Changes proposed for provincial education

The B.C. Liberal government recently unveiled its plan to match up skills training with emerging jobs in resource development, by redirecting post-secondary funding and financial aid toward occupations in demand.

The plan emphasizes industrial skills, such as welding, pipefitting, heavy equipment operation, truck driving and concrete finishing, but ministers and officials stressed it also includes engineering, health care and other occupations where jobs are projected

to increase.

The main shift for colleges and universities is that within four years, a one-quarter of their operating grants will be targeted to programs with identified demand from the job market. Employment data will determine post-secondary funding, instead of the tradition of block grants to post-secondary schools.

Ministers avoided identifying areas that will lose funding, but have previously cited far more teaching graduates than there are jobs in the school system.

Premier Christy Clark has lamented a

system where students receive a bachelor’s degree and then must take additional training to qualify for jobs.

Education Minister Peter Fassbender outlined a plan for K-12 schooling that aims to double the number of spaces for high school students taking industrial training in high school to 5,000 in two years. Students in these courses get college credits while still in high school, allowing them to go to work more quickly.

A man wanted for second-degree murder in the Yukon may be evading police in British Columbia, Alberta or Saskatchewan.

Michael Thomas MacPherson, who may also go by the names of Michael Pound, Michael Proud or Steven Price, was charged in connection with the death of John Tanner Sinclair, 27, who died of stab wounds on July 15 in Whitehorse, Yukon.

MacPherson is believed to have fled the Territory. He is known to have spent time and to have contacts in all three western provinces.

He is described as a 32-year-old Caucasian male, 5-foot-10 and approximately 220 pounds. He has brown hair and blue eyes.

He has several tattoos on both arms, chest and both calves. He is known to colour or highlight his hair. His teeth are reported to be in visibly very poor condition.

Heart Award goes to Clinton

On June 24, Variety – The Children’s Charity thanked the Village of Clinton for its many years of support with a Community With A Heart Award.

It was presented at Variety’s 45th annual Heart Awards ceremony at the Delta Burnaby Hotel and Conference Centre in Burnaby.

The funds raised at Clinton’s 2013 150/50 celebrations, combined with the many contributions the Village has donated to Variety over the years, brings the total to well over $47,000.

Clinton Councillor Wayne Marchant accepted the award on behalf of the Village.

He was accompanied to the ceremony by Fran White, who proposed the idea for a Variety Talent Show and spearheaded the campaign to fundraise for the children’s charity.

It’s been 150 years since Billy Barker has lived in the town that bears his name, but you’re liable to see him if you pay a visit to Barkerville this year.

He’s been hired as a living historian to walk the board-walked streets and greet visitors who want to know where to search for gold in the province’s largest historic site.

“For the first time in the history of Barkerville as a heritage site, there will be somebody interpreting the personal history of Billy Barker, so among the many different characters you can meet when you come to Barkerville you can meet the man himself,” says James Douglas, Barkerville’s Visitor Experiences manager.

Billy comes home to Barkerville The heritage site once had a Billy Barker mannequin but never a living, breathing character since Barker left for Victoria in 1864.

The main reason for this is that until 2008, when Barkerville historians made contact with Elaine Edgington, Barker’s great-greatgranddaughter in England, very little personal information was known about the man’s early years and his original family.

Fed by biographical details uncovered by Barkerville historian Ken Mather, longtime park employee Andrew Hamilton has drawn the starring role.

Worker injured at 100 Mile Lumber One man is in a Kelowna hospital following a weekend incident at 100 Mile Lumber.

WorkSafeBC received the report on July 20 and started an investigation.

Spokesperson Trish Chernecki didn’t talk about the nature of the incident or what injuries the man suffered, but she did confirm he is an employee of a welding subcontractor of West Fraser Mills Ltd. “For us, it’s all about determining cause now, so it can be prevented in the future.”

In an e-mail, 100 Mile Lumber general manager Sandor Buchi says the company is “greatly distressed” by the incident.

“Investigations have been initiated by ourselves and we are also working with the appropriate local authorities to determine the circumstances of the event. The person involved is receiving medical care and our thoughts are for the individual and their family at this time.”

Barker grew up Cambridgeshire, England, where he learned the meaning of an honest day’s work as a waterman, hauling cargo on a canal boat for his father.

However, the arrival of the railroad killed the family business in the 1840s and Barker went to North America to begin a new life as a miner in the midst of the California gold rush, eventually working his way into the Cariboo.

On Aug. 17, 1862, Barker and seven partners struck a run of gold that had been found earlier at nearby Richfield, but instead of

the pay channel being one foot deep, theirs was 40 feet deep. With every bucket of dirt they brought up, the miners were finding the equivalent of $20,000 or $30,000 worth of gold.

