareness it means my blood sugar level can drop suddenly with no warning signs or symptoms,” she explained.

Recently, Smith has been feeling a little more secure in her daily routine because of a new (and furry) friend.

“Juno allows me a type of independence I’ve never experienced,” said Smith.

Juno, a 16-month old yellow Labrador, came from the Lions Foundation of Canada Dog Guides program. He is a Diabetic Alert Dog Guide and is trained to smell changes in Smith’s breath which alert him to low blood sugar levels.

“It’s especially helpful for me at night when I’m sleeping because that’s a time when I can go into hypoglycaemic unawareness and just not wake up,” explained Smith, adding that Juno is always by her side, even when she’s watching TV on the couch.

“He works all day every day with the exception of about 30 minutes a day when he has free time in which he usually likes to play ball. He’s definitely hyper just like me,” Smith laughed.

said she was elated to have received a dog so quickly.

“It’s all based on the temperament of the dog and how well they match with the applicants and Juno and I just got lucky. We are a great match and he is already such an important part of my life,” she said.

The two spent time training together at the Dog Guides headquarters in Ontario before coming out to B.C. Now Juno is one of only two Diabetic Alert Dog Guides in B.C. and he is the only one on Vancouver Island.

“I think people are confused by him sometimes because on the outside I look like a perfectly healthy person,” said Smith.

“A lot of people ask if I’m just training him and are always surprised to learn that he’s my assistance dog.”

Smith said the many of the same rules apply to Juno as do other service dogs, the main one being that he can’t be touched.

“The one thing with him is that he has to stay focused on me so people can acknowledge him but I am the only one who is allowed to touch him,” Smith explained.

Smith said having Juno has ultimately changed her life.

“Having him means having absolute independence,” said Smith.

“It means I don’t need a partner, I don’t need a roommate, I don’t need someone constantly watching over me. I have the ability to live alone now, or go out alone and that’s freeing.”

Mindfulness is vital

T

he letters page in the News Review of late has been rife with complaints surrounding an intersection in Central Saanich.

It’s no surprise many different people have many different ideas about what might work to alleviate the problem at this intersection, or the many other places that they think are traffic hazards (McTavish roundabouts, anyone?).

There is, however, only one real answer to any of these concerns.

That is, drivers and pedestrians both must take responsibility for what they are doing.

The bottom line is, no matter what kind of intersection is built — a four-way stop, traffic lights, pedestrian-controlled signals or a roundabout, there will always be someone who puts themselves and others at risk by not paying attention, being in a rush or who might be ignorant of the rules of the road.

These people will always exist. Spending thousands to improve an intersection will not change that.

The question then becomes, will spending that money mitigate an incident? That’s the $64,000 question. It could be argued that more education at the early stages of learning to drive is more important.

That, and zero tolerance for distracted driving (no eating, phoning, texting, watching TV or excessively loud music — they all can be very distracting), will go a long way to prevent incidents.

Fixing pavement later does very little when the main problem still exists.

When it comes down to it, pavement is pretty easy to navigate. It’s normally level, smooth and there are these neat lines and signs that keep you on the right path — but only if you’re paying attention.

If you can do that, it’s a small, simple leap to catch the eyes of your fellow travellers, learn which one has the right-of-way and which ones are just not paying attention.

Don’t use the annoying moniker ‘dear’ In recent times several of my friends have expressed dislike for the way they are addressed by waitresses, cashiers and trades people.

The problem is the word “dear,“ as in, “do you need help, dear?”

Even when speaking on the phone to merchants, it’s inevitable that word pops up, “do you have any questions, dear?”

One friend phoned a local business and in doing so mentioned her age of 81years, immediately the tone changed and she was there on called “dear.”

It seems we need to keep in mind, that everybody has lived a life, raised families, had heartaches and challenges and probably lived through awful wars, as they did in England with many plucky Canadians fighting alongside them.

These hardships toughen a person’s resolve but also give a new perspective on life, one where no matter your pedigree, people pooled their meager resources to help each other in time of need.

Might be a thought to remember next time we are chatting with an elderly person, ask about their history… you may receive an enchanting trip into the past.

Also use their name, or even sir or madam. “Dear” could be annoying.

These seniors built the country we all enjoy. They are entitled to our respect.

Federal and provincial authority may vary with the strength of an aboriginal title claim, as Fletcher contends, in the sense that the obligation to consult and accommodate is proportional to the strength of the claim. But this is not so once aboriginal title has been proved in court (as the Tsilhqot’in have done). Once such title is established it is no longer a matter of a “claim” and the aboriginal owners must consent to any development proposal respecting their land — unless the government supporting such a development meets the stringent constitutional test for limiting aboriginal rights and title in the absence of consent.

