Oak Bay man dedicates lifetime of giving to United Way

Dick Cavaye has been an enthusiastic supporter of the United Way for most of his life, and he’s got the red feather to prove it. It was about 10 years ago that the United Way started recognizing contributors who have offered their continuous support for “It’s 25 years or more by titling them ‘Red local giving, Feather Friends,’ complete with a red feather lapel pin. The title pays homage with local to the early days of the organization when they were known as the Red results.” - Dick Cavaye Feather Campaign. Cavaye, 78, started donating through a payroll deduction in 1970 when he was first exposed to the United Way through his company, and hasn’t looked back since. “It’s local giving, with local results,” he said of why he’s so strongly supported the United Way all these years. “Everything given in Greater Victoria stays in Greater Victoria, and helps in Greater Victoria.” It’s a way to know where donations are going, he said. “With a lot of campaigns, they’re national, and you don’t always know what happened to the dollars you donated.” The United Way establishes between 90 to 100 partnerships each year with local organizations like the Cool Aid Society, Project Literacy and Our Place, and each partnership is re-evaluated each year, said Cavaye. “It’s a way to check up to make sure that what was said would be done, is being done.” Cavaye has lived in Oak Bay for 40 years this July, and been involved with the Victoria United Way for nearly three decades. He served as campaign chair in ‘89, and chaired the board for several years in the late ‘90s.

Instructor takes fitness into quarter century Angela Cowan News Staff

Brenda Richardson recently celebrated her 25th year of being a Jazzercise instructor, and spent the day doing what she loves most: teaching classes. Richardson, who’s spent the past 14 years teaching at Oak Bay’s Henderson Recreation Centre, has dabbled in personal training, strength training and sports nutrition, but has always come back to her passion. Jazzercise, a franchised program first developed in 1969, was founded by Judi Sheppard a jazz “Brenda’s very Missett, dance teacher inspiring. Next thing, she had 20, 30, 60 people taking her classes.” Richardson has seen the same kind of popularity at Henderson, and said there’s no one type of person who jazzercises. “We cater to everyone,” she said. “My youngest customer is in her teens and my eldest is 87.” Along with the wide range of ages, Richardson has seen all manner of health and fitness levels come through her classes, and has survivors of stroke, heart attack and cancer regularly attend. She’s taught tennis players, golfers, a woman who claimed Jazzercise helped shorten her half-marathon time and even a class of 60 rugby players. Richardson, who just turned 60, said she was never a committed gym-goer in her younger years, and never really had a fitness routine. Then a friend asked her to go to a Jazzercise class in 1986, but at first, she wasn’t completely sold. “I didn’t totally have the routine down,

Richardson celebrated 25 years of teaching Jazzercise on July 15. but my friend said ‘you have to give it a second chance,’ so I did.” From that second class, the rest is history. In three years she was a certified instructor, and in 1999, she became an instructor trainer, and loved it. “I trained most of the instructors on the west coast,” she said. “It’s so fun to share something you love with others.” She stepped back from the heavy workload and time commitment of teaching instructors this year, and now teaches five of the 10 classes she owns, all with the complete support of her husband. “I’m very blessed in that he’s my biggest fan.” When asked why she loves the classes so much, she emphasized that it’s more than just a physical class; the coordination and mental aspect is just as

challenging as the cardio and strength. “For me, it satisfies my brain as well as my body.” It’s also offered her “an out” when life has taken a rough turn, dealing with family hardship and death. “It’s saved me so many times,” she said. “You have to look after yourself first, because then everybody benefits.” Richardson’s students are as enthusiastic about her as they are about the class. “She’s just the best,” said Heather Sproule, who’s been jazzercising for 23 years, including through her breast cancer treatments. “That’s why I’ve followed her wherever she teaches. Arts with his wife, has been attending Richardson’s classes since his retirement from the school in 2010. “Brenda’s very inspiring. In order to inspire a class, she needs to give of herself, and I’ve never seen her on a bad day,” he said. “I’ve been teaching for 36 years. I can recognize a good teacher.” The day of Richardson’s 25th teaching anniversary, her morning class surprised her with a framed poem and a silver bracelet inscribed with “Simply the Best” inside. At the start of her evening class, the gymnasium erupted in cheers of congratulations. The original residence for St. Michaels school at 2176 Windsor Rd. is one step closer to becoming a registered heritage property. The residence has significant historical value, and in addition to housing St. Michaels school, was also the residence of headmaster and founder Kyrle C. Symons. The present owner, Charles Blackhall, had requested in 2012 that Oak Bay council consider a possible Heritage Revitalization Agreement for the property, and also submitted an application for a preliminary subdivision assessment. After confirming the heritage value of the property, the Heritage Commission recommended it be placed on the heritage register once written consent had been obtained by the owner, and confirmed its eligibility for an HRA. A conservation plan was also created to be incorporated into the HRA to allow the subdivision while retaining and protecting the original building. The conservation plan includes