“It was suddenly the stupidest amount of gold anybody had ever seen and everybody started flocking to Barkerville,” says Douglas. “The rest is history.”

Barker’s mine produced 37,500 ounces of gold, worth more than $50 million in today’s market.

Barkerville opened May 15 for a season that runs through Sept. 28.

Cariboo Regional District weed-of-the-week series Common Tansy is a horticultural invasive plant that was introduced from Europe and Asia for its medicinal properties.

It is also referred to as Bitter Buttons, Cow Bitter, Mugwort and Golden Buttons.

Common Tansy has “fern-like” leaves that grow about 10-15 centimetres in length on erect stems that can have a reddish purple appearance. The stems are usually smooth and grow anywhere from 50-150 cm tall.

Perhaps the most recognizable feature of this invasive plant is it has small round button-shaped flowers that are yellow and flat topped, and grow in clusters. This plant is said to be aromatic, as it has a smell similar to Camphor, with a hint of Rosemary.

To some individuals, it can also cause contact dermatitis. This plant can also be harmful to some livestock.

Often found on stream banks, in disturbed habitats and along roadsides and

in pastures, this plant likes full sun and well drained fertile soil.

If you have this plant growing in your garden, in your yard, or planted fields, it is important that you deal with it properly to prevent further spread and mitigate potential adverse economic impacts.

Common Tansy grows and reproduces by seeds as well as roots, and can grow new plants from even

small root fragments.

As such, it is important that you bag any seeds and or plant material in heavy plastic bag and dispose of in the designated invasive plant bin at the Williams Lake, 100 Mile House or Quesnel landfills.

Do not grow, trade or purchase Common Tansy, as there are better alternatives available, including native plant species.

Gibraltar Mine wins award

Taseko Mines’ takeover, makeover provides sustainability, economic stability

Ta s e k o - G i b r a l t a r Mine was the recipient of a prestigious award recently.

A full house gathered at the Signal Point Banquet Room on July 15 to celebrate Gibraltar Mine winning a 2013 Mining and Sustainability Award.

It was a joint award

presented on behalf of the Province of British Columbia and Mining Association of B.C. “The three main criteria for this award are economic, social and environmental contributions or impacts of the mine,” explained Brian Battison, Taseko vice-president of corporate affairs.

Gibraltar Mine opened in 1971 but was forced to close due to low copper prices in the late 1990s.

Taseko then acquired Gibraltar and kept the McLeese Lake area property in a care-andmaintenance stage for five years before reopening in 2004.

Battison described how due to the changes made at Gibraltar, the mine will no longer have to shutdown even if copper prices were to plummet again in the future.

“Since we took over in 2004, Taseko has invested $700 million in Gibraltar Mine. Much of that investment has gone into changing the mine from a very high-cost to a much lower-cost operation.

“What this means is that if there’s ever a

period of poor copper prices the mine can stay open and this project will continually provide economic value to the region and things like job security.”

A major part of Gibraltar’s mandate and strategy was to lower the overhead cost of running the mine and improve efficiency, which Battison said he believes they have succeeded in doing.

Changing channels on back road safety Standardizing mobile radio frequencies Forest industry workers and other users of British Columbia’s back roads are reminded there have been changes to the mobile radio frequencies that help ensure safe passage on many of the province’s resource roads.

A province-wide, safety initiative to standardize radio communications, call procedures and signage on forest service roads and select resource roads is in place in B.C.’s Cariboo region, including the 100 Mile House Resource District and the Cariboo-Chilcotin Resource District.

Other districts will follow suit later this summer.

All users of affected resource roads will be required to reprogram their radios to incorporate the new resource road channels. Since the transition will be gradual, road users are advised to retain current radio

frequencies until they are no longer required.

New signs posted on local resource roads will advise which radio channels to use and the location calling intervals, with drivers required to indicate their direction of travel.

Where posted, road users using mobile radios must use the posted radio channels and call protocols.

Local resource road safety committees have worked together to implement these changes in co-operation with the Ministry of Forests, Lands and Natural Resource Operations and Industry Canada. All road users are reminded that forest service roads are not radio-controlled, but radio-assisted and, therefore, it’s essential to drive safely according to road and weather conditions.

A second-place finish at a recent provincial tournament in North Surrey by the

local U14 rep fastball squad qualified them for the upcoming Western Canadian Championships in Lloydminster, Alta. on Aug. 1-4.

The tournament features some of the country’s top teams and 100 Mile N’ Hour is looking for local sponsors.

“Our club was formed

only five years ago, and in this time, we have established ourselves as a force to reckon with after having competed in several ball tournaments in and around the province,” team manager Audrey Johnson says, adding the team has been fundraising on its own in order to train,