2. A finding of aboriginal title does not necessarily “lock in” communal ownership.

Just as treaty First Nations may agree to convert land to fee simple title, aboriginal title holders may agree to surrender land to the federal Crown on the condition that it be re-conveyed to them for the purpose of conversion to fee simple. I suspect that obtaining such agreement is no easier in the former scenario that the latter, but it may be.

Take the poop with you Last week a lady walking her dog past our house stopped to let her little dog do its business, when the dog was finished she scooped up the poop, put it in a nice yellow plastic bag and left it in our driveway.

The other day we were out walking along Pat Bay where in the space of 15 minutes we encountered five plastic bags of dog poop all neatly tied up and left beside the path.

Why go to the bother of putting it into a bag?

Virgil Sampson, the youngest of the brothers, is a local artist and said he is always amazed at who turns up at the powwow.

“Last year, I met a couple who said they had come all the way from Switzerland to see their first powwow — they chose this one!”

For two decades, the Sampson family and many of their friends have worked hard to keep the memory of their ancestors alive through the rhythms of dance and drum.

This year, the 21st year of the Yellow Wolf Intertribal Powwow, they have added another family member to that list.

John Sampson, one of the driving forces behind the annual event, died this year.

His sister Angel says his passing has made the powwow committee — and the rest of her family — even more determined to make the event a weekend to remember.

The powwow is named for her mother, Alice Moody Sampson, who was from the Nez Perce tribe of Idaho.

When she moved to the West Coast in 1933, she gave up her own culture and converted

Angel said that everyone is welcome to come out to the powwow.

There will be bleachers around the dance circle, but encourages people to bring lawn chairs or blankets as they do fill up fast.

The weekend will see dancers and drummers, young and old, sharing First Nations culture and music among the different

peoples attending the event. Angel said the Yellow Wolf Powwow, while not as large as some, has a friendly atmosphere with a lot to see and do — including the always popular salmon barbecue that starts on Saturday.

One program offers free energy saving kits, including compact fluorescent light bulbs, weatherstripping, thermometers to optimize operation of the fridge and freezer and a high-efficiency shower head. The other offers free home energy evaluations

heaters. Those require homeowners to pay for assessment to see if they qualify for rebates.

Bennett said B.C. Hydro spends $160 million a year on its whole range of energy efficiency programs, including those for commercial and industrial customers.

The Sidney Sister Cities Association (SSCA) has released their new calendar chock full of images featuring Sidney through the eyes of local photographers.

The calendars, which are made up annually out of photos submitted to a committee within the SSCA, are sold by the association as a fundraiser to help with programming they run in conjunction with the Town’s sister cities of Cairns, Australia, Niimi, Japan and Anacortes, Washington.

“The funds raised go towards projects we run including two $1,000 scholarships to Parkland students who will travel to Cairns as ambassadors of our town,” explained SSCA member and calendar

committee chair Bob McLure.

“We’re hoping to foster better relationships with our sister cities because of these types of international exchanges,” he said.

This year, half the funds raised will also go the Community Arts Council of the Saanich Peninsula (CACSP) to cover the costs of their participation in this year’s calendar.

“We paired with the Arts Council this year to put up images that were submitted to the calendar project at the Gallery By the Sea which is located on the outside of the Fish Market on the Pier,” explained McLure.

“The images were blown up and put on weather-proof mounts and will remain there until the end of September,” he said, adding

that all the prints are for sale.

This year, McLure said, the SSCA received 242 photo submissions from photographers in the community and used 51 of those in the calendar.

The winning photos were selected by a committee of the SSCA and members from the CACSP using a blind selection process. Criteria for selection, he continued, included quality of picture, subject matter and how well each photograph illustrated the charm of Sidney.

“We printed 1,000 copies of the calendar this year and they are for sale at Tanner’s Books,” said McLure, adding that the SSCA estimates about 80 per cent of the calendars are purchased and either taken or sent

abroad.

“It’s nice to know a little bit of Sidney goes all over the world,” he said.

VANCOUVER — The provincial government is defending its unpopular decision to halt B.C.’s use of the veteran Martin Mars water bombers in favour of newer aircraft to fight wildfires.

Branch responded as campaigners closed in on a target of 20,000 signatures on a petition urging the premier to reinstate the 1940s-era amphibious plane.