Oak Bay Police can claim a program with 100 per cent compliance. They embarked on a plan to get cyclists safer last year, first initiating a helmet program, then adding a lights initiative. Both are seeing success. “We’re changing users behaviours,” said Const. Rick Anthony, community liaison officer. “We’ve changed the mindset, riding culture with the one-year program.” Under Operation Headstart launched late last summer, Oak Bay police officers offer cyclists flaunting the law of wearing a helmet a slight reprieve. If the cyclist breaking the law doesn’t own a helmet, he or she gets an opportunity to go out and buy one in lieu of a fine. The operation

is so far at 70 per cent compliance. But that is only a $29 fine, Anthony noted. When the fine outweighs the remedy four-to-one, the odds ofista compliance go iew sky high; Project Lumiere, which launched in & February, Screens More boasts a 100 per cent compliance rate to date. Community concert great summer fun Oak Bay is not known for being a fun place to live, but maybe it’s time to start spreading the news. What a fabulous and fun community event the O’Brien family concert in Willows Kudos to the was. Community Assoc. Park The Community for new event Association of Oak Bay is to be commended for its effort in organizing the wonderful evening of music and camaraderie. Hundreds turned out, couples, families, groups of friends – and even one or two single folks – to enjoy the warm summer night, the terrific entertainment and the chance to mix with neighbours or make new friends. Some people brought chairs, some brought blankets, some went all out and brought a picnic dinner to enjoy. There were kids running and having fun on the playground, the music spilled out to the beach where some enjoyed catching a few rays of sun before it dipped below the horizon. The music was great. It provoked more than a few people to get up and boogie oogie oogie, ‘til they just couldn’t boogie no more. Kids twirled, grandpas whirled and toddlers wiggled themselves to near exhaustion. It was the perfect ending to a hot summer day. Planning these events is not easy. It takes plenty of organization to set up the event space, arrange the sound system, book the band and make sure everything runs smoothly. The Community Association of Oak Bay runs on a shoestring budget, under the power of a few volunteers. This type of community involvement takes a lot of personal time but benefits the community as a whole greatly. The summer concert in the park (with a second to come in August) is a welcome addition to our community. Speed readers have little effect Speed reader devices like that Nils Jensen plays worker boy in front of (Speed reader flashes drivers, News, July 9) are a false notion. On Admirals Speedway in Saanich they only slowed traffic when placed close to a school zone sign – when across the street they had little effect. (Ones in Esquimalt might have somewhat more effect as they are in the median.) And their recording capability is not a good measure of effectiveness. Saanich government has not learned from those factors, can we hope Oak Bay will? Recording speed is a fool’s game because congestion that greatly slows average speed is not recorded, vehicles slow near traffic lights and for other reasons and it is not the exceeding statistics that matter but the really fast drivers, no matter how few. (Some blow though playground zones at three times the limit.) Police feet on the street can see so much more, including the driver who isn’t capable for whatever reason including intoxication, the novice driver who needs coaching early in her experience, the unsafe truck, and wanted persons. The

worst offenders know they are taking advantage of other people for their own convenience and psychological jollies, only police in their face repeatedly will stop them. (Note the experience on the Malahat Mountain Highway a few years ago – a dramatic reduction in accidents when more police were on the road.) The root problem is that politicians like Jensen are too cheap to properly fund policing. They spend on glitz, handouts to moochers, micro-managing people trying to build and earn, and pet do-gooder projects. Speed recording is one of several cheapskate programs by politicians who haven’t the guts to police properly. I urge Oak Bay voters to foster and elect officials who will do something meaningful for human life by properly performing the purpose of government – protecting individuals. Keith Sketchley Saanich

Verdict If you drive in the city, the base 3.6L V6 engine might be a better choice based on fuel consumption but, if you drive a lot on the highway or tow a boat (3,265 kg towing capacity), the