Organizer Chris Alemany plans to deliver the petition Thursday to Christy Clark’s constituency office in West Kelowna, where residents had been under evacuation order from

the Smith Creek wildfire.

Critics argue the province is spending more money to get less firefighting service than it had with the famous Martin Mars planes.

B.C. instead has contracted the use of four Air Tractor “Fire Boss” water-scooping amphibious planes from the Conair Group of Abbotsford for $2.5 million per season.

The much smaller aircraft are more flexible because they can operate from more than 1,700 lakes compared to just 113 with the Mars.

The new planes can also drop water, foam or retardant on a fire, with an ability to deliver 3,025 litres on a seven-minute turnaround, compared to 19,000 litres with the Mars on a 19-minute round trip.

Verdict If you drive in the city, the base 3.6L V6 engine might be a better choice based on fuel consumption but, if you drive a lot on the highway or tow a boat (3,265 kg towing capacity), the

Hemi is the right choice. Power was always there to pass and pull up a hill and the fuel economy can be good if the driver watches their speed. The V8 has the ability to switch off four of the eight cylinders when the truck is under light load and accessing this as often as possible makes a big difference.

Another thing to consider is price: the Durango is not inexpensive, starting at $39,995 for the V6 and running up to $52,495 for the top Citadel V8.

My family loved spending time in the Durango, we all had a lot of space and the trip was effortless. Our next adventure is to Portland, Oregon in the Jeep Grand Cherokee Diesel. I can’t wait to see how that new truck compares.

With a ground clearance of 220mm – like the Forester and XV Crosstrek – it can tackle the trails without even breaking a sweat. A trip to Newfoundland wouldn’t be complete without a trip to Cape Spear; Canada’s easternmost point. Looking out into the Atlantic, another iceberg lazily floats by as the humpback whales are out and breathing. A cool ocean breeze blows the salty air around.

I could get used to this, along with the companionship of the 2015 Subaru Outback.

First: sea kayaking in Cape Broyle. Though the drive from downtown St. John’s is only about 66 km, I’ve learned that giving yourself a little extra time when going anywhere is a good idea.

St. John’s, Newfoundland: Atop Signal Hill is an arrow that points westward.

It reads “Vancouver, 5,031 km/3,126 mi.” I’m a long way from home.

But as I look over the rock wall of the historical landmark in St. John’s, , I don’t feel so far away.

As I walk towards the allnew 2015 Subaru Outback, I realize that this vehicle is also making its own little history. Touted as the world’s first sport utility wagon, it’s now 20 years old and better than ever.

There’s an all-new exterior look, the interior is much more refined, there’s a vibrant gauge cluster, a new audio system, and around back, there’s a total of 1,005L of cargo capacity (that’s up 33L from the 2014 model.)

There’s also a choice of two engines, a humble 2.5L, 4-cylinder with 175 horsepower and 174 lb-ft of torque, or a more potent 3.6L, 6-cylinder with 256 horsepower and 247 lb-ft of torque.

The latter of the two engines is what powered me around The Rock.

The Nissan 370Z (Zee or Zed) Roadster oozes youthful energy with its edgy design and wholehearted performance. Add warm California air to enhance the open sports car driving experience and roll back a few years, at least temporarily.

My two days in L.A. were spent mainly in and around Pasadena, a short freeway drive (16 km) northeast of the downtown core. There are no beaches, no piers, no theme parks, no giant roller coasters and no kids – OK, just a few little darlings.

It does have beautifully preserved historic buildings, magnificent gardens, art galleries, museums and a vibrant “old town” district with theatres, bars and many great restaurants.

This “Z” was designed by a Canadian. A talented young man called Randy Rodriguez from Surrey, B.C. who works at Nissan’s US design centre in California. That magic moment of divine inspiration for the Z’s fluid styling lines apparently came while he was watching “Shark Week” on the Discovery Channel. He also has cleverly incorporated some subtle styling references to the original 240Z, a classic sports car.

The Z’s one-touch, auto-latching convertible top can open or close in about 20 seconds and comes with a glass rear window and an integrated electric rear window defroster. It also comes with a fabric inner liner and a hinged metal body-colour tonneau cover that gives a top-down 370Z a classy finished look.

This Z has a lighter and more rigid body structure than its predecessor and a more powerful 332-horsepower 3.7-litre DOHC V6 engine. There’s a lovely “growl” from its dual exhaust pipes when you prod the gas pedal, and drive

goes to the rear wheels via a viscous-type limited slip differential.