Hemi is the right choice. Power was always there to pass and pull up a hill and the fuel economy can be good if the driver watches their speed. The V8 has the ability to switch off four of the eight cylinders when the truck is under light load and accessing this as often as possible makes a big difference. Another thing to consider is price: the Durango is not inexpensive, starting at $39,995 for the V6 and running up to $52,495 for the top Citadel V8. My family loved spending time in the Durango, we all had a lot of space and the trip was effortless. Our next adventure is to Portland, Oregon in the Jeep Grand Cherokee Diesel. St. John’s, Newfoundland: Atop Signal Hill is an arrow that points westward. It reads “Vancouver, 5,031 km/3,126 mi.” I’m a long way from home. But as I look over the rock wall of the historical landmark in St. John’s, , I don’t feel so far away. As I walk towards the allnew 2015 Subaru Outback, I realize that this vehicle is also making its own little history. Touted as the world’s first sport utility wagon, it’s now 20 years old and better than ever. There’s an all-new exterior look, the interior is much more refined, there’s a vibrant gauge cluster, a new audio system, and around back, there’s a total of 1,005L of cargo capacity (that’s up 33L from the 2014 model.) There’s also a choice of two engines, a humble 2.5L, 4-cylinder with 175 horsepower and 174 lb-ft of torque, or a more potent 3.6L, 6-cylinder with 256 horsepower and 247 lb-ft of torque. There’s a new crew member in Paralympic sailor John McRoberts’ boat. Or, one could say, Jackie Gay has found herself a new skip. Either way you look at it, the partnership of McRoberts, a threetime Paralympian, and Gay, a promising crew member, is a boon for Canada. McRoberts won bronze with Stacy Louttit in the Skud 18 at the Beijing Paralympic Games. They competed in London 2012 but fell just short, finishing fourth. Now McRoberts has teamed up with Gay in a campaign for the Rio de Janeiro Paralympics in 2016. Their partnership in the boat was something the duo put off until they were sure it was a safe to test their other partnership: marriage. They’re on the right track, having won gold against elite American boats at the Claggett Regatta in Rhode Island recently and are preparing for the world championships in Halifax, in August. A top-five spot will qualify them for Rio de Janeiro. “On paper, we’re the right mix, I have a lot of sailing experience and she’s able to do the work, but then we have the marriage,” McRoberts said. “Our potential is huge. We didn’t know if the dynamic was going to work until the World Championships last year in Ireland when we finished third. “The joke is we win a gold medal or divorce. But I’m kidding, we’d stop racing before that.” McRoberts and Gay met sailing against each other in Miami, Fla., in 2007. McRoberts makes light of the fact it took some friends to point it out before he got the hint, but once he did, the couple entered into a successful long distance relationship that led Gay to relocate. “We didn’t want to compete in sailing (as a team) until we were sure it could work and we waited to develop our marriage first. You don’t see a lot of husband and wife teams,” McRoberts said. Gay lost her left leg in a 1994 car accident. She had sailed as a

youth but was timid about racing until the sport’s popularity and ease of access in Birmingham drew her back in, just prior to meeting McRoberts in 2007. “I raced single-handed boats until I started with John,” Gay said. “In sailing terms I’m still a learner. It’s one of those sports you only begin to realize what you don’t know until five years in.” As a creative and non-fiction writer, Gay is able to continue her work here, though sailing at the high performance level “basically takes over your life,” she said. “We joke that the waters off Cadboro Bay and Oak Bay are our office now, we can’t complain about that.” The dynamic in their two-person boat is based on each of their abilities. A quad C6-7, McRoberts is limited to piloting the rudder. He uses a modified seat on which he can swing back on forth at the stern. “(Gay) is the brawn, she does all the sails and I point the boat in the right direction,” he said. Together they come up with decisions but ultimately it falls on John’s experience to makes the calls. “Things can go south really fast when you’re sailing and communication is key, so we are constantly working on that. And it actually improves our marriage at the same time, we’re learning lots about each other,” McRoberts added. Sailing together isn’t the only mission the team has taken on. They are keen to see their sport grow. There is too great a vacuum between them, and the beginner levels of competitive para-sailors in Canada, said Gay, who raced for Great Britain as a result of benefiting from its strong sailing and parasailing infrastructure. Locally they train individually with a group in a small fleet of single-handed boats known simply by its size as a ‘2.4-meter.’ “John and I are heavily involved in trying to bring up the base in Canada but it has some ways to go. ak Bay High Barbarians Sean White and Connor Braid, who were both capped for the Canada 15s and sevens rugby squads, are on the roster for the Canada Sevens team competing at the XX Commonwealth Games in Glasgow, Scotland this month. Rugby Sevens is a sport on the rise in Canada, as was witnessed throughout the 2013/14 IRB Sevens World Series. Canada’s men’s team finished a best-ever sixth place overall, with two top-three results (second – Glasgow, third – Las Vegas). The 12-member squad assembled for the Commonwealth Games features many familiar faces from this record-breaking season. Leading Canada onto the pitch will be Captain John Moonlight (27, Pickering, ON) who was named to the 2013/14 IRB Sevens World Series Dream Team. International sevens star Phil Mack (Oak Bay High) would certainly have been on the team had he not suffered an injury in the Pacific Nations Cup. “This Canadian Sevens team has been playing at a world class level,” says Team Canada Chef de Mission, Chantal Petitclerc. “With their strong results on the IRB World Series this past season, those taking in the action at Ibrox Stadium are sure to be treated to exceptional games.” The Canadian Sevens team has been placed in Pool A with four-time defending champions New Zealand, Barbados, and host-nation Scotland. The sevens tournament will run over two days with preliminary rounds the first day and tournament finals on the second. “We’re excited about the team that has been selected for the Commonwealth Games and are eager to return to Glasgow,” said Steve Lancaster, Rugby Canada’s high performance manager. “Our previous trip to Scotland this year was very positive, and our guys proved that they can succeed against the best in the world. We see the Commonwealth Games as a big opportunity for this team, and will be looking for another strong result in Glasgow leading us into next year's Pan American Games in Toronto and the Rio Olympics in 2016.” The Canadian side made history in Glasgow earlier this year by reaching the final for the first time. Vitamin C is required to manufacture healthy collagen, the glue that holds coronary cells together, just like mortar is needed for bricks. Lysine, like steel rods in cement, makes collagen stronger. Two-time Nobel Prize winner, Dr. Linus Pauling reported twenty-five years ago it takes a mere 10 milligrams to prevent scurvy, but several thousand to prevent heart attack. These days he’s involved with the Leaders’ Committee in looking after all the donors that aren’t attached to a business. Last year, the committee was able to raise approximately $750,000 from what Cavaye called their “orphan supporters,” but despite this success, he said they