A noteworthy high-tech engine enhancement is its Variable Valve Event and Lift Control (VVEL) system, which adds extra power, yet improves fuel efficiency and provides cleaner exhaust emissions.

Wandering on less travelled roads towards the towering San Gabriel Mountains, which create a picturesque backdrop to Pasadena, was an opportunity to play with the Z’s delightful rev-matching 7-speed automatic transmission. A 6-speed manual transmission can also be fitted (via a sport package) and it comes with a downshift rev-matching feature, a “world first” for Nissan engineering.

It’s a snug driver cockpit that offers limited storage (although there is some extra space behind the seats), a single cup-holder centre console and a pull-up style park brake. I used all

The latest production from Peninsula Players opened last weekend at Muse Winery in North Saanich.

The production, titled Cirque du Chablis, was written by Sasha Moriarty-Schieven and is directed by Gerald and Chantelle Schieven.

‘The play is centred around a ragtag band of circus freaks who have a hankering for something more than cleaning up after elephants and biting heads off of chickens,” said a release from the Players.

“When former starlet Serafina offers them their own vaudeville show, they leap at the chance. But between a scheming ringmaster, a secretive starlet and a lovesick cheese mogul, the freaks soon learn that life’s not always a barrel of monkeys.”

Bard to make triumphant return to Beacon

Steve Duck has confirmed the return of the Victoria Shakespeare by the Sea Theatre Company for a series of outdoor performances in Sidney.

Duck, the owner of TIDES Group, a Sidney destination and event services company, says the Town of Sidney gave its approval for six performances over three days in Beacon Park on the community’s waterfront.

The Bard on Beacon summer outdoor theatre event happened for the first time last year and Duck said there will be improvements from their first successful series last September.

The Victoria Shakespeare by the Sea Theatre Company is currently performing at Clover Point in Victoria.

They will bring this year’s two shows — MacBeth and A Comedy of Errors — to Sidney Sept. 4 to 6

under the Beacon Park bandshell.

Duck said new this year will be the addition of a third tent over the audience to shield people from the elements.

“It went very well last year,” he said. “We had 60 people, on average at each performance.”

With seating in the park for 100, he hopes to improve on those guest numbers.

HAFI Funds Home Modifications for Disabled Man When Lorie and Walter bought their home in Port Alberni 13 years ago they slowly began renovating the unfinished basement to accommodate Walter’s changing needs as his muscular dystrophy advanced.

“The basement was a black hole when we moved in,” recalled Walter. “After 12 years of skimping and saving, we made the downstairs completely wheelchair accessible, except for the bathroom. It was way too small.

I could only stand for about a minute and a half without collapsing in the shower stall and I could no longer pull myself out of the tub in the upstairs’ bathroom, even with Lorie’s help.”

Through funding from BC Housing’s Home Adaptations for Independence (HAFI) program, Walter and Lorie were able to work with a contractor to transform the space. A wall was removed to make room for a wheelin shower with benches, grab bars were installed, and the vanity and fixtures were relocated.

Walter and Lorie hope to spend the rest of their lives in their home.

Grant Rogers builds furniture as a hobby. He has been doing it for years and admits that, as a child, the building bug really bit him.

“I was the kid with the Meccano set,” he said. ”It was my therapy as a kid.”

And when it came time for him to consider a change in careers (he spent 14 years in the high-tech sector), Rogers gravitated to building once again. Real estate was the field he eventually chose, moving back to his home on the Saanich Peninsula from the U.K. He began building houses and condos for the high-end market, as well as what he calls more price-point-driven market housing. Then came what he calls his most complex project — the Sidney Pier Hotel.

Rogers said he chose real estate and development as a lifestyle.

He found a mentor in Mike Cronquist and formed his company The Marker Group. Rogers said he was looking for a career that would afford him more time with his family and enable him to work when and where he wanted to. Building homes allows that, to a certain extent and he admitted getting past the negative stereotype of a developer was his first step.

Construction is well under way at the Dunmora Estates in Central Saanich, a project developed by The Marker Group and its owner Grant Rogers.

“I can understand that perspective,” he said. “In our case, I generally provide all of the (project) funding myself, so I treat a project very carefully. I live here. I grew up here and no matter what I do, I have to live with it.”

Asked if land development is easy money these days, Rogers said the business does have some of the best returns of any industry he’s worked in. But to get to that point, relationships and trust have to be built on solid foundations. To that end, Rogers said he tries to be as open as possible with his business partners and the municipalities he is working with on any particular development.

In Central Saanich, for instance, Rogers has a proposal before the

District, a small lot subdivision near the Keating Elementary School. The 10-lot proposal, he said, includes what he called ‘experiments’ — two units on very small lots, almost like stand alone townhouses, of 1,100 square feet at a price of around $300,000 or less.

“These are very unique and are what I would call attainable. This is something that could be a product to offer the market something it needs.”

To that end, he added Central Saanich has been helpful and willing to work with him as the project works through the approval process.

In the future, Rogers sees a changing market and demands for different styles of homes.

“As the market moves around, I’m glad,” he said. “I enjoy thinking about how we get the right projects for people for the right price point.”

He foresees the Peninsula facing more change than it has in the last 20 to 25 years when it comes to housing demand.

“As a developer who lives here, I feel the future holds potential for more commercial properties to meet the demand from new residents. But first, we do need that attainable housing.”

Rogers said it’s an opportunity.

NORTH SAANICH — On July 17, the 42nd annual Net Tournament at Ardmore Golf Club wrapped up.

A previous winner in 2012, Jacquie Watson of Cordova Bay took home the winner’s trophy with an impressive Net 64 as a full field of 60 women took part in this annual event.

Always a very popular tournament, competition, fun and sun were the order of the day, followed by a fabulous feast.

Three women tied for the runner-up spot at Net 67 with Darlene Wellington of Salt Spring Island winning after tie-breaking procedures. In all, 12 net prizes were distributed along with putting and KP prizes.

Next year’s tournament will be held at Metchosin Golf Club. Information will be posted towards the end of this year at www. bcgazone5women.org.

A silver medal at the provincials is an excellent way to end a season and for the Peninsula Sharks Major ball hockey team, the second place finish came after two years in the making.

The team has only been around for those two years and the league they play in — the Greater Victoria Minor Ball Hockey Association — has only been active for five. Prior to that, apart for a wellestablished men’s league, ball hockey was not as organized as it has been on the lower mainland. Coaches Mario Rainaldi and Kent Roden have taken the team on these last two seasons. They said before that, players from the Saanich Peninsula who wanted to play ball hockey had to travel to other teams in Saanich and the West Shore.

The Peninsula Sharks gathered this week for a season-ending barbecue with their coaches and parents. grown from humble roots to more than 1,000 youth, the Peninsula has been able to field its own teams at the peewee, minor and major levels and more.

The coaches say they hope the sport continues to grow and said they plan on taking the current major squad to the next level.

“There are no junior teams in ball hockey in Victoria,” Rainaldi said.

“To create a junior team,” added Roden, “we might have

to get these guys into the men’s league, play there and then get over to the provincials.”

The goal, Roden continued, is to give the 15 and 16-year old players the skills, ability and confidence to continue playing well into adulthood. And if they can keep the group together and working in their team system, the coaches say they should do well.

Ball hockey for many of the players started as a way to stay in shape for ice hockey during

the off season. They play in the same-size rinks, only on their feet instead of skates, on a dry floor.

There are fewer pads (a helmet and gloves are still mandatory) and the game allows more space for play-making and anticipation than its on-ice equivalent. Rainaldi added ball hockey incorporates strategic elements of ice hockey, soccer and basketball — his areas of speciality, while Roden brings a lot of experience from years of playing in the adult league.

“The kids bought into the system we brought,” Rainaldi said and his co-coach added they really played as a team throughout the season.

The boys lost their opening game at the provincials, 7-5 to Surrey, but bounced back in a big way to win three straight and punch their ticket to the final against Delta. They fell 6-3 in that one, but the coaches say it was a tough match and silver is nothing to sneeze at.

“These kids are all athletes,” said Rainaldi. “We could put football pads on these guys and they’d do well.”

The team wrapped up its season this week at a barbecue at one of the team family homes.

Two Sharks off to ball hockey nationals

The game continues for Russell Dalinger and Michael Taylor.

The two forwards for the Peninsula Sharks won spots on Team B.C., off to Winnipeg for the nationals July 29 to August 3. Both have been playing ball hockey for two years.

“I got into ball hockey for training,” said Taylor. “But we found out that it’s really fun.”

Their first year with the Sharks was a learning experience, they said, where they saw just how strong teams from the Vancouver area are. They returned to the team this season with an eye towards redemption.

“We went over to Vancouver and got wrecked that first year,” recalled Dalinger.

This year, they placed second and more than made up for last time.

They say they like ball hockey for its more relaxed atmosphere and more space to set up plays. It’s still competitive, they say, and a great team game.