need an influx of younger donors to support their current base of retirees. Cavaye is an example of what younger donors can accomplish. In the late ‘50s at UBC, he participated in what he called a “one day blitz” of fundraising for the United Way, taking the donation cans from classroom to classroom. He and fellow students were able to raise $2,500, equivalent to more than $20,000 today. Nowadays, retired and without the

HAFI Funds Home Modifications for Disabled Man When Lorie and Walter bought their home in Port Alberni 13 years ago they slowly began renovating the unfinished basement to accommodate Walter’s changing needs as his muscular dystrophy advanced. “The basement was a black hole when we moved in,” recalled Walter. “After 12 years of skimping and saving, we made the downstairs completely wheelchair accessible, except for the bathroom. It was way too small. I could only stand for about a minute and a half without collapsing in the shower stall and I could no longer pull myself out of the tub in the upstairs’ bathroom, even with Lorie’s help.” Through funding from BC Housing’s Home Adaptations for Independence (HAFI) program, Walter and Lorie were able to work with a contractor to transform the space. A wall was removed to make room for a wheelin shower with benches, grab bars were installed, and the vanity and fixtures were relocated.

“ I just slide into the shower now,” said Walter. “I feel safer and no longer dread trying to wash myself. What was previously a dangerous chore for me is now a welcome treat.” Walter and Lorie hope to spend the rest of their lives in their home. The HAFI program provides financial assistance to help eligible low-income seniors and people with disabilities adapt their homes so they can continue to live independently.

Of Victoria’s waterfront properties, those in Oak Bay and Uplands are among the most sought-after in the real estate market these days. And, once acquired, a buyer often wants to invest in building or landscape projects that involve developing or renovating the property. To dig or not to dig – that is the question that weighs heavily on waterfront property owners all over the southern tip of the island, including the municipality of Oak Bay. Over the years we have discovered, or rather uncovered, artefacts and other vestiges that show this land is archaeologically sensitive. We know, for example, that Willows Beach and the Esplanade was once home to a native village, and there have been cairns found in the Uplands. These are our links to the province’s past, so before any renovation or property development gets under way, the first step for the owner is to find out if their property contains an

out that their property may contain an archaeological site, they must contact the provincial government’s Archaeology Branch, and hire a qualified archaeologist who will confirm the site location and assess the risks that may be incurred by carrying out the proposed project. Thomassen says that

although there was an opportunity for the municipality to enter into an agreement with the province and make the map available online, they prefer to take a “handsoff” approach, redirecting owners to the government and its services, which are ultimately responsible for all heritage actions. As well, the discovery of any artefact on a piece of property leads to calling in other services “We discovered a skull about a month ago, along the esplanade, while the services were digging,” he said. ”And when that happens, the police have to be called in.” Another example occurred in 1996, when the skeletal remains of a Native female were found during some excavation work at a private home in the Uplands. At that time, the Oak Bay News reported that the archeological discovery lead to the coroner, the local police, members of the Songhees First Nation, Oak Bay’s building department and the province’s archaeology branch gathering to assess the next course of action.
